Developing now, Monday, April 1, 2019 TRUMP: NO MORE PLAYING ‘NICE’ AT THE BORDER – President Trump has threatened to shut down the southern border this week to combat the illegal immigration crisis and in a tweet sent Sunday night, he suggested he was done playing Mr. Nice Guy … “The Democrats are allowing a ridiculous asylum system and major loopholes to remain as a mainstay of our immigration system,” Trump tweeted. “Mexico is likewise doing NOTHING, a very bad combination for our Country. Homeland Security is being sooo very nice, but not for long!” Meanwhile, Trump has also vowed to cut direct aid to El Salvador, Guatemala and Honduras as their citizens flee north toward the U.S. in caravans. Mexican officials said Sunday they will give out humanitarian visas on a “limited basis” to some of the roughly 2,500 Central American and Caribbean migrants gathered in the southern state of Chiapas. CLICK HERE TO GET THE FOX NEWS APP. 2020 DEMS ‘BELIEVE’ BIDEN’S ACCUSER: A number of Democratic presidential candidates weighed in over the weekend on the allegations made by a former Nevada political candidate that former Vice President Joe Biden inappropriately touched and kissed her on the back of the head during a 2014 campaign rally … Sen. Amy Klobuchar, D-Minn., told ABC’s “This Week” that she has no reason not to believe the allegations made by Lucky Flores. Sen. Bernie Sanders, I-Vt., who is running for the Democratic nomination, said during an interview with CBS’ “Face the Nation” that while he has no reason not to believe Flores, he doesn’t believe that “one incident alone” would disqualify Biden from running for the White House. On NBC’s “Meet The Press, former Colorado Gov. John Hickenlooper called the allegations against Biden “very disconcerting.” Earlier in the weekend, while speaking to reporters in Iowa, Sen. Elizabeth Warren, D-Mass., and former Housing and Urban Development Secretary Julian Castro said they believed Flores. Biden – who is expected to soon launch his 2020 presidential bid – has denied ever acting inappropriately toward Flores or anyone, but promised to “listen respectfully” ICYMI: TIME FOR A HISTORY LESSON FOR AOC? – Rep. Alexandria Ocasio-Cortez, D-N.Y., might want to brush up on some history after asserting, incorrectly, that Republicans in Congress amended the Constitution to kick President Franklin Delano Roosevelt out of office … “They had to amend the Constitution of the United States to make sure Roosevelt did not get reelected,” Ocasio-Cortez said Friday during a night hall event with MSNBC with Chris Hayes. Ocasio-Cortez was referring to the 22nd Amendment of the Constitution, which passed in 1947. FDR died in office in 1945. FAIRFAX ACCUSER SPEAKS OUT: One of the two women accusing Virginia Lt. Gov. Justin Fairfax of sexual assault has spoken out publically on television for the first time, saying that she wants to testify in front the Virginia Assembly — and that Fairfax should resign … Vanessa Tyson, an associate professor of political science at Scripps College in Claremont, Calif., told “CBS This Morning” in an interview airing on Monday that she did not want her students interested in politics to face a similar situation. CBS News’ interview with Fairfax’s other accuser, Meredith Watson, is set to air Tuesday. A spokesperson for Fairfax said Sunday the lieutenant governor had taken two polygraph tests showing that he engaged in “no wrongdoing whatsoever.” SLAIN STUDENT’S LAST MOMENTS CAPTURED ON CHILLING VIDEO: Authorities on Sunday released surveillance video they said showed the moment a University of South Carolina student exited a bar and entered the car she mistakenly thought was her Uber, but was instead her alleged killer … Samantha Josephson, 21, could be seen approaching the Chevy Impala and entering the backseat. Columbia Police Chief Skip Holbrook said investigators found the victim’s blood in Nathaniel David Rowland’s vehicle. Rowland is in custody, charged with kidnapping and murder. THE SOUNDBITE ‘CREEPY UNCLE JOE’ – “If anybody just types in ‘Creepy Uncle Joe Videos’ you come up with a treasure trove. THE FLIP SIDE View this email in your browser Monday, April 1, 2019 Border Crisis “The U.S. government cut aid to El Salvador, Guatemala and Honduras on Saturday after President Donald Trump blasted the Central American countries for sending migrants to the United States and threatened to shutter the U.S.-Mexico border.” Reuters From the Left The left criticizes the administration for the inhumane treatment of asylum seekers, and argues that these latest moves will worsen the situation and hurt the US economy. “Certainly, the United States cannot open its southern borders to all comers. But there is little excuse for not processing this wave of migrants in an orderly and humane manner. Turning the lives of desperate people who yearn for freedom into political talking points is unconscionable.” Editorial Board, Deseret News “Are U.S. immigration officials even trying to come up with a better temporary fix than human beings sleeping on ice-cold gravel?… The humanitarian crisis at the southern border is real — but the human rights violations are the ones that the United States government is either exacerbating or flat-out creating. Indeed, the budget bill passed by Congress this winter aimed to spend money on upgrading government detention facilities and increasing the number of now-overloaded immigration judges to process the asylum claims of refugees more quickly. But Team Trump seems much more interested in cannibalizing our military to pay for his grandiose border wall.” Will Bunch, Philadelphia Inquirer “There is a genuine problem at the U.S.-Mexico border… [But] cutting off aid to Central America or ‘closing the border,’ as Mr. Trump now threatens, would make things worse… [The commissioner of U.S. Customs and Border Protection] would like Congress to give him authority to hold these migrants for up to eight weeks. That would allow time to process their claims, which would in many cases be denied. He also wants authority to return unaccompanied children to their home countries, which the law allows for Mexicans and Canadians but not Central Americans… “If word got out that paying $7,000 to ‘coyotes’ for the trip to the border was likely to result in a prompt return trip, the flow would diminish — which would mean fewer children in danger. Congress should consider both requests favorably, along with more aid to Central America to get at the root causes of this exodus.” Editorial Board, Washington Post Trump’s “own State Department publicly states that its strategy is to provide foreign assistance to Central America and protect American citizens ‘by addressing the security, governance, and economic drivers of illegal immigration and illicit trafficking.’ The aid — again according to Trump’s State Department — ‘goes toward fighting crime organizations, drug trafficking, gang violence and human trafficking, while strengthening borders and enhancing security’… His reactive move to punish the Northern Triangle countries of Guatemala, Honduras, and El Salvador will undoubtedly increase migration, rather than deter it.” Samantha Vinograd, CNN Finally, many point out that “shutting down ports of entry would be an economic disaster. It would also disrupt the lives of border communities that rely on the flow of people between the US and Mexico — including the major cities of San Diego (and Tijuana) and El Paso (and Ciudad Juarez). Approximately $1.5 billion worth of commerce happens along the US-Mexico border every day… When the San Ysidro port of entry in San Diego shut down for a few hours in November, as agents responded with force (including tear gas) to an organized march of asylum seekers, the temporary closure cost about $5.3 million in lost business revenue… Literally no one but Trump actually wants to close border crossings.” Dara Lind, Vox From the Right The right argues that there is a major crisis at the border, which is exacerbated by the changing demographics of those apprehended. “As recently as 2012, 90 percent of apprehensions along the southern border were single adults. Today, that’s changed. Family units and unaccompanied minors now make up 60 percent of all apprehensions along the southern border. The change is important because we don’t treat single adults the same way we treat families and minors traveling alone. Instead of detaining or deporting them—as we do with adults—federal immigration officials are releasing families and children into the United States with orders to appear before an immigration judge, a process that can take years… “Although total numbers of apprehensions might still be lower than they were in 2000, the total number of migrants being released into the United States, instead of deported or detained, is almost certainly higher today… The border crisis is real, it’s complicated, and it’s getting worse. It’s time to stop repeating, mantra-like, the meaningless talking point that illegal immigration levels are at ‘historic lows.’” John Daniel Davidson, The Federalist A former Border Patrol chief under President Barack Obama writes, “Central American families are incentivized and rewarded to come and illegally enter our border because they know the Department of Homeland Security must release them within 20 days by law and they will be allowed to remain in the U.S. indefinitely while awaiting immigration court proceedings… “As the apprehensions reach one million this year, the unconscionable result will be the release of 650,000 immigrants into the U.S. That is more than the entire population of Wyoming. Contrast that with the late 1990s, when we experienced one million apprehensions and less than 100,000 were allowed into the U.S.” Mark Morgan, Fox News “Congress needs to build stronger legal barriers that migrants and judges can’t evade or bulldoze… The Immigration and Nationality Act conditions asylum on a ‘well-founded fear of persecution on account of race, religion, nationality, membership in a particular social group, or political opinion.’ But immigrants complaining about abusive spouses and economic hardship have been waved through… “Federal Judge Emmet Sullivan last year blocked the Administration from imposing asylum conditions. Last month the Ninth Circuit Court of Appeals extended habeas corpus to asylum claimants, which means even those who fail the initial screening will have recourse in federal court. Almost anyone who claims asylum will now be able to avoid immediate deportation… The Administration last year tried to limit asylum eligibility to immigrants who present themselves at ports of entry, but the Ninth Circuit blocked that too. Thus, the border chaos.” Editorial Board, Wall Street Journal “The decision to cut foreign aid to the Northern Triangle (and all other countries) is correct because the United States shouldn’t be bribing them to bend to our political will. We also don’t exactly know how the countries use the money – despite claims of the contrary from USAID. Propping up bad governments does nothing to actually help the migrants looking to come to the U.S… However, it would be a mistake to use the ‘pen and phone’ policy as the method to deliver this new policy. President Trump ratcheted up his rhetoric and actions in recent days over illegal immigration, threatening to close down the southern border to all traffic and trade, and announcing that he was cutting off foreign aid to the governments of Honduras, El Salvador, and Nicaragua. The President has threatened several times over the last year to close the border, arguing that the Mexican government isn’t doing enough to stop people from getting into the U.S. It wasn’t clear if this was just another threat or if Mr. Trump would follow through – “I will close the damn border,” he said last week at a campaign rally in Michigan. Read More MY TAKE Mueller Report. The Easter Break could be a lively time as Attorney General William Barr says his goal is to release a redacted version of the Mueller report by mid-April. A number of items won’t be in the public version of that report – grand jury material, classified items, and any information related to third parties or ongoing investigations. The redactions are certain to spur complaints from Democrats, as some wonder whether all of the details of the Mueller report could still present some stumbling blocks for the President’s supporters on the investigation of Russian interference in the 2016 elections. FIRST READ: How this weekend exposed Biden’s generational challenges
Leading in the early polls before he’s even announced his 2020 candidacy, Joe Biden has a problem on his hands.
If he jumps in, he has to compete against a field – as well as norms and practices – that have changed since the last time he ran solo back in 2007-2008.
Consider what happened over the weekend:
- A former Nevada political candidate, Lucy Flores, accused Biden of touching her shoulders, smelling her hair and kissing the back of her head, underscoring how behavior once seen as unremarkable or commonplace is now unacceptable in today’s Democratic Party.
- (Biden released a statement Sunday saying it wasn’t his intention to act inappropriately, as aides and friends defended the former vice president.)
- Beto O’Rourke held rallies in three Texas cities in one day (El Paso, Houston and Austin), setting the early campaign pace for the 2020 field.
- Bernie Sanders appeared to be on pace to raise more than $20 million for the first quarter, revealing the power of grassroots online donations in today’s politics.
- Political elites continued to buzz about the 37-year old Pete Buttigieg, who this morning announced raising more than $7 million for the first quarter.
- And Rep. Alexandria Ocasio-Cortez, 29, took aim at the Democratic Congressional Campaign Committee’s effort to blacklist vendors who work with candidates challenging incumbents, underscoring the progressive-versus-establishment split inside the party.
Biden’s greatest strength is the fact that he’s been in the political mainstream of the Democratic Party for the last 40 years, as one of us said on “Meet the Press” yesterday.
And that fact is also his greatest weakness.
So a death by a thousand cuts is one (likely) scenario for Biden, if he runs.
But there’s another scenario, too: His past becomes THE story for the 2020 campaign, making it difficult for other candidates to break through, like Trump in ’16.
Of course, there’s a big difference between Biden and Trump.
One can be shamed; the other one can’t.

“Wait-and-see” on the Mueller investigation
The headline from our latest NBC News/Wall Street Journal poll is that the American public doesn’t see a clear verdict about whether President Trump has been cleared of wrongdoing in the Russia probe.
“Twenty-nine percent of adults say they believe Trump has been cleared of wrongdoing, based on what they’ve heard about Robert Mueller’s findings.
That’s compared with 40 percent who say they don’t believe he has been cleared.
And a third of Americans – 31 percent – say they’re not sure if Trump has been cleared.
That includes nearly half of independents (45 percent), as well as a quarter of Democrats (27 percent) and Republicans (25 percent).”
Bottom line: Despite all the coverage of Attorney General William Barr’s SUMMARY of Mueller’s findings, the American public still hasn’t made up its mind.
The Mulvaney Presidency
The New York Times reported over the weekend that the proposal to eliminate funding for the Special Olympics was pushed through by acting White House chief of staff Mick Mulvaney and his staff at OMB.
This — combined with the renewed health care push — is a reminder that Trump’s biggest political vulnerability is being turned into a conventional conservative whose policy ideas just aren’t popular.

2020 VISION: What we saw at Beto’s El Paso rally
One of us traveled to El Paso over the weekend to cover the first leg of Beto O’Rourke’s three-city swing through Texas.
Here’s what we observed:
- He doesn’t use a Teleprompter
- His campaign didn’t release speech excerpts
- His campaign excels at building picturesque rally settings (also see his last stop in Austin)
- His speech covered the bases on policy (health care, education, climate change), clearly reacting to the earlier criticism that he had lacked policy specifics
- His speech had a heavy emphasis on immigration and the border battle (“Let’s make sure that we never take another child from another mother after her most desperate and vulnerable moment”)
- And he made unity his other big theme (“Let’s agree, going forward, before we are anything else, we are Americans first”).
On the campaign trail today … Cory Booker (11:30 am ET), Julian Castro (12:07 pm ET), Amy Klobuchar (1:30 pm ET), Beto O’Rourke (2:08 pm ET), Bernie Sanders (3:00 pm ET), Elizabeth Warren (3:37 pm ET), Jay Inslee (4:50 pm ET) and Kirsten Gillibrand (5:18 pm ET) participate at the “We the People” summit in DC…
Castro also speaks at the National Association of Hispanic Publications… And Kamala Harris addresses the California Union Legislative Conference in Sacramento.
DATA DOWNLOAD: And the number of the day is … 73 percent.
73 percent.
That’s the combined share of Democratic primary voters who say they’re either enthusiastic (33 percent) or comfortable (40 percent) with Joe Biden as a presidential candidate.
That makes Biden the most palatable candidate for Democrats out of the five top contenders we polled, at least at this stage.
(Note: The survey was in the field March 23-27, before the Lucy Flores story. We’ll also be polling other Dem candidates in future NBC/WSJ polls.)
It’s worth noting that both Harris and O’Rourke could have some significant room to grow here.
Nearly one-in-five Democratic primary voters say they don’t know enough about those candidates to make a call yet.

With our partners at Eyesover.com, we will now provide daily updates of support for each candidate, based upon both sentiment and volume of mentions.While this is not a poll, we believe it may give some early indications as to which candidates are gaining traction or fading. In terms of Social Media coverage, Beto O’Rourke leads the pack this morning with a 19% support score. He is followed by Joe Biden (18%), Pete Buttigieg (15%), and Bernie Sanders (11%). Kamala Harris and Elizabeth Warren are next, tied at 6%.The social media update shows that Biden and Sanders are receiving slightly more negative chatter than positive. All other top contenders are receiving net positive chatter.To add context, our report also shows the issue most discussed about each candidate. For O’Rourke, it’s immigration. Conversations involving Biden address gender equality more than anything else. For Buttigieg, it is LGTBQ Rights.Due to the nature of media coverage, a candidate who is the focus of the news cycle will see a spike in the number of mentions. To smooth this volatility, the support scores represent a four-day rolling average.Numbers are updated daily at 4:00 a.m. Eastern. Please take a moment to check it out and let us know what you think. Tomorrow, we will release some conventional polling on the Democratic race. On other topics, opinions about Robert Mueller have improved among Republicans while holding steady among Democrats. Support for impeachment continues to fall among Independent voters. Fifty percent (50%) of Independents now oppose impeachment and just 29% are in favor.Last week, we highlighted attributes that were needed for a healthy political system. Number two on the list, behind only freedom of speech, was the need for political leaders to respect American voters. New data shows that just 34% believe such respect exists today while 59% disagree. Among other items deemed Very Important by voters, two others are perceived as lacking in today’s world: by a 61% to 32% margin, voters do not believe we have political leaders who are willing to compromise. By a 51% to 42% margin, voters do not think most Americans have respect for people with fundamentally different views.Opinion is evenly divided on two other Very Important attributes of a healthy political system. Forty-six percent (46%) believe we have clear limits on what the government can do while 45% do not. Forty-three percent (43%) think there are limits on taxation while 46% disagree. Jake Tapper hilariously claimed CNN had not gotten “anything” wrong with its reporting on the Trump-Russia conspiracy! Maybe that’s why they had to get rid of three of their reporters, who resigned after a fake story they wrote about Scaramucci having ties to the Russians. Or when they repeatedly pushed the lie that Republicans funded the dirty dossier. Or when they reported that 17 intel agencies concluded that Russians interfered in the election, when in reality it was only three. That’s only a few things CNN got wrong. There are plenty more, and I think it’s fair to say Tapper is lying when he says they got nothing wrong. 2. GIVE BACK YOUR PULITZER PRIZE, NYT, WAPO! The president said over the weekend that The New York Times and Washington Post should have their Pulitzer prizes taken away for their negative and fake reporting. The Pulitzers were for national reporting for their supposedly excellent work on a narrative that turned out to be a hoax. Yet they are standing by their work, saying they’re “proud” of their Pulitzer prize-winning reporting. From John Brennan claiming Trump’s claims of no collusion were “hogwash” in the New York Times to writers at the Washington Post insisting there was collusion, there is nothing award-worthy about those rags. 3. ‘LITTLE PENCIL NECK’: TRUMP DUNKS ON SCHIFF, CELEBRATES VICTORIOUS WEEK iHeartRadio host Jesse Kelly joined me to hilariously weigh in on one of Trump’s best weeks. The Mueller report completely vindicates the president, and we all get to enjoy watching the lefties’ world crumble around them. Outside Washington, Jussie Smollett and Cardi B enjoy their minority privilege and escape repercussions that would sink any conservative’s career. WATCH: 4. TRUMP EYEING AMY CONEY BARRETT Axios’ Jonathan Swan is reporting that Trump told confidants that he was “saving [Judge Amy Coney Barrett] for Ginsburg.” Barrett is a favorite among conservatives, many of whom were hoping she would take Justice Kennedy’s seat. She is a devout Catholic whose writings suggest she’d be open to overturning Roe v. Wade. Her appointment would be a big win for conservatives. 5. CREEPY JOE BIDEN STANDS BY HIS TOUCHING If you’ve spent any time on the internet, you’ve likely seen memes of Joe Biden creepily touching people from behind. On Sunday, Biden defended his interactions, saying he doesn’t believe he’s ever acted inappropriately. Lucy Flores, a Democrat lawmaker from Nevada, doesn’t feel the same way. She came out on the record to state that she felt uncomfortable with a kiss Biden gave her on the back of her head. Is Biden’s persona just out of step with the new far-left Democrat Party? With all of “the affectionate whispers, hugs and shoulder squeezes he has long doled out to women, often on camera and at high-profile public events,” his behavior is facing new scrutiny from the Left, and since he has not yet officially announced his run, this could potentially harm him. 6. PETE BUTTIGIEG ON FIRE The little-known mayor from South Bend, Indiana, is stirring the pot on the Democrat side of the presidential race. He says he has raised more than $7 million since he launched his presidential exploratory committee. “This has always been an underdog project. But with a first fundraising report like this, we certainly cannot be ignored,” he told his supporters. His popularity stems from the fact that he says Trump can only be beaten with ideas. Hillary lost, he claims, because the only message the Democrats had was essentially “orange man bad,” but they didn’t spend enough time talking about what Democrats could do to help the average American. Supporters of the deal said that there was nothing new in the archives. But research into the contents of the archives led by David Albright of the Institute for Science and International Security and Olli Heinonen of the Foundation for Defense of Democracies showed that, in fact, the archives showed that Iran nuclear weapons program was much more advanced than previously known. The same folks, including top U.S. newspapers, who insisted that the archives showed nothing new, have been silent about the archives.
