Both chambers of Congress will be back at work in little more than two weeks, and Democrats are chomping at the bit to tackle issues now center stage in the political sphere.    Chief among them is guns, which remain a preeminent issue nearly a month after the mass shootings in El Paso, Texas, and Dayton, Ohio, where 31 individuals were killed. While discussions have cooled in recent weeks, Democrats and some Republicans are looking to September and beyond as an opening to measures to respond to gun violence, particularly legislation to strengthen background checks and allow law enforcement authorities to confiscate weapons using state “red flag” laws.    As Jordain Carney reports, Sen. Chris Murphy (D-Conn.) is heading up negotiations with the White House to expand background checks, which he admits is a tall task given that the Connecticut Democrat has been through this song and dance before. Murphy, a former House member, was elected only weeks prior to the fatal shooting at Sandy Hook Elementary School in Newtown, Conn., but nothing was done in the aftermath.   However, Murphy senses an opportunity after talks with the White House and President Trump but recognizes the steep climb ahead as skepticism runs rampant in Democratic circles. He puts chances at striking a deal at less than 50-50.    The White House has “made it clear to me that they are very open to legislation that would expand background checks. That’s what the president told me personally. That’s what the White House reiterated to me,” Murphy told The Hill in an interview.    Murphy isn’t the only one who thinks there’s a chance to pass legislation. Sen. Pat Toomey (R-Pa.), who pushed a limited background check bill alongside Sen. Joe Manchin (D-W.Va.) following the Sandy Hook shooting in 2013, told Politico that this is the best chance in the last six years to pass a bill of this kind, even though it may be a more narrow background check so it could pass a GOP-held Senate.    However, the legislation will likely live or die based on Trump’s druthers, and his political cover for GOP lawmakers has been scattershot.    “The sweet spot is whatever President Trump is willing to support. If President Trump endorses a background checks bill, we will be able to get to 60 votes in the Senate,” Murphy said.    Over in the House, House Democrats want to go a step further and tackle the rise of white nationalism and domestic terrorism, largely in response to the El Paso shooting. House Homeland Security Committee Chairman Bennie Thompson (D-Miss.) has been holding field hearings this month, and will have a formal hearing in September.    House Judiciary Committee Chairman Jerrold Nadler (D-N.Y.) is marking up a hate-crimes bill next week to bar gun sales to those convicted of misdemeanor hate-crimes. Rep. Don Beyer (D-Va.) has a bill that would provide state-based grants to bolster the reporting of hate crimes, strengthen support services for victims and train local law enforcement in managing bias-based cases, which he wants brought up immediately. Adding fuel to the fire, outside liberal groups are clamoring for something to be done on the issue.    “Some of us have had this concern for quite a while, that [domestic terrorism] was always second fiddle to Islamist terrorism to the homeland. And we had a difficult time getting the documentation,” Thompson told The Hill’s Mike Lillis in a phone interview.      “Ultimately we finally got an admission from the FBI that domestic terrorism was on the rise, but more importantly, it was tied more to radical right-wing extremists than it was any other group,” Thompson said.   Separately, chatter about impeachment continues to dribble out from within the House Democratic caucus. Rep. Bill Foster (D-Ill.) became the latest to announce his support for opening an inquiry against the president, making him the 132nd House member to do so, according to The Hill’s whip count.   The Wall Street Journal: Swing-district Democrats push for vote on North America trade pact.

POLITICS & CAMPAIGNS: With Wednesday’s pre-debate polling and fundraising deadline looming, 11 Democratic presidential candidates could be set for exclusion from the next round of debates in mid-September, leaving some to openly complain about the rules set by the Democratic National Committee (DNC).    Ten candidates have already qualified for the debate, set for September 12 in Houston. For those on the outside looking in, the clock is ticking as they prepare for life without making the debate stage.    However, some may still have a chance on Wednesday to reach the needed four polls with 2 percent support. At least two polls are set to be released that could stretch the debate stage to 11 or potentially 12 candidates — one by USA Today and Suffolk University, and another by Quinnipiac University.    Among those with a chance are Tom Steyer, the multimillionaire environmentalist, who needs only one more poll to qualify, having already reached the donor prerequisite, and Rep. Tulsi Gabbard (D-Hawaii), who needs two more polls. She has also hit the DNC’s donor benchmark.   The candidates have until 11:59 p.m. on Wednesday to meet the DNC’s requirements for participating in the debate. © Getty Images     > Nevada: Nevada Democrats are struggling to make their caucuses relevant in an early state window dominated by first-in-the-nation contests in Iowa and New Hampshire.    As Reid Wilson reports, candidates are venturing West more than they have in previous years, but not a lot more. In total, the candidates still in the race have held a combined 64 events in the Silver State, according to a running tally maintained by The Nevada Independent. That’s the same number of events Montana Gov. Steve Bullock (D) has held in Iowa alone. It is two more than the number of events candidates have collectively held in Iowa City, Iowa.    Even more telling, the 64 events equals roughly one-sixth of the events candidates have held in South Carolina, a state that will vote a week after Iowa does.   “People feel like it’s not enough,” Teresa Benitez-Thompson, the Democratic majority leader of the Nevada Assembly, said in an interview in her Reno district. “Being present and being here is very meaningful.”   Another group that isn’t paying a ton of attention to the Western state? Pollsters. Only four surveys of potential Nevada caucus goers have been conducted this year. Elsewhere, 10 have been conducted in Iowa, 17 in New Hampshire and eight in South Carolina. Tellingly, more polls have been conducted in California, a state that won’t vote until Super Tuesday, than in the state that was “battle born.”   One candidate who did announce plans to campaign in the state is Sen. Amy Klobuchar (D-Minn.). The senator will hold a press conference today on gun violence as Murphy and other lawmakers negotiate legislation with the White House.    The Hill: The New York Times takes hits from all sides.   The Washington Post: Six women seeking Colorado Senate seat ask Democratic Senatorial Campaign Committee to reconsider endorsement of former Colorado Gov. Tate Reeves (R) took home the GOP nomination for governor on Tuesday night, setting up a general election matchup with state Attorney General Jim Hood in November. Reeves defeated retired state Supreme Court Chief Justice Bill Waller Jr. in a GOP primary runoff with 54 percent support (The Associated Press).     ****   WHITE HOUSE & ADMINISTRATION: Trump unleashed a torrent of Twitter grievances aimed at familiar targets on Tuesday. He skewered GOP presidential primary challengers William Weld and Joe Walsh, denied for a second day that he ever suggested halting hurricanes with nuclear weapons, as reported by Axios, and revisited his obsession with crowd size (arguing his rallies are larger than Democratic candidate Sen. Elizabeth Warren’s events). The president also mentioned former South Carolina Gov. and former House member Mark Sanford (R), who is considering entering the GOP primary to challenge Trump. The president branded Sanford, former Massachusetts Gov. Weld and former Illinois Rep. Walsh as “Three Stooges.”     Trump also spent time Tuesday throttling the Federal Reserve, blaming the central bank for a slowdown in manufacturing. The president campaigned in 2016 to increase U.S. manufacturing jobs and bring back plants that moved overseas. As global growth slows, automation and labor costs shift industry practices and the administration’s tariffs dig in, the manufacturing sector is feeling the effects (The Hill). IndustryWeek reported this month that 37 out of the 38 manufacturing industries are declining as measured by the number of plants and employees, according to government data.     > The Department of Homeland Security and the Federal Emergency Management Agency diverted $271 million in disaster relief funding to the U.S. southern border to deal with migrant conditions and new policies to stem the pace of immigration. Combined with existing facilities to hold immigrants, the funding would make it possible for Immigration and Customs Enforcement to detain nearly 50,000 people at one time (NBC News).   > The wall: The administration plans to build 20 additional miles of barriers along the U.S. southern border in Arizona and California (Bloomberg). Trump has repeatedly promised to complete 500 miles of border wall by the time voters go to the polls and he has directed aides to aggressively seize private land and disregard environmental rules to hasten construction before next year’s election, The Washington Post reports. The president has assured federal officials he would pardon them if they break the law, dismissing worries about contracting procedures and the use of eminent domain, saying “take the land,” according to officials present at the meetings. “Don’t worry, I’ll pardon you,” he told them.   > Agriculture Secretary Sonny Perdue is hearing from a growing number of farmers who say they are losing patience with the president’s approach to tariffs and a trade war with China and suggest it will not take much to lose their votes, as well (The New York Times). “We’re not starting to do great again,” Brian Thalmann, the president of the Minnesota Corn Growers Association, told Perdue at a recent event. “Things are going downhill and downhill quickly.”   > Environment: Trump’s assertion during the Group of Seven (G-7) summit in France that he’s an environmentalist prompted critics to argue the opposite, asserting that the president undermines environmental protections and thwarts U.S. contributions to the global fight against climate change (The Hill).   > Tech regulation: Faced with expanding regulatory scrutiny in Washington focused on companies’ privacy practices and market power, major tech firms are tapping into a revolving door between employees with experience in the Federal Trade Commission and top law firms that help the regulated community. The federal turnstile is not new, but the coziness between the FTC and its counterparts outside government raises questions about developments in Silicon Valley (The Hill).

INTERNATIONAL: Brazil’s president chafed at accepting $20 million offered by G-7 nations to help save expanses of burning and defoliated Amazon rainforest, an ecosystem that straddles nine Latin American nations (The Hill). Jair Bolsonaro and French President Emmanuel Macron bickered on Tuesday, complicating hopes for swift, cohesive global action (The Associated Press). The Brazilian president has mocked Macron’s wife and accused the French leader of disrespecting Brazil’s sovereignty, and his chief of staff skewered the French for the fire that heavily damaged Notre Dame Cathedral in Paris. Macron has called Bolsonaro a liar and said Brazilian women are probably ashamed of their president (Reuters). Trump weighed in on Twitter to salute Bolsonaro. “He is working very hard on the Amazon fires and in all respects doing a great job for the people of Brazil,” the president wrote.  
© Getty Images     > Russia: Moscow denied a travel visa to a second U.S. senator who, like the first, is a member of the Senate Foreign Relations Committee, a critic of President Vladimir Putin and a proponent of tougher U.S. sanctions on Russia. Connecticut’s Murphy said on Tuesday that Russia denied him a visa. Sen. Ron Johnson (R-Wis.), said on Monday that his visa request was rejected. The Russian Embassy in Washington called Johnson “russophobic” on Twitter. It is uncommon for U.S. lawmakers to be denied travel visas, although Russia has made that decision before (Reuters).   > Indonesia: To tackle man-made problems with sinkage, pollution and overcrowding, Indonesia is constructing a new capital to replace Jakarta. The country chose a 450,000-acre site on the wildly rugged island of Borneo for its new capital city, not yet named (The Washington Post).

Brexit: British Prime Minister Boris Johnson asked Queen Elizabeth II to suspend Parliament in order to push through Brexit. In a letter released Wednesday, the prime minister said that he “spoke to Her Majesty The Queen to request an end to the current parliamentary session.” The move will squeeze lawmakers who want to push new legislation to block a no-deal Brexit ahead of the planned Oct. 31 departure (The Associated Press).   ➔ Epstein’s victims: One by one, women stepped up to a podium in a packed federal courtroom in Manhattan on Tuesday and described how Jeffrey Epstein abused them and then leveraged his power and wealth to silence them, sometimes for years. The financier killed himself in jail two weeks ago, but more than 16 of his accusers showed up at a routine court hearing about the former financier’s indictment on sex trafficking charges, some of them urging prosecutors to continue investigating Epstein’s employees and associates, who they allege abetted his years of coercion of young women and girls (The New York Times).   ➔ Opioids: Purdue Pharma offered $10 billion to $12 billion on Tuesday to settle opioid cases. The lawsuits allege the company and the Sackler family are responsible for starting and sustaining the opioid crisis (NBC News).   ➔ State Watch: One day before a Missouri law banning abortion after eight weeks of pregnancy was to take effect, a federal judge blocked it on Tuesday. Opponents argue the law, signed in May, amounts to an outright abortion ban because many women are unaware they’re pregnant within eight weeks. Similar laws in Mississippi and Kentucky have also been blocked by courts this year (The Hill). … Utah health officials this week are reviewing 21 cases of severe vaping-related illnesses, about a week after the U.S. Centers for Disease Control warned of a cluster of lung disease cases that appear to be linked to e-cigarettes (The Salt Lake Tribune). … A New Jersey state appeals court ruled in favor of an assisted suicide law allowing terminally ill patients to seek life-ending drugs (The Associated Press).    ➔ Hurricane: Dorian, the fourth named storm of the Atlantic hurricane season, forced Puerto Rico on Tuesday to declare a state of emergency as officials anticipated landfall today. “Practically the entire island will be under sustained tropical storm force winds,” predicted Roberto García, director of U.S. National Weather Service San Juan (NBC News). Trump on Tuesday signed an emergency declaration for the island, which is still recovering from Hurricane Maria, a deadly Category 5 storm that devastated the U.S. territory nearly two years ago. Pete Gaynor, the acting administrator of FEMA, named James Russo, a 17-year-veteran as federal disaster operations coordinator, to take the lead in affected areas.

BuzzFeed News journalist Adolfo Flores, reporting from Matamoros, Mexico, heard this from asylum-seeking young people:   “I want to be an American,” 7-year-old Ilich said. “I also want to be a police officer. … I like their uniforms and want to protect people.”   “I want to study and have a better life,” Christopher, 8, said. “I’d like to be an engineer because they make a lot of money and get to fix cars and machines.”   Genessy, who is 7, said she wants to be a doctor. “They help people and save lives.”    Hilary, 14, talks about becoming a mechatronic engineer because it combines mechanical, electrical and computer engineering. “It’s considered new even though it’s not, and it’s really useful,” she said. “In my country, it’s hard to dream like that. You have to leave in order to reach your dream.”

A new Wall Street Journal poll shows a deep gulf between Millennials/Gen Zers and older generations on God, patriotism, kids, and self-fulfillment.
 
From Washington Examiner:
 
“…[N]early 80% of people aged 55-91 said being patriotic is important to them, while only 42% of millennials and Generation Z, or those aged 18-38, said the same. Thirty percent of millennials and Generation Z said religion was important, compared to the over 75% of baby boomers, with just over 30% of millennials and Generation Z saying it was important to have children.
 
Areas where the younger generations had placed higher importance compared to boomers were tolerance for others and self-fulfillment, with financial security being almost tied between the two age groups.”

 
Older conservatives seemed somehow shocked by this news, while younger conservatives like Allie Struckey and Ben Shapiro pointed out that this poll, while terrifying, was nothing surprising. 
 
Me, I was just in the corner pulling my hair about because conservatives still aren’t prioritizing education reform. The left understands what’s at stake, which is why demands for woke lessons have reached even private school choice programs. From my latest at City Journal:
 
“Bethel Christian Academy advertises its religious affiliation in its name, but Maryland bureaucrats were so shocked to find that Christianity was practiced there that they excluded it from the state’s voucher program, which provides funds for students to attend schools of their choice. Their decision forced six low-income students—whose families cannot afford tuition—to leave the school, and made it impossible for additional low-income students to enroll…
 
Our public investment in the educational futures of American students was never meant to be captured and wielded as an indoctrination weapon by one faction of the culture wars. Parents—not partisan politicians or discriminatory bureaucrats—should have the right and responsibility of deciding what their children learn and which values will shape them into adults. School choice is meant to give voice to parents’ wishes for their children, not overrule them.”
 
Of Bedbugs and NYT Standards
The other buzz of the internet yesterday was columnist Bret Stephens quitting Twitter because of backlash he received after emailing a GW professor who called him a “bedbug.”
 
I like Bret Stephens’ work, but if “bedbug” is the worst thing anyone has called him on the internet, I’d like to show him my menchies on an average Tuesday.
 
It did prompt a great free speech statement from George Washington University, at least, although one would wish universities would be as strong on the First Amendment when the brouhaha involves figures on the left. 
 
This comes on the heels of another complaint from the NYT– that a couple Trump operatives should stop using their own tactics against them by digging up their journalists’ “bad Tweets” from years prior.
 
Rich Lowry over at National Review thinks the Times should stop whining:
 
“A group of Trump-supporting operatives has been finding and archiving old social-media postings of Times employees and other journalists for use in the ongoing brawl between the president and the press…
 
I think it’s a bad idea for either side to rummage through old social-media postings and writings looking for firing offenses. It’s an inherently punitive project, and often an unfair one (no one is the sum of their tweets). But the rules of this game were established by the Left long ago. It should either change them — or stop whining.”

 
Fashion Moment of the Week
The VMA red carpet had some winners and losers, per usual. My favorites on this Refinery 29 round up are Camilla Cabello’s deconstructed Grecian gown and Taylor Swift’s hot girl Versace mini. And I have to admit I love the *bleep* out of that slouchy green velvet pantsuit on Bishop Briggs.

Every vote should be = in America, no matter who you are or where you come from. The right thing to do is establish a Popular Vote.” Twitter

Rep. Dan Crenshaw (R-TX) replied, “Abolishing the electoral college means that politicians will only campaign in (and listen to) urban areas. That is not a representative democracy. We live in a republic, which means 51% of the population doesn’t get to boss around the other 49%.” Twitter

The Flip Side From the Left The left supports eliminating the electoral college, arguing that all votes should count equally regardless of which state they’re from. “Presidential elections are currently decided by swing states, ones that are less racially diverse than the country as a whole and, in 2016, represented only 35 percent of eligible voters. Last presidential election, 95 percent of candidate appearances and 99 percent of campaign spending went to fourteen states. None of them are particularly rural nor, with the exception of New Hampshire, remotely small. The swing states, due to their electoral significance, also have a stranglehold on national policies. The coal industry, for example, has outsize influence because of its prominence in Pennsylvania. So, too, does the ethanol industry because of Iowa. Moreover, U.S. tariffs have disproportionately benefited industries located in swing states, and the battleground states have historically received more in federal grants than the rest of the country.”

“A presidential candidate who focused only on America’s cities and urban centers would lose — there just aren’t enough votes. Republicans live in cities just as Democrats live in rural areas. Under a popular vote, candidates would still have to build national coalitions across demographic and geographic lines. The difference is that those coalitions would involve every region of the country instead of a handful of competitive states in the Rust Belt and parts of the South… 

“The founders feared ‘direct democracy’ and accounted for its dangers with a system of ‘representative democracy.’ Yes, this ‘republic’ had counter-majoritarian aspects, like equal representation of states in the Senate, the presidential veto and the Supreme Court. But it was not designed for minority rule. Virtually everything was geared toward producing representative majorities that could govern on behalf of the country — to diminish ‘faction’ in favor of consensus.”

“Statewide offices such as governor and senator take place all the time; all of them use a simple statewide vote; and yet lots and lots of statewide candidates nevertheless campaign in rural areas all the time, including in states where the rural vote is just a fraction of the overall vote. Others have noted that there are plenty of rural voters in California and other states – including, at least recently, Texas – that are uncontested and therefore get no candidate attention under the current rules… 

“There’s going to be a president elected, whether with a majority or a minority of the vote. It’s bad if the majority is rewarded with absolute rule, but it’s quite a bit worse – I’m not even aware of any vaguely plausible argument otherwise – if the minority is rewarded with absolute rule. And no, it doesn’t matter a bit if that minority is the one that Crenshaw (or anyone else) happens to like. The remedy for majority tyranny isn’t to tabulate the votes in some convoluted way to get a preferred minority to win. The Madisonian remedies for majority tyranny are such things as having multiple branches of government (each with a different form of election), meaningful federalism, separated institutions sharing powers, and so on.”

Many dispute Iowa Senator Jodi Ernst’s “claim that giving voters everywhere the exact same power to elect a president is going to ‘silence’ anyone…  it’s true that the ‘losers’ — relatively speaking — in a shift from Electoral College to a popular-vote system would be closely contested ‘battleground states’ that naturally attract candidate attention more than safely Democratic or Republican states… 

“But the real howler about this is that Ernst is talking about preserving the power in presidential elections of Iowa, for God’s sake. This is the state where caucuses stand at the gateway to the presidential nominating process… Iowa, maker of legends and breaker of hearts. Candidates may secretly hate the Hawkeye State for the time and money it consumes, or for the winter weather, but they are going to pay it attention and hear its voters’ voices over and over again.”

“A national popular vote system wouldn’t devalue the votes of people who live in rural states and small towns. It would accurately value them by treating them equal to people who live in cities. Furthermore, small-state interests are built into the Senate’s math (where Delaware absurdly gets as many senators as California), and many House districts are rural. So rural and small-state areas are hardly hurting for national political representation. Sure, candidates might end up spending less time stumping in the rural areas that currently happen to be lucky enough to fall within the borders of swing states, and more time in urban centers. But is that really a convincing rebuttal to the pretty basic and obvious argument that in the most important electoral choice Americans make, their votes should be treated equally?”

Renato Mariotti, Twitter From the Right The right opposes eliminating the electoral college, arguing that it incentivizes candidates to appeal to diverse coalitions of voters. “Ultimately, and as a matter of history, the Electoral College rewards those presidential candidates or political parties that do the best job of listening to a wide variety of voters. Those who decided to double down with their base and ignore the rest of the country usually end up losing… Recent close elections have come about because everyone keeps forgetting these important underlying purposes of the Electoral College. Many have neglected to build coalitions. Both parties are instead catering to their bases. Consequently, the first party to reach out to create broad coalitions will also start winning presidential elections in landslides.”

“In our current system, candidates campaign in every state in which there is a close contest, whether those states are large or small, rural or urban, demographically diverse or homogenous. And it’s extremely difficult to become president without building a large coalition of voters from many parts of the country, many of which have very different cultures, ideas, religious beliefs, ideological beliefs and economic interests. The Electoral College system isn’t perfect, but it’s certainly not racist, as Ocasio-Cortez suggested. Sparsely populated racially diverse states – including liberal states like Rhode Island – benefit from the Electoral College just as much as states like Montana do. The purpose of the Electoral College isn’t to help white people; it’s to elevate the power of voters in states that otherwise would be completely forgotten and disenfranchised.”

Campaigning in New Hampshire is very different from campaigning in California, and representing ‘all the people’ means representing them no less as Texans or New Yorkers than as citizens of an undifferentiated whole. Once the states are removed from the presidential election system, these important and celebrated features of political locale will lose much of their significance. Voters in the less populous states, indeed in any area that cannot be readily subsumed in a mass media market, will be of decidedly secondary importance to presidential candidates… Under direct election, the media mavens will not have to leave their offices in New York, Washington, or Los Angeles to run a presidential campaign. Why should they?…

Some point out that, “In most states, a candidate who receives 51% of the vote receives 100% of the Electoral College votes. If you’re a member of the 49%, your vote becomes a footnote, and is not reflected in the final national electoral outcome… we can achieve a more representative electoral system without completely abandoning the Electoral College… States should choose to assign their Electoral College votes on a proportional basis, rather than according to a winner-take-all approach. This would mean that if a Democrat carries the state with 70% of the vote, they win most of the electors’ votes, but 30% still go to the Republican candidate, making the minority vote count too.”

POLITICO Playbook: Who’s gonna make the debate stage?

BREAKING OVERNIGHT … FT: “Johnson to suspend parliament in bid to frustrate efforts to block no-deal Brexit,” by Sebastian Payne and Philip Georgiadis in London: “Boris Johnson is set to suspend parliament for at least a month in order to curtail the efforts of MPs who hope to pass legislation to avoid a no-deal Brexit on October 31.

“British MPs will return for a week in early September, but parliament is expected to be suspended during the party conference season and ahead of a fresh Queen’s Speech, scheduled for October 14.

“Senior Downing Street officials confirmed to the FT that parliament will return on September 3 ‘as timetabled,’ but will probably be suspended again early the following week. It will then return on October 14.

“The prime minister has failed to rule out proroguing parliament several times and insisted that ‘politicians don’t get to choose which public votes they respect.’ A cross-party agreement was struck on Tuesday to bring forward legislation next week that would force Mr Johnson to request another extension to Article 50.” FT

DEBATE STATS, BY THE NUMBERS … This album is dedicated to those who are complaining about being left out of the upcoming Democratic presidential primary debate in Houston. TODAY is the deadline for qualifying for the third debate, and we’re expecting at least two more relevant polls.

Ten candidates have already qualified: Joe Biden, Cory Booker, Pete Buttigieg, Julián Castro, Kamala Harris, Amy Klobuchar, Beto O’Rourke, Bernie Sanders, Elizabeth Warren and Andrew Yang.

There have been 21 DNC-APPROVED POLLS by today, and if you want to be on the stage, you need to have reached 2% in FOUR POLLS. Four of 21. … THOSE WHO WILL NOT QUALIFY are failing to reach 1% in the polls.

… AND ANOTHER ONE … NEW, USA TODAY: “Poll: Americans dread the 2020 election and have doubts about the outcome; Biden maintains his lead,” by Susan Page, Jason Lalljee and Jeanine Santucci: “A nationwide USA TODAY/Suffolk University Poll found a sharply divided country that views next year’s presidential campaign as a sobering test of the fundamental values of the United States. A majority of those on both sides called the election the most important of their lifetimes.

“And after it’s over? If the candidate they support loses, nearly four in 10 said they would have little or no confidence that the election had been conducted in a fair-and-square way, setting up what could be a debate over the legitimacy of the next president. Those expressing doubts crossed partisan lines – 30% of Republicans and 45% of Democrats – although they identified different threats to the electoral process.

“In the crowded Democratic contest, former Vice President Joe Biden retained a wide lead, at 32%, up 2 percentage points from the USA TODAY/Suffolk poll taken in June. But Massachusetts Sen. Elizabeth Warren moved up 4 points to second place, at 14%, and Vermont Sen. Bernie Sanders dropped 3 points, now at third place with 12%.” USA Today

BIDEN SPEAKS. AND SPEAKS. … AND SPEAKS. … NOLAN MCCASKILL: “Joe Biden took questions from black reporters for 90 minutes. He did not disappoint”: “Joe Biden’s campaign convened a dozen or so black reporters from major media outlets Tuesday for what was offered as a private, off-the-record sit-down with the Democratic frontrunner.

“But Biden opened the discussion allowing himself to be quoted. And then he started talking, and talked some more, and before everyone knew it, the former vice president had held forth for 90 minutes. That’s an extraordinary amount of time for a major presidential candidate to meet the press in a single sitting.

“Donning a sleek blue suit and white shirt with no tie, Biden personally greeted each reporter and ended up taking a question — in some cases, multiple questions — from each one. He then darted off to catch a flight to Richmond, Va., where he was scheduled to hold a fundraiser Tuesday evening, before heading to South Carolina Wednesday for a campaign swing. …

“Biden expressed a preference for a smaller debate stage … ‘It’s taken me and I assume others some time to figure out how to engage in a non-debate debate, because there’s no debate,’ said Biden. He acknowledged his ‘mistake’ in saying ‘my time is up’ during a previous debate instead of talking over his allotted speaking time. ‘Turns out that’s a big mistake.’” POLITICO

TO WIT … WSJ: “Trump Administration to Divert Hurricane Relief Funds for Border Detention,” by Natalie Andrews and Michelle Hackman: “The Trump administration plans to use $271 million of Department of Homeland Security funds, including some designated to help hurricane-stricken areas, to detain and remove immigrants who cross the southern U.S. border illegally.

“DHS plans to divert money that lawmakers had designated for other purposes at the agency to increase its capacity to handle people crossing the U.S.-Mexico border, many of whom are Central Americans seeking asylum from violence in their home countries.” WSJ

THE PRESIDENT announced a rally in Fayetteville, N.C., on Sept. 9, the night before the competitive special election in North Carolina’s 9th Congressional District between Democrat Dan McCready and Republican Dan Bishop. TRUMP can presumably help Bishop in this race, since the president won the district by nearly 12 points in 2016.

— LAURA BARRÓN-LÓPEZ and ALEX ISENSTADT: “Trump, GOP fret loss in bellwether House special election”: “Republicans are funneling resources into the southern North Carolina district as they try to stave off an embarrassing loss in a GOP-heavy seat that President Donald Trump won in 2016 by more than 11 percentage points. With private polling showing a close race between Bishop and Democrat Dan McCready, Trump will travel to the district on Sept. 9, the night before the special election, for a rally in Fayetteville, N.C. And the White House is also planning to deploy Vice President Mike Pence and the president’s son, Donald Trump Jr., before the election. …

“Republicans hope that Trump’s involvement in the district — which is filled with the type of white and older working-class voters that powered his 2016 win — will put Bishop over the top. ‘This race is about Donald Trump,’ said Jim Blaine, a senior adviser to Bishop’s campaign. ‘Dan’s embraced Trump 100 percent.’” POLITICO

WAPO: “Cheers! Barr books Trump’s hotel for $30,000 holiday party,” by Jonathan O’Connell and David Fahrenthold: “U.S. Attorney General William P. Barr is planning a holiday treat for his boss. Last month, Barr booked President Trump’s D.C. hotel for a 200-person holiday party in December that is likely to deliver Trump’s business more than $30,000 in revenue.

“Barr signed a contract, a copy of which was obtained by The Washington Post, for a ‘Family Holiday Party’ in the hotel’s Presidential Ballroom Dec. 8. The party will feature a buffet and four-hour open bar for about 200 people.

“Barr is paying for the event himself and chose the venue only after other hotels, including the Willard and the Mayflower were booked, according to a Department of Justice official. The official said the purpose of Barr’s party wasn’t to curry favor with the president. Barr holds the bash annually and it combines holiday festivities and a ‘ceilidh,’ a party featuring Irish or Scottish music.” WaPo

— “Deutsche Bank all but confirms it possesses some of Trump’s tax returns,” by Andrew Desiderio and Brian Faler: “The financial giant was responding to an order from the 2nd Circuit Court of Appeals in New York, demanding information about whether Deutsche Bank and Capital One possess any of Trump’s tax returns subpoenaed by the House Financial Services and Intelligence committees earlier this year.

“If the 2nd Circuit upholds those subpoenas to the two banks, the president’s tax returns and other financial documents could be used as part of the House Judiciary Committee’s impeachment investigation. Thanks to treacherous, anti-ICE sanctuary policies that have festered since I moved away more than a decade ago, foreign sexual predators rule the streets with impunity. In just the last month, five rape suspects in this country illegally have been arrested there. The feds report that at least one suspect was released in defiance of an ICE detainer; two more allegedly gang-raped an 11-year-old girl; and another, accused of raping a 16-year-old girl at knifepoint, has fathered 10 children here (all now anchored here with birthright citizenship). That’s just five we know of; the sanctuary anarchists in MS-13-infested Montgomery County refuse to collect statistics on these public menaces. How about my adopted home state of Colorado? Earlier this month, deportation officers caught Mexican illegal immigrant Roberto Gutierrez-Hernandez, who had been convicted of sexual assault on a child in the sanctuary hell of Boulder. ICE had originally lodged a detainer on Gutierrez-Hernandez with the county jail in March 2017 on other criminal charges and then again in November 2017. The jail run by Boulder’s sanctuary anarchists refused. Another young illegal immigrant, El Salvadoran Amilcar Aguilar-Hernandez,racked up a criminal conviction for felony trespassing before being arrested in a rape case at Fort Carson in Colorado Springs,. He is also currently being prosecuted for orchestrating an escape from the Aurora ICE facility near Denver. Last week, I had an opportunity to visit with the dedicated folks at ICE who work at the Aurora, Colorado, detention center run by GEO Group. This is the same facility where open borders mobsters tore down Old Glory and replaced it with a Mexican flag last month. Inside, illegal immigrants get free access to LexisNexis, dental services, a full-scale pharmacy, video games, pingpong tables and even telepsychiatry appointments. But you wouldn’t know it from the hysterical rhetoric and lies. John Fabbricatore, acting field office director for ICE Enforcement and Removal Operations in Denver, shared his concerns about the ICE workforce’s safety. “It’s definitely something that I worry about,” Fabrricatore told me. If protesters want to change our laws, “people should be protesting Congress, not our officers.” A veteran of the agency for 27 years who also served in the Air Force, Fabbricatore spoke passionately about his job: “It’s about protecting the United States. We do it with professionalism and courtesy. Most of the people here are parents. We don’t want bad things happening to people and children.” Christopher Jones, assistant ICE officer in charge at the GEO Group facility, has served with ICE since 2008, Border Patrol for 9 years and the Marine Corps for 8 years. “We’re forced to defend what we do on a daily basis,” he said, describing how irate social justice mobsters have taken pictures of his officers while sanctuary police stand by. “False narratives,” he warned, are threatening his colleagues and their loved ones. The guardians against immigration anarchy shouldn’t have to go it alone. That’s why I’m launching a nationwide tour of sanctuary cities — including Denver, Seattle, Portland, San Francisco and Minneapolis — to expose the money behind the sovereignty saboteurs and to organize citizens willing to #StandWithICE (for more information, go to OpenBordersInc.com.) The Times appears to have taken Rutenberg’s analysis to heart, especially recently. Whether it was the Times decision to change its focus from Russian collusion to racism or changing a factual headline because it was too favorable to Trump, the Times has positioned itself not as a news source, but as part of a political campaign against the president.The latest episode, is when the Times was outraged that supporters of Trump were aggregating embarrassing tweets of its reporters. The Times reported, “It is the latest step in a long-running effort by Mr. Trump and his allies to undercut the influence of legitimate news reporting.” Of course, if the tweets are accurately presented and show the reporters to be motivated more by political enmity than by journalistic standards, that’s important to know. (Don’t the media love to say that transparency is important?) And if the tweets show bias, it does call into question the objectivity of the reporters, which impacts on the legitimacy of the news reporting.” Stacey Matthews: “The details for CNN’s upcoming ‘Climate Crisis Town Hall’ have been released. 10 candidates are slated to appear and each one gets 40 minutes to make their case, which means the town hall will go on for seven hours. That’s a lot of hot air.” Vijeta Uniyal: “The European Union whats the United Kingdom to pay a £39 billion ($48 billion) ‘divorce bill’ even in the case of a no-deal Brexit. FIRST READ: One night, 10 candidates: It looks like next month’s Democratic debate stage is set

Who knew the political world would be waiting on the results of two polls in late August?

But here we are.

And assuming that USA Today/Suffolk and Quinnipiac are the only qualifying polls released before today’s deadline to make September’s Democratic presidential debate, here’s what we learned:

1. Tom Steyer didn’t hit 2 percent in either poll – in fact, he was below 1 percent in both – which means there will be just 10 participants next month: Joe Biden, Bernie Sanders, Elizabeth Warren, Kamala Harris, Pete Buttigieg, Beto O’Rourke, Cory Booker, Andrew Yang, Amy Klobuchar and Julian Castro.
 

2. Because only 10 qualified – instead of 11 – there will be just one debate night in Houston, on Sept. 12, which means Biden, Bernie and Warren will all share the same stage.
 

3. The higher threshold to make September’s debate (130,000 donors, hitting 2 percent in at least four polls) winnowed a field with some 20 candidates in half – to 10.
 

4. Money doesn’t buy you love or participation in a presidential debate: Steyer has spent nearly $12 million for an opportunity to make the debate stage, while Kirsten Gillibrand (who also didn’t make it) has spent more than $2 million.
 

5. Steyer and others still have a shot to make the October debate, since the qualifying polling period lasts from June 28 to two weeks before the debate – which gives them more time to make that debate stage.

DATA DOWNLOAD: And the number of the day is … nearly $12 million

Nearly $12 million.

That’s the amount of money Tom Steyer’s presidential campaign has spent in advertising as of yesterday — $10.3 million over the TV and radio airwaves, and another $1.6 million digitally over Facebook and Google, according to Advertising Analytics.

This includes a combined $3.2 million in Iowa, $2.2 million in New Hampshire, $2.5 million in South Carolina and $1.8 million in Nevada – all in an effort to qualify for the September Democratic debate.

(It shows you why Steyer performs better in early state polls rather than national polls.)

By comparison, here’s the other candidate ad spending to date:

Trump: $4.1 million (all digital)


Gillibrand: $2.1 million ($1.7M over the airwaves, $400K digital)


Warren: $1.8 million (all digital)


Buttigieg: $1.7 million (almost all digital)


Harris: $1.7 million ($1.3M digital, $400K over the airwaves)


Biden: $1.1 million ($900K digital, $200K airwaves)

Where’s the House Democratic oversight? 

In the last 48 hours, we’ve learned that:

  • Trump has promised, in an effort to build his border wall/fence, that he will pardon any subordinates should they have to break the law to get it done quickly, per the Washington Post;
  • and Trump is planning to hold next year’s G-7 summit at his Miami golf resort – once again benefiting his business. 

And the Democratic response?

Well, House Speaker Nancy Pelosi tweeted about the millions of disaster-relief money headed to the border…

…  But the response to the other stories? We haven’t heard much.

We get that Congress is on its August recess.

Still, the lack of a coordinated response and a plan for action only seems to normalize this kind of behavior.

One of the frequent criticisms of congressional Republicans is that their silence/acquiescence only enables the president.

But here’s the other side of the coin: What are Democrats doing to hold Trump accountable?

2020 VISION: Biden sports double-digit leads in two new polls

It sure does look like that Monmouth poll was an outlier, according to the two national polls released this morning:

USA Today/Suffolk poll:

Biden 32 percent

Warren 14 percent

Sanders 12 percent

Harris 6 percent

Buttigieg 6 percent

Yang 3 percent

O’Rourke 2 percent

Booker 2 percent

Quinnipiac:

Biden 32 percent

On the campaign trail today: Joe Biden, in South Carolina, holds town halls in Spartanburg at 11:45 am ET and Gaffney at 4:45 pm ET… Beto O’Rourke is in North Carolina… And several members of the field (Julian Castro, Cory Booker, Kamala Harris, Amy Klobuchar and Bill de Blasio) address and AFL-CIO convention in Las Vegas.

Dispatches from NBC’s embeds: At a townhall in South Carolina, Beto O’Rourke was asked by a supporter of President Trump if O’Rourke’s campaign was just about defeating President Trump and if there was “any actual evidence” that the president is a racist.

NBC’s Jordan Jackson has O’Rourke’s response: “I’ve talked about his repeated warnings of invasions of dehumanizing or attempting to dehumanize people by calling them animals – those are words he’s used. Predators, killers, somebody mentioned shithole countries, which was his description of nations in Africa or wanting to have more immigrants from Sweden and Norway which he has also said. Or how about this: Four women of color dually elected by their constituents—he told them to go back to their country. When this is their country.”

Amy Klobuchar spoke at the Iowa State Capitol, where she touched on the Johnson & Johnson settlement. NBC’s Priscilla Thompson reports: “NBC asked Klobuchar if the landmark ruling went far enough. The senator said, ‘What these companies did is horrific,’ and that they were, ‘playing with people’s lives.’ Klobuchar said the ruling is only the beginning and that she expects so see a ‘national master settlement’ similar to what happened with to the tobacco industry.”

Good morning, it’s Wednesday, Aug. 28, 2019. On this date 102 years ago, an American president exerted the power of his office by ordering some demonstrators arrested and jailed. In so doing, Woodrow Wilson set in motion events that would assure he lost the argument — and that women would win the vote. It didn’t happen that simply and directly, of course, but what Alice Paul and her “Silent Sentinels” did in front of the White House that summer was in its own way as brave as what the Doughboys were preparing to do in Europe. I’ve written about this heroic Quaker woman before, but historical examples of how moral authority can overcome physical force is not a story I ever tire of telling. I’ll have more about what happened on this day in 1917 in a moment. In RealClearReligion, Kenneth Frantz and Samuel Perry write that criticism from “exvangelicals” has proven to be more damaging than attacks from secularists.  * * * When Woodrow Wilson arrived at Union Station in Washington, D.C., for his second inauguration in the late winter of 1917, he was surprised by the dearth of welcomers awaiting his train. “Where are the people?” he asked. Watching the parade, he was told. The parade in question was the women’s march organized by suffragists, following the same route Wilson would take the next day. And with that simple exchange, the battle lines were drawn. In the early days of his second term, the president had another struggle on his mind, and even with the benefit of hindsight, this doesn’t make him look bad: Wilson had run for reelection promising to keep the United States out of World War I, then called the Great War, but soon after taking the oath for the second time, he realized how difficult this was going to be. For their part, the suffragists had waited too long to let events in Europe dictate their timetable. They’d been making the case for extending the voting franchise to women since the Civil War; to them the gruesome wars waged by one democracy against another were not a reason to delay granting them their rights. To them, the carnage of war only confirmed the importance of women having a voice in the affairs of state. In August 1917, Wilson’s head was elsewhere. John J. Pershing, the U.S. Army general he’d tasked with leading American troops in Europe, had opened the First Army headquarters in France, and within weeks half a million American soldiers would be thrown into the lines at St.-Mihiel. In feminism’s trenches, meanwhile, Alice Paul and her army of demonstrators continued marching, as they had for months, in front of the White House. Mostly they just carried signs, all of their demands contained in single placard: “Mr. President, what will you do for women’s suffrage?” They showed up in bad weather and good, from January through late August. For a while, Wilson was courteous toward the women. As he entered and exited the White House, he would tip his cap and say hello to them. But as the U.S. prepared to enter the fighting in Europe, public opinion shifted against the women, as did the president’s demeanor. With Wilson’s imprimatur, authorities began arresting demonstrators, ostensibly for blocking sidewalk traffic along Pennsylvania Avenue. According the Library of Congress, 218 suffragists were arrested outside the White House in 1917, 10 of them on this date. What happened next, behind bars, would alter the course of history. Nearly half of the women hauled off by police were incarcerated in the D.C. jail or a women’s prison called the Occoquan Workhouse. But just as “Black Jack” Pershing’s soldiers would turn the tide of war across the ocean, Alice Paul’s peaceful army proved a force to be reckoned with. In prison, the women launched hunger strikes. Fearing they would have female martyrs on their hands, authorities force-fed them through tubes, a violent procedure that helped turn public opinion in the women’s favor once again. “When the forcible feeding was ordered I was taken from my bed, carried to another room and forced into a chair, bound with sheets and sat upon bodily by a fat murderer, whose duty it was to keep me still,” Paul explained upon her release. “Then the prison doctor, assisted by two woman attendants, placed a rubber tube up my nostrils and pumped liquid food through it into the stomach. Twice a day for a month, from November 1 to December 1, this was done.” No scientific surveys yet existed to measure the effects that news accounts of such treatment had on contemporaneous public opinion. None were needed. By January 1918, Wilson reversed field, and lined up in support of a constitutional amendment giving women the right to vote. August 26 is celebrated as Women’s Equality Day in honor of the 19th Amendment’s adoption in 1920. But the hardest work was done in the streets and jail cells, not the halls of Congress or state legislatures, most of it by mostly anonymous women, including the 10 bold suffragists arrested on this date, August 28, in 1917.  Carl M.
