Tuesday, August 27, 2019 G7 Summit “French President Emmanuel Macron paved the way at a G7 summit for a diplomatic solution to the standoff between Washington and Tehran over a 2015 nuclear deal, but there was little else to show from a meeting at which allies were sharply divided.” Reuters From the Left The left laments the lack of progress made on major global issues at the summit, with President Trump given much of the blame. “For decades, the United States was at the center of the annual G7 gathering, using its financial might and convening power to address global problems, from the oil crisis and inflation in the 1970s to threats of recession in recent years. But since he took office in 2017, Trump has separated America from its traditional allies and the institutions they established to advance their collective interests… The one concrete action that emerged from the weekend only underscored how little the group is able to accomplish without the U.S. at its core. France rallied countries to sign on to a modest $20 million fund for putting out fires in the Amazon and starting a long-term effort to protect rainforest.”

At the G7, leaders seemed to have given up on the prospect of forging a consensus with him on trade, climate, and even whether Russian President Vladimir Putin is friend or foe… French President Emmanuel Macron, acting independently, invited the Iranian foreign minister, Mohammad Javad Zarif, to the summit for private talks aimed at defusing tensions with the West. Over the next 72 hours, he cited a 1977 emergency powers law to back up his threat to end U.S. economic relations with Beijing; announced he did not intend to invoke the law; and, on Monday, declared Mr. Xi to be ‘a great leader’ and ‘a brilliant man’ with whom his administration would probably soon strike a trade deal. It was, all in all, a stunning display of incoherence — even by Mr. Trump’s standards — that encapsulated his performance at the Group of Seven summit.”

“Trump says Crimea was ‘taken away from President Obama.’ He says this even though Crimea was part of Ukraine, not the United States. The United States also had no duty to intervene, given Ukraine is not part of NATO and doesn’t benefit from its Article 5 (or ‘collective defense’) protections… kicking Russia out of what was then the G-8 is precisely the kind of step that is intended to discourage such incursions in the future. It’s meant to be a punishment, yet Trump tries to portray it as some kind of sour grapes from leaders who were outmaneuvered, and he suggests it’s now counterproductive to maintain the grudge. What Trump is essentially arguing for is to give Putin a pass — returning his seat at the table despite his illegal action.”

Finally, many are critical of Trump’s push to host the next G7 event at a Trump resort. “While most presidents strive to avoid the perception of corruption and self-dealing, Mr. Trump takes obvious delight in flouting the usual constraints on his position. (Two words: tax returns.) As he sees it, such concerns are for suckers, and he has no intention of being bound by them — no matter how much his behavior erodes public faith in government. But at least the collapse of democratic norms will come with ample parking.”

But those are the very issues killing him with French voters, hence his shift to pretending to try to resurrect the Iran deal on the sidelines… Nearly retired German Chancellor Angela Merkel’s coalition is on life support; Canadian Premier Justin Trudeau is reeling from a corruption scandal. Italy’s Giuseppe Conte announced his resignation days before the summit opened; Britain’s Boris Johnson just took over as prime minister and holds a paper-thin majority. Japan’s Shinzo Abe is the only G-7 leader whose grip on power back home might be stronger than Trump’s — and he announced a trade deal with Washington during the meetings.”

“While blaming Trump for the lack of progress on climate change might make for a good headline, the broader story is more complex. Indeed, a look at the numbers shows that the U.S. has slashed its coal use and cut its total greenhouse emissions more than any country in the G-7. It has also become a major supplier of liquefied natural gas (LNG) — which emits about half as much carbon dioxide as coal during combustion — to other members of the G-7… 

“Although the G-7 members say they want to slash their emissions, several members remain heavily reliant on coal. In the wake of the disaster at the Fukushima Daiichi nuclear plant, Japan closed almost all of its nuclear plants. That, in turn, has forced it to rely more heavily on coal. Between 2016 and 2018, Japan opened eight new coal-fired generation plants, and the country has plans to build about 30 more coal plants with a total capacity of about 17,000 megawatts. A similar situation is playing out in Germany. After Fukushima, the country’s environmental groups persuaded the government to shutter Germany’s nuclear reactors. That, in turn, has forced Germany to rely more heavily on coal. In 2017, the country’s lignite-fired power plants had the same share in Germany’s electricity mix as they’d had in 2000.”

“Perhaps a President Hillary Clinton would have preserved more of the facade of unity and cooperation in Biarritz, and certainly, the United States would, in all likelihood, still be a party to the Joint Comprehensive Plan of Action with Iran, and so the arrival of the Iranian foreign minister Javad Zarif on the sidelines of the G7 would not have raised tensions as it did with members of the Trump administration delegation. Yet to not recognize that strains have been building among the G7 members independent of who occupies the White House (or the Elysee palace) would be to ignore reality… 

“There may be a growing recognition that the West is dealing with the consequences of a major imbalance between its economic integration with Russia and China and the security risks this imposes given Russia’s and China’s interests in revising the current global order, but no agreement on which tools of compellence and deterrence should be used. The United States, despite whatever Trump’s personal feelings on the matter may be, is increasing sanctions pressure on Russia at a time when the consensus in Europe has shifted away from imposing new penalties on Moscow and is debating a prospective softening of existing sanctions and gradually restoring the pre-2014 relationship.”

“What if G7 leaders lowered their lofty aims and instead took a unified stand on a few issues where they can actually exert some meaningful influence? They could agree to push for free trade among themselves, and unify in support of embattled Hong Kongers pushing back against an authoritarian China for freedom and democracy. Supporting these millions of mostly-peaceful Hong Kong protesters should be a no-brainer for G7 leaders. The group’s membership constitutes the ‘who’s who’ of Western democracies, founded at the height of the Cold War as a mechanism to increase economic freedom, promote global trade and investment, and coordinate action on shared security concerns… Focusing on one or two high-priority agenda items, such as free trade and Hong Kong, is the way to actually get something accomplished.”

Trump also said talks were under way to see how countries could open credit lines to keep Iran’s economy afloat.

“Rouhani said Iran was always ready to hold talks. ‘But first the U.S. should act by lifting all illegal, unjust and unfair sanctions imposed on Iran,’ he said in a speech broadcast live on state TV.” Reuters

POLITICO EUROPE’S ANCA GURZU: “Brazil rejects G7 Amazon money”: “The Brazilian government rejected an offer for a fund from the G7 members to help fight fires in the Amazon rainforest.

“G7 leaders, hosted by French President Emmanuel Macron in Biarritz, France, agreed Monday to set up a $20 million fund to help Brazil tackle the ravaging fires, which have sparked international concern and condemnation.”

“Brazil[’s] Ambassador to France Luís Fernando Serra said on French TV today that his country is rejecting the aid because the decision was taken without involving his country and the ‘language is ambiguous.’ ‘We refuse because we see interference. [It’s] help we didn’t ask for,’ he said. ‘The G7 help was decided without Brazil.’” POLITICO Europe

MIAMI HERALD: “Trump says Miami will probably host next year’s G-7 summit — at his own Doral resort,” by David Smiley: “If Trump has selected his Doral resort to host the summit, it comes as a surprise to Miami-Dade’s hospitality arm, which is typically aware of large conventions and events. Jennifer Diaz, a spokeswoman for the Greater Miami Convention and Visitors Bureau, said the organization has ‘not been involved in any discussions regarding the G-7 Summit.’

“A spokesperson at the office of Miami-Dade Mayor Carlos Gimenez said Monday that, despite global interest in the president’s remarks, the county government has heard nothing from Washington about the potential G-7 summit.

“‘The mayor’s office has not received any communication from the White House or any agency from the federal government about having a G-7 summit in 2020,’ said Myriam Marquez, communications director for Gimenez. ‘We’re getting calls from all over on this.’” Miami Herald

“The allegations are consistent with others made over the years that relatives of Biden have sought to enrich themselves off of his public service. But they go further, representing the first explicit claims that James Biden offered to have the former vice president use his clout to further private business interests.

“The allegations come in sworn declarations made by executives at firms suing Biden’s brother that were filed in federal court on Friday. They do not allege any wrongdoing by Joe Biden or indicate that the former vice president had knowledge of his brother’s alleged promises.” POLITICO

“Kennedy also filed key paperwork to prepare for a Senate run, creating a campaign fund-raising committee for a potential statewide bid and submitting a statement of candidacy for the Senate, records show. …

“‘I hear the folks who say I should wait my turn, but with due respect — I’m not sure this is a moment for waiting,’ wrote Kennedy, of Newton, who was first elected to Congress in 2012. ‘Our system has been letting down a lot of people for a long time, and we can’t fix it if we don’t challenge it. EPSTEIN UPDATE … WAPO: “Investigators scrutinizing video outside Epstein’s cell find some footage unusable, according to people familiar with the inquiry,” by Carol Leonnig and Matt Zapotosky: “At least one camera in the hallway outside the cell where authorities say registered sex offender Jeffrey Epstein hanged himself earlier this month had footage that is unusable, although other, clearer footage was captured in the area, according to three people briefed on the evidence gathered earlier this month.

“It was not immediately clear why some video footage outside Epstein’s cell is too flawed for investigators to use or what is visible in the usable footage. The incident is being investigated by the FBI and the Justice Department’s inspector general’s office, which are attempting to determine what happened and how to assess whether any policies were violated or crimes committed.” WaPo

Former Vice President Joe Biden’s presidential campaign is showing multiple cracks, headlined by a new poll released Monday, as he continues to maintain pole position in the primary field. As Amie Parnes writes, since he launched his campaign four months ago, Biden’s chief selling point to voters has been a simple one: that he is far and away the most electable candidate in a head-to-head matchup against President Trump, with his allies pointing to polls showing him performing well in key states such as Pennsylvania, Wisconsin and Michigan. However, Democrats say he has to offer more.  “I hope the Biden folks are smart enough to realize that they can’t run solely on the electability argument because I’m pretty confident that won’t work out in the long run,” said Jim Manley, a former top aide to former Senate Majority Leader Harry Reid (D-Nev.) and former Sen. Ted Kennedy (D-Mass.).  While the Biden campaign argues that the team is pressing other issues, the electability point remains the main one. Only last week, former second lady Jill Biden said the main reason the former vice president should be considered is his electability.  Giving Biden’s opponents and detractors ammunition on Monday was a new poll released by Monmouth University showing the former vice president in a near three-way tie nationally with Sen. Elizabeth Warren (D-Mass.) and Sen. Bernie Sanders (I-Vt.). Compared with Monmouth’s previous poll released in June, Biden dropped 13 points, falling from 32 percent to 19 percent. Warren and Sanders each nab 20 percent (The Hill).  Additionally, Biden kept up his string of gaffes late last week when he mistakenly praised Vermont when asked about his impression of Keene, N.H. He also momentarily forgot what building he was speaking at while on Dartmouth College’s campus last week. He made light of the latter misstep during a campaign appearance on Friday in the first-in-the-nation primary state.  “I want to be clear, I’m not going nuts,” Biden said of his visit to Dartmouth last week. “I’m not sure whether it was the medical school or where the hell I spoke. But it was on the campus.” The New York Times: Warren is quietly telling Democratic insiders she is a team player who is seeking to lead the party — not stage a hostile takeover of it. Axios: Trump’s net approval rating sinks in every battleground state.  While all eyes remain on the presidential contest, Republicans are increasingly looking at Senate races. They view their majority in the upper chamber as a firewall for the party as they remain concerned that Trump could lose his reelection bid next year. As Jordain Carney and Max Greenwood report, Republicans see winning back the House majority next November as a steep climb, and hypothetical head-to-head match-ups show Trump trailing various Democratic rivals.  While Republicans are still optimistic about Trump’s chances and believe it’s early in the presidential contest, they see holding the Senate as an absolute necessity given how races for the White House and House are shaping up, and are playing their cards accordingly. On the Democratic side, Rep. Joe Kennedy (D-Mass.), the latest scion of the Kennedy political tree, announced Monday that he is looking at a possible primary campaign against incumbent Sen. Ed Markey (D-Mass.), and took concrete steps toward a potential bid. A run by the four-term congressman would be a generational battle against Markey, who won his Senate seat in 2013 after serving 37 years in the House, and a formidable matchup. While Kennedy is expected to be well-funded if he runs, Markey has $4 million in the bank and has already earned the support of most of the Massachusetts congressional delegation, including Warren, who cut an ad on behalf of Markey.  A primary bid by Kennedy would also continue a family tradition as former President John F. Kennedy and former Sen. Robert Kennedy (D-N.Y.), the Massachusetts congressman’s grandfather, both challenged and defeated incumbent senators to win their seats (Reuters).  Politico: “You are helping him”: Vulnerable Democrats grilled on impeachment. In the House, Rep. Sean Duffy (R-Wis.) announced on Monday that he will be resigning from his seat in Congress in late September as he readies to care for his family. He and his wife, Rachel Campos-Duffy, are preparing for the arrival of their ninth child. In a statement, Duffy said that the baby “will need even more love, time, and attention due to complications, including a heart condition.” The announcement by Duffy, 47, will trigger a special election to fill the remainder of his term. Wisconsin Gov. Tony Evers (D) will set an election date (The Associated Press). The Washington Post:  GOP appointee resigns from Federal Election Commission, leaving it without a quorum. Reuters: US officials fear ransomware attack against 2020 election. The Hill: 2020 caucuses pose biggest challenge yet for Iowa’s top pollster. The New York Times: A Tom Steyer debate spot is in limbo. His money is poised to upend 2020 anyway.

LEADING THE DAY
WHITE HOUSE & ADMINISTRATION: Trump brought his volatile style of international engagement to the Group of Seven (G-7) summit over the weekend, using Twitter to condemn Chinese President Xi Jinping as an “enemy” on Friday before switching gears on Monday to heap effusive praise on Xi as a “great leader.” From retaliating with higher tariffs on Chinese imported goods on Friday to asserting on Monday there would be productive, “calm” trade talks with Beijing, Trump drove financial markets down and back up, and was described by some financial analysts as “a nuisance.” The Associated Press: Trump’s inconsistent messages on China trade heighten risks. The New York Times: As Trump swerves on trade war, it’s whiplash for the rest of the world. The president dangled a future bilateral trade deal with Britain, flirted with the idea of multiple nations extending a line of credit to Iran and skipped a G-7 environmental working session that other world leaders attended. The consensus mood-ring readings from the south of France: Trump is anxious about the state of the U.S. economy and about his chances for reelection (The Hill) and he leaned into his deal-making persona (The Hill).  The president on Monday insisted the leaders who gathered by the sea in Biarritz were “united” and filled with bonhomie, even as reports circulated about tensions over the weekend among a collection of countries alert to slowing global growth and their deep differences with the United States over Iran, the utility of a trade war with China and the hazards of climate change. French President Emmanuel Macron navigated around Trump over the weekend while also publicly hailing their warm relations. The Associated Press: “We got along great.” Trump used a lengthy press conference on Monday before flying back to the White House to root for Russia to participate in a future economic summit, arguing inaccurately, as he and other Republicans have over the years, that former President Obama kicked Russia out of the former G-8 to save face. President Vladimir Putin lost a seat as a guest at the group’s table by consensus agreement in 2014 after Russia invaded Crimea. Trump on Monday again praised Putin, as well as North Korean leader Kim Jong UnThe Washington Post: 68 minutes with Trump in Biarritz. “Sorry, it’s how I negotiate,” the president said, defending his abrupt policy gyrations and rhetorical switch-backs. “It’s been very successful over the years.” The United States will host the G-7 summit in 12 months, and Trump said he wants to locate the gathering in Miami at a resort he owns. The president said his interest in the Trump National Doral as the best setting in the United States for the 2020 summit hinges on its close proximity to an airport and its amenities. INTERNATIONAL: The United States and Iran are talking about talking with one another, as The Economist described events in France over the weekend. The biggest news to come out of the G-7 was Trump’s stated willingness to turn to diplomacy with President Hassan Rouhani (Bloomberg). Macron, who with European allies wants to salvage the 2015 nuclear deal with Tehran, hopes to have paved the way after meeting with Iran’s foreign minister for a diplomatic solution to the standoff between Washington and Iran (Reuters).  > Russia: Sen. Ron Johnson (R-Wis.) said on Monday that Russia denied him a visa as a member of a U.S. congressional delegation because of his public criticism of Putin. Johnson, the chairman of the Senate Homeland Security Committee and the Senate Foreign Relations Committee’s Subcommittee on Europe and Regional Security Cooperation, was slated to speak with government officials, American businesses and others during the planned trip (The Hill). > Israel: Israeli drones bombed a Palestinian base in eastern Lebanon near the border with Syria early Monday amid rising tensions in the Middle East. Lebanon said the attacks violated a U.N. Security Council resolution that ended the 2006 war between Israel and Hezbollah (The Associated Press). And Israeli Prime Minister Benjamin Netanyahu, who faces another election next month, also ordered the military on Monday to cut in half fuel transfers to Gaza in response to rocket attacks, raising tensions along Israel’s southern border in addition to those stemming from a renewed threat from the north amid reported Israeli strikes on Iranian targets in Syria, Iraq and Lebanon (The Associated Press). > Amazon: G-7 nations on Monday pledged $20 million to help fight raging wildfires in the Amazon and protect the rainforest from commercial deforestation, even as Brazilian President Jair Bolsonaro accused rich countries of treating the region like a “colony.” The international pledges include a separate $12 million from Great Britain and $11 million from Canada. Ottawa has also offered to send firefighting planes to Brazil. Other groups are also contributing support to save a vast ecosystem that spans nine nations, absorbs the planet’s carbon dioxide and is home to one of every 10 known species on Earth (The Associated Press). Macron called the Amazon rainforest the “lungs of the planet.”

Opioids: An Oklahoma judge on Monday ordered Johnson & Johnson to pay $572 million to the state in a landmark case against a major drug manufacturer alleging destruction of lives from prescription painkillers (The Hill). The closely watched case is a warning to dozens of other opioid makers, distributors and retailers, which face more than 2,000 similar lawsuits around the country. Johnson & Johnson, one of the world’s largest healthcare companies, said it would appeal (The New York Times). ➔ Jeffrey Epstein: Nearly 30 women are expected to speak at a hearing this morning after financier Jeffrey Epstein killed himself before facing sex trafficking charges just over two weeks ago. The hearing was scheduled last week by U.S. District Judge Richard Berman, who presided over the case prosecutors brought against the multimillionaire after the Epstein was arrested July 6 after he arrived at a New Jersey airport from Paris. The judge said he would give prosecutors, Epstein lawyers and any victims a chance to speak despite an ask by prosecutors that he toss out charges against Epstein following his death. It also comes on the heels of news that Epstein signed a will just two days before his suicide to put $577 million in assets into a trust fund, filing it in the Virgin Islands, making it more difficult for accusers to collect damages (The Associated Press). ➔ In the Know: Monday was National Dog Day and former first lady Michelle Obama gave Sunny and Bo their own star turns on social media, making sure her more than 13 million Twitter followers got another look at the Obamas’ popular four-legged “balls of fur” (The Hill). Rep. Sean Duffy (WI-R) Resigns Due to Baby’s Heart Condition
Rep. Sean Duffy of Wisconsin has announced his resignation, citing a need to focus on his family. Duffy recently learned that his unborn child has a serious heart condition and is stepping away from politics in order to support his wife and children. In a longer Facebook post, Rep. Duffy went into further detail about his decision:

“…After eight and a half years, the time has come for me to focus more on the reason we fight these battles – family…

Recently, we’ve learned that our baby, due in late October, will need even more love, time, and attention due to complications, including a heart condition. With much prayer, I have decided that this is the right time for me to take a break from public service in order to be the support my wife, baby and family need right now. It is not an easy decision – because I truly love being your Congressman – but it is the right decision for my family, which is my first love and responsibility…”

Monmouth Poll: Biden and Warren’s Stocks Rise, while Biden Starts to Slip
According to a recent poll released by Monmouth University, the 2020 Democratic Primary is becoming less of a coronation ceremony for the former Vice President than initially thought. Joe Biden, at one time regarded by some as the “natural” choice for the Democrats, appears to be slipping in the polls, making way for Sen. Elizabeth Warren (MA-D) and Sen. Bernie Sanders (VT-D). In a field where former VP Biden held a comfortable lead, there now seems to be a three-way tie between Warren (20%), Sanders (20%), and Biden (19%). From Monmouth University:

“…Compared to Monmouth’s June poll, these results represent an increase in support for both Sanders (up from 14%) and Warren (up from 15%), and a significant drop for Biden (down from 32%)…
Biden has suffered an across the board decline in his support since June.  He lost ground with white Democrats (from 32% to 18%) and voters of color (from 33% to 19%), among voters without a college degree (from 35% to 18%) and college graduates (from 28% to 20%), with both men (from 38% to 24%) and women (from 29% to 16%), and among voters under 50 years old (from 21% to 6%) as well as voters aged 50 and over (from 42% to 33%).  Most of Biden’s lost support in these groups shifted almost equally toward Sanders and Warren.”

Beauty Reviews of the Week Pro Filt’r Hydrating Longwear Foundation, FENTY by Rihanna, $35 I’ve reviewed FENTY’s concealer in the past, but finally gave in and purchased one of FENTY’s foundations (the other is matte formula for more oily skin). The one I purchased is formulated for drier skin in a hydrating formula. Few things I noticed. Like the concealer, the foundation comes in nearly 50 shades, which is both a blessing and a curse. It means finding the “perfect” match is actually a length process (you are haunted by what if 210 was a better match than 220). As someone who regularly uses Sephora’s own brand of foundation for just $20 per bottle, I’m not sure I noticed so much of a quality increase between the two. In fact, I think the Sephora formula did a better job of toning down the reds in my skin. I also didn’t think the “hydration” element was that obvious to me, but maybe I’ve become picky in my not-so-old age. Bottom Line: Decent, but there are better products out there. Nothing special.  Caution Extreme Lash Mascara, Hourglass, $29 I review a lot of mascaras because I am constantly on the hunt for one that is a reasonable swap for false eyelashes. This Hourglass mascara (a brand I had not heard of until the Sephora rep dragged me over to the display case) is phenomenal. From the packaging to the product, it is fantastic. The bottle feels “weighted” and of high-quality. The brush is designed to minimize clumping (something that happens a lot with the Better than Sex mascara by Too Faced, which is one of Sephora’s most popular mascara). The mascara itself is a nice formula that adds both length and thickness (more thickness than length, however). The only downside to this mascara is that it’s tough to remove. You need to use an actual remover instead of simple makeup wipes. But if you cry during a movie, it will stay on, so there’s that.

Click here   Good morning,Former Congressman Joe Walsh’s entry into the race for the presidential nomination has divided the Republican party… or at least the portion of the party opposed to President Trump. A new ScottRasmussen.com national survey shows that 76% of potential GOP Primary Voters would cast their ballot for the president, 5% for Walsh and 3% for former Massachusetts Governor William Weld.Our previous survey of the race showed the president leading Weld 73% to 7%.On the Democratic side of the aisle, our daily tracking update shows former Vice President Joe Biden with 31% of the vote followed by Senators Bernie Sanders at 16% and Elizabeth Warren at 10%. Senator Kamala Harris slipped to 5%.Of note among second-tier candidates, businessman Andrew Yang reached 3% support for the first time.It’s important to remember that these are surveys of Registered Voters. Fifty-nine (59%) of Democratic survey respondents say they will “definitely” vote in their state’s primary or caucus. That includes 72% of those over 65 and just 44% of those under 35. That dynamic helps Biden and Warren while hurting Sanders. Among those who say they will definitely vote, it’s Biden 36%, Sanders 14%, and Warren 14%.Fifty-six percent (56%) of all voters favor having the United States impose new tariffs on goods imported from China. A ScottRasmussen.com national survey found that 42% oppose such tariffs. These totals include 20% who Strongly Favor the tariffs and 18% who are Strongly Opposed.That’s little changed from earlier in the summer.Interestingly, the support for higher tariffs exists despite the fact that just 33% think they will be good for the United States. A plurality of voters–37%- believe the impact from tariffs will be bad for the U.S. Six percent  (5%) believe they will have no impact while 24% are not sure.This gap between support for tariffs and the belief that they will be good suggests that many voters see these negotiations as a matter of fairness rather than transactional economics. Sixty-one percent (61%) of voters believe that China has used trade to take advantage of the United States. Just 14% disagree and 25% are not sure.This fits into a larger belief about trade policies. Seventy-seven percent (77%) believe other unnamed countries have used trade to take advantage of the United States.On a different topic, 45% of voters nationwide now believe President Trump should be impeached and removed from office. Forty-four percent (44%) disagree and 12% are not sure.Eighty percent (80%) of Republicans are opposed to impeachment while 73% of Democrats favor it. Independent voters are evenly divided with 42% in favor and 42% opposed.Finally, today’s Number of the Day notes that 20% of all voters have had an online telemedicine visit. Good morning, it’s Tuesday, Aug. 27, 2019. As wary residents of Puerto Rico and other Caribbean outposts monitor the progress of a tropical storm named Dorian, it’s a reminder of another Atlantic Ocean weather system that took enough shape to be given a name 14 years ago today. The name was Katrina. Modern human beings have gotten quite good at detecting destructive weather. Where we’ve lagged is knowing how to handle its effects. Also, we’re utterly helpless to prevent such storms, which explains why some people have floated ideas as desperate as detonating a nuclear bomb in the eye of a hurricane. An interesting science experiment, I grant you, but one I don’t want my loved ones within five time zones of witnessing. Usually, however, the deadly perils that come out of the tropics are less massive than hurricanes. Some are so small you can’t see them. Today’s date reminds me of just such a threat, and of two U.S. Army physicians who performed a scientific trial that was dangerous — but only to themselves — and saved untold thousands of lives as a result. I’ll explain in a moment. How Did Humans Survive Our Near Extinction? RealClearScience editor Ross Pomeroy examines the theories in a new book about the eruption of a super-volcano 75,000 years ago that altered global climates and could have devastated life on Earth.  * * * On Aug. 27, 1900, two U.S. Army doctors tested a theory about disease transmission in their lab at the Columbia Barracks Hospital outside Havana. In so doing, with help from a brave Cuban colleague, they solved the terrible mystery of yellow fever. And they did so at enormous personal cost. More than a century later, it’s difficult to imagine the level of panic that yellow fever outbreaks induced in the Deep South in the late 19th century. It was a disease that spread quickly, particularly during the summer months, with a mortality rate approaching 10%. No one knew how it was contracted, or what it really was. Only that it came on, quieter than any hurricane, without warning and with much deadlier results. This disease caused the kind of panic that stressed the very bonds of civilized society. Take the case of Florida saloonkeeper Richard D. McCormick. In the summer of 1888 he set out for Jacksonville from Tampa, which had been ravaged by a yellow fever outbreak in both 1887 and 1888. McCormick checked into Jacksonville’s Mayflower Hotel, but soon began exhibiting the flu-like symptoms of yellow fever. After he was diagnosed with it, city officials banished him to a quarantine station out of town, disinfected his clothing, and burned the Mayflower Hotel to the ground. The health workers who dealt with him were also sent, in secret, to a quarantine facility. None of these measures slowed the epidemic, which ended up infecting some 5,000 Jacksonville residents (out of a population of 13,000), claiming at least 427 lives. The reason these steps didn’t stall the outbreak is that poor Mr. McCormick, despite being accused by the New York Times of “having willfully endangered the whole state,” had nothing to do with spreading this frightening disease. Hardly anyone, even top researchers within the medical profession, understood then that it is very difficult for yellow fever to be communicated from one human being to another. Failing to understand this, other communities denied access to fleeing Jacksonville residents — sometimes at the point of a gun — turning away scared and often hungry people in city after city up the East Coast, including St. Augustine, Fla., Savannah, Ga., and Charleston, S.C. Armed citizens in towns as far away as Chattanooga, Tenn., threatened to fire on train engineers bringing Jacksonville refugees to their town. A few cities, including Atlanta, didn’t succumb to panic, and accepted these frightened pilgrims. In Jacksonville, most health officials and other civic leaders stayed at their posts. Among them was Edwin Martin, editor of the Jacksonville Times-Union. “I fully appreciate the dangers we incur here,” he wrote to a friend. “But I [would] rather fall at the post of duty than to live with the conscience of having deserted it.” And fall he did. Edwin Martin was no enemy of the people. He was a brave and committed servant of them. And weeks later, he contracted yellow fever and died. Heroism was also the order of the day a dozen years later at the Columbia Barracks Hospital in Cuba. The work of Louis Pasteur had convinced U.S. government officials that infectious diseases could be isolated, and perhaps defeated, and in the last decade of the 19th century a concerted campaign was launched against yellow fever. Medical research teams were dispatched to the tropics, including Brazil and Mexico but most notably Cuba. It was there that a U.S.-led team tested the theories of Italian researcher Giuseppe Sanarelli, who believed he’d discovered yellow fever’s cause, a bacterium called Bacillus icteroides. The American contingent, led by English-born Army pathologist James Carroll, assistant surgeon Jesse Lazear, and U.S. Army Maj. Walter Reed, could not replicate Sanarelli’s findings. Lazear, in particular, grew frustrated with their attempts to do so. This was because it was becoming apparent that Dr. Sanarelli was wrong. Yellow fever is a virus, not a bacterium. The culprit, as Cuban researcher Carlos Juan Finlay had postulated years before, was mosquitos. To prove it — on this date in 1900 — Dr. Carroll allowed mosquitos to feed on him. Lazear, without telling his colleagues, did the same thing. Both contracted yellow fever. Lazear was gone by the end of September. Carroll survived, but suffered lasting heart damage. He died in 1907 and is buried, fittingly, at Arlington National Cemetery. It would be several decades before a vaccine protecting against yellow fever would be developed, but knowledge of the illness’ transmission changed the standard of treatment, removing fear of contraction and providing humane care to those afflicted.  Carl M. FIRST READ: Conflict of interest — How Trump has used his office to benefit his business

One clear theme over the past week, including at the G-7 summit, was President Trump’s erratic behavior.

But here’s another theme: How Trump has tried to use his presidency to make money.

The latest example was his defense on Monday of potentially hosting next year’s G-7 summit at his Miami golf course.

“With Doral, we have a series of magnificent buildings, we call them bungalows, they each hold from 50 to 70 very luxurious rooms with magnificent rooms,” Trump said, [v]per NBC News. “We have incredible conference rooms, incredible restaurants, it’s like such a natural. We wouldn’t even have to do the work that they did here, and they’ve done a beautiful job, they’ve really done a beautiful job.”

More: “And what we have also is Miami and we have many hundreds of acres so that in terms of parking, in terms of all of the things that you need.”


And: “The ballrooms are among the biggest in Florida and the best, it’s brand new. And my people wanted it.”

One of the most consistent themes of Trump’s presidency is how he’s used his office to benefit his business – whether it’s the foreign dignitaries and business leaders staying at his DC hotel, his sons (who are running the Trump business but involved in his political affairs), or now this.

In 2012, the Obama campaign blasted Mitt Romney for prioritizing profits over American workers.

And for Democrats in 2020, isn’t this also fertile ground – how Trump is trying to make money for his business? And at others’ expense?

Trump advocates for Putin at G-7 summit – including behind closed doors

Also at the G-7 meetings… “President Trump capped days of advocacy on behalf of Russian President Vladimir Putin by announcing here Monday that he intends to invite the leader to the Group of Seven summit in 2020, which Trump will host in an election year amid warnings that Russia is actively trying to interfere again in the U.S. presidential election,” writes the Washington Post.

More: “The leaders sat down Saturday evening for their first joint meeting — a dinner of Basque specialties at the foot of the landmark lighthouse of Biarritz. The meal started normally, with a discussion of the fires in the Amazon. It moved on to containing Iran’s nuclear threat. But it went off the rails when Trump blasted leaders for not including Russia.”

“Trump’s message was that ‘it doesn’t really make sense to have this discussion without Putin at the table,’ according to a European official briefed on the conversation among the leaders.”

(In 2014, the leading world economies kicked out Russia from the then-G-8 for infiltrating and then annexing Crimea.)

Shakeup in the Dem race? Or steady as she goes?

On Monday afternoon, much of the political world got fired up over a Monmouth poll, which showed Joe Biden, Elizabeth Warren and Bernie Sanders in a three-way tie.

Then last night, the online Politico/Morning Consult poll had Biden up 13 points over Sanders and 18 points over Warren.

Our advice: Let’s wait for another round of polling – especially after Labor Day – to see if the Dem race has really changed.

Because as we said yesterday, the Dem presidential contest – outside of Warren’s steady climb and Kamala Harris’ ups and downs after the debates – has been remarkably stable so far.

2020 VISION: Biden invokes family tragedies in new TV ad

Joe Biden’s up with a new TV ad in Iowa discussing the importance of health care, especially regarding his family’s tragedies, per NBC’s Mike Memoli and Amanda Golden.

“I was sworn into the United States Senate next to a hospital bed. My wife and daughter, they’d been killed in a car crash. Lying in that bedroom, my two surviving little boys. I couldn’t imagine what it would have been like if we didn’t have the health care they needed immediately,” Biden says in the ad.

“Forty years later one of those young boys, my son Beau, was diagnosed with terminal cancer and given only months to live. I can’t fathom what would have happened if the insurance companies had said for the last 6 months of his life you’re on your own.”

“The fact of the matter is, healthcare is personal to me. Obamacare is personal to me. When I see the president try to tear it down, and others propose replace it and start over, that’s personal to me too. We have to build on what we did because very American deserves affordable health care. I’m Joe Biden and I approve this message.”

Dispatches from NBC’s embeds: Beto O’Rourke made his first trip back to South Carolina since the El Paso shooting earlier this month. NBC’s Jordan Jackson asked O’Rourke about his response to President Trump’s climate change remarks at the G-7.

His response: “Investment in stormwater infrastructure, here in Charleston and other vulnerable communities to ensure the resilience is nothing compared to the expense of cleaning up after climate change has taken place, and we are no longer able to act against it so it’s the right thing to do morally and it is certainly the right thing to do from a fiscal perspective and that’s the kind of leadership that I want to provide.”

That’s the number of announced exits of any type by House Republicans in the 2020 cycle, after Rep. Sean Duffy, R-Wis., said on Monday he was resigning from Congress effective September 23, because his child is expected to be born with health issues.

Wisconsin’s governor will have to call a special election to fill the seat.

So far, there have been 11 House Republicans who have announced they won’t seek re-election, plus two others (including now Duffy) who resigned or are resigning from Congress.

By comparison, House Democrats have had three retirements this cycle.
