Wednesday, May 1, 2019 Unrest in Venezuela “Venezuelan opposition leader Juan Guaido on Tuesday made his strongest call yet to the military to help him oust President Nicolas Maduro… Early on Tuesday, several dozen armed troops accompanying Guaido clashed with soldiers supporting Maduro at a rally in Caracas, and large anti-government protests in the streets turned violent.” Reuters

President Donald Trump tweeted, “If Cuban Troops and Militia do not immediately CEASE military and other operations for the purpose of causing death and destruction to the Constitution of Venezuela, a full and complete embargo, together with highest-level sanctions, will be placed on the island of Cuba.” Twitter

Both sides agree that this is not a coup:

“Tuesday’s uprising is not a ‘coup attempt,’ as the Maduro regime, echoed by too many people abroad, calls it. Rather, it is the latest in a series of legitimate and, for the most part, nonviolent efforts by Venezuelans, both civilian and military, to throw off an oppressive, toxic regime so that they can freely elect a legitimate government. Supporters of freedom and democracy should stand in solidarity with Mr. Guaidó and the many thousands of Venezuelans now bravely asserting their rights.”

“Guaido and his supporters are… trying to save their country from Maduro’s misrule. If the military does indeed defect this week, forcing Maduro to leave, Guaido has pledged to quickly prepare Venezuela for real elections. That’s not an anti-democratic coup. It’s a democratic rescue mission.”
Eli Lake, Bloomberg From the Left The left supports Guaidó but urges against US military intervention. “The Maduro regime has destroyed much of Venezuela. It didn’t just crush its democratic institutions; it also devastated its economy and much of its social order. By now the problem is not about politics. It’s about survival. For Venezuela’s neighbors, the matter is also urgent. Conditions have become so desperate that Venezuelans are fleeing by the millions, straining other countries. The UN estimates there will be more than 5 million Venezuelan refugees by the end of this year, comparable to the exodus caused by the Syrian civil war… 

“The United States should refrain from intervening militarily, but should continue providing decisive diplomatic, and even logistical, support. As for the public around the world, we should hope that the powerful in Venezuela will see the light, and either persuade Maduro to leave, or escort him out of office.”

Many note that “while the Maduro government has arrested hundreds of opponents in recent weeks, it hasn’t touched Guaidó himself, recognizing the risks of detaining the man whom many world governments recognize as the legitimate president of Venezuela. Bolton has promised a ‘significant response’ if Guaidó is touched. Tuesday’s actions will raise pressure on the regime to take action to finally stop Guaidó, and raise pressure on his international backers to take action—peaceful or otherwise—on his behalf. Today may not be the final battle for control of Venezuela, but the odds just went up significantly that Guaidó will end up dead, in jail, or sitting in the presidential palace.”

“The key seems to be whether the military will abandon the regime, and the odds are against it because of the comparative risks of being on the losing side. Officers and soldiers who join the revolt will be as good as dead if the government prevails. But those who are loyal to Maduro can expect that if he falls, the new government will find it more urgent to bring them on board than to punish them… 
 
The U.S. posturing is as likely to taint the opposition as it is to help it. Worse, the strong words may lead Guiado and his supporters to believe Washington will use force on their behalf. It’s dangerous to encourage that hope — because it may induce them to take unwise risks, and because it could lead us to plunge into another country where our interests, like our understanding, is minimal. Sometimes it’s helpful for the U.S. government to take a role when a foreign crisis erupts. This is one where the best course is to keep quiet and stay out.”

It will be their fight to win or lose. My bet, despite the gunfire and smoke, is that Venezuelans will win if they continue to show up against the odds. They’ve already proven their country is worth fighting for.”
Fabiola Santiago, Miami Herald From the Right The right urges support for Guaidó, including limited military support if necessary. Trump’s “focus on Cuba is well-designed. The island nation’s highly capable security forces are the primary mechanism by which Maduro has kept his power… By focusing pressure on Cuba with far greater purpose than previously shown, Trump offers a diplomatic off-ramp for Maduro and his cronies. Without Cuba, those officials cannot bribe their way into continued power. Similarly, if Cuba goes without Venezuelan oil, as Trump’s threat of an ‘embargo’ suggests, its leaders will have to abandon Maduro… Cuba faces a moment of truth. Does it choose Maduro, or does it test American resolve?”

Many note that “U.S. efforts to strangle the regime financially by cutting off the oil trade may be having their desired effect on the Caracas coffers. But Mr. Maduro still gets weapons from Moscow and Cuban intelligence helps him promote fear in the officer ranks. The American left that claims to fear U.S. intervention in the country needs to admit that Cuba is already the imperial power in Caracas… 

“Mr. Bolton said Mr. Trump wants to see a peaceful transfer of power, and that would be the best outcome. But U.S. military assistance to the Guaidó forces can’t be ruled out. A victory for Cuba, backed by Russia in the Western hemisphere, would be a great strategic setback for U.S. interests and stability in the region. The U.S. needs to do whatever it can to help people power succeed in Venezuela.”

“Guaidó has asked us to cut off Maduro’s oil supply to Cuba’s communist government… We recognize that stopping oil cargo ships on the high seas is no small step. Deploying U.S. Navy warships to seize Maduro’s oil ships is an act of force… But we believe it would serve a critical strategic purpose: ensuring that Maduro and his military supporters recognize the U.S. won’t abandon Guaidó. That would persuade generals around Maduro that their best decision would be to throw support behind Guaidó. It would also suggest to Maduro that he might be best advised to depart Venezuela now.”

Others point out that “this week, military members loyal to Maduro were seen deliberately running over unarmed pro-Guaidó demonstrators in the streets with heavy, armored vehicles. Less than a decade ago, regular everyday Venezuelans were forced to turn in their weapons, leaving them defenseless against the very government that continues to oppress and attack them today.”

“People in the US scoff at this argument from gun-rights advocates, mainly because we’re not Venezuela and the threat here is entirely theoretical. And that’s a fair point… However, it’s also a chicken-egg argument: do we have a responsive government which poses no threat in spite of gun ownership, or because of gun ownership? Most days it may seem like the former. On days like today, with Venezuelans unable to resist tyranny despite having a First World government and economy a little over a decade ago, it looks a little more like the latter.”

POLITICO Playbook: Bill Barr is not going to have a good day

DRIVING THE DAY

GIDDYUP, FOLKS.

BILL BARR is likely to get a rough ride today in his highly anticipated hearing before the Senate Judiciary Committee. Democrats will press the attorney general about the bombshell news — which broke on the eve of his testimony — that special counsel ROBERT MUELLER had sent him a previously undisclosed letter disputing Barr’s summary of his work.

Hill Democrats are blasting Barr, accusing him of misleading the public and demanding he release Mueller’s letter. Some say he should resign. They’re also insisting the special counsel testify before Congress, but say the Justice Department is slow-walking their attempts to lock in a hearing date.

DOJ, for its part, says this is all much ado about nothing. Barr’s testimony

LAST NIGHT’S BOMBSHELL — “Mueller complained that Barr’s letter did not capture ‘context’ of Trump probe,” by WaPo’s Devlin Barrett and Matt Zapotosky: “Special counsel Robert S. Mueller III wrote a letter in late March complaining to Attorney General William P. Barr that a four-page memo to Congress describing the principal conclusions of the investigation into President Trump ‘did not fully capture the context, nature, and substance’ of Mueller’s work. …

“A day after Mueller sent his letter to Barr, the two men spoke by phone for about 15 minutes, according to law enforcement officials.” WaPo

— MUELLER TO BARR: “There is now public confusion about critical aspects of the results of our investigation. This threatens to undermine a central purpose for which the Department appointed the Special Counsel: to assure full public confidence in the outcome of the investigations.”

WHAT DOJ IS SAYING … SPOX KERRI KUPEC: “The Special Counsel emphasized that nothing in the Attorney General’s March 24 letter was inaccurate or misleading. But, he expressed frustration over the lack of context and the resulting media coverage regarding the Special Counsel’s obstruction analysis. They then discussed whether additional context from the report would be helpful and could be quickly released. However, the Attorney General ultimately determined that it would not be productive to release the report in piecemeal fashion.”

“The Attorney General and the Special Counsel agreed to get the full report out with necessary redactions as expeditiously as possible. The next day, the Attorney General sent a letter to Congress reiterating that his March 24 letter was not intended to be a summary of the report, but instead only stated the Special Counsel’s principal conclusions, and volunteered to testify before both Senate and House Judiciary Committees on May 1st and 2nd.” More from Natasha Bertrand, Darren Samuelsohn, Josh Gerstein and Kyle Cheney

INFRASTRUCTURE LATEST — “Behind the 1-day cease fire between Donald, Chuck and Nancy,” by Anita Kumar, Sarah Ferris and Burgess Everett: “[O]n Tuesday, Trump, Nancy Pelosi and Chuck Schumer did something few people expected: They got along — or at least pretended to.

“After a 90-minute Oval Office meeting to discuss a potential infrastructure bill, both sides gushed about what may have been their first point of agreement this year, on a plan to spend $2 trillion to repair crumbling roads and bridges. Never mind that they left unresolved how to foot the gigantic bill.” POLITICO

JAKE’S TAKE: The reason Congress hasn’t passed a big-time infrastructure bill for a very long time is not because the institution has enjoyed watching the nation’s bridges, tunnels and roads crumble. It’s because infrastructure is expensive, and figuring out a way to pay for it has never been easy.

THE DEMOCRATS’ POSITION seems to be, in part, a recognition of that difficulty. The president needs to figure out the $2 trillion funding stream that will get enough Senate Republicans on his side, they’re saying.

THERE HAS BEEN SOME openness to raising the gasoline tax, which hasn’t been raised in 23 years. But there’s palpable fear that hiking the tax will cause major internal strife in the Republican Party, setting up a vote that would be viewed as a tax-hike litmus test. But if President DONALD TRUMP supports a gas tax, that could help.

ONE QUESTION WE’VE GOTTEN a bunch lately, including from Kasie Hunt to Jake on MSNBC: Who wins here? If a deal comes together — and it’s too early to say either way — who reaps the political rewards? A successful deal would be a massive boon to Trump,who would be able to say he is the dealmaker he promised to be and can even work with Democrats, who were investigating him. If it falls apart, Trump probably also benefits: He can say Democrats couldn’t even say yes to a $2 trillion jobs project!

MORE OMB STAFFERS MOVE TO THE WHITE HOUSE, per Nancy Cook: Acting chief of staff Mick Mulvaney’s aides continue to stock the White House with staffers from the Office of Management and Budget, the agency he ran for roughly two years.

Among the latest hires are AJ Sugarman, who is joining the White House’s legislative affairs team, and John Gray, the budget agency’s acting chief of staff, who is moving to VP Mike Pence’s office to work on policy.

Since Mulvaney moved into the West Wing in late December, he’s now brought over 10 staffers from OMB and CFPB. White House staffers are comparing him to Trump’s first chief of staff, Reince Priebus, who went out of his way to hire operatives from the RNC.

A senior administration official said these hires were approved by longtime Mulvaney aide and principal deputy chief of staff, Emma Doyle. Mulvaney personally did not push for these hires, and they are all promotions based on merit, the official added.

Over at OMB, Wesley Denton will soon serve as the acting chief of staff in Gray’s absence until the agency can make a permanent hire. Denton recently joined the agency as a top communications staffer and previously worked for Jim DeMint’s organization, the Conservative Partnership Institute, as well as the Heritage Foundation.

HMM — “U.S. Military Stops Counting How Much of Afghanistan Is Controlled by Taliban,” by NYT’s David Zucchino in Kabul: “The American military command in Afghanistan has halted regular assessments of how many people and districts the government and insurgents there control, it emerged on Wednesday — eliminating what has long been an important public measure of progress in the war. The military said the assessments had ‘limited decision-making value’ for commanders.

“As recently as November 2017, the previous American commander in Afghanistan had called them ‘the metric that’s most telling in a counterinsurgency.’ The decision to end the assessments, which have been produced in various forms since at least 2010, was published in the latest quarterly report by the American special inspector general for Afghanistan reconstruction.” NYT

Horror and Hope in Venezuela 
Yesterday marked what could be a pivotal turning point for Venezuela, where Interim President Juan Guaido, with the support of countless military officials and civilians on the streets, tried to liberate the country from an illegitimate regime run by Nicolas Maduro.
 
As Eli Lake explained in Bloomberg, “Maduro is responsible for this turn of events. In May 2018, Maduro won a so-called election that no serious outside observer found to be free or fair. His second term began on Jan. 10, which is when Venezuela’s Supreme Court in exile ruled that Maduro had exceeded his authority by staying in power after his legitimate term in office.”

A horrifying video of a pro-Maduro tanker purposefully running over innocent protesters who took to the streets to support Guaido went viral. As my colleague at The Heritage Foundation Mike Gonzalez put it, “This is hard to watch, but the world should know that this is what the Maduro regime is doing today. Despite the blatant brutality of the illegitimate socialist dictator, CNN, Politico, and others called the uprising “a coup,” likely in spite of President Trump, who has been steadfast in his support for Guaido. But as Lake explains, the uprising was anything but a coup. 
 
“Guaido and his supporters are now trying to save their country from Maduro’s misrule. If the military does indeed defect this week, forcing Maduro to leave, Guaido has pledged to quickly prepare Venezuela for real elections. That’s not an anti-democratic coup. It’s a democratic rescue mission.”
 
As of last night, Maduro remained in power.

The iconic blue bar at the top of the online website will also be replaced with a clean white design that highlights stories and group posts. The changes all come as part of a larger effort by the social media giant to promote private group communication rather than the News Feed.
 
Zuckerberg said the features “will end up creating a more trustworthy platform.”

Click here   Good morning,If the 2020 Presidential election were held today, 43% of voters would cast their ballot for Joe Biden and 36% would prefer Donald Trump. Biden’s seven-point lead is down slightly from a nine-point advantage a month ago and eleven-points two months ago.Biden leads the president by ten among female voters but trails by three among male voters. Both Biden and the president do well within their own party. Among Independent voters, Biden leads by a 40% to 27% margin.The president leads Senator Bernie Sanders by a single point (38% to 37%). Last month, Sanders had a three-point lead over the president. Both results are well within the margin of error.President Trump enjoys larger leads over Senator Elizabeth Warren (39% to 33%), former Congressman Beto O’Rourke (38% to 31%), Senator Cory Booker (38% to 30%),  and Senator  Kamala Harris (39% to 30%).On another topic, just 28% of voters consider Conservative Media outlets to be accurate and reliable. Forty-four percent (44%) consider them inaccurate and unreliable. Ratings for Mainstream Media outlets are pretty much the same: 32% accurate and reliable, 46% inaccurate and unreliable.Not surprisingly, there is a wide partisan gap in these perceptions. By a 53% to 17% margin, Democrats consider Conservative Media outlets inaccurate. By a 61% to 22% margin, Republicans say the same about Mainstream Media sources. Forty-six percent (46%) of Independent voters consider both sources unreliable.Other data shows that 47% of voters believe Fox News is biased to help conservatives while 17% believe it is biased to help liberals.Eight other news outlets were perceived to have a liberal bias: The New York Times, MSNBC, CNN, ABC News, NBC News, USA Today, CBS News, and the Wall Street Journal.Senator Elizabeth Warren recently unveiled a sweeping student loan forgiveness plan. Sixty-one percent (61%) of voters at least somewhat favor the idea.  However, a number of left-leaning political analysts expressed concern because most of the benefits would go to upper income households. Just 14% of voters recognize this aspect of the plan. A plurality (35%) believe it would primarily benefit those with lower incomes.Just 39% believe forgiveness of student loans would be fair to non-college graduates.
