Wednesday, April 24, 2019 Free College On Monday, Democratic presidential candidate Sen. Elizabeth Warren (D-MA) released a plan to forgive student loan debt and make public colleges free, paid for by a wealth tax. Medium From the Left The left generally believes this is a strong start to trying to address the student loan debt problem, while some are critical of the plan’s scale. “Americans have long agreed that 12 years of education is a public good. But that number — 12 — is clearly outdated. For people to compete in today’s economy, they’ll need more schooling. We can and should argue about whether the right number is 14 or 16. But it’s not 12… The Warren plan expends resources on student debtors from upper-income families, but it is still broadly progressive… Among low and moderate-income families — those in the bottom 40 percent of the income distribution — close to 90 percent of borrowing households would have their student debt wiped out compared to just under 30 percent of those in the top 10 percent.” Jared Bernstein, Washington Post “Because it caps forgiveness at $50,000, it won’t hand giant windfalls to lawyers and doctors by forgiving their entire law or medical school debt… It’s the best, basic blueprint a politician has produced for how to design debt forgiveness without making it a straight giveaway to the upper middle class.” Jordan Weissmann, Slate “College tuition is rising, in large part, because state legislatures across the country have slowly been abandoning their commitment to fund public colleges and universities… According to one analysis, state funding for public colleges and universities in 2018 was $7 billion below its 2008 levels — and that is after adjusting for inflation. One way public four-year institutions have stayed in business is by raising tuition by an average of 36 percent during that decade… At the very least, it is worth renewing the commitment by state governments to subsidize their local colleges and universities.” Joel Mathis, The Week “I don’t buy the argument that debt forgiveness is some sort of moral hazard… Yes, my loans are paid off, so I wouldn’t get a direct benefit. But if all those millennials freed of debt start bidding up house prices, then I get my benefit in the form of property appreciation. These things are connected. And if the morally questionable behavior at hand is ‘going to college,’ then I’m not exactly panicking… I have no illusions that a plan of this scope will pass anytime soon, and there’s no shortage of devils in the details. But kudos to Senator Warren for raising the question.” Matt Reed, Inside Higher Ed Critics posit that Warren’s “premise seems to be that student debt is all burden and no benefit, but this is not true: It represents an investment in skill acquisition that pays substantial long-term benefits. President Barack Obama’s Council of Economic Advisers estimated this lifetime ‘earnings premium’ at about $1 million over a worker with only a high school education. It’s not unfair to expect people to pay back their loans out of that income. What might be unfair is debt relief to the exclusion of other priorities with wider benefits, including to people who did not go to college at all… [What’s needed is] a targeted approach that relieves the worst financial stress of those least able to handle it, not a sweeping bailout for the middle class and above.” Editorial Board, Washington Post “There are obvious benefits to society to motivate as many people as possible to get as much education as they can. I’m just not sure that free public college for everyone and debt cancellation for almost everyone is the most sensible way of getting there… My attitude is also partly driven by my twin obsessions with universal health care and climate change. If we’re going to spend large sums of money, I want to spend it there first. After we’ve done that it will be time to see how much appetite we collectively have for additional big-dollar programs.” Kevin Drum, Mother Jones From the Right The right is critical of the plan, arguing that it would be unfair to those who chose not to attend college, and further exacerbate tuition inflation. “It is extraordinarily unjust to the working class. Many blue collar people are living on lower wages because they couldn’t afford to go to college. They chose the responsible route, stayed within their means, avoided buying something they couldn’t pay for, and accepted a humbler lifestyle as a result. Warren and her Democratic cohorts plan to make fools of these people. It turns out they could have just gone to college, taken out the loan, and never paid it back… “Whatever possible argument could be made for loan forgiveness would clearly apply just as much to any other form of debt — mortgage, car, credit card, etc. If you’re struggling with student debt and you’re handed a get-out-of-jail-free card, and I didn’t go to college but I’m struggling to pay my mortgage, should I not be offered the same deal? If your debt is a public emergency, why isn’t my debt also an emergency?” Matt Walsh, The Daily Wire “People who go to college typically earn higher incomes than those who don’t… Warren estimates that debt forgiveness would cost $640 billion. To put that in perspective, it would cost about $6 billion per year to double the earned-income tax credit — a federal program that subsidizes wages for low-income households — for childless workers. I’d rather spend the marginal taxpayer dollar expanding economic opportunity for the working poor than giving a subsidy to relatively well-off households… “The U.S. already has a safety net in place to deal with those [unable to pay off their loans]. For example, income-based repayment plans adjust monthly student loan payments based on income and family size, and any outstanding balance is forgiven after two decades of payments have been made. Warren should explain why these programs are inadequate.” Michael R. Strain, Bloomberg “There are those who may have taken higher-paying jobs they didn’t necessarily want to pay off loans. And there are those who have cut expenses to the bare bones to pay off loans while watching their friends with similar salaries eat out and travel and deprioritize paying off loans. Those who were more responsible will feel justifiably enraged at the idea that those who may have been more profligate will now get a bailout from the government.” Philip Klein, Washington Examiner “Warren’s proposal would likely expedite the rise in college tuition. It comes down to simply math: When colleges know the federal government is financing ‘free’ tuition in perpetuity, they’ll have all the more reason to raise tuition and fees, which taxpayers will then absorb… researchers Grey Gordon and Aaron Hedlund found that raising subsidized loan limits led to a 102% increase in tuition from 1987 to 2010. Absent that additional federal money, the authors estimate tuition would have only gone up by 16% on net.” Lindsey Burke, Daily Signal “Colleges hike their tuition every year because they can. The feds have been willing to increase loan amounts to match whatever colleges charge. The result? Every dollar lent inflates tuition by another 60 cents, according to Federal Reserve research. In this heartless scheme, students are mules, carrying dollars from Washington to campuses nationwide. Never mind if they ever graduate or land jobs to pay back their loans… “It would be fairer to require colleges to refund a portion of the loan money to Uncle Sam when a student doesn’t make it to graduation. TRUMP DECLARES WAR ON HOUSE DEMS … WAPO’S BOB COSTA, TOM HAMBURGER, JOSH DAWSEY and ROZ HELDERMAN: “President Trump on Tuesday said he is opposed to current and former White House aides providing testimony to congressional panels in the wake of the special counsel report, intensifying a power struggle between his administration and House Democrats.
“In an interview with The Washington Post, Trump said that complying with congressional requests was unnecessary after the White House cooperated with special counsel Robert S. Mueller III’s probe of Russian interference and the president’s own conduct in office. ‘There is no reason to go any further, and especially in Congress where it’s very partisan — obviously very partisan,’ Trump said. … ‘I don’t want people testifying to a party, because that is what they’re doing if they do this,’ Trump said.” WaPo
— IT’S DIFFICULT to adequately state how unsustainable President DONALD TRUMP’S position is.
FIRST of all, Congress is always controlled by “a party,” so the idea that his aides would be testifying to a party is not really unusual — it’s the norm.
SECOND: The White House can’t just summarily block all document production and testimony — Congress could hold people in contempt. Most smart administrations — Republican or Democrat — pretend to cooperate, but slow-walk testimony and document production. That way it seems like you’re trying, but you’re actually not.
THIRD: How do you think Trump’s meeting next week on infrastructure with SPEAKER NANCY PELOSI will go if this holds up? How can Pelosi conduct any business with the president if he decides to stiff-arm the Hill? Maybe Trump wants a battering ram and doesn’t care about legislative achievements. THIS ISN’T THE FIRST D.C. DINNER the president has skipped this year. He also bailed on the 2019 Gridiron, sending his daughter Ivanka to speak instead. Back in 2018, the president attended the dinner, perhaps the most insidery-of-insider press event of all — reporters literally dress up and perform skits while Washington potentates laugh. He took the roasting and gave as good as he got.

Will The Real Joe Biden Please Stand Up?
Biden 2020 is finally happening. Hurrah!
NBC reports the
former VP is announcing his bid on Thursday morning via a video
announcement. He will then appear in Pittsburgh on Monday for an event
at a local union hall, before visiting Iowa, New Hampshire, South
Carolina, and Nevada in the following weeks.
This will be Biden’s third run for the White House. If he were to win, he’d be 78 by the time he’s sworn in.
The big question is, which Joe Biden will run? The wannabe Democrat socialist who apologizes for his political career, or the moderate statesman who was willing to work across the aisle to get things done? TBD, but he’s already leading in the polls.
Stocks Hit Record High
It’s not every day your BRIGHT editors cover the stock market, but when it hits a record high, it’s worth mentioning, right?
“Tuesday’s move toward an all-time closing high comes less than six
months after a sharp decline in late December, which led the S&P 500
to its worst annual performance since 2008,” reports CNBC.
“But stocks quickly turned around as the Federal Reserve reversed
course on monetary policy while the tone around U.S.-China trade talks
improved.”
Rightly so, President Trump tweeted, “You mean the Stock Market hit an
all-time record high today and they’re actually talking impeachment!?
Will I ever be given credit for anything by the Fake News Media or
Radical Liberal Dems? NO COLLUSION!”
Is Netflix Chilling Your Sex Life? That’s the theory in a new Wall Street Journal piece asking whether streaming video responsible for America’s falling fertility rate. “Demographers have lots of theories about why the U.S. fertility rate recently hit an all-time low, ranging from the aftereffects of the recession that followed the financial crisis to the broader use of long-term birth control. It is hard to ignore, anecdotally at least, the impact of streaming entertainment, popularized by Netflix and available from the likes of Amazon.com Inc., Hulu and HBO. A 2017 paper in ‘Archives of Sexual Behavior’ which revealed that Americans were having less sex, on average, than they did three decades ago, offered streaming video as one possible culprit. Dr. Jean Twenge, the lead author and a professor of psychology at San Diego State University, says in the old days a favorite TV show was done at 10 p.m. sharp and commercial breaks gave people an excuse to talk to their partners. ‘Now, if you’re watching something streaming, the next episode is immediately available, and there are no commercials where you could look over and say, ‘Honey, you look cute tonight,’’ she said. … One in four people said they turned down intimacy in favor of binge watching in the prior six months, according to a March survey of more than 1,000 peopleconducted by SurveyMonkey for The Wall Street Journal. Among people 18 to 38, the rate is higher, with 36% of respondents saying they opted for streaming video.” My favorite part about this story is this response from Netflix: “[G]etting credit for a decades long decline in sex is beyond even our programming abilities.” Questionable, considering movies like this no doubt kill the romantic mood. The terror began on this night, 104 years ago, in Constantinople, the ancient city now known as Istanbul. On the orders of military authorities, more than 250 prominent Armenian intellectuals and civic leaders were arrested and taken from the city — and from Ankara — to a prison in the interior of the country. There, they were shot. The genocide of Armenians in the Ottoman Empire had begun. In a moment, I’ll have more details on this horror, as well as its unfathomably lethal impact on 20th century Europe — and its continued reverberation on 21st U.S. politics. In RealClearMarkets, Demetrios Karoutsos warns that the president’s plan to reduce the cost of medicines isn’t underpinned by sound economic principles. * * * The word “genocide” was not yet in common usage in April 1915, but the first of the century’s episodes of mass murder motivated by racial or religious hatred was underway. The Armenians, Christians living in Muslim-dominated Turkey, fit both categories and when the bloodbath ended, the Turks had killed some 1.5 million Armenian men, women, and children. There was little in the way of armed resistance because — and this was a grim irony — most able-bodied men of an ethnic group accused of disloyalty were in uniform, having loyally enlisted in the Ottoman Empire’s armed forces at the outbreak of World War I. No genocide ever makes sense, but this one featured the perverse specter of Armenian soldiers being pulled out of the ranks and executed or imprisoned in slave labor camps. While this was going on, their wives, sons, daughters, parents, and siblings were attacked by organized vigilante groups that raped women, kidnapped children, and randomly put civilians to the sword. In confronting the true magnitude of the Nazi extermination camps after the end of World War II, Winston Churchill would later say that the world had been confronted by “a crime that has no name.” Raphael Lemkin, a Polish Jew who survived the war, had provided a name, however, and “genocide” was in time codified as an international crime against humanity. As early as 1895, the New York Times employed a different word now associated with genocide: “Another Armenian Holocaust,” read a headline about a pogrom that occurred 20 years before 1915. In other words, the concept of ethnic cleansing wasn’t unknown. But what happened in Turkey during the carnage of World War I was that the power of an entire nation was harnessed in such a cause. This was the first. It wouldn’t be the last. It was a crime covered extensively in the American press and denounced by U.S. officials and diplomats as it was unfolding. Theodore Roosevelt called the slaughter of the Armenians “the greatest crime of the war.” These protestations had no effect on Turkey, which was not then an ally of the United States. World opinion, then as now, only counted for so much — as evil men had noticed. On the eve of Germany’s invasion of Poland in 1939, Adolf Hitler invoked the fate of Armenia to allay any qualms his military officers might have about the systematic war crimes the Third Reich was about to unleash on the Poles — and Jews wherever they found them. “After all,” Hitler said on August 22, 1939, “who speaks today of the annihilation of the Armenians?” The answer to that question, repeated through the decades in reply to shameful denials by the Turkish government, was this: Americans do. We remembered the Armenians. But Turkey is a NATO country and the last U.S. president to apply the world “genocide” to the Armenian Holocaust was Ronald Reagan. He did it only once, in his first year in office, before the State Department convinced him — as it has convinced every subsequent president, including Donald Trump — to avoid the term. Carl M. about Artificial Intelligence threatening the human race has long been a
regular feature of science-fiction films, including classics such as
The Matrix. They’ve apparently had an impact on the culture since 57% of voters believe that A.I. is at least somewhat of a threat to the human race.Along with other recent data, this suggests a modestly growing level of concern about this technology.A more immediate concern is that 53% of voters want to break up the nation’s largest banks.
Fifty-five percent (55%) believe it would be better for the U.S.
economy if we had a large number of smaller banks rather than a small
number of very large banks. Twenty percent (20%) take the opposite view
while 24% are not sure.To
address perceptions of corruption, three out of four voters (75%) want
some kind of waiting period before bank regulators can go to work for
the banks they regulate. That includes 30% who favor a lifetime ban.Looking to 2020, the top three Democrats in terms of Social Media Support today are Pete Buttigieg, Joe Biden, and Elizabeth Warren. New results updated every morning at 4:30 a.m. Eastern.Finally, 49% of voters believe that having a good government is the single most important element needed for a good society.
However, 51% believe various other elements of society are more
important. That includes good churches and religious organizations
(16%), good schools (16%), a good business community (10%), and good
civic organizations (9%).These attitudes are
consistent with a wide range of other data collected over the past nine months. Just 13% believe that governing is the responsibility of government alone.While recognizing that government has a role to play 60% do not believe the political process should play the lead role.That make sense since 65% agree that just about all positive change in America begins outside of the political system. Just 22% disagree on that point and 14% are not sure.Eighty-three
percent (83%) recognize that Steve Jobs and Bill Gates have had a
bigger impact on the world we live in than Presidents of the United

FIRST READ: Joe Biden’s biggest challenge may be his former title
When he officially gets into the 2020 presidential race on Thursday, Joe Biden will have some math — and history — working against him.
Since World War II, only two of the six full-term vice presidents who have tried have gone on to win the presidency – fulfilling either a party’s third term or its restoration to power.
And both victories were on the Republican side.
Here’s the record for full-term vice presidents (so not including LBJ or Ford):
Republican Richard Nixon (who restored the GOP to power in 1968 after the JFK/LBJ administrations)
Democrat Hubert Humphrey (who lost general election in 1968, lost in primaries in 1972)
Democrat Walter Mondale (who lost in general election in 1984)
Republican George HW Bush (won party’s third term in 1988)
Republican Dan Quayle (ran in 2000 primaries and withdrew from contest)
Democrat Al Gore (lost the 2000 general election)
Being a current or former vice president is a real advantage – when it comes to name ID, raising money and the potential to clear a field.
But the downside is that you don’t get to be the new/fresh/different candidate.
You own the bad (as well as the good) of the administration you served.
And you have a harder time portraying yourself as a change agent.
And those potential downsides could end up being Biden’s biggest challenges in 2020 – more than age, ideology and a long, long record in public service.

Separation of powers showdown
In addition to the 2020 race and the impeachment debate, this could be one of the biggest political stories we’ll be following over the next several months: A president who won’t comply with congressional requests and subpoenas.
The Washington Post reports: “President Trump on Tuesday said he is opposed to current and former White House aides providing testimony to congressional panels in the wake of the special counsel report.”
“There is no reason to go any further, and especially in Congress where it’s very partisan — obviously very partisan,” Trump told the Post.
(Umm, wasn’t Congress also partisan during the Obama, Bush and Clinton years?)
The Post adds that Trump’s opposition to current and former aides – like Don McGahn – from testifying to Congress comes after:
- the White House directed a former official not to comply with a subpoena over security clearances;
- and the Trump Treasury Department defied a request to turn over the president’s tax returns.
This is the Trump/Roy Cohn playbook: fight every little thing, ignore, counter-sue.
And guess what: That playbook ultimately kept Trump from having a face-to-face encounter with Mueller.
Kushner on Russia’s interference in 2016: “A couple of Facebook ads”
Speaking of Mueller and the Russia investigation, don’t miss Jared Kushner dismissing Russia’s interference in the 2016 election.
“You look at what Russia did, buying some Facebook ads to try to sow dissent and do it, and it’s a terrible thing,” he said yesterday, per NBC News. “But I think the investigations and all of the speculation that’s happened for the last two years has had a much harsher impact on our democracy than a couple of Facebook ads.”
A couple of Facebook ads?
That isn’t much different than Trump saying: “Russia, if you’re listening, I hope you’re able to find the 30,000 emails that are missing.”
And Kushner’s comments pair up with this New York Times piece today: Former Homeland Security Secretary Nielsen was trying to focus on preventing Russian interference in the 2020 race, and was told by the White House chief of staff NOT to bring it up in front of the president.

2020 VISION: She the People
On the campaign trail today: Participating in today’s “She the People” forum in Houston are Cory Booker, Julian Castro, Tulsi Gabbard, Kamala Harris, Amy Klobuchar, Beto O’Rourke, Bernie Sanders and Elizabeth Warren.
Also later speaking before the African American Mayors conference in Houston are Klobuchar, Harris, Castro, Sanders and Booker.
And Sanders holds a rally in Houston at 6:00 pm ET.

That’s the year that Joe Biden voted in favor of a gun bill that the NRA has called “the law that saved gun rights.”
NBC’s Alex Seitz-Wald has more on Biden’s vote on the Firearm Owners Protection Act, which passed overwhelmingly during an era of bipartisan compromise on guns that seems almost unthinkable today.
The legislation “allowed dealers to sell rifles, shotguns and ammunition through the mail, and, eventually, the Internet. It limited federal inspections of firearms dealers while allowing them to sell guns at gun shows, which helped them grow in size and popularity. And it made it easier for private collectors to sell guns without obtaining a federal dealers’ license, which would play a role in what later became known as the ‘gun show loophole.'”
Biden, of course, went on to champion an assault weapons ban and fight for expanded background checks.
But he’s sure to face questions about this and other issues that are far more polarizing today than they were more than three decades ago.
