In 2016, it showed Donald Trump as a favorite to win the national popular vote. Though Trump ultimately lost the popular vote while winning the Electoral College, the model presented an early indication that Trump was more than capable of winning the 2016 election. — A new model uses post-World War II presidential elections featuring incumbents to try to project Trump’s chances in 2020 based on his approval rating and the state of the economy. — Based on Trump’s current average approval rating in national polls and modest economic growth, the model suggests an extremely close 2020 result in the Electoral College. — The model’s final projection will come out next summer. Forecasting Trump’s Electoral College showing There are still 10 months to go until the first ballots will be cast in the 2020 presidential caucuses and primaries. The identity of the Democratic nominee, in all likelihood, will not be known for more than a year. Nevertheless, it is not too early to begin speculating about Donald Trump’s chances of winning a second term in the White House. That is because when an incumbent is running for reelection, the presidential election is largely a referendum on that incumbent’s performance. The challenger’s characteristics and the general election campaign itself matter only at the margins. In this article, I present the results of a modified version of the “time for change” forecasting model that I have used to correctly predict the winner of the national popular vote in every presidential election between 1992 and 2012. And while the model failed to predict Hillary Clinton’s narrow popular vote victory in 2016, I noted at the time that Trump might well fall short of his predicted vote given his extraordinary weaknesses as a candidate. As it was, the model predicted Trump to win the national two-party popular vote by three points, but Clinton won it by two points. The time for change model predicts the outcomes of presidential elections based on three factors: the incumbent president’s net approval rating in late June or early July, the change in annualized real GDP in the second quarter of the election year, and a dummy variable based on whether the president’s party has held the White House for only one term or for more than one term. However, the model presented here differs in two crucial respects from the traditional time for change model. First, the model attempts to predict the electoral vote, not the popular vote. The reasons for this change should be obvious: the winner of the election is determined by the electoral vote and in two of the past five elections, 2000 and 2016, the winner of the popular vote lost the electoral vote. The second difference between this model and the earlier time for change model is that this one is based only on the 11 presidential elections since World War II in which an incumbent was running. That is because an examination of the data on all 18 presidential elections since World War II indicates that elections with a running incumbent are different — their outcomes are much more predictable based on the incumbent’s approval rating in the middle of the election year and the growth rate of the economy during the second quarter of the year. Thus, the correlations between real GDP growth and incumbent electoral vote is .48 for the seven open seat elections vs. .73 for the 11 incumbent elections. Likewise, the correlation between late June presidential approval and incumbent electoral vote is .56 for the seven open seat elections vs. .82 for the 11 incumbent elections. Table 1 presents the estimates for the ordinary least squares regression analysis of incumbent electoral vote on late June presidential approval, second quarter GDP change, and the time for change dummy variable for the 11 incumbent elections since World War II. The results show that the model does an excellent job of predicting the electoral vote for the incumbent, explaining over 90% of the variance in election results. All three predictors have very strong and highly significant effects, despite the small number of elections used in the analysis. The estimated coefficients indicate that an increase of one point in the incumbent’s net approval rating is associated with an increase of almost 2.5 electoral votes. Likewise, every one point in real GDP growth is associated with an increase of almost 20 electoral votes. Finally, the results in Table 1 show that first-term incumbents enjoy a substantial predicted advantage of just over 114 electoral votes over incumbents running for a second or later term in the White House for their party.

Note: President Gerald Ford’s formal electoral vote count in 1976 was 240 because of a rogue elector in Washington state, but for the purposes of this article we are disregarding the rogue elector and listing his total as 241, because that is what he earned from the election results.

Table 2 displays the predictions generated by the model for the 11 incumbent elections since World War II along with the actual results of these elections. The model predicts the correct winner of all 11 elections. The margin of error for these predictions ranges from two electoral votes in 1972 to 73 electoral votes in 1984 with an average error of 26 electoral votes.

Based on this impressive performance, we can examine the range of likely forecasts of the electoral vote in the 2020 presidential election, assuming that Donald Trump is the Republican nominee. These conditional forecasts are presented in Table 3 based on a range of possible scenarios for real GDP growth and presidential approval. Most economic forecasts for 2020 have GDP growth falling in the 1% to 2% range, despite the administration’s official forecast of much higher growth. I have included growth rates ranging from zero to 3%. And since President Trump’s net approval rating has never reached the neutral point in any polling average or any reputable national poll since his first days in office, I have set the range for the approval rating variable from -20 to zero. However, readers can easily plug in their own preferred values by using the weights generated by the regression model in Table 1.

The results in Table 3 show a wide range of potential outcomes, from near certain defeat for the incumbent if the economy stalls out and his approval rating falls far below the neutral point, as it has from time to time, to near certain victory if the economy grows faster than expected and his approval rating rises to the neutral point, where it has essentially never been in his first two-plus years in office. The most plausible prediction at this point, however, is for a very close contest. Given a net approval rating of -10, approximately where Trump’s approval rating has been stuck for most of the past year, and real GDP growth of between 1% to 2%, in line with most recent economic forecasts, the model predicts that he would receive between 263 and 283 electoral votes. Of course, it takes 270 electoral votes to win. There are a few caveats that need to be mentioned at this point. First, this model is based on a very limited number of elections. Despite its apparent accuracy, therefore, any predictions should be taken with a grain of salt. Second, it is not certain that President Trump will receive the same first-term boost as his predecessors. This first-term boost is his most significant advantage heading into the 2020 election. However, the fact that his performance fell short of that predicted by the model in 2016 suggests that his highly unconventional style and abrasive personality could result in a similar underperformance in 2020. Finally, it needs to be mentioned that none of the 11 elections included in this analysis resulted in an Electoral College misfire. In all 11 incumbent elections since World War II, the winner of the popular vote also won the electoral vote. Indeed, the correlation between the two is a very robust .95. These results suggest that a misfire of the magnitude that allowed Trump to win an Electoral College majority while losing the popular vote by more than two percentage points, is not very likely. WE ARE IN THE MIDDLE of a really bad 24 hours for the president.

NO. 1: SPECIAL COUNSEL ROBERT MUELLER’S team is saying that the A.G. BILL BARR letter didn’t completely capture the spirit of his findings. NO. 2: It was believed that JARED KUSHNER could possibly be subject foreign influence. NO. 3: CONGRESS is bearing down on the president, prodding his personal and business relationships going back many years, and requesting his tax returns from the IRS. NO. 4: The HOUSE INTELLIGENCE COMMITTEE is looking into Trump’s inaugural committee.

FIRST: THERE HAD LONG BEEN CHATTER that if BARR had mischaracterized the spirit of MUELLER’S report, the Mueller team would let that be known and start talking. And, here we are …

— A1, NYT … NICK FANDOS, MIKE SCHMIDT and MARK MAZZETTI: “Some of Robert S. Mueller III’s investigators have told associates that Attorney General William P. Barr failed to adequately portray the findings of their inquiry and that they were more troubling for President Trump than Mr. Barr indicated, according to government officials and others familiar with their simmering frustrations.

“At stake in the dispute — the first evidence of tension between Mr. Barr and the special counsel’s office — is who shapes the public’s initial understanding of one of the most consequential government investigations in American history. Some members of Mr. Mueller’s team are concerned that, because Mr. Barr created the first narrative of the special counsel’s findings, Americans’ views will have hardened before the investigation’s conclusions become public. …

“The officials and others interviewed declined to flesh out why some of the special counsel’s investigators viewed their findings as potentially more damaging for the president than Mr. Barr explained, although the report is believed to examine Mr. Trump’s efforts to thwart the investigation.

“It was unclear how much discussion Mr. Mueller and his investigators had with senior Justice Department officials about how their findings would be made public. NO. 2: WAPO’S TOM HAMBURGER, RACHAEL BADE and ASHLEY PARKER: “Jared Kushner identified as senior White House official whose security clearance was denied by career officials”: “The senior White House official whose security clearance was denied last year because of concerns about foreign influence, private business interests and personal conduct is presidential son-in-law Jared Kushner, according to people familiar with documents and testimony provided to the House Oversight Committee.

“Kushner was identified only as ‘Senior White House Official 1’ in committee documents released this week describing the testimony of Tricia Newbold, a whistleblower in the White House’s personnel security office who said she and another career employee determined that Kushner had too many ‘significant disqualifying factors’ to receive a clearance. Their decision was overruled by Carl Kline, the political appointee who then headed the office, according to Newbold’s interview with committee staff.” WaPo

NO. 3: JOHN BRESNAHAN, ANDREW DESIDERIO and SARAH FERRIS: “Trump hit with ‘accidental’ 1-day investigative assault”: “In a single day, House Democrats demanded President Donald Trump’s tax returns for six years, moved to get a decade’s worth of his financial records and prepared to issue a subpoena for the full Mueller report from the Justice Department.

“Top House Democratic lawmakers and aides say the triple-headed attack was more by accident than design, but it’s also clear that April 3 marks a turning point for the new Democratic majority. In less than eight hours, House Democrats moved to an all-out investigative assault on Trump, one that the White House and Republican leaders blasted as unnecessary, openly partisan and a huge distraction from the country’s business.” POLITICO

NO. 4: WSJ’S REBECCA DAVIS O’BRIEN and REBECCA BALLHAUS: “House Panel Seeks to Interview Top Organizer of Trump Inauguration”: “The House Intelligence Committee is seeking an interview with and documents from a top organizer on President Trump’s inaugural committee, according to people familiar with the request, signaling that Congress is expanding its probe of how the fund raised and spent more than $100 million. The March 19 request from the House Intelligence Committee was disclosed in a letter sent to a lawyer for the inaugural committee this week by an attorney for Stephanie Winston Wolkoff, a former adviser to first lady Melania Trump who served as a producer and a vendor for the inauguration. …

“The House Intelligence Committee sought from Ms. Wolkoff an array of materials, including matters related to contacts between the inaugural fund and foreign entities, specifically in Russia, Saudi Arabia, Qatar and the United Arab Emirates … The committee also requested information on efforts by foreign entities to provide gifts or things of value to Mr. Trump, as well as his son-in-law and daughter, Jared Kushner and Ivanka Trump, and their affiliated businesses.” WSJ

WAPO’S ASHLEY PARKER: “New book details Trump’s topsy-turvy relationship with Congress”: “During a Republican retreat at Camp David last year, President Trump seemed particularly enthralled as Gary Cohn, then his chief economic adviser, delivered a briefing on infrastructure. The president impressed the assembled lawmakers with his apparent interest in the presentation, nodding along and scribbling furious notes.

“But Trump’s notes ‘had nothing to do with infrastructure,’ journalists Jake Sherman and Anna Palmer write in their new book, ‘The Hill to Die On.’ Instead, Trump had scrawled ‘Sloppy Steve’ atop his index card, followed by ‘copious notes’ criticizing Stephen K. Bannon, his former chief strategist whom he had fired several months earlier.

— YASHAR ALI: “In the chapter entitled ‘Second Seat,’ Sherman/Palmer describe how Senate Majority Leader Mitch McConnell reacted to Brett Kavanaugh being confirmed after a tumultuous confirmation process that involved multiple allegations of sexual misconduct and emotional testimony from his first accuser, Christine Blasey Ford.

“The book says that McConnell found Ford to be ‘trustworthy,’ while also saying that McConnell thought ‘Kavanaugh was a good man — and losing this nomination had never been an option.’ The Kavanaugh confirmation process was painful and exhausting for Kavanaugh opponents and supporters. But in typical McConnell fashion, the Senate majority leader didn’t process the saga like most people.

“In an interview for the book, McConnell told Sherman/Palmer about a poll CNN conducted where his approval rating jumped from 30 percent to 62 percent. ‘I’d never had an audience like that before. So all of these Republicans who are constantly told by radio talk show hosts and others that I’m a villain got to see a sort of different side. … ‘So that’s how it impacted me,’ McConnell told Sherman/Palmer. ‘I know it won’t last. But for the moment, I’m a rock star.’” Yashar

— CNN’S BRIAN STELTER: “I peeked at the book’s notes on sourcing … ‘On several occasions, sources allowed us to listen in to telephone conversations or conference calls as they were happen­ing. BIDEN RESPONDS — NYT’S SYDNEY EMBER and JONATHAN MARTIN: “For five days, Joseph R. Biden Jr. remained in the background as four women came forward saying they had been uncomfortable with the ways he had touched them. He put out three statements through a spokesman, but none of them was his own account or an acknowledgment of the discomfort he had caused.

“On Wednesday, Mr. Biden decided he needed to address the matter — and his future as a possible presidential candidate — personally. Yet his approach was unusual: He released a seemingly homemade video, laying out his views on connecting with voters emotionally and even physically, and vowing to ‘be more mindful and respectful of people’s personal space.’

“‘In my career, I’ve always tried to make a human connection — that’s my responsibility, I think,’ said Mr. Biden, sitting on a sofa, his legs crossed. ‘I shake hands, I hug people, I grab men and women by the shoulders and say, ‘You can do this.’’ But he added: ‘Social norms have begun to change, they’ve shifted, and the boundaries of protecting personal space have been reset and I get it. BORDER BATTLE RAGES ON — “Trump Officials Are Studying Options for Closing the U.S.-Mexico Border,” by Bloomberg’s Justin Sink: “The Trump administration is examining options for shutting entry points to the U.S. from Mexico in case the president follows through with his threat to close the border, a White House official said Wednesday.

“Officials are discussing the possibility of closing select ports of entry, partly closing them, or shutting all entry points entirely, said the official, who asked for anonymity to comment on private deliberations. The preparations are said to be somewhere between a theoretical discussion of options and implementation planning.” Bloomberg

W.H. DISPATCH … ANITA KUMAR: Arizona Gov. Doug Ducey, who met with Trump on Wednesday though it was not on the president’s schedule, said Trump has not decided whether to go through with his threat to close the southern border.

“I THINK THE PRESIDENT is going to leave all of his options on the table,” he said. “He’s the commander in chief. I have a view from Arizona’s perspective. He’s got a view from a universal perspective. … That final decision is going to be his.”

DUCEY DECLINED TO SAY whether he recommended that the ports of entry be closed. But he didn’t push Mexico to act, as Trump has done repeatedly, but put the responsibility squarely on Capitol Hill: “With summer coming very soon in Arizona and the temperatures rising, we’re concerned that any migrant that crosses the border can be in real danger. So it’s for Congress to act on this issue. There are resources that are needed, and the border needs security measures. I’m talking about a wall, a physical barrier, boots on the ground, technology, surveillance.”

POLITICO GETS RESULTS … DAN DIAMOND and ADAM CANCRYN: “Health department suspends contracts with GOP-linked consultants”: “The Trump administration’s health department is suspending contracts with several GOP-connected communications firms, according to four people with knowledge of the situation, days after a POLITICO report revealed the existence of the contracts.

“One of the contractors who was hired to boost Centers for Medicare and Medicaid Services Administrator Seema Verma’s profile with the media has also abruptly cut ties with the agency, two people with knowledge of the situation said.

“CMS — which oversees Medicare, Medicaid and Obamacare — steered communications work to multiple Republican subcontractors to promote Verma and her work within the administration. The funding came through a $2.25 million contract with Porter Novelli, an international public relations firm. A spokesperson for the agency confirmed the arrangement last week.” POLITICO

THE TRUMP ADMINISTRATION … IAN KULLGREN: “Acosta faces grilling on Epstein plea deal”: “Labor Secretary Alexander Acosta confronted a barrage of tough questions on Capitol Hill Wednesday about his 2008 plea agreement with billionaire pedophile Jeffrey Epstein.

“Testifying before a House appropriations panel, Acosta was asked repeatedly about the 2008 non-prosecution agreement, which Acosta negotiated when he was U.S. attorney for southern Florida. The agreement resulted in Epstein pleading guilty in state court to two counts of felony prostitution and serving only 13 months of an 18-month sentence, with daily furloughs so Epstein could go to his office. Epstein was also required to register as a sex offender and to pay restitution to three dozen victims.

Biden Answers Accusations of Uncomfortable Handsiness
Presumed Presidential hopeful Joe Biden released a statement yesterday responding to recent accusations that he caused a number of women to feel uncomfortable with his touchy-feeliness. In the two-minute video, Biden highlighted changing norms and how what he characterized as trying to connect with people has become unacceptable. “It’s just who I am. And I’ve never thought of politics as cold and antiseptic,” said the as-of-yet unannounced Democratic front-runner.
 
Despite my political antipathy for the man, I find myself in the camp that says that while Biden’s behavior has been fairly described as “creepy,” it’s not a fundamentally serious issue that should impede his run for the presidency.

NATO: Necessary Alliance or Adrift?
In a rare address to Congress, NATO secretary general Jens Stoltenberg reminded the body about the threat from Moscow and argued for the alliance’s ongoing importance.
 
Trump has caused a lot of consternation by vocalizing doubts about NATO, but he is hardly the root cause of its shaky ground. Last week, Walter Russell Mead wrote about NATO in the Wall Street Journal:
 
Germany isn’t alone in distancing itself from NATO. Turkey’s plans to buy S-400 missiles from Russia, and Italy’s recent decision to sign on to China’s Belt and Road Initiative, are also measures of the diminished value placed on the trans-Atlantic alliance…
 
The U.S. has also been backing away from the alliance for the better part of a decade. It did not start with Mr. Trump’s bluster…
 
Sooner or later, even in diplomacy, reality sweeps even the most imposing shams aside. NATO is not a sham—yet. It is still a valuable institution honoring an important purpose. There will be ceremonies and speeches when it turns 70 in April.
 
But without a change of heart on the part of its most important members, the outlook for NATO is poor. The longest-lived and most-effective multilateral military alliance in history is not what it was in its prime. This is a consequential fact in world politics, and in Moscow and Beijing, conclusions are being drawn.”
 
School Choice is a Necessity in a Morally Divided Republic
In The Federalist, I argue that universal school choice is the only sane solution to the problem of accommodating gender-dysphoric students in public schools, as well as the rest of the crippling culture wars that split our country down the middle.
 
“When a biologically female student walked into the boys’ locker room in Chasco Middle School in Pasco County, Florida, recently, she quite literally caught some male students with their pants down…
 
But this episode in Pasco County shows that, for many parents, local control is functionally dead. School administrators often care more about the approbation of politically correct activist groups than the moral preferences of parents. The only way to revive real democratic control is to empower parents to withdraw their children and take their taxpayer money with them…
 
The solution to growing parent disempowerment on this and the many other culture war battles in public education, is universal school choice. School districts would be less likely to take an absolutist stance about this and other contentious cultural issues if parents could credibly threaten to enroll their children in a more morally congenial school and take taxpayer money with them.”

Amazon to Move Thousands of Jobs out of Seattle—Starting This Month In the latest drama between Amazon.com and the city of Seattle, Amazon confirmed Wednesday that it will be moving thousands of its employees out of Seattle and across the lake to near by Bellevue, WA. Revealed first by Geekwire and confirmed by Amazon, the company plans to move their worldwide operations team to Bellevue starting this month, and have several thousand moved by 2023. Click here   Good morning,When told that a fetal heartbeat can be detected as early as six weeks into a pregnancy, 56% of voters favor a proposal that would make abortion illegal at any point after such a heartbeat has been detected.However, there is a bit less support when the question is asked without the information about how early the heartbeat can begin. In that case, a ScottRasmussen.com survey found that just 45% of voters support fetal heartbeat laws. The difference highlights the importance of framing an issue.These results are broadly consistent with the larger divide over abortion in the nation today. Fifty percent (50%) of voters believe abortion should be legal most or all of the time. Another 50% say rarely or never.Given a choice between one candidate who said abortion should be legal at any point during a pregnancy and a candidate who said abortion should not be allowed once a fetal heartbeat has been detected, 51% would vote for the candidate who opposed abortion once a heartbeat has been detected. Twenty-seven percent (27%) would support the candidate who believes abortion should be legal at any point during a pregnancy and 22% are not sure.The preference for the fetal heartbeat law supporter probably derives from the fact that just 12% believe abortion should be allowed at any point during a pregnancy.My weekly syndicated column looks at our broken political system and notes that we don’t need a new set of rules to fix it. We need something even more difficult to obtain—and something we haven’t seen among the political elites for a very long time—respect for the American people.Unfortunately, this lack of respect is a natural result of the Regulatory State.Economic confidence remains strong. Our latest weekly poll shows that 53% of Americans rate their own finances as good or excellent. Twenty-nine percent (29%) say fair and 16% poor.By a 35% to 17% margin, Americans believe their own finances are getting better rather than worse.Finally, Joe Biden’s lead in terms of social media chatter keeps growing. Also, 47% are now positive, up from 45% in recent days. FIRST READ: Filling in the gaps between the Mueller report and Barr’s summary

So about the Mueller report – or, more accurately, Attorney General William Barr’s SUMMARY of it…

The New York Times and the Washington Post essentially say that Barr was spinning/finessing/covering up Mueller’s findings.

“Some of Robert S. Mueller III’s investigators have told associates that Attorney General William P. Barr failed to adequately portray the findings of their inquiry and that they were more troubling for President Trump than Mr. Barr indicated,” per the Times.

“[M]embers of Mueller’s team have complained to close associates that the evidence they gathered on obstruction was alarming and significant,” the Post adds. “‘It was much more acute than Barr suggested,’ said one person, who, like others, spoke on the condition of anonymity because of the subject’s sensitivity.”

More from the Post: “Some members of the office were particularly disappointed that Barr did not release summary information the special counsel team had prepared, according to two people familiar with their reactions… Summaries were prepared for different sections of the report, with a view that they could made public, the official said.”

Bottom line: It sure looks like what’s in the full Mueller report is much more damaging to Trump than Barr’s four-page summary – which was used by the White House and its allies to set the early narrative and spike the football.

But as our NBC/WSJ poll shows, much of the American public always saw the Barr summary as a mere touchdown score – and not the end of the game.

Yet the Trump administration’s apparent action here is an important reminder when it comes to Mueller or the president’s taxes or security clearances: A White House has the power to slow-walk findings and use that to its advantage.

Meanwhile, Trump lawyer Rudy Giuliani said the anonymous comments to the Times and Post are from “disgruntled Mueller staffers who are rabid Democrat supporters.

“If there was a significant difference Mueller would have corrected it as he did the false BuzzFeed report,” he added.

Biden: “I get it, I get it” —as three more women come forward

Former Vice President Joe Biden released a two-minute video on Wednesday explaining/acknowledging the recent accusations from women who have alleged touches that made them uncomfortable.

But he didn’t apologize.

“Today, I want to talk about gestures of support and encouragement that I’ve made to women and some men that have made them uncomfortable,” he said.

Biden added, “I get it I get it. I hear what they’re saying. I understand it. And I will be much more mindful. That’s my responsibility.”

Hours later, the Washington Post reported that three more women came forward with accusations against Biden.

One: Vail Kohnert-Yount, a White House intern in 2013, who said Biden “put his hand on the back of my head and pressed his forehead to my forehead while he talked to me. I was so shocked that it was hard to focus on what he was saying.”

Two: Sofie Karasek, part of a group of 51 sexual assault victims who appeared onstage at the Oscars in 2016 when Biden was there, who also said the former vice president placed “his forehead against hers.”

Three: Amy Coll, a young Democratic staffer in 2008, who says Biden leaned into her, “squeezed her shoulders and delivered a compliment about her smile, holding her ‘for a beat too long.’”

Of course, the other news from Biden’s video is that it seems to have erased any doubts about his 2020 intentions.

“In the coming months I expect to be talking to you about a whole lot of issues and I’ll always be direct with you,” he said at the very beginning of his video.

If his rivals thought this story would chase him out of the 2020 race, well, he seems pretty determined.

2020 VISION: Bennet is diagnosed with prostate cancer

Sen. Michael Bennet, D-Colo., who has been considering a 2020 presidential run, says he has prostate cancer.

“Late last month, I was diagnosed with prostate cancer. While hearing news like this is never easy, I am fortunate it was detected early, and as a result, my prognosis is good. During the upcoming Senate recess, I will have surgery in Colorado and return to work following a brief recovery,” he said in a statement.

A Bennet spokesman confirmed to NBC News that he still plans to run for president if he’s cancer-free after his treatment.

Bennet will appear on MSNBC’s “MTP Daily” this afternoon in the 5:00 pm ET hour.

On the campaign trail today … John Delaney (at 10:00 am ET) and Pete Buttigieg (at 10:15 am ET) address Al Sharpton’s National Action Network conference in New York… Beto O’Rourke campaigns in Iowa, hitting Carroll, Denison and Sioux City… And Howard Schultz holds a town hall with Fox News.

That’s the share of Democrats who told PRRI pollsters last October that they would still consider voting for a candidate who had been accused of sexual harassment by multiple people as long as they agreed with them on the issues. 

Compare that to a majority — 56 percent! — of Republicans who said the same thing. 

We should note that the women who have come forward to speak about how Biden made them feel uncomfortable haven’t necessarily categorized his behavior as “harassment.” 

But these numbers show how Democrats and Republicans are on entirely different playing fields when it comes to their voters’ tolerance of questionable behavior toward women.
