PRESIDENT DONALD TRUMP said Monday that British Ambassador KIM DARROCH was “not liked or well thought of within the U.S.” But many members of the Trump administration socialize with Darroch, as the NYT’s PETER BAKER and MAGGIE HABERMAN separately pointed out. The British ambassador and his mansion on Mass Ave., next to the VP’s residence, are centerpieces of the D.C. political-media axis.

CONGRESS comes back into session today, the beginning of a three-week stretch until the August recess. HERE IS WHAT YOU NEED TO KNOW …
— THE ODDS FOR PASSING THE USMCA, the president’s trade deal to replace NAFTA, got higher in recent weeks, with Speaker NANCY PELOSI saying that yes, Democrats want to pass it, but they need some changes on specific sections. It won’t pass before the August recess, but certainly needs to pass before the end of the year. Most insiders believe that it would be next to impossible to clear a trade deal during a presidential year.
— BUT CRITICAL FISCAL ISSUES LOOM. First, there’s the DEBT LIMIT. The nation’s statutory borrowing cap could come due as early as September, the Bipartisan Policy Center said Monday (WSJ story on that). That’s earlier than the October deadline Congress was anticipating, and could force lawmakers into quicker action. We anticipate Treasury will have to say something soon about how it views the deadline.
— CHANCES OF A GOVERNMENT SHUTDOWN ARE SKYROCKETING … There’s been next to no progress on a deal to lift mandatory government spending caps that take effect in January, so aides in both parties have said they believe that a shutdown is becoming more and more likely. Remember: Funding expires at the end of September.

— THIS IS NOT A GOOD HEADLINE FOR THE LABOR SECRETARY … BLOOMBERG: “Acosta’s Standing in White House Was Eroding Even Before Epstein,” by Jennifer Jacobs, Saleha Mohsin, Josh Wingrove and Benjamin Penn: “Corporate lobbyists and some White House officials have grown frustrated that Acosta hasn’t moved fast enough on deregulation and other business-friendly initiatives, the people said. No decision has been made on Acosta’s future in the administration, they added, though two people said that his time is short. …
“Were Acosta to resign or be forced out, current deputy secretary Patrick Pizzella would become acting secretary. Good morning!
I am really fascinated by how ABC News has chosen to report on the President’s job approval numbers. They’re willfully trying to downplay really good news for the President. “Forty-four percent of Americans approve of Trump’s overall job performance, up a slight 5 percentage points from April and 2 points better than his peak early in his presidency. Still, 53% disapprove” Sounds not great, right? Sure, it is good for this President, but 44% isn’t great. Except that’s not really the number. 44% represents all adult Americans, not actual voters. Look at registered voters and the number climbs to 47%. You’d never know that based on this ABC News report, which covers how registered voters would respond to Donald Trump vs. a Democrat, but never notes that 47% of registered voters approve of the President’s job performance. Tuesday, July 9, 2019 Iran Breaches Deal “Iran has enriched uranium beyond a 3.67% purity limit set by its deal with major powers, the U.N. nuclear watchdog policing the deal said on Monday.” Reuters From the Left The left sees Iran’s behavior as a direct result of Trump withdrawing from the Iran deal, and calls for diplomatic solutions. “In May 2018, President Donald Trump withdrew the U.S. from the deal, for no good reason other than he didn’t like it, despite the fact that international inspectors had repeatedly attested that the Iranians were in compliance with its terms. Then Trump not only re-imposed economic sanctions, which had been lifted with the signing of the deal, but also imposed ‘secondary sanctions’… And so, under the terms of the deal, Iran no longer has an obligation to meet its commitments… “Even in its (quite delayed) response to Trump’s withdrawal, Iran did not violate the accord. Paragraph 36 of the JCPOA states that if one signatory of the pact believes that some others ‘were not meeting their commitments’ under the deal, then, after certain meetings and consultations, it would have ‘grounds to cease performing its commitments.’” Fred Kaplan, Slate Dated but relevant: “The administration has also curtailed Iran’s options for disposing of its excess energy-grade uranium. In May, it revoked authorization for Iran to sell the uranium abroad, as it had done under the nuclear agreement. Staying in the deal meant the threat posed by Iran would only grow over time, and would leave an economically powerful and rich Iran—thanks to its sales of oil and gas—with the ability to develop a nuclear arsenal shortly after Trump left office. The other option—which it seems Trump has chosen—was to take on Tehran now, when it is much weaker, rather than leaving the problem to a future U.S. president to deal with… “The poison pill in the deal was always that almost all its restrictions, designed to prevent Tehran from building a nuclear bomb, expire within 12-15 years after the deal was signed. That’s right, in a little more than a decade, Iran would have been free to do whatever it wanted with its nuclear program, unless a new accord was signed. And that’s not all. The deal itself never addresses the ways in which Iran could deliver a nuclear weapon. That means no restrictions on Iran’s quickly growing capabilities to research and develop ballistic and cruise missiles. That’s like taking a criminal’s ammo away but allowing him to keep the gun.” Harry J. That speaks to the central weakness of the nuclear accord in the first place. Should the Iranians develop nuclear weapons and force us into war, do you think the people will suffer then? Should the Iranians develop nuclear weapons and use them preemptively against, say, Israel, do you think people will suffer then? Ending this conflict absent some form of suffering is no longer an option. Just over a week after internal discord spilled into the open, tensions still simmer within the House Democratic Caucus over how to tackle the situation at the border including abysmal conditions for the detention of some migrants. As Rafael Bernal and Juliegrace Brufke report, the battle over the $4.6 billion border bill supplemental funding that passed the House on June 27 left wounds within the conference. Progressives and moderates disagree within the party, as evidenced by a high-profile back-and-forth skirmish between Speaker Nancy Pelosi (D-Calif.) and Rep. Alexandria Ocasio-Cortez (D-N.Y.). The two Democratic heavyweights have clashed since the speaker made dismissive remarks about the influence of the freshman lawmaker in an interview with The New York Times, suggesting the firebrands are “four people” in the House Democratic caucus, adding that “they didn’t have any following” outside of Twitter. The Progressive Change Campaign Committee, a top left-wing organization, blasted Pelosi for her remarks, saying Ocasio-Cortez is “more of a true leader” than the speaker. Pelosi has since tried to turn the page and work toward addressing the situation for migrants at facilities such as the one in Clint, Texas, a focus of media attention after Ocasio-Cortez and 20 other House Democrats toured the facility early last week. “Whether or not the President responds to our request to improve medical care standards for the health and safety of children, and while Senator McConnell still refuses to help the children suffering in these deplorable conditions, we must lead a Battle Cry across America to protect the children,” Pelosi wrote in a note to her colleagues. While the two Democrats duke it out, a larger and potentially more consequential fight is playing out between members of the Congressional Progressive Caucus (CPC) and the Problem Solvers Caucus, a main vehicle for the party’s moderates. After the votes to approve supplemental funding for needs at the border, progressive members believe it will be tough to work with moderate colleagues, and some have threatened to retaliate by slowing committee momentum for select bills. CPC members chair many of the committees, including Judiciary, Rules, Oversight and Reform, Homeland Security, Small Business, and Natural Resources. “I mean, it’s just gonna be a lot harder for us to care enough to help deliver votes,” said Rep. Mark Pocan (D-Wis.), co-chairman of the CPC, who recently referred to the Problem Solvers Caucus as the “Child Abuse Caucus” over its support for the border supplemental. The Washington Post: House to vote on new border bill amid outcry over conditions at migrant detention centers. > As Democrats debate what to do next, the Department of Homeland Security is continuing its crackdown of the border and asked the Pentagon to authorize 1,000 additional Texas National Guard troops to the region “to provide supplemental holding and port of entry enforcement support.” The increase would be in addition to the 1,900 National Guard members already at the border and 2,300 active-duty troops who are on border-related missions. The request was made on Wednesday (CNN). Meanwhile, the House is back to work today after a 10-day July Fourth recess, set to resume negotiations on spending caps and a hike in the debt ceiling. Those congressional talks are in limbo with less than three months left before a fiscal deadline looms. Half of that time is expected to be spent away from Washington as House members return to their districts for a six-week August recess. As CNN’s Phil Mattingly reports: “The preferred method is to strike an all-encompassing two-year budget deal. At this point, after several meetings of top negotiators, things have moved further away from a deal. 2020 CAMPAIGN & POLITICS: In a year when the popular move has been to run for president, Rep. Eric Swalwell (D-Calif.) decided to go the other way and closed up shop on his 2020 bid, temporarily contracting the Democratic presidential field. Swalwell announced that he was dropping out during a press conference in Dublin, Calif., on Monday afternoon following reports that he had discussed shutting the doors on his 2020 bid after he canceled two days of campaigning in New Hampshire during the July Fourth holiday. “We have to be honest about our own candidacy’s viability,” Swalwell told reporters, adding that he will run for reelection to the House instead. He did not endorse any of his former 2020 competitors (The Hill). While one California Democrat ended his bid, another is expected to launch one of his own as Tom Steyer, the billionaire investor who has loudly called for President Trump’s impeachment, reportedly plans to enter the race on Tuesday. Steyer’s likely move comes despite his January announcement that he would not run in 2020, saying at the time that he planned to focus all of his time and energy in the push to impeach the president. However, according to reports, Steyer has had second thoughts in recent months and seemed uneasy about his January decision. © Getty Images > Warren rises: Sen. Elizabeth Warren (D-Mass.) announced Monday that she posted a $19.1 million haul in the second fundraising quarter, outraising two of her top rivals — Sen. Bernie Sanders (I-Vt.) and Sen. Kamala Harris (D-Calif.) — as she capped off a strong June (The Hill). The total is third among Democratic candidates, behind only South Bend, Ind., Mayor Pete Buttigieg (D) and former Vice President Joe Biden, as Warren continues to see her star grow in the 2020 race behind a nonstop string of policy proposals and progressive energy. The latest figures put Warren in a strong spot as she looks to hold onto her spot in the top tier of candidates. On top of the fundraising figure, she also has $19.7 million in cash on hand and more than 300 staffers on the payroll. After fears that she could be in trouble due to a high burn rate of campaign funds, she has dramatically reduced that figure from 85 percent to 55 percent, putting her on more stable footing (Politico). WHITE HOUSE & ADMINISTRATION: Trump delivered an East Room speech about “environmental leadership” on Monday that was long on praise for energy producers and the strong U.S. economy and silent about combating climate change, which most Americans say is a top concern as they ponder the Oval Office occupant in 2021 (The Hill). The president opted to deliver the 45-minute address at the urging of his daughter, Ivanka Trump, who wanted the president to defend his environmental record, according to Axios. The New York Times reported that the idea came from the president’s campaign consultants, who believe that Trump’s environmental policies hurt him among millennials and suburban women, two blocs of voters his Democratic rivals are wooing. Bottom line: The speech suggests the president’s advisers fear he is losing support he captured in 2016 and that courting his base of non-college-educated white men is not enough to win next year. The contents of Trump’s one-off energy speech, however, appeared unlikely to rebrand his environmental reputation. Trump argues that his unwinding of Obama-era environmental regulations stayed true to his campaign promises, but his promotion of petroleum and coal and denial of the science behind calls to combat global warming remain unpopular with a majority of Americans, according to recent surveys. > Iran: The International Atomic Energy Agency confirmed Monday that Iran resumed enriching uranium to higher levels than permitted under a 2015 accord with the United States and other world powers. Tehran cannot currently build a nuclear bomb, but it is steps closer to that potential. The New York Times outlined what occurred in the past and what’s likely to happen next. > Department of Justice: From defending Trump’s ambitions for a citizenship question on the 2020 census to blasting House Democrats ahead of a hearing next week with star witness former special counsel Robert Mueller, Attorney General William Barr is busy. The president’s battles over the census are noisily public (The Hill), while some experts believe Trump’s strategy is to create enough confusion to upend census participation among a sizable number of minorities, even if the administration loses its arguments in court (Reuters). In an interview with The Associated Press on Monday, Barr said the administration will take action in the coming days that he believes will allow the government to add the controversial census question about citizenship. Barr would not detail the plans, although a senior official said Trump is expected to issue a memorandum to the Commerce Department instructing it to include the question in the 2020 census. Such a move is likely to be immediately challenged in court. Pelosi said Monday that Trump wants to add the demand for citizenship information because he wants to “make America white again.” > Labor Secretary Alexander Acosta: Federal charges filed Monday in New York against wealthy hedge fund manager Jeffrey Epstein put Acosta, a member of Trump’s cabinet, back in the spotlight because he’s the former U.S. Attorney in Miami who helped a sexual predator secure a lenient plea deal that shielded him from federal prosecution following sexual contact with dozens of underage girls 11 years ago (The Hill). Republican senators declined to criticize Acosta following the new federal charges of sex trafficking against Epstein, 66 (The Hill). White House officials are concerned that House Democrats may call some of Epstein’s victims to testify on Capitol Hill about the plea deal Acosta negotiated in 2008, putting the Trump cabinet official in the klieg lights. Acosta declined to comment on Monday (The Washington Post). The Justice Department is facing renewed criticism that it mishandled the Epstein case years ago, and Barr recused himself on Monday because his former law firm, Kirkland and Ellis, had represented Epstein (The New York Times). Epstein pleaded not guilty to the New York charges. Under the Florida deal, he pleaded guilty to state prostitution-related charges and was allowed to go to his office during the day while he served his sentence a decade ago. And finally … Monday’s flash flooding in the Washington metro area caught many by surprise as commuters encountered rivers instead of roadways, subway stops could have been mistaken for Niagara Falls and planes were temporarily grounded under a deluge of between three and five inches of rain in the span of two hours, depending on location. It was biblical. Gutters and roofs failed, power outages spread, trees toppled and the White House press basement area looked like a retaining pond until special equipment arrived. OK, not an earthquake, not a dangerous wildfire but definitely a swamp. The National Weather Service issued its first-ever flash flood warning for the District on Monday morning. In the midst of the seventh wettest July day recorded since 1871, Washington was knee-deep and all wet. |

Justice Department Potentially Mishandled Epstein Case Over a Decade Ago On Monday, billionaire Manhattan investor Jeffrey Epstein was charged with sex trafficking, leading to a series of questions about how and why federal prosecutors in Miami struck a deal with the investor back in 2008. The plea deal, orchestrated by Trump’s current Labor Secretary Alexander Acosta, is now being given closer scrutiny. The New York Times provided a lengthier description of the plea deal: “The charges unsealed Monday mirror those that federal prosecutorshad prepared in Miami against Mr. Epstein more than a decade ago. In 2005, law enforcement officials there investigated Mr. Epstein after the parents of one of his accusers reported an incident to the police. Florida prosecutors had prepared a 53-page indictment accusing Mr. Epstein of being a sexual predator. But those charges were shelved in 2008 after an 11th-hour deal was reached between the United States attorney’s office in Miami and Mr. Epstein’s lawyers. The agreement granted Mr. Epstein immunity from federal prosecution and let him plead guilty to two prostitution charges in state court. Federal prosecutors arranged for the plea deal to be kept secret from Mr. Epstein’s accusers until it was finalized in court. The deal let Mr. Epstein avoid a possible life sentence in federal prison. Instead, he spent 13 months at a Palm Beach jail and was permitted to leave the facility six days a week for work. He was also required to register as a sex offender.” Earlier this year, a judge ruled that prosecutors broke the law by hiding the existence of the plea deal from Epstein’s alleged underage victims. Nation’s Largest Teacher Union Takes Pro-Abortion Stance This past weekend, the National Education Association adopted Business Item 56, which affirmed the union’s support for Roe v. Wade. Text from the business item is listed below: “The NEA will honor the leadership of women, non-binary, and trans people, and other survivors who have come forward to publicly name their rapists and attackers in the growing, international, #MeToo movement. Furthermore, the NEA will include an assertion of our defense of a person’s right to control their own body, especially for women, youth, and sexually marginalized people. The NEA vigorously opposes all attacks on the right to choose and stands on the fundamental right to abortion under Roe v. Wade.” Alexandra DeSanctis of National Review shared some choice words discussing the union’s decision, pointing out the necessity of left-wing groups to now “bandwagon” on all progressive causes: “The statement outlining Business Item 56 doesn’t even make an attempt to articulate why the NEA has a stake in the abortion debate at all. It merely takes for granted that, as an influential left-wing organization, the group must necessarily champion the entire progressive agenda. This is a growing tendency on the Left, as “intersectional” thinking takes hold — the idea that each interest group within the broader progressive movement has a responsibility to embrace and advocate the particular interests of the rest. If the National Rifle Association were to suddenly issue a statement declaring its belief that life begins at conception, and every human being has the right to life, it would be a cause for confusion and surely for immense criticism from the group’s opponents. FIRST READ: The 2020 Senate map begins to take shape
The Senate announcements sure have been dropping in the last 24 hours:
- On MSNBC’s “Morning Joe,” Democrat Amy McGrath – who lost her high-profile Kentucky House race last year – said she’s taking on Mitch McConnell (and at the least she’ll raise A LOT of money).
- In Kansas, Kris Kobach – who lost his gubernatorial bid against Democrat Laura Kelly in 2018 – says he’s running for the Senate seat being vacated by Sen. Pat Roberts, R-Kansas (and that has national Republicans worried Kobach could cost them a winnable seat).
- And in Virginia, another politician who lost in 2018 (are you noticing a trend?) – former Rep. Scott Taylor, R-Va. – said he’s taking on Sen. Mark Warner, D-Va.
Add them all up, and you’re starting to see the 2020 Senate map finally come into focus.

In Alabama – the GOP’s best pick-up opportunity – there are a slew of Republicans (including Roy Moore) who are running to challenge vulnerable Sen. Doug Jones, D-Ala.
In Arizona, Dem Mark Kelly raised $4.2 million in the second quarter in his bid against appointed Sen. Martha McSally, R-Ariz.
In Colorado, there are a slew of Dems competing to take on vulnerable Republican Sen. Cory Gardner.
In Maine, national Dems are pleased with their recent recruit – state House Speaker Sara Gideon – who’s running to challenge Republican Sen. Susan Collins.
In Michigan, Republicans got failed 2018 Senate nominee John James to run against incumbent Dem Sen. Gary Peters.
And in North Carolina, national Dems are bullish on Cal Cunningham and the fact that incumbent Sen. Thom Tillis, R-N.C., is getting a primary challenge.
Remember: To win control of the Senate in 2020, Democrats need to net a pickup of three seats if they win the White House – and four if they don’t.
That means Dems must run the table in Arizona, Colorado and Maine – and pick up one of North Carolina, Georgia, Iowa, Texas or another seat, assuming they lose Alabama.
Obamacare showdown in New Orleans
NBC’s
Pete Williams reports that a panel of appellate judges in New Orleans today considers the future of Obamacare – hearing from conservative states and the Trump Justice Department that the entire health-care law is unconstitutional.
Their
reasoning: The Supreme Court upheld the law’s individual mandate because
it’s a tax, but the tax penalty was dropped to zero, invalidating the
whole thing.
Williams writes that the Supreme Court could hear the case next fall.
“My sense
is that part of why the appeals court scheduled the oral argument for
July was to be able to get the case decided in time for next term,” said
Prof. Steve Vladeck, an expert on federal
courts at the University of Texas School of Law.
But as
one of us tells Williams, a victory by Obamacare opponents could backfire on the GOP.
It would
put health care front and center on the agenda for the 2020 election.
And going back to the last election cycle, Democrats have the big
advantage when it comes to health care.

Acosta isn’t considering stepping down
More
and more Democrats – including House Speaker Nancy Pelosi last night –
are calling for Labor Secretary Alex Acosta to resign, given the new
developments in
the case against Jeffrey Epstein, per NBC’s Hallie Jackson.
But a Labor Department spokesperson tells Jackson that Acosta is not considering stepping down from his position.
The White House has not responded to questions about Acosta’s standing in the administration.
2020 VISION: Farewell Swalwell
Well, at least he got to participate in one debate.
Congressman Eric
Swalwell yesterday bowed out of the 2020 presidential race and said he’d run for his House seat instead.
“After the
first Democratic presidential debate, our polling and fundraising
numbers weren’t what we had hoped for, and I no longer see a path
forward to the nomination,” he said in a statement.

Maura Barrett has the latest on Julián Castro’s trip through western
Iowa where he met with people in historically red districts.
Barrett reports on what Castro had to say to locals in rural Iowa: “I’ve had sit downs with farmers and frankly also, I come with humility. Understanding that I have a lot to learn because I did not grow up in a rural community, I grew up in the big city.”
DATA DOWNLOAD: And the number of the day is… $19.1 million
$19.1 million.
That’s how much Elizabeth Warren’s campaign says she raised during the second quarter,
a big bump for a candidate that’s eschewing traditional big-dollar fundraising.
Warren
spent 86 percent of the money she raised last quarter, a move that
raised questions as to whether she’d be able to support the robust
ground game her campaign had built.
But her strong fundraising haul, more than all but two candidates, will assuage those concerns.
Many of
the top campaigns have already revealed their fundraising numbers, but
some still haven’t ahead of next week’s quarterly filing deadline
Here’s how Warren’s fundraising total stacks up against her Dem rivals who already announced their second quarter numbers:
- Buttigieg: $24.8 million raised
- Biden: $21.5 million
- Warren: $19.1 million
- Sanders: $18 million
- Harris: $12 million
- Bennet: $2.8 million
- Bullock: $2 million

Cannon on Jul 09, 2019 09:09 am Good morning, it’s Tuesday, July 9, 2019. Tonight in Cleveland, Major League Baseball showcases its luminaries in its annual All-Star Game. Last year’s festivities were held in the nation’s capital, where Washington Nationals slugger Bryce Harper won the Home Run Derby in dramatic fashion. His feat enticed Nats fans into hoping that Bryce would stay in the town named after our first president — and that the All-Star Game itself would be equally sublime. It wasn’t to be. Instead, the ensuing game was a home run orgy more akin to slow-pitch softball in a beer league; and Bryce signed a huge contract in the off-season with a division rival. In the town named after George Washington, Harper drew comparisons to Benedict Arnold. But I’m not writing about baseball this morning. I’m writing about the 40th U.S. president and the 45th — and a curious comparison the latter made to the former. Ariel Scotti explains in RealClearLife. * * * On Monday, President Trump retweeted a two-year-old Internet meme purporting to be from a conservative Twitter account called “The Reagan Battalion.” The tweet included a photograph of 41-year-old Donald Trump shaking hands with Ronald Reagan, then in his second term as president. Accompanying the photo is this quotation, attributed to Reagan: “For the life of me, and I’ll never know how to explain it, when I met that young man, I felt like I was the one shaking hands with a president.” The photo is real. It was taken in a White House receiving line on Nov. 3,1987. The words are not. It’s a quite preposterous claim, actually, and easily debunked. How so? Let me count the ways. First, the item Trump retweeted doesn’t really come from The Reagan Battalion, a respectable conservative account, but from an imposter whose Twitter access was suspended this week. Second, despite the folksy prose, it doesn’t sound like anything Reagan would say. Third, in the 1980s, Trump was publicly discussing raising money for Democrats; and he’d maxed out as a contributor to Jimmy Carter and Walter Mondale. Fourth, there’s no record of Reagan uttering these words, no source cited, in the bogus tweet — and officials at the Reagan Library have confirmed that the words aren’t the former president’s. In other words, no. Trump was getting some attention that year, however. Ahead of the 1988 presidential race, a New Hampshire political activist was trying to start a “draft Trump” movement, and getting some media buzz. Newsweek magazine, in particular, was shilling for the guy. It put Trump on its cover in September, published a piece by one of its staff writers ruminating about how a future President Trump might commute between his Atlantic City casino and Mar-a-Lago, and printed letters-to-the editor about the possibility. None of this would have impressed anyone in the Reagan White House, however, least of all the Gipper. That same autumn, Trump had taken out full-page ads in the Boston Globe, New York Times, and Washington Post ripping the Reagan administration’s foreign policy. Some of the views and phrases in those ads would prove predictive of his 2016 campaign — and his presidency. “To the American people,” Trump declared in his open letter. “There’s nothing wrong with America’s Foreign Defense Policy that a little backbone can’t cure.” “We’re being ripped off and decimated by many foreign nations who are supposedly our allies,” Trump added. “The world is laughing at America’s politicians as we protect ships we don’t own, carrying oil we don’t need, destined for allies who won’t help.” A staunch supporter of NATO, President Reagan never responded to this critique. But he expounded a more internationalist worldview his entire adult life. He did so on this very date in 1984. Noting that Congress had asked the president to designate July 9, 1984 as African Refugees Relief Day, Reagan issued a presidential proclamation doing just that. “The United States and the American people have a long and proud tradition of helping those who are in need. In Africa, the needs of refugees cry out for continued attention,” it began. “So, too, do the needs of the host countries who, despite their own limited resources, have accepted the refugees in the best tradition of humanitarian concern. Their generosity has led them to make great sacrifices. “We in the United States are mindful of the burdens that are borne by the refugees and their host countries. We are dedicated to the cause of meeting their needs now and in the future,” Reagan added. “As we reflect on the situation of refugees and their host countries, I hope Americans will be generous in their support of voluntary agencies that provide relief and development assistance to Africa. Further, I wish special consideration be given to the extraordinary hardships borne by women refugees, their children, and other vulnerable groups. The innocent victims of civil strife and war deserve our special concern.” Carl M.
