POLITICO Playbook: How to think about the Democrats’ impeachment dilemma

DRIVING THE DAY

NYT, A1 … MATT FLEGENHEIMER and JONATHAN MARTIN: “How 2020 Democrats Are Gaming Out Trump Impeachment Quandary”: “Senator Elizabeth Warren, who has worked for months to find traction in a crowded Democratic presidential primary, stepped forward on Friday with a call to arms: President Trump must be impeached.

“What followed, generally, was conspicuous silence — and not just from her colleagues in Congress. After sidestepping the explosive issue of impeachment for months by citing the inquiry by the special counsel, Robert S. Mueller III, most of the other 17 Democratic presidential candidates have responded to the special counsel’s report with tentative remarks about impeaching Mr. Trump, demands for the unredacted Mueller findings, calls for further hearings or attempts to simply change the subject.

“Anything, that is, to avoid clearly answering the question of whether lawmakers should remove the president from office. … ‘We reinforce his Teflon-ness by buying into this,’ said Jennifer Palmieri, a former senior aide to Hillary Clinton and President Barack Obama. ‘Whether or not he’s Teflon is up to you, as a member of Congress.’” NYT A1 PDF

OFF THE CAMPAIGN TRAIL AND ON CAPITOL HILL, where this is a reality, not a theoretical exercise for people looking to curry favor with a narrow electorate, this issue will come to the fore today when Speaker NANCY PELOSI gathers House Democrats on a conference call to discuss the Mueller report. Inevitably, whether it’s brought up directly or not, their impeachment dilemma will be top of mind for many Democrats.

OF COURSE, Pelosi has been exceedingly cautious about the prospect of impeachment, partially as a tool to help her lawmakers fend off endless questions — and pressure — about removing the president.

JMART AND MATT laid out the practical and political considerations for 2020 candidates, and there’s a similar incentive structure for Democrats on the Hill:

PRACTICALLY, there’s next to zero chance Congress will be able to remove President DONALD TRUMP from office. We already know what’s in the Mueller report, and not a single Senate Republican seems put off. (Even MITT ROMNEY urged everyone to move on.) Twenty of them would need to have their hair on fire to remove Trump from office.

POLITICALLY, impeachment would be a messy, all-consuming process that would grind legislation to a halt. Democrats have said on repeat that they were elected not to impeach the president, but rather to lower prescription drug prices and enact other policies to help working Americans. All of that would go nowhere if Democrats were impeaching Trump.

IT WILL BE TEMPTING to listen to every Democrat opine about impeachment. Don’t. Only a few matter.

WHO TO WATCH … Outside of PELOSI and House Majority Leader STENY HOYER (D-Md.),a few voices will carry real heft:

— 1. House Judiciary Chairman JERRY NADLER (D-N.Y.).His committee would conduct impeachment.

— 2. House Oversight Chairman ELIJAH CUMMINGS (D-Md.). Cummings is one of the most measured and well-respected members of the caucus. He is a public face, but not a TV blowhard.

— 3. House Democratic Caucus Chairman HAKEEM JEFFRIES (D-N.Y.).Jeffries is seen by some as the speaker in waiting. He’s on Judiciary and in the leadership, and a top messenger for Democrats. He won’t go out on a limb without knowing what the leadership thinks.

TRUMP RESPONDS — @realDonaldTrump at 6:35 p.m.: “How do you impeach a Republican President for a crime that was committed by the Democrats? MAKE AMERICA GREAT AGAIN!”

SCOOP — ALEX ISENSTADT: “Trump wins over big donors who snubbed him in 2016”: “Deep-pocketed Republicans who snubbed Donald Trump in 2016 are going all in for him in 2020, throwing their weight behind a newly created fundraising drive that’s expected to dump tens of millions into his reelection coffers.

“The effort involves scores of high-powered businessmen, lobbyists and former ambassadors who raised big money for George W. Bush, John McCain and Mitt Romney — and who are now preparing to tap their expansive networks for Trump after rebuffing his first presidential bid.

“The project, which is closely modeled after the famed Pioneers network that helped to fuel Bush’s 2000 campaign, is slated to be formally unveiled on May 7, when well-connected Republican fundraisers from around the country descend on Washington for a closed-door event with Trump 2020 aides. Under the plan, which was described by more than a half-dozen party officials, high-performing bundlers who collect at least $25,000 for Trump Victory, a joint Trump 2020-Republican National Committee fundraising vehicle, will earn rewards like invitations to campaign-sponsored retreats, briefings and dinners.

FOGGY BOTTOM WATCH … SCOOP — WAPO’S JOSH ROGIN: “No more waivers: The United States will try to force Iranian oil exports to zero”: “[T]he State Department is set to announce that all countries will have to completely end their imports of Iranian oil or be subject to U.S. sanctions. … On Monday morning, Secretary of StateMike Pompeowill announce to the media that, as of May 2, the State Department will no longer grant sanctions waivers to any country that is currently importing Iranian crude or condensate, two State Department officials told me. …

“The decision to end waivers has implications for world oil markets … The officials said market disruption should be minimal for two reasons: supply is now greater than demand and Pompeo is also set to announce offsets through commitments from other suppliers such as Saudi Arabia and the United Arab Emirates. …

Prayers for Sri Lanka
On Easter Sunday, over 200 people were killed and over 450 injured when suicide bombers entered three churches, including St. Anthony’s Shrine and St. Sebastian’s Church, and three hotels, detonating bombs nearly simultaneously. From the New York Post:

“Sri Lanka’s defense minister announced that seven suspects had been arrested. However, police hesitated over a possible motive, with no one yet claiming responsibility for the carnage. ‘We cannot say who is behind the attacks and what their intentions were until the investigation is complete,’ police spokesperson Ruwan Gunasekara said. Worshippers and hotel guests were among the dead — with citizens of China, Portugal and the Netherlands also thought to be killed.”

Last night, NPR reported there has now been 13 arrests. The Sri Lankan declared a curfew and shut down several social media sites in order to combat misinformation and rumors, including one false report that the Sri Lanka Red Cross had been attacked.

The TL;DR Version of the Mueller Report
My dear BRIGHT readers, I must confess that I haven’t been following the coverage of the Mueller report this week. I started a new job last Monday (yay!) and my energy has been focused on that and adapting to my new schedule. Thankfully, Madeline Osburn at The Federalist has the too-long-didn’t-read version of what you may have missed last week in “7 Ways the Mueller Report Exposed The Media’s ‘Bombshell’ Fake News Stories.” She writes: “After two and a half years of countless mainstream media “scoops” and “bombshells” that turned out to be false or nonexistent, the American people finally have some concrete answers on Russiagate. When Special Counsel Robert Mueller released his 448-page report on Russian interference in the 2016 election on Thursday, some of the investigation’s conclusions debunked once and for all many misleading, and anonymously sourced, conspiracy theories.”

So, is this the end of what former Congressman Thaddeus McCotter calls the “collusion cult”? He writes

“Just as a house divided against itself cannot stand, a citizenry divided by the Russia-gate lie cannot engage in civil discourse and perhaps may never again unite in a common cause. For Russia-gate must be either fact or fiction; and a two-year special counsel’s investigation has proven it’s fiction. In time, one hopes sooner than later, the vast majority of the Collusion Cult will accept this reality and we can all proceed to other actual policy disagreements sans the divisive bile of this lie.”

What I’m Reading This Week
I’m almost done with Better Than Before: Mastering the Habits of Our Everyday Lives by Gretchen Rubin. Next on the list is White by Bret Easton Ellis. You may know Ellis from his novels (turned movies), including Less Than Zero and American Psycho. From the book description: “Now, in White, with the same originality displayed in his fiction, Ellis pours himself out onto the page and, in doing so, eviscerates the perceived good that the social-media age has wrought, starting with the dangerous cult of likeability. White is both a denunciation of censorship, particularly the self-inflicted sort committed in hopes of being ‘accepted,’ and a bracing view of a life devoted to authenticity.”

Last week First Lady Melania Trump and Second Lady Karen Pence visited Fort Bragg in North Carolina. The First Lady tweeted, “The United States Military is a national treasure and I am so grateful to all the hard working men, women and families who serve our great nation. Thank you!”

They also met with children at the Army post’s school. See video here

In Fashion Notes this week, John Binder highlights the gorgeous botanical floral coat the First Lady wore ahead of the Easter holiday:

“First Lady Melania Trump channeled the blossoming White House gardens on Thursday as she strutted in a floral coat and orange sherbet stilettos — a nod to the upcoming Easter holiday.

On an exciting day for President Trump, Mrs. Trump stepped out in a white sheath dress and an Ivory wool floral-printed cocoon coat with an old-world vibe by American designer Adam Lippes. The coat features luxurious jeweled-encrusted buttons and is currently sold out, but previously retailed for about $2,250.

Click here   Good morning,Following release of the redacted Mueller Report, there was no immediate shift in perceptions of the president, Mueller, or impeachment.A survey conducted Thursday night and Friday morning following the release found that 42% of voters nationwide believe President Trump should be impeached and removed from office. Forty-five percent (45%) disagree. Prior to the submission of the Special Counsel’s report in March, every survey for nine months had found a plurality in favor of impeachment. That changed in March,following Attorney General William Barr’s summary of the report. At that point, 42% were in favor of impeachment and 47% were opposed. This is now the third straight survey to find a plurality opposed to impeachment.Eighty-five percent (85%) of Republicans are currently opposed to impeachment while 70% of Democrats favor it. Independent voters are evenly divided with 43% in favor and 39% opposed.Tonight, at 5:00 p.m. Eastern, we will release our first full Job Approval update for President Trump based entirely upon interviews conducted following release of the Mueller report. We will also release updated numbers on support for impeachment.Forty-eight percent (48%) of voters support President Trump’s plan for sending illegal immigrants to sanctuary cities. Not surprisingly, there is a huge partisan divide on the question. Today’s Number of the Day shows that Americans are evenly divided as to whether social media platforms are good or bad for the United States. Forty-five percent (45%) say good and 43% bad.Voters are less certain about the potential impact of Artificial Intelligence. In fact, a plurality is not sure whether the impact will be good or bad.  However, the number expecting A.I. to have a negative impact has grown since last fall. Other data shows that 28% of voters believe new technology companies should be required to get permission from the government before offering their services to consumers. Good morning, it’s Monday, April 22, 2019, a big day in U.S. history for those who care about the environment — most specifically about the living entity that covers up so many of mankind’s ecological sins. I’m talking, of course, about trees. Setting aside one day a year to venerate trees of all kinds — and, ideally, to plant them — seems the least we can do, given all the good they do. The idea itself was the brainchild of J. Sterling Morton, a Nebraska newspaper editor who headed the U.S. Department of Agriculture under President Grover Cleveland. Although nobody was talking at that time about carbon footprints or global climate patterns, Americans certainly knew what deforestation looked like and Morton’s crusade found a willing audience. He’d launched the first Arbor Day on April 10, 1872 while serving on Nebraska’s Board of Agriculture. Initially, Morton simply called it “Tree Planting Day,” and it proved so popular in the Cornhusker State that by the time he went to Washington to serve in Cleveland’s Cabinet, Nebraska had changed the date to April 22 — today’s date — in honor of Morton’s birthday. I’ll have more on this topic, along with a couple of my favorite quotes about trees, in a moment. In honor of National Park Week, RealClearLife has this guided tour. * * * Born in New York in 1832 and raised near Detroit, Julius Sterling Morton graduated from the University of Michigan, married and headed west, stopping in a place called Nebraska City. There, he made his home and his name — putting his stamp on Nebraska and, eventually, the rest of the nation. He edited a local newspaper, served in the territorial legislature as a Democrat, and was appointed by President James Buchanan as Nebraska’s governor from 1858 until 1859. He identified his own politics as “conservative” at a time when the word had a different connotation than it does today, at least insofar as environmental policy is concerned. As I have noted in this space previously when writing about Arbor Day, “conservative” is a cognate of “conservation,” and Morton was decidedly conservationist in his outlook. His particular passion was reforestation, which he helped implement as federal policy while serving in the Cleveland administration. By 1907, Arbor Day was celebrated in every state in the Union, but not necessarily on April 22. Nebraska, like most states, now observes it on the last Friday in April. Tree-planting is an activity with local geographic and climate considerations, however, so this is not uniform. California (state tree, the redwood) observes Arbor Day from March 7-14. In Texas (pecan), it’s the first Friday in November. Florida (sabal palm) goes on the third Friday in January. At the Arbor Day Foundation website, you can click on your state to see when you should be out planting. For inspiration, you can contemplate the heart-warming words of Henry David Thoreau: “I frequently tramped eight or ten miles through the deepest snow to keep an appointment with a beech-tree, or a yellow birch, or an old acquaintance among the pines.” Or you can read Joyce Kilmer’s lovely, 12-line ode to trees, the one that ends: “Poems are made by fools like me, but only God can make a tree.” Carl M. THE COLLUSION DREAM IS DEAD BUT THE CONSPIRACY LIVES ON
The President of the United States did not conspire with the Russians. Neither did his family. Neither did his friends. Neither did his campaign. At the end of the Robert Mueller investigation – now clearly staffed and advanced by partisans who loathe this president – not one single American, after all that, has been indicted or charged with any crime for conspiring with the Russians in any way, shape, or form to steal the 2016 election. That is now an indisputable fact.
