Trump’s Immigration Plan “President Donald Trump on Thursday proposed overhauling the U.S. immigration system to favor young, educated, English-speaking applicants instead of people with family ties to Americans.” Reuters From the Left The left is disappointed that the bill fails to address Dreamers and other undocumented immigrants, and defends the current family-based immigration system. It was a “lost opportunity… this proposal does not address some of the thorniest elements of the immigration debate. Most notably, it avoids the question of what to do about the 1.8 million immigrants brought to the United States illegally as children… No proposal that fails to grapple with this vulnerable population will be taken seriously by Democrats — nor should it be. The plan also does not address how to bring the roughly 11 million undocumented immigrants living in the United States out of the shadows.” Editorial Board, New York Times “While at first this may seem good for tech — an industry experiencing cutthroat competition for the limited number of US tech workers — it’s completely unrealistic. You can’t expect people to move and work here without the hope of bringing their families with them… ‘[They are] trying to create a dichotomy between supposedly low-skill, low-paid, family immigrants and high-tech, high-wage, not-jobs-stealing, merit-based immigrants… [but] the fact is everyone has family’… People coming to work in the US — who aid American companies and generally benefit the overall economy — are entitled to live full lives.” Rani Molla, Vox “We expect people to arrive from somewhere else in the world, become American, have children who grow up as Americans, and possess loyalty, common civic values and a sense of shared identity. This is a dimension of immigration in which the United States probably has the world’s strongest track record. But practically speaking, how does that actually happen?… “Throughout U.S. history, families and extended family networks have offered intense social, cultural and financial help to new immigrants. They assist newcomers in finding housing and jobs, as well as translating important information, such as tax, DMV and school registration forms. Many also provide emotional and psychological support and communicate U.S. cultural norms throughout the adjustment process… Are we setting ourselves up to host a set of people who see themselves as global winners, looking to negotiate the best residency deal for themselves without emotional connections to us or intellectual regard for our ideals?” Julia Brookins, NBC News Many argue that “we need more workers, at all wage levels… we have about 7.5 million unfilled jobs and the fertility rate in the United States plunged to a 30 year low.” Jennifer Rubin, Washington Post Counterpoint: “[Merit-based] immigration has worked in Canada. Unlike in the United States, a vast majority of immigrants to Canada are evaluated on their skills and qualifications and whether those match the needs of the labor market. It’s an imperfect system — what policy isn’t? — but it is the reason Canadians are broadly content that their country has one of the highest rates of immigration in the world. The success of the merit-based system also permits the government to have the generous refugee and humanitarian policies that it does… the left would be wise to reset [the immigration] debate by agreeing to focus on highly skilled immigrants.” Omer Aziz, New York Times “It’s useful to spur debate on the right mix of migrants, which in our view would include both the skilled and educated and the kind of scrappy, hungry settlers who have supercharged this nation’s economy since its founding. The real test is whether the Trump plan is the basis of dealmaking or just a talking point designed to win over suburban voters in swing districts. As the president likes to say: We’ll see.” Editorial Board, Washington Post From the Right The right supports the plan, arguing in favor of a merit-based immigration system. “The United States, unique among developed countries, maintains a quixotic and outdated immigration system—created in 1965—in which the vast majority of immigrants are admitted through family reunification… [This plan] would merely bring U.S. immigration policy into alignment with what the rest of the developed world does… we need a modernized immigration system that puts the American economy and American interests first. That’s the direction Trump’s plan would take us, and it’s about time.” John Daniel Davidson, The Federalist “America would still be a beacon for freedom and opportunity across the globe. The refugee program — providing a safe harbor to those who are escaping persecution — would be preserved. First in line to gain visas would still be immediate family members of American citizens… “The United States is like an NFL team that every year can have every first-round draft pick. Most immigrants with exceptional skills and talents want to come to America. They don’t want to go to France or Brazil or Australia or Russia. Foolishly, we have turned them away… Under the Trump plan, the percent of immigrants with college and advanced degrees would nearly double, according to the White House’s calculations. And many of these degrees will be in engineering, the sciences and technology. We need them.” Stephen Moore, Washington Times “The people who own software companies think we need more immigrant programmers; the people who work as programmers often have other views… the buyers and the sellers in any given market often see things very differently from each other… The United States has interests of its own, some of those interests are economic, and immigration should serve American interests first and foremost, with humanitarian concerns and other considerations subordinated.” Kevin D. Williamson, National Review “Admitting immigrants on the basis that they’d make Americans better off — who could oppose that?… One thing I like about the proposed bill is that it doesn’t cap the number of people we’d admit. [Under a previously proposed bill], we’d admit no more than 500,000 people a year. But if the 500,001st immigrant would make us better off, why would we reject him?” F.H. Buckley, The American Spectator “Trump must feel more comfortable with keeping the legal immigration level where it is. It’s consistent with his American Greatness theme to want to admit large numbers of the best and brightest from around the world. And his base, while many in it would probably prefer less legal immigration, isn’t likely to balk over keeping such immigration where it is, as long as the system is predominantly merit based… perhaps most importantly, by keeping legal immigration where it is, Trump can easily dodge the charge of being anti-immigrant. He can say he’s pro-immigrant — but pro-legal immigrants with skills and with proficiency in English.” Paul Mirengoff, Power Line Blog Some, however, are critical that the plan does not reduce the number of legal immigrants. “The proposal is not really a legislative vehicle; there’s no chance an immigration bill even remotely acceptable to Republicans can make it through this Congress. That means this proposal is more of a campaign platform, outlining the official Republican approach to immigration. ON THE WHITE HOUSE BEAT — ANITA KUMAR emails us that the hunt is still on for Trump’s immigration czar, though interest appeared to wane after the president fired DHS Secretary Kirstjen Nielsen last month. One name in the mix: TOM HOMAN, the tough-talking former acting director of ICE and Fox News regular who had been mentioned as a possible successor before Nielsen’s departure.
HOMAN RECENTLY spoke to the White House, but he told Anita that he was merely offering advice about how the position should be structured. When asked if he would consider the job, Homan was non-committal, saying he wasn’t sure he wanted to come back because he was “enjoying retirement too much.”
THE DCCC, the campaign arm of House Democrats, will announce today that it raised $7.85 million in April, our colleague LAURA BARRÓN-LÓPEZ told us. More than $4 million of that chunk came from small-dollar contributions, with an average donation of $19. The DCCC raised $32.45 million in the first quarter of 2019.

ALEX ISENSTADT — “Trump scrambles to reverse Rust Belt slide”: “President Donald Trump’s aides and allies are moving aggressively to shore up his support in three Rust Belt states that propelled him to the presidency — but where his own polling shows him in trouble heading into 2020.
“Trump will travel to Pennsylvania Monday for a rally that comes after recent visits to Wisconsin and Michigan, two other states at the center of his reelection strategy. Those appearances are just the most public display of his team’s efforts to fortify his standing.
“Behind the scenes, they’ve rushed to the aid of languishing state Republican Party machines and have raised concerns that a potential GOP Senate candidate in Michigan could hurt the president’s prospects there. They are also scrutinizing the map for opportunities to fire up his base in the trio of states.
“The moves come at a time of growing anxiety over the geographic linchpin of his 2020 hopes. The Trump campaign recently completed a 17-state polling project that concluded the president trails Joe Biden in Pennsylvania, Wisconsin, and Michigan, according to two people briefed on the results. America First Action, the principal pro-Trump super PAC, is expected to conduct its own polling and focus groups in Pennsylvania and Michigan later this summer.” POLITICO
ANOTHER PROBLEM ON THE PRESIDENT’S PLATE — BEN WHITE: “How a full-scale trade war could slam Trump in 2020”: “If the president moves ahead with 25 percent tariffs on everything China exports to the United States, it could amount to a tax hike of more than $2,000 on the average American family, swamping the reduction they won from Trump’s signature legislative achievement — the 2017 tax law.”
WAR WATCH … “Trump warns Iran not to threaten U.S. or it will face ‘end,’” by AP’s Jon Gambrell in Dubai: “President Donald Trump warned Iran early on Monday not to threaten the United States again or it’ll face its ‘official end,’ shortly after a rocket landed near the U.S. Embassy in Baghdad overnight.
“Trump’s tweet comes after he seemingly sought to soften his tone on Iran following days of heightened tension sparked by a sudden deployment of bombers and an aircraft carrier to the Persian Gulf over still-unspecified threats.
“In the time since, officials in the United Arab Emirates allege four oil tankers sustained damage in a sabotage attack. Yemeni rebels allied with Iran launched a drone attack on an oil pipeline in Saudi Arabia. U.S. diplomats relayed a warning that commercial airlines could be misidentified by Iran and attacked, something dismissed by Tehran.” AP

2020 WATCH … MAYOR PETE EDITION — “Buttigieg finds friends on Fox as he calls out ‘grotesque’ Trump attacks,” by Daniel Strauss: “‘The tweets are — I don’t care,’ [Pete Buttigieg] said, triggering applause from the audience at Stevens High School in Claremont, N.H.
“‘It’s a very effective way to command the attention of the media,’ Buttigieg said. ‘I think that we need to make sure that we’re changing the channel from this show that he’s created. … And I get it, look — it’s mesmerizing and hard for anyone to look away. Me too. It is the nature of grotesque things that you can’t look away.’
“The comments and loud applause came during one of the more lively exchanges in the wide-ranging event, which also featured biographical footage of the mayor from Indiana. NYT’S PETER BAKER and MARK LANDLER: “Trump to Open Middle East Peace Drive With Economic Incentives”: “After more than two years of study and deliberation, President Trump and his son-in-law, Jared Kushner, have decided to take a businessman’s approach to Middle East peace: They will try to buy their way to a deal.
“On Sunday, Mr. Trump and Mr. Kushner finally opened their long-awaited drive for what the president has called ‘the deal of the century’ by announcing that the United States would hold an ‘economic workshop’ in Bahrain next month to produce strategies to invest in the Palestinians and other Arabs.
“The idea is to secure financial commitments from wealthy Persian Gulf states as well as donors in Europe and Asia to induce the Palestinians and their allies to make political concessions to resolve the decades-old conflict with Israel. Over the weekend, former Vice President Joe Biden spoke in Pennsylvania with a message of unity while calling President Trump the “Divider in Chief.” There were lots of political stump speech classics, including: “The nation needs to come to together.” “Let’s stop fighting and start fixing.” “Compromise is not a dirty word.” “We’re all in this together.” Seriously, they were all in the speech. From Yahoo News: “Polls give Biden a growing lead over the 22 other hopefuls. The latest RealClearPolitics aggregate puts him at 39.1 percent support, more than double the 16.4 percent of his nearest rival, liberal Senator Bernie Sanders. No one else is in double digits.” Speaking of Democratic “saviors,” David Marcus of The Federalist, writes this about Bill de Blasio’s entitlement in a world of wokeness. “De Blasio has cast himself in the role of the white savior, who will bring all the other white people down a peg. The nice thing about this role is that it doesn’t apply to him. While the rest of the white people shut up, or accept unfair demotions and pay cuts, he thinks he should be the most powerful white man in the world.” Amash in a Tweetstorm In a series of tweets on Saturday, Congressman Justin Amash (R-MI) joined Democrats by declaring “President Trump has engaged in impeachable conduct.” Since Trump gonna Trump, he responded: “Never a fan of @justinamash, a total lightweight who opposes me and some of our great Republican ideas and policies just for the sake of getting his name out there through controversy. If he actually read the biased Mueller Report, “composed” by 18 Angry Dems who hated Trump, he would see that it was nevertheless strong on NO COLLUSION and, ultimately, NO OBSTRUCTION…Anyway, how do you Obstruct when there is no crime and, in fact, the crimes were committed by the other side? Justin is a loser who sadly plays right into our opponents hands!” Kids These Days The Wall Street Journal reports about teens “redefining dating.” Basically, it’s completely normal to date and not attempt to meet or spend time in person. “Liking someone’s Instagram is the modern-day equivalent of smiling at them across a crowded room. Every online service eventually becomes a chatroom—be it TikTok, Fortnite or any of the other countless distractions that allow people to connect. The technologies that make it so easy for young people to connect with others all over the world have yet to give them the ability to teleport their bodies as easily. It’s possible to find someone who happens to share one’s particular combination of tastes—but what are the odds they go to your school or even live in the same town?” As kids discover who they are and their interests, it’s not surprising that many feel like they can be themselves online without the pressures of meeting in person. Unfortunately, that safety may also keep them from moving on to adulthood and more fulfilling relationships. According to the article, “Expectations of that eventual physical encounter can become so great, the couple fears their first in-person meeting could be a disappointment.” Is dating without disappointment even dating? What I’m Reading This Week This week I’m reading Lessons From Lucy: The Simple Joys of an Old, Happy Dog by Dave Barry. From the description: “Faced with the obstacles and challenges of life after middle age, Dave Barry turns to his best dog, Lucy, to learn how to live his best life. Good morning,The number of voters believing President Trump will be re-elected in 2020 continues to grow. The latest ScottRasmussen.com survey found that 57% of voters nationwide now believe it is likely President Trump will be successful in next year’s campaign. That’s up from 54% a month ago, 50% two months ago and 46% in February.Eighty-eight percent (88%) of Republicans, 51% of Independents, and 33% of Democrats believe the president is likely to win.It is possible that the shift in 2020 expectations may be related to growing confidence in the economy.Given that the president’s job approval has remained steady, it may also be that changing perceptions of Democrats may be boosting the incumbent.In recent months, the
Democrat’s loudest voices might best be described as 20-percenters
because they advocate proposals supported by about 20% of the population
(or less). A recent example of this phenomenon was Senator Bernie Sanders’ position that violent criminals should be allowed to vote from prison. Just 15% of voters agree.Prior
to the submission of Special Counsel Robert Mueller’s report, a
plurality of voters consistently believed that President Trump should be
impeached and removed from office. Following the submission and release
of that report,
public opinion has swung in the other direction.The latest ScottRasmussen.com poll found that 41% of voters believe President Trump should be impeached and removed from office; 45% disagree. These results are nearly identical to all our surveys since March.In terms of national security, 65% consider Terrorism as a Very Serious threat to the United States. Another 62% believe Cybersecurity Threats to be that serious.For
Democrats, the top three threats are Cybersecurity, Climate Change, and
Terrorism. For Republicans, the top three are Terrorism, Illegal
Immigration, and Cybersecurity.A
majority of voters are at least somewhat confident in the federal
government’s ability to protect the nation from most potential threats,
but not from climate change and government deficits.Sixty-nine percent (69%) are concerned that the federal government is spying on individual Americans. On a more personal basis, 46% are concerned that the federal government is spying on them specifically.Finally, in what may be the start of a new space race, NASA wants to return people to the moon by 2024. Thirty-seven percent (37%) of voters believe the government agency will accomplish that goal before private companies. However,
36% believe private efforts will get there first. Another 27% are not sure who will win the race.Seventy-six
percent (76%) favor NASA’s plan for returning to the Moon. However,
just 49% are okay with spending an extra $1.6 billion this year to get

At issue is the Summer 2019 issue of the journal Israel Studies, which
Donna Divine (Smith College), Asaf Romirowsky (Scholars for Peace in the
Middle East) and I co-edited. In short and accessible essays, the issue
evaluates the terms and concepts that are now commonly accepted but
that undermine our understanding of Israel and the Israeli-Palestinian
Conflict—words like apartheid, settlement, colonialism, indigeneity, and
Islamophobia. As Petra notes, the special issue—and its co-editors and
authors, including me!—have been subjected to a vicious smear campaign.
But now the winds are shifting—positive reviews are being written (see here and here) and other media reports are castigating the detractors for their hysterical overreactions and censorious behavior (see here).
Even in the field of Israel Studies, there’s been a lot of pushback.
That’s not just because many scholars find the special issue important
and worthwhile. It’s also because, regardless of their views on the
merits, they don’t support academic thuggery, intimidation or bullying.”

FIRST READ: Restoration vs. Revolution, Redux
It’s entirely possible that neither Joe Biden nor Bernie Sanders will be the Democratic presidential nominee.
But right now, the two men best represent the central ideological fight in the 2020 Dem race.
It’s Biden-ism versus Sanders-ism.
Here was Biden-ism on display Saturday: “As long as Donald Trump is in the White House, none of these critical things will get done,”
the former vice president said during his rally in Philadelphia. “So if you want to know what the first and most important plank in my climate proposal for the America is — beat Trump.”
And here was Sanders-ism on Sunday:
“Beating Trump is not good enough. You’ve got to beat the fossil fuel
industry. You have to take on all of those forces of the status quo, who
do not want to
move this country to energy efficiency and sustainable energies,”
Sanders
said on “Meet the Press” yesterday.
More Sanders: “Our campaign has a different goal. It’s to transform this country. And we’re taking on the entire establishment.”

It’s restoration versus revolution, as we’ve written before.
By the way, did anyone else
notice that Sanders — when he talked about taking on “the entire
establishment” — included figures in the Democratic Party?
Of course, you can easily see how a Biden-versus-Bernie fight could allow another 2020 Dem to break through next year.
And
you can also see how Democrats might ultimately prefer a middle ground
in Biden-ism versus Sanders-ism — someone who represents more than a
restoration, but
also someone who doesn’t want a revolution, including inside the
Democratic Party.
But THIS is
the main fight within the 2020 Democratic contest.
A bigger field helps Biden and Bernie
And while Democrats could end up nominating someone who isn’t Biden or Sanders, the enormous size of the Dem field benefits the two frontrunners.
“In his landmark book The Paradox of Choice, psychologist Barry Schwartz offered a counterintuitive argument: People claim they want more choices in life, but when they get them, they become paralyzed in their decision-making,” National Journal’s Josh Kraushaar writes.
And that paralysis helps the more established brands.
The Washington Post’s Dan Balz adds that the sheer size also might help the frontrunners during the debates, making it difficult for other candidates to break through.
“The size of the field … will limit the value of these early encounters, which will have to be held on consecutive nights to accommodate all of the candidates expected to qualify.”

Why Justin Amash’s tweet was so significant
On Saturday, Republican Rep. Justin Amash of Michigan fired off this tweet as part of a lengthy thread about the Mueller report.
And in doing so, he became the first Republican lawmaker to say that Trump has potentially engaged in impeachable conduct.
But Amash’s tweet is even more significant than that, because there’s plenty of evidence that his case is factually correct:
1. As
we’ve said before, Barr’s initial summary of Mueller’s conclusions omitted key material, including the special counsel’s statement that Congress could decide whether Trump committed obstruction of justice.
2. Mueller
listed 10 episodes of Trump potentially obstructing justice. As he stated, “[W]hile this report does not conclude that the President committed a crime, it also does not exonerate him.”
3. It’s pretty evident that
congressional Republicans have ceded their constitutional power to be a check and balance on the president.
4. Raise your hand if you’re Trump or a member of Congress and have
actually read the full report.
Not surprisingly, Trump fired back at Amash yesterday,
tweeting that he’s “not a fan” of “lightweight” Amash, who “opposes me
and some of our great Republican ideas and policies just for the sake of
getting his name out there through controversy.”

2020 VISION: The president in Pennsylvania
At 7:00 pm ET tonight, President Trump holds a rally in Montoursville, Pa. — which is outside of Williamsport.
That comes after
reports that his reelection campaign is increasingly worried about losing ground in the Rust Belt states — Pennsylvania, Michigan and Wisconsin —that delivered his 2016 win.
POLITICO
writes this morning that Trump campaign staff have “rushed to the
aid of languishing state Republican Party machines and have raised
concerns that a potential GOP Senate candidate in Michigan could hurt
the president’s prospects there. They are also scrutinizing
the map for opportunities to fire up his base in the trio of states.”
On the campaign trail today: Beto
O’Rourke is in Iowa, where he tours flood damage and stumps in
Davenport… Bernie Sanders holds a town hall in Alabama… Tim Ryan and
Eric Swalwell are both in Iowa.. And John Hickenlooper, in Chicago,
delivers a foreign-policy address.
DATA DOWNLOAD: And the number of the day is … $171,000, $20,920, and $17,409.
$171,000, $20,920, and $17,409.
That was the median family wealth for white families, Hispanic families and black families, respectively, in 2016, according to the Urban Institute.
And the huge gap between whites and minority groups
is becoming one of the signature issues of the 2020 primary, with most
candidates explicitly describing detailed agendas to address
it.
