Wednesday, April 10, 2019 Buttigieg Criticizes Pence “South Bend Mayor Pete Buttigieg, a 2020 presidential hopeful, took direct shots at Vice President Mike Pence Sunday regarding his sexuality… ‘That’s the thing I wish the Mike Pences of the world would understand: That if you have a problem with who I am, your quarrel is not with me. Your quarrel, sir, is with my creator,’ the Indiana Democrat said during a speech at the LGBTQ Victory Fund’s annual brunch.” AP News “Pence has described himself as a ‘Christian, a conservative and a Republican, in that order’ and previously voiced his opposition to same-sex marriage. Buttigieg would be the first openly gay U.S. president if elected in 2020.” Axios From the Left The left is cheering Buttigieg and the growing emergence of a religious left. “For voters… who gathered to celebrate a record ‘rainbow wave’ of LGBT political candidates—less than five years removed from victory in the fight for same-sex marriage, and fighting the Trump administration’s policies on transgender rights to this day—witnessing a same-sex couple run for president as a team was a powerful sight, a magic that no other presidential campaign can replicate.” Scott Bixby, Daily Beast “In my lifetime, it has been illegal for me to serve in the military, illegal for me to marry, illegal for me to adopt children, and even illegal for me to have sex. Society barred me from the first three; until 2003, the fourth meant risk of a fine or a prison sentence in some states. This discrimination did not just happen in a history book—it happened to me, and it happened to Buttigieg, too… “Identity matters. Like most Democrats, I have not yet decided who to vote for in a primary that is still months away. But I believe it matters that Cory Booker is a black man, that Kamala Harris is the daughter of an Indian mom and a Jamaican dad, and that Buttigieg is gay. These facets of their identities mean that they can understand the powerless, as victims of power, and that they can understand the alienated, having been marginalized.” Lucas Grindley, The Atlantic “As interest in Buttigieg grows, so too will interest in his idea that while Trump may be the ‘evangelical dream president,’ he has been a nightmare for Christians whose faith is more liberal when it comes to LGBT issues, women’s rights, racial reconciliation and other topics related to diversity. This approach is not likely to win the white evangelicals and white Catholics who find common ground with Trumpism, but these aren’t really the Americans Buttigieg appears to be targeting. He seems to be interested in winning the majority of Americans who believe that a great America includes a more inclusive Christianity.” Eugene Scott, Washington Post “Progressives all over the country are challenging the fundamentalists’ |
[stranglehold]
on what it means to be Christian… ‘Nearly 40 years after
some prominent evangelical Christians organized a Moral Majority
movement to promote a conservative political agenda,’ NPR reported, ‘a
comparable effort by liberal religious leaders is coalescing in support
of immigrant rights, universal health care, LGBTQ rights and racial
justice’… Buttigieg is a symbol for a rising Christian left.”
Guthrie Graves-Fitzsimmons, CNN
“The three Democrats [Buttigieg, Warren, Booker] discussing their faith
are right to insist that any fair reading of the Gospels reveals that
the Lord Jesus spent far more time urging his disciples to be generous
to the poor, welcoming to the stranger, and treat people with dignity
than he did discussing any sexual issues. In our day, this focus on
sexuality has resulted in a deeply regrettable and disproportionate
fixation with homosexuality… Religion provides a critical perspective on society,
but if the left uses religion as the right does, to baptize its
positions already arrived at by different means, the Democrats will have
lost an opportunity in their struggle to hurl Trump from office.”
Michael Sean Winters, National Catholic Reporter
From the Right
The right defends Pence and criticizes Buttigieg’s comments as opportunistic.
“Buttigieg may not have wanted to run as ‘the gay candidate’ in the 2020 primary, but that’s the angle that many national media reporters find most interesting
— or perhaps just the easiest one. ‘Young gay mayor takes on a
homophobic, theocratic vice president’ is a storyline they’re itching to
tell. The fact that Pence never lives down to the stereotype of a
sneering hate-monger is immaterial… “[Candidates] may prefer to discuss their plans for the economy or education or climate change or whatever — to compete for the support of all kinds of primary voters. They may even find the ‘heroic minority stands up to the straight white male bully’ coverage to be a little pigeonholing or stereotyping. But the media knows what it likes, and the Democratic candidates will feel a gravitational pull in the direction of these kinds of familiar narratives.” Jim Geraghty, National Review “Pence has never criticized Buttigieg. He has never attacked Buttigieg for his homosexuality or anything else. When Buttigieg deployed to Afghanistan, Pence phoned to wish him well. The only time Pence publicly referred to the South Bend mayor was to pay him a compliment. ‘I hold Mayor Buttigieg in the highest personal regard,’ wrote Pence in 2015, after Buttigieg declared himself gay… “No politician on either side of the aisle has made an issue of Buttigieg’s sexual preferences. Perhaps that’s why Mayor Pete must tilt at windmills. An unknown, white, male, Ivy League-educated Midwest mayor faces an uphill battle in Democrats’ intersectional presidential primaries… To stand a chance in 2020, the elite young mayor must somehow portray himself as an aggrieved victim. That leaves Buttigieg only one option at the moment: to make his sexuality the central issue of his campaign.” Michael Knowles, Daily Wire Buttigieg “holds himself out as a more tolerant Christian than Pence, but reveals his deep intolerance of Pence as a faithful Christian. He uses Pence’s Christian orthodoxy to suggest Buttigieg’s Christianity is somehow better… Buttigieg is just another in a long line of Democrats who are willing to punish Christians for living out their faith.” Erick Erickson, The Resurgent “It is true that the Democratic Party has become far more secular over the past 30 years. But I’m hard-pressed to see why progressive Christians should be particularly bothered by their relative weakness within the Democratic Party, compared to religious conservatives in the GOP. The Democrats already give them what they want on immigration, abortion, LGBT issues, and economic policies. By contrast, religious conservatives within the GOP have to struggle against the party’s libertarian and business factions… “It is absurd for conservative Christians to believe that Donald Trump is one of them (us) in any meaningful sense… But it is not at all absurd for clear-eyed conservative Christians to vote for Trump, given that any conceivable Democratic alternative — including Pete Buttigieg — is going to be very bad on abortion and religious liberty when it conflicts with LGBT rights.” Rod Dreher, The American Conservative |

POLITICO PLAYBOOK
POLITICO Playbook: Why Democrats aren’t saying much about immigration
By JAKE SHERMAN, ANNA PALMER and DANIEL LIPPMAN
04/10/2019 06:07 AM EDT
Presented by
DRIVING THE DAY
IF YOU ARE A DEMOCRAT, and you’re watching PRESIDENT DONALD TRUMP fumble around with immigration policy, there is only one thing to do that makes sense: nothing. The president and his allies are providing Democrats plenty of fodder as they enter day four of massive upheaval at the Department of Homeland Security with seemingly no plan to deal with asylum-seekers on the U.S.-Mexico border. While some might want Speaker Nancy Pelosi and Senate Minority Leader Chuck Schumer to take advantage of the chaos, in reality, sitting on their hands is the only sound political strategy at the moment. As for the 2020 candidates, what’s the upside of weighing in?
THERE’S A POLITICAL TRUISM that seems to fit quite well here: Never get in the way of your opponent when he’s making a mistake.
NEW … HOUSE MINORITY WHIP STEVE SCALISE (R-LA.) is beginning the process to try to force a vote on an anti-BDS bill, as Republicans look to use Israel as a wedge to split Democrats. SCALISE is using the only tool the minority has — a discharge petition — to try to force Democrats to sign onto “Strengthening America’s Security in the Middle East Act of 2019” — the House version of a bill the Senate has already passed.
The legislation would allow “states to divest from entities boycotting Israel.” The idea is to try to force vulnerable Democrats to sign the petition. It needs 218 signatures to reach the floor. All 197 Republicans are sure to sign on, which means 21 Democratic signatures are needed. Discharge petitions rarely work, but this is tailor-made for campaign season.
THE TICK TOCK … WAPO’S DAVID NAKAMURA, JOSH DAWSEY and SEUNG MIN KIM: “Twelve days of chaos: Inside the Trump White House’s growing panic to contain the border crisis”: “Trump’s increasingly erratic behavior over the past 12 days — since he first threatened to seal the border in a series of tweets on March 29 — has alarmed top Republicans, business officials and foreign leaders who fear that his emotional response might exacerbate problems at the border, harm the U.S. economy and degrade national security.
“The stretch also has revealed that a president who has routinely blamed spiking immigration numbers on others — past presidents, congressional Democrats, Mexican authorities, federal judges, human smugglers — is now coming to the realization that the problems are closer to home. Though his aides have taken the fall, and it is unlikely that Trump will blame himself, the president is facing an existential political crisis ahead of his 2020 reelection bid over the prospect of failure on his top domestic priority.” WaPo
NYT, A1: PETER BAKER and MAGGIE HABERMAN: “Mick Mulvaney Tries Letting Trump Be Trump”: “In his first 100 days as the president’s acting chief of staff, Mr. Mulvaney has assumed a central role in Mr. Trump’s circle but one markedly different than the previous two occupants of his corner office. For the first time since taking office, Mr. Trump has a chief of staff who has made it his job to encourage rather than restrain the president’s conservative instincts — to let Trump be Trump, in effect. …
“During tense negotiations amid the government shutdown earlier this year, Senator Richard C. Shelby, the Alabama Republican and Appropriations Committee chairman, complained bitterly about Mr. Mulvaney’s penchant for undoing weeks of bipartisan work with a quick comment to Mr. Trump in the Oval Office. Mr. Shelby told Senator Patrick J. Leahy of Vermont, the committee’s top Democrat, that Mr. Mulvaney was ‘the most dangerous man’ in Washington, according to three people familiar with the exchange.
“Mr. Shelby has not repeated that in public, but when a reporter on Capitol Hill asked him about Mr. Mulvaney last week, the senator tartly interrupted to offer a correction. ‘You mean the acting chief of staff?’ he said before walking away.” NYT
NIELSEN’S EXIT STRATEGY — “Nielsen’s allies trying to rehab her image for life after Trump: Liberal activists say she was complicit in an immoral migrant child separation policy — and should be ostracized by corporate America,” by Andrew Restuccia and Daniel Lippman
ELIANA JOHNSON and DANIEL LIPPMAN, “Inside Trump’s ‘truly bizarre’ visit to Mt. Vernon”: “President Donald Trump had some advice for George Washington. During a guided tour of Mount Vernon last April with French president Emmanuel Macron, Trump learned that Washington was one of the major real-estate speculators of his era. So, he couldn’t understand why America’s first president didn’t name his historic Virginia compound or any of the other property he acquired after himself.
“‘If he was smart, he would’ve put his name on it,’ Trump said, according to three sources briefed on the exchange. ‘You’ve got to put your name on stuff or no one remembers you.’ The VIPs’ tour guide for the evening, Mount Vernon president and CEO Doug Bradburn, told the president that Washington did, after all, succeed in getting the nation’s capital named after him. Good point, Trump said with a laugh. … The Macrons, Bradburn has told several people, were far more knowledgeable about the history of the property than the president.” POLITICO
NEWS THE PRESIDENT WILL LIKE … BLOOMBERG’S CHRIS STROHM and BILLY HOUSE: “Barr Forms Team to Review FBI’s Actions in Trump Probe”: “Attorney General William Barr has assembled a team to review controversial counterintelligence decisions made by Justice Department and FBI officials, including actions taken during the probe of the Trump campaign in the summer of 2016, according to a person familiar with the matter.
“This indicates that Barr is looking into allegations that Republican lawmakers have been pursuing for more than a year — that the investigation into President Donald Trump and possible collusion with Russia was tainted at the start by anti-Trump bias in the FBI and Justice Department.” Bloomberg
HE’LL ALSO LIKE THIS … NEW POLL: “While President Trump’s overall unfavorable rating has remained steady at 55 percent since he announced his candidacy in 2015, 58 percent of voters approve of the job he has done on the economy.” NBC … Poll details
Good Wednesday morning. QUOTE DU JOUR: Sen. Bernie Sanders (I-Vt.) to the NYT’s Sheryl Gay Stolberg: “I wrote a best-selling book … If you write a best-selling book, you can be a millionaire, too.” NYT
— EH: Lots of people write best-selling books and don’t become millionaires!
BUT, BUT, BUT … SOME FOLKS ARE GETTING RICH! …
— TIME MAGAZINE: “Pentagon Awards Nearly $1 Billion in Two New Contracts for President Trump’s Border Wall,” by W.J. Hennigan: “The Pentagon announced two military contracts Tuesday worth $976 million to construct a wall along the U.S. border with Mexico, marking the first step toward President Donald Trump’s long-promised goal since he declared a national emergency nearly two months ago.
“The Army Corps of Engineers awarded a $789 million contract to the Galveston, Texas-based company, SLSCO Ltd., for ‘border replacement wall construction’ in Santa Teresa, N.M., near El Paso, Texas. Barnard Construction Co. Inc., of Bozeman, Mont., was awarded a contract worth $187 million for ‘design-bid-build construction project for primary pedestrian wall replacement’ in Yuma, Ariz. Both projects, announced on the Defense Department website, are slated for completion in fall 2020.” Time
— BLOOMBERG: “Mnuchin’s Chief of Staff Eli Miller Plans to Join Blackstone,” by Heather Perlberg and Saleha Mohsin:“Miller will work on public policy at the world’s largest alternative asset manager, according to a spokeswoman for New York-based Blackstone. Mnuchin last week announced that Miller is leaving the Treasury Department.” Bloomberg

HEADS UP … WSJ’S ANDREW ACKERMAN and LALITA CLOZEL: “Bank Executives to Tell Congress: Financial System Is Much Safer”: “In testimony prepared for the House Financial Services Committee, bank chiefs including JPMorgan Chase & Co.’s James Dimon, Citigroup Inc.’s Michael Corbat and Goldman Sachs Group Inc.’s David Solomon plan to paint a rosy overall picture of an industry House Democrats have targeted for closer scrutiny.
“‘There is no doubt that the strength, stability and resiliency of the financial system has been fundamentally improved over the course of the last 10 years,’ said Mr. Dimon, the only one of the seven chief executives who has held on to his position since the financial crisis. ‘Postcrisis reforms have made banks much safer and sounder in three important areas: capital, liquidity and resolution and recovery,’ he added in the prepared testimony.” WSJ

2020 WATCH — “Poll: Democrats unfazed by Joe Biden’s handsiness,” by Steven Shepard: “Most Democrats are shrugging off questions about Joe Biden’s touchiness as the former vice president nears a decision on 2020, according to a new POLITICO/Morning Consult poll.
“Half of Democrats polled said the allegations from women that Biden made them uncomfortable by invading their personal space will make no difference in their vote. Twenty-nine percent said the allegations would make them less likely to vote against Biden. The responses were nearly identical among Democratic men and women.
“And very few voters see the allegations as truly disqualifying. Only 14 percent say the stories make them “much less likely” to vote for Biden.” POLITICO
— “Gillibrand: I was wrong on immigration,” by Matthew Choi: “Democratic presidential hopeful Kirsten Gillibrand on Tuesday confronted some of her previous stances on immigration, saying they ‘didn’t care’ about the needs of diverse Americans. ‘When I was a member of Congress from upstate New York, I was really focused on the priorities of my district,’ the New York senator said during a CNN town hall. ‘When I became senator of the entire state, I recognized that some of my views really did need to change.’” POLITICO

INSIDE 45 CLUB — by Ben Schreckinger and Daniel Lippman: “The club, an informal gathering that provides solidarity and networking opportunities in a hostile Washington, is open to what it calls ‘the Team’ — Trump administration appointees as well as alumni of the campaign, transition and inaugural committee. Members wear a lapel pin fashioned after the butt end of a .45 caliber bullet casing and attend semi-regular gatherings that often feature remarks by better-known Trump-world figures such as Brad Parscale, Corey Lewandowski and [Anthony] Scaramucci.
“Its operations, described here for the first time, offer insight into how the anonymous foot soldiers of Trump’s Washington have organized their social lives: discreetly, with an eye toward exclusivity and the aspirational lifestyle that has always marked the Trump brand. …
“Public hints of its existence are scarce, and the locations of its events are withheld from attendees until they RSVP, all the better to evade the notice of pesky activists and nosy reporters.” POLITICO

NETANYAHU WINS, KIND OF … AP’S ARON HELLER in Jerusalem: “Benjamin Netanyahu appeared to be headed toward a historic fifth term as Israel’s prime minister on Wednesday, with close-to-complete unofficial election results giving his right-wing Likud and other nationalist and religious parties a solid majority in parliament.
“The outcome affirmed Israel’s continued tilt to the right and further dimmed hopes of a negotiated solution to the Israeli-Palestinian conflict. Re-election will also give Netanyahu an important boost as he braces for the likelihood of criminal charges in a series of corruption scandals.
“With 97.4% of the vote counted, Likud and its traditional political allies were in command of a 65-55 majority in parliament. A couple of small parties were still teetering along the electoral threshold and fighting for their survival, so the final makeup of the next parliament has yet to be decided. Final results were expected Thursday.” AP
BREXIT LATEST, via POLITICO Europe’s Jack Blanchard in London: “Theresa May returns to Brussels today to request a further Brexit delay from her EU allies/overlords. Twelve whole days after Britain was meant to leave the European Union, the prime minister will find herself limping back across the Channel this afternoon to ask continental leaders if she can have a little more time to fix our protracted departure.
“After bilateral talks with European Council President Donald Tusk, the PM will make her case to all 27 EU leaders at 5.30 p.m. U.K. time. As usual they will hear her out, ask a few pointed questions, and then chuck her out of the room — before deciding Britain’s fate over a private dinner.” London Playbook
— And a correction: Yesterday we said Parliament had “finally passed a Brexit deal late Monday,” but that was overstating the case. Technically, it was just a bill ordering the P.M. to ask the EU for a delay.

A message from AARP:
If there’s one issue that unites Republicans and Democrats alike, it’s that the price of prescription drugs is too high. Americans pay the highest drug prices in the world while drug companies game the system so they can rake in billions. Their greedy tactics are forcing millions of seniors and hardworking Americans to choose between buying food and buying medicine. Once and for all, we must stop price gouging by big drug companies. Voters overwhelmingly support bipartisan action that creates competition and lowers prescription drug prices. AARP supports the ongoing efforts of President Trump, Speaker Pelosi, and Senator Grassley to work together, along with other Republicans and Democrats, in finding permanent, commonsense solutions to lower the price of prescription drugs for all Americans.

Excerpts:
Supreme Court May Shift on Death Penalty
By Kevin Daley –
The U.S. Supreme Court may be set for a forceful shift on the death
penalty after a recent 5-4 decision unexpectedly signaled an important
change to the justices’ approach to capital punishment and the Eighth
Amendment. Though it is too premature to make definitive statements
about the Court’s direction, the …

Game of Thrones’ Season 8 Has Historic Significance
On
Sunday night, I will be watching the premiere of the last season of
Game of Thrones. The story of rivalry in Westeros has captured
imaginations since George R. R. Martin released the first of his “Song
of Fire and Ice” novels. The collection is seven books, the first of
which gives the name to the HBO series.
Games
of Thrones, the television series, made Martin’s world come alive for
millions of people, some of whom, like me, never got around to reading
the books. I spent four years refusing to watch the series. When Game
of Thrones first came out, it received widespread and deserved criticism
in faith communities for its gratuitous sex and violence. It seemingly
blended sexual porn and torture porn into one series. Popular American
theologian John Piper penned a piece suggesting Christians avoid the
series…

Of course, looking at the cartoonish cast of characters who occupy seats on that committee is no less depressing. Still, what we have lost in dignity we make up for in sheer entertainment. And that’s the only word that can describe the shredding that Owens put on the noticeably dimwitted Congressman from California, Ted Lieu. They prefer the collective take precedence. So it should come as no surprise that Sanders wants to outlaw Right to Work laws at the federal level if he wins the Oval Office. The National Labor Relations Act of 1935 created the right for employees to organize into labor unions and collectively bargain with their employers. It also sets out the process by which a union becomes the representative of employees in a particular private employer. These unions are often called industrial unions. Here is the exchange as described by Politico: Read More… NHS’ Rationing Ensures Brits Will Be Too Blind To See The Truth Of Socialized Medicine In yet another example of how wonderful socialized medicine is, a new report out of Britain is showing that the country’s single-payer NHS (National Health Service) has been rationing cataract surgeries. “The Times newspaper said a survey by the Royal College of Ophthalmologists (RCO) found tens of thousands of elderly people are left struggling to see because of an NHS cost-cutting drive that relies on them dying before they can qualify for cataract surgery.” It seems that the NHS was told two years ago to put a stop to the rationing, and yet they have carried on with it anyway. Good morning,The top four issues concerning voters at this time are Health Care (21%), The Economy (16%), Immigration (13%), and National Security (10%).A
ScottRasmussen.com national survey found that Democrats are trusted
more by a wide margin on health care (37% to 24%) and a modest margin on
immigration (36% to 32%). Republicans are trusted more than Democrats
by a wide margin on National Security (36% to 26%) and a modest margin
on the economy (32% to 28%).On the economy, voters under 35 are more likely to
trust the Democrats. Voters over 50 tend to trust the Republicans. Those in between are evenly divided. On a different topic, most voters (51%) have never heard of a proposal by Senator Cory Booker (D-NJ) to create Opportunity Accounts for every child born in the United States. The
plan is sometimes referred to as a Baby Bonds proposal. It calls for
the government to give every child $1,000 at birth and then add up to
$2,000 a year until the child turns 18. Children of low-income families
would receive larger deposits. After turning 18, the child could draw on
the account only for education, home ownership,
or retirement.Upon
hearing that description of the program, 56% of voters said they at
least somewhat favored the plan. However, upon hearing additional
details provided by Booker’s office, the number who remained supportive
slipped to 41%. It is likely opponents of the plan would raise other
challenges and drive support even lower.Even
after hearing the details, 58% of Democrats remain supportive of the
Opportunity Accounts. However, they are opposed by 69% of Republicans
and 70% of Independent voters. Sixty-eight percent (68%) of white voters
are opposed but 71% of black voters and 62% of Hispanic voters are
supportive. Most under 35 (62%) are favorably inclined but 81% of senior
citizens are opposed. Finally, today’s Number of the Day notes that the Titanic left port 107 years ago today. The sinking of the supposedly unsinkable Titanic “has
taken on a deeper, almost mythic, meaning in popular culture.”

REAL CLEAR POLITICS
04/10/2019 Share: Carl Cannon’s Morning Note Universal Coverage; ‘Eggshell Culture’; Animals’ Best Friend By Carl M. Cannon on Apr 10, 2019 08:06 am Good morning, it’s Wednesday, April 10, 2019. On this date in 1866, New York’s legislature issued a charter incorporating the American Society for the Prevention of Cruelty to Animals. Nine days later, New York enacted its first anti-cruelty statute, granting the ASPCA the authority to enforce it. I’ll have a more on this movement and the man who brought it to these shores in a moment. First, I’d point you to RealClearPolitics’ front page, which presents our poll averages, videos, breaking news stories, and aggregated opinion columns spanning the political spectrum. We also offer original material from our own reporters and contributors, including the following: * * * Chasing Universal Health Coverage. In RealClearPolicy, Joseph Antos and James C. Capretta write that obstacles that hindered Barack Obama’s effort to reduce the number of uninsured Americans confront Democrats seeking the same goal 10 years later. Is Campus “Eggshell Culture” Spreading to the Public Square? Also in RCPolicy, Pete Peterson hails President Trump’s free-speech executive order as a needed first step in countering runaway political correctness. Delaying DoD Cloud Contract Imperils National Security. In RealClearDefense, Daniel Goure warns that the U.S. is falling behind China when it comes to advanced computing technologies. U.S. Biofuel Mandate Does More Harm Than Good. Josh T. Smith explains in RealClearEnergy. * * * As I’ve noted before in this space, the American Society for the Prevention of Cruelty to Animals was the brainchild of a debonair New Yorker named Henry Bergh. The scion of a well-to-do shipbuilder, Bergh enrolled at Columbia with a notion of studying law. Instead, he dropped out of college, traveled widely, married the daughter of an English architect and — after his father died in 1843 — became what we’d call a jet-setter. There were no airplanes yet, of course, but there were ships that crossed the Atlantic Ocean for European sojourns, mansions on Fifth Avenue, summer homes in Saratoga — and Henry Bergh and his wife enjoyed all of them. Yet, Bergh was a person who traveled with his eyes open. “A hint of the future,” American Heritage magazine noted a half-century ago, “came in Seville, where the Berghs attended a bullfight and were revolted as some eight bulls were killed and twenty horses eviscerated.” Nonetheless, he might have settled in Europe as a comfortable ex-pat, as anonymous to us today as any rich swell long since gone to his reward, except that while in his late 40s, Henry Bergh was put to work by Abraham Lincoln in the U.S. diplomatic corps. In czarist Russia as acting vice-consul in St. Petersburg, Bergh witnessed the routine abuse of horses, usually by peasants wanting their draft animals to go faster or do more. Bergh often instructed the driver of his own droshky to intercede, with mixed results. The problem, he came to realize, wasn’t the random muzhik beating a horse, it was a mindset that existed nearly everywhere he’d ever been. Weary of the cold Russian weather, Bergh headed home in the winter of 1864-1865. He stopped for a few months in London, where he met the Earl of Harrowby, president of the Royal Society for the Prevention of Cruelty to Animals, an organization then in its fourth decade of existence. Although he loved horses Bergh wasn’t a pet person, per se. As a young man, he’d once recoiled when a small dog belonging to an actress he was courting put a paw on his knee. But the more he exposed himself to the cause of animal cruelty, the more he realized the dire need for reform. So, in a February 8, 1866 speech at New York City’s Clinton Hall, he outlined his crusade on behalf of “these mute servants of mankind.” Although Bergh was a Republican, he insisted to the audience that this was a bipartisan cause. “This is a matter purely of conscience; it has no perplexing side issues,” he proclaimed. “It is a moral question in all its aspects.” Initially, the organization was concerned with the welfare of horses and livestock, as well as the “sport” of dog fighting. As the ASPCA notes, however, the phrase “a dog’s life” stemmed from a grim reality: As many as 300 dogs were rounded up on New York City’s streets each day and tossed into a cage. That cage was then swung into the East River, drowning the animals. Even 20 years later, a city-run shelter in Brooklyn was described by a leading New York newspaper as treating dogs “in a most inhumane manner.” The solution was for the ASPCA to run the shelters, which it agreed to do. Meanwhile, the organization spread to nearly every state in the nation, and over the ensuing decades has saved untold millions of cats, dogs, horses, and other animals from cruelty and death. Upon his own death in 1888, Henry Bergh was widely credited with having profoundly stirred the nation’s conscience. It didn’t happen overnight. For his efforts, he had been dubbed “The Great Meddler,” a moniker not originally intended as a compliment. The first year the state law protecting animals was in effect, for example, a New Yorker named David Heath was sentenced to 10 days in jail for beating a cat to death. Upon hearing the verdict in court, Health ventured his opinion of the case. The arresting officer, he proclaimed, “ought to be disemboweled.” A $25 fine was promptly added to his sentence. Carl M.
