Wednesday, September 25, 2019 Impeachment Inquiry Begins On Tuesday, “Speaker Nancy Pelosi has announced the House is moving forward with an official impeachment inquiry of President Donald Trump… Calls for an impeachment inquiry have intensified following reports that Trump may have sought [Ukraine’s] help in his reelection bid.” AP News “President Donald Trump [said] he has directed the release on Wednesday of the ‘unredacted’ transcript of his July phone call with Ukrainian President Volodymyr Zelenskiy.” AP News From the Left The left supports impeachment, arguing that these new revelations offer more clear-cut evidence of misconduct than previous cases. “The accusations Trump’s facing are multilayered, but they are simpler to grasp than what former special counsel Robert S. Mueller III found. There was no definitive “yes, Trump broke the law by doing x, y and z” in the 448 pages of the Mueller report. Rather, it painted a detailed picture of a president who may have obstructed justice in the legal sense and whose campaign welcomed Russia’s help but didn’t reach the legal definition of collusion with a foreign power… “By contrast, the Ukraine allegations can be summed in up in a sentence… ‘The president of the United States may have used his position to pressure a foreign country into investigating a political opponent, and he sought to use U.S. taxpayer dollars as leverage to do it.’” Amber Phillips, Washington Post “Impeaching Trump over Robert Mueller’s findings in the Russia investigation would have been an attempt to address past offenses; impeaching Trump over these calls [to Ukraine] would be an attempt to halt what sure looks like an ongoing attempt to hijack American foreign policy in service of the president’s reelection… Whereas the Russia investigation was backward looking, an attempt to uncover what exactly had occurred in a prior election, the Ukraine scandal reflects the president’s contemporary and future-looking behavior… “Under this logic, it doesn’t actually matter so much that impeachment will invariably fail in the Senate. The very act of shining a light on Trump’s misbehavior would limit his freedom of action… [The] level of attention [of an impeachment inquiry] seems like the best available tool for preventing Trump from continuing his efforts to undermine the 2020 election.” Zack Beauchamp, Vox At the same time, “it’s very important to note that the main reasons Pelosi was holding off on pushing for impeachment for so long — because the public wasn’t clearly behind it and because it would not be bipartisan — haven’t changed a bit over the past five days… “You can argue that this Ukraine story has changed all of that, that the public will now turn from a majority opposing impeachment to a majority favoring. We will see! I can’t prove you wrong, simply because there hasn’t been any polling done on the impeachment question in the last 96 hours. But my strong guess would be that while these latest Ukraine revelations might move some people from uncertain about impeachment to in favor of it, it won’t radically change the dynamic… [This is still] a major political gamble.” Chris Cillizza, CNN “If the House is no longer considering whether to impeach Trump and has really decided to move forward, it needs to think about what articles of impeachment should—and should not—contain… There’s a huge range of activity that a reasonable member of Congress could in good conscience regard as impeachable. That said, it would be a very bad idea for the House to take the approach of throwing a lot of spaghetti at the wall and seeing what, if anything, sticks… It is critically important to be disciplined at this juncture—to base articles of impeachment only on that activity which is not merely a plausible basis for removal but is unambiguously justified as a basis for removal… “It also means that Congress should avoid issues that implicate Trump’s conduct before he became president… Finally, articles of impeachment should not include alleged violations of the Emoluments Clause… It would be unwise to impeach the president over a disputed point of constitutional law when Congress has not even sought to take plainly available steps—like passing laws, for example—to prohibit the offensive activity… [Democrats need] to focus on those offenses that make the strongest case of misuse of presidential power, rather than wading into difficult questions concerning the impeachability of pre-presidential conduct, sexual misconduct, racism or other moral failures.” Susan Hennessey, Quinta Jurecic, Benjamin Wittes, Lawfare Blog From the Right The right is critical of efforts to impeach President Trump before further evidence emerges, and believes doing so will harm Democrats’ electoral prospects. “The life of the Trump-Ukraine affair can be measured in days and the most basic facts of the matter are still unknown. Yet, many Democrats and their allies in the media are already renewing their calls for the impeachment of President Trump. By doing so, they are observing one of the lessons of the Trump-Russia investigation: Act before finding out what happened. Don’t wait for the end of an investigation, with its facts, details, and messy inconclusiveness, to call for the president’s removal. Strike first, before things get complicated.” Byron York, Washington Examiner “The American people will be the ultimate judge of [impeachment], and they will want to see evidence that warrants overturning an election. They haven’t yet seen the transcript of Mr. Trump’s phone call, which the President says he will release on Wednesday. They don’t know the context of Mr. Trump’s request to Mr. Zelensky and how much it related to overall U.S. policy toward Ukraine. And they don’t know the role, access and motivation of the whistleblower. Mr. Trump’s invitation to Mr. Zelensky to investigate Mr. Biden, if that’s what it was, showed bad judgment in our view… “But bad judgment is not a crime, and voters may demand more to annul an election only months before they have a chance to render their own judgment about Mr. Trump’s behavior.” Editorial Board, Wall Street Journal “Will Democrats in Trump-leaning districts support impeachment? I picture that being a tough sell back home thanks to two and a half years of crying wolf. Scandal fatigue. The impeachment talk began way too early and the volume stayed way too loud for way too long. The part of the public that is not obsessed with politics is by now heavily discounting any notion that the latest Biggest Scandal Ever has become No, Really, This One Matters. They are going to the polls in less than 14 months. Let us settle the Trump question at the ballot box, is what they will tell their members of Congress.” Kyle Smith, National Review “If last week’s revelations had come during a normal presidency, it would force all Americans to decide what type of person sits in the Oval Office. But this is not a normal presidency. Trump has been relentlessly attacked every day since his inauguration. He has been accused of treason, breaking the law with impunity, running concentration camps along our southern border and a million other things. The past three years have consisted of little else besides leading political, social and media figures yelling that he is unfit for the office he holds… “Trump-leaning voters have become used to the steady bombardment and decided that they’ve had enough. They now see their man under attack and believe that they and their values are under assault. And when you’re at war, the last thing you do is listen to the enemy’s propaganda. As a result, what should be a shocking and damning revelation instead appears to be just the latest in the never-ending campaign to bring Trump down.” Henry Olsen, Washington Post “Pelosi had the difficult but necessary job of telling progressives things they didn’t want to hear: Impeachment wasn’t popular. There was no plausible way that 20 Senate Republicans will join 47 Senate Democrats and vote to remove the president… But unless the newest allegation is a game-changer in public opinion, Pelosi’s objections still stand. Impeachment still isn’t likely to be popular, particularly with the American people rendering their own verdict on Trump in about 13 months… “Could this all turn out well for Democrats? Sure, a public-opinion divide that has seemed ironclad since Trump’s inauguration could suddenly break in favor of impeachment. Those freshman House Democrats could hold onto their seats. The Democratic nominee could beat Trump in 2020. Democrats may well feel confident about those outcomes being likely. Democrats are ready to impeach Trump. So now what?

IN OTHER WORDS … IT’S HAPPENING. THE HOUSE will begin impeachment proceedings against the president for the third time in American history. We don’t know what he’ll be impeached for. We aren’t sure when. We don’t know what the whistleblower has on President DONALD TRUMP or how significant it is.
BUT what we do know is that PELOSI and her leadership gave into a restive House Democratic Caucus, which was demanding TRUMP be held accountable for a series of what it considers brazen and illegal acts.
SO, yesterday was seismic — but it was also, in some ways, a bit meaningless.

NOW, TO UNPACK IT … AFTER A LONG DAY OF STANDING in the Capitol basement Tuesday, our colleagues Kyle and Andrew posed this very interesting question in the POLITICO corner of the press gallery: What exactly did PELOSI’S statement — that the House was launching an impeachment inquiry into TRUMP — change? Not much at all, they argued.
AT FIRST, we thought they were wrong. But after thinking about it for a minute, we decided there’s a healthy bit of truth to Cheney and Desiderio’s take: PELOSI’S statement didn’t actually change a whole lot. It was mostly window dressing.
HERE’S WHY: House committees have been investigating TRUMP for months. The Judiciary Committee was always readying to draft articles of impeachment. They were always trying to finish it up before 2020. An “impeachment inquiry” is just a name — it’s not an official process that the House has now begun. There will be no vote on the floor to start the impeachment inquiry process. There’s no magic unleashed now that PELOSI has said she’s begun an impeachment inquiry. So, in many ways, there’s nothing new here.
BUT AT THE SAME TIME, EVERYTHING HAS CHANGED — POLITICALLY. The entire universe has shifted for House Democrats. For months, the leadership was trying to stave off impeachment because they thought it unwise politically, divisive and unnecessary. Now the leadership is full-bore behind it, and the entire caucus is rowing toward a process aimed at removing the president of the United States for how he handled interactions with the leader of Ukraine. Democrats finally believe they found a simple, easy-to-understand charge.
— NYT’S CARL HULSE on A1: “In contrast to the murkiness of the special counsel’s report on Russian interference in the 2016 election and possible obstruction of justice by Mr. Trump, Democrats see the current allegations as damningly clear-cut.
“His refusal so far to provide Congress with an intelligence official’s whistle-blower complaint as required by law, coupled with the possibility that Mr. Trump dangled American military aid as a bargaining chip to win investigation of a political rival by a foreign government, strikes them as a stark case of presidential wrongdoing. They consider it egregious enough that they expect many Americans who had been cool to the idea of moving to oust the president to recognize the imperative for the House to act.” NYT
THE JUDICIARY COMMITTEE now is all but guaranteed to report out an impeachment package in the next few months — a set of articles charging the president with high crimes and misdemeanors. Our colleague John Bresnahan has been saying this for months, and our reporting shows that it’s true: If the House starts impeachment proceedings — hearings and the like, as they are — it will end up voting on impeachment articles on the House floor. Period. So, the full House will get a chance this year to cast a vote or a set of votes about whether the president committed crimes worthy of his removal.
THERE IS SOME RISK FOR PELOSI AND HOUSE DEMOCRATS. They made a big show Tuesday of the impeachment play. If the transcript and the whistleblower report are duds and they don’t have enough fresh material to justify impeaching impeach Trump, the Dems will have put themselves out on a limb with little to show for it. And if impeachment stretches into 2020 — which most senior Democratic aides predict it will — there’s risk in that, as well. Judiciary Chairman JERRY NADLER said in a closed-door meeting Tuesday that he wanted this process to be quick, and finish by year’s end.
THIS SITUATION PLAYS INTO WHAT MANY BELIEVE ARE PELOSI’S STRENGTHS. Like many leaders, she’s strongest when her party is united. And, perhaps for the first time in a while, they are united against this president, both in substance and in process. She has challenges here — not least managing the process, which could grow unruly quickly. But, unlike a week ago, the entire caucus is working toward a single goal.
WHAT THE LEADERSHIP IS WATCHING FOR: On Tuesday evening, much of the leadership was tired and drained. Almost to a person, they thought that Pelosi had changed the name of the process to “impeachment inquiry,” but not the substance of the investigation. We are in uncharted waters, so it’s not entirely clear to anyone what will happen next.
— BIG PICTURE: The committees are going to begin funnelling all of their “best” impeachment material to Judiciary, which is going to tie everything into a single package. At the beginning of this Congress, Judiciary began to hire top-notch lawyers in anticipation for an uptick in oversight, so in that sense, it is prepared. ONE OF THE DEMOCRATS’ challenges is finding an overarching message and sticking to it. This was a complaint in the Dem caucus yesterday. Rank-and-file Dems are concerned they aren’t articulating a good reason why they’re impeaching Trump. One of leadership and Judiciary’s challenges here is to latch onto a message — and a messenger — and carry it through what’s expected to be a long and bruising process. — THIS WEEK: The Dems caucus this morning, the Republicans have their conference meeting and both will hold media availabilities afterwards. Predictably, both sides are in their corners. TRUMP has a press conference at 4 p.m., so everyone will be watching to see his demeanor. Everyone is looking to see what deal HOUSE INTELLIGENCE cuts with the whistleblower, who now is indicating he wants to talk to Congress.
THE TRANSCRIPT … OF COURSE, people are anxious to see the transcript the White House releases of the call between TRUMP and the Ukranian president, but Hill aides caution that it should be seen for what it is — a document released by the White House. First of all, we have no idea if the whistleblower report is solely based on that call. Second, we have no idea if there was only one call, or more. Third, we don’t know if the transcript will be edited at all, let alone whether it will simply be notes rather than a word-for-word transcription. The whistleblower report — and what the whistleblower tells Congress — is truly important. The whistleblower’s attorney says he plans to talk to Congress
THURSDAY will be quite the day. At 9 a.m., JOSEPH MAGUIRE, the acting director of national intelligence, will be on Capitol Hill testifying in an open setting. This is probably the biggest public moment so far.
REMEMBER: The House is leaving Friday afternoon for a two-week recess. The next day in session is Oct. 15. This recess is not going to be canceled, our sources tell us.

TRUMP’S WEDNESDAY — The president will leave Trump Tower at 9:30 a.m. He will arrive at the InterContinental New York Barclay and participate in a multilateral meeting on Venezuela. He will participate in a bilateral meeting at 12:10 p.m. with Japanese Prime Minister Shinzo Abe. Trump will participate in a bilateral meeting with Ukrainian President Volodymyr Zelensky at 2:15 p.m., followed by a bilateral meeting with El Salvadorian President Nayib Bukele.
Trump will hold a press conference at 4 p.m. Afterward, he will return to Trump Tower. He is holding a fundraising dinner at hedge fund billionaire John Paulson’s home this evening in New York City before spending the evening at Trump Tower.

Speaker Nancy Pelosi (D-Calif.) announced on Tuesday a formal impeachment inquiry into President Trump following a rapid and seismic eruption by House and Senate Democrats seeking to defend the Constitution and challenge the president, despite political risks. “The actions of the Trump presidency have revealed the dishonorable fact of the president’s betrayal of his oath of office, betrayal of our national security and betrayal of the integrity of our elections,” Pelosi said in her remarks. “Therefore, today, I am announcing the House of Representatives is moving forward with an official impeachment inquiry.” Pelosi’s announcement came after months of infighting on the topic within the caucus, which split largely between those in safe districts and those who helped hand the House to the Democrats in November, with Pelosi siding with the latter group throughout. However, north of two dozen House Democrats have come out in support of an inquiry since news emerged that Trump allegedly pressured Ukrainian President Volodymyr Zelensky to investigate Vice President Joe Biden and his son Hunter Biden (The Hill). Her announcement also came shortly after Rep. John Lewis (D-Ga.) announced his support for the impeachment effort, a sign that Pelosi was likely to follow shortly after. Pelosi’s remarks came on the heels of a caucus meeting in the basement of the Capitol, where she announced the decision to wide support among members. Multiple lawmakers present described the meeting as a unifying event for a conference plagued for months by intraparty battles. “The American public is going to get an education about this president,” said Rep. Mike Quigley (D-Ill.) “The most important part to me in this is a president who’s never been held accountable to anything he’s done wrong in his life. This is that first opportunity to be held accountable.” In her prepared remarks, Pelosi said the six committee chairmen investigating the president will continue under the umbrella of an impeachment inquiry, posing a new question: What’s different now? According to lawmakers, it’s a “big step forward,” as Quigley put it. “If you want to put a name to it, call it ‘Phase 2,’” said Rep. Gerry Connolly (D-Va.) “I think it has an imprimatur … that we didn’t have before.” Democratic lawmakers said there was no concrete timeline laid out for the impeachment inquiry, although Pelosi wants it completed expeditiously. Some said it could move ahead within weeks. Others said it might continue to next year’s election. While nearly 200 House lawmakers support Pelosi’s move to open the inquiry, some remain skeptical and view it as a risky move. When asked by reporters whether he supports the push, Rep. Kurt Schrader (D-Ore.), a Blue Dog Democrat, said he is “still trying to figure that out.” Rep. Jefferson Van Drew (D-N.J.), who represents a South Jersey district won by Trump in 2016, disagreed with Pelosi’s step forward, arguing that the country still isn’t behind impeachment. According to a Monmouth University poll taken in August, 59 percent of voters were against impeaching Trump, with 35 percent in favor of doing so. However, the poll was taken well before the Ukraine information came to light and in the aftermath of former special counsel Robert Mueller’s testimony in late July. Reuters poll: Interest in impeachment drops, 37 percent support inquiry, 47 percent against. 44 percent say they have heard little or nothing about the Ukraine story. Opening an inquiry was as far as Pelosi would go on Tuesday. According to three House Democrats, she would not promise a floor vote on impeachment, a step some House Democrats have sought. The swirl of anticipation and Pelosi’s eventual historic announcement electrified the Capitol on Tuesday as lawmakers and communicators prepared for a no-holds-barred political war. Depending on next steps in the House, Trump could be ushered into a small club in American history. The House impeached former President Andrew Johnson and former President Clinton (both were acquitted by the Senate) and had been marching down that path with former President Nixon when he decided to resign. Many lawmakers are preparing for Thursday, when the House and Senate Intelligence committees expect to hear from acting Director of National Intelligence Joseph Maguire and the intelligence community’s inspector general. The State Department also faces a Thursday deadline to produce related documents and information tied to the president, his personal lawyer Rudy Giuliani and contacts with Ukraine. Across the Capitol, the Senate passed a resolution by unanimous consent to demand the whistleblower’s complaint from the executive branch for examination by the intelligence committees. The White House is expected to release requested documents to Congress by the end of the week (The Hill). The New York Times: White House seeks deal for whistleblower testimony to Congress and redacted release of whistleblower’s complaint. Trump also announced he will send lawmakers today the “complete, fully declassified and unredacted transcript” of his July 25 phone call with Zelensky, although it is likely to be a summary drawn from official notes (Reuters). Trump, who juggled a full schedule at the United Nations on Tuesday as the impeachment controversy gripped the Capitol, escalated both his protests of innocence and evolving assurances of cooperation with Congress. The president protested that he had every right to discuss the issue of corruption with the president of Ukraine and had temporarily held back on sending $400 million in foreign assistance to Ukraine because “other countries should also pay because, frankly, it affects them more.” Trump accused House Democrats of opening an impeachment inquiry as a political maneuver that he predicted would boomerang to his benefit in next year’s election. “Our country’s doing the best it’s ever done and they’re going to lose the election and they figured this is a thing to do,” he told reporters trailing after him in New York. “It’s the craziest thing anybody’s seen,” he added. Trump is scheduled to hold a news conference this afternoon at the conclusion of the U.N. General Assembly. The president’s campaign manager issued a statement asserting that “Democrats can’t beat President Trump on his policies” so they are “trying to turn a Joe Biden scandal into a Trump problem.” Brad Parscale predicted the president’s supporters would instead mobilize to ensure Trump’s reelection. Bernie Sanders (I-Vt.) released a new proposal on Tuesday to enact a wealth tax on the richest Americans, one that would attempt to wipe out vast amounts of their fortunes. “I don’t think that billionaires should exist,” Sanders told The New York Times in an interview. “This proposal does not eliminate billionaires, but it eliminates a lot of the wealth that billionaires have, and I think that’s exactly what we should be doing.” With the announced plan, Sanders is wrapping himself in an idea announced months ago by Sen. Elizabeth Warren (D-Mass.), who proposed her own wealth tax to pay for myriad items, including universal childcare and the cancellation of student loan debt. However, Sanders’s plan goes far further than Warren’s. As The Times writes, “His wealth tax would apply to a larger number of households, impose a higher top rate and raise more money.” > Can Warren win?: Trump World insiders see reasons to worry about Warren as she rises in the 2020 primary race and attracts massive crowds at campaign stops. Jonathan Easley interviewed more than half a dozen current and former campaign or White House advisers, and those who view Warren as a formidable general election opponent described her as a “movement” candidate with crossover appeal between the left and center. Additionally, they argue her populist streak fits the moment and view a general election campaign as a wildcard, believing Trump is likelier to win in a rematch against an establishment candidate, such as Biden. Still, most Trump insiders believe he’d prevail over either Biden or Warren, although more than 13 months stands between all parties and Election Day. The Associated Press: Al Franken to make return on weekly SiriusXM radio show. **** MORE FROM THE HILL: Senate Republicans on Tuesday unveiled a spending bill allocating $5 billion for Trump’s proposed border wall. Funding the president’s campaign commitment is a partisan hurdle that could lead to a partial government shutdown if not resolved. The funding controversy over barriers and wall (Trump promises 500 miles will be built at the southern border by the end of 2020) previously derailed other spending measures (The Hill). Meanwhile, Senate Democrats are trying to squeeze Republicans over funding for the wall. Democrats may force a second vote as soon as today, seeking to nix the president’s emergency declaration at the southern border. That would require more than a dozen Republicans, including some in crucial swing states, to decide between supporting Trump or backing sought-after funding for military projects in lawmakers’ home states. INTERNATIONAL: The U.K. Parliament will resume its deliberations at 11:30 a.m. for emergency debates following the U.K. Supreme Court’s ruling that the government’s suspension of Parliament was illegal and void. The court’s ruling means the suspension initiated by Prime Minister Boris Johnson and approved by Queen Elizabeth II effectively did not happen. The deadline for the UK’s exit from the European Union remains Oct. 31, Johnson said (The Associated Press). > Israel: Is the country headed for a shared, rotating system of leadership in the wake of an inconclusive second election this year? Another meeting today will be followed by a decision to be announced by Israeli President Reuven Rivlin (The Associated Press). > Iran: Trump on Tuesday at the United Nations denounced Iran’s “bloodlust” and called on other nations to join the United States in pressuring Iran following attacks on Saudi oil facilities. The president said there is a path to peace (Reuters). Iran President Hassan Rouhani told Fox News’s Chris Wallace during a Tuesday interview from New York that Iran abided by the requirements of the 2015 international nuclear agreement that Trump abandoned “without a valid reason or cause.” Rouhani said “the most basic needed issue is trust, and Mr. Trump damaged the trust between the two countries. …Trust must be restored, and the restoration of trust consists [of] taking away the pressure imposed upon the nation and the people of Iran.” > Zimbabwe: More than 2 million residents of the capital city of Harare and its surrounding towns were without water on Tuesday after authorities shut down the main treatment plant as parts of Zimbabwe’s infrastructure and economy collapse. Officials in Harare have been unable to raise $2.7 million in foreign currency needed per month to import water treatment chemicals. Meanwhile, water levels in polluted reservoirs are dropping because of drought and officials worry about the outbreak of disease, especially cholera (The Associated Press). |

Wednesday, September 25, 2019 Let the Impeachment Games Begin Whew, talk about news from a firehose! House Democrats are set to impeach the President over Ukraine call allegations just as Trump announced on Twitter that he will release transcript of the call in question. Speaker Pelosi said the House would launch a “formal” inquiry into whether the President’s actions constituted a “betrayal of his oath of office.” President Trump responded on Twitter with the aforementioned promise to reveal the call transcript along with a charge of “PRESIDENTIAL HARASSMENT.” The Speaker can say impeachment is going forward in the House, but what happened to the vote? Kimberley Strassel of the Wall Street Journal noted the odd lack of vote details on Twitter. Meanwhile, all we know about the alleged whistleblower is that his or her information was secondhand, and that he or she has hired an attorney with connections to Chuck Schumer and Hillary Clinton. It’s important to remember the background fact that many of the employees of the executive branch don’t feel any loyalty to the current administration. In 2016, 95 percent of federal employee donations went to Hillary Clinton, and it’s nearly impossible to fire bureaucrats, even for open subordination. Click here Good morning, If the 2020 election for President were held today, 45% of Registered Voters would cast their ballot for former Vice President Joe Biden and 37% would prefer President Donald Trump. A ScottRasmussen.com national survey found that 6% would vote for a third option, 5% would not vote, and 7% are not sure what they would do. In a match-up with Senator Elizabeth Warren, the president trails by two points 40% to 38%. Against Senator Bernie Sanders, he trails by one 40% to 39%.It’s important to note that 18% to 23% of voters in these match-ups remain uncommitted to either major candidate.These results are little changed from a month ago (see topline trends). Warren is up two points relative to our August poll, Biden up one, and Sanders unchanged. Biden, Sanders, and Warren have consistently been the leaders in the race for the Democratic presidential nomination. Additionally, they are viewed more favorably than other Democratic contenders. We also tested the president’s support in match-ups against eight other Democratic hopefuls. In every case, President Trump attracts between 37% and 39% of the vote. He is tied with Senator Kamala Harris and leads the others by two-to-seven points. He enjoys his largest advantage over Andrew Yang, 39% to 32%.Seventy-seven percent (77%) of Registered Democrats and Democratic Leaning Independents would be satisfied or excited with former Vice President Joe Biden as their party’s presidential nominee. A ScottRasmussen.com national survey found that 73% say the same about Senators Bernie Sanders and Elizabeth Warren. As the campaign was getting started, 85% expressed satisfaction with Biden as a potential nominee and nobody else was close.Americans are divided about the direction of the economy. Our weekly economic update found that 32% of American adults believe the U.S. economy is getting better while 33% think it’s getting worse. That’s the fourth time in six weeks that the pessimists have outnumbered the optimists.The survey also found that 49% rate the economy as good or excellent, down two points from a week ago. Thirty-one percent (31%) rate the economy as just fair while 16% say poor.From the end of the government shutdown in late January through early August, economic confidence was consistently strong. Over the past six weeks, there have been signs of declining confidence. Still, while evenly divided on the direction of the economy, Americans remain more upbeat about their personal finances. Thirty-three percent (33%) believe their own finances are getting better while 21% say worse. Finally, we have been tracking support for impeachment every week since February. Our latest data, collected before Nancy Pelosi’s announcement last night, showed 44% of voters favored impeaching the president and removing him from office. Forty-one percent (41%) are opposed. Our next weekly update will be released next Tuesday, October 1. Martin Sandoval WEDNESDAY, SEPT 25 Federal agents on Tuesday raided the Springfield and Cicero offices of longtime Democratic state Sen. Martin Sandoval as well as his family’s Southwest Side home as part of an ongoing criminal investigation. Investigators are looking into allegations Sandoval used his official position to steer business to at least one company in exchange for kickbacks, a source with knowledge of the case told the Tribune. No criminal charges had been filed. The raids marked the latest in a slew of ongoing public corruption probes that have sent shock waves from City Hall to Springfield over the past 10 months. 2.) Speaker Nancy Pelosi announces an official impeachment inquiry of President Trump: ‘No one is above the law’ WEDNESDAY, SEPT 25 House Speaker Nancy Pelosi launched a formal impeachment inquiry against President Donald Trump on Tuesday, acquiescing to mounting pressure from fellow Democrats and plunging a deeply divided nation into an election year clash between Congress and the commander in chief. The probe centers on whether Trump abused his presidential powers and sought help from a foreign government to undermine Democratic foe Joe Biden and help his own reelection. Pelosi said such actions would mark a “betrayal of his oath of office” and declared: “No one is above the law.” Hours before Pelosi’s announcement, Dick Durbin — Illinois’ senior senator and the No. 2 ranking Democrat in the chamber — urged the House to move toward impeachment. Editorial: Pelosi’s impeachment probe of Trump provokes a grave national argument 3.) There’s a lot of talk about an ‘Illinois exodus.’ We took a closer look at the reality behind the chatter. WEDNESDAY, SEPT 25 You’ve probably heard about an “exodus” from Illinois — people fleeing the state. There are memes, a popular “Escaping Illinois” Facebook group and one man even wrote a song called “Goodbye Illinois.” Memes, however, can’t capture the complexity of population trends for an entire state or region. To better understand the reality behind the online buzz, the Tribune gathered and analyzed years of data, interviewed demographers and spoke with people who have decided to move. We came away with some interesting conclusions. 4.) A deported Army vet is back in Chicago — for now — following Pritzker clemency: ‘I have faith in God that I’m going to be able to stay home’ WEDNESDAY, SEPT 25 Miguel Perez Jr. felt like he was in a dream as he stood outside a Chicago church Tuesday surrounded by people who’d championed his return to the U.S. Perez, an Army veteran, has been living in the Mexican border town of Tijuana following his deportation last year after he served a 7 1/2-year prison sentence for a felony drug conviction. In late August, Illinois Gov. J.B. Pritzker granted Perez clemency for the conviction, opening the door for him to return to Chicago, where he grew up. But Perez’s stay in the city he considers home is temporary. 5.) Bernie Sanders and John Cusack rally with Chicago teachers as strike vote begins WEDNESDAY, SEPT 25 The Chicago Teachers Union brought some celebrity backing to its push for a new contract Tuesday evening, with actor John Cusack rallying with teachers before the evening’s headliner — Democratic presidential candidate Bernie Sanders — called for big raises for local public school educators. Sanders had already shone a spotlight on the labor strife in CPS, tweeting his support earlier this month for the CTU and another group of workers also poised for a possible walkout. Leading up to Sanders’ appearance, Elizabeth Warren and Joe Biden made similar statements of support for Chicago educators. The 25,000-member CTU embarked Tuesday on a three-day strike vote which, if the measure passes, will empower the union’s House of Delegates to set a walkout date as early as Oct. 7. Meanwhile, nurses at the University of Chicago return to work today following their first-ever strike. But it might not be the end of their clashes with the hospital. 6.) A CBD shop is suing after its landlord nixes hemp leaf logo above its Loop store WEDNESDAY, SEPT 25 Signage on a store can get tricky if there’s a hemp leaf on the logo, as one Chicago retailer is learning. The owner of CBD Kratom is suing its landlord for breach of contract, alleging it was prohibited from using its logo — a hemp leaf with the store name under it — on a sign above its new Loop store. The lawsuit comes just days after Mayor Lori Lightfoot introduced her proposed zones for marijuana retail stores when the drug becomes legal for recreational use Jan. 1. Lightfoot said much of downtown would be off-limits to stores. 7.) Doctors took a newborn baby from her parents after they refused a vitamin K shot for her. Now the couple is suing the hospital and DCFS. WEDNESDAY, SEPT 25 Angela and Brian Bougher, a suburban Chicago couple, joined several other parents in filing a sweeping federal lawsuit accusing Illinois DCFS, a number of doctors and three hospitals of violating their constitutional rights because of their refusal to allow their newborns to be given shots of vitamin K. The Boughers did not want their new baby to receive the shot, based on their beliefs that God’s creation isn’t automatically deficient or flawed at birth. They said that while Angela Bougher was being treated in the delivery room, a nurse left the room with their newborn and told the couple she was reporting them to DCFS. It took about 12 hours before getting the child back, the couple said. 8.) Remember double Dutch? Thousands are joining jump rope clubs inspired by a suburban Chicago woman’s Facebook post. WEDNESDAY, SEPT 25 A few years ago, Pamela Robinson went to a Memorial Day barbecue and brought along an old clothesline she used to jump double Dutch with in her youth. While jumping, she was reminded of simpler times, when she and her friends would jump all day.Soon after, she posted on Facebook, asking her adult friends if they wanted to come out and jump double Dutch. FIRST READ: For Pelosi, starting an impeachment inquiry was the easy part. Now comes the hard part
At the end of “The Candidate,” Robert Redford’s character asks this important question after winning an election in that 1972 movie.
“What do we do now?”
That’s the same question now facing House Speaker Nancy Pelosi after she announced a formal impeachment inquiry against President Trump over this Ukraine-whistleblower-Biden story.

Who’s in charge of the impeachment inquiry?
Pelosi yesterday said she was formally directing the House’s six committees that have jurisdiction over impeachment, oversight and other related matters to “proceed with their investigations under that umbrella,” per NBC’s Heidi Przybyla and Adam Edelman.
But what does that mean? Who’s in charge – House Judiciary Chair Nadler? House Intel Chair Adam Schiff? Someone else?
What are the actual charges against Trump?
We know this all stems from the allegations against – and admissions from – President Trump that he discussed Joe Biden and his son on a call with Ukraine’s president, and that he had withheld aid from Ukraine.
But what are the specific charges – the high crimes and misdemeanors – against Trump?
As NBC’s Pete Williams reminds us, “The term ‘impeachment’ is commonly used to mean removing someone from office, but it actually refers to the filing of formal charges.”
More from Williams: “The House impeaches. The Senate then holds a trial on those charges to decide whether the officer — a president or any other federal official — should be removed and barred from holding federal office in the future.”
What’s the timetable for Democrats?
Remember, the Iowa caucuses take place on Feb. 3 – the day after the Super Bowl (for an NFL season that’s entering Week 4).
When do House Democrats want to wrap this up?
Because the clock is ticking when it comes to the 2020 presidential election
Why this Ukraine-whistleblower-Biden story is different from the Russia investigation
So we get the similarities between this Ukraine-whistleblower-Biden story and the Russia investigation.
Allegations of election interference. Dirt on the political opposition. Charges and countercharges.
But here’s what’s different:
- There’s a whistleblower who is a potential witness.
- There is a transcript/notes of Trump’s July 25 phone conversation with Ukraine’s president.
- You have Trump administration officials who definitely sensed that something was odd on the Ukraine front, per the Washington Post (“Several officials described tense meetings on Ukraine among national security officials at the White House leading up to the president’s phone call on July 25”).
- And this is about
THIS COMING ELECTION, not the PREVIOUS presidential contest.
But maybe most importantly, this is – potentially – a much easier story for Democrats to tell, as the New York Times’ Carl Hulse puts it.
“His refusal so far to provide Congress with an intelligence official’s whistle-blower complaint as required by law, coupled with the possibility that Mr. Trump dangled American military aid as a bargaining chip to win investigation of a political rival by a foreign government, strikes them as a stark case of presidential wrongdoing.
Dems are already getting results from Trump
What’s also different about this Ukraine story is that Democrats appear to be getting immediate results from Trump – after they made it clear they were going to pursue impeachment.
“President Donald Trump said Tuesday he had authorized the release of the “complete, fully declassified and unredacted” transcript of a July phone call he had with Ukrainian President Volodymyr Zelensky,” per NBC News.
Also: “The White House is preparing to turn over the whistleblower complaint by this Thursday, according to a senior administration official.”
It’s worth asking: Had Democrats resisted impeachment again, would they be getting these results?

DATA DOWNLOAD: And the number of the day is … 13.
Thirteen.
That’s at least the number of House Democrats who currently represent districts that Trump won who have now come out for some type of action regarding impeachment, according to an NBC News count.
Of the 13, 11 have formally announced their support for the move just this week.
2020 VISION: Warren leads in another poll
First came Elizabeth Warren’s lead (within the margin of error) in the Des Moines Register/CNN poll. Then came her slight advantage (again within the MOE) in Monmouth’s New Hampshire survey.
And now Quinnipiac’s national poll shows her ahead, albeit within the margin of error.
The results: Warren 27 percent, Joe Biden 25 percent, Bernie Sanders 16 percent, Pete Buttigieg 7 percent and Kamala Harris 3 percent; no one else gets more than 2 percent.
However, Biden was ahead in last week’s national NBC/WSJ and Fox News polls.
On the campaign trail today: Elizabeth Warren holds a town hall in Keene, N.H… Bernie Sanders is in Michigan, attending a United Auto Workers picket line… Beto O’Rourke hits Pittsburgh, Pa., Warren, Ohio and Kent State University… Joe Biden appears on Jimmy Kimmel’s show… And Mark Sanford campaigns in Iowa.
Dispatches from NBC’s embeds: NBC’s Julia Jester spoke with Ohio voters in Dayton, Ohio and at Ohio State University about the Democrats’ impeachment inquiry. Some, like one student from Toledo, Ohio attending OSU said, “I’m excited to see the impeachment proceedings begin. Because I think that they’re important in protecting our national security,” and continued that impeachment could be “an opportunity to unite people.” Others cautioned that impeachment would be a “back burner” issue. While at a campaign stop in West Liberty, Iowa, Bernie Sanders didn’t rule out taking on a contested convention. NBC’s Gary Grumbach reports Sanders answered a question on a possible contested convention by saying, he is “in this race to win it” and “we are taking Trump and Republican establishment that goes without saying. We are taking on the Democratic establishment.”

The Dominoes of Impeachment Start to Topple in Sequence

“I am announcing the House of Representatives is moving forward
with an official impeachment inquiry.” With those words yesterday
evening, House speaker Nancy Pelosi knocked down the first domino in a
long line.
That last word in that sentence matters; on paper, nothing changed
with Pelosi’s words. The House Judiciary Committee had already started
an “impeachment inquiry,” but Democrats insist that this effort is
different, because it is simple.
We will get the — likely non-verbatim
— transcript of Trump’s call to Ukrainian President Volodymyr Zelenskiy
soon, but at this point, it’s almost moot. If Trump’s conversation
includes an explicit quid pro quo, despite his denials, it will create a
Category Five political hurricane, but if it doesn’t, many will insist
the quid pro quo is implied strongly enough, and it will be “only” a
Category Four political hurricane. Democrats have already gone out onto

Cannon on Sep 25, 2019 08:54 am Good morning, it’s Wednesday, Sept. 25, 2019. Forty-nine years ago today, ABC unveiled its newest show, a musically themed sitcom about a widowed mother and her five children living in the mythical California town of “San Pueblo.” In the pilot episode, Shirley Jones offers a brief voice-over while piloting a converted school bus down Hollywood Boulevard. In the briefest of cameos, Johnny Cash introduces a faux studio audience to “America’s latest success story: The Partridge Family.” With that, the show was launched on its four-year run, making stars of youthful actors Susan Dey and David Cassidy and reintroducing a new generation of television watchers to the many talents of Shirley Jones as the family matriarch. In a moment, I’ll have more on this program, along with the real-life band that inspired the idea, as well as how David Cassidy dealt with fame and fortune. In RealClearPolicy, Alfredo Ortiz writes that a bill intended to level the green-card playing field would inadvertently threaten America’s nurse supply. * * * The inspiration for “The Partridge Family” was family act named the Cowsills, who are little remembered today but were popular in the 1960s. The band featured six Cowsill siblings, and sometimes included their mother, Barbara. (Family patriarch Bud Cowsill managed them.) The kids got their start at Bannister’s Wharf in Newport, R.I., by doing Beatles covers, which was fitting. That’s because executives at the Screen Gems television production company were looking for a second hit to follow on their success with “The Monkees,” a TV show about an imaginary band that aspired to be the Beatles. Unlike the Monkees, the Cowsills were a going concern. After adding their mother to the cast they produced a string of hits, including “Hair,” “Indian Lake,” and “Love American Style.” Approached by the suits at Screen Gems, the Cowsill kids were enthusiastic about the idea for a TV show — right up until they learned that Shirley Jones, and not Barbara Cowsill, would be the on-screen mom in the show. They pulled out of the project. This was probably a mistake. Screen Gems simply hired child actors and accomplished studio musicians and proceeded anyway. As “The Partridge Family” was taking shape, another glitch arose that stemmed from family loyalty: Shirley Jones insisted that her stepson be given the role of Keith Partridge. Jones was an established film star and an accomplished singer, so her voice carried more weight in Hollywood than the Cowsill kids could muster. But Jones didn’t make her stand on nepotism. David Cassidy could sing pretty well, she told the show’s executives, and she was right. That is how David joined the show, helping make it a modest hit and launching his own career as a teen idol. But Cassidy soon began chafing at both the wholesomeness of his on-screen alter ego and the hero worship of the prepubescent female fan base that packed his concerts and made him a very rich young man. He wanted to be a serious rock ‘n’ roll star. In 1972, he gave the requisite interview with Rolling Stone, dispelling any notions he was really Keith Partridge. Cassidy posed nearly nude for the magazine, talked about group sex, and acknowledged smoking weed. None of this particularly mattered to his fan base. They loved him anyway, and continued to love him even after “The Partridge Family” was cancelled in 1974. Cassidy’s career as a teen heartthrob eventually ran its course, although over the years he continued showing up in the news (divorces, DUI arrests, various squabbles with other performers) and in the arts (Broadway shows, an ABC sitcom, movie roles and reunion concerts). I wrote about “The Partridge Family” six years ago in this space while Cassidy was still alive, ending that essay with a pithy quip from the inebriated singer after he was pulled over by a state trooper. But his death in November 2017 is a cautionary tale about the dangers of excess and addiction. When I wrote about him in 2013, he’d resumed performing and had announced his sobriety. While performing earlier that year, however, he forgotten the lyrics to songs he’d sung for 50 years and nearly fell of the stage. He put out an announcement that he was suffering from dementia. Actually, he had relapsed. Going to rehab is something of a Hollywood rite of passage and it is often used as a laugh line in send-ups of modern celebrity. Addiction is rarely funny in real life, however. It killed David Cassidy and caused his friends, fans, and loved ones much pain. “Part of alcoholism is lying,” Cassidy’s “Partridge Family” co-star Danny Bonaduce told People magazine afterward. “When you’re an addict, you know you can’t be honest with people. You say what you want them to hear. I can’t be mad at David for that, but it’s still a tragedy.” Carl M.
