View this email in your browser Tuesday, September 17, 2019 Saudi Oil Facilities Attacked On Monday, The Wall Street Journal reported that “U.S. intelligence indicates Iran was the staging ground for a debilitating attack on Saudi Arabia’s oil industry… U.S. officials shared with Saudi Arabia the intelligence reports and their assessment that Iran launched more than 20 drones and at least a dozen missiles at the Saudi oil facilities on Saturday… But Saudi officials said the U.S. didn’t provide enough proof to conclude that the attack was launched from Iran, indicating the U.S. information wasn’t definitive. U.S. officials said they planned to share more information with the Saudis in the coming days.” Wall Street Journal From the Left The left is critical of President Trump’s support for Saudi Arabia and cautions against the use of military force. On Sunday, “President Trump declared that the United States was ‘locked and loaded,’ a phrase that seemed to suggest he was ready to strike back. But then he promised to wait for Saudi Arabia to tell him ‘under what terms we would proceed.’ His message on Twitter offered a remarkable insight into the deference Mr. Trump gives to the Saudi royal family…  It was hard to imagine him allowing NATO, or a European ally, such latitude to determine how the United States should respond. But for Mr. Trump, the Saudis have always been a special case, their economic import having often overwhelmed other considerations in his mind…  “In his comments to reporters on Monday, Mr. Trump seemed intent on avoiding the perception that he was taking direction from the Saudis. If there is any response to the strikes on the oil facilities, he said, then the Saudis would play a part themselves — if nothing else, by financing it. Which, of course, made it sound like the United States was willing to be, in effect, a mercenary force for the Saudis.” Peter Baker and David E. Sanger, New York Times “The idea that the United States military would be at the beck and call of Saudi leaders was odd enough. But then Trump clarified Monday morning that it wasn’t even about us needing Saudi oil. ‘We don’t need Middle Eastern Oil & Gas, & in fact have very few tankers there, but will help our Allies!’ he said. So the ‘America First’ president who pledged a noninterventionist foreign policy is threatening to go to a war with little strategic interest for the United States because … he just wants to help?” Aaron Blake, Washington Post “Mr. Trump’s ability to respond effectively is severely limited compared to previous U.S. presidents. Few believe his pronouncements, so barring the presentation of overwhelming evidence, claims of Iranian responsibility will not persuade even close U.S. allies. European states that joined U.S. operations to secure the Persian Gulf in the past are very reluctant to do so now, because they fear Mr. Trump will drag them into a war. Even some of Iran’s foremost adversaries don’t want a conflict with Iran presided over by an erratic and unstable U.S. president, who already canceled one military strike at the last minute. The attack should not go unanswered, but the best response may not be a military one.” Editorial Board, Washington Post “The problem is that our maximum pressure is putting the Islamic Republic in a corner economically but not politically or militarily… One possibility might be for the administration to propose that the French host a meeting of the parties to the Iran nuclear deal — the five permanent members of the U.N. Security Council, as well as Germany and the Iranians — with the aim of discussing the Iranian nuclear program and the regional dangers. True, there is a risk that the United States will come under pressure to rejoin the nuclear deal or drop sanctions, but the Iranians and the other participants should also know that if this fails, a dangerous escalation could be the result… if Trump is to avoid a crisis that might soon spin out of control, he will have to act soon.” Dennis Ross, Washington Post “Whether it’s a Trump-Rouhani meeting in New York or private discussions between US and Iranian experts to lay out the parameters for meaningful negotiations, the national security team should not miss the forest for the trees: Iran is a bad actor, but by making a series of policy missteps the administration has aggravated those threats. Removing any one of those threats, starting with nuclear ones, should be a priority. Doing so will require the President to do something out of character — admit that he was wrong about withdrawing from the nuclear deal without any realistic plan to renegotiate it.” Samantha Vinograd, CNN Some argue that Saudi Arabia has “been exporting their murderous anti-Americanism for decades. Their citizens were behind 9/11 and they bear a fair amount of responsibility for the rise of ISIS as well. They’ve been fighting Yemen forever and their current war has included endless atrocities… Internally they’re as repressive a regime as you can imagine, even more so than Iran. Just recently they murdered a critic and then carved him up with a bone saw to get rid of the evidence. They are forever trying to get America to lay down American lives in their endless proxy wars against Shiite Iran… nothing Iran has done holds even a tiny candle to Saudi Arabia’s behavior.” Kevin Drum, Mother Jones From the Right The right is divided as to the proper response. Some argue that “Iran’s Sept. 14 drone attack against oil facilities in Saudi Arabia was not a mere nation-against-nation dust-up, but an assault against the global economy. As the nation with the greatest wherewithal to retaliate without escalating the retaliation into a full-scale regional war, the United States is well positioned to teach Iran a lesson it won’t soon forget… The U.S. has the capability to penetrate Iranian air defenses, cripple a few Iranian facilities with highly targeted air strikes, and leave without providing Iran an obvious target at which to hit back. Iran does not have the force-projection capabilities to strike back at the U.S.” Quin Hillyer, Washington Examiner “The game changer in international oil markets is the audacity of the attack, in its precision and exposure of the vulnerability of Saudi oil infrastructure. And now everyone knows it can happen again. This isn’t about Saudi Arabia at all. It is about American leadership and commitment to a global economic order… Pompeo and the Donald Trump administration must now follow through with ramifications for the accusation against Iran. If Tehran is responsible, they must share evidence of Iran’s culpability in the attacks. And then the United States must act, and act resolutely. To decline retribution would only embolden Iran and its Houthi allies.” Karen Young, Al-Monitor Others urge diplomatic pressure. “The U.S. has long been the guardian of the Gulf and cannot allow this sensitive region, with its ample oil reserves, to be hostage to Iranian terrorism. [But] this is not to suggest a rush to rash action. The Islamic Republic has offered us a unique opportunity to mobilize the international community against it. Iran’s remaining oil customers should be pressed to discontinue their purchases and thus their further subsidization of a regime bent on breaking international law. The theocracy’s most important vulnerability is still its weakening economy, and it is that nerve that Washington should continue pinching. Given this latest Iranian act of terror, the Trump administration may have stumbled on a unique opportunity to multi-lateralize its strategy of maximum pressure.” Ray Takeyh, Washington Examiner It’s worth noting that “American energy independence, finally realized under the policies of President Donald Trump, means ‘no blood for oil.’ And that’s true even when the world’s oil supply is threatened… America is in a stronger position now than it was ten years ago when similar geopolitical circumstances caused oil prices to skyrocket to an all-time high of $146 a barrel… right now, in coal mines and in fracking fields and on oil rigs and ocean platforms across this nation, there are millions of American energy workers whose toil and sweat mean that our energy security is sovereignty. Their labor in our energy industry means fewer of our brave military will go overseas to protect, fight, and die, for America’s interests.” Daniel Turner, Fox News “There are plenty of reasons why prudence demands the United States does not pull the trigger. For one, there is no formal defense alliance between the U.S. and Saudi Arabia, which means that we are not obligated to come to their defense. And Iran, never content with exhibiting weakness, would most certainly respond if American missiles started flying into their airspace. There is no way for President Trump to be confident that a U.S. operation against Tehran wouldn’t spiral into a full-blown war… “One of the most compelling reasons Trump should not launch an attack, however, is constitutional. Without an authorization from Congress, an attack against Iran would be illegal, unconstitutional, and a violation of separation of powers. The president may be the commander in chief, but the Congress holds the ultimate power over when and where the country goes to war.” Daniel DePetris, Washington Examiner “If a dozen drones or missiles can do the kind of damage to the world economy as did those fired on Saturday—shutting down about 6 percent of world oil production—imagine what a U.S.-Iran-Saudi war would do to the world economy. In recent decades, the U.S. has sold the Saudis hundreds of billions of dollars of military equipment. Did our weapons sales carry a guarantee that we will also come and fight alongside the kingdom if it gets into a war with its neighbors?… the nation does not want another war. How we avoid it, however, is becoming difficult to see. THIS POLITICAL PICKLE has come up in conversations with several Democratic sources over the last few days: If House Democrats impeach President DONALD TRUMP and he loses, they fear they could get blamed for a political hit job. If they don’t impeach him and he wins, they fear being blamed by the Democratic base for not doing enough. Best-case scenario: Dems are left hoping they don’t impeach him and Trump loses on his own.

TRUMP IN NEW MEXICO … GABBY ORR in Rio Rancho, N.M.: “‘You’re doing better than any state in the United States,’ he said. ‘How do I lose New Mexico? Explain that one. We’re here for a number of reasons, but we’re here because we really think we’re going to turn this state.’” POLITICO … 2016 election results

— NYT’S PETER BAKER, also in Rio Rancho: “He singled out a longtime supporter, Steve Cortes, a CNN commentator, who was present. ‘He happens to be Hispanic, but I’ve never quite figured it out because he looks more like a WASP than I do,’ Mr. Trump said.

“Shouting across the arena to Mr. Cortes, the president said: ‘Nobody loves the Hispanics more. Who do you like more, the country or the Hispanics?’ Mr. Cortes cupped his hands and shouted a reply that was hard to hear.

“‘He says the country,’ Mr. Trump interpreted for him. ‘I don’t know, I may have to go for the Hispanics, to be honest with you. We got a lot of Hispanics. We love our Hispanics. Get out and vote.’” NYT

President Trump on Monday said it “looks” as if Iran is responsible for weekend attacks on Saudi Arabian oil facilities, but he stopped short of definitively blaming Tehran and said he is not “looking” for war. “I’m not looking to get into [a] new conflict, but sometimes you have to,” he told reporters in the Oval Office. The president said he is not “concerned at all” about a potential war with Iran, adding that he’d “like to avoid it” while boasting the United States is well prepared for any scenario. Trump’s comments differed from those of Secretary of State Mike Pompeo, who said on Saturday that Iran was behind the sophisticated attacks, not Yemen’s Houthi rebels, who initially claimed responsibility. The president, suddenly faced with a new set of circumstances with Iran, said he will send his influential adviser Pompeo to Saudi Arabia to discuss next steps, a plan that appeared to open the door to international engagement before deciding what, if any, action to take. U.S. investigators arrived in Saudi Arabia to gather evidence. World leaders are scheduled to meet next week in New York for the United Nations General Assembly, and the outcome of a Tuesday election in Israel remains uncertain for Prime Minister Benjamin Netanyahu, who condemns Iran as a powerful enemy of Israel. Trump told reporters he had not pledged U.S. protection to ally Saudi Arabia.  The Hill: Trump says he wants to avoid war with Iran. Trump, who prior to the attacks said he was willing to negotiate without preconditions with Iranian President Hassan Rouhani about a new nuclear deal, is faced with suddenly more complicated terrain. He must decide how to respond to what U.S. officials on Sunday described as coordinated military strikes against Saudi petroleum facilities, which appeared from intelligence data to originate in Iran. Trump has said the United States is “locked and loaded,” but he has also stated his desire to avoid military conflict with Iran. The Associated Press: Iran’s supreme leader, Ayatollah Ali Khamenei, announced today “there will be no talks with the U.S. at any level,” according to Iran’s state TV. The remarks apparently are intended to end speculation about a possible U.S.-Iran meeting between the two countries’ presidents at the United Nations next week. U.S. lawmakers who are worried about the potential for military conflict with Tehran are on high alert, warning Trump that he would need to seek congressional approval before ordering any military action (The Hill). The New York Times: A Saudi government statement on Monday said, “Initial investigations have indicated that the weapons used in the attack were Iranian weapons.” But the Saudis stopped short of directly blaming Iran for the attack. The New York Times: Who was behind the Saudi oil attack? What the evidence shows. The Washington Post: Iran’s strategic use of drones and missiles rattles Middle East rivals. The Washington Post: Trump’s rationale for helping Saudi Arabia is not about domestic petroleum supplies, he tweeted: “We don’t need Middle Eastern Oil & Gas, & in fact have very few tankers there, but will help our Allies!” In other administration news: New York state prosecutors in late August subpoenaed eight years of Trump’s corporate and personal tax returns after the Manhattan district attorney’s office opened a criminal investigation into the role that the president and his family business played in hush money payments made in the run-up to the 2016 election, it was learned this week (The New York Times) … The president’s list of candidates to succeed John Bolton as director of the National Security Council has narrowed (Bloomberg) … New York-based Con Edison and eight other U.S. utilities filed a legal challenge on Monday to the Trump administration’s plan to cut carbon emissions from power plants, a policy to ease tougher Obama-era rulemaking (Reuters).

LEADING THE DAY

CONGRESS: As House Democrats try to juggle their legislative agenda and their ongoing push to impeach the president, they’ve been thrown a potential wrench as prominent Democrats make calls for Associate Justice Brett Kavanaugh to be impeached and removed from the Supreme Court.  Ever since The New York Times aired a new allegation of sexual misconduct against the justice over the weekend, 2020 Democrats and high-profile progressives have called for Kavanaugh to be impeached. However, as Mike Lillis reports, some House members have not made the same push. House Judiciary Committee Chairman Jerrold Nadler (D-N.Y.) poured a bucket of cold water on the idea on Monday in a radio interview, saying that the panel’s focus is on Trump and will continue to be. “We have our hands full with impeaching the president right now and that’s going to take up our limited resources and time for a while,” Nadler said. Speaker Nancy Pelosi (D-Calif.) is almost certain to be asked about it in the coming days as the House reconvenes later today, creating yet another distraction from leadership’s attempted focus on the party’s agenda. The Hill: Sen. Lindsey Graham (R-S.C.) promises Kavanaugh will not be impeached over “scurrilous” allegations.

© Getty Images  However, the distraction is unlikely to go away. Most of the 2020 Democratic presidential candidates, headlined by Sens. Elizabeth Warren (D-Mass.) and Kamala Harris (D-Calif.), who fundraised off her impeachment support on Monday, along with Rep. Alexandria Ocasio-Cortez (D-N.Y.), are calling for Kavanaugh’s impeachment.  As Niall Stanage writes, the new Kavanaugh allegation has sparked a political uproar, albeit one that has been complicated by a misstep by the Times, as it neglected to note that the woman involved is said to have no recollection of the incident, according to friends.  However, Democrats continue to express anger over Kavanaugh and point to the pre-existing allegation of misconduct by Deborah Ramirez. According to the Times, two FBI agents who interviewed Ramirez found her “credible” and the bureau had not interviewed any of the 25 people her lawyers said might have evidence to corroborate her account, rejuvenating the furor on the left over Kavanaugh.  “I think Democrats need to stand on principle. I think Democratic voters expect that, and they expect consistency,” said consultant Tara Dowdell, who also pointed out that Democrats have moved against members of their own party who have been accused of sexual misdeeds, headlined by former Sen. Al Franken (D-Minn.). Adding to the Kavanaugh news cycle, CBS News reported late Monday that Leland Keyser, one of the four people Christine Blasey Ford said were at the party where Kavanaugh allegedly assaulted her in the summer of 1982, told the Times that she doesn’t believe Ford. She also told the FBI that Ford’s allies pressured her and threatened a smear campaign if she didn’t back up her former classmate.  Politico: “Get real”: Senior Democrats shut down Kavanaugh impeachment push. > Lewandowski to the Hill: Democrats on the House Judiciary Committee are barreling toward a confrontation with the White House after setting a series of key deadlines this week for documents and witness hearings (The Hill).  Tuesday is the deadline for three potential witnesses to provide testimony and for the Department of Homeland Security to provide materials on whether the president dangled pardons to border officials. So far, Corey Lewandowski is the only witness to agree to attend the joint hearing, while former White House aides Rob Porter and Rick Dearborn are not expected to appear. According to CNN, the pair are under White House orders “that they are immune from testifying as former senior presidential advisers.” While members of the panel have framed Lewandowski’s testimony as a win, Lewandowski is expected to be a steadfast defender of the president today. Some speculate that Lewandowski may use what is projected to be a heated hearing with House Democrats as a way to raise his profile as he decides on a possible bid for the Senate in New Hampshire (The Hill). > Guns: Prospects for a bipartisan deal on gun control legislation have dimmed significantly as the president and Democratic leadership appear to be miles apart on the key issue at hand: expanding background checks.   As Alexander Bolton reports, Senate Republicans expect Trump to put forward a proposal addressing gun violence later this week, but Democrats predict it is likely to fall far short of what is needed and are already  indicating that they may not support it. Senate Democrats are putting pressure on the president to agree to a gun control bill already approved by the House. However, he has yet to even signal support for a scaled-down background check bill sponsored by Sens. Joe Manchin (D-W.Va.) and Pat Toomey (R-Pa.), leaving Democrats downcast at the possibility.  > House Dems target Secretary Chao: The House Oversight and Reform Committee launched an investigation on Monday into Transportation Secretary Elaine Chao over whether she has used her office to benefit herself and her family.   The investigation is in response to a number of reports alleging that Chao, the spouse of Senate Majority Leader Mitch McConnell (R-Ky.), has used her role in the Trump administration to boost Foremost Group, a shipping company founded by her father. Chao and McConnell have denied the reports.   “The Committee is examining your misstatements of fact, your actions that may have benefited the company in which you continued to hold shares, and your compliance with ethics and financial disclosure requirements,” Oversight and Reform Committee Chairman Elijah Cummings (D-Md.) and Rep. Raja Krishnamoorthi (D-Ill.), chairman of the Oversight and Reform Subcommittee on Economic and Consumer Policy, wrote in a letter to Chao requesting documents (The Hill).

POLITICS: The president rallied supporters in New Mexico on Monday night, arguing that his policies have made the state wealthier, particularly on the energy front, and that Democrats would reverse that positive work as they push for the Green New Deal.  “The Democrats want to completely annihilate New Mexico’s economy,” Trump said, pointing to the work on oil and gas under his administration that has increased revenue in the state. “The Democrats will never get the chance because New Mexico will never give them that chance.” The appearance was the latest by Trump in attempt to flip a blue state and expand the 2020 map. The Trump campaign has targeted New Hampshire, Minnesota, Nevada and Oregon in addition to the Land of Enchantment as they look for success beyond the states that backed him in 2016.  “It’s been quite a while since a Republican won this state,” Trump told supporters, pointing to former President George W. Bush’s 2004 victory in the state.  “I think we’re going to do great here. © Getty Images  > West Coast swing, cont.: The president arrives in California today for a two-day fundraising haul in a state that has made its opposition to the president abundantly clear and has served as the heartbeat of the opposition to his administration’s policies.  Trump will hold fundraisers in Palo Alto and Beverly Hills on Tuesday, with two more scheduled for Wednesday in Los Angeles and San Diego before he returns to Washington.  As Brett Samuels writes, Trump’s planned West Coast swing is an unusual move, as he remains deeply unpopular across parts of the Golden State and repeatedly holds it up to his supporters as a crime-filled region that has been destroyed by left-wing policies. More tellingly, he uses the state as a showcase of what the U.S. could become if he loses his reelection bid next year.  The president’s visit is certain to trigger widespread protests among residents, especially in staunchly liberal areas such as Los Angeles and San Jose, which voted overwhelmingly for Hillary Clinton in the 2016 election. But Trump’s allies and Republican strategists see a purpose beyond fundraising for trekking west. According to The Associated Press, Trump is expected to raise more than $15 million during the two-day trip. The New York Times: Age isn’t hurting 2020 Democratic leaders, to rivals’ chagrin. > Partisanship: The number of pure independent voters is dwindling sharply, leading to an increase in partisanship as the 2020 presidential race gets underway. As Julia Manchester notes, according to a Pew Research survey released in March, 81 percent of voters who describe themselves as independents actually lean toward the Republican Party or Democratic Party, while just 7 percent of Americans say they don’t lean toward a party — marking a dwindling pot of true swing voters in a general election fight.  Strategists say that tend is being reflected on the 2020 trail, where Trump is primarily focused on rallying his base and tossing out red meat for his supporters to chew on. Meanwhile, Democrats are increasingly moving to the left on issues such as health care and taxes, reflecting a more progressive and younger party as they vie for the party’s nomination. > White House contender Andrew Yang, who has relished unconventional appearances that help him break into social media and news headlines, announced on Monday that he will sit down with comedian Shane Gillis, who was fired from “Saturday Night Live” on Monday just days after he had been hired as a new cast member. Gillis lost his new job after YouTube video surfaced in which he denigrated Asians with slurs and caricatures. Gillis offered an apology, and Yang extended a media-centered olive branch the comedian accepted (Fox News).

He is competing against formidable challengers and could yet face possible criminal charges in three corruption cases after the election (Reuters). Trump, who revels in a close alliance with Netanyahu, predicted on Monday a “50-50 election” in Israel. “It’s going to be very close,” he told reporters. “[The election] is very close. I call on all citizens of Israel to come vote,” Netanyahu said today, his voice hoarse after weeks of campaigning, as he cast his ballot in Jerusalem (The Associated Press). On the eve of the election, Netanyahu promised to annex “all the settlements” on the West Bank (The Associated Press). The ruling party results on Tuesday could launch former Netanyahu deputy Avigdor Liberman to become a kingmaker on a path to one day replace Netanyahu, or cast him into political oblivion (The New York Times).

But not every state agreed to the terms. The holdouts, led by New York, say the settlement is not nearly enough, and it will take years to resolve. States are expected to try to pursue Purdue’s owners, the Sackler family, for a full reckoning (The Hill). ➔ Federal Reserve: The nation’s central bank is expected at the end of a policy meeting on Wednesday to issue its second interest rate cut in just a matter of months, lowering borrowing costs amid rising fears of a global recession. New York Times Commits Journalistic Malpractice with Kavanaugh Story The New York Times is taking heat from all sides after completely botching the roll out of a new book by two of their reporters on Supreme Court Justice Brett Kavanaugh. This weekend, the newspaper published a new allegation of sexual assault by Kavanaugh while he was in college, but conveniently omitted a key piece of information: the alleged victim of the incident didn’t remember it. It wasn’t until The Federalist’s Mollie Hemingway, who got a copy of the unreleased book, pointed out this grotesque misstep that the Times published an editor’s note with the correction. (Read her piece at The Federalist)   Conservatives were outraged at the continued baseless smears against the Justice and the fact that this latest allegation relies on former Clinton lawyer Max Stier as the source, but feminists were also incensed at a tone deaf tweet from the Times that implied the alleged sexual behavior was “harmless fun.” (Read the full story at Politico) Women’s March Madness  On Monday, the Women’s March announced that three inaugural leaders of the organization, Bob Bland, Tamika Mallory, and Linda Sarsour, who had been previously accused of repeated anti-Semitic comments would “transition off the Women’s March board.”    In short, this is long overdue. Tablet magazine first reported the allegations of the organization’s anti-Semitic roots in December of 2018, and several major sponsors back out in the weeks leading up to the 2020 march, including the DNC. When pressed to condemn Louis Farrakhan’s anti-Semitic remarks on “The View” in January, Mallory refused. Instead of digging deeper into the controversy, the mainstream media encouraged and aided the leaders public image as feminist heroes. (Read full story at the Washington Post) SNL Bends to the Mob, Fires New Cast Member Comedy continues to clash with the political correctness requirements of cancel culture. Today’s victim? Shane Gillis. One of the three new Saturday Night Live cast members that was announced last week, Gillis was fired on Monday after angry internet mobs circulated clips from his comedy podcast, accusing him of making racist, homophobic, and misogynist jokes.    SNL top dog Lorne Michaels apologized and said the show’s “vetting process was not up to our standard.” Gillis issued an apology tweet, of course. FIRST READ: In the Big Apple, a big contrast between two campaigns

Last night was a tale of two different Democratic presidential campaigns in New York City.

One – Kamala Harris’ – was raising money, appearing on MSNBC’s Rachel Maddow, as well as with Jimmy Fallon.

The other – Elizabeth Warren’s – turned out 20,000 New Yorkers in Washington Square Park.

Nine months ago, when the Dem 2020 race just started, it was unclear who was going to leave the largest mark between these two female candidates.

And it was just nine months ago when Harris turned out 20,000 for her launch in Oakland.

How things have changed.

By the way, while Warren, Joe Biden and Bernie Sanders all hit the campaign trail right after debate night in Houston, voters won’t see Kamala Harris at a public event until this Thursday in Iowa, per NBC’s Vaughn Hillyard and Deepa Shivaram.

The last time Harris held a public event was Sept. 7 in New Hampshire, where she attended the VoteVets forum ahead of the state convention – so that’ll be 12 days off the trail for her when it comes to public events. 

Instead, Harris is spending the week on a fundraising swing through the east coast, holding events in New York, Connecticut and Baltimore.

As the third quarter fundraising deadline approaches on Sept. 30, Harris faces pressure to haul in big numbers, especially after bringing in just $12 million in the last quarter.

But the last time Harris has been to Iowa? Try Aug. 12, Hillyard and Shivaram note.

The last time she was in New Hampshire? Sept. 7-8.

The last time she was in South Carolina? July 8.

Today’s repeat election in Israel

Michael Bennet, who didn’t make last week’s debate stage, is up with a new TV ad in Iowa.

Our ad trackers have Bennet with a total of $190,000 on the air to date in Iowa, trailing Tom Steyer ($4.5 million), Joe Biden ($688,000), Pete Buttigieg ($635,0000) and Kamala Harris ($562,000).

On the campaign trail today: Joe Biden, Amy Klobuchar, Tim Ryan, Tom Steyer and Andrew Yang all speak at a Philadelphia AFL-CIO summit in the City of Brotherly Love… Elizabeth Warren holds a town hall in New York City… Pete Buttigieg stumps in South Carolina and Kentucky… Beto O’Rourke visits Skid Row in Los Angeles and later participates in an equity and justice roundtable… And Yang holds a rally in Philadelphia.

Dispatches from NBC’s embeds: Four Democratic presidential candidates stumped – behind a fake tree stump – at the Galivants Ferry Democratic presidential stump yesterday in South Carolina. NBC’s Marianna Sotomayor and Jordan Jackson have the highlights from each candidate.

Klobuchar opened her speech with some friendly ribbing of the other candidates at the event, “I want to thank my opponents who are here tonight – Buttigieg, Biden, and de Blasio. Okay, what do they have in common? B, B names. And I say one thing, A comes before B.”

Buttigieg spent his time going after President Trump. Per Sotomayor and Jackson, “He ridiculed Trump for thinking he ‘can change the weather by taking out a Sharpie and rewriting the map.’ He also talked about how Trump will never build the physical border wall, but has managed to build metaphorical walls between Americans.”

Biden was “the only candidate to noticeably read from his notes, but in doing so, he managed to deliver his stump speech succinctly and passionately.” Biden then said his campaign isn’t just a campaign to beat Donald Trump, but “this has to be a movement, rounded in the values and ideals that define this nation at its best.”

And Bill de Blasio had a bit of a hard time following the former vice president. Per our embeds, “The moment Biden walked off the stage, de Blasio lost the crowd. Rows of people filed out after the former VP left and people who stayed to mingle were talking so loudly, they drowned de Blasio out at times. The interest clearly was not there.”

Happy Constitution Day. Yes, it was 232 years ago — doesn’t it only seem like yesterday? — that America’s Founding Fathers signed the document with that stunningly eloquent three-word preamble: “We the People.” Although the definition of “we” has expanded over time, as it had to — thus confirming the Framers’ foresight — it is more fashionable today to focus on the Framers’ gender and race than their genius.  You can have a popular Broadway show assailing the U.S. Constitution, which seems odd, but that’s a nod to the Founders, too, as the First Amendment attests. Governments that give voice to the people are always going to be restive, even contentious, as National Aeronautics and Space Administration officials discovered 43 years ago. Moreover, it is often the people, not the experts or the government, who are proven right. So it was on this date in 1976 when the first space shuttle was unveiled in the California desert. It was America’s bicentennial, which President Gerald R. Ford had been honoring in a series of speeches that year, and NASA officials believed that their choice of a name for the first ship in the fleet — the Space Shuttle Constitution — would be right up the president’s alley. They were mistaken, as we’ll see in a moment. What’s the Biggest Problem With Americans’ Diet? RealClearScience editor Ross Pomeroy has the answer, and it’s not too many calories or too little protein.  * * * Although I’ve written previously about the naming of NASA’s first space shuttle, this bit of Americana has never seemed so timely as it does now. “Space Shuttle Constitution” would have been a fine name, and NASA’s decision to unveil it on Sept. 17, 1976, was a deft public relations touch. And yet, a couple of weeks before the “reveal,” White House officials let it be known that the prototype’s name was being changed to the Space Shuttle Enterprise. But why? “Space, the final frontier,” intoned the narrator on many an episode of the iconic “Star Trek” television series (and, later, movie series). The mission of the Starship Enterprise, audiences were told, was to explore strange new worlds, seeking out new life and civilizations, and “to boldly go where no man has gone before.” It was evocative phrasing, more Hollywood than science, or so one might have thought. But the language, which appeared in the very first show that aired on Sept. 8, 1966,  was borrowed from a 1958 White House report called “Introduction to Outer Space,” commissioned and signed by Dwight D. Eisenhower and prepared by the president’s science advisory committee. It began by posing a simple question: “What are the principle reasons for undertaking a national space program?” The report then answered that question, laying out four factors, starting with the “compelling” urge of human beings to explore the unknown — to “go where no one has gone before.” As for “the final frontier,” that wording evoked the “New Frontier,” the catchphrase used by John F. Kennedy, the president with whom Americans mostly closely associate the U.S. space program. Another president, Jerry Ford, was in office at the time the space shuttle program was coming on line — and it was Ford himself who evidently picked the name “Space Shuttle Enterprise.” “Enterprise is most definitely a unique machine, right down to the origin of its name,” NASA says in its official accounting of the prototype. “It was originally to be named Constitution, but viewers of the popular TV show ‘Star Trek’ started a write-in campaign urging the White House to select the name Enterprise.” This was before the Internet, mind you, but the Trekkies were well organized. An estimated 400 magazines and bulletins existed for fans of the television show, which ran on NBC from 1966-1969. The network tried to cancel it after a second season, but was dissuaded in part by a spirited letter-writing campaign initially organized at Cal Tech. Still, the show’s ratings were low by the standards of the time (now it would be a huge success) and it was canceled after three seasons. But as the program went into syndication and another generation of tech-savvy Americans came of age, “Star Trek” developed a cult following. That is how, a decade after it first aired, 1970s Trekkies ginned up a second letter-writing campaign promoting the name Enterprise. At the White House, there were other considerations as well. For starters, the space shuttle program was envisioned as an international effort. Transnational cooperation was supposed to be more salient a theme than American Exceptionalism. In other words, the Starship Enterprise, with its multicultural and multinational crew, was perhaps a better symbol than the U.S. Constitution. Still, “Enterprise” certainly passed patriotic muster. It was a storied name in U.S. Navy lore: starting with a Revolutionary War sloop by that name and continuing through World War II. In the Pacific, the “Big E” was an aircraft carrier with such a fearsome reputation that the Japanese reported three times that they had sunk her. (They never did, and the USS Enterprise helped win the battles of Midway, Guadalcanal, and Leyte Gulf. The ship was retired in 1947 as the most decorated American vessel in naval history.) A subsequent nuclear-powered aircraft carrier of the same name was commissioned in 1961. President Ford never commented publicly on the Trekkies’ write-in campaign, although he did tell NASA administrator James D. Fletcher that he served in the Pacific aboard a Navy ship that serviced the Big E. “I’m a little partial to the name Enterprise,” he said. And so it was done. For its part, NASA did not attempt to hide the influence of “Star Trek.” fans. Quite the opposite. At the Sept. 17, 1976 unveiling of the first space shuttle, NASA officials, astronauts, and politicians, were joined by the original “Star Trek” cast members outside the Palmdale, Calif., manufacturing facility with the program’s theme music soaring through loudspeakers. Among those present were series creator Gene Rodenberry and Leonard Nimoy, who portrayed Mr. Spock, along with DeForest Kelley (Dr. McCoy), George Takei (Mr. Sulu), James Doohan (Chief Engineer Montgomery Scott), Nichelle Nichols (Lt. Uhura), and Walter Koenig (Ensign Pavel Chekov). Over the next generation, America’s shuttle program would experience not one but two tragedies. And despite two major retrofitting efforts, the Enterprise itself would never fly in space. That would have been true had the maiden airship been named the Constitution, and it would have been apt as well. The U.S. Constitution — the document, I mean, not the proposed space shuttle — wasn’t a perfect instrument, either. It, too, has required numerous repairs and refittings. We know them as amendments and judicial interpretations. Even then it has taken civil war and civic strife and endless (and ongoing) national discourse to make the thing work. We aren’t done yet. Like the Starship Enterprise, the Constitution sought to boldly go where no one had gone before. Who said it would be easy?  Carl M.
