Wednesday, August 21, 2019 Planned Parenthood Exits Title X Program “Planned Parenthood said on Monday it was withdrawing from a federal program subsidizing reproductive healthcare for low-income women after the Trump administration banned participants in the program from referring women to abortion providers… the policy [also] requires financial and physical separation between facilities funded by Title X and those where actual abortions are performed.” Reuters Under the new rule, “Health professionals are free to provide non-directive pregnancy counseling, including counseling on abortion, and are not prohibited in any way from providing medically necessary information to clients. The Final Rule does NOT include the 1988 Regulation’s prohibition on counseling on abortion – characterized by some as a ‘gag rule’ – but neither does it retain the mandate that all grantees MUST counsel on, and refer for, abortion. Referral for abortion as a method of family planning is not permitted, because the statute written by Congress prohibits funding programs where abortion is a method of family planning.” HHS.gov From the Left The left is critical of the new rule and argues that it amounts to a gag rule that prevents doctors from providing relevant information to their patients. “The stand-off is a case study in how extreme the tactics of the abortion debate have become. The Trump administration is openly dedicated to kneecapping health-care providers that perform abortions, and Planned Parenthood is its biggest target. Planned Parenthood, meanwhile, would rather take a huge financial hit and wage a high-profile fight with the Trump administration than change its practices. In this political environment, any money or policy that comes close to touching the abortion issue is fair game for war, no matter how many people lose access to health-care services as a result.” Emma Green, The Atlantic “This is devastating news for the patients who rely on the clinics that have chosen to withdraw from the program, which serves roughly 4 million people (40% of them through Planned Parenthood facilities). Planned Parenthood says it does not plan to close any clinics just yet, but it’s likely to cut back its hours of service. That means contraception and other reproductive healthcare will be harder to come by, particularly in rural areas where the Title X withdrawal will have the most impact. Nor do industry experts believe other community health clinics will pick up the slack, as the Trump administration has predicted. Even if those clinics were willing to try, it would take years for the ones already serving broad populations to be able to take on hundreds of new reproductive care patients.” Editorial Board, Los Angeles Times “They claim this isn’t a gag rule, but given how broadly the new Title X guidelines are written—‘A Title X project may not perform, promote, refer for, or support abortion as a method of family planning’—most providers consider themselves gagged because they can’t risk losing their federal funding over any discussion of abortion… A 2019 report from the Guttmacher Institute put it bluntly: ‘The Trump administration is seeking to transform Title X from an agent of reproductive autonomy to a tool of government-sponsored reproductive coercion.’” Melissa Gira Grant, New Republic “Planned Parenthood and other reproductive health providers were given an impossible choice: They could have continued to receive Title X funds, but that would have required them not just to stop providing the safe, legal abortions to which American women are entitled but to refuse to even tell women where they could get legal abortion procedures. That’s an unconscionable encroachment on free speech; it effectively gags doctors and nurses from giving patients accurate information about their completely legal health care options… “Contraception isn’t just about preventing pregnancy. When women can make their own decisions about their own bodies and reproductive lives, they are more financially secure. They are physically safer. They have more room to grow and achieve what they want. This is what Title X, and Planned Parenthood, fight for: a universe in which women are the primary decision-makers about their own lives and their own bodies.” Jill Filipovic, CNN From the Right The right supports the rule and criticizes planned parenthood for prioritizing abortion over women’s healthcare. “The regulation not only allows doctors to ‘mention’ abortion, it allows ‘nondirective counseling on abortion’ — that is, counseling that doesn’t push a pregnant woman toward an abortion… Is Planned Parenthood really giving up $60 million in federal funding simply because it would have to tell clients to Google the phone number of nearest abortionist, who is often operating down the hall? What’s much more likely is that Planned Parenthood would never comply with the regulation because it also requires physical separation between abortion facilities and grantees that provide contraception under Title X… “Planned Parenthood is free under the regulation to provide abortion counseling, but it doesn’t want to separate its contraception business from its abortion business, as required by the statute establishing Title X. evidence not that the Trump administration has gutted Title X but that
Planned Parenthood has gutted its own ability to provide health care in

serious about women’s health, they would’ve chosen to maintain federal
funding, adapting to the rule and financially distinguishing abortion
procedures from the rest of the group’s work.”

counseling or referrals but stick to contraception, which is Title X’s

term, but that would be within Planned Parenthood’s power to fix by complying with the rule.”

conservative. She envisioned Planned Parenthood transcending partisan
politics and finding common ground, but that was seen as ‘mission creep’
by the board and entrenched staff. What exactly is your mission
if ‘work[ing] to change the perception that Planned Parenthood was just
a progressive political entity and show that it was first and foremost a
mainstream health care organization’ constitutes mission creep?”

A FEW DATA POINTS TO PONDER WHEN CONSIDERING HOW MUCH TO PAY ATTENTION TO THE WHITE HOUSE …
— THE WSJ reported a few days ago that the president was looking to buy Greenland. The White House brushed it aside, saying it was just idle chatter, and then President DONALD TRUMP said: “It’s not No. 1 on the burner, I can tell you that.” The president also said bluntly: “We’re going to Poland and then we may be going to Denmark — not for this reason at all.”
THEN TUESDAY NIGHT, the president pulled out of a trip to Denmark, because the prime minister said Greenland wasn’t for sale.
— THE WASHINGTON POST reported Monday evening that the White House was considering pushing for a payroll tax cut to juice the economy. Shortly after that, the White House said to ignore the chatter, because there were many ideas floating around, and this was no more serious than any of the other proposals bouncing around the building. Then the president said this Tuesday: “Payroll taxes — I’ve been thinking about payroll taxes for a long time.”
— THE PRESIDENT said for a week or two that he was serious about bucking his party and pushing Congress to create a new background-check system for gun purchases. He said he was going to listen to both Republicans and Democrats and get something done in the wake of the tragedies in Dayton and El Paso. Then on Tuesday, he called the NRA’s Wayne LaPierre and told him he would not be pushing for new background checks, The Atlantic’s Elaina Plott reported.
IF THE PRESIDENT MAKES A PROCLAMATION and then reverses, what is the use of the proclamation in the first place?
WE DID A ROUND OF PHONE CALLS Tuesday to people in Hill leadership and at the White House to find out how seriously we should be taking the payroll tax idea. The answers ranged from “not seriously” to “no one has any information on it.”

— WAPO: “Trump postpones Denmark trip after prime minister declines to sell him Greenland,” by Felicia Sonmez, Anne Gearan and Damian Paletta: “People familiar with the president’s interest in Greenland said he had been talking about the potential purchase for weeks.
“Senior administration officials had discussed the possibility of offering Denmark a deal in which the United States would take over its annual $600 million subsidy to Greenland in perpetuity, said two people familiar with the talks who were not authorized to reveal the internal deliberations. They also discussed giving Denmark a large one-time payment as well to incentivize the transfer, the people said.” WaPo
— CNN’s @kylieatwood: “Trump & Macron spoke over the phone today & agreed they wanted to invite Russia to the G7 next year, a sr admin official said. Trump is expected to broach the topic w/ world leaders at the G7. Today Trump told reporters it would be ‘appropriate’ for Russia to re-enter G7.”
— THEY’RE BACK! … WAPO’S PAMELA CONSTABLE in Kabul and KAREN DEYOUNG: “The U.S. is nearing a deal with the Taliban. But another major threat looms in Afghanistan: The Islamic State”: “The official government line here is that the Islamic State has been defeated.
“The local branch of the extremist Sunni militia, Afghan officials say, has been corralled into a mountainous area near the Pakistani border by Afghan and U.S. forces and can no longer control populated areas. They say it has been reduced to staging suicide attacks against ‘soft’ targets, like the wedding party bombing here on Saturday that killed 63 people and wounded 190. …
“But local leaders in the border provinces of Nangahar and Konar tell a different story. They say Islamic State forces continue to terrorize villagers in areas under their control, forcibly recruiting boys and banning girls from school. They and U.S. officials say that Taliban and Islamic State forces have continued to fight each other, but that they also fear that some Taliban fighters will join the more ruthless Islamic State forces if Taliban leaders make a deal with U.S. officials.” WaPo

Kushner deserves some credit for fresh thinking about how to attract investment to the West Bank, but he lapsed into magical thinking when he allowed all the diplomatic features of his plan to be dictated by the political needs and desires of Prime Minister Benjamin Netanyahu of Israel.” NYT

“Trump’s claim triggered a quick uproar from critics who said the president was trading in anti-Semitic stereotypes. It came amid his ongoing feud with Democratic congresswomen Ilhan Omar of Minnesota and Rashida Tlaib of Michigan, both Muslim.

President Trump threw some curveballs at
Congress on Tuesday, softening his already tentative push for tougher
bipartisan measures to thwart mass shootings and reviving his enthusiasm
for economic stimulus through tax cuts, even as he insists the go-go
economy is not heading toward recession.
Enactment of gun restrictions and adoption of major new tax
cuts are each seen as highly unlikely before next year’s elections,
especially without intense commitments from Trump to cut politically
dicey deals with Congress.
Bucking his conservative base on expanded gun background
checks poses political risks, and the president sounded on Tuesday like a
candidate who was disinterested in adding risk to his reelection
terrain. On cutting taxes, Trump is in a bind. He’s told supporters the
U.S. economy is in great shape, yet he’s nervous enough about a downturn
to express enthusiasm for slashing payroll or capital gains taxes, both
non-starters in a House led by Democrats.
Speaker Nancy Pelosi (D-Calif.) last week
called the House back early to work on Sept. 4 to dive into tougher gun
measures, and members of the Senate on both sides of the aisle are
working to draft legislation to promote “red flag” laws, which permit
law enforcement to confiscate weapons from people who may be a threat to
themselves or others. It’s unclear if the GOP-led Senate will put any
gun measure on the floor without Trump’s forceful advocacy.
The odds of that seemed to fade as the president, pressured
by the National Rifle Association, mused aloud about a legislative
“slippery slope” that could undercut the GOP’s solidarity behind gun
rights. Trump’s comments retreated from remarks he made immediately
after shootings earlier this month in El Paso, Texas, and Dayton, Ohio,
when he said he could support “intelligent” gun background checks and
advocated addressing mental illness.
“A lot of the people that put me where I am are strong believers in the Second Amendment and I am also,” the president said in the Oval Office on Tuesday, noting he’s been reminded of concerns from his base. “They call it the slippery slope, and all of a sudden everything gets taken away. We’re not going to let that happen,” he said (The Hill). The Hill: Hobbled NRA shows strength with Trump. The Atlantic: Trump on Tuesday phoned the NRA’s Wayne LaPierre to say universal background checks are off the table, adding he wants to focus on “increasing funding” for mental-health care and directing attorneys general across the country to start prosecuting “gun crime” through federal firearms charges. The New York Times: After lobbying by gun rights advocates, Trump sounds a familiar retreat. The Washington Post: Parkland, Fla., students unveil a sweeping gun-control proposal and ambition for a youth voting surge in 2020. Niall Stanage: Polls flash warning signs for Trump. Much more appealing to the president’s GOP supporters, especially if the economy contracts, might be talk of lowering tax burdens. A day after the president’s aides tried to tamp down reports that cutting payroll tax cuts was under serious discussion at the White House, Trump said it was indeed an idea under serious discussion, at least this week. He also mentioned his long-running enthusiasm for lowering taxes on capital gains (The Hill). Trump said he might not need Congress to index capital gains to inflation (Reuters). The president’s interest in building tax-code fortresses against potential political jeopardy could influence his fall agenda with Congress. One idea Trump resists: retreating from U.S. tariff punishments against China, which most economists agree contribute to slower U.S. economic growth. Those economic fears could give China greater leverage in negotiations. Beijing has warned that if the U.S. doesn’t lift the tariffs, China will continue to retaliate through the election, and it has already imposed retaliatory tariffs and stopped buying U.S. agriculture products (NBC News). POLITICS & CAMPAIGNS: Democratic
presidential candidates have one week remaining to meet the Democratic
National Committee’s rules to qualify for the debate stage Sept. 12 and
Sept. 13 in Houston, moderated by ABC News and Univision.
Ten have already made the cut by meeting polling and grassroots fundraising thresholds: Former Vice President Joe Biden, New Jersey Sen. Cory Booker, South Bend, Ind., Mayor Pete Buttigieg, former Housing and Urban Development Secretary Julián Castro, California Sen. Kamala Harris, Minnesota Sen. Amy Klobuchar, former Texas Rep. Beto O’Rourke, Vermont Sen. Bernie Sanders, Massachusetts Sen. Elizabeth Warren and entrepreneur Andrew Yang (CNN).
What’s tough about the third round of primary debates?
Candidates need to show contributions from at least 130,000 individuals,
coming from at least 400 unique donors in 20 or more states. They also
need to reach 2 percent in at least four DNC-approved polls before the
Aug. 28 deadline.
The debate chase is one factor behind the summer obsession with early polling. Jonathan Easley and Max Greenwood report
that new surveys suggest the strength of Sanders’s campaign is being
underestimated. Sanders is clearly in the race nationally and in early
voting states with Biden and Warren. The newest surveys also suggest his
breadth of support is more diverse than Warren’s base; Sanders does
better with blacks and Hispanics and with voters without a college
degree.

And speaking of polling, Biden is enjoying a rebound in
CNN’s latest survey, showing a double-digit lead over the rest of the
Democratic field. The former vice president is at 29 percent, with
Sanders at 15 percent and Warren at 14 percent. Why is his lead
noteworthy? Because Biden has climbed, while Sanders and Warren have
remained in place compared with their respective standings early in the
summer (CNN).
In other political news … Rep. Lauren Underwood
(D-Ill.) on Tuesday announced support for an impeachment inquiry,
becoming the second House Democrat representing a district carried by Trump in 2016 to back the move (The Hill) … California’s Harris,
under pressure from progressives, will participate in a Sept. 4 town
hall event focused on climate change and hosted by CNN, shifting her
scheduling commitment to a donor event (The Hill) … Warren on Monday met her doppelgӓnger, Stephanie Oyen, at a St. Paul, Minn., rally and the two had some fun with the head-turning likeness (check out the photo) (The Hill) … Seeking to overcome resistance from Senate Majority Leader Mitch McConnell
(R-Ky.) to allowing election security legislation to come to the Senate
floor, Republicans for the Rule of Law launches a series of ads today

WHITE HOUSE & ADMINISTRATION: The president did a lot of talking on Tuesday. Here’s a recap: Trump on Tuesday canceled an official state visit to Denmark in early September after its prime minister rebuffed his interest in buying Greenland. “Denmark is a very special country with incredible people, but based on Prime Minister Mette Frederiksen’s comments, that she would have no interest in discussing the purchase of Greenland, I will be postponing our meeting scheduled in two weeks for another time,” Trump tweeted. “The Prime Minister was able to save a great deal of expense and effort for both the United States and Denmark by being so direct. I thank her for that and look forward to rescheduling sometime in the future!” (The Hill). Danes expressed shock and disbelief following the U.S. president’s abrupt decision (Reuters). Trump on Monday tweeted a mock composite photo of a high-rise Trump tower overlooking the sea along Greenland’s coast. “I promise not to do this to Greenland!” he wrote. The Washington Post explains how Trump became tantalized by a U.S. purchase of Greenland, a self-governing territory within Denmark, as a large real estate deal. The president railed at Jewish Americans who vote for Democrats. “I think Jewish people that vote for a Democrat — I think it shows either a total lack of knowledge or great disloyalty,” Trump told reporters in the Oval Office. The president and the GOP have sought to win over Jewish voters from the Democratic Party by criticizing statements by Reps. Rashida Tlaib (D-Mich.) and Ilhan Omar (D-Minn.), the first two Muslim women elected to Congress. Both have criticized Israel’s government. “Where has the Democratic Party gone?” Trump added. “Where have they gone … where they’re defending these two people over the state of Israel?” (The Hill). In Israel, Prime Minister Benjamin Netanyahu declined to comment (Reuters). In the United States, Jewish groups J Street and the American Jewish Committee were part of a chorus that denounced the president’s remarks (The Hill). Trump repeated he’d like to see Russia included again in the Group of Seven (G-7) industrialized nations, returning to the Group of Eight format from which Russia was disinvited in 2014. Leaders of G-7 nations meet in southern France next week (The Hill). Trump said he may nominate John Sullivan, deputy secretary of State, to be the next U.S. ambassador to Russia, succeeding Jon Huntsman, who announced on Aug. 7 that he would resign as the top U.S. diplomat in Russia after two years in the Trump administration. Huntsman is expected to leave the post in October, and there’s credible speculation that he wants to run for governor in Utah (The Hill). Attorney General William Barr will be in Dallas today with Sen. John Cornyn (R-Texas), who is seeking reelection, and other officials to discuss efforts to reduce violent crime in the city’s neighborhoods. Barr will also tour a boxing gym staffed by the Dallas Police Athletic League and take questions from the news media at 2:45 p.m. The Federal Reserve at 2 p.m. will release its minutes from the July Federal Open Market Committee meeting. Economic indicator: The National Association of Realtors reports at 10 a.m. on existing home sales in July. Analysts have been closely monitoring a softening housing market this summer. |

➔ Banks: U.S. banking regulators on Tuesday bowed to financial institutions by easing trading regulations applied to Wall Street banks, known as the “Volcker Rule,” handing them one of their biggest wins under the Trump administration. It took less than a decade of methodical lobbying by financial institutions to secure lighter restrictions than those enacted with the 2010 Dodd-Frank financial reform law enacted in response to the 2008 financial meltdown. The revamped rule drew criticism from consumer activists and Democratic lawmakers who warned of potential risks to taxpayers (Reuters). The Office of the Comptroller of the Currency and the Federal Deposit Insurance Corporation amended the “Volcker Rule,” which originally was devised to ban lenders that accept U.S. taxpayer-insured deposits from investing those deposits for their own gain. The original restriction (now scrapped) forced banks to prove that their short-term trades — those held for less than 60 days — were allowable under the law. Banks complained that the provision was burdensome and restricted legitimate trading (The New York Times). ➔ Italy: Prime Minister Giuseppe Conte announced his resignation on Tuesday and accused League party chief Matteo Salvini, his own interior minister, of sinking the government’s ruling coalition and endangering the Italian economy for personal and political gain (Reuters). The Economist called it a “bombshell,” albeit one that was anticipated, adding that no one knows what comes next. … Meanwhile, Spain ordered a naval vessel on Tuesday to the Italian island of Lampedusa to bring migrants stranded there on a rescue boat to Mallorca after some jumped overboard, amid a prolonged stand-off with Italy’s government. Meanwhile, the Virginia Zoo in Norfolk announced this week that Masu, a 3-year-old red panda that came from Denver two years ago, delivered triplets in June, two males and a female, each now weighing a pound. President Expresses Confidence in Volatile Economy “Trump was clear he didn’t think the nation is at risk of a recession, and that a boom was possible if the Federal Reserve would slash its benchmark interest rate. ‘We’re very far from a recession,’ Trump said. ‘In fact, if the Fed would do its job, I think we’d have a tremendous spurt of growth, a tremendous spurt.’… Trump faces something of an inflection point on a U.S. economy that appears to be showing vulnerabilities after more than 10 years of growth. Factory output has fallen and consumer confidence has waned as he has ramped up his trade war with China. In private, Trump and his advisers have shown concern that a broader slowdown if not an outright recession could arrive just as he is seeking reelection based on his economic record.” But the President also acknowledged that his trade war with China may have hurt some American producers and consumers. Read more over at Associated Press. 2020 Updates New updates in the 2020 Democratic race look good for Elizabeth Warren and bad for Kamala Harris, with Biden holding steady and Buttiegieg making a surprising showing in a straw poll. Elizabeth Warren drew a large crowd in St. Paul, Minnesota, where she spoke to thousands of supporters about her proposed wealth tax and immigration, among other issues. Donald Trump narrowly lost the traditionally-Democratic state in 2016, and hopes to put it in play in 2020. In other election news, Biden and Buttigieg, as well as Democrats vis-à-vis Republicans more generally, made a strong showing at the Iowa Fair’s Cast Your Kernel straw poll. Am I the only one who loves the fact that we still have political traditions like this? NYT’s 1619 Project Strongly Critiqued Between this project, the NYT staff conversation that leaked, and the focus of most of the Democratic candidates, it looks like one of the central narratives of the 2020 election will be race and its role in American history and institutions. In this BRIGHT editor’s humble opinion, it’s about time we confronted this divide: was America ever great? Increasingly, right and left do not answer this question – so central to citizenship itself – the same way. It’s time for some trends I hate. Dad sneakers. A couple years ago it suddenly became cool to dress like a 60-year-old tourist, and for the life of me, I can’t figure out why. If you want a comfy sneaker to go with your outfit, try a sleek-profiled leather option like these. Biker shorts. These are not flattering. They are not cool. They do not go with your suit jacket. They look like you forgot your pants at the gym. I don’t care that Kim K is a big fan, just stop. Over-the-top casual athleisure.This started as an equally-odious guys’ trend; the aptly-chosen “scumbro” tag has been applied to celebs like Justin Bieber and Diplo. But model Bella Hadid is also a big fan, as can be seen with this street-style selection of a ripped Nike sweatshirt paired with hideous track pants. Intense animal prints. I’ve been slowly convinced that leopard print retains a certain classic allure, but the rest of these super-popular animal prints, from zebra to snakeskin, just strike me as way too busy, especially when given a saturated color makeover. Mules. I actually love mules – this beautiful list of them in Vogue contains some drool-worthy options – in theory. In practice, they are constantly falling off my feet. Y’all know I’m a heel queen and not one to complain about discomfort in exchange for style, but I cannot for the life of me figure out how to walk like a semi-normal human in this type of shoe. FIRST READ: Whiplash in the West Wing
It’s Year 3 of Donald Trump’s presidency, and his behavior in office isn’t getting better.
Instead, it’s getting worse.
On Tuesday night, the president said he was cancelling a trip to Denmark – a U.S. ally – because it wouldn’t sell Greenland to the United States.
(Who else thought the Greenland story was a joke when they first saw it?)
“Denmark is a very special country with incredible people, but based on Prime Minister Mette Frederiksen’s comments, that she would have no interest in discussing the purchase of Greenland, I will be postponing our meeting scheduled in two weeks for another time,” Trump tweeted.

And just hours earlier, in discussing Reps. Ilhan Omar and Rashida Tlaib being denied entry into Israel, Trump said this about American Jews: “I think any Jewish people that vote for a Democrat, I think it shows either a total lack of knowledge or great disloyalty.”
This is no way to run a country. Or to talk about its citizens.
Or to treat an American ally.
Everyone who works in Washington knows this. Staff members at the White House know this. Top officials inside the Republican Party know this.
Yet here we are.
Talk about mixed messages
By the way, it’s hard to take anyone seriously – let alone a presidential administration – when you say one thing and then say another just a day or two later.
Consider these statements, as Politico noted this morning:
Trump on Sunday: “We’re going to Poland and then we may be going to Denmark — not for this reason at all [to purchase Greenland]. But we’re looking at it. It’s not number one on the burner.”
Trump on Tuesday night: “Denmark is a very special country with incredible people, but based on Prime Minister Mette Frederiksen’s comments, that she would have no interest in discussing the purchase of Greenland, I will be postponing our meeting scheduled in two weeks for another time….”
The Trump White House on Monday: “A White House official said more tax cuts were on the table, ‘but cutting payroll taxes is not something that is under consideration at this time.’ Another senior administration official cautioned that a payroll tax cut was not under serious consideration.”
Trump on Tuesday: “Payroll tax is something that we think about and a lot of people would like to see that, and that very much affects the working — the workers of our country.”
If you’re not supposed to believe half of what the president or his administration says, then what’s the half you’re supposed to believe?

79 percent.
That’s the share of Jewish voters who reported voting for Democratic House candidates in the 2018 midterms, compared with just 17 percent who voted for Republicans, according to exit polls.
In the 2016 presidential election, 71 percent of Jewish voters supported Hillary Clinton, while just 23 percent voted for Trump.

2020 VISION: Turn the radio up – for that sweet sound
Pete Buttigieg’s campaign is going up with two radio ads in Iowa that emphasize rural America.
“When the President gets on Twitter to brag about the high-stakes game he’s playing with China, he’s not seeing the same rural America that I see,” Buttigieg says in one ad.
And here’s Buttigieg in the other: “As a veteran of the war in Afghanistan, I saw firsthand the sacrifice made by those in uniform…and I noticed how many of them came from places that look a lot more like South Bend than the big coastal cities,” he says. “It’s one reason that the Buttigieg Plan will expand opportunities for veterans — providing those who’ve served with two weeks of training on what it takes to start a small business…followed by a $10,000 grant to help transform a good idea into a successful company.”

Dispatches from NBC’s embeds: Bernie Sanders responded to President Trump’s comments regarding American Jews voting for Democrats while at a campaign rally in Sioux City, Iowa.
NBC’s Gary Grumbach reports his remarks: “If you are Jewish, I gather, to be a loyal American, you gotta vote for Donald Trump and Republicans. Well, let me say this to the president: I am a proud Jewish person, and I have no concerns about voting Democratic. And in fact, I intend to vote for a Jewish man to become the next president of the United States.”
John Delaney spoke at the Native American Presidential forum where, as NBC’s Benjamin Pu reports: Delaney may have hurt his case with Native American voters. When asked by an indigenous reporter if he’d commit to issuing a presidential apology to the Native American community, Delaney responded, “I haven’t thought at all about this notion of a general apology, and it’s not something I had thought about. So I obviously do support specific apologies, because I went on stage and that’s one of the first things I said as that the fact that the Congress of the United States in the 70s actually officially apologized for that massacre, so I obviously support apologies around specific situations. But I have no perspective on a general apology.”

08/21/2019 Share: Carl Cannon’s Morning Note Leaving Afghanistan? Sanders and ‘Ethnocide’; Boos and Beer By Carl M. Cannon on Aug 21, 2019 09:39 am Good morning, it’s Wednesday, Aug. 21, 2019. Seventy years ago today, with his team trailing 4-2 in the 9th inning against the New York Giants, Philadelphia Phillies centerfielder Richie Ashburn made a spectacular diving catch on a line drive from Giants first baseman Joe Lafata — or at least Ashburn thought he did. Neither team was in contention at the time, the National League pennant race that year being a two-team race between the Brooklyn Dodgers and the St. Louis Cardinals. Nor was there any particular rivalry between Ashburn and Lafata. The former was a budding 22-year-old star at the dawn of a Hall of Fame career. Lafata was a 28-year-old journeyman in his second (and last) season in the major leagues. The game of baseball is egalitarian that way. Even though Ashburn was a brilliant defensive outfielder and Lafata couldn’t hit a lick, on this day in this inning, the centerfielder couldn’t quite get his glove under the ball. I must quickly add that Ashburn vehemently disagreed. He thought he made the play. First base umpire George Barr didn’t see it that way: He ruled it a trap, not a catch. Although Ashburn’s coaches and teammates sided with their centerfielder, in the days long before instant replay the only opinion that carried any weight was the umpire’s. This being Philadelphia, the cradle of liberty, fans joined the debate. A soda bottle came flying from the stands. Then another. And another. The bottles were soon joined by cans, newspapers, even vegetables. The umps put up with the barrage for about 15 minutes until crew chief Al Barlick had enough. He called the game, awarding a forfeit to the Giants, which means the official score of the Aug. 21, 1949 game in Philadelphia’s Shibe Park was 9-0. I’ll have more to say on this episode — and how it relates to participatory democracy — in a moment. In RealClearMarkets, Allan Golombek argues that President Trump’s actions have provided a textbook example of the costs of protectionism. * * * It’s easy to make fun of Philadelphia sports fans. I’ve done it myself. Where else are the hometown stars routinely booed? Phillies fans jeered at America’s first hand transplant recipient while he was throwing out a ceremonial first pitch. Eagles fans pelted Santa Claus with snowballs and cheered when a Dallas Cowboys player lay on the turf with a career-ending neck injury. The ugliest incident I know of was the drunken Phillies fan who deliberately vomited on an 11-year-old girl and punched her father. It sounds like a joke, but it’s literally true: In surveys gauging the worst fans in professional sports, the City of Brotherly Love holds both the No. 1 and No. 2 spots — Phillies fans followed by Eagles fans. “Some of those people,” Pete Rose once quipped, “would boo the crack in the Liberty Bell.” It’s a good line, but I’m not going to let it be the last word. “City of Brotherly Love” may seem like an overreach on the part of civic marketers, but that’s actually what “Philadelphia” means in Greek. It was William Penn’s aspiration more than his promise. But Philadelphia as the “cradle of liberty” — or, rather, the creator of our imperfect but always evolving democracy – is a historic fact. Philly fans might well boo the crack in the Liberty Bell. Hell, they might boo the bell itself. But who ever said democracy wasn’t messy? Philadelphians know that more than most, which is why two decades ago Mayor Ed Rendell approved “Eagles Court,” staffed by an actual municipal court judge in the bowels of Veteran Stadium to adjudicate fan hooliganism in real-time. Philadelphians also know that democracy requires citizens to be vigilant. The man who was punched and his daughter puked on? He was a local police chief from Easton, Pa., who was trying to show restraint. But when it became clear that his family’s burly assailant had to be subdued, four or five men from Philadelphia came to his aid. And the thug went to jail. And sometimes the people just need to be heard. I’m not talking about fans booing Philly’s pricey new slugger, Bryce Harper. I’m referring to the time they booed President Herbert Hoover. The occasion was the 1931 World Series between the St. Louis Cardinals and the Philadelphia Athletics. Game 3 of the Series was held at Shibe Park, where fans anticipated a pitchers duel between Burleigh Grimes and Lefty Grove. Meanwhile, President Hoover was struggling to keep a lid on things. The Great Depression was spiraling out of control and the night before Hoover had met with banking and insurance executives searching for answers to the tight credit that was choking an already failing economy. Hoover loved baseball, but he wasn’t looking forward to the next day’s game. He went, he revealed in his memoirs, only because the White House had already announced the trip and the president felt that canceling it would be seen as a sign of panic. So he kept his date with destiny, first lady Lou Hoover by his side, attending a baseball game in the 12th year of Prohibition in a city already known for rowdy fans. What happened next, as the First Couple entered the stands, was captured nicely by William B. Mead and Paul Dickson in their excellent book on presidents and baseball: Mrs. Hoover looked smart in a burgundy outfit and an orchid corsage. Hoover waved his gray hat and smiled. Light applause swept the stands. Then a few boos. More boos. The booing became almost a roar, and evolved into a chant. Economics might have been on Hoover’s mind, but the fans made their feelings known: “We want beer! We want beer! We want beer!” The following year the Democrats put repealing Prohibition in the party platform at their Chicago convention. It was a good summer in the Windy City. The Cubs won the pennant and Franklin Roosevelt would win the White House. Baseball fans in every major league city got their beer. So maybe the next time you have a cold one at the ballpark you should take a few seconds and toast the Philly phanatics who helped make it happen. Carl M.
