Kashmir On August 5, “India… revoked the special status of Kashmir, the Himalayan region that has long been a flashpoint in ties with neighboring Pakistan, moving to grasp its only Muslim-majority region more tightly.” Reuters From the Left The left is critical of Indian Prime Minister Narendra Modi’s support for Hindu nationalism and worries about the rights of Kashmiris. “Since [Modi’s] 2014 election to the premiership, bigotry has been ennobled as a healthy form of self-assertion. Lynchings of Muslims — breathlessly demonized as jihadists devoted to seducing and converting Hindu women — by aggrieved Hindu mobs have become such a common sport that dozens of videos of grisly murders circulate on WhatsApp groups run by Hindu nationalists. Last summer, a minister in Modi’s cabinet garlanded eight men who had been convicted of lynching a Muslim man. In this universe, Kashmir could never remain autonomous, a place impervious to the desires of a majority happy to see its will done by violence… Kashmir is both a warning and a template: Any state that deviates from this vision can be brought under Delhi’s thumb in the name of ‘unity.’” Kapil Komireddi, Washington Post “As if a communications blackout and restrictions on movements were not enough, news reports indicate there have been hundreds of political arrests, and that at least one journalist — Qazi Shibli, editor of news website The Kashmiriyat — has been detained… Who else is imprisoned in Kashmir right now? What other tactics are security forces using to suppress information? How else has this blackout impacted the region’s population? How do Kashmiris feel about recent developments? Or about the future of their region? We really don’t know.” Michael De Dora and Aliya Iftikhar, CNN “This is the kind of crackdown on free speech and assembly one expects from authoritarian China, which has set up concentration camps for ethnic Uighur Muslims in Xinjiang. But India, which just this week celebrated 72 years of independence as a boisterous, multiethnic and multiconfessional democracy? Mr. Modi might have fulfilled a dream of Hindu nationalists going back to the 1950s, but he also stained that democracy and most likely stoked anger in Kashmir that will fester long into the future.” Editorial Board, Washington Post “India is in danger of becoming what I have called an ‘election-only democracy.’ Once a party has won an election, it is unaccountable for its acts. Parliament barely functions. Large sections of the media are scared or co-opted. The judiciary is overburdened and dysfunctional. The civil service and the police are in the pocket of the [ruling party]. President Trump cannot set the tax authorities and intelligence agencies on his critics, but Modi can, and might. Independent news websites and television channels… have [already] faced intimidation through libel cases, tax raids, etc.” Ramachandra Guha, Washington Post Kashmir “had long been exempted from parts of the Indian Constitution and set its own laws, even as it remained under Indian control, an anomalous status that a government under the sway of Hindu nationalism will no longer tolerate. Meanwhile, protesters in the streets of Hong Kong are pushing back against efforts by the Chinese government to chip away at the semi-independent status it has enjoyed—known as ‘one country, two systems’—since the former British colony came under Chinese control in 1997… “These stories are all signs that national governments are waging a war against ambiguity—of citizenship, of territorial status—to enforce a rigid and uniform vision of statehood… Liberal commentators often fret about the threat that Trump and other right-wing populist leaders pose to the postwar ‘rules-based international order.’ But Trump and his cohort are obsessed with rules and order when it comes to national sovereignty, borders, and who gets to live within those borders. Trump has often argued that ‘If you don’t have Borders, you don’t have a Country!’… This philosophy fails to recognize that a certain amount of ambiguity can be stabilizing in the absence of a political consensus.” Joshua Keating, Slate From the Right The right sees the move as a predictable consequence of Pakistan’s support for Islamists. “It’s too early to say whether the prime minister’s audacious gamble, wildly popular among his supporters and welcomed by many other Indians, will pay off. India’s Supreme Court may well declare the decision unconstitutional. But Pakistan, which has long made Kashmir a central plank of its foreign policy, lacks the wherewithal to force India’s hand. By backing jihadist groups in India and Afghanistan and neglecting its economy, Islamabad has ensured that it lacks the stature to make India take its views on board.… When it comes to the seven-decade-old Kashmir conflict, Pakistan has few cards left to play… “Pakistanis who find [the international] response underwhelming ought to blame their army. Its support for jihadist proxies has made Kashmiri separatism synonymous with Islamist extremism. Pakistan could step up that support, but at the risk of both international censure and Indian military retaliation… Meanwhile, India’s $2.7 trillion economy, more than eight times as large as Pakistan’s, gives it international heft. The Pakistan army’s own shabby treatment of journalists, opposition leaders and ethnic movements representing the minority Baluch and Pashtuns, makes it hard for Islamabad to argue that Kashmiris will be better off in Pakistan.” Sadanand Dhume, Wall Street Journal “Historically, Pakistan has used Jammu and Kashmir is a means to end – a strategic pain point where Islamabad can ratchet pressure up or down when it wants to get Delhi’s attention… Modi’s latest move shows that little has changed. And while unexpected, it was not entirely unpredictable. The manifesto of the BJP, Modi’s ruling party, has long called for this. And Pakistan has already done something similar with the portion of Kashmir it administers… So, what role is there for the U.S.? Not much. Indians will consider this an internal matter and resent any outside attempt at intervention or coercion. India has always rejected outside mediation in Kashmir, and the U.S. government considers the Kashmir dispute a bilateral issue to be resolved between India and Pakistan.” James Jay Carafano, Fox News “India is thinking strategically and is preparing for what it believes will be an Afghan Taliban takeover of Kabul, Afghanistan, following a peace treaty and substantial U.S. and NATO withdrawal. For decades, the Taliban, the Haqqani network, Pakistani ISI (intelligence service), and the Pakistan Army have collaborated as if joined at the hip, managing Pashtun nationalism as a force against the U.S. and NATO. While the Pakistan Army has waged counterinsurgency against Islamist and insurgent forces, it did just enough to receive continued U.S. military and financial aid, but not enough to prevail against an ethnic group that will be there long after a withdrawal by the West. Of late, the Taliban has expressed concern over the welfare of Kashmiris — operating in the future with the platform of a nation state in concert with the Pakistan Army and ISI, it constitutes an ominous and potentially aggressive threat to India’s national security well beyond the status quo.” Frank Schell, The American Spectator Some note that “Modi’s dislike of Muslim influence in India is well known. His party, the BJP, has its origins in thinkers who thought Muslims ‘were not children of [India’s] soil.’ While governor of Gujarat in 2002, Modi was accused of supporting communal riots in the state that saw almost 1,000 Muslims killed. His landslide re-election as prime minister earlier this year was seen by the country’s Muslims as a signal that Hindu nationalism was here to stay. The demotion of Kashmir, India’s only majority Muslim state, into what will effectively be a colony ruled from Delhi, will only reinforce the growing view that in Modi’s India, Muslims are second class citizens.” Ned Donovan, Spectator USA A libertarian’s take “Why did Modi pick this moment to do something so radical? Violence in Kashmir had been trending downwards for the last year, after all. The main reason, besides President Donald Trump’s alarming offer to mediate a settlement, is that he wanted a distraction from India’s mounting economic woes. India’s GDP growth dropped from over 8 percent to 5.8 percent over the last year, and it is widely expected to dip further. Just as ominous has been the crash in consumer demand. India’s usual problem has been an insufficient supply to meet its voracious appetite for vehicles, cell phones, and other similar goods. “The former speaker of the House and onetime GOP vice presidential nominee is leaving his longtime home of Janesville, Wis., and will rent a house in the Maryland suburbs of Washington. ‘Now in the private sector, Paul and his family are temporarily renting a house in Maryland, and he’ll be spending time there as well as their family home in Janesville,’ a Ryan aide told POLITICO.

IVANKA AND JARED HIT WYOMING TO RAISE CASH, via Nancy Cook: The president’s daughter and son-in-law have spent the last few days in Wyoming, vacationing with their kids and, now, schmoozing donors. Jared Kushner, Ivanka Trump and White House acting chief of staff Mick Mulvaney headlined a fundraising luncheon Monday for the Trump Pence Victory fund, according to an invitation obtained by POLITICO.
THE THREESOME SPOKE to about 50 high-end donors at a private home and fielded questions on the economy, trade issues with China and campaign spending. When asked about the state of the economy, they stuck to the administration’s upbeat message, according to one attendee.
THEY INSISTED they did not see a recession coming and that all of the data was trending in the right direction. And they played up the huge fundraising prowess of the Trump campaign, noting it had a lot more money to spend this time around in states it won only narrowly in 2016.

IMPEACHMENT … REP. BEN RAY LUJÁN (D-N.M.) — the fourth-ranking Democrat in leadership — is now in favor of an impeachment inquiry. This is a big statement. Here’s what you should watch for next:
— LUJÁN WAS THE DCCC chairman who took back the majority, which means he has a strong relationship with lots of freshmen and many of them consider him mentors. Do any newbies follow his lead?
— A LOT OF CAPITOL INSIDERS are watching whether Georgia Rep. JOHN LEWIS comes out for an impeachment inquiry. He’d be another big-time player who could sway people, given his stature in D.C. and in the country writ large.
— WHAT IS PELOSI’S NUMBER? Speaker NANCY PELOSI has resisted calls for impeachment so far. Now that well more than half of House Democrats — 127 total — are publicly in favor of impeachment proceedings, the dynamics have changed. Have they changed enough, and if not, when will they? Ever?

… MAYBE NOT: FT: “Resilient US earnings buck recession fears: Corporate American still going strong as Goldman estimates surprise growth in Q2 EPS,” by Matthew Rocco: “Earnings season in the US has gone better than analysts anticipated. Most recently, Williams worked in state government as the chief of staff to the Mississippi state treasurer. Prior to that, she worked on Capitol Hill for roughly 20 years for six different lawmakers, including former Rep. Scott Garrett. She is taking over for the acting chief of staff, Wesley Denton — a former top aide to former Sen. Jim DeMint who is returning to his prior role at OMB as a senior adviser.

President Trump may argue the U.S. economy is roaring, but he clearly worries that a recession is not out of the realm of possibility next year and could jeopardize his bid for reelection. “I don’t see a recession,” the president said on Sunday before he flew from New Jersey to Washington at the end of his summer break. Back in the White House, Trump renewed criticism of Federal Reserve Chairman Jerome Powell, bellowing Twitter instructions to the independent central bank on Monday to prime the pump with lower interest rates. The president resists the view shared by many that his tariff policies added a drag on U.S. growth. He argues that American consumers, the engine of growth, will keep spending. White House national economic adviser Larry Kudlow and Trump counselor Kellyanne Conway both worked Monday to tamp down market and analyst predictions that a recession looms next year, or by 2021 (The Hill). Kudlow has scheduled briefing calls this week with state and local business leaders in an effort to talk up economic confidence, The Washington Post reports. A White House spokesman said the calls are about Trump’s economic agenda and “have been long-planned.” The Associated Press: Seventy-four percent of U.S. business economists said on Monday in a new report they expect a recession in the U.S. by the end of 2021. Later Monday, the White House knocked down a report that Trump’s economic team is in the early stages of discussing the virtues of a temporary payroll tax cut as a way to stimulate spending to potentially stave off a recession. The White House, which in general favors lower taxes, is open to weighing executive and legislative actions that could buoy a slowing economy into next year. But any GOP-favored legislative tax changes this year, in the absence of an economic crisis, would run into a brick wall in the Democratic-controlled House heading towards a presidential election. Federal Reserve Bank of Boston President Eric Rosengren, who was one of two officials on the Federal Open Market Committee who dissented when the panel voted to cut interest rates in July, continued to push back on Monday against further interest rate cuts by the central bank. He says he’s not convinced that slowing trade and global growth will significantly hobble the U.S. economy (Bloomberg). “We’re likely to have a second half of the year that’s much closer to 2 percent growth,” he said during a Bloomberg Television interview. “I’m not saying there are not circumstances in which I’d be willing to ease. I just want to see evidence we are going into something that is more a slowdown.’’ Markets and the White House will listen intently to Powell on Friday, looking for reassuring clues about Fed policy for the remainder of this year. Powell is giving a high-profile speech at the central bank’s annual economic forum in Jackson Hole, Wyo. (CNBC). Investors were cheered on Monday by stimulus measures adopted over the weekend in China and Germany, two major economies experiencing sluggish growth. China’s central bank unveiled a key interest rate reform to nudge borrowing costs lower for companies, while Germany signaled readiness to make available up to $55 billion worth of extra spending (Reuters). The Wall Street Journal: Consumer luxury items, such as RVs, have seen a real decline in sales, considered a recession warning alert. “The RV industry is better at calling recessions than economists are,” said Michael Hicks, a Ball State University economist in Muncie, Ind. CONGRESS: The pro-impeachment crowd gained a key new ally on Monday when Rep. Ben Ray Luján (D-N.M.), the No. 4 House Democrat who is running for the Senate and competing in a contested primary, came out in favor of the push, making him the highest ranking member of the caucus to do so. Luján, the assistant Speaker and former chairman of the House Democratic campaign arm, said in a statement that he moved into the pro-impeachment column due to warnings that Russian efforts to interfere in U.S. elections have continued into the 2020 cycle (The Hill). “The Trump presidency is creating grave national security concerns,” Luján said in a statement. “Not only has he ignored the warnings that our Democracy is being targeted, but he has also actively encouraged Russian interference.” “President Trump’s lack of action is jeopardizing our elections, national security, and Democracy,” Luján said. “What is evident is that President Trump is abdicating his responsibility to defend our nation from Russian attacks and is putting his own personal and political interests ahead of the American people.” Luján’s announcement adds to a majority of the House Democratic Caucus who now support opening an impeachment inquiry against the president. Ilhan Omar (D-Minn.) and Rashida Tlaib (D-Mich.) were barred from entering Israel for an official visit, the pair of progressive lawmakers urged their fellow members of Congress to visit and kept up their criticism of the president and Israeli Prime Minister Benjamin Netanyahu.
“I would encourage my colleagues to visit, meet with the people we were going to meet with, see the things we were going to see, hear the stories we were going to hear,” Omar said at a news conference in St. Paul, Minn. “We cannot let Trump and Netanyahu succeed in hiding the cruel reality of the occupation from us.”
The Muslim lawmakers were blocked by Israel from making the trip last week over their support for the boycott, divesture and anctions movement, a decision that was cheered by Trump. Omar and Tlaib had planned to visit the Israeli-occupied West Bank on a tour organized by a Palestinian group and make a stop in Jerusalem. The two are frequent critics of the Israeli treatment of the Palestinians.
Despite being uninvited initially, Tlaib was granted a permit to visit on humanitarian grounds so she could see her grandmother in the West Bank. However, she declined, citing Israel’s “oppressive conditions meant to humiliate” her (The Associated Press).

During a rally in New Hampshire last week, Trump did not launch into his usual diatribes criticizing the Mueller probe as a partisan “witch hunt” that aims to damage his presidency. Instead, the president opted for fresher targets by going after Omar and Tlaib over what he claims are “anti-Israel” views.
The president is not the only one shifting focus away from the probe, which until recently dominated the cable news airwaves. In late July, the topic of Mueller’s investigation and impeachment were largely absent as the crowded bunch of Democratic contestants sought to debate each other over policy issues such as health care and who is the best bet to fight against Trump in the general election.
A fading public interest in the Mueller probe would be an unwelcome change for House Democrats, particularly as Democrats on the House Judiciary Committee — many of whom viewed Mueller’s testimony as a hallmark moment for the pro-impeachment push — presses forward with its investigation into possible obstruction and potential abuses of power by the president (The Hill).

POLITICS & CAMPAIGNS: Nearly two months after she made waves in the first round of Democratic presidential debates, Sen. Kamala Harris’s (D-Calif.) campaign is facing a crucial moment.
As Amie Parnes reports, Harris has lost steam in polling consistently over the past month and has been unable to keep pace with former Vice President Joe Biden and Sen. Elizabeth Warren (D-Mass.), who pace the 2020 field, leaving some Democratic strategists to question how she’s positioned herself in the race.
One Democratic strategist noted that she has pitched herself as both a progressive and a moderate, causing her to be viewed as “inauthentic.”
“I still don’t think anyone really understands why she’s running,” the strategist said, adding that she’s come off as “inauthentic” due to her attempt to pitch herself as a progressive and a moderate. “And if you’re running for president and you don’t know why you’re running, no one else will either.”
Facing the key moment in her campaign, Harris held three fundraisers over the weekend, including one on Martha’s Vineyard where she impressed Democratic donors, according to one fundraiser who was in attendance.

© Getty Images > Warren apologizes (again): Warren waded back into the ancestry waters on Monday when she apologized to an audience of Native Americans for “harm I have caused” over her past claims of Native American ancestry, saying that it was a mistake on her end. Warren’s remarks came from the outset of her address at a forum on Native American issues, where she pitched her newly-released policy plan aimed at those topics. “Now, before I go any further in this I want to say this: Like anyone who’s been honest with themselves, I know that I have made mistakes,” Warren told the crowd. “I am sorry for harm I have caused. I have listened and I have learned a lot. And I am grateful for the many conversations that we’ve had together.” “It is a great honor to be able to partner with Indian Country, and that’s what I’ve tried to do as a senator, and that’s what I promise I will do as president of the United States of America,” she said. The comments came after her decision late last year to release DNA results showing some Native American ancestry dating back six to 10 generations as she tried to put to bed accusations that she falsely claimed minority status for past employment. However, she has been questioned by some voters on the campaign trail about her decision and forced to apologize multiple times. WHITE HOUSE & ADMINISTRATION: The administration, which has been torn about how best to punish Chinese tech giant Huawei as a risk to the United States, announced on Monday it will again extend the deadline before U.S. businesses are required to cut ties with the company. “It is another 90 days for the U.S. telecom companies,” Commerce Secretary Wilbur Ross said on Fox Business Network. “Some of the rural companies are dependent on Huawei. So, we’re giving them a little more time to wean themselves off. But there are no specific licenses being granted for anything.” Nov. 19 is the new deadline for the penalty. Trump reaffirmed on Sunday his commitment to a complete ban on U.S. business with Huawei and said he believes the company poses a national security risk (The Hill). On Tuesday, Huawei said it does not expect to see any relief from U.S. sanctions but remains confident about company growth based on development of its own technology (The Associated Press). > Justice Department: Attorney General William Barr removed the acting head of the Bureau of Prisons, replacing the agency’s top official in the wake of the pre-dawn suicide of inmate Jeffrey Epstein in his New York City cell. In a statement, Barr, who had said he was “appalled” at events at the Metropolitan Correctional Center, said Hugh Hurwitz, who had served in the acting position since last year, would return to the assistant director position he formerly occupied. Dr. Kathleen Hawk Sawyer, who led the bureau from 1992 to 2003, is the new director (CNN). > FEC: The chairwoman of the Federal Election Commission, Democrat Ellen Weintraub, sent Trump a letter on Saturday telling him there is no evidence of rampant voter fraud in 2016 or in any other U.S. election, suggesting he produce evidence of his claims of voter fraud or cease his repeated assertions of illegal voting. The president began making those accusations after he failed to win the popular vote in 2016. Trump subsequently put Vice President Pence in charge of a special commission to investigate allegations of election fraud, but the panel was quietly disbanded by the White House a year later without uncovering any evidence to back up Trump’s statement that 3 to 5 million ballots were illegally cast for Clinton (The Associated Press). During a CNN interview, Weintraub said, “It is damaging to our democracy to spread information that … is baseless. … These are serious allegations … but if there is no proof, then these things really shouldn’t be said” (The Hill). > North Korea: The administration is extending a ban for another year on the use of U.S. passports for travel to North Korea. A State Department notice released Monday said the ban will remain in place until Aug. 31, 2020, unless revoked by Secretary of State Mike Pompeo. The ban was imposed in 2017 by then-Secretary of State Rex Tillerson and renewed in 2018 (The Associated Press). > Venezuela: The United States, frustrated after unsuccessful international efforts to oust Nicolás Maduro from power, has made secret contact with Diosdado Cabello, who is considered the most powerful man in Venezuela after Maduro (The Associated Press). …Axios reported over the weekend that Trump spoke with military advisers about a potential naval blockade of Venezuela’s coastline to enforce an international embargo. The president’s idea was described as impractical because of the size of the area and too costly for the U.S. military at a time of competing priorities. > Iran: An Iranian tanker seized by Great Britain on July 4 was released on Monday and headed to Greece. Tehran warned against additional attempts to seize its tankers and accused the United States and its allies of trying to provoke a confrontation (Reuters). Secretary of State Mike Pompeo said it was “unfortunate” that the British Royal Marines released the tanker. “These are oil profits, when this is ultimately sold somewhere into the market, that will run back to Qasem Soleimani and the Iranian Quds force, their elite forces that have sown terror and destruction and killed Americans all around the world,” Pompeo said during a Fox News interview. “If they’re successful, they’ll have more money, more wealth, more resources to continue their terror campaign, to continue their assassination campaign in Europe.” |

Service dogs-in-training — poodles and golden retrievers who help humans with autism and post-traumatic stress disorder — last week attended a live theater performance in Canada of the hit musical “Billy Elliot” as part of the canine curriculum, and the photo of attentive pooches calmly watching the theatrics from their seats went viral. The point of the training is to help the dogs prepare to assist their humans wherever they may roam (Fox News). “All of the dogs were fantastic and remained relaxed throughout the performance. Some even watched through the cracks of the seats,” said Laura Mackenzie, owner of K-9 Country Inn Working Service Dogs in Ontario. “The dogs loved the show almost as much as their handlers.” |

Omar and Tlaib allege that Israel is not behaving like an ally and a true democracy in barring the two congresswomen from entry. However, this allegation misses the mark. In barring the two women from entry, Israel is maintaining consistent application of its own anti-BDS laws. Israel is not a banana republic, like many of its Middle Eastern neighbors. There are laws on the books in Israel that allow for those who have taken part in BDS activities to be denied entry. Furthermore, as Warren Henry of The Federalist reports, the mainstream media has been rather mum about the fact that the trip itself is planned by a pro-terrorist group, Miftah: “It fell to the Elder of Ziyon blog to remind everyone on Twitter that in 2013, Miftah published a blood libel against Jews. The term “blood libel” has been applied in other contexts in recent years, but Miftah claimed Jews have murdered Christian children to use their blood for baking matzos at Passover… Miftah also re-published (and later deleted) a column titled “Who Rules America: The Alien Grip on Our News and Entertainment Media Must Be Broken.” Vox’s Jane Coaston (one of a few exceptions among the media last week) noted the original source was National Vanguard, a neo-Nazi group founded by members of the National Alliance—once the best financed and organized white nationalist groups in America… Given its antisemitism, it is not surprising Miftah also has supported Palestinian terrorism against Israel… Miftah also described one of the first female Palestinian suicide bombers as “the beginning of a string of Palestinian women dedicated to sacrificing their lives for the cause.” 2020 Update: Marianne Williamson Announces Plan to Create Department of Peace Speaking to a crowd in Sioux City, Iowa at the Frank LaMere Native American Presidential Forum, 2020 Dem hopeful Marianne Williamson announced that she would establish a “peace-building agency” should she win in 2020. She calls it the Department of Peace. From Fox News: “I believe our country’s way of dealing with security issues is increasingly obsolete,” Williamson said in a statement. “We have the finest military force in the world, however, we can no longer rely on force to rid ourselves of international enemies.”… The main duties of the proposed agency would be promoting justice and democratic principles, she said, expanding human rights, working to avert armed conflict, ending gun violence, addressing white supremacy and promoting conflict mediation and resolution…. The department also would create a peace academy that would offer a four-year concentration in peace education. FIRST READ: Here’s how Trump is underperforming from 2016
Our NBC/WSJ poll released Sunday showed just 40 percent of registered voters saying they would definitely or probably back Trump in 2020, versus 52 percent definitely/probably supporting the Democratic candidate.
So not surprisingly, Trump is underperforming in our poll among almost all subgroups from the exit poll in 2016, when he took 46 percent of the popular vote.

Here’s the breakdown:
Men: Trump +8 points in the NBC/WSJ poll (was +11 in the 2016 exit poll)
Women: -32 points (was -13)
Whites: +5 (was +20)
African Americans: -84 (was -81)
Latinos: -36 (was -38)
Independents: -19 (was +4)
Whites with college degrees: -19 (was +3)
Whites without college degrees: +18 (was +37)
Of course, Trump won’t be facing a generic Democrat next year.
Plus, this is among all registered voters, not likely voters. And time COULD be on his side.
Still, this breakdown shows how vulnerable Trump is right now.
Trump administration looking to stimulate the economy?
Speaking of Trump’s vulnerability, the New York Times reports that the administration is looking for ways to stimulate the economy.
“Officials inside the administration have drafted a white paper exploring a payroll tax reduction, which would seek to boost the economy by immediately injecting more money into workers’ paychecks,” the Times writes.
More: “A White House official said more tax cuts were on the table, ‘but cutting payroll taxes is not something that is under consideration at this time.’ Another senior administration official cautioned that a payroll tax cut was not under serious consideration. And a third official said that discussions of what tools could be deployed to offset a recession, based on examining what had been done in previous slowdowns, were hypothetical and not being explored with urgency.”
“Still, the fact that the White House is even discussing ways to stimulate [the] economy … underscores a growing concern in the administration about slowing economic growth.”
And it comes after Trump economic adviser Larry Kudlow said on “Meet the Press” this past weekend: “Well, I’ll tell you what. I sure don’t see a recession. We had some blockbuster retail sales, consumer numbers towards the back end of last week. Really blockbuster numbers.”
CNN poll: Biden’s up, Harris is down, and Castro qualifies for debate
Here’s a new set of national Dem horserace numbers, per a CNN poll released this morning:
Biden: 29 percent (up 7 points from late June after the first Dem debates)
Sanders: 15 percent (up 1)
Warren: 14 percent (down 1)
Buttigieg: 5 percent (up 1)
Harris: 5 percent (down 12 points!!!)
O’Rourke: 3 percent (unchanged)
Booker: 2 percent (down 1)
Castro: 2 percent (up 1)
Gabbard: 2 percent (up 1)
No other candidate gets more than 1 percent in the poll.
By the way, this is Castro’s fourth qualifying poll of at least 2 percent, which makes him the 10th Democratic candidate to qualify for September’s debate(s).

2020 VISION: Biden goes up with his first TV ad
This morning, the Biden campaign released its first TV ad – a 60-second spot airing in Iowa that plays up Biden’s electability argument and ties him to former President Barack Obama.
“We have to beat Donald Trump. And all the polls agree Joe Biden is the strongest Democrat to do the job. No one is more qualified,” the ad’s narrator says, per NBC’s Marianna Sotomayor.
“For eight years, President Obama and Vice President Biden were an administration America could be proud of, our allies could trust and our kids could look up to… Now, Joe Biden is running for president with a plan for America’s future. To build on Obamacare, not scrap it. To make a record investment in America’s schools, to lead the world on climate, to rebuild our alliances.”
It concludes, “Most of all, he’ll restore the soul of the nation battered by an erratic, vicious, bullying president.”
The ad comes one day after Biden’s wife, Jill, told voters in New Hampshire that her husband is the most electable Democrat, even if they like other candidates: “You know you may like another candidate better but you have to look at who’s going to win.”
On the campaign trail today: Several more Dem candidates (Bernie Sanders, Kamala Harris, Julian Castro and Bill de Blasio) will address the Native American presidential forum in Sioux City, Iowa… Joe Biden also stumps in the Hawkeye State, hitting Prole and Urbandale… And Pete Buttigieg raises money in Chicago.
Dispatches from NBC’s embeds: Bernie Sanders teamed up with Hollywood actress Susan Sarandon at backyard ice cream social on Monday in Iowa, where the Hollywood actress (and longtime) Sanders supporter took a not-so subtle dig at Elizabeth Warren, per NBC’s Gary Grumbach. “He is not someone who used to be a Republican, he’s not someone who used take money or still takes money from Wall Street — he is the real deal. And that’s why this is it. We don’t have time for incremental change, we don’t have time for middle ground,” Sarandon said.

That’s the estimated number of people who showed up at Elizabeth Warren’s campaign event Monday in Minnesota – her largest crowd to date, per NBC’s Benjamin Pu and Deepa Shivaram.

Race and racism are back in the news — more or less continuously, it seems — but has the topic ever not been part of our culture and national discourse? I bring this up because on this date 62 years ago, “West Side Story” appeared on stage for the first time. The premiere was here in Washington, D.C. From the nation’s capital, the production went to Philadelphia before opening on Broadway at the Winter Garden Theatre on Sept. 26, 1957. It would run for 732 performances before going on tour. By that time, a movie project was in the works, aided by the infusion of Hollywood director Robert Wise and film actress Natalie Wood. Although the star-crossed lovers in “West Side Story” inhabit an iconic American morality play, if you know your history, you may recall that the story has antecedents that far predate the creation of this country. It is a classic human story, as I’ll explain in a moment. And what, exactly, was the nature of the dispute between the houses of Montague and Capulet? The answer to the first question, we know: Shakespeare borrowed his idea, characters, plot line — even the title — from a narrative poem published in 1562 by a British playwright named Arthur Brooke, who wrote of the tragedy of “Romeus and Juliet.” And though the Bard never really provides his audience an underlying rationale for the Montague-Capulet feud, Brooke does. His story, with its anti-Catholic undertones, is a cautionary tale about how lust leads young people to ignore their elders and pursue love outside their religious caste. Four centuries later, the great theater producer and dance choreographer Jerome Robbins (nee Rabinowitz) endeavored to explore that theme in a musical and dance production. Robbins tentatively called his idea “East Side Story,” and planned to stage the action in the spring when Passover and Easter expose the underlying tensions between the families of a Jewish girl (Juliet) and her Catholic boyfriend (Romeo). Robbins approached a talented writer, Arthur Laurents, to write the play, and asked world-famous composer and conductor Leonard Bernstein to conjure up the music. This was in 1949, and those who knew of the project were skeptical that three giant talents, with egos to match, could collaborate — or even whether Robbins’ vision would work on stage. “‘Abie’s Irish Rose’ to music — the dance of the garbage cans,” scoffed ballerina Nora Kaye. “Your three temperaments in one room, and the walls will come down.” As Laurents himself later conceded, Kaye’s prediction wasn’t far off. Their temperaments did clash, and the New York apartment building where they first met to discuss the writing was literally torn down before they got anything on paper. “But Robbins is a man of distinct determination,” Laurents wrote later. “In 1955, the three of us met again (in another building which has since been torn down: wreckage proceeds faster these days). Human wreckage, too, and we found ourselves discussing a headline aspect: juvenile delinquency.” A couple of months after that, while in Hollywood doing a film project to pay the bills (pay their tax bills, actually, but that’s another discussion), Bernstein and Laurents continued their brainstorming around the pool at the Beverly Hills Hotel. The Los Angeles newspapers were full of stories about ethnic-based gangs, which, as they say in the movie business, provided the characters with their motivation. Laurents and Bernstein shifted the action in their play from New York’s Lower East Side to the Upper West Side. Robbins’ (and Brooke’s) religious tensions gave way to the more primal turf fight between a Puerto Rican street gang and a self-described “American” gang. The two men then did something counter-intuitive: They added a fourth virtuoso to their creative group, a young writer named Stephen Sondheim. The musical was a tremendous hit, from New York to San Francisco. The movie version was an even bigger hit. Released on Oct. 18, 1961, it was both a commercial and critical success: the top grossing movie of the year, and winner of 10 Academy Awards, including Best Picture. Is it time for a remake? It seems that any contemporary version could draw on the original story, perhaps with feuding Muslim and Christian (or Jewish) families. No, that’s too tame. If we really want to ask the audience to suspend disbelief for a couple of hours, what if one of the doomed lovers was a Republican and the other a Democrat? How would independents, the nation’s fastest growing political cohort, respond? They might identify with the Mercutio-based character, who could still say, as he does in the Shakespeare original, “A plague o’ both your houses! They have made worms’ meat of me!” Carl M. Good morning,Perceptions about treatment of illegal immigrants have shifted significantly since last fall. In November, 25% believed the Border Patrol treatment was too harsh and 43% said the enforcement policies are too lenient.Today, voters are evenly divided: 37% too harsh, 37% too lenient.Currently,
68% of Republicans believe the Border Patrol is too lenient while 62%
of Democrats believe it is too harsh. Among Independent voters, 35% say
too harsh and 28% too lenient.Republican views have changed little since last
fall. However, the number of Democrats considering the policies too
harsh has jumped 22 points. Among Independents, it has jumped 14 points.By
a 45% to 28% margin, white voters tend to see the policies as too
lenient. Most black (58%) and Hispanic (57%) voters take the opposite
view.Forty-two percent (42%) of voters nationwide now believe President Trump should be impeached and removed from office. The latest ScottRasmussen.com poll found that 44% disagree and 14% are not sure.Seventy-six
percent (76%) of Republicans are now opposed to impeachment while 73% of
Democrats favor it. Among Independent voters, 34% believe the president
should be impeached while 47% disagree.Our daily tracking of the Democratic race consistently
shows Vice President Joe Biden and Senators Bernie Sanders, Elizabeth
Warren, and Kamala Harris as the top four contenders. Interestingly,
when Democratic voters are asked to choose, no one candidate “wins” a head-to-head match-up
against all three of their top contenders:Biden 44% Sanders 38%Biden 42% Harris 38%Warren 41% Biden 39%Sanders 42% Harris 35%Sanders 43% Warren 37%Harris 38% Warren 33%Biden and Sanders each lead in two of the three match-ups while Warren and Harris each lead in one.These numbers have shifted some since
