Last Thursday, President Donald Trump told reporters “Hong Kong is a part of China, they’ll have to deal with that themselves.” Reuters

On Monday, “The U.S. Treasury Department labeled China a currency manipulator

[after]

China had allowed its currency to weaken to an 11-year low… The U.S. had not put China on the currency blacklist since 1994.” AP News

From the Left The left is critical of both Trump’s comments about Hong Kong and the decision to label China a currency manipulator. “President Trump has essentially given China’s rulers a green light to crush the pro-democracy protests. His flippant remarks could have grave consequences…

“What the Chinese Communist Party does, of course, is its responsibility, and it is the Party that will bear the responsibility if Hong Kong’s crisis ends in bloodshed. But the rest of the world, and particularly the United States, has a duty to warn against the slaughter of innocents, and to stand up for the values of free societies. Trump had the opportunity to warn China against a heavy-handed response. He could have summoned up a joint effort with America’s allies to urge Chinese restraint. He could have warned Beijing, even if mildly. Instead, he gave the Chinese government a free pass.”

Xi knows the overseas repercussions could be immensely damaging, dwarfing in intensity the criticism of the abuses endured by Xinjiang’s Muslim Uighurs.”

Regarding the decision to label China a currency manipulator, “this is an idea that American politicians have talked about for ages, but no U.S. president has ever been willing to move forward on. At one time, it might have marked the beginning of a dramatic confrontation between the world’s two top economic powers. But the timing now is a bit silly, as it’s been years since China actually fit the typical definition of a currency manipulator, and calling it one today probably won’t change much about the trade battle that’s already underway. More than anything, it’s a fairly low-stakes rhetorical move in a high-stakes economic showdown…

“These days, Beijing mostly uses its resources to prop the renminbi up, not push it down. If officials let the country’s currency float on the open market, the way the U.S. dollar does, it would almost certainly crash immediately, which would be terrible for American manufacturers. In other words, China has actually been doing U.S. companies a favor by putting a floor under the renminbi.”

The new focus on currency manipulation is particularly misguided. China is engaged in a wide range of unfair trade practices, including subsidizing domestic manufacturing, impeding the sale of foreign goods and stealing intellectual property. But experts generally agree that China is not manipulating its currency… Mr. Trump is frustrated that the dollar’s exchange value has climbed on his watch, making it harder for American companies to win foreign buyers. The primary cause, however, is simply that the American economy has outperformed the rest of the developed world. Secondarily, Mr. Trump himself has pumped up the dollar by backing a combination of tax cuts and spending increases that have expanded government borrowing, increasing demand for dollars to buy federal debt.”

“If Chinese policies do not change, we will have only demonstrated our impotence to China and the world… Further, the president’s flailing bluster, in which the treasury secretary is now a full participant, risks real economic damage as businesses and consumers become fearful and hold off on spending. “There is a final problem with the Treasury Department’s manipulation claims. The United States has an enormous agenda with China — North Korea, Taiwan, Hong Kong, aggressiveness in the Pacific region, unfair trade practices and much more. We have only limited capacity to shape Chinese behavior. Should we not focus on areas where our position is clearly right and the stakes are high rather than areas where our claims are dubious and prosecuting them damages our economy?”

From the Right The right calls on Trump to support the protesters in Hong Kong, but is skeptical that China’s currency devaluation will harm the US. “Chinese officials are sounding increasingly ominous notes in response to the continuing protests in Hong Kong calling for democratic reform to preserve the freedom China promised for 50 years after 1997… It’s a shame that President Trump last week gave Mr. Xi a pass on Hong Kong…

“The future of the territory is an international issue because China promised ‘one country, two systems’ in a treaty with Britain. That special status is the basis for a U.S. law that gives Hong Kong trade and visa privileges not provided to China… China has frustrated demands for democracy by ruling out many pro-democracy candidates and ensuring that its factotums run the Hong Kong government. Hong Kongers are protesting in the streets because they have no other way to defend their freedoms.”

Who will stand up for democracy and justice in this age of the strongman? People on the streets of Hong Kong, and people on the streets of Moscow, are providing stirring examples. If we can’t express support, how about mere, weak good wishes? If not that — at least avoid sympathy, or even the appearance of sympathy, with the dictators.”

In Hong Kong, revolution is in the air. What started out as an unexpectedly large demonstration in late April against a piece of legislation—an extradition bill—has become a call for democracy in the territory as well as independence from China and the end of communism on Chinese soil. Almost nobody thinks any of these things can happen, but they forget that Chinese rebellions and revolutions often start at the periphery and then work their way to the center… Hong Kong, perched on the edge of the Asian continent far from the center of communist power in Beijing, may be where the end of Chinese communism begins.”

Regarding the decision to label China a currency manipulator, “traders may fear the tiny devaluation signals trade conflict spreading to currency. [But] this is highly unlikely, because a steep devaluation would be destabilizing for China… If an extended depreciation is encouraged or permitted, RMB holders can only guess what level the government truly wants. Last time around — four years ago — they chose large-scale capital flight rather than trusting the People’s Bank. China’s economy is slower, older, and more indebted than back then. Most importantly, it no longer has the foreign exchange to afford a repeat of 2015–6. That’s why the People’s Bank is likely to continue to defend the RMB near 7 to the dollar.”

“Trump should be overjoyed. Tariffs are taxes paid by Americans on the things Americans buy. The only way China can be paying any of them is if something else, something extra, then happens — like the yuan dropping. This makes all imports into China more expensive for Chinese citizens. That’s China paying for Trump’s tariffs when the yuan falls. Without this happening, only Americans pay. With the yuan dropping, China pays as well. This is the claim Trump has been making all along, that China’s really paying those trade taxes — now they are… Imposing significant export tariffs on a country should mean the value of that currency falls. This is what is happening. Why is Trump complaining about it?

This Is Highly Irresponsible. Why Are Some in the Media Defending It? It appears our national politics has reached a breaking point. Fellow members of Congress and members of the press are cheering on Joaquin Castro’s stunt because they want harm to befall Trump donors. Again, they can say they just want the knowledge out there, but that is a lie. We all know it is a lie. It is disingenuous to say otherwise, but members of Congress and the press are defending the lie because they too want harm done to Trump supporters. Shaming these people is actually doing something to them. But we live in a world where nuts on both sides are acting out on that knowledge. The press and Democrats have concluded that anyone who supports President Trump must be publicly shamed. This will escalate an already violent situation. There will be more Cesar Sayocs. There will be more James Hodgkinsons. We will go from a cold civil war to a hot one. The only thing Joaquin Castro’s stunt will do is increase the sales of firearms. POLITICO Playbook: Biden the durable

DRIVING THE DAY

THE BIG TAKEAWAY FROM THE LATEST QUINNIPIAC POLL on the presidential race: JOE BIDEN’S durability.

DESPITE THE CHATTER about Biden’s shortcomings, he’s still in the mid-30s, having barely budged after enduring weeks of tough criticism from the left and fending off sharp attacks in his first two Democratic primary debates.

AND HERE’S THE BEST NEWS FOR BIDEN: The poll showed that 49% of voters believe the former VP has the best chance of beating President DONALD TRUMP. And 50% of voters say they believe that electability is more important than nominating a candidate who “shares your views on issues.”

A few other observations … HUFFPOST’S MICHAEL MCAULIFF notes that ELIZABETH WARREN gained ground, going from 15% to 21%. And NYT’S ALEX BURNS made the good point that BERNIE SANDERS also went up, from 11% to 14%. So even though they are seen as each other’s chief political obstacles, both Warren and Sanders are on the upswing — at least, that is, according to this latest Q poll.

The top results: Biden 32 (-2 since July), Warren 21 (+6), Sanders 14 (+3), Harris 7 (-5). The poll

SNEAK PEEK … BIDEN will speak in Burlington, Iowa, this afternoon at 2:30 Eastern time, and he will directly take on TRUMP’S response to the mass shootings in El Paso and Dayton, Ohio. Biden will say: “At moments when we have been tested most, American presidents have stepped up.

“President George H.W. Bush renouncing his NRA membership. President Clinton after Oklahoma City. President George W. Bush going to a mosque shortly after 9/11. President Obama after Charleston. Presidents who led … who opposed hate … chose to fight for what is best of the American character.

“We don’t have that today. We have a president who has aligned himself with the darkest forces in this nation. And that makes winning the battle for the soul of this nation that much harder.”

THE PRESIDENT and first lady Melania Trump will travel to Dayton and El Paso today. His public schedule did not give any details about what the president will do there. But he tweeted that he will meet with first responders, law enforcement and victims.

“The move comes as a separate group of Democrats, led by Reps. Tom Malinowski (D-N.J.) and Veronica Escobar (D-Texas.), urged Congress to work on legislation to combat domestic terrorism — and suggested in a letter that Speaker Nancy Pelosi also cut recess short for House members.

WHAT REPUBLICANS SAY PRIVATELY — REP. MIKE TURNER (R-OHIO) — whose district includes Dayton — put out a statement with this headline: “TURNER Supports Restricting Military Style Weapon Sales, Magazine Limits, & Red Flag Legislation”: “I strongly support the Second Amendment, but we must prevent mentally unstable people from terrorizing our communities with military style weapons. I will support legislation that prevents the sale of military style weapons to civilians, a magazine limit, and red flag legislation. The carnage these military style weapons are able to produce when available to the wrong people is intolerable.”

THE OBSTACLES TO ACTION: It doesn’t seem as if either the Senate or House is going to interrupt its six-week vacation to come back to pass gun control legislation. So here are a few challenges worth thinking about over this August.

— KEEPING THE ISSUE ALIVE: Since no one is coming back immediately, keeping gun control in the front of the country’s consciousness could be difficult, Democrats tell us. The news moves incredibly quickly, so we could be three crises from now in early September, when Congress has to come back into session.

— BACKGROUND CHECKS/AWB OR BUST? There’s no doubt Democrats are going to want to go further than Republicans when it comes to gun control legislation. But could Republicans be dragged to the negotiating table, and if they can’t, could Democrats settle for something small, like a red-flag bill? WaPo’s Paul Kane notes that background checks don’t have 60 in the Senate

— GETTING/KEEPING TRUMP FOCUSED: The president has endorsed various forms of gun-control legislation before backing away. Can anyone keep him focused until September, when Washington snaps back into action?

THE GUN LOBBY … WAPO’S CAROL LEONNIG and BETH REINHARD: “NRA discussed purchasing luxury mansion for its chief executive to use, documents show”: “Documents indicate that the National Rifle Association planned to purchase a luxury mansion in the Dallas area last year for the use of chief executive Wayne LaPierre, according to two people familiar with the records.

“The discussions about the roughly $6 million purchase, which was not completed, are now under scrutiny by New York investigators. The transaction was slated to be made through a corporate entity that received a wire of tens of thousands of dollars from the NRA in 2018, according to the people, who spoke on the condition of anonymity because of the ongoing investigation. …

“One property that was considered, according to a person familiar with the plans, was a 10,000-square-foot French country estate with lakefront and golf course views. “Between Oct. 1 and July 29, the State Department denied 5,343 immigrant visa applications for Mexican nationals on the grounds that the applicants were so poor or infirm that they risked becoming a ‘public charge,’ according to the statistics. That’s up from just seven denials for Mexican applicants in fiscal year 2016, the last full year under former President Barack Obama.

“The number of public charge denials for applicants from all nations also rose during the past year. Only days after tragedy struck El Paso, Texas, and Dayton, Ohio, President Trump will take on the role of consoler-in-chief when he makes stops in both communities despite opposition to his planned appearances in the two cities.   Trump may be on the receiving end of a chilly reception from political leaders in both communities, especially in El Paso, as Brett Samuels writes. Mayors of both cities, feeling pressured on all sides, said they will meet with the president in the wake of horrific mass shootings for the sake of their communities.    “He is the president of the United States,” El Paso Mayor Dee Margo (R) told reporters on Monday. “In that capacity I will fulfill my obligations as mayor of El Paso to meet with the president and discuss whatever our needs are in this community.”   Dayton Mayor Nan Whaley (D) was terse.   “He’s the president of the United States,” she said. “He does his calendar, I do mine.”
  Trump is expected to make his first appearance on Tuesday in Dayton before traveling to El Paso.
  The Washington Post: Trump plans visits to El Paso and Dayton, where he won’t be universally welcome.   The Associated Press: Some skeptical as Trump prepares to visit sites of shootings.   Many opponents of the president’s trip to El Paso assail the president’s “racism, bigotry, and white supremacy” and asked the White House to cancel the president’s visit, as Rafael Bernal reports. Most of the 22 shooting victims in the city’s well known bi-national Walmart were Latino.   The president largely laid low on Tuesday, keeping his remarks confined to Twitter, including one barb at former President Obama after the 44th president took a veiled swipe at him in a lengthy statement Monday about the mass shootings. Without using Trump’s name, Obama criticized “leaders” who encourage “a climate of fear and hatred.”   As Niall Stanage writes, Obama’s commentary is complicated for Trump, who denies he’s a racist but spent years as a business celebrity falsely arguing that the 44th president was born in Kenya and was misleading the country.     While Trump didn’t go after Obama as he readied for his trip, he directed his ire at former Rep. Beto O’Rourke (D-Texas), saying he should “be quiet” while sniping at his “phony name to indicate Hispanic heritage” (The Hill).   Pressure is also starting to pile up on Senate Majority Leader Mitch McConnell (R-Ky.) to take action after the shootings.    While McConnell is unlikely to reconvene the Senate before a Sept. 9 return date, he has tasked three Southern GOP senators — Judiciary Committee Chairman Lindsey Graham (S.C.), Commerce Committee Chairman Roger Wicker (R-Miss.) and Health, Education, Labor and Pensions Committee Chairman Lamar Alexander (R-Tenn.) — with coming up with legislative ideas. But Democrats are pressing for more immediate action. Speaker Nancy Pelosi (D-Calif.) notes the House passed legislation to tighten background checks earlier in the year, if McConnell would agree to take it up.    In a call with more than 100 House Democrats, Pelosi made the case that the House has already done its job and that McConnell should feel compelled to act (The Hill).    “They have been sitting over there [in the Senate]. The Grim Reaper said he is not going to bring them up,” Pelosi said on the call, using McConnell’s self-described moniker. “This is where we have to go. Ohio Gov. Mike DeWine (R) unveiled a series of proposals Tuesday morning, including a “red flag” law, background checks for most firearm purchases and increased access to mental health treatments (USA Today). Texas Gov. Greg Abbott (R) is expected to meet with officials in El Paso on Wednesday morning to discuss preventative actions that can be taken on the state level (KVIA).    On the 2020 scene, Trump continues to be on the receiving end of criticism for his rhetoric that potential opponents say helped lead to what happened in El Paso. In prepared remarks slated to be delivered later today in Burlington, Iowa, former Vice President Joe Biden spared no criticism for the president, saying he has “fanned the flames of white supremacy” in the U.S and arguing that the president hasn’t stepped up in the face of controversy as other presidents have in the past.   “In both clear language and in code, this president has fanned the flames of white supremacy in this nation,” Biden is expected to say, referring to the incidents in El Paso, Pittsburgh at the Tree of Life Synagogue and Charlottesville, Va.    “At moments when we have been tested most, American presidents have stepped up.  President George H.W. POLITICS & CAMPAIGNS: While Sen. Elizabeth Warren (D-Mass.) continues to rise in the race for the 2020 Democratic nomination, one part of her platform is receiving a cool reception from Democrats: her planned wealth tax.   One of the centerpieces of her 2020 bid, Warren’s plan to tax the wealth of people with more than $50 million in assets, taking 2 percent a year of their net worth beyond that threshold, has not gained steam among Democratic members of Congress as they keep their distance from it.   Unlike a traditional income tax, which focuses on money coming in, Warren’s plan focuses on money and assets that have already been accumulated. The tax, she says, could pay for a slew of programs, including student debt relief, universal pre-K, child care and increased pay for child care workers. Kamala Harris (D-Calif.) as the pre-eminent challenger to the former V.P.   According to the poll, Biden holds a double-digit lead over Warren, taking 32 percent support to Warren’s 21 percent. Sanders sits third with 14 percent.   As for Sen. Kamala Harris, (D-Calif.) whose strong debate performance in June vaulted her to 20 percent backing in a subsequent poll, she has since cratered and earns only 7 percent support in the latest poll. South Bend, Ind., Mayor Pete Buttigieg sits at 5 percent support, and no other candidate polls higher than 2 percent (The Hill).     The Hill: Poll: Biden, Sanders only 2020 Democratic contenders who beat Trump in Texas.   The Hill: Conservatives buck Trump over worries of ‘socialist’ drug pricing.   > Mississippi election results: Mississippi Lt. Gov. Tate Reeves (R) fell just short of the 50 percent support needed to avoid a runoff and will take on Supreme Court Justice Bill Waller later this month for the right to face Democratic state Attorney General Bill Hood in November.   Reeves won 49 percent of the vote, topping Waller’s 33 percent and state Rep. Robert Foster’s 18 percent, putting him in an August 27 runoff with Waller. As for Hood, he took home 69 percent of ballots cast, allowing him to bypass a runoff.   Given the heavy Republican bent in the state, Reeves remains the favorite to replace outgoing Gov. Phil Bryant (R) in November. Ahead of election day he took home a number of high-profile endorsements, including from Bryant, mayors across the state, and former NFL quarterback and Mississippi resident Brett Favre (The Hill).   ***   CONGRESS & INVESTIGATIONS: Oversight: Two House Judiciary Committee Democrats want to review Supreme Court Justice Brett Kavanaugh’s records from his time as a young aide in the George W. Bush White House, arguing that only a small fraction of the material was released prior to the vote on his nomination last year. Chairman Jerrold Nadler (D-N.Y.) and Rep. Hank Johnson (D-Ga.), who chairs the Courts, Intellectual Property and the Internet Subcommittee, wrote a letter Tuesday seeking records tied to Kavanaugh’s service as staff secretary and as a lawyer in the White House Counsel’s Office more than a decade ago. They sent the request to the National Archives and Records Administration (The Hill).   > Privacy: Lawmakers are working through the August recess to craft legislation on data privacy after missing a deadline they set to unveil a bill before their summer break. Advocates for a federal data privacy standard are also pressured because of the approaching 2020 elections and a strict privacy law slated to take effect in California next summer (The Hill).    > Deepfakes: House Intelligence Committee Chairman Adam Schiff (D-Calif.) is pursuing Facebook and Twitter to explain the companies’ policies about labeling and removing false and manipulated media posted on their platforms. His panel held a hearing in June and received brief written responses from the companies at the end of July (The Hill). Lawmakers in both parties are concerned about the rise of manipulated media on the internet and in social media because of the power of false and deceptive material to influence politics and national security.

WHITE HOUSE & ADMINISTRATION: When Interior Department employees cast about for examples of a federal “gold standard” in handling a rising tide of requests for information under the Freedom of Information Act, officials turned to the FBI for tutoring. Why? Because the FBI handles a high volume of requests, deals with classified information and is known to be slow to respond to public records requests. The Hill reports on Interior’s approach to its own controversial policy to deal with Freedom of Information Act requests, drawn from internal emails.   > Department of Justice: Lawyers for the Justice Department said in a court filing Tuesday that the House Oversight and Reform Committee has not provided a clear legislative purpose for subpoenaing Trump’s financial records from his private accountant and that the court should invalidate the subpoena. Lawmakers need to identify a specific legislative purpose for obtaining the documents in light of the potential burden it could create for the president, the Justice Department said (The Hill). > DOJ: The Justice Department lost ground on Tuesday in its effort to prosecute foreign lobbying violations as criminal acts when a federal judge threw out a charge that accused former Obama White House counsel Greg Craig of making a criminal false statement by omitting information about his work for a foreign government in a 2013 letter sent to DOJ (CNN).   > FBI: Former FBI agent Peter Strzok filed a lawsuit Tuesday charging that the bureau caved to “unrelenting pressure” from the president when it fired him after it was discovered that he wrote derogatory text messages about then-candidate Trump. The suit alleges that Strzok was unfairly punished for expressing his political opinions to a colleague and that the Justice Department violated his privacy when the government shared hundreds of his text messages with reporters (The Associated Press). Former special counsel Robert Mueller told Congress he reassigned Strzok when the text messages and the agent’s affair with a department lawyer who resigned came to his attention.    > Agriculture Department: The USDA’s watchdog concluded that the department may have violated the law when it decided to relocate Washington-based personnel from the Economic Research Service and the National Institute of Food and Agriculture to the Kansas City area. The department’s general counsel, Stephen Vaden, replied to the inspector general, “USDA is not required to abide by unconstitutional laws.”   The department argues its shift of personnel to the Midwest can save money and put scientists and researchers closer to the world of agriculture. Critics, however, argue the Trump administration is hostile to the agency’s scientific expertise and is anti-union.   White House acting chief of staff Mick Mulvaney said the relocation plan had the effect of downsizing the federal bureaucracy: “More than half the people quit. Now, it’s nearly impossible to fire a federal worker,” he said. “What a wonderful way to sort of streamline government and do what we haven’t been able to do for a long time.” Some USDA employees recently turned their backs on Agriculture Secretary Sonny Perdue at a public meeting where he discussed the shift of responsibilities to the Kansas City area. The department has directed employees who are making the move to report by Sept. 30 and rejected a proposal from the unions to allow some employees with hardships to continue working from the Washington area (CNN).

Paul Volcker, Alan Greenspan, Ben Bernanke and Janet Yellen wrote, “We are united in the conviction that the Fed and its chair must be permitted to act independently and in the best interests of the economy, free of short-term political pressures and, in particular, without the threat of removal or demotion of Fed leaders for political reasons” (CNBC). … Meanwhile, the Fed announced it will develop faster digital check-clearance for consumers, a development Wall Street’s big banks view with caution (The Washington Post).   ➔ Passages: Acclaimed novelist Toni Morrison died on Tuesday at age 88 from complications of pneumonia. And finally … 45 years ago this week, former President Nixon released transcripts of three conversations with then-White House chief of staff H.R. Haldeman, which were recorded by a West Wing taping system six days after the Watergate break-in. The transcripts, made public on Aug. 5, 1974, became known as the “smoking gun,” evidence that Nixon obstructed justice by ordering the FBI to halt its investigation of the break-in. “All right, fine, I understand it all,he told Haldeman as they discussed how to shut down what the FBI was then uncovering.   House Judiciary Committee Republicans who had backed the president and voted against impeachment announced they would change their votes. After Nixon’s bulwark in Congress crumbled, he announced during a televised address on Aug. 8, 1974, that he planned to resign the presidency “effective at noon tomorrow.” During a dramatic week in U.S. history, Gerald Ford was sworn in as the nation’s 38th president.

Today’s Top News August, 7 2019 Mass Shootings in Gun-Free Zones According to ABC News, El Paso law enforcement officials advise that, moments before his killing rampage, the shooter cased the Walmart “looking for Mexicans.” While that may be so, it is nevertheless true that, consistent with his “manifesto,” his recon was also calculated to make sure that he would be attacking in a low-security area. In that regard, the Walmart store had no armed security guard, no police presence, and was located in a shopping mall that was a self-proclaimed “gun-free zone.” By: George Parry

Click here   Good morning,If the climate continues to get warmer, 65% of voters believe it is likely that more people will move to places with cooler climates such as Canada, Maine, and Montana. A ScottRasmussen.com national survey found that 35% don’t expect that to happen.In a rare occurrence, both those who approve of President Trump’s performance and those who disapprove see the likelihood of people moving north at 65%.Still, just 23% believe such warming would be good for places that gain a milder climate. Forty-three percent (43%) believe the results would be bad. Twelve percent (12%) don’t think it would have much of an impact and 23% are not sure.Public confidence in the Supreme Court remains strong. Fifty-nine percent (59%) of voters approve of the way the Justices are doing their job.The Court earns favorable reviews from 64% of white voters along with 42% of black voters and 50% of Hispanic voters. On a partisan basis, 78% of Republicans offer a positive assessment. That view is shared by 49% of Democrats and 53% of Independent votersAdditionally, 39% of voters believe the ideological balance of the Court is about right. Thirty-five percent (35%) see it as too conservative and 25% say it’s too liberal.Despite the predictions of many, it appears that the divisive Kavanaugh hearings had no significant impact on public perceptions of the Court.On a related topic, today’s Number of the Day notes that 114 of the nation’s 870 federal judgeships remained vacant. Good morning, it’s Wednesday, Aug. 7, 2019. Seventy-seven years ago today, the U.S. Marines’ 1st Division landed on the beaches at Guadalcanal. Until then, most Americans had never heard of the 90-mile-long chunk of jungle in the Solomon Islands. By the time the Japanese evacuated their remaining forces the following February, the name of that Pacific island was seared into the nation’s collective consciousness. Although a frightful land war on two fronts had raged across Europe since 1939, the Aug. 7, 1942 invasion of Guadalcanal was the first major military offensive launched by the United States in the Pacific theater. It was undertaken suddenly, too, without much foresight or planning. The Japanese naval defeat at the Battle of Midway had created an opening, and Adm. Ernest J. King, commander of the U.S. fleet in the Pacific, was determined to exploit it. Give my men six months, replied Marine Corps Gen. Alexander Vandegrift. King, who didn’t want to wait, gave him two. We’re going in, King said, “even on a shoestring.” Officially, the invasion was code-named Operation Watchtower. Naturally, the Marines dubbed it Operation Shoestring. It was more than that: The Marines would be reinforced by two U.S. Army divisions in combat so lethal that it shocked Americans still reeling from the carnage at Pearl Harbor. By the time the fighting on Guadalcanal was over, 1,592 Americans had been killed in action, with 4,183 wounded and thousands more put out of action by tropical disease. The Japanese losses were stunning: 15 times as many dead. In a moment I’ll have an observation about how these U.S. troops kept up their morale during months of jungle fighting. Roosevelt began. “A great deal of water has flowed over the dam since then.” A great deal of blood had been shed, too, and lives lost. That night, the commander-in-chief sought to bolster the will of his countrymen by extoling the commitment of those doing the fighting and dying. “Our men in the field are worthy of the great faith, the high hopes we have placed in them,” FDR said. “No American can look at these men, soldiers or sailors, without a very great emotion and great pride — and a deep sense of our responsibility to them.” Roosevelt went on in this vein, evocatively so. I’d like to quote him for a while here before we return to the deadly Pacific island where Marines were fighting for their lives on this date in 1942. “In every battalion and in every ship’s crew, you will find every kind of American citizen representing every occupation, every section, every origin, every religion, and every political viewpoint,” FDR said. “Ask them what they are fighting for, and everyone one of them will say, ‘I am fighting for my country.’ Ask them what they really mean by that, and you will get what on the surface may seem to be a wide variety of answers. “One will say he is fighting for the right to say what he pleases, and read and listen to what he likes. Another will say he is fighting because he never wants to see the Nazi swastika flying over the old First Baptist Church on Elm Street. Another soldier will say that he is fighting for the right to work, and to earn three square meals a day for himself and his folks. … But all these answers really add up to the same thing: Every American is fighting for freedom. And today, the personal freedom of every American and his family depends — and in the future will increasingly depend — upon the freedom of his neighbors in other lands.” Franklin Roosevelt was perhaps the 20th century’s most eloquent president. But the men on Guadalcanal were even more so. Life magazine war correspondent John Hersey embedded with the U.S. Marines’ 2nd Division when he put the very question FDR would discuss in Washington to a detachment of men standing in a jungle clearing: What are you fighting for? After a long silence, one of them muttered, “Jesus, what I’d give for a piece of blueberry pie.” Hersey initially believed the man was changing the subject, or perhaps even making fun of him. “But of course he was not,” Hersey wrote. “He was answering my question very specifically.” A second Marine quietly added, “Personally, I prefer mince.” A third whispered, “Make mine apple with a few raisins in it and lots of cinnamon; you know, Southern-style.” In the brief, but brilliant, book he wrote afterward, Hersey amplified on the meaning of the scene: Fighting for pie. Of course that is not exactly what they meant. Here, in a place where they had lived for several weeks on captured Japanese rice, then finally had gone on to such delicacies as canned corn beef and Navy beans, where they were usually hungry and never given a treat — here, pie was their symbol of home. In other places, there are other symbols, For certain men, books are the thing; for others, music; for others, movies. But for all of them, these things are just badges of home. When they say they are fighting for these things they mean they are fighting for home — “to get the goddamn thing over with and get home.” Perhaps this sounds selfish. … But home seems to most Marines a pretty good thing to be fighting for. Home is where the good things are — the generosity, the good pay, the comforts, the democracy, the pie.  Carl M. Cannon

FIRST READ: Instead of speaking up, some frustrated Republicans are walking out

With more than 450 days to go until Election Day 2020, many elected Republicans are already eyeing the exits.

So far, we’ve seen 11 House Republicans say they’ll retire or seek another office in 2020.

And don’t forget that GOP Sens. Lamar Alexander of Tennessee, Pat Roberts of Kansas and Mike Enzi of Wyoming have already announced that they aren’t running again.  

The House exodus includes four GOP members from Texas alone, three of whom won reelection in 2018 by less than a 5-point margin.  

The story of these retirements isn’t just that some of them open up pickup opportunities for Democrats, though. It’s that they show just how uncomfortable many rank-and-file Republicans have been in the Trump era.

Retirements are typically a tell about how members view their party’s chances in the next election. And yes, some of these folks are in their late 70s or older. And of course, the no-fun realities of being in the minority have a way of pushing burnt-out members towards the door.

But these retirements also reflect an environment so toxic that even members with safe seats (and potentially promising futures on the Hill) are throwing in the towel.

The buzziest recent retirement was Will Hurd  — a Trump critic who was vocally upset about the direction of the party and faced a dicey reelection race.

But what about someone like Texas’ Mike Conaway, a staunch conservative and key member of his state delegation who won reelection with 80 percent of the vote? 

With the current relentless news cycles about race and rhetoric — punctuated by the weekend’s racially-motivated attack in El Paso — are members really getting any LESS motivated to call it quits? 

And if the political environment is so heated that they think they can’t speak out, the next best thing may be to just up and leave.  

It’s not just in the House, either. GOP senators whose seats are up must be asking themselves the same question. Does Susan Collins REALLY want to run for reelection in this environment?

And remember: There’s almost always at least one senator whose retirement is a surprise. Remember Tennessee’s Bob Corker last cycle?  

Controversy erupts over public shaming of Trump donors

 Speaking of the political environment, Texas Democratic Rep. Joaquin Castro (twin brother of the presidential candidate) is under fire for tweeting the names and employers of some Texas Trump donors and saying they “are fueling a campaign of hate.”

Trump campaign spokesman Tim Murtaugh called the publication of the names “reckless and irresponsible” and “a target list” that endangers the safety of Castro’s constituents.

Meanwhile, Julián Castro’s presidential campaign is defending the candidate’s brother so far, pointing out that the donor information is publicly available. 

2020 VISION: Biden, Booker set to address white supremacy and gun violence

As the president heads to El Paso and Dayton today, both Joe Biden and Cory Booker are set to address racism and white supremacy on the trail.

Here’s a sneak peek at what Booker, who’s speaking at Emanuel AME Church in Charleston, is expected to say, per excerpts of his speech:

“[T]here is no neutrality in this fight. You are either an agent of justice or you are contributing to the problem. Addressing this isn’t an act of charity or philanthropy, it is an issue of national security; it is an issue of patriotism — it is an issue of love. And we can begin to express that love by changing our laws.”

And here’s what Biden is set to say at an event in Burlington, Iowa:

“How far is it from Trump’s saying this ‘is an invasion’ to the shooter in El Paso declaring ‘his attack is a response to the Hispanic invasion of Texas?’ Not far at all.  How far is it from the white supremacists and Neo-Nazis in Charlottesville – Trump’s ‘very fine people’ — chanting ‘You will not replace us’ – to the shooter at the Tree of Life synagogue in Pittsburgh saying Jews ‘were committing genocide to his people?’ Not far at all. In both clear language and in code, this president has fanned the flames of white supremacy in this nation.”

On the campaign trail today: It’s a crowded day in Iowa: Biden, Warren, Hickenlooper and Gillibrand are all campaigning in the Hawkeye State. And Delaney, Williamson, Yang, Sestak and Klobuchar all attend a Dickinson County Democrats’ event in Storm Lake, IA….  Cory Booker addresses gun violence and white nationalism at Emanuel AME Church in Charleston…. And Steve Bullock also has a speech in D.C. on gun violence. 

Dispatches from NBC’s embeds: Sen. Bernie Sanders toured an apartment building in Los Angeles, California that is home to many previously homeless people in the city.

NBC’s Gary Grumbach has Sanders’ response to his experience: “It is painful to know we are the wealthiest country on earth and there are people a few feet away from us here who are sleeping out on the street, you know for too long we have ignored this growing crisis and everyone thinks it’s someone else out there until it happens to them until they lose their job or their landlord raises there rent and they suddenly find that they and their kids can’t find affordable housing or suddenly it’s not them it’s me who’s out on the streets.”

And former Vice President Joe Biden fundraised in Boise Idaho where he discussed why he decided to run for president.

NBC’s Marianna Sotomayor sends along the pool report from the fundraiser: “He spoke about the three reasons he got into the race for the presidency, citing the riots in Charlottesville, a need to restore the middle class (which he called ‘the backbone of our country’) and to bring the country together. ‘When the middle class does well, the poor have a way up and the wealthy do very well, and in the meantime, we can provide social, political and economic stability.’”

Republicans head to a runoff in Mississippi’s gubernatorial race

Well, this wasn’t the result Lt. Gov. Tate Reeves wanted from yesterday’s primary.

Reeves, long considered the GOP heir apparent in Mississippi’s gubernatorial race, fell just short of the 50 percent required to avoid a runoff against rival Bill Waller Jr. later this month.

And some observers in the state think Reeves might be on the wrong side of the momentum in a two-man race.  

One of the key issues in this contest, by the way? Reeves staunchly opposes any type of Medicaid expansion, while Waller backs a version that’s been supported by some GOP lawmakers in other red states.  

The winner of the runoff will face Democrat Jim Hood in what’s likely to be a competitive contest in the fall.

DATA DOWNLOAD: And the number of the day is… 28 percent.

28 percent.

That’s the share of Democratic primary debate watchers who said that Elizabeth Warren did the best job, according a new Quinnipiac poll.

That puts her ahead of Biden (15 percent), Sanders (8 percent),  Harris (8 percent) and Booker (7 percent).

A plurality — 32 percent — of Democratic primary voters also said that, regardless of how they plan to vote, they think Warren has the best policy ideas.

Warren also saw an uptick in her overall polling against the rest of the Democratic field, up from 15 percent support last month to 21 percent support.

She remains in second place overall, while Joe Biden maintains his frontrunner status with the backing of 32 percent of primary voters.
