Official Washington came no closer on Monday than it has in the past to tackling America’s epidemic of mass shootings as the death toll following weekend violence in El Paso, Texas, and Dayton, Ohio, rose to 31. President Trump, who will travel to the Lone Star State on Wednesday, used a 10-minute address to try to steer the narrative after a weekend of carnage and national grief. He championed more mental health treatment and warned against the spread of “racist hate” on social media and the dangers of violence on the internet. He advocated capital punishment for mass shooters, condemned white supremacy and argued that guns are not the problem. “Mental illness and hatred pull the trigger — not the gun,” the president said while reading carefully from prepared remarks with Vice President Pence by his side. The New York Times: Trump stops short on major gun control. The Hill: Trump: “We must condemn white supremacy.” House Democrats promised hearings about mass shootings beginning next week and pledged to return to Washington this month if the Senate opted to vote on House-passed legislation that aims to tighten gun background checks. There was no sign that the GOP-led Senate plans to work again before September. The Hill: Speaker Nancy Pelosi (D-Calif.) and Senate Minority Leader Charles Schumer (D-N.Y.) assailed Trump in a joint statement as “a prisoner to the gun lobby and the NRA.” Politico: Republicans hide behind Trump in gun debate. As he did last year, the president called on Congress to produce bipartisan legislation to deal with mass shootings. But his rhetoric was vague and inconsistent between his morning tweets and his televised, prepared speech. Trump repeated his endorsement for so-called “red flag” laws that would make it possible to confiscate firearms from people suspected of being mentally ill. Trump said laws should be changed to allow for the involuntary confinement of individuals deemed at risk of committing violence. Two lawmakers, Sens. Marco Rubio (R-Fla.) and Dianne Feinstein (D-Calif.), called on Senate Judiciary Committee Chairman Lindsey Graham (R-S.C.) to give their separately crafted “red flag” bills consideration in committee after months of inaction (The Hill). Graham told reporters he and Sen. Richard Blumenthal (D-Conn.) support a measure to create a grant program to help states adopt their own “red flag” laws to permit intervention in cases of “imminent threat” of violence (The Hill). Beyond Washington, the candidates competing to win the Democratic presidential primary kept their focus on Trump, describing him to voters as part of the problem behind hate- and grievance-filled politics, not part of a national solution. The New York Times: One man could decide Washington’s response to gun violence: Senate Majority Leader Mitch McConnell (R-Ky.). The Hill: Democrats blast Trump’s response to the shootings. Democratic presidential contenders Rep. Tim Ryan of Ohio and former Rep. Beto O’Rourke of Texas strongly condemned Republican inaction while appearing in their states on Monday (The New York Times). Former Vice President Joe Biden issued a statement following Trump’s speech, saying, “We won’t truly speak with one voice against hatred until your voice is no longer in the White House.” He went further on Monday night, saying that he would push for a federal buyback program and reauthorization of the assault weapons ban, which Biden helped pass in 1994 (The Washington Post). Sen. Cory Booker (D-N.J.) plans to deliver remarks about gun violence and the rise of white nationalism on Wednesday at Mother Emanuel AME Church in Charleston, S.C., the site of a 2015 mass shooting. The National Rifle Association (NRA) distanced the gun lobby from violence in El Paso and Dayton and welcomed Trump’s mental health approach to the weekend shootings. But the NRA’s power is being tested. In 2019, it is a weakened advocacy group with leadership in turmoil (The Hill). Even with private sector pushback against websites that encourage violence, blocking the dark ideologies on the internet is a huge problem. A San Francisco-based Web company, Cloudflare, announced it stopped providing services to 8chan, a website notorious for hosting lawless message boards where manifestos have appeared before mass shootings took place (The Washington Post). But as Cloudflare CEO Matthew Prince predicted over the weekend, a competing web security service offered to help 8chan stay afloat, raising questions about whether eradicating the free-for-all website that hosts a radical, malevolent fringe is possible (The Hill). Perspectives & Analysis: Niall Stanage: Democrats don’t buy Trump’s condemnation of white supremacy. Former President Obama: “Until all of us stand up and insist on holding public officials accountable for changing our gun laws, these tragedies will keep happening.” Helaine Olen: Trump’s speech was like a hostage video. Michael Gerson: Promoting love and unity goes against Trump’s political brand. Elaina Plott and Peter Nicholas: Trump has a habit of contradicting himself after a tragedy. But conservative judges may block common-sense measures for a long time to come. ADMINISTRATION & INTERNATIONAL: The U.S. Treasury Department formally labeled China a currency manipulator on Monday, only hours after the president accused the country of unfairly devaluing its currency and escalating tensions between the two largest economies amid a trade war. Earlier Monday, China lowered the value of the yuan, weakening its currency to an 11-year low. The move gives its exporters a price advantage in world markets and eases some of the damage from continued U.S. tariffs on Chinese products. Beijing also announced that China would stop buying agricultural products from the United States, rejecting a key negotiating point the Trump administration pressed for more than a year in negotiations over tariffs. The Treasury Department’s decision, largely symbolic because of the U.S. punishments now stacking up against China, came three months after the United States declined to impose sanctions on China for devaluing its currency. “Secretary Mnuchin, under the auspices of President Trump, has today determined that China is a Currency Manipulator,” the department said in a statement. “As a result of this determination, Secretary Mnuchin will engage with the International Monetary Fund to eliminate the unfair competitive advantage created by China’s latest actions.” The latest move by the administration follows Trump’s threat to impose a new round of tariffs on $300 billion in Chinese goods by Sept. 1. That would be on top of $250 billion in Chinese goods to which Trump already applied tariffs, which prompted China to slap tariffs on U.S. goods. The president argues that China pays, not U.S. consumers, despite ample evidence and admissions from Trump administration officials that U.S. manufacturers, farmers and consumers are hit with higher costs (The Associated Press). Trump’s move last week to impose a new round of tariffs rattled the stock market on Monday. The S&P 500 fell by 3 percent, marking the biggest one-day percentage decline since Dec. 4 (Reuters). © Getty Images > Putin prepares: Russian President Vladimir Putin said Monday that the Russians will begin developing new intermediate-range missiles if the U.S. starts to do so after allowing a key arms control agreement lapse (The Hill). Putin’s remarks came after the U.S. formally exited the Intermediate-Range Nuclear Forces (INF) Treaty with Russia on Friday. The U.S. said that Moscow was violating the treaty, having already deployed one banned type of missile. The Kremlin denied the allegation. “If Russia obtains reliable information that the United States has finished developing these systems and started to produce them, Russia will have no option other than to engage in a full-scale effort to develop similar missiles,” Putin said in a statement. The U.S. has already said that it plans to test weapons that were previously banned by the 1987 treaty between the two nations. The INF Treaty banned the production and deployment of land-based missiles with a range between 310 and 3,400 miles, hampering the ability of either country to launch a short-notice nuclear strike (Reuters). The Associated Press: North Korea fires more weapons, denounces U.S. military drills. > Venezuela: The Trump administration announced late Monday that will expand its sanctions against Venezuela and impose a full economic embargo, a significant escalation of pressure against the President Nicolás Maduro’s regime and countries including Russia and China that continue to support him. The embargo freezes assets of the Venezuelan government and prohibits transactions with it, unless exempted specifically. Exemptions include official business of the federal government and transactions related to humanitarian aid (CNN). The embargo goes much further than the previous round of sanctions imposed against the country, including against state-run oil company PDVSA, the country’s financial sector, and dozens of Venezuelan officials (Reuters). POLITICS & CAMPAIGNS: After decades in which Texas was assumed to be a bastion for Republicans and conservatives, the state faces major demographic and cultural changes that are encouraging Democrats to plant their flag there this cycle. As Reid Wilson writes, Texas Republicans could encounter a perfect storm of issues this cycle including mounting tensions about racially motivated rhetoric, a polarizing president and GOP infighting, all of which have rocked Texas’s political leadership. And the state may soon face a tipping point brought on by shifting coalitions of voters who want change in Austin and Washington. The political changes are evident, highlighted by the shrinking of losing margins in recent years by Hillary Clinton in 2016 and O’Rourke in 2018, but structural changes have become the real driving force behind Texas’s blue hue that’s becoming more ever-present, headlined by the retirements of four GOP congressmen ahead of the 2020 elections. While the state has attracted millions of jobs under three consecutive GOP governors, many of the state’s newcomers are from California, leading to the shift in political attitudes. One percent of the state of California, one of the most liberal states in the country, has moved to Texas. Four of the 10 American counties that have added the most new residents since 2010 are in Texas; four of the 10 counties adding residents at the fastest pace are there, too. Along with the newcomers, it’s suburban women — the same group who helped hand Democrats control of Congress — who are key to Democratic hopes of capitalizing on political tumult in Texas. “White suburban women are temporarily part of the Democratic coalition in Texas, but I wouldn’t think of them as firm long-term members,” said Cal Jillson, a political scientist at Southern Methodist University. “Those women are responding to Trump, but also to these mass shootings.” “It’s not a purple state, but it’s trending the other way right now. Democrats still have to win something for it to be considered a purple state,” added Corbin Casteel, an Austin-based GOP strategist. The issue is back in the spotlight after two recent hashtags gained attention on Twitter: #MoscowMitch, targeting McConnell for blocking votes on election security bills, and #KamalaHarrisDestroyed, which pushed the narrative that Sen. Kamala Harris (D-Calif.) had a subpar performance in last week’s Democratic presidential debate (The Hill). The hashtags revived a debate over how prevalent bots actually are, with questions surrounding whether the hashtags were largely the product of bots or regular social media users. Bot Sentinel, a free platform designed to track bot activity and untrustworthy accounts on Twitter, listed #KamalaHarrisDestroyed as one of the top 10 hashtags tweeted by bot accounts on the two days after the latest Democratic debate. However, Twitter has pushed back against the idea that the anti-McConnell and anti-Harris hashtags were the result of bots. A Twitter spokesperson said its “initial investigations have not found evidence of bot activity amplifying either of the cited hashtags.” “These were driven by organic, authentic conversation,” the spokesperson said. |

And finally … Recycle this luck! A man in Ashland, Ore., last week almost lost his life savings, which he stored in a shoe box and accidentally tossed away at a reclamation center that does business with a Northern California recycler. After the distraught man made frantic phone calls, the staff at Recology Humboldt County in Samoa, Calif., recovered the roughly $23,000 he lost by keeping an eye out when sorting through 22 tons of mixed recycling. On Friday morning, the shoe box full of cash was spotted in a load full of paper and was rescued to be reunited with the relieved, grateful owner. “We were able to recover it for him, so that’s good news,” said Linda Wise, general manager of Recology Humboldt County, who explained the search was like looking for a needle in a haystack (The Mercury News). |

POLITICO Playbook: Trump’s two political crises

WASHINGTON IS TYPICALLY a bit sleepy in August. But the month has been jolted by a pair of crises: an escalating trade war with China, which shaved 3% off the Dow on Monday, and two mass shootings, which once again, depending on your politics, either highlighted inaction by the federal government or put on display one of the most nettlesome and unsolvable problems in American society.
THERE WILL BE MANY PEOPLE WHO SAY legislators and politicians should avoid politicizing serious domestic and global affairs. Of course, that’s precisely what will happen. The week’s momentous events give Democrats fresh reasons to say this: If you don’t like this — wild fluctuations in the market due to trade policy, or inaction on guns — kick President DONALD TRUMP out of the White House.
THE PRESIDENT IN HIDING? … TRUMP has no public events scheduled today.
— EL PASO TIMES: “What we know about President Trump’s planned visit”: “President Donald Trump will visit both El Paso and Dayton, Ohio Wednesday following two mass shootings, according to the Associated Press. … [T]rump is most likely to visit victims of those injured in the shooting, several of whom are being treated at Del Sol Medical Center and University Medical Center.”

IF YOU PUT THEM ON TRUTH SERUM … The following things are true about both parties’ gun positions:
— REPUBLICANS will say privately that they know they are on the wrong side of contemporary political thinking — and reality — when it comes to gun policy. Many of them will say off the record or on background that they could get away with supporting banning assault weapons, banning high-capacity magazines and tightening background checks. But they need Trump to embrace these ideas as well — and consistently. The president tends to pop his head up, support something and then retreat. REP. ADAM KINZINGER (R-Ill.) called for universal background checks, raising the gun-purchasing age to 21 and banning high-capacity magazines. The Medium post… OHIO GOV. MIKE DEWINE (R) is set to announce a policy proposal on guns later today, according to the AP.
SENATE MAJORITY LEADER MITCH MCCONNELL said in a statement on Monday that Republicans in the Senate are “prepared to do our part” to “work in a bipartisan, bicameral way to address the recent mass murders which have shaken our nation.”
— MORE MCCONNELL: “Only serious, bipartisan, bicameral efforts will enable us to continue this important work and produce further legislation that can pass the Senate, pass the House, and earn the president’s signature. Partisan theatrics and campaign-trail rhetoric will only take us farther away from the progress all Americans deserve.”
— Some HOUSE DEMOCRATS want to come back into session to pass more gun legislation, but they worry about the politics of doing so. “We don’t want to let Mitch off the hook. Coming back would signal we haven’t done our job,” one House Democrat told us Monday. “We actually did. In the first 100 days. If he’s serious about this he will come back and pass a background check bill. We don’t want to give him moral equivalence.”
Speaker NANCY PELOSI and Senate Minority Leader CHUCK SCHUMER want to keep the pressure on Republicans and not muddy the message by pushing more legislation that is just going to die in the Senate.

“To Mr. Trump, all of this is part of his grand trade showdown with Chinese President Xi Jinping. He was furious last week when his negotiators returned from China without significant progress. So he slapped on new tariffs, which he thinks will impose more pain on China than on the U.S.
“But if the President believes adviser Peter Navarro’s counsel that the U.S. is immune from all this, markets are saying the opposite. The Dow Jones Industrial Average is now lower than it was in January 2018 when he began his game of China chicken, despite two years of strong corporate earnings. The uncertainty from tariffs has chopped U.S. GDP growth to 2% from 3%. Business investment is falling and global manufacturing is nearly in recession.
“Mr. Trump is punishing China all right. He’s also putting U.S. growth in jeopardy by unleashing trade and currency risks that undermine the benefits of his tax reform and deregulation. Sometimes trade wars end badly for everyone.” WSJ

— MARKETS TODAY … FT: “Markets steady after heaviest stock drop since early 2018,” by Adam Samson in London and Siddarth Shrikanth in Hong Kong: “Investors appeared to shrug off the Trump administration formally naming China a ‘currency manipulator’ after the close of US trade on Monday.
“Xiangrong Yu, senior China economist at Citi, said the designation was ‘largely toothless,’ but that ‘the risk of full-scale trade war is on the rise.’ Goldman Sachs came to a similar conclusion: ‘While symbolically significant given that this designation was last used 25 years ago, in and of itself we think it is unlikely to result in actions on the scale of recent tariffs or other US sanctions,’ said Andrew Tilton, the New York bank’s chief Asia economist.
“Still, the decision marked ‘another major setback to the possibility of a trade agreement,’ noted Tai Hui, chief market strategist at JPMorgan Asset Management, who added that it may deal a further blow to risk appetite.” FT

Tuesday, August 6, 2019 Proposals to Prevent Future Shootings “Sen. Lindsey Graham said Monday he will propose bipartisan legislation to encourage more states to adopt ‘red flag’ laws after a pair of horrific mass shootings. The South Carolina Republican’s announcement came soon after President Donald Trump also called for such laws, which allow police and family members to request that a court temporarily restrict the access to firearms of people who may pose an imminent threat to themselves or others… Sen. Pat Toomey (R-Penn.) also renewed calls for passing his and West Virginia Democrat Joe Manchin’s bill to expand background checks after Trump tweeted about the issue earlier in the day.” Politico From the Left The left isn’t opposed to ‘red flag’ laws, but argues for more extensive gun control measures and aggressive policies to counter white nationalism. “Republicans on Fox News over the weekend trotted out the same tired excuses: video games are to blame, they said. President Trump claimed it was all about mental health. Both explanations are absurd. After adjusting for population, video game revenues between the United States and Britain are roughly equal. And even though video game revenues are substantially higher per capita in Japan than in the United States, there are roughly 111 Americans killed in gun homicides for every Japanese homicide victim even after adjusting for population. Mental health and substance abuse disorders are slightly higher in the United States than in Britain and Japan, but not dramatically so, and certainly not 73 or 111 times higher… The world thinks America’s gun laws are crazy — and they’re right.” Brian Klaas, Washington Post “Studies show that a relatively small percentage of violent crimes are perpetuated by people with diagnosed mental health issues, and that gun access—not mental health symptoms—is the primary predictor of firearm violence. As a result, an increasingly large and vocal cadre of doctors has been arguing for years that gun violence is more an issue of access and regulation than it is mental health.” Jamie Ducharme, Time “If having so many guns around actually made the US safer, as the National Rifle Association and pro-gun politicians claim, America would have one of the lowest rates of gun violence in the world… [Instead] the US has nearly six times the gun homicide rate of Canada, more than seven times that of Sweden, and nearly 16 times that of Germany… [Researchers] have found time and again that America’s loose access to guns is a major reason the US is so much worse in terms of gun violence than its developed peers… “Many factors can of course play a role in any individual shooting. But when you want to explain why America sees so many of these mass shootings… and why America suffers more gun violence than other developed nations, none of these factors gives a satisfying answer. Only guns are the common variable. To put it another way: America doesn’t have a monopoly on racism, sexism, other kinds of bigotry, mental illness, or violent video games. All of those things exist in countries across the world, many with much less gun violence. What is unique about the US is that it makes it so easy for people with any motive or problem to obtain a gun.” German Lopez, Vox “We cannot see inside people’s minds and discern who is potentially homicidal before they step into the abyss and unleash a hail of bullets on an innocent crowd. But we can certainly begin systematically curtailing access to high-firepower weapons… Prospective handgun owners should be required to pass safety courses, undergo extensive background checks, and renew their permits via follow-on background checks every three years. Weapons should also be restricted to 10 rounds’ magazine capacity. In addition, all handgun transactions — including between private parties — should be conducted through a Federal Firearms License (FFL) holder and recorded in a centralized federal registry.” Gabriel Collins, The Hill Many note that “our current counterterrorism framework was set up, in the immediate aftermath of 9/11, to deal exclusively with foreign terrorist groups like Al Qaeda… Many of our allies have already changed their own laws to allow more robust investigations of domestic terrorists. Britain’s domestic intelligence agency, MI5, for example, can now use many of the same methods against domestic extremism that they have long deployed against Al Qaeda… “The F.B.I. should follow MI5’s lead, with appropriate safeguards for our constitutional freedoms. But this can happen only if Congress updates our post-9/11 legislation to allow domestic terror groups to be designated in the same way as foreign ones. This will allow our law-enforcement agencies access to the full suite of monitoring tools and our prosecutors the ability to bring meaningful charges for aiding domestic terrorism.” Ali H. Soufan, New York Times From the Right The right supports ‘red flag’ laws but is skeptical of increased background checks or an ‘assault weapon’ ban. “Indiscriminately banning certain types of guns, such as semi-automatic ‘assault weapons,’ is a violation of that constitutional right… [But] no right is absolute, not even the right to bear arms. Natural rights are bound by responsibility. This means that at times citizens must give up parts of their liberty for the greater good. Regulating gun rights can in some circumstances be justifiable. The question then becomes, what should that regulation look like?” Kaylee McGhee, Washington Examiner Dated But Relevant: “So-called ‘assault weapons’ are nowhere near the root of the American violence problem. According to FBI data, of the two-thirds of murders that involve firearms, about 69 percent involve handguns rather than rifles or shotguns of any kind. Most estimates place the contribution of assault weapons to gun crime at around 1 or 2 percent… Contrary to popular myth, assault weapons fire only once for each pull of the trigger; they are not machine guns. The features that define assault weapons — such as a folding stock or a pistol grip — may look militaristic, but they provide little advantage to someone intent on killing innocent civilians.” The Editors, National Review Moreover, “the reality that most modern gun-control proposals impact mainly the law-abiding is a principal reason for the consistent resistance to them from America’s gun owners. But there is one place where gun owners and gun-rights opponents meet: Americans who have demonstrated by their own conduct that they’re not fit to own a weapon… “A so-called ‘red flag’ law fills the gaps in criminal law and the laws governing mental-health adjudications by granting standing to a defined, limited universe of people to seek temporary seizure orders — called gun-violence-restraining orders — for a gun if they can present admissible evidence that the gun’s owner is exhibiting threatening behavior. Properly drafted, these laws can save lives while also protecting individual liberty.” David French, National Review “With red flag laws, President Trump proposed a bipartisan, commonsense solution that could go a long way in preventing these atrocities… One commonality in the mass shootings we have seen is that perpetrators tend to communicate their intent beforehand… So why not permit family members or law enforcement – as determined by law – who have observed either behavioral warning signs or communicated intent to harm to petition a judge to temporarily seize firearms from a potential attacker?” Kayleigh McEnany, Fox News In addition, “there are aggressive investigative measures that can be taken to identify, profile, and monitor white supremacists who are potential assassins… being a white supremacist and associating with white supremacists are not, by themselves, grounds for prosecution; but they are constitutionally sufficient grounds for police suspicion. They warrant investigation. It has always been permissible to use beliefs, associations, and speech for evidentiary purposes in criminal investigations. This is not criminalizing constitutionally protected ideas; it is investigating to prevent the violent crimes to which aggressively hateful ideas are known to lead.” Andrew C. McCarthy, National Review Some point out that while “neither the El Paso nor the Dayton gunman would have been stopped from purchasing a weapon by an ‘expanded’ background check or any kind of background checks that didn’t have a pre-crime component… the Sutherland Springs church shooter, having been convicted of assaulting his then-wife and stepson, should not have had a gun, but the FBI blew it. The racist Charleston church shooter should have been stopped by a background check, but his narcotics conviction never reached the FBI. Trump Addresses the Nation Following Two Mass Shootings Yesterday, President Trump delivered a public address in the wake of the mass shootings in El Paso and Dayton, which resulted in 22 and 9 deaths respectively. In addition to outright condemning white supremacy, the speech called for specific reforms in addressing gun violence, including more effective mental health laws and changes in cultural attitudes towards violence. From Fox News: “Our nation is overcome with shock, horror and sorrow,” Trump said, in solemn remarks from the White House. “We are outraged and sickened by this monstrous evil.” In unequivocal terms, the president also condemned white supremacy, responding to reports that the shooter in El Paso wrote a racist manifesto. “In one voice, our nation must condemn racism, bigotry and white supremacy,” Trump said, standing beside Vice President Pence. “These sinister ideologies must be defeated. Hatred has no place in America…” Among his list of proposals, Trump called for reforms to mental health laws “to better identify mentally disturbed individuals who may commit acts of violence,” adding that we must “make sure those people not only get treatment but when necessary, involuntary confinement.” “Mental illness and hatred pulls the trigger, not the gun,” Trump said, going on to call for red-flag laws to allow the seizure of firearms from those judged to pose a grave risk to public safety. The president also called for “cultural” changes, citing violent video games. Further, Trump said he has directed the Justice Department to propose legislation ensuring that those commit hate crimes and mass murders “face the death penalty and that this capital punishment be delivered quickly, decisively, and without years of needless delay…” “We must do a better job at identifying and acting on early warning signs,” Trump said. “I am directing the Department of Justice to work in partnership with local, state, and federal agencies and social media companies to develop tools to identify mass shooters before they strike.” He added: “We must stop the glorification of violence in our society. This includes the gruesome and grisly video games that are now commonplace…It is too easy for troubled youth to surround themselves with a culture that celebrates violence. We must stop or substantially reduce this and it has to begin immediately.” Four Voters in California Sue California Over New Tax Return Law Four California voters, with the help of the conservative group Judicial Watch, have taken matters into their own hands following the passage of the “Presidential Tax Transparency and Accountability Act.” Democratic Gov. Gavin Newsom signed the new law last week, which would require primary candidates “to file the most recent five years to the California secretary of state by November 26 or be excluded from the March 3, 2020 presidential primary ballot.” The law is thought to be a direct attack on President Trump, who has been mum about releasing his tax returns. The law itself, however, presents possible constitutional issues. From Fox News: “The Constitution requires only three things of presidents: They have to be a natural-born U.S. citizen; must be at least 35 and must have lived in the country for at least 14 years. (Although the precise legal meaning of the term “natural-born U.S. citizen” is debated, it generally is taken to apply when someone is either born in the U.S. or born abroad to a U.S. citizen.)… “California politicians, in their zeal to attack President Trump, passed a law that also unconstitutionally victimizes California voters,” Fitton added. “It is an obvious legal issue that a state can’t amend the U.S. Constitution by adding qualifications in order to run for president. The courts can’t stop this abusive law fast enough.” But this lawsuit is only the latest in the saga of Trump’s tax returns, which have continued to garner the attention of Democratic members in Congress. to ongoing interest, we have decided to release new numbers of the race
for the Democratic nomination every weekday at 5:00 p.m. Eastern.Numbers released last night
showed Joe Biden at 27%, Bernie Sanders at 16%, Senator Elizabeth
Warren at 11%, and Senator Kamala Harris at 7%. These figures are based
upon a three-day rolling average. Compared to a week ago, Biden is down five and Harris up two. Congresswoman Tulsi Gabbard was at 0% a week ago, jumped to 3% immediately following the debates, and is now back to 0% again.Related data shows a reason to be cautious when assessing the impact of the debates. Just 48% of voters even know that round two of the Democratic presidential debates were held last week. Another 19% believe they will take place in the next week or two while 33% are not sure.On a different topic, 46% now believe President Trump should be impeached and removed from office.
That’s up three points from a week ago and the highest level of support
for impeachment since February. Still, just 21% believe it is
even somewhat likely to happen.Shifting to Congress, House Speaker Nancy Pelosi is now viewed favorably by 38% of voters and unfavorably by 49%. Those figures are at the low end of a narrow range of support Pelosi has enjoyed since returning as speaker.Senate Majority Leader Mitch McConnell earns favorable ratings from
27% and negative reviews from 47%. That’s the highest unfavorable rating
for McConnell since a year ago.A majority of Independent voters have an unfavorable opinion of both Pelosi (52%) and McConnell (54%).Finally, it was one year ago today that I returned to polling after a long time away. I wondered at the time whether phone polling was already dead or merely dying. In either case, it seemed appropriate to look forward rather than back and conduct research on a digital platform. Cannon on Aug 06, 2019 08:39 am Good morning, it’s Tuesday, August 6, 2019. The Cabinet meeting convened by Richard Nixon 45 years ago today was originally scheduled for 10 in the morning, but the besieged president lingered in the Oval Office until 10:37 a.m., and then took a brief detour to the White House barber shop before entering the Cabinet Room at 11:04 a.m. Perhaps he knew what awaited him. Assembled in that historic room was his entire Cabinet, four aides and confidants, including Alexander Haig Jr. and White House press secretary Ron Ziegler, along with the chairman of the Republican National Committee. Seated between Secretary of State Henry Kissinger and Secretary of Defense James Schlesinger, Nixon began by saying he wanted to address a current domestic policy issue — namely, inflation. To the other men present, it seemed as though the president was in denial. The most important matter before the country — the only matter than concerned them that morning — was the president’s impending impeachment. Nixon addressed this, too, but in fits and starts. He thanked the Cabinet secretaries for sticking by him, claimed he wanted “the facts out” about Watergate. Although transcripts of secret White House tapes had been released the day before, making the situation politically untenable, Nixon insisted that his lawyers still believed he’d committed no impeachable offenses. He acknowledged that the House was a lost cause and that he might lose a Senate trial, too. But he wouldn’t resign, Nixon said, because it would set a bad precedent for future presidents. He sounded like a man trying to convince himself. But one person present, a Republican known for decorum not brashness, wasn’t having any of it, as I’ll explain in a moment. This put the vice president on the spot, as Ford pointed out. Then, from one of the chairs along the wall behind the table, an unlikely emissary spoke up. It was George H.W. Bush, the chairman of the Republican National Committee. Noting later that Nixon looked “beleaguered, worn down by stress, detached from reality,” Bush felt the need to speak candidly. No recording of the meeting is available. Nixon’s surreptitious taping system, which caused him so much grief, had by then been disconnected, so there’s no record of exactly what Bush said. But no one there ever forgot the gist of it: Bush believed the president had to go. In Jonathan Aitken’s authorized Nixon biography, this advice is rendered quite simply: “Mr. President, you have to resign.” In “Final Days,” the famous account by Washington Post reporters Bob Woodward and Carl Bernstein, Bush is heard essentially echoing Attorney General William Saxbe in saying that the president’s ability to govern had been impaired. However it went down, White House Chief of Staff Al Haig explained in his own memoirs just how bold this was. Bush was not a Cabinet official. He had presumably been invited to the White House that morning because he’d been so strong in his public defense of the president. But in the meeting, Haig recounted, there was a sudden stir from his side of the room and Bush “seemed to be asking for the floor.” Nixon did not recognize him, but Bush spoke anyway. “Watergate was the vital question,” Haig wrote in recounting the Bush moment. “It was sapping public confidence. Until it was settled, the economy and the country as whole would suffer. Nixon should resign.” Nixon was torn about what he should do; so was his wife, Pat. Over dinner upstairs in the family quarters, the first lady emphatically urged her husband not to step down, Nixon later said. “She was the last to give up,” he recalled. Yet, without any further conversation between them about it, the president noticed later that evening that Pat had already been going through the family’s personal effects, organizing and packing for their exile from the home they’d known for 5½ years. “With us sometimes, as it is between people who are very close, the unspoken things go deeper than the spoken,” he said. “She knew what I was going to do.” Actually, the last holdouts — those who were truly the “last to give up” — were Nixon’s two daughters, Tricia and Julie. On this date in 1974, the younger of the pair, 26-year-old Julie, wrote a note and put it on her father’s pillow for him to find when he went to bed. “Dear Daddy,” it began. “I love you. Whatever you do I will support. I am very proud of you. Please wait a week or even ten days before you make this decision. Go through the fire just a little bit longer. You are so strong! I love you.” She then signed her name, with a brief postscript. “Millions support you.” This was true. It was also true, as Nixon had told Al Haig that same day with gallows humor, “Well, I screwed up real good, didn’t I?” Carl M. FIRST READ: Trump’s teleprompter temperament isn’t the message — what comes next is.
Yesterday, we wondered before President Trump’s address to the nation how he would frame the weekend’s mass shootings.
We asked:
- if he would mention the El Paso shooter’s specific targeting of Latinos (he did not)…
- if he would use the phrase “white supremacy” (he did)
- if he would announce a trip to El Paso or Dayton (we learned late yesterday that he will visit both)
- and if he would expand on the background check proposal he floated earlier on Twitter (he didn’t mention it at all).
Trump’s calls for empathy and resolve weren’t all that different from addresses he’s made in the past after tragedies.
But, in these situations, Trump also has a history of making off-the-cuff statements or tweets after the fact that have muddied or undermined his scripted calls for unity and healing.
So it’s what comes NEXT that will demonstrate whether this is a moment of any meaningful change, or a blip before we return to the status quo.

And that’s not to mention comments criticized as being tone deaf in the wake of[v] Hurricane Maria, Hurricane Harvey, and the Mandalay Bay mass shooting.
Yes, all eyes were on Trump’s statement yesterday to see what kind of tone he would strike.
But what matters more is what Trump does and says in the next few days.
Next time he has a rally, will he talk about El Paso or gun violence in front of that audience? And will he avoid his old rhetoric about immigrant “invaders” — or keep it up for the crowd?
And, until he can convey empathy and concern for national unity in an unscripted way, will he ever be able to get these moments right?
What we learned from last week’s big fundraising data dump
Last week, a huge data filing by donation-processing company ActBlue gave us a granular view of the online fundraising by each of the 2020 Democratic presidential candidates.
The reason the data dump was a big deal? Campaigns only have to include details of donors who give more than $200 in their FEC fundraising reports, but ActBlue’s data detailed every donation — no matter how small — between January 1 and June 30.
NBC’s Ben Kamisar and Melissa Holzberg crunched the numbers. Here’s some of what they learned:
- Sanders remains the king of grassroots fundraising, bringing in $34 million through the ActBlue platform.
- The top tier of candidates — Joe Biden, Bernie Sanders, Elizabeth Warren, Kamala Harris and Pete Buttigieg — are also raising the most in early primary states. Sanders is dominating fundraising in Iowa and New Hampshire, while Biden leads in Nevada. In South Carolina, Biden, Sanders and Buttigieg are all competing for the top spot.
- Julian Castro got a BIG fundraising bump after the first Democratic debate, raising $84,000 on the night of his debate performance and nearly $330,000 the following day. That’s compared to under $20,000 raised the day before the debate.
- Kamala Harris also had a huge fundraising windfall after the first debate, bringing in $574,000 on the night she sparred with Joe Biden and $1.8 million the next day.
Trump administration labels China a currency manipulator
“The U.S. Treasury Department on Monday designated China as currency manipulator, a historic move that no White House had exercised since the Clinton administration…
More: ‘In recent days, China has taken concrete steps to devalue its currency, while maintaining substantial foreign exchange reserves despite active use of such tools in the past,’ the Treasury Department added. ‘The context of these actions and the implausibility of China’s market stability rationale confirm that the purpose of China’s currency devaluation is to gain unfair competitive advantage in international trade.’”
And here’s what the Wall Street Journal editorial board writes in response this morning:
“President Trump claims trade wars are easy to win, but that boast looks worse than ever amid the financial carnage from his latest threat of tariffs on Chinese goods. His trade war has now become a currency war, which raises the potential economic harm to another level.”
More: “Mr. Trump is punishing China all right. He’s also putting U.S. growth in jeopardy by unleashing trade and currency risks that undermine the benefits of his tax reform and deregulation. Sometimes trade wars end badly for everyone.”
DATA DOWNLOAD: And the number of the day is… 767 points.
767 points.
That was the drop in the Dow at the end of the day yesterday — a 2.9 percent dip and the worst day of 2019 for Wall Street.
The drop came after the weakening of Chinese yuan against the dollar, and against a backdrop of the president’s threat last week to impose an additional 10 percent tariff on $300 billion in Chinese imports starting next month.

2020 VISION: Previewing the MS-GOV primary race
If it’s Tuesday.. voters are voting!
Republicans could be headed for a primary runoff after today’s three-way primary contest in the Mississippi gubernatorial race.
The GOP contest pits Lt. Gov. Tate Reeves against former state Supreme Court chief justice Bill Waller Jr. and state Rep Robert Foster.
(Foster recently made headlines for refusing to allow a female reporter to accompany him on the campaign trail without a male colleague present.)
Reeves, who has outspent his opponents on TV by more than 3-1, has been considered the frontrunner throughout the race — but recent polling showed him potentially falling short of the 50 percent necessary to avoid a runoff, which would be held August 27.
The winner will likely face Democratic Attorney General Jim Hood in November. Hood faces seven comparatively unknown Democratic contenders in his primary today.
On the campaign trail today:
Joe Biden and
his wife Jill have a fundraiser in Idaho… Bernie Sanders has a town
hall and a rally in California… Cory Booker and Michael Bennet are both
campaigning in South Carolina, while John Hickenlooper and John Delaney
stump in Iowa.
Dispatches from NBC’s embeds: NBC’s Amanda Golden flags that Sen. Kamala Harris’ campaign is opening four field offices New Hampshire. They’ll be located in Manchester, Nashua, Keene and Portsmouth.
Harris’ New Hampshire State Director Craig Brown says, “Our field offices will serve as central locations for campaign volunteers and supporters as they continue to discuss Kamala Harris’s agenda focused on solutions that will have a direct and immediate impact on people’s lives. We’re excited to open these new hubs for all the organizing already happening across the Granite State.”
And former Rep. John Delaney made remarks in Lamoni, Iowa last night where he was asked about running against “entitled dinosaurs.”
NBC’s Priscilla Thompson reports his response: “I don’t think anyone is entitled to the nomination in the Democratic Party, right. Because this is about our country, this is about everything we stand for. This is not about someone’s career.”
