Practitioners of the spiritual discipline–estimated to be as many as 70 million to 100 million—have been severely persecuted at the hands of China’s communist authorities over the past 20 years. 

“Wrongful imprisonment, re-education—brainwashing, really—torture, and forced organ harvesting are the tools they use to stifle [Falun Gong practitioners],” U.S. Rep. Steve Chabot (R-Ohio) said at the rally.

Friday, July 19, 2019 Raising the Minimum Wage “House Democrats approved legislation Thursday to raise the federal minimum wage for the first time in a decade, to $15 an hour.” The bill now heads to the Senate, where it is unlikely to pass. AP News From the Left The left supports raising the minimum wage, arguing that it is unlikely to cause major job losses, though many favor a more limited increase in line with local conditions. “[The CBO report] fails to adequately weight a set of recent studies that suggest its job-loss estimate is too high… ‘CBO’s assessment of the literature has simply not yet caught up’… it’s not necessarily the CBO’s fault. It has a very high bar, as it should, for incorporating ‘new’ information. The latest generation of minimum-wage research is slowly but surely changing the conventional wisdom, but that takes a long time in economics… Policymakers, however, do not have time to wait for such plodding advances. They need to act based on the best, most up-to-date information. When we consider the CBO’s findings in that light, there’s a strong case for phasing in a $15 federal minimum wage by 2025.”

“It used to be taken for granted that raising the minimum wage would decrease the number of low-wage jobs, and that teenagers would have more difficulty finding part-time work. Economists published research in the 1970s showing that it did happen… But in the past decade, progressive economists have challenged these assumptions with new data that is now available. Dozens of Democratic-held cities and states have increased the minimum wage floor over the years, well above the current federal minimum of $7.25 an hour. Recent research suggests the worst-feared consequences of minimum wage hikes did not come to pass: Employment did not decrease in places where wages went up, and there was actually a residually positive effect on wages for other lower-income workers… 
 
“Big business groups have not been happy about the fight for $15. Neither have their Republican allies in Congress, who have long pushed back against any effort to raise the federal minimum wage. But it’s hard to deny how popular the idea is with regular voters. Poll after poll shows widespread support for raising the federal minimum rate, even among Republican voters. And a majority of voters want at least $15 an hour. It’s no wonder why the vast majority of Democrats running for president have promised to double the federal minimum wage.”

“A huge body of research shows that minimum wage increases aren’t massive job killers. One study that looked at 138 increases between 1979 and 2016 found that they basically had no net impact on low-wage jobs. Another that examined increases in 1,381 counties over 16 years found no effect on employment. Yet another that looked at a quarter century of state-level hikes found the same, even when unemployment was already high. A more recent paper studying 138 state-level minimum wage changes between 1979 and 2016 found that the number of low-wage jobs was basically unchanged for five years after an increase, even after large ones… 
 
“[Moreover] if a business can’t afford a wage increase that would allow its workers to make ends meet, then maybe that business shouldn’t exist… A recent paper found that the restaurants that are driven out of business after cities raise their minimum wages are the ones with the lowest customer ratings. The hardship of those businesses’ employees as they face joblessness shouldn’t be glossed over. But as higher wages across the economy put more money in consumers’ pockets, prompting them to spend more and generate more economic activity, those unemployed workers may be able to look forward to more lucrative employment at a company that manages to come up with a business model that both makes money and adequately rewards its workforce.”

Many, however, note that “what the CBO’s report does, or should, remind lawmakers is that there is a trade-off in raising the minimum wage so substantially — and that, while the upside would accrue to society’s most vulnerable, so would the downside. Those who would lose out, in the form of no job at all, would wind up not with less pay but with no pay… 
 
“If research from University of Massachusetts at Amherst economist Arindrajit Dube is correct, and the optimal minimum wage is 50 to 60 percent of a given regional labor market’s median hourly wage, then employment in Louisiana, where the median wage was $16.05 an hour in 2018, could be badly hurt by an increase to $15 between now and 2025. Puerto Rico, where a $15 minimum wage, if applied, would equal 150 percent of the current median wage, according to Bureau of Labor Statistics data, could be devastated. The federal minimum wage is, indeed, overdue for an update, having lost about 18 percent of its real value since its last increase in 2009. The smart way to do that, however, is by pegging it to local conditions and then having it automatically grow with inflation going forward — no politics needed.”

“Although there is substantial evidence that modest increases in the minimum wage don’t upend the job market, there is little agreement on what exactly is a ‘modest increase.’ The challenge for lawmakers is to find the sweet spot, or the highest point to which base pay can be raised before employers reduce hours and trim staff enough to undercut the benefit of the minimum wage increase… We’ve supported raising the minimum wage in Los Angeles and California, which will hit $15 an hour in 2020 and 2022, respectively. The reality is that $15 an hour might be essential to live in L.A. or other high-cost regions, but may be unsustainable in Mississippi.”
Editorial Board, Los Angeles Times From the Right The right opposes increasing the minimum wage to $15, arguing that doing so will harm workers. “CBO found that a $15 federal minimum wage would reduce family incomes $8.7 billion by 2025. This reduction would result from higher rates of joblessness, price increases for consumers, and reduced economic output (growth) all offsetting wage gains. While individuals below the poverty line would see their family incomes increase by $7.7 billion, families above the poverty line would see a decline of about $16.3 billion, or $8.7 billion more than the benefit for lower income families.”

Multiple studies have shown that minimum wage hikes hurt the people they intend to help – and those least able to afford it. A team of researchers at the University of Washington examined the effect of Seattle’s wage increase from $9.47 per hour to $13 per hour and, in 2017, concluded that it led to about 5,000 workers losing their jobs and to low-wage workers losing an average of $125 every month… 
 
“But beyond the jobs lost are the jobs never created, and the social costs that go with knocking out the initial rungs on the economic ladder. Minimum wage jobs – such as scooping ice cream, tending a cash register, or flipping burgers – give young and less-experienced workers the experience and habits that can lead to better jobs. These positions teach essential skills, such as reporting to a manager, dealing with difficult customers, and punctuality. Today’s young people and those with limited education will never have the opportunity to learn these skills if we raise the minimum wage and price them out of the market.”

“The local neighborhood stores and businesses with razor-thin profits will be forced to raise prices to make up for the addition labor costs. With the increased prices, customers may elect to take their business elsewhere… [Meanwhile] large corporations with big budgets will weigh the increased labor costs and elect to invest in technology to displace workers… 

“[Minimum wage] jobs are not designed to provide for a family. They’re either for someone looking to get a foot in the door and join the workforce or someone looking for an extra income or a temporary port in the storm, if they’ve lost their job. We are misleading people to think that these lower-rung jobs will afford a sustainable lifestyle… It’s as if we are telling a certain segment of the population that they can’t achieve greater things. By telling a group of people that it’s acceptable to spend your life in a minimum wage job, we’re really saying that we don’t believe that they’re capable of anything more than cleaning toilets, making beds, flipping burgers or mowing lawns.”

“While all Americans are sympathetic to living paycheck-to-paycheck on modest wages, a majority understand that the benefits of broad minimum wage hikes do not outweigh the consequences that would leave many workers unemployed. Policies should instead encourage people to pursue $50,000 careers – not to expect $15 per hour mandates… [The] severe shortage of skilled workers has contributed to more than 7 million jobs going unfilled jobs in the U.S. If more young people take advantage of trade and vocational education, they will reduce the number of unfilled jobs in the U.S.  And many of the unfilled positions – such as for dental hygienists, mechanics and electricians – often pay nearly double the salary equivalent of a $15 minimum wage.”

Kevin McCarthy (R-CA) notes that “even Alan Krueger, the former chairman of President Barack Obama’s Council of Economic Advisers, has warned that ‘a $15-an-hour national minimum wage would put us in uncharted waters, and risk undesirable and unintended consequences’… Since January 2017, 5.6 million jobs have been created with the help of Republican-led tax reform, deregulation, and other pro-growth reforms. The unemployment rate is near a 50-year low with 224,000 jobs added to the economy last month, surpassing economists’ expectations. At the same time, wages have risen over 3% for an astounding 11 consecutive months… The most effective way to continue to unleash our country’s economic potential is by keeping Washington bureaucrats out of Americans’ paychecks.”

“The wage hike is a solution in search of a problem. Thanks to Republican pro-growth policies in recent years, average incomes are growing at their fastest pace in a decade. In fact, last year, incomes for the bottom 10 percent of earners — those making the minimum wage or close to it — rose more than twice as fast as the average. Numerous major employers, including Walmart, Target, and Amazon, have recently voluntarily raised their minimum wages to the $12 to $15 range thanks to the booming economy and market forces, with no counter-productive government mandate necessary… 

A better policy to help is an expansion of the Earned Income Tax Credit (EITC). The EITC supplements incomes through the tax code, rewarding work while not threatening job opportunities. It helps those who are actually in need, not the teenager in a wealthy household working a summer job… According to the Center on Budget and Policy Priorities, the EITC pushed 5.7 million people out of poverty in 2017 and made 19.5 million people less poor. Legislation that expands this valuable program to further help the small number of adults left behind by the labor market could easily generate bipartisan support.”

Often overlooked is how those same technological advances have made it possible to control and monitor unskilled worker productivity down to the second. These technologies are also getting more powerful, and that makes a lot of people’s lives inescapably, chronically stressful. It can be hard to understand the stress of having someone constantly looking over your shoulder.”

DRIVING THE DAY

HOUSE JUDICIARY and INTELLIGENCE staff briefed reporters — including our own ANDREW DESIDERIO — on Thursday about what to expect at the five hours of hearings on Wednesday with former special counsel ROBERT MUELLER:

— JUDICIARY’S GOAL: The senior aides said they want to bring the Mueller report to life for voters. “Not everybody is reading the book, but people will watch the movie,” said one Judiciary official.

— JUDICIARY’S GENERAL FOCUS: The committee will focus on several instances of potential obstruction of justice by the president: directing former White House counsel Don McGahn to fire Mueller, ordering McGahn to deny he ordered Mueller’s firing and asking Corey Lewandowski to deliver a message to then-A.G. JEFF SESSIONS about the scope of Mueller’s investigation.

— INTEL’S FOCUS: the Trump campaign’s efforts to “welcome” and “use” Russia’s help in 2016. Aides want to home in on the evidence Mueller gathered. Unlike Judiciary, Intel aides say they will try to force Muellerto go beyond the text of his report. “There is no policy, law or regulation that says he cannot go beyond the four corners of a report that he selectively wrote,” said an Intel aide.

— NO BOMBSHELLS: Democrats are already downplaying expectations, saying they don’t expect dramatic revelations fromMueller, whom they termed a “creature of DOJ” who will stick to the book. But they also understand the stakes, with one aide noting, “I’ve been involved in hundreds of hearings. And we have never prepared for one the way we’ve prepared for this one.”

WSJ ED BOARD: “Donald Trump rarely admits a mistake, much less an overstatement, so we’ll take the regret he expressed Thursday at the chant of ‘send her back’ during his Wednesday rally as the moral equivalent of an apology. Let’s hope his supporters get the message, and that Mr. Trump stops egging them on.” WSJ

“During a key meeting of security officials on refugee admissions last week, a U.S. Citizenship and Immigration Services representative who is closely aligned with White House immigration adviser Stephen Miller suggested setting a cap at zero, the people said. Homeland Security Department officials at the meeting later floated making the level anywhere from 3,000 to 10,000, according to one of the people.

“The proposal for a near-shutdown of the refugee program is alarming officials at the Department of Defense, who don’t want to see a halt in admissions of Iraqis who risked their lives assisting U.S. forces in that country. The United States has the only health system in the world that relies on market competition, saving the government and seniors a total of $132 billion from 2005 to 2017 in Part B medicine spending. That’s because Part B’s market-based reimbursement system, which was implemented in 2005, incorporates discounts, rebates and price concessions negotiated across the U.S. market, providing millions of seniors with access to medicines that are used to treat some of the most complex diseases like cancer and autoimmune conditions. Some in Washington want to end this and instead set payment based on the prices mandated by foreign governments that seriously restrict patient access to medicines. Why would we take that risk here in the United States? Any changes to Medicare should help patients, not hurt them. Limiting seniors’ access to lifesaving treatments based on the choices of foreign countries is the wrong prescription for Medicare.

On Twitter, find us at @asimendinger and @alweaver22.   Less than 24 hours after President Trump expressed happiness about his scripted take-down of four Democratic freshman lawmakers during a reelection rally in North Carolina, he attempted to distance himself from the crowd’s “send her back” chant aimed at Somali-born Rep. Ilhan Omar (D-Minn.), whom Trump on Sunday urged to “go back” to her country.   “I felt a little bit badly about it,” the president told reporters Thursday in the Oval Office. “I would say that I was not happy with it. I disagreed with it. But, again, I didn’t say that. They did.”   The president’s sudden disavowal of his Greenville, N.C., supporters and their public echo of his Sunday tweet evolved after Republican lawmakers met privately with Vice President Pence to air misgivings that “send her back” was a divisive and politically damaging GOP rallying cry if it caught on elsewhere heading into the 2020 campaign cycle.   “We cannot be defined by this,” North Carolina conservative Rep. Mark Walker told reporters. “That does not need to be our campaign call.”   The Associated Press: Trump falsely claims he tried to stop “send her back” chant.   The New York Times editorial board: The real meaning of “send her back!” It’s become the message of Donald Trump’s presidency.   Walker was not the only Republican who recoiled without criticizing the president. House Minority Leader Kevin McCarthy (R-Calif.) said at a news conference that the chants “have no place in our party and no place in this country.” Rep. Tom Emmer (Minn.), head of the House Republicans’ campaign committee, told reporters at a Christian Science Monitor breakfast that “there’s no place for that kind of talk.”   As Niall Stanage reports, the president’s excoriating and personal slams against the liberal lawmakers, joined by the Greenville crowd’s reaction, elevated fears about Trump’s brand of race-tinged nationalism and the coarseness of the nation’s political jousts. Lawmakers and commentators on Thursday agonized publicly about the potential that political speech could spark violence.   The Hill: Rank-and-file Democratic lawmakers called for increased security following the Trump rally’s “send her back” chants.   The Hill: The House is ending a rollicking, exhausting, unprecedented week, one that included a party-line vote to condemn the president’s “racist comments” and another to table articles of impeachment filed by a Texas Democrat.   In comments on social media, the president’s supporters piled on, agreeing with Trump’s assertions that the four freshman Democrats, self-nicknamed “the squad,” are dangerous “extremists.”   Sen. Lindsey Graham (R-S.C.) advised “everybody should ramp it down,” but he also suggested that overheated rhetoric from the House Democrats invited Trump’s response, calling it a “two-way street” (The Hill). Senate Majority Leader Mitch McConnell (R-Ky.) said during a Thursday morning interview with Fox Business that Trump was “on to something” when he castigated Omar and Reps. Alexandria Ocasio-Cortez (D-N.Y.), Rashida Tlaib (D-Mich.) and Ayanna Pressley (D-Mass.).   McConnell said they want to recast America “into a socialist country” with liberal policies that would cost jobs and end private health insurance, and which he said are supported by Speaker Nancy Pelosi (D-Calif.) and Senate Minority Leader Charles Schumer (D-N.Y.). “We’re going to have a big choice next year.”   In Minnesota on Thursday afternoon, Omar’s supporters offered their own take. “Welcome home Omar!” they chanted and cheered as the congresswoman arrived at the Twin Cities airport, television news cameras circling behind glass doors, awaiting her appearance.   Hours later, she tweeted: “Home sweet home!”   © Twitter   LEADING THE DAY CONGRESS: The House voted Thursday to raise the minimum wage to $15 by 2025, with lawmakers largely voting along party lines as progressives and centrist Democrats came away with wins in the legislation.    Progressives won the battle for the bill to have the $15 wage enacted nationwide, while centrists were able to extend the phase-in for the wage from five years to six years. Centrists also came on board to back the bill due to an amendment requiring a study of the economic impact in the early stages of the wage hike’s implementation.    The legislation, which was the first vote to raise the federal minimum wage since 2007, won the support of three Republicans — Reps. Brian Fitzpatrick (Pa.), Francis Rooney (Fla.) and Chris Smith (N.J.), while six Democrats — Reps. Anthony Brindisi (N.Y.), Joe Cunningham (S.C.), Kendra Horn (Okla.), Ben McAdams (Utah), Kurt Schrader (Ore.) and Xochitl Torres Small (N.M.) — voted “no.”    The Congressional Budget Office projects that the hike would cost the U.S. 1.3 million jobs by 2024, but that it would lift 1.3 million individuals out of poverty.    Despite the legislation’s passage, the bill is likely dead-on-arrival in the Republican-led Senate (The Hill).    The Washington Post: House Democrats move to tamp down internal feud, delete tweets that sparked infighting.    © Getty Images   > Budget/debt ceiling: As Pelosi and Treasury Secretary Steven Mnuchin close in on a deal to raise the spending caps and debt ceiling, one major potential roadblock lies ahead: the president.   With an agreement nearing the finish line, Senate Republicans are worried that Trump could scuttle any deal. They want a firm commitment that he will support the bill after past dealings ahead of key spending deadlines, including the December deal the Senate thought they had secured. Trump refused to sign a short-term resolution at the time despite assurances from Pence to the Senate GOP that he would, leading to a 35-day partial government shutdown.     “Oh absolutely,” said Senate Appropriations Committee Chairman Richard Shelby (R-Ala.) when asked if he needs a public assurance from Trump. “I think the leader would want that, too.”    “We’ve got to get the president on board,” Shelby added.   With an agreement close that could potentially add $2 trillion to the deficit over a decade, Niv Elis writes that members of both parties are short on solutions for addressing the debt.    The potential deal would increase spending for 2020 and 2021 by an estimated $250 billion to $300 billion over those two years, and it would entrench a higher spending path because there are no legal spending limits in place after those years. While budget watchers have raised alarms that the deficit is on an unsustainable path, members of Congress have only stopped pointing fingers long enough to throw up their hands. Democrats blame Republicans for passing $1.9 trillion in deficit-financed tax cuts and demanding huge increases to defense spending. Republicans blame Democrats for demanding dollar-for-dollar increases to domestic spending to match defense increases.    The New York Times: As Washington seeks budget deal, negotiators try to sideline Mick Mulvaney.   > Mueller testimony: House lawmakers are gearing up for their highly anticipated public hearing with former special counsel Robert Mueller on Wednesday.    Democratic members and staff on the House Judiciary and Intelligence committees in recent days have held closed-door meetings as they lay out their game plans in advance of Mueller’s testimony, which was delayed by a week after the initial hearing was set for July 17. Lawmakers say they’re painstakingly planning their questions with guidance from the committees in order to maximize their time with Mueller, keeping their specific lines of questioning close to the vest.    On the Republican side, they are holding mock hearings to prepare. Many GOP lawmakers on the committees are Trump loyalists and are expected to try to poke holes in the investigation’s credibility, as they’ve tried to do for months (The Hill).    ***   ADMINISTRATION: In another escalation of U.S.-Iran tensions, Trump said Thursday that a U.S. Navy ship “destroyed” an Iranian drone in the Strait of Hormuz after the aircraft threatened the ship (The Hill).   “This is the latest of many provocative and hostile actions by Iran against vessels operating in international waters. The United States reserves the right to defend our personnel, facilities and interests,” the president said.   The drone incident would appear to fit a pattern of harassing behavior by Iranian forces in the Gulf region that predates the Trump administration. U.S. military officials have tried not to further inflame the situation. It was not clear late Thursday whether the unmanned aircraft was armed, or how the Navy brought it down.   Iran on Friday denied Trump’s assertion that the United States destroyed one of its drones, saying all of its unmanned planes were safe. There was no sign of a major Gulf clash, despite fears both sides could blunder into war (Reuters).   Trump’s unusual disclosure of the drone incident follows accusations that some White House officials have sought to antagonize Iranian officials. In May, national security adviser John Bolton, rather than the Defense Department, released a statement that the United States was sending a bomber task force and a naval strike group led by an aircraft carrier to the region (The Washington Post).    Meanwhile, state media reported Thursday that Iran seized a foreign oil tanker on Sunday that it claimed was carrying “smuggled fuel.” The semi-official Fars News Agency released video that purported to show the tanker, saying it was ambushed by Islamic Revolutionary Guard forces with 12 people aboard.   > Defense Department: Trump on Thursday said he “will be asking” the Pentagon to examine a federal contract with Amazon for cloud computing services “to see what’s going on.” Trump, who frequently assails Amazon founder Jeff Bezos because of his ownership of The Washington Post, told reporters Thursday that he’s “getting tremendous complaints about the contract” from competitors Microsoft and Oracle. “Great companies are complaining about it,” the president asserted. The contract, which the Pentagon is poised to award in August, is valued at $10 billion (Bloomberg).   > Department of Homeland Security: The administration gutted a federal program aimed at detecting weapons of mass destruction, according to an investigation by the Los Angeles Times.   > Environmental Protection Agency: The administration halted regulatory inspections of power and chemical plants that are conducted on a surprise basis (The Hill).   > Justice Department: Deputy Attorney General Jeffrey Rosen and acting Director of the Bureau of Prisons Hugh Hurwitz, accompanied by other administration officials, at 11 a.m. will unveil results of the bipartisan criminal justice reform law known as the “First Step Act,” signed by Trump in December.   According to the group Americans for Prosperity, more than 2,000 inmates will reenter society today, their sentences completed, helped by the new law.   “Today, thousands of people who served their time and earned a second chance are returning to their communities and families,” said Americans For Prosperity board member Mark Holden in a statement. “Now, it’s on all of us to unite around tearing down employment barriers and other obstacles to help these folks, and those who follow, successfully rejoin society.”   Holden appealed to Congress and the administration to “equip the more than 10,000 people who are released from prison every week with the tools and training needed to improve their lives.”     IN FOCUS/SHARP TAKES 2020 POLITICS: Former Vice President Joe Biden and Sen. Kamala Harris (D-Calif.) are poised to do battle on the debate stage once again as they were paired together for the second night of the second debate in less than two weeks.    CNN made the announcement during a live draw to determine who would take part in which debate on July 30 and July 31 in Detroit. Biden and Harris will headlining the second night after their heated clash in Miami over the former vice president’s record on civil rights and busing.     Sen. Elizabeth Warren (D-Mass.) and Sen. Bernie Sanders (I-Vt.) will take center stage on the first night. Among those joining the two senators on night one are South Bend, Ind., Mayor Pete Buttigieg, Sen. Amy Klobuchar (D-Minn.), and former Rep. Beto O’Rourke (D-Texas). Alongside them will be Montana Gov. Steve Bullock (D), the only candidate who did not appear at the first debate in Miami.    Alongside Biden and Harris on the second night will be Sen. Cory Booker (D-N.J.), former Housing and Urban Development Secretary Julián Castro and Sen. Michael Bennet (D-Colo.) (The Hill).    According to a new NBC News/SurveyMonkey poll, Biden continues to lead the field, taking 25 percent. He is followed by Warren and Sanders with 16 percent, and Harris’s 14 percent backing. Buttigieg sits fifth with 8 percent, while no other candidate polls higher than 3 percent.    In the same poll, Trump’s approval rating reaches 48 percent, with 51 percent disapproving.    > Medicare for All vs. ObamaCare: The fight over health care has taken center stage in the Democratic primary, and Democrats are struggling over just how far to the left the party needs to shift to defeat the president.    Sanders and Biden are escalating their fights, slamming each other as being either too radical or too timid on “Medicare for All” and the Affordable Care Act, respectively. But even the moderate candidates have embraced policies that were previously deemed far too liberal, and some lawmakers are cautioning against going further to risk alienating the mainstream Democratic voters that are key to winning the White House and taking back the Senate.    “I understand the appeal of Medicare for All, but folks supporting it should be clear that it means getting rid of ObamaCare, and I’m not for that,” Biden said announcing his plan.   “I knew the Republicans would do everything in their power to repeal ObamaCare. They still are. But I’m surprised that so many Democrats are running on getting rid of it.   Health care was the issue that helped propel Democrats to win the House in 2018, and some Democrats are worried that the back-biting and intraparty criticisms will harm their efforts to win the White House. They hope the attacks will calm down (The Hill).   “My hope is that we don’t lose focus of the here and now,” said Sen. Chris Murphy (D-Conn.). “Frankly, my constituents are focused on making sure that they don’t lose their health care in the next year. But they generally understand them and appreciate that the Democratic presidential candidate declared herself a “capitalist to my bones” and believer in free markets, albeit with strong cops on the beat.”   “Many bankers view Warren — a former Republican who’s made her policies clear for years — as the safer presidential choice if the progressive wing wins out in the Democrats’ internal war. If it comes down to Warren or Sen. On Monday, screenshots of a private group chat among several Florida prison officers revealed their boasts about the violence. “That [inmate] looks like beetle juice,” one officer said (Florida Times-Union). … The Florida prison system is the subject of a recent six-month investigation, “Wasted Minds,” by GateHouse Media. Reporters found that education — which is viewed by experts as a potent antidote to recidivism — has been overtaken by vocational programs in the Florida prison system. The state’s incarceration model is described as “punish and contain.”   ➔ Supreme Court: On Monday, the body of former Justice John Paul Stevens, who died this week at age 99, will lie in repose at the court. The Reality of the Crisis at The Border

“I joined Vice President Mike Pence and members of the Senate Judiciary Committee Friday in a visit to a migrant detention center in Texas to witness firsthand how much work we have left to do to secure our southern border.
 
The situation is dire. Smuggling cartels tell lies about instant asylum and open borders and have drawn migrants by the hundreds of thousands to border stations near McAllen and El Paso in Texas, along with other crossings along the Rio Grande.
 
It isn’t until they arrive that migrants discover the truth: applying for legal entry into the United States is a long, confusing process. There are rules – and the line started forming years ago.
 
Migrants from all over the world have experienced a similar shock.

Acting Homeland Security Secretary Kevin McAleenan and Acting Immigrations and Customs Enforcement (ICE) Director Mark Morgan joined us for a briefing hosted by the McAllen sector team. What we heard shocks the conscience.
 
They told us to think of the cartels like we would a big business: they deal in drugs, and human beings, and gauge success and failure in terms of their bottom line.

Trafficked humans who “earn their passage” via forced servitude in criminal organizations, labor gangs, and sex trafficking rings bring in much more money than migrants who can pay their own way to the border.
 
The cartels are exploiting desperate situations in the developing world, and they’re doing it using web and Facebook ads, like the world’s most perverse travel agency. Some even offer pricing schedules. If you want to travel “first class,” expect to pay first-class prices.”
 
Democrats Insist ‘No One is Above the Law’ – except illegal immigrants
From The New York Post:
“We have heard a lot about the importance of the rule of law from Democrats lately.

“No one is above the law, especially the president of the United States,” declared House Speaker Nancy Pelosi amid the special-counsel probe.

“No one is above the law. Not even the president,” echoed Sen. Elizabeth Warren. “Everyone should be held accountable. And the president is not above the law,” said Sen. Kamala Harris. Republicans “are basically saying that in America one man is above the law, and that’s not a fact,” said Senate Minority Whip Richard Durbin. “No one is above the law, [and] everybody ought to be held accountable,” said South Bend, Ind., Mayor Pete Buttigieg.

No one, that is, except illegal immigrants.

Fast-forward to this past weekend, when the Trump administration announced that Immigration and Customs Enforcement officers would soon begin enforcement actions to remove illegal immigrants who have been issued final deportation orders by a federal judge. Those same Democrats and the rest of their party delivered a clear and unified message.

“It’s so appalling, it’s outside the circle of civilized human behavior,” said Pelosi. “The Trump administration’s cruelty runs bone-deep. A Warren administration will not rip families apart to try and score political points,” said Warren.

“The aim is to scare immigrant communities. . . . And so, he’s going to . . . do these raids which is a crime against humanity,” said Harris. “We are on your side, we stand with you together,” Durbin told activists protesting ICE enforcement. “It’s really designed to strike fear into people at a moment when fear is something we’ve got way too much of in this country,” said Buttigieg.

So, Democrats were for rule of law when it comes to the Mueller probe, which did not find that the president broke the law. But they are against the rule of law when it comes to illegal immigrants who have been found by a federal judge to be in violation of US immigration law.”

Knowing those lineups, here are the five storylines we’ll be watching for:



1.  THE BATTLE ON THE LEFT

In June, Sanders and Warren appeared on different nights, giving each the opportunity to stake out ground on the left. Competitors seemed particularly reluctant to criticize Warren, which allowed her to occupy that space virtually unscathed on the first night of the first debate.

But with Sanders losing ground in recent polls — and Warren rising in both polls and fundraising — both may be eager to create some differentiation between their brands when they share a stage.


2.  BIDEN V. HARRIS, ROUND TWO

By far, the most memorable exchange of the first debates was Harris’ damaging attack on Biden over bussing and his past comments about segregationists.

Biden didn’t seem well-prepared at all for that onslaught in June, but he’ll have to show he’s ready to revisit racial issues when he shares the stage with her again.


3.  O’ROURKE AND BUTTIGIEG FACE OFF

Mayor Pete Buttigieg’s monster second quarter fundraising haul proved what we’d already had plenty of anecdotal evidence to show — that the South Bend mayor had replaced O’Rourke as the fresh young (white, male) face in the race with a strong donor base and compelling personal story.

The two appeared on different nights in June, but Detroit could be O’Rourke’s last best chance to reclaim some of that status (if he still can.)


4.  ONE NEW FACE ON THE SCENE

Montana Gov. Steve Bullock will make his debate debut, replacing recent drop-out Eric Swalwell.

But his pitch as a middle-of-the-country moderate who can work with Republicans will have competition from plenty of others on the stage who are eager to make a similar argument, including Buttigieg, Klobuchar and Hickenlooper.


5.  NIGHT TWO CANDIDATES PROBABLY HAVE THE ADVANTAGE — AGAIN 

One thing we learned from the first set of debates was that even a candidate who performs well on Night One (i.e. Warren or Castro) gets a maximum of 24 hours of positive coverage before being overshadowed by Night Two’s news.

The burden will be on Night One’s contenders in Detroit to break through in a way that keeps them in the spotlight for as long as possible — especially with looming anticipation for Wednesday’s Biden/Harris rematch.  

Fact-checking Trump’s apparent walk-back from “Send her back”

Our Hill and White House teams confirm reports that some GOP lawmakers made clear to Vice President Mike Pence yesterday that they were concerned about the “Send her back” chants targeted at Rep. Ilhan Omar during Trump’s North Carolina rally on Wednesday night.

And that message got through at least enough to prompt the president to tell reporters yesterday “I was not happy with it – I disagree with it.”

And he argued that he “started speaking very quickly” over the chanting.

But NBC’s Monica Alba notes that Trump stopped speaking for about 13 seconds as the “Send her back” chant began, even stepping slightly back from the podium.

And, about 10 minutes later in the same speech, he hardly shied away from the talking point that started the chants in the first place.

“Tonight, I have a suggestion for the hate-filled extremists who are constantly trying to tear our country down,” he said to a cheering crowd. “They never have anything good to say. That’s why I say: hey, if they don’t like it, let them leave, let them leave. Let them leave!  They’re always telling us how to run it, how to do this, how to what. You know what. If they don’t love it, tell them to leave it!”

On the campaign trail Sunday: Sanders remains in Iowa… Buttigieg attends the NAACP convention in Detroit.

Dispatches from NBC’s embeds

Several NBC campaign embeds spoke with voters on the trail about Trump’s comments about “the squad” and the “send her back” chants this week.

  • A Trump voter in South Carolina told Jordan Jackson: “Those comments are very insensitive and inappropriate, and I feel like the leader of our country in supposed to be unifying people as opposed to tearing them apart.”
  • Julia Jester reports a millennial woman’s reaction in New Hampshire: “We have a lot of work to do not in the Oval Office but in the hearts and minds and opinions of everyone in this country.”
  • Priscilla Thompson spoke with a teacher in Indiana: “When things are wrong, you need to correct them, regardless of what party or where you’re from, or how much money you make.”
  • Maura Barrett spoke with an immigrant in North Carolina: “Ilhan Omar is as much a citizen as everyone in that crowd chanting. There is no plausibility legally to do that, it is quite frustrating to see people who once legalized immigration talk about something that is not legally possible.”  

DATA DOWNLOAD: And the number of the day is… 54 percent.

54 percent.

That’s President Donald Trump’s approval rating in the American South, according to a new NBC News|SurveyMonkey regional poll.

The poll — which included 4,203 respondents who are registered voters in Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, Texas and Virginia — found that 38 percent strongly approve of the job the president is doing, with another 16 percent saying they somewhat approve.

That’s virtually unchanged from a similar poll last September, which found 36 percent of Southern respondents strongly approving of the president and 16 percent saying they approve “somewhat.”

Hello, it’s Friday, July 19, 2019, the day of the week when I pass along a quotation intended to be uplifting or thought-provoking. Today’s is inspired by the Democratic National Convention in Atlanta that coronated Michael Dukakis as the party’s presidential standard-bearer. That event is remembered in political circles for two speeches, neither of which was delivered by the nominee. The first came on the convention’s opening night, July 18, 1988. The second one came on the last night of the three-day convention. The latter speech was an 18-page, 4,000-word snoozer delivered by Arkansas Gov. Bill Clinton. I mention the length because it’s the only noteworthy feature. Clinton droned on so long and tediously that he received a sarcastic burst of applause from the floor when, near the end, he finally said, “In closing…” Although the Los Angeles Times dubbed it “The Speech That Ate Atlanta,” it hardly consumed Bill Clinton’s political career. He was exonerated four years later when many of those same delegates cheered for him wildly in New York. There was a Democrat who took the ’88 convention by storm, however, and it was keynote speaker Ann Richards, the charismatic treasurer of Texas (who would become governor in 1991). Richards was acquainted with the Bush family and put her knowledge to good use with a zinger simultaneously needling Republican presidential nominee George H.W. Bush for his family wealth and his propensity for the verbal miscues. “Poor George,” she deadpanned. “He can’t help it. He was born with a silver foot in his mouth.” That line is not this week’s featured quote, however. In RealClearLife, Kirk Miller highlights a mid-Atlantic distillery circuit that mixes libations with lessons about little-known players who shaped early American history. * * * In between Bill Clinton’s dreary effort at the Democrats’ Atlanta convention and Ann Richards’ well-received keynote address three nights earlier came a highly partisan stemwinder by another Texan, progressive firebrand Jim Hightower. Hightower’s speech, delivered 31 years ago tonight, ran the emotional gamut from nasty to semi-nasty. Yet, it included one fairly brilliant insult. Riffing off Gov. Richards’ barb about George H.W. Bush’s inherited fortune, Hightower quipped: “He is a man who was born on third base and thinks he hit a triple.” If we’re keeping score, Vice President Bush didn’t have to wait nearly as long as Bill Clinton for revenge. Four months later, he beat the Democratic ticket handily and became the 41st U.S. president. But Jim Hightower’s famous insult has endured. It also has an interesting provenance. For starters, this witticism wasn’t original to Hightower — or even to Texas. Oklahoma Sooners football coach Barry Switzer was quoting using this line in the 1980s, although not about George Bush. And a variation of this sentiment dates at least to the Great Depression when a similar aphorism began showing up in American newspapers. One version appeared in the Sept. 17, 1935 edition of the Ironwood Daily Globe, a newspaper in Michigan’s Upper Peninsula (a paper that still exists). Taking aim at Franklin Roosevelt’s economic advisers known as the Brain Trust, the paper said that “the professors and others so influential in framing national legislation are mostly men who were born on third base, and the burdens they are putting upon the people are borne by those of us who were born at bat with two strikes on us.” The year before, the Hammond Times, a small Indiana paper, published a similar-sounding adage: “A genius is one who seems a wonder because he was born on third base.” Was that line, which appeared one day after May Day 1934 in another Great Lakes town, the Depression-era rebuke of the rich from a working stiff with possible socialist sympathies? Or was it, like the barb in the Michigan newspaper, a dig at the Ivy League elites micro-managing the economy from Washington, D.C., without making things appreciably better? That’s the beauty of it: The maxim works either way — and it’s your quote of the week.  Carl M. Cannon

Click here   Good morning,The latest ScottRasmussen.com national survey of Democratic voters and Democratic leaning Independents found that former Vice President Joe Biden remains the frontrunner with support from 26%. He is followed by Senator Bernie Sanders at 14%, Senator Kamala Harris at 10%, and Senator Elizabeth Warren at 9%.Eighteen percent (18%) remain undecided. Eighty percent (80%) would be satisfied or excited  with Biden as their party’s nominee. Nearly as many say the same about Sanders (75%), Warren (74%), or Harris (73%).Forty-two percent (42%) Nancy Pelosi represents and defines the Democratic Party better than Alexandria Ocasio-Cortez. Twenty percent (20%)take the opposite view and see AOC as a better representative. Among Democratic voters, 44% say Pelosi best represents their party while 27% pick Ocasio-Cortez. Voters under 35 are evenly divided: 29% see AOC as the face of the party while 28% name Pelosi. The most liberal voters are also evenly divided.If Ocasio-Cortez endorsed a presidential candidate, 29% of Democrats would be more likely to support that candidate while 13% would be less likely to do so. Among all voters, 17% would be more likely to vote for an AOC endorsed candidate while 34% would be less likely to vote for that candidate.Four progressive Members of Congress known as the Squad have been the focus of significant media attention in recent weeks. However, they remain relatively unknown outside of political circles.Just 42% of voters are able to identify members of the Squad as extremely progressive. Another 8% think they are bi-partisan moderates while 6% say extremely conservative. Forty-four percent (44%) are not sure.On a different topic, 16% believe that the amount of money someone earns is just a matter of luck. However, 73% believe people who work hard, save money, and make good lifestyle decisions generally make more money.Finally, today’s Number of the Day remembers that 50 years ago today Apollo 11 entered lunar orbit and began the final stage of its historic mission to the moon.
