Tuesday, July 16, 2019 Disrespect in DC Last week, conflict erupted on Twitter between House Speaker Nancy Pelosi (D-CA) and progressive representatives Alexandria Ocasio-Cortez (D-NY), Ilhan Omar (D-MN), Rashida Tlaib (D-MI), and Ayanna Pressley (D-MA), known as the “Squad.” Politico

On Sunday morning President Trump tweeted, “So interesting to see ‘Progressive’ Democrat Congresswomen… telling the people of the United States, the greatest and most powerful Nation on earth, how our government is to be run. Why don’t they go back and help fix the totally broken and crime infested places from which they came.” Twitter From the Left The left is divided about the infighting and condemns Trump’s tweets. “While none of the parties involved in this dispute covered themselves in glory, the speaker was noticeably absent in treating an open wound. It’s not hard to schedule a private meeting to clear the air or to not insult your own members, in the first place, while brunching with Maureen Dowd. The lack of such discipline suggested that Pelosi’s top concern was putting these outspoken members in their place, and taking their outspoken staffers off the federal payroll, rather than containing the damage.”

The House Freedom Caucus, the conservative GOP coalition, made the lives of Republican Speakers John Boehner and Paul Ryan impossible and eventually hounded them into retirement. In the previous Congress, House Freedom Caucus Chair Mark Meadows voted against Ryan on a third of all votes… 
 
“[By contrast] the border-funding vote aside, there’s barely any daylight between Democrats on matters actually before the House. The Squad has broken with Pelosi on just two votes so far… The gap between the party’s moderate and left wings is relatively small, too. Ocasio-Cortez and Representative Josh Gottheimer of New Jersey, a co-chair of the bipartisan Problem Solvers Caucus, have parted ways on just 13 percent of votes; Omar and Representative Max Rose of New York, who’s more pragmatic than ideological, on 7 percent of votes… Though they have differences of opinion, they are all on the same strategic page.”

Heading into next year’s election, he appears to be drawing a deep line between the white, native-born America of his memory and the ethnically diverse, increasingly foreign-born country he is presiding over, challenging voters in 2020 to declare which side of that line they are on.”

And it’s also true… that some black Democrats in Congress (and many white Democrats too) resent that the Justice Democrats PAC that backs AOC is also angling to recruit primary challengers to them… Rep. Terri Sewell of Alabama, who’s black and part of the centrist New Democrat Coalition, scolded them by reminding them that she experienced segregation firsthand as a kid and doesn’t need any lectures from the left about what’s good for women of color.”

A new rule issued by the Trump administration aims to reduce the burden on America’s asylum system.

Under the new rule, asylum-seekers who don’t apply for asylum in a safe third country on their way to the U.S. southern border won’t be eligible to apply in the United States.

“It’s just common sense that if you really were in danger, you would go to the first safe country,” said Jessica Vaughan, director of policy studies at the Center for Immigration Studies.

WELCOME TO AMERICA’S NEW POLITICAL REALITY, courtesy of Donald Trump.

THE BULK OF THIS WEEK will be focused on President DONALD TRUMP’S attack on Reps. ALEXANDRIA OCASIO-CORTEZ, AYANNA PRESSLEY, ILHAN OMAR and RASHIDA TLAIB, a.k.a. The Squad. It’s all members of Congress were getting asked about Monday when we were in the Capitol.

TONIGHT, around 7 p.m., Congress will vote on the resolution to condemn “President Trump’s racist comments directed at Members of Congress.” On the next day, the president will fly to North Carolina for a political rally, where we’d be shocked if this didn’t come up.

— THE PRESIDENT NOW HAS A FOIL, and it’s four young women of color who are from the energetic progressive wing of the Democratic Party. Some Republicans think the president is trying to highlight political views he believes are out of the mainstream — albeit ham-handedly.

— FOR DEMOCRATS, this development comes after years of complaints by some in the party that they were led by white septuagenarians. AOC, Pressley, Omar and Tlaib now rank among the most recognizable political figures in America. They got picked up by live cable Monday, and HVC Studio A — a news conference room on Capitol Hill used by party leaders like Speaker NANCY PELOSI — was packed with reporters during The Squad’s news conference Monday. — REPUBLICANS now have to vote on whether they approve of TRUMP’S comments. Most are likely to stick with Trump, even while they say privately he’s a boor for thinking and voicing these thoughts. It will be very instructive to see whether Republicans like Rep. Paul Mitchell (Mich.), a member of House GOP leadership who has criticized Trump over the tweets, end up voting with Democrats. Monday evening, senior Republicans told us they expected 10 or fewer Republicans would vote to condemn Trump.

A QUESTION FOR REPUBLICANS TO PONDER: What would you tell your child if they sent those tweets? Would you say it was OK?

— THE SQUAD found a way to explain succinctly why they believe TRUMP is a racist and why he should be impeached. They were able to tie this incident to a set of immigration policies that Democrats of all stripes believe are wrongheaded and criminal.

— THEY ALSO HIGHLIGHTED, perhaps unintentionally, what the Republican Party has become on Capitol Hill: a bastion of mostly white men who are unable or unwilling to criticize a white president who has targeted brown and black women.

THE GOP CONUNDRUM: “Trump ambushes Republicans with attacks on minority congresswomen,” by Burgess Everett and John Bresnahan

SENATE MAJORITY LEADER MITCH MCCONNELL is expected to address Trump’s comments at his weekly press conference today. House GOP leadership will have a news conference at 10 a.m.

THE LATEST ON THE DEBT CEILING — “Pelosi rejects short-term debt ceiling hike as budget talks extend,” by Caitlin Emma: “House Speaker Nancy Pelosi Monday night turned aside the notion of a short-term debt ceiling hike as she continues negotiating on a broader budget deal with Treasury Secretary Steven Mnuchin.

“After days of hashing out their positions over the phone, Pelosi (D-Calif.) and Mnuchin spoke again tonight, with plans to talk on Tuesday, according to a Pelosi aide. ‘We shall see,’ Pelosi said when asked about the possibility of striking a sweeping two-year agreement before the August recess that lifts the budget caps and the debt limit.

“‘The issues are what they are. They’ll be here now, they’ll be here later,’ she said. ‘The interests of the full faith and credit of the United States of America are served by us doing this as soon as possible.’ Pelosi would not speculate on a backup plan if congressional leaders and the White House fail to strike an accord before the break.” POLITICO

A POMPEO/ZARIF SUMMIT? — “Top Iran diplomat says talks on ballistic missiles possible,” by AP’s Jon Gambrell in Dubai, United Arab Emirates: “Iran’s foreign minister has suggested for the first time that the Islamic Republic’s ballistic missile program could be up for negotiations with the U.S., a possible opening for talks as tensions remain high between Tehran and Washington over the collapsing nuclear deal.

“Mohammad Javad Zarif offered an initially high price for such negotiations — the halt of American arms sales to both Saudi Arabia and the United Arab Emirates, two key U.S. allies in the Persian Gulf.

“But the fact that he mentioned it at all potentially represents a change in policy. The country’s ballistic missile program remains under control of the Iranian paramilitary Revolutionary Guard, which answers only to Supreme Leader Ayatollah Ali Khamenei.” AP

— ZARIF is in New York and told NBC’s LESTER HOLT this: “In an interview with NBC Nightly News’ Lester Holt, Zarif said the door is ‘wide open’ to diplomacy if Trump removes the array of sanctions he has imposed since 2017 that have slashed the country’s oil exports and damaged its economy. ‘Once those sanctions are lifted, then … the room for negotiation is wide open,’ Zarif said during a visit to New York for a U.N. conference.” NBC

“That conclusion, reached at a meeting in Brussels, effectively extended a lifeline for the 2015 nuclear agreement in defiance of pressure by the Trump administration. The United States has the only health system in the world that relies on market competition, saving the government and seniors a total of $132 billion from 2005 to 2017 in Part B medicine spending. That’s because Part B’s market-based reimbursement system, which was implemented in 2005, incorporates discounts, rebates and price concessions negotiated across the U.S. market, providing millions of seniors with access to medicines that are used to treat some of the most complex diseases like cancer and autoimmune conditions. Some in Washington want to end this and instead set payment based on the prices mandated by foreign governments that seriously restrict patient access to medicines. Why would we take that risk here in the United States? Any changes to Medicare should help patients, not hurt them. Limiting seniors’ access to lifesaving treatments based on the choices of foreign countries is the wrong prescription for Medicare.

President Trump on Monday dismissed accusations that he used offensive and bigoted rhetoric over the weekend while urging female Democratic members of Congress to “go back” to their home countries.   “It doesn’t concern me because many people agree with me,” Trump told reporters, arguing that past criticism by the lawmakers about Israel and about him were worse.      The president’s swipes at four progressive freshman House members — three born in the United States, one born in Somalia — and all women of color — were widely denounced as racist by Democrats, panned by some Republicans, and criticized as beneath the dignity of any president by several Trump allies and occasional advisers.   White House aides and supporters of the president who had been mostly quiet over the weekend began to defend Trump on Monday as he came under attack at home and abroad (The Hill).   Trump’s return to themes of nationalism and race, which he used along with anti-immigrant messages to mobilize voters in key states in 2016, signals his belief that his reelection may depend on keeping his base stoked from news cycle to tweet for more than a year.   “The Dems were trying to distance themselves from the four “progressives,” but now they are forced to embrace them,” Trump tweeted on Monday. “That means they are endorsing Socialism, hate of Israel and the USA! Not good for the Democrats!”   As Niall Stanage reports, the president believes there’s a political advantage for him, more than for his party, in staging polarizing confrontations with high-profile progressive figures including Reps. Alexandria Ocasio-Cortez (D-N.Y.), Rashida Tlaib (D-Mich.) and Ilhan Omar (D-Minn.). Trump is adding ingredients to the most toxic election in memory.   The president’s behavior served this week to unite House Democrats against him, at a time when Democrats were at odds with one another and with Speaker Nancy Pelosi (D-Calif.) over intra-party differences and fuming about what progressives described as the leadership’s lack of “spine.”   GOP senators chafed at the latest Trump firestorm because it united their ideological foes, however briefly.   “When you argue with a fool, you just prove there’s two,” Sen. John Kennedy (R-La.) said. “An important rule in politics and in government is you never interrupt your opponent when he’s screwing up. Congresswoman Omar and her colleagues are destroying the Democratic Party. I’d just go ahead and let them do it if that’s what they want to do.”   Since 2015, Trump has not suffered major consequences for his incendiary rhetoric about race. Democrats find their low opinions of the president reinforced, and Trump’s fans in the GOP applaud his gall. It is Trump’s Republican Party now, and he heard from a scant collection of fellow conservatives who felt the need to call him out. Most tried to keep their heads down.   “It takes up oxygen in your world, but in ours we’re used to it,” Sen. Rob Portman (R-Ohio) told reporters, adding that he would prefer Trump focus on the economy and other issues. “I wish that he would talk about the strong economy and the key role he has played in that because that’s a positive thing that actually helps unify the country.”

  Carl Hulse: A blaring message in Republicans’ muted criticism: It’s Trump’s GOP.   The Hill: Senate Minority Leader Charles Schumer (D-N.Y.) wants the Senate to vote on a resolution of condemnation taking aim at Trump’s tweets, a vote that Senate Majority Leader Mitch McConnell (R-Ky.) will not permit. Pelosi wants the House to do the same, but in her caucus, Democratic lawmakers have also called again for impeachment. House Republicans face a tough vote, and Trump will confer with House GOP leaders at the White House this afternoon.   Marc Lotter, the director of strategic communications for the Trump 2020 campaign, told NPR on Monday that the president wants to show voters that Ocasio-Cortez and her closest colleagues, known as “the squad,” “have approval ratings in swing states between 8 and 20 percent. LEADING THE DAY
CONGRESS & INVESTIGATIONS: With only seven legislative days standing between House members and a six-week August recess, crunchtime has arrived on Capitol Hill as lawmakers look to strike a budget and debt ceiling deal.    Treasury Secretary Steven Mnuchin told reporters at the White House that a budget accord could be struck in the near future, but remained cautious while many moving parts remain in play.    “I think we’re very close to a deal. But as you know these deals are complicated,” Mnuchin said, adding that if lawmakers are unable to agree before the August recess, he expects Congress to at least raise the debt ceiling (The Hill).   “Of course I expect the debt ceiling to be raised on time because I would say … there’s no uncertainty that neither party nor anybody wants to put the credit risk of the United States government at risk,” Mnuchin said. “So yes, I expect that the debt ceiling will be raised.”   Mnuchin’s remarks came on the heels of letters he sent to congressional leaders on Friday urging them to act on the debt ceiling before recess kicks off, noting the government could hit its borrowing cap in early September. Lawmakers are slated to return from recess on Sept. 9.    Despite his optimism that lawmakers will vote to raise the debt ceiling before August, Pelosi tossed cold water on that possibility, telling him in a phone call late Monday that is not something that’s “acceptable to our caucus” and won’t pass if put on the floor. She also told Mnuchin that while they still hope to reach a spending deal by the end of next week, they will not allow the White House to dictate terms of negotiation (The Washington Post).   Mnuchin and Pelosi have held phone calls almost daily over the past week, and if there’s agreement, it could represent a blow to hardliners who resist increased federal spending. As with past negotiations, any deal hinges on Democrats receiving funding increases and Republican defense hawks winning a bigger piece of the pie for the Pentagon (The Associated Press).    The Hill: White House projects $1 trillion deficit for 2019.  

> Contempt: The House is set to vote Tuesday on whether to hold Attorney General William Barr and Commerce Secretary Wilbur Ross in criminal contempt for not complying with congressional subpoenas on the thwarted attempts to add a citizenship question to the 2020 census. 

The vote comes amid the continued effort by Democrats to conduct oversight of the administration, which has included subpoenas of more than two dozen administration officials, many of whom have stonewalled and ignored them. Previously, the House Oversight and Reform Committee voted to hold Barr and Ross in contempt ahead of the July Fourth recess (The Hill).

> Pentagon: Defense Secretary nominee Mark Esper will face senators on Tuesday who are eager to fill a leadership hole that has languished empty for months after the resignation of former Defense Secretary James Mattis and the failed nomination of former acting Defense Secretary Patrick Shanahan

Esper has won praise from both sides of the aisle as a known quantity who worked well with Congress in his previous job as Army secretary, but he’s expected to face tough questions from everything on his history as a lobbyist to the Trump administration’s strategy for dealing with Iran amid spiking tensions.

The permanent spot atop the Pentagon has remained open for 208 days after Mattis resigned over the president’s decision to remove troops from Syria (The Hill). 

> House Democrats: While Ocasio-Cortez remains embroiled in her fight with Trump, her chief of staff is facing problems on the homefront as he draws the ire of House Democrats over his attacks on Pelosi and Democratic leadership. 

Saikat Chakrabarti has gotten under the skin of some of his boss’s colleagues as he attacks Democratic lawmakers by name on social media — a rarity — but Chakrabarti isn’t a run-of-the-mill aide. He’s a tech entrepreneur who left Silicon Valley to become more involved in political activism and who helped recruit Ocasio-Cortez to Congress (The Hill). 

Elsewhere in Congress … Former Microsoft CEO Steve Ballmer will be on Capitol Hill today to brief lawmakers on both sides of the aisle on how spending and taxing decisions are playing out across the country. Ballmer founded USAFacts in 2015, a non-partisan, nonprofit initiative to provide one-stop shopping for key government data, which often is challenging to locate on its own.

2020 POLITICS & CAMPAIGNS: While the top tier candidates vying for the Democratic nomination had already released their second quarter fundraising totals, most of the middle and lower tier candidates waited until close to Monday night’s deadline to release their numbers. No candidate outside of the top five contenders — Vice President Joe Biden, South Bend, Ind., Mayor Pete Buttigieg, Sen. Kamala Harris (D-Calif.), Warren and Sanders — all of whom raised north of $12 million, raised more than $5 million during the second quarter, with Rep. Beto O’Rourke’s (D-Texas) total raising the most eyebrows after his shock-and-awe first quarter (The Hill).

After raising $9.4 million in the first 18 days of his presidential bid, O’Rourke’s second quarter total plummeted to $3.6 million, raising questions about his viability moving forward in the 2020 race. Not only was his total far less than the first quarter figure, but he posted stronger fundraising numbers throughout 2018 during his Senate run against Sen. Ted Cruz (R-Texas). Making matters worse, O’Rourke did not register once in a poll of New Hampshire registered voters released Monday by St. Anselm College (The Hill).

One thing O’Rourke does have going for him that other lower-tier candidates do not: his fundraising has allowed him to reach the debate stage in September under Democratic National Committee rules, having eclipsed the necessary 130,000 donors in a requisite number of states. It’s turning out to be a high bar for some candidates to meet (Politico). 

Another candidate who struggled fundraising wise is Sen. Kirsten Gillibrand (D-N.Y.), who was unable to put together a strong quarter after posting underwhelming figures in the first quarter. She raised only $2.3 million, with the likes of Andrew Yang, Sen. Michael Bennet (D-Colo.) and Washington Gov. Jay Inslee all eclipsing her total. She still has over $8 million in the bank thanks to transfers from her Senate account. 

Sen. Cory Booker (D-N.J.) and Sen. Amy Klobuchar (D-Minn.) both of whom are firmly in the second tier of candidates, raised $4.5 million and $3.9 million, respectively. Klobuchar’s campaign announced it eclipsed 100,000 unique donors, while Booker is closing in on that figure.

  > Netroots Nation: Progressive voters want nothing more than to defeat the president in 2020, and they’re ready to back anyone who emerges from the Democratic primary fight to do so.   As Miranda Green reports from the Netroots Nation convention, many in the crowd expressed a willingness to back whoever wins the party’s nomination — even if a centrist candidate emerges who they could never support in a primary contest. Most voters at the conference indicated their top candidates are Sen. Elizabeth Warren (D-Mass.) and Sen. Bernie Sanders (I-Vt.).   One attendee said she’d vote for Mickey Mouse if he were the candidate, noting a shift in perspective from previous years, particularly 2016, when many supporters of Sanders refused to support Hillary Clinton come election day. WHITE HOUSE & ADMINISTRATION: Using administrative rulemaking and existing law, the Trump administration today will order that asylum-seekers to the United States must apply from inside the safe country they pass through first as they flee their home countries. In a joint statement on Monday, the Justice and Homeland Security departments said a new “interim final rule,” which takes effect immediately, will sharply restrict access to the existing system for asylum-seekers (The Hill).   Trump has repeatedly asserted that the majority of migrants from Central America who make it to the United States to claim asylum are abusing the system and do not qualify to live in America while they await court hearings, which can take years (The Washington Post).   The American Civil Liberties Association said it will “swiftly” head to court to try to block the administration’s action (The Hill). The New York Times: Most migrants at the border with Mexico would be denied asylum protections under the new Trump rule.   The Associated Press: The overwhelming majority of migrants affected by the rule are from Central America, but there are also migrants from Africa, Cuba, Haiti and other countries who attempt to come through the U.S.-Mexico border with asylum claims.   The text of the administration rule, published in the Federal Register, is HERE.   > Abortion: On Monday, the administration said taxpayer-funded family planning clinics must stop referring women to abortion providers immediately, announcing it will begin enforcing a new regulation championed by religious conservatives and denounced by medical organizations and women’s rights groups.   The Department of Health and Human Services (HHS) formally notified family planning clinics that it will begin enforcing the ban on abortion referrals, along with a requirement that clinics maintain separate finances from facilities that provide abortions. Another requirement that both kinds of facilities cannot be under the same roof would take effect next year.   Planned Parenthood and other family planning clinics are suing the administration in federal court to overturn the regulations, but HHS says there are no current judicial orders that prevent the government from enforcing the rule while litigation continues (The Associated Press).

Tech: Lawmakers and tech industry critics are frustrated that the Federal Trade Commission (FTC) reached a proposed $5 billion settlement with Facebook over its data practices, calling it a slap on the wrist. The settlement, which the Justice Department can amend or deny, raises tough questions about the government’s ability to effectively police Silicon Valley (The Hill) … Facebook dodged a bullet from the FTC. It faces many more (The Washington Post) … Facebook says it will not launch its proposed cryptocurrency until federal and international regulatory issues are assessed. Mnuchin, briefing reporters on Monday, said the government has “serious concerns” about Facebook’s interest in entering the cryptocurrency business. “They’ve got a lot of work to do to convince us,” he said (The Hill).   ➔ Cancer: Biden’s nonprofit, the Biden Cancer Initiative, announced on Monday that it has suspended operations indefinitely following the presidential candidate’s decision in April to retreat from the foundation and its partnerships as a way to guard against perceptions of conflicts of interest. The two-year-old nonprofit touted nearly 60 partnerships with drug companies, health care firms, charities and other organizations that pledged more than $400 million to improve cancer treatment (The Associated Press).     ➔ State Watch: Oklahoma Attorney General Mike Hunter labeled consumer products conglomerate Johnson & Johnson as a “kingpin” company that helped set off a public health crisis in the state. Hunter accused the company and its subsidiaries of launching and executing a “cunning, cynical and deceitful” marketing campaign that misrepresented what opioid drugs could do to help alleviate chronic pain. “There was a simple reason for the crisis: greed. The greed of the pharmaceutical companies caused the crisis,” Hunter said while closing his case in court on Monday against the drug manufacturer (The Associated Press).

And finally … While the selfie continues to be a staple of everyday life, the trend in smartphone self-absorption is increasingly fatal, according to recent reports. According to a study by the Journal of Family Medicine and Primary Care in India, fatalities via selfie — known as “selficides” — account for more deaths than shark attacks. Between 2011 and 2017, there were 259 people killed in 137 selfie-related accidents, compared to only 50 deaths from shark attacks.   More recently, two British men died after they fell over a 32-foot wall along the eastern coast of Spain while trying to snap a selfie. An American also had a near-death experience when he was gored after he tried to snap a picture with the bulls in Pamplona, Spain. The Grand Canyon, Yosemite, Great Falls National Park in Maryland — where there’s a view, a steep drop-off or rushing water, selfie accidents abound.

Trump’s Attacks on the Progressive Squad Delegitimize Necessary Critiques
This past weekend, President Trump tweeted that four “Progressive Democratic Congresswomen” should “go back” to their countries, despite three out of four of them being born here and all of them being American citizens. He garnered ire for expressing anti-immigrant rhetoric and making assumptions that the women weren’t from the United States. Many have called him racist, given all the women he attacked are women of color.
 
What Trump said was anti-immigrant and nativist, and he should be called out on it. That’s why I’m doing it now. I strongly dislike the progressive squad but only because I think their rhetoric is dangerous, ignorant, and power-hungry. I hope the tweet forces introspection on where the GOP goes from here in terms of handling Trump’s tweets. Although they are a helpful tool for shoring up support, given their general frankness and directness, Jesse Kelly of The Federalistmade a valuable point regarding their ability to alienate voters. For every tweet Trump delivers that empowers the base, there is a tweet that turns people off when he crosses the line, as he so clearly did here. 
 
Brit Hume took to Fox News yesterday to discuss the tweets and pointed out how Trump’s attacks on the four Progressive congresswomen is forcing the Democrats to close ranks when they otherwise might remained fractured and disillusioned with one another: “It’s striking that these Democrats were at war with this group, and the President decided it was a good idea to get in the middle of it.” I think Hume is mostly right. There is plenty to attack in regards to the progressive squad without it devolving into “go back to your country.” For those of us like myself who write about these congresswomen, ignorant attacks like these give fodder for those eager to delegitimize and dismiss our substantive critiques. 
 
Rep. Rashida Tlaib’s Inner Circle Supports Terrorists
Recently, the pro-Israel group Stand With Usposted a video detailing the social media activity of some of Rep. Rashida Tlaib’s (D-MI) closest friends and campaign staff. The media activity is shocking. The content was “explicitly pro-terror” and featured “bragging about” meeting with terrorists in prison, including the co-founder of Hamas. The social media activity also contained calls to violence, such as “kill all Zionists,” while some posts included pro-Hitler content and images likening Jews to rats. In an age where the media has become fascinated with social media footprints, you would think that this type of activity would garner more attention, but it likely will not. When it comes to combatting anti-Semitism, the media is wholly disinterested if it comes from the left side of the aisle. 
 
Tlaib has previously been associated with the anti-Israel BDS Movement (short for “Boycott, Divest, and Sanction) and came under fire for engaging in Holocaust revisionism that whitewashed Palestinian murder of Jewish Holocaust survivors.

That’s up from 57% in May, 54% in April, 50% in March and 46% in February.While expectations for the president have increased significantly since February, his Job Approval ratings have remained steady: every daily release since January 28 has been within two points of 46%. This suggests that changing perceptions of his potential challengers may be responsible for improving the president’s perceived chances. At the same time, 42% of voters nationwide believe President Trump should be impeached and removed from office. The latest ScottRasmussen.com survey shows that 46% disagree and 12% are not sure.However, just 21% believe impeachment is even somewhat likely to happen.Eighty-three percent (83%) of Republicans are now opposed to impeachment while 69% of Democrats favor it. Among Independent voters, 39% believe the president should be impeached while 45% disagree.Fifty-four percent (54%) of voters nationwide believe that President Trump is at least as ethical as most politicians.Still, just 35% believe he is a good role model for young Americans. FIRST READ: Racial division is a hallmark of Trump’s presidency  

Every few months, we get another reminder of how race has been one of the dominant storylines of Donald Trump’s political rise and his time in office.

And that’s what we got on Sunday, when the president tweeted that that Reps. Alexandria Ocasio-Cortez, Rashida Talib, Ilhan Omar and Ayanna Pressley should “go back and help fix the totally broken and crime infested places from which they came.”

He followed that up on Monday by saying these four progressive women of color “hate our country.” 

To recap how Trump has stoked racial flames – or poured gasoline on them:

  • He led the “birther” crusade against Barack Obama, questioning whether the nation’s first African-American president was born in the United States
  • He kicked off his 2016 presidential announcement talking about Mexican rapists. (“They’re sending people that have lots of problems, and they’re bringing those problems with us. They’re bringing drugs. They’re bringing crime. They’re rapists. And some, I assume, are good people.”)
  • He said a U.S. federal judge had a conflict of interest in presiding over a case involving Trump because of the judge’s “Mexican heritage.”

It’s hard to disagree with the Washington Post’s Greg Sargent: The more often Trump makes these statements – without being called out by a large segment of his party and supporters – he’s asserting “the right to engage in public racism without it being called out as such.”

And as George Conway – the husband of White House adviser Kellyanne Conway – writes in the Washington Post, “Trump is not some random, embittered person in a parking lot — he’s the president of the United States. By virtue of his office, he speaks for the country.”

O’Rourke’s awful 2nd quarter

In his first 18 days as a presidential candidate, Beto O’Rourke raised $9.4 million, including $6.1 million in his first 24 hours.

Three months later, however, O’Rourke brought in just $3.6 million for the second quarter – essentially half of what he raised in his first day.

On top of it all, O’Rourke had one of the highest burn rates (raised/spent) for the second quarter: 146%.

O’Rourke still has time to turn his campaign around. But his last three months as a candidate have been dreadful – whether it’s been in the polls, the fundraising or his first debate performance.

“On the one side is [Joe] Biden, who is making the case that Democrats should retain the core structure of the Affordable Care Act, which subsidizes private insurance and Medicaid for Americans who don’t get coverage from their employer or other government programs,” NBC’s Benjy Sarlin writes.

 “On the other is [Bernie] Sanders, who has long called for guaranteeing every American coverage through a more generous version of Medicare and banning competing private plans.”

On the campaign trail today: Kirsten Gillibrand, Julian Castro and Kamala Harris speak at the AARP/Des Moines Register forum in Iowa… Joe Biden and Michael Bennet also campaign in the Hawkeye State… And Amy Klobuchar, in DC, delivers a speech on what would be her “First 100 Days” priorities.

Pete Buttigieg responded to the news of South Bend’s police sergeant Ryan O’Neill, who was the officer involved in the South Bend shooting that left Eric Logan dead, resigning. NBC’s Priscilla Thompson has Buttigieg’s response: “Our efforts to strengthen trust between law enforcement and community members continue. We will await results of the independent criminal investigation, and apply any lessons learned to our work on the future of the Police Department and the community.”

Also some staff change-ups: NBC’s Thompson and Maura Barrett confirm that Cory Booker’s Iowa senior adviser is leaving his campaign.

Plus, Kamala Harris discussed her racial identity on a podcast with The Atlantic’s Jemele Hill. NBC’s Deepa Shivaram flags this Harris line: “It cannot be, as it always ends up being, that the couple of chocolate chips on the stage have to be the ones teaching everybody else about America’s history. It’s America’s history.”
