Good morning from Washington, where progressives dream of bending the Supreme Court to their will. One new proposal is flat-out unconstitutional, Thomas Jipping writes. President Trump eyes reducing the homelessness he attributes to liberal policies, Fred Lucas reports, while his education secretary gets unexpected support on charter schools, Josh Nelson discovers. Plus: Olivia Enos on China’s re-education cams, Walter Williams on the uncivilized left, and Jarrett Stepman on Nike’s giving the boot to Betsy Ross. On this date in 1775, George Washington takes command of the Continental Army.

🇺🇸 The Morning Report is on hiatus for the remainder of the week to celebrate the Fourth of July holiday. Happy Independence Day!

Sen. Bernie Sanders (I-Vt.) is at risk of forfeiting top-tier candidate status in the 2020 Democratic primary race as rivals surge past him in new polls.    After starting the year in surveys as a close second behind former Vice President Joe Biden (D), who has also faltered since last week’s Democratic debate, Sanders is experiencing a precipitous downfall, underscored by a new Suffolk University poll in Iowa that shows him with 9 percent support.   Recall that in Iowa in 2016 during the Democratic primary, Sanders, with 49.6 percent of the vote, came close to defeating Hillary Clinton, who won with 49.8 percent of the tally in the first-in-the-nation contest.   As Jonathan Easley writes, Sanders’s path to the nomination is growing tougher by the day, largely due to challenges from Sen. Kamala Harris (D-Calif.) and Sen. Elizabeth Warren (D-Mass.), both of whom are competing with Sanders for support from progressive voters. Another national poll released on Tuesday showed Sanders in fourth place behind Biden, Harris and Warren.    “In 2016, he benefited from being the only alternative to the establishment candidate,” said Jon Reinish, a Democratic strategist. “In 2020, the entire political world has changed except for him. His biggest problem right now is that he looks like a candidate of the past, and that’s not a good place to be.”   Nonetheless, Sanders remains among the top contenders and is one of five candidates with a plausible path to the nomination. But he risks a slow fade from the pack as some Democrats look for a fresh face who might defeat President Trump and recapture a 2020 version of the magic that propelled Sanders to claim a grassroots “movement” and “revolution” in 2016.   While Sanders looks to get back on track, others in the field are dealing with more substantial issues that could lead to their 2020 demise. Former Colorado Gov. John Hickenlooper’s (D) campaign is facing major problems as many of his top staffers, including his campaign manager, communications director, digital director and finance director, have left or plan to leave in the near future, according to Politico.   Additionally, members of his senior staff have urged him to drop out of the presidential race as he fails to gain traction with primary voters and struggles with fundraising, including only $1 million raised in the second fundraising quarter, and to run for Senate against Sen. Cory Gardner (R-Colo.). The fundraising total is not only miles behind other presidential candidates but also on par with or behind some Democratic Senate and House candidates. Hickenlooper publicly blamed his departed staffers in an interview for his fledgling campaign.   “We thought it was time to make a change,” he told MSNBC’s Craig Melvin. “You know, these campaigns are long, hard campaigns and you don’t always get it right with the first team.”   While Hickenlooper’s fundraising total was underwhelming, political watchers continue to wait to see how 2020 Democrats fared during the quarter. Only two 2020 candidates on the Democratic side have released their totals: South Bend, Ind., Mayor Pete Buttigieg (D), who posted a $24.8 million haul, and Sanders, who announced Tuesday that he raised $18 million, with $30 million in cash on hand. On the other side of the aisle, the Trump campaign and the Republican National Committee announced that they raised an eye-popping $105 million total between the two operations.    Trump is continuing to highlight the plans by Democratic candidates to expand health insurance to people in the country illegally, a two-pronged attack on Medicare expansion proposals and illegal immigration.    As Jessie Hellmann reports, Democrats argue Americans are already paying for health care for people here illegally when they go to emergency rooms. But Trump sees the proposals as a way to further motivate his base on the issue of illegal immigration and “socialized” health care, which his campaign and other Republicans have used throughout the nascent 2020 cycle.    The Associated Press: Trump transforms 2020 immigration debate — for Democrats.   The Atlantic: Holding Democrats to the Trump standard.   NBC News: Harris stunned Biden. But can she meld together a winning (Obama) coalition?   The New York Times: Here are the Democrats at risk of not making the July debates.

LEADING THE DAY
CONGRESS: House Democrats launched their latest push to obtain the president’s tax returns on Tuesday as the House Ways and Means Committee filed a lawsuit against the Treasury Department amid the administration’s efforts to block their release.   The panel, headed by Chairman Richard Neal (D-Mass.), filed a complaint against the department and the Internal Revenue Service in federal court in Washington, asking the court to order the defendants to comply with Neal’s subpoenas and a section of the federal tax code (The Hill).   This is the first time House Democrats have gone to court themselves to obtain such records after repeatedly requesting the IRS to release the returns directly.    Treasury Secretary Steven Mnuchin rejected Neal’s request in May, saying that it lacked a legitimate legislative purpose. Neal then moved forward with subpoenas to Treasury and the IRS for the returns, which Mnuchin also refused to comply with.
“Due to that noncompliance, the Committee is now pursuing this matter in the federal courts,” Neal said in a statement.
© Getty Images     > Dems at the border: Anger continued to grow from House Democrats on Tuesday after 21 lawmakers visited facilities in Clint, Texas that are being used as migrant shelters along the southern border.    Congressional Hispanic Caucus Chairman Rep. Joaquin Castro (D-Texas) tweeted photos and videos of Monday’s visit, saying that they underlined concerns that the centers are overcrowded and those in the facilities are dealing with inhumane conditions.
In some of the photos and videos, women could be seen sitting on the floor. One said that she was denied medicine, while another said her daughter had been taken from her (The Hill).
“Our border patrol system is broken,” Castro tweeted. “And part of the reason it stays broken is because it’s kept secret. The American people must see what is being carried out in their name.”
House Oversight and Reform Committee Chairman Elijah Cummings (D-Md.) announced the panel will hold a hearing next Friday on treatment of migrant children and conditions at the facilities.
Cummings invited acting Homeland Security Secretary Kevin McAleenan and acting Customs and Border Protection Commissioner Mark Morgan to testify at a hearing on July 12. Neither confirmed they will appear, according to the committee.
“The Trump Administration’s actions at the southern border are grotesque and dehumanizing,” Cummings said in a statement Tuesday (The Hill).
The Hill: Democrats on high alert to block any funding for Trump’s border wall.
Roll Call: Department of Homeland Security faces pressure to accept diapers, soap donations for detained migrants.

IN FOCUS/SHARP TAKES
WHITE HOUSE & ADMINISTRATION: The administration said Tuesday it will drop a proposed new citizenship question from the 2020 census, which the president has vigorously defended, days after the Supreme Court ruled against the government’s rationale for including the question (The Hill). Trump initially said he asked government lawyers to explore postponing the population survey conducted every 10 years as the government neared a census printing deadline.   The Associated Press: The census is being printed without a question about citizenship status.   > Federal Reserve: The president tweeted on Tuesday that he will nominate economists Christopher Waller and Judy Shelton to vacancies at the nation’s central bank, selecting more traditionally credentialed nominees after encountering a dearth of Senate GOP enthusiasm for earlier conservative choices, Herman Cain and Stephen Moore, who withdrew their nominations earlier this year. Progressive groups immediately took aim at Shelton, calling her policy perspectives “extreme” (The Wall Street Journal).     > Trump’s Fourth: The president on Thursday will deliver remarks at a “Salute to America” in front of the Lincoln Memorial, inserting himself into the longstanding Independence Day festivities in Washington, D.C., that have remained largely apolitical for decades. Trump’s grand vision for the event has increased costs, created logistical complications and prompted onlookers to worry that the president will co-opt a holiday associated with national unity and turn it into a de facto campaign rally. Trump’s insistence on displaying military tanks near the Lincoln Memorial has many shaking their heads that he has conflated patriotism with nationalism (The Hill).   The Washington Post: Funding for the “Salute to America” in the nation’s capital on Thursday includes $2.5 million in diverted park fees from the National Park Service.   NBC4: Among counter-communications in Washington on Thursday will be the Baby Trump Blimp, which Code Pink is permitted to fly near the Washington Monument.
© Getty Images     > Trump vs. the press: The president tweeted negatively about the news media 25 out of 30 days in June, the most for a single month during his presidency so far, according to the U.S. Press Freedom Tracker. From Trump’s inauguration through the end of last month, he posted 791 negative tweets about the media in 893 days. Since announcing his candidacy for president in June 2015, Trump has tweeted negatively about the press 1,537 times in 1,477 days, a technique that appeals to his base of supporters. The tracker does not include public remarks Trump frequently utters about “fake news,” “the enemy of the state” and his challenges devoid of any corrections about reporting he does not like. For example, he told President Andrzej Duda of Poland at the White House on June 12 that “much of the media unfortunately in this country is corrupt. I have to tell you that, Mr. President.”     > Pentagon: The White House is suddenly racing to install a permanent secretary of defense. Acting Defense Secretary Mark Esper, Trump’s pick for the top post, is not permitted to serve in his current role beyond July 30. The administration and the Senate have little time to confirm a secretary and Esper will have to temporarily step aside during the confirmation process because he is not permitted to serve as acting secretary while his nomination is under Senate consideration (The Hill).    > Vice President Pence canceled his appearance at a New Hampshire opioid event on Tuesday for an unspecified emergency the White House declined to describe (The Hill).   Fox News: Pence’s office tight-lipped about reason for abrupt cancellation: “Something came up.”

ELSEWHERE
Tech: Chinese authorities in the Xinjiang region are forcing visitors and tourists to install phone malware that gives authorities access to their text messages and data, according to a reporting collaboration by Motherboard, Süddeutsche Zeitung, The Guardian, The New York Times and German public broadcaster NDR (Vice).    ➔ State & City Watch: “Restorative justice” — a guided conversation between a juvenile who has broken the law and a victim on the other side of the crime — is winning converts in Washington, D.C., as an alternative to prosecution of some young offenders (NPR). … Illinois’s gasoline tax jumped overnight on Monday from 19 cents per gallon to 38 cents (NBC Chicago).   Nike just won’t do it: Nike Inc. on Tuesday stood by its decision to pull its Fourth of July sneakers from stores, a move criticized by some conservative lawmakers who said political correctness has gone too far. The shoes display a “Betsy Ross flag,” which represents the original 13 American colonies. More stars were added in 1795, after Vermont and Kentucky joined the nation. Nike weighed complaints that some extremist groups have appropriated the Betsy Ross flag as a symbol of opposition to diversity. “We regularly make business decisions to withdraw initiatives, products and services. Nike made the decision to halt distribution of the Air Max 1 Quick Strike Fourth of July based on concerns that it could unintentionally offend and detract from the nation’s patriotic holiday,” the company said in a statement (Bloomberg). Despite the recall, one pair of shoes made it onto eBay on Tuesday night. Early Wednesday, they were taken off the site, but not before the high bid for the pair reached $52,000.    Eclipse: Sweeping darkness across the South Pacific and into Chile and Argentina, a total solar eclipse attracted hundreds of thousands of awed tourists to the region on Tuesday (The Associated Press). The region had not seen an eclipse since 1592 (Reuters).

THE CLOSER
And finally …  ✍✍  29,000 students from across the country in grades four to 12 entered a Library of Congress national writing competition, which asked them to write to an author about how his or her work affected their lives to try to capture prizes worth up to $2,000. Nine young readers who are accomplished letter-writers walked away with the loot this week!   Judges chose outstanding entries for each state and in three levels (grades four to six; grades seven to eight; and grades nine to 12) before prize winners were named. DRIVING THE DAY

COUNTERPROGRAMMING … CHARLOTTE OBSERVER: “Trump plans rally in Greenville, NC, on day Mueller is set to testify,” by Noah Feit: “The Keep America Great rally is scheduled to begin at 7 p.m. Only two tickets per person are available for those registering to attend the Greenville rally, according to the website. Williams Arena is on the campus of East Carolina University and has a capacity of 8,000 for basketball games.” Charlotte Observer

SURGING KAMALA, REELING BIDEN — Here’s how Sen. KAMALA HARRIS has done in the latest major polls since last week’s debate, reflecting her breakout performance in Miami: Quinnipiac University national poll: +13 since June … USA Today/Suffolk University Iowa poll: +9 since June … CNN/SSRS national poll: +9 since May. NYT’s Matt Stevens has more

— Per Quinnipiac, “Biden hits his lowest number yet in the Democratic primary race with 22 percent of the vote among Democrats and Democratic leaners.”

— WHAT’S UP WITH BERNIE? He still has a strong base of support, but his numbers seem to be flatlining, falling to just 9% in Suffolk’s new Iowa poll. Vox’s Andrew Prokop notes: “[T]his is the worst showing for Sanders in any Iowa poll all year — it’s the only time he’s dropped down to single digits.” Vox

— NO BUENO FOR THE GENTLEMAN FROM EL PASO: “Beto O’Rourke says he’s not aware of his fundraising numbers,” by David Siders in Ames, Iowa

SPOTTED: Mick Mulvaney and Reince Priebus waiting out the rain delay Tuesday night at Nats Park in the Budweiser Brew House. Justice Elana Kagan was also seen separately at the game.

THE BORDER CRISIS — NYT: “Government Watchdog Finds Squalid Conditions in Border Centers,” by Zolan Kanno-Young: “Overcrowded, squalid conditions are more widespread at migrant centers along the southern border than initially revealed, the Department of Homeland Security’s independent watchdog said Tuesday. Its report describes standing-room-only cells, children without showers and hot meals, and detainees clamoring desperately for release.

“The findings by the Department of Homeland Security’s Office of Inspector General were released as House Democrats detailed their own findings at migrant holding centers and pressed the agency to answer for the mistreatment not only of migrants but also of their own colleagues, who have been threatened on social media.

“In June, inspectors from the department visited five facilities in the Rio Grande Valley of Texas, and found children had few spare clothes and no laundry facilities. Many migrants were given only wet wipes to clean themselves and bologna sandwiches to eat, causing constipation and other health problems, according to the report. Children at two of the five facilities in the area were not given hot meals until inspectors arrived.

“Overcrowding was so severe that when the agency’s internal inspectors visited some of the facilities, migrants banged on cells and pressed notes to windows begging for help.” NYTThe report

— ATLANTA JOURNAL-CONSTITUTION: “Feds looking to house 500 immigrant children in metro Atlanta,” by Christopher Quinn:“The U.S. Health and Human Services Department wants a Georgia location in the region south of I-20 from downtown Atlanta to Carrollton and west of I-75 between downtown to about Griffin. …

“The request calls for at least 96,000 square feet of space with room for classrooms, bedrooms, bathrooms, medical facilities and two acres of outdoor space for play. It will take about 167 staff members to operate it. HHS is accepting bids until late July. The facility has to be ready by June 2020. The request calls for up to a 20-year lease, according to details posted on the Government Services Administration website.” AJC

TRUMP’S LATEST FED PICK … WSJ: “Judy Shelton in Her Own Words,” by David Harrison:“Ms. Shelton has repeatedly called for a return to the gold standard, a monetary regime that pegged the value of the dollar to the value of gold. That would make it impossible for the Fed to affect the strength of the dollar through monetary policy, she writes. ‘For all the talk of a ‘rules-based’ system for international trade, there are no rules when it comes to ensuring a level monetary playing field.

“The classical gold standard established an international benchmark for currency values, consistent with free-trade principles. Today’s arrangements permit governments to manipulate their currencies to gain an export advantage,’ she wrote in another Journal opinion piece, in April.” WSJ

MEANWHILE, IN EUROPE … FT: “Lagarde tapped to head ECB as EU reaches deal on top jobs,” by Alex Barker, Michael Peel and Jim Brunsden in Brussels and Mehreen Khan in Strasbourg: “European leaders have agreed a deal to fill the EU’s most important jobs, backing Christine Lagarde to lead the European Central Bank and Ursula von der Leyen to be president of the European Commission.

“On the third day of a gruelling summit in Brussels, EU leaders gave near-unanimous support for a package based around Ms. Lagarde, France’s former finance minister who is now head of the IMF, and Ms. von der Leyen, Germany’s defence minister.” FT

BULLETIN … AP/TEHRAN at 3:37 a.m.: “Iran warns it will increase nuclear enrichment within days”: “Iran’s president is warning Europe that Tehran will ‘take the next step’ in increasing its uranium enrichment this coming Sunday. The comments Wednesday by President Hassan Rouhani further increases pressure on European partners to salvage the unraveling 2015 nuclear deal following the U.S. withdrawal from the accord last year.

“Rouhani says: ‘If you want to express regret and issue a statement, you can do it now.’ … Iran this week breached a low-enriched uranium stockpile limitation set by the deal and said by Sunday it would increase its enrichment of uranium closer to weapons-grade levels if Europe does not offer it a new deal.” AP

WHAT’S ON THE PRESIDENT’S MIND — @realDonaldTrump at 12:06 a.m.: “Iran was violating the 150 Billion Dollar (plus 1.8 Billion Dollar in CASH) Nuclear Deal with the United States, and others who paid NOTHING, long before I became President — and they have now breached their stockpile limit. Not good!”

— FYI: The United States and IAEA both certified multiple times since 2017 that Iran was in compliance with the nuclear deal.

JULY FOURTH UPDATE — “Park Service diverts $2.5 million in fees for Trump’s July Fourth extravaganza,” by WaPo’s Juliet Eilperin, Josh Dawsey and Dan Lamothe: “The National Park Service is diverting nearly $2.5 million in entrance and recreation fees primarily intended to improve parks across the country to cover costs associated with President Trump’s Independence Day celebration Thursday on the Mall, according to two individuals familiar with the arrangement. …

“The diverted park fees represent just a fraction of the extra costs the government faces as a result of the event, which will include displays of military hardware, flyovers by an array of jets including Air Force One, the deployment of tanks on the Mall and an extended pyrotechnics show. By comparison, according to former Park Service deputy director Denis P. Galvin, the entire Fourth of July celebration on the Mall typically costs the agency about $2 million.

“For Trump’s planned speech at the Lincoln Memorial, the White House is distributing VIP tickets to Republican donors and political appointees, prompting objections from Democratic lawmakers who argue that the president has turned the annual celebration into a campaign-like event.”

— WAPO’S DAN LAMOTHE: “Part of the concern is that the vehicles will pulverize pavement in Washington, as they did during a parade in June 1991 after the Gulf War, and that the city will be left with the bill. This time, the tanks will be stationary and moved into place on flatbeds pulled by heavy-hauler trucks.” WaPoVideo of the tanks/APCs being moved OVER a bridgeVideo of the tanks rolling on the streets of D.C. late Tuesday night

— A HUMBLE REQUEST: Please, headline writers, no more “tanks, but no tanks” puns! For America’s sake.

A message from The Government of Qatar:

Qatar and the U.S. have a strong counter-terrorism relationship. One component of that relationship is the Al Udeid Air Base, which houses over 11,000 soldiers and is central to U.S. operations in the Persian Gulf.

U.S.A! … WAPO’S LIZ CLARKE in Decines-Charpieu, France: “[T]o get past England — their final hurdle in earning a spot in Sunday’s championship match — the top-ranked U.S. women had to tap every tactic in their repertoire, summon the best from lightly tested players and, yet again, draw on the stone-cold conviction that there was no situation they couldn’t overcome.

“And two days before Independence Day, the U.S. team swept into the final with a 2-1 victory over third-ranked England with style, depth, grit, an outstanding save by goalkeeper Alyssa Naeher and, most notably, without an ailing Megan Rapinoe, who had scored its previous four goals.” WaPo

MUSIC TO OUR EARS, via WaPo’s Jesse Dougherty: “The Nationals have now won 24 of their past 34 games and 11 of their past 14, and they are six games behind the Atlanta Braves in the tightening National League East. They have homered in 16 consecutive games, tying a franchise record set by the Montreal Expos in 1999, and Corbin has dominated in three straight outings since hitting a troubling rough patch. Juan Soto smacked a two-run homer and added a triple.” WaPo

QUOTE DU JOUR … IN BRITISH VOGUE: “The couple’s union has become tabloid fodder, put under further scrutiny by

[model Karlie]

Kloss’s own political views. While Kloss and her husband [Josh Kushner] are fervent Democrats, Kushner’s brother Jared is a senior presidential advisor who happens to be married to Ivanka Trump. ‘It’s been hard,’ she explains. ‘But I choose to focus on the values that I share with my husband, and those are the same liberal values that I was raised with and that have guided me throughout my life.’” Vogue UK (hat tip: Annie Karni)

ALEX ISENSTADT: “NRA meltdown has Trump campaign sweating”: “The [NRA] aired an avalanche of TV ads and pushed its five million-plus members to the polls for Donald Trump in 2016, propelling him in the Rust Belt states that delivered him the presidency. Now, the gun rights group is in total meltdown — and senior Republicans and Trump 2020 officials are alarmed.

“In recent weeks, the NRA has seen everything from a failed coup attempt to the departure of its longtime political architect to embarrassing tales of self-dealing by top leaders. The turmoil is fueling fears that the organization will be profoundly diminished heading into the election, leaving the Republican Party with a gaping hole in its political machinery.

“With the Chamber of Commerce and Koch political network withdrawing from their once-dominant role in electing conservatives, Republicans worry that three organizations that have long formed the core of their electoral infrastructure will be effectively on the sidelines.

“The predicament has so troubled some Republicans that they are calling on the famously secretive NRA to address its 2020 plans. Within the past week, senators have privately expressed concerns about the group to [NRSC] Chairman Todd Young (R-Ind.).” POLITICO

— NYT’S DANNY HAKIM: “N.R.A. Donor Directs a Revolt Against a ‘Radioactive’ Leader”: “[O]ne of the gun group’s major benefactors says he is preparing to lead an insurgency among wealthy contributors to oust [Wayne] LaPierre as chief executive, along with his senior leadership team. Such a rebellion would represent a troublesome new threat to Mr. LaPierre, as his organization’s finances and vaunted political machine are being strained amid a host of legal battles, most notably the New York attorney general’s investigation into its tax-exempt status.

“David Dell’Aquila, the restive donor, said the N.R.A.’s internal warfare ‘has become a daily soap opera and it’s decaying and destroying the N.R.A. from within, and it needs to stop.’ He added, ‘Even if these allegations regarding Mr. LaPierre and his leadership are false, he has become radioactive and must step down.’

“Until that happens, Mr. Dell’Aquila, a retired technology consultant who has given roughly $100,000 to the N.R.A. in cash and gifts, said he would suspend donations — including his pledge of the bulk of an estate worth several million dollars.” NYT

A message from The Government of Qatar:

As the largest U.S. military base in the Middle East, the Al Udeid Air Base in Qatar plays a vital role in the War on Terror.

“Biegun said the administration isn’t ready to lift the sanctions against North Korea if it freezes its weapons program, but that it could give Kim other concessions, such as humanitarian relief and improved diplomatic ties. … Biegun insisted, however, that the administration hasn’t abandoned its goal of ‘complete denuclearization.’”

— YOWZA! … AP’S MATT LEE (@APDiploWriter): “Let’s be honest here: There was a story Sunday night/Monday that said the admin was considering a ‘freeze’ as the end deal for NKorea. Then there was a story [Tuesday] that said a ‘freeze’ wasn’t the end game but something that could be rewarded, which is completely different …

“In the meantime, a transcript from an off-record briefing with an official who disputed the initial story but said there could be concessions for partial steps, was given (not ‘leaked’) to another outlet. This has been policy for 18 months and is presented as a ‘scoop’?”

TRUMP THROWS IN THE TOWEL ON THE CENSUS … NYT’S MICHAEL WINES: “The Trump administration … abandoned its quest on Tuesday to add a citizenship question to the 2020 census, a week after being blocked by the Supreme Court. Faced with mounting deadlines and a protracted legal fight, officials ordered the Census Bureau to start printing forms for next year’s head count without the question.

“The decision was a victory for critics who said the question was part of an administration effort to skew the census results in favor of Republicans. It was also a remarkable retreat for an administration that typically digs into such fights.” NYT

— TRUMP RESPONDS, CONFUSINGLY, via Twitter: “A very sad time for America when the Supreme Court of the United States won’t allow a question of ‘Is this person a Citizen of the United States?’ to be asked on the #2020 Census! Going on for a long time. I have asked the Department of Commerce and the Department of Justice … to do whatever is necessary to bring this most vital of questions, and this very important case, to a successful conclusion. USA! USA! USA!”

A message from The Government of Qatar:

Next week, President Donald Trump plans to meet with Sheikh Tamim bin Hamad al-Thani, Emir of the State of Qatar, at the White House. The two are expected to discuss a range of issues pertaining to U.S. interests in the Middle East including the ongoing international pressure on Iran to discontinue its nuclear programs. Qatar has a strong record of counter-terrorism efforts, and the U.S.- Qatar defense relationship is integral to the ongoing War on Terror. Central to much of The President and The Emir’s discussion will be the Al Udeid Air Base, one of the largest U.S. military bases outside of the U.S. Al Udeid hosts more than 11,000 American and Coalition military personnel and has been a primary launch site for air attacks against ISIS. It is an increasingly important component in the U.S.’s ongoing military operations in the Persian Gulf.

Wednesday, July 3, 2019 Border Crisis, Continued
Controversy continues to unfold following members’ of the Congressional Hispanic Caucus visit this week to a migrant detention facility in El Paso, Texas. It began when freshman lawmaker Alexandria Ocasio Cortez claimed CBP officers told women to “drink out of the toilets” while “in front” of her and other members of Congress.  The visit followed an unflattering ProPublica report about a secret Facebook group where Border Patrol agents “joke about migrant deaths and post sexist memes.” The report alleges at least three agents were involved, although their identities were not revealed or confirmed. Border Patrol Chief Carla Provost condemned the posts highlighted by ProPublica, stating, “Any employees found to have violated our standards of conduct will be held accountable.” Late Tuesday, the tables turned when The Washington Examiner reported that AOC screamed at agents during her visit “in a threatening manner,” and refused to even participate in the full tour of the facility. An agent also accused her completely mischaracterizing the toilet situation. From The Examiner:  “So this is what happened with the migrant and drinking water from toilet: she wanted water, didn’t know how to use the faucet in the cell, and drank from the toilet. She never told AOC that we made her drink from the toilet. AOC, of course, changed it … This was when she [the migrant] was apprehended and brought into the facility.”  The “he said, she said” will likely continue into the coming days, and will sadly lead to nothing productive. What we should talk about, however, is the humanitarian crisis that’s not being manufactured by the Trump administration. Instead of demonizing border patrol agents and the Trump administration for doing their best to handle an impossible situation, lawmakers would be wise to return to Washington and fix our nation’s immigration laws. And, they might also consider putting their complaints into historical context—not that it’s any excuse. Brandon Darby, Director of Breitbart’s Border and Cartel Chronicles projects, shared an important thread showing photos from migrant detention centers dating back to 2014 under President Obama. As he pointed out, “It’s absolutely right and noble to be upset about the humanitarian crisis on our border, my point is that some seem to only be upset now that it’s politically expedient to be upset.”

The Citizenship Question Is Officially Being Dropped
Apparently, it’s too much to ask who is and isn’t a U.S. citizen. From Fox News“The New York attorney general’s office said Tuesday the Justice Department has decided to print the 2020 Census without the citizenship question sought by the Trump administration, ending a contentious legal dispute over an issue that could soon affect the makeup of Congress and the Electoral College. The Supreme Court ruled last week that the question couldn’t be added for now, as civil rights groups argued that the Trump administration’s reasons for including the question were merely pretextual efforts to discourage illegal immigrants from responding to the Census. Population counts from the Census are used to apportion congressional seats among the 50 states. In a tweet on Monday, Daniel Jacobson, who worked in the White House Counsel’s Office under President Obama, said a trial attorney at the Justice Department told him that ‘the printer has been instructed to begin the printing process’ without the citizenship question.”

USA! USA! USA!
What better way to head into Independence Day weekend than with the USA Women’s soccer team defeating England, 2-1, in the semi-finals on Tuesday. 🇺🇸🇺🇸🇺🇸 Alex Morgan scored the winning goal (and celebrated by drinking a sip of “tea”), and the lead was secured thanks to an incredible save by the American goalkeeper Alyssa Naeher. Sweden will play the Netherlands on Wednesday to determine the other finalist, and the final game will be played on Sunday, July 7 at 11am ET.

On the Campaign Trail
According to a new CNN poll, former Vice President Joe Biden is still holding onto the lead after the first Democrat debates, but his support significantly dropped by 10 points. Kamala Harris and Elizabeth Warren made steep gains, now holding the second and third spots respectively. Bernie Sanders is hanging on in fourth place.   Things are looking particularly rough for Marianne Williamson, who was left out from Vogue’s “Women of 2020” feature, and Eric Swalwell, who…*Asterisk.* (A must-watch follow up. 🤣)

The New York Times Thinks the U.S. Is ‘Just O.K.’
In a bazaar, self-hating video, The New York Times issued a stark 4th of July message: “The myth of America as the greatest nation on earth is at best outdated and at worst, wildly inaccurate. If you look at data, the U.S. is really just O.K.” The Washington Examiner pointed out the video relies on some misleading data points, and Kay Coles James, President of The Heritage Foundation, took to The Washington Times to explain why “a nation stained with the evil of slavery, a nation that once refused women and blacks the right to vote or hold property,” is still very much worth lauding. As for The New York Times, I did them the favor of fixing their tweet. You’re welcome.

If AOC really cared: 3 actions to truly help migrants in ‘concentration camps’ Posted: 02 Jul 2019 07:21 PM PDT In a debate, the proper course of action would be to challenge the premise by which Alexandria Ocasio-Cortez has made her case to denounce the “concentration camp” migrant detention facilities along the border. But since chances are slim she’d ever debate me (or anyone) on the issue, I’ll start by stipulating that the conditions at these centers […] The post If AOC really cared: 3 actions to truly help migrants in ‘concentration camps’ appeared first on Conservative Christian News.

07/03/2019 Share: Carl Cannon’s Morning Note Social Security; the FCC’s Ajit Pai; Old Man Greene By Carl M. Cannon on Jul 03, 2019 09:22 am
Good morning, it’s Wednesday, July 3, 2019. As the sun rose over the Pennsylvania countryside on this date in 1863, some 35,000 men had been killed or wounded in two days of fighting. The Union men had held their far right flank in bloody fighting at Round Top and Little Round Top. At the other end of the fishhook-shaped Union line, at Culp’s Hill, the troops in blue also held their ground. For a moment on the battle’s second day, it looked as if the center of the line — not where Robert E. Lee had put his emphasis — had buckled. But the breach in the Union line on Cemetery Ridge had been filled by a near-suicidal charge from the 1st Minnesota Regiment, which suffered an 82% casualty rate while repelling the Confederates. Appalling losses were mounting on both sides. It couldn’t go on forever, and commanders in both armies knew that Day 3 of the Battle of Gettysburg would decide the encounter, and maybe the war. I’ll set the scene for that profound battle in a moment. First, I’d point you to RealClearPolitics’ front page, which presents our poll averages, videos, breaking news stories, and aggregated opinion columns spanning the political spectrum. We also offer original material from our own reporters and contributors, including the following: * * * Why Trump Should Lead on Social Security Reform. A.B. If You Wake Up in Pain, Read This. RealClearLife offers expert advice on sleep positions that relieve stress on joints. * * * In yesterday’s note, I mentioned Culp’s Hill only in passing, which is about as much attention as it gets these days when the Battle of Gettysburg is referenced. This is an oversight, possibly due to the awful carnage that ensued on the main battlefield on July 3, 1863. Yet Pickett’s Charge and the costly Confederate defeat on Day 3 of the fighting might not have ever taken place except for the insight and decisiveness on Day 2 of a Union general who may be unfamiliar to you. His name was George S. Greene, and he was one of the oldest of the 150,000 combatants to see action at Gettysburg. Born on May 6, 1801 in Rhode Island, George Greene was a cousin of a Revolutionary War general, Nathanael Greene. George attended West Point, graduating second in his class, and was considered such a brilliant engineer that he taught at the academy for several years before retiring to civilian life and building a successful career. At the outbreak of the Civil War, however, he enlisted, and was soon given command of an engineering regiment. He proved to be much more than an expert on fortifications — he was an able battlefield commander. At Cedar Mountain, Greene’s unit held off a Confederate force three times its size until reinforcements arrived. At Antietam, Greene and his men held their own against Stonewall Jackson’s Virginians. Greene’s men admired him and fought for him, which is not always the same thing, addressing him affectionately as “Old Man Greene” or “Pap.” Arriving at Culp’s Hill in command of the 60th New York Volunteer Infantry Regiment on the morning of July 2, 62-year-old Pap Greene immediately ordered the men to build breastworks out of stone, wood, dirt, and fallen logs across the length of the wooded line. The terrain wasn’t suitable for artillery, but it was strategically vital nonetheless. If the Confederates got through Greene’s regiment, everything was exposed and vulnerable — the rear of the Union Army and its supply lines, Baltimore, Washington, all of it. But this was not to be. Although his superior officers thought breastworks superfluous, those fortifications — when manned by brave and well-led officers — saved Pap Greene’s troops, thwarted Lee’s plans, and held the line. Greene ordered his undermanned regiment spread out along the line, in single file. The men resisted four successive attacks until finally nightfall gave them respite. “Without breastworks,” recalled a captain in ranks, “our line would have been swept away in an instant by the hailstorm of bullets and the flood of men.” Which meant, as dawn broke on July 3, 1863, that Lee would try something else: A full frontal assault across a long sloping field against a massive, and well-positioned. Union Army. Carl M. Cannon

“An arrogant person considers himself perfect. This is the chief harm of arrogance. It interferes with a person’s main task in life – becoming a better person.”

LEO TOLSTOY Good morning!

China’s influence operations around the world are starting to gain more attention.

A new bill introduced in Congress would require the Director of National Intelligence to investigate Beijing’s operations.

Of particular interest are China’s actions in Taiwan’s upcoming elections, as well as what these can teach the United States about how to protect elections against Chinese influence.

What I Wish Every Trump-Supporting Christian Would Say I’ve finally found it. I’ve been struggling for some time with the outspoken support many prominent, recognizable Christian “leaders” in our culture have offered to President Donald Trump.  I think it’s dangerous, counterproductive, and at times reeks of a “religion of empire” approach to our faith than the way of the cross. But a […] The post Democrats Have Begun to See That Faith Is Important to Plenty of Americans appeared first on The Resurgent.  Read in browser »

THE FLIP SIDE

Wednesday, July 3, 2019 Editor’s note: Happy 4th of July week! Assuming there isn’t a revolution in the next few days, we’ll be back in full swing Monday morning. Pro tip if you’re visiting family: mentioning The Flip Side is a great way to diffuse tense political debates! 😉 Future of the Democratic Party Following the first set of Democratic primary debates, polls from CNN and Quinnipiac showed Joe Biden’s support falling and Kamala Harris (D-CA) moving into second place. CNN, Quinnipiac

See our initial coverage of the debates here and here. The Flip Side From the Left The left is encouraged by the debates but believes the candidates will have to refine their messages to appeal to general election voters. “The best course for Democrats, in elections and in government, is to develop a new agenda that synthesizes progressive values with conservative wisdom… Sanders has spent a lot of time in this campaign, as he did in 2016, defending socialism. It’s a losing and unnecessary battle. Democrats actually believe in capitalism. They just don’t like the ruthless, runaway version that has betrayed and antagonized working people…

“Healthy capitalism starts with stronger competition. When powerful companies aren’t regulated, the first thing they do is crush or buy out their competitors to escape market pressure. To preserve the market, the government has to constrain such behavior… It’s true that much of what was said on stage was dogmatic, tone-deaf, and self-destructive. But that’s only half the story. The other half is that through these debates, Democrats are beginning to articulate new ways of thinking about these problems and solving them.”
William Saletan, Slate

The Democratic candidates are talking more honestly about health care than about immigration. To develop a coherent approach to immigration in an era of rising asylum claims, Democrats need to explain—among other things—whom they would and wouldn’t let in… One of the internationally accepted legal criteria for who deserves asylum—fear based on ‘membership of a particular social group’—is extremely vague. Different immigration judges interpret it in vastly different ways. Since those judges currently work for the attorney general, and thus ultimately for the president, the Democratic candidates need to clarify what standard they support… They need to do so to let primary voters make an informed choice. And they need to do so before Donald Trump launches an onslaught of nativist attacks next year. The 2020 Democratic candidates don’t actually support open borders. They’re just not yet comfortable explaining why.”
Peter Beinart, The Atlantic

“Democrats can [also] spend more time talking about the party’s emerging solutions to the single most urgent crisis in the news right now… Plans have been introduced by House Democrats and Senate Democrats… These plans include things such as increased funding to Northern Triangle countries; creating additional in-country options for asylum seekers to apply for refugee status from afar to disincentivize the trek to the border; big investments in judges and programs to track asylum-seeking families awaiting hearings; and so forth… There’s more consensus here than you think.”
Greg Sargent, Washington Post

Some argue, “Activists are pressing candidates to take aggressively progressive stands on broad issues like Medicare-for-all but also narrower ones like including undocumented immigrants in health care plans and providing relief from graduate school debt. This is, however, precisely the wrong lesson to learn from the Trump era. It’s true that Trump is president, but it’s not true that Trump ran and won as an ideological extremist…

“Trump ran as an Iraq War [opponent] who vowed to avoid new Middle Eastern military adventures, as an opponent of cutting Social Security and Medicare (and Medicaid), and as the first-ever Republican candidate to try to position himself as an ally to the LGBTQ community — going so far as to actually speak the words ‘LGBTQ’… Far from being a counterexample to the theory that moderation pays off, Trump’s election is, if anything, a testament to its power. The millions of progressives baffled that someone as coarse, ignorant, and scandal-plagued as Trump could win an election should reflect on the fact that he was able to partially recover from those things due to his positions on the issues.”
Matthew Yglesias, Vox

Others ask, “In what sense are the Dems moving too far left?… Voters want to raise taxes on the rich and expand government social programs. In moving to the left on taxes and spending, then, Democrats are actually moving toward voters’ preferences, not away from them… On fiscal and economic responsibility: Nobody who endorsed the 2017 tax cut has any right to criticize Democratic proposals to spend more on things like child care. That tax cut, after all, appears likely to add around $2 trillion to federal debt — with around a third of that going to foreigners. Meanwhile, the promised surge in business investment is nowhere to be seen…

“Last but not least, if your view is that the progressive agenda is morally wrong, that people shouldn’t receive more in government benefits than they pay in taxes… [then] you should be calling on ‘donor’ states like New Jersey and New York to cut off places like Kentucky and let their economies collapse. And if that’s what you mean, you should let Mitch McConnell’s constituents know about it.”
Paul Krugman, New York Times From the Right The right is criticizing Democrats for adopting far-left positions unpopular with general election voters. “The Democrats are doing everything they can to keep the Flight 93 panic alive on the right. They’re doing this by running so far to the left that many Trump-skeptical Republicans feel like they have no choice but to vote for him again (I hear this from my fellow conservatives every day). Democratic candidates have openly praised socialism, the Green New Deal, the abolition of private insurance, voting rights for incarcerated felons, federal funding of abortion late into pregnancy, confiscatory ‘wealth taxes,’ and even the right to sex-change operations paid for by taxpayers.”
Jonah Goldberg, Los Angeles Times

The Democrats seemed to be tag-teaming to prove Republican talking points… While the consensus Democratic position appears to be allowing people to buy into a Medicare-type insurance program, enough Democrats are pushing ‘Medicare-for-all’ that they run the risk of the public thinking that is their overall approach. Another example was ‘open borders.’ Trump and the Republicans often speak about how the Democrats are for ‘open borders,’ or allowing anyone to enter the country, regardless of need for asylum or ability to contribute to society. I’m not sure that’s the consensus Democratic view… But when asked about what they would do about people crossing the border, no Democrat seemed to take the position that the U.S. should be able to decide (fairly) who needs to be offered asylum and who could be – safely and fairly – refused entry.”
Arnon Mishkin, Fox News

“On several polarizing issues, Democrats are refusing to offer the reassurances to moderate opinion that they once did. They’re not saying: We will secure the border and insist on an orderly asylum process, but do it in a humane way; we will protect the right to abortion while working to make it less common; we will protect gun rights while setting sensible limits on them. The old rhetorical guardrails — trust us, there’s a hard stop on how far left we’ll go — are gone.”
Ramesh Ponnuru, New York Times

Biden had a lane all to himself in the debate Thursday night, but he couldn’t stay in it… Biden’s drift to the left — supporting health care for illegal aliens, expressing strong distaste for deporting any of them who hadn’t committed major crimes — is illustrative of a Democratic party held hostage by its woke minority. Twice as many Democrats are over 65 than are under 30. More than half of Democrats who voted in 2018 identify themselves as moderate or conservative. ‘Very liberal’ Americans account for only 19 percent of the party’s voters. There is absolutely no need for Biden to be afraid of the Left. He was doing fine without them, they’re absolutely prepared to vote for him over Trump, and what Democrats crave is electability, which they think he’s got more of than anyone else. He doesn’t need to buy off the activists during primary season. But he did it anyway.”
Kyle Smith, National Review

“In the 2018 midterm elections, Pelosi’s Democrats far outdid Hillary Clinton’s 2016 performance. Pelosi’s Democrats won the popular vote over Republicans by 6.7 points nationwide. How? By relentlessly talking about pocketbook issues, particularly the Democrats’ commitment to protecting voters’ existing health-insurance arrangements. Attack ads against Republicans in 2018 focused on the provision of a bill that would have weakened protections for those with preexisting conditions. Pelosi’s Democrats said Republicans would ‘raise your premiums’ and ‘kick you off your health-care plan’…

“For good measure they accused Republicans of ‘doubling the debt.’ Pelosi and Chuck Schumer tried to tamp down the story of the migrant caravan then traveling through Mexico, calling President Trump’s focus on it a distraction from health care. Pelosi’s Democrats retook the Rust Belt districts that Donald Trump had won in 2016… [She must have watched the] Democratic primary debates in horror.”
Michael Brendan Dougherty, National Review

“A presidential election loss discredits the party’s insiders, and so the outsider grassroots say, with vehemence—and oftentimes no little justification—it’s our turn, give us a chance. Thus the activists, fired by ideological zeal, seize control of the party’s nomination…

“They raise their voices, walk the precincts, show up at meetings, flock to the polls, and generally set the tone for the party. That’s how the left-wing Senator George McGovern of South Dakota won the 1972 Democratic nomination. There was no social media back then, but if there had been, McGovern would have dominated Democratic Twitter. Yet of course, dominating the intra-party discussion is not the same thing as winning an inter-party election. So while McGovern surged to win the Democratic nomination in the summer of 1972, he crashed in his actual bid to win the White House that November. He crashed badly, in fact—he lost 49 states.”
James P. Pinkerton, The American Conservative On the bright side…
