Tuesday, July 2, 2019 Trump Goes to North Korea “U.S. President Donald Trump became the first sitting U.S. president to set foot in North Korea on Sunday when he met its leader, Kim Jong Un, in the Demilitarized Zone (DMZ) between the two Koreas and agreed to resume stalled nuclear talks.” Reuters From the Left The left is generally critical of Trump’s failures to condemn Kim’s human rights abuses, and skeptical that he will obtain any tangible concessions from Kim. “Trump has always prided himself on his willingness to speak with anyone, no matter how poor their record on human rights or their defiance of the United States… But he seems unaware of the pitfalls of the approach. Chief among them: foreign leaders feel encouraged to stick with a strategy, now tried and tested, to circumvent the rest of the U.S. government and appeal directly to the president… ‘You just can’t look at this as going over and talking to your dictator next door and bringing them a hot dish over the fence,’ [Minnesota Democratic Senator and 2020 presidential hopeful Amy Klobuchar] said on CBS’s ‘Face the Nation’ on Sunday. The U.S. needs to make ‘sure there are measurable results, that we have a plan when we go in there and we just haven’t seen that.’” Nick Wadhams, Bloomberg “The single, modest agreement that emerged from the encounter, which lasted fifty-three minutes, was to resume working group talks next month, Secretary of State Mike Pompeo told reporters in South Korea. Asked if the hastily organized rendezvous (which must have driven the Secret Service nuts) was a gamble, Pompeo responded, ‘It worked,’ and then laughed. But he also conceded that the two sides had not yet made any progress on the issue at the heart of the negotiations—defining what ‘denuclearization’ means… A lot of work remains to get beyond the gamesmanship that has typified the first year of the Trump-Kim flirtation.” Robin Wright, The New Yorker “The New York Times reported on Sunday that officials inside the Trump administration (it isn’t clear who) are ‘weighing a new approach’ to arms talks, settling simply for a ‘freeze’ in North Korea’s nuclear-weapons program, at least as a ‘first step,’ rather than demanding full ‘denuclearization’ from the get-go… A freeze on all aspects of North Korea’s nuclear program isn’t a bad idea; in fact, it’s a prerequisite to step-by-step reductions. But the mere declaration of a freeze is a hollow gesture unless the North Koreans also provide a full and itemized list of what they currently possess—how many missiles, how many warheads, how much fissile material, where all this stuff is—and open up their facilities to inspection… “The problem is the North Koreans have never agreed to submit such a list. If Trump can get Kim to do this, and to let inspectors verify its accuracy, we will look back on Sunday’s stroll across the DMZ as a truly historic moment. If not, it will be recognized, and soon forgotten, as a bit of theater staged for Kim’s domestic glorification and Trump’s reelection campaign.” Fred Kaplan, Slate Some argue that “The kind of personal diplomacy Trump favors can have its place. North Korean dictator Kim Jong Un cut off negotiations (and perhaps some of his negotiators) after being embarrassed by the failure of his last summit with Trump in Hanoi. Though the North hasn’t tested a nuclear weapon or long-range missile since then, its weapons programs have continued unchecked. If Trump’s handshake on the border gives Kim the cover he needs to agree to restart talks, it will have served some purpose… [But] to reach a lasting nuclear deal, Donald Trump should pull back and let his negotiators hammer out critical details.” Editorial Board, Bloomberg “The political calendar and Trump’s approach could give grounds for optimism. Kim, who has presided over a limited form of economic development inside North Korea, is under pressure to deliver improvements in the lives of his people… So he has an incentive to try to seek economic benefits or aid from the United States and wants punishing economic sanctions lifted — a potential opening for US negotiators… Kim must realize that his chances of basking in this kind of legitimacy with a US President other than Trump are slim. So if he fears Trump could lose in 2020, he may reason the time may be ripe for a deal. And Trump wants nothing more than a big diplomatic breakthrough months before the election.” Stephen Collinson, CNN From the Right The right is cautiously optimistic about Trump’s efforts. Trump’s supporters “recognize that experts have been in charge of U.S. foreign policy for decades. And, they argue, we have little to show for it: North Korea has nuclear weapons, and China has emerged as a dangerous geopolitical foe. In their view, Trump’s dramatic breaks with the past could be the only chance the United States has to avert dangerous conflicts with one or both nations. Better to take a chance on him, they reason, than hope more of the same will yield different results… Continuing the old ways would have surely led to more North Korean tests, as sanctions unsupported by a credible military threat clearly did not deter Pyongyang.” Henry Olsen, Washington Post “Yes, North Korea’s human rights record is an ongoing atrocity of almost immeasurable terror. But Trump’s friendship with the tyrant is currently the only bulwark Americans, South Koreans, and Japan have from the Kim dynasty’s typical irrational behavior. When the alternative is a North Korea capable of launching nuclear warhead-armed ballistic missiles at every major American city, or a catastrophic new Korean war, then his partnership with Kim is the way to go. Trump knows he must persuade Kim that while America might be an unusual partner, it is one that has narrow interests with North Korea and can be trusted. Such persuasion will be crucial if Kim is to abandon the hardliners in his regime, to avoid new missile tests (which otherwise are coming), and verifiably end his threat to American security.” Tom Rogan, Washington Examiner Some point out, however, that “the symbolism was more potent than the substance. Mr. Trump is betting, as he always does, that flattery and personal engagement can persuade Mr. Kim to give up his nuclear weapons. ‘A lot of great triumphs have been based on relationships,’ the President said Sunday in perhaps the purest distillation of a Trump Doctrine… Mr. Trump’s DMZ diplomacy has reduced the chances of new North Korean nuclear tests. But Mr. Kim wants the U.S. to ease sanctions before he takes even modest steps to disclose his research labs, test facilities and nuclear stockpiles, much less dismantle them. Without such a declaration, North Korean pledges are worthless.” Editorial Board, Wall Street Journal “Kim Jong-un has yet to do anything to prove that he merits the sort of trust he’s asking for, and I sincerely hope that President Tump keeps holding his feet to the fire and demands IAEA inspections and verifiable proof of progress on denuclearization before beginning any sanctions relief or other normalization of North Korea as a legitimate actor in the international community.” Jazz Shaw, Hot Air “The talks could easily stall or fail again. Trump’s negotiators also know that given North Korea’s long record of violating prior agreements, a new agreement will have to be ironclad. with extremely strong verification provisions. Perhaps Kim will never choose to walk through that door. But perhaps the confidence-building that President Trump has initiated with his personal diplomacy will convince Kim to make a denuclearization deal that formally ends hostilities and allows North Korea to join the community of nations… The odds may still be long to reach an agreement that fully denuclearizes North Korea. But President Trump’s unorthodox diplomacy has significantly lowered tensions from the dangerous level he inherited from President Obama and opened a door to peace that no one thought possible.” Fred Fleitz, Fox News “I’m hearing a lot of crap about how [Trump] is giving away the store to Kim Jong-un. Well, what exactly has he given away? Large-scale military exercises are suspended, but military professionals will tell you that small-scale drills are fine for readiness. Not a single sanction has been taken off. The North can’t even connect roads with the South without violating them. There have been no U.S. military pullouts from the Peninsula. “But the meeting did not produce an agreement — and Trump’s stance seemed to only soften as he announced he was relaxing limits on Chinese telecommunications giant Huawei and delaying new tariffs on Chinese goods in hopes of restarting trade talks with Beijing. ‘We discussed a lot of things, and we’re right back on track,’ Trump said. ‘We’ll see what happens.’

“One variable that is expected to change in the Trump administration’s favor is the leader of North Korea’s negotiating team. Pompeo said Sunday that the North Korean Foreign Ministry would be leading the talks for the country. ‘I don’t know exactly who from the Foreign Ministry, but it’s likely to be one of a couple people,’ he said.
“One potential counterpart for Biegun is North Korean Vice Foreign Minister Choe Son Hui, a seasoned diplomat with years of experience working with American officials on denuclearization issues. Previously, when the Foreign Ministry was sidelined from the talks, Kim entrusted the negotiations to his former spy chief, Kim Yong Chol, a longtime hawk who came off as inscrutable and arrogant during meetings with Pompeo and his aides, U.S. officials said.” WaPo

NOT A BAD DEAL FOR MICK, via WSJ’s Catherine Lucey: “White House acting chief of staff Mick Mulvaney is receiving a higher salary than his two predecessors, a reminder of his unusual status straddling two different positions.
“The latest annual report to Congress on White House personnel shows that President Trump’s third chief of staff is getting an annual salary of $203,500, compared with Reince Priebus and John Kelly, each of whom earned $179,700. The White House said Mr. Mulvaney continues to be paid by the White House Office of Management and Budget, where he is technically still the director. The OMB director salary level is set by law, as are other federal salaries.” WSJ

IMMIGRATION FILES — CBP will soon begin sending Central American migrants to Tamaulipas, a drug- and violence-torn state along on Mexico’s Gulf Coast. But as Univision anchor Enrique Acevedo notes, the State Department travel advisory for Tamaulipas reads as follows:

Sen. Kamala Harris’s (D-Calif.) strong debate performance last week launched her into the top tier of the Democratic primary race as former Vice President Joe Biden took a major hit and saw his lead almost entirely evaporate. According to a CNN poll released late Monday afternoon, Harris more than doubled her support since May, jumping to 17 percent from 8 percent after Thursday’s debate in Miami, where she was onstage alongside Biden and Sen. Bernie Sanders (I-Vt.). Meanwhile, Biden now finds himself at 22 percent among registered voters who are Democrats or Democratic-leaning independents after his 14-point lead over Sanders plummeted to 5 points over Harris. Sen. Elizabeth Warren (D-Mass.) sits at 15 percent, while Sanders rakes in 14 percent. No one else in the 25-candidate primary field hits 5 percent. The poll is the second to show Harris on the rise, but the first that firmly puts her in the top tier. It’s also not the only metric that shows her evident ascent. According to Mike Lillis and Cristina Marcos, Harris is now leading the pack in the fight for endorsements from the Congressional Black Caucus (CBC) after challenging Biden last week to explain his Senate record on race and opposition to school busing. Endorsements from CBC members, a valuable commodity, have taken on special significance this presidential cycle, as President Trump has injected issues of race into the election in unprecedented fashion and the crowded Democratic field is fighting to attract support among black voters, who will prove crucial in early primary states such as South Carolina, Alabama and Arkansas. While Rep. James Clyburn (D-S.C.), the highest-ranking CBC member, has withheld his endorsement, many others are weighing in left and right. Harris recently won the support of Rep. Bobby Rush (D-Ill.) and Rep. Frederica Wilson (D-Fla.). While the top four aspirants have separated themselves, the rest of the Democratic field continues look for openings, and some are firing at one another. Rather than going after front-runners, some candidates who made some of the sharpest attacks in last week’s debates linger on the undercard. As Reid Wilson reports, debate experts say that’s a healthy strategy to try to stand out from the crowd. With many more debates ahead, a lesser-known candidate can stand taller by taking on the contender who’s an inch rather than a foot taller. The lesson ahead of the second round of debates at the end of the month in Detroit is that no presidential contender in the shifting Democratic primary is seen as safe. While candidates are looking ahead to July 30 and July 31 in Detroit, some are looking down the road to the following debate in mid-September, when the threshold rises for candidate inclusion. According to the Democratic National Committee (DNC), candidates must hit 2 percent in four polls and have 130,000 unique donors, including 400 unique donors from 20 states. The polling and unique donor figures are doubled from the Miami and Detroit debates, forcing campaigns to make a two-month push to ensure their spot at the third debate. According to CBS News, Biden, Harris, Warren, Sanders, South Bend, Ind., Mayor Pete Buttigieg, former Rep. Beto O’Rourke (D-Texas) and Andrew Yang have all reached the 130,000-donor mark, while others have noted the gains they made in donor numbers after last week’s debate. In other debate news, Democrats are continuing to clamor for a debate focused on climate change, an idea that has received pushback from the DNC even though it is ready to consider the idea. According to HuffPost, the DNC voted unanimously at an executive committee gathering in Pittsburgh on Saturday to refer the proposal to an internal committee, which will consider the idea and make a recommendation. If one is made, the DNC could vote in full on the idea on Aug. 23. The possibility of a climate change debate has been brought up repeatedly by Washington Gov. Jay Inslee (D), who has centered his campaign squarely on the topic. The New Yorker: Will Hunter Biden jeopardize his father’s campaign? Gerald F. The winner will vie to replace retiring Rep. Rob Woodall (R-Ga.) in what is considered a toss-up race. |

CONGRESS: There’s trouble in paradise between Speaker Nancy Pelosi (D-Calif.) and Senate Minority Leader Charles Schumer (D-N.Y.) after the House was forced to take up the Senate’s compromise border supplemental last week, exhibiting a rare moment of discord between the two Democratic leaders. As Mike Lillis and Alexander Bolton report, the relationship between the two leaders is being tested after the episode and as the two ready for high-level negotiations in the coming months, including on a potential spending caps deal and the debt ceiling. “This seems to be the only time I can remember in the last two years or three years where Sen. Schumer and Speaker Pelosi were not on the same page,” said a House aide, adding that there was a broad feeling among House Democrats that Schumer had undercut their position. “I don’t think it will be repeated again,” the aide said, pointing to the looming spending and debt ceiling talks. “The things coming down the pipeline are much bigger, more fundamental issues.” The Senate voted on the border bill 84-8, including 30-1 out of the Senate Appropriations Committee, effectively kneecapping Pelosi and progressive lawmakers from pushing for more restrictions in the bill. |

21 House Democrats, including Rep. Alexandria Ocasio-Cortez (D-N.Y.),
toured the facility, where lawmakers were forced to relinquish their
phones and not allowed to take pictures. They questioned whether what
they saw was the real conditions or a sanitized version.
“There was definitely some bad blood between the members and the agents,” said Rep. Nanette Barragán (D-Calif.), pointing to one incident in particular when one border patrol agent tried to take a selfie with Ocasio-Cortez in the background. Additionally, they were greeted by protesters who chanted “Trump 2020” and became the subject of highly personal attacks. For example, they made derogatory references toward Rep. Rashida Tlaib (D-Mich.) over her Muslim faith. One man yelled for her to “go back to [her] country.” Tlaib was born in Detroit. The Washington Post: Lawmakers condemn “vulgar” posts in secret border agent Facebook group. The Associated Press: Rep. Joaquin Castro (D-Texas) says there will likely be a congressional investigation into the Facebook posts. The Daily podcast, The New York Times (26 minutes): Inside the migrant detention center in Clint, Texas. > Huawei: The president’s decision to lift the ban on U.S. companies selling products to Chinese telecommunications company Huawei has left many lawmakers and industry officials deeply concerned over the national security implications of the move (The Hill). The backlash on Capitol Hill has been swift and bipartisan, with some members of Congress vowing to take legislative steps to keep existing restrictions against Huawei in place. “Huawei is one of few potent levers we have to make China play fair on trade,” Schumer said in a statement. “If President Trump backs off, as it appears he is doing, it will dramatically undercut our ability to change China’s unfair trade practices.” Some Republicans shared Schumer’s sentiment. Sen. Tom Cotton (R-Ark.) tweeted over the weekend that the telecom company “is not only an arm of the Chinese Communist Party, but also a close partner of the People’s Liberation Army.” |

WHITE HOUSE & INTERNATIONAL: Trump’s tariffs truce with Chinese President Xi Jinping over the weekend hit the pause button between the world’s largest economies, quieting some global concerns about the potential wreckage of a prolonged trade war. Trump on Monday said U.S.-China talks have “already begun.” But the agreement between the two leaders to resume negotiations may do little to bring the U.S. and China closer to a deal (The Hill). > Iran: The United States issued a warning to Tehran on Monday in the wake of the country’s breach of an agreed-upon ceiling on enriched uranium, part of the nuclear pact negotiated in 2015 under the Obama administration with Iran and international partners (The Hill). “They’re playing with fire,” Trump said of Tehran (The Hill). The president spoke on Monday with French President Emmanuel Macron about the situation and today, France warned Iran against further breaches of the nuclear deal (Reuters). France has sought to keep in place the nuclear deal with Iran, from which Trump withdrew the United States in 2018. Iran’s action does not by itself give the country material to produce a nuclear weapon, but signaled that “Iran is moving to abandon the restriction and restore the far larger stockpile that took the United States and five other nations years to persuade Tehran to send abroad” (The New York Times). > Mexico and immigration: Trump said raids and deportations by Immigration and Customs Enforcement (ICE) will happen after Independence Day. “After July 4, a lot of people are going to be brought back out” of the United States, the president told reporters on Monday (The Hill). “People that come up [across the southern border] may be here for a short while, but they’re going to be gone, they’re going back to their countries,” the president said. “They go back home. ICE is going to be apprehending them and bringing them back. And we have a very good system for that, and it’s been very effective, and it will be very effective.” Trump also said U.S. tariffs on all imports from Mexico, which he threatened last month, are on hold “now” because he said the Mexican government is cooperating with the United States to slow the migrant surge from Central America across its border with Guatemala. “It’s cut way down,” the president said. “The numbers are way down for the last week.” The Department of Homeland Security recently projected that the administration’s combined efforts in June reduced the number of migrants crossing the U.S.-Mexico border by 25 percent (CNN). > North Korea: For the United States, the challenges of new talks with Pyongyang remain unchanged. Secretary of State Mike Pompeo and U.S. envoy Steve Biegun have been given two to three weeks to start new talks with their North Korean counterparts aimed at making a breakthrough in stalled denuclearization negotiations (The Washington Post). > Hong Kong demonstrations: Police in Hong Kong fired tear gas early today to disperse hundreds of defiant protesters, some of whom stormed and ransacked the city’s legislature on the anniversary of the city’s 1997 return to Chinese rule. The demonstrators gathered around a council building in the former British colony’s financial district in a direct challenge to authorities in Beijing (Reuters). The New York Times: Hong Kong protesters are increasingly at odds with one another. At the White House on Monday, Trump told reporters, “I hope it gets solved. … It’s very sad to see.” |

Check the day’s program of activities, list of road closures and information about public transportation, a weather forecast and the various access points if you want to view the parade, Trump’s Lincoln Memorial speech, the Blue Angels flyover, a concert at the U.S. Capitol and of course the 35 minutes of spectacular fireworks launched near the Potomac River (WTOP). And speaking of the river, the Metropolitan Police Department announced watercraft restrictions on Thursday HERE. The U.S. National Park Police will have safety advisories on the Fourth of July available via text for visitors who sign up to get them. WJLA has a useful Fourth of July guide that includes that information HERE. The president has been talking for a year about his vision for a big national bash on Independence Day. He will display U.S.-manufactured tanks on the mall (The Washington Post). “I’m going to say a few words and we’re going to have planes going overhead, the best fighter jets in the world,” Trump told reporters on Monday from the Oval Office. “And we’re going to have some tanks stationed outside. … We have the brand-new Sherman tanks, and we have the brand-new Abram tanks. And we have some incredible equipment, military equipment on display. Brand-new. And we’re very proud of it.” According to a new Monmouth University Poll, 52 percent of Americans approve of Trump’s plans to deliver a national address on Thursday, but about 80 percent of poll respondents contacted in mid-June said they had no idea the president planned to speak. |

Betsy Ross American Flag Deemed Too “Offensive” for Nike’s 4thof July Sneaker Nike is pulling from the shelves its latest USA-themed sneaker after Colin Kaepernick, NFL player and left-wing activist, claimed that the symbol featured on the sneaker was offensive. For those curious, the sneakers, named Air Max 1 USA, featured the old version of the American flag, colloquially known as the “Betsy Ross flag,” in honor of July 4th. From Wall Street Journal: “After images of the shoe were posted online, Mr. Kaepernick, a Nike endorser, reached out to company officials saying that he and others felt the Betsy Ross flag is an offensive symbol because of its connection to an era of slavery, the people said. Some users on social media responded to posts about the shoe with similar concerns. Mr. Kaepernick declined to comment. The design was created in the 1770s to represent the 13 original colonies, though there were many early versions of the America flag, according to the Smithsonian. In the 1790s, stars and bars were added to reflect the addition of Vermont and Kentucky as states. U.S. flag designs continued to change as states were admitted to the union until the 50th star, for Hawaii, was added in 1960.” Nike has since called retailers requesting the shoes back. The Air Max 1 USA sneakers are not available on Nike’s website. Biden Drops in Polls Following First Debate A new CNN poll conducted over the weekend reveals that Biden’s support has fallen a full 10% amongst registered Democrats and Democrat-leaning independent voters, from 32% to 22%. Conversely, Sen. Kamala Harris’ (CA-D) stock seems to be rising, clocking a 9% jump in support, from 8% to 17%, following the debate. Sen. Elizabeth Warren (MA-D) reported similar increase in support, from 7% to 15%, leading many to wonder if the Democrat primaries will end with two women vying for the final nomination. But as Alexandra DeSanctis of National Review points out, these numbers do not tell the whole story: “The easiest way to read these numbers would be to assume that Harris’s attack on Biden at last week’s Democratic primary debate — when she criticized him for opposing busing and working with segregationists when he was in the U.S. Senate — was a success, and that she was able to pick off support from the frontrunner in the aftermath… But a closer look at the poll suggests it’s not quite that simple. While Harris has pulled even with the former vice president among white voters, non-white women, and young voters — especially those who call themselves “liberal” and white voters with college degrees — Biden still maintains a strong lead among black voters, with 36 percent support to Harris’s 24 percent. Older voters prefer Biden to Harris by a 20-point margin, and he leads Harris by 20 points among Democratic voters who describe themselves as either moderate or conservative. Harris’s star seems to be rising, then, mostly with young, white liberals, but Biden continues to claim a strong advantage among non-white Democrats. The California senator’s effort to portray him as weak on race issues didn’t seem to lead to any sort of surge in her support among black voters who now view Biden as having been in league with segregationists. This lip pencil allows you to fill in your lips with greater precision. Unlike some matte lipsticks, this pencil was not nearly as drying, and you can layer to achieve the layer of pigmentation you prefer. My only quip is that its appearance is subtler than a traditional lipstick, so it may not be a perfect replacement. Estee Lauder, DayWear Matte Oil-Control Anti-Oxidant Moisture Gel Crème, $52 This moisturizer feels wonderful. It’s a “gel cream” ideal for normal and oily skin, though I personally have dry skin. This cream was a great addition to my lineup since I’ve moved to the Middle East for the summer and have experienced some changes in skin composition. It’s pricier than its Neutrogena counterpart I have recommended in the past, but it seems more directed towards limiting oil production and/or facial shine. 07/02/2019 Share: Carl Cannon’s Morning Note Twitter Censorship; Nuclear Power Myths; Uncommon Valor By Carl M. Cannon on Jul 02, 2019 09:49 am Good morning, it’s Tuesday, July 2, 2019. On this date in 1863, in the fields outside the Pennsylvania village of Gettysburg, two great armies were poised to smash each other. The day before, Confederate commanders A.P. Hill and Richard Ewell had driven Union brigades back through the town, meaning that the way the battle lines were drawn, Robert E. Lee’s Southerners actually held the northern and western position of the battlefield. The first day’s fighting had been inconclusive. Lee was fighting his first major battle without Thomas “Stonewall” Jackson, who had been mortally wounded at Chancellorsville. Stonewall Jackson was not an easy general to replace, which Ewell revealed on the first day by declining Lee’s “discretionary order” to attack a federal position called Cemetery Hill. Believing, erroneously, that too many Union troops were defending it, Ewell waited. Ewell was mistaken about the size of the Northern force, and hesitation proved fateful. On the evening of July 1, Union Gen. Winfield Scott Hancock arrived with the First, Third, and 11th Corps. By nightfall, he had arrayed this huge force from Cemetery Hill down to Cemetery Ridge and all the way to the end of the line, to Little Round Top. On the third day of the battle, Hancock would be severely wounded in the leg by a Confederate rifleman. He would survive and, after the war, continue his career in the Army, oversee the hanging of Lincoln assassination conspirator Mary Surratt, and become the Democratic Party nominee for president in 1880. All that lay in his future. On this day Hancock, whom French immigrant and Union Army Col. Régis de Trobriand called “one of the handsomest men in the United States Army,” had arrived on time and deployed his men properly. What those men — most of whom were “citizen soldiers,” not Army lifers — would do with that position would be decided in the two days of fighting that lay ahead. In a moment, I’ll describe briefly how two American officers met the challenge. RealClearScience editor Ross Pomeroy highlights advances in cost, safety and waste storage. * * * Famous military engagements are often characterized by great blunders as well as great heroism, and the Battle of Gettysburg was no exception. On July 2, 1863, Confederate cavalry commander Jeb Stuart still hadn’t shown up, meaning that Robert E. Lee was operating without adequate intelligence. For one thing Lee didn’t know how massive an army he was facing. Believing, erroneously, that he had a numerically superior force, Lee decided to try and destroy the Army of the Potomac. The night before, Gen. James Longstreet had advised Lee against attacking a large force holding a strategically superior position. Longstreet favored getting around the Union forces and marching toward Washington, which would give reduce the Union Army’s options. “No,” Lee replied. “The enemy is there, and I am going to attack him there.” For July 2, Lee decided to attack the left and right flanks of the Union lines. Longstreet was put in charge of the massive assault on the federals’ left flank on hills known as Round Top and Little Round Top. Gen. Ewell was to resume the effort to take Culp’s Hill and Cemetery Hill on the federals’ right flank. Lee wanted Longstreet’s men to attack early in the morning, but the taxing logistics and perhaps Longstreet’s ambivalence delayed the assault until 4 p.m. It might have succeeded anyway, thanks to an unforced error by Union Gen. Daniel Sickles, who disobeyed orders and relocated his 10,000 troops forward several hundred yards. Sickles was ostensibly seeking even higher ground, but his error in judgment cut him off from the rest of the Union line — and the federals defending Little Round Top. This mistake was noticed by a Pennsylvania lawyer named Strong Vincent. When the Civil War broke out, he had enlisted in the U.S. Army. At Gettysburg, Col. Vincent was literally defending his home state. His name fit him, too. Vincent was strong. He hustled his brigade there without waiting for orders and convinced another citizen soldier — fellow colonel Joshua Chamberlain of the 20th Maine Regiment — that Little Round Top must not fall. “Hold that ground at all hazards,” Vincent told Chamberlain. The men of the 20th Maine did just that. Led by their Bowdoin College professor-turned-Union-officer, they repelled repeated Southern assaults, the last with a valorous bayonet charge. Meanwhile, on the far side of the battlefield, similar heroics were taking place by line officers making crucial decisions without waiting to be told what was needed. One of them was a 62-year-old West Point man who’d come out of retirement as an engineer and was a general in charge of a crucially positioned brigade. I’ll write about him tomorrow. For today, I’ll close with the fighting words of Col. Strong Vincent. When an adjacent brigade, the 16th Michigan, looked like it was about to be overrun by rebels, he jumped atop a large boulder and waved a riding crop given to him by his wife. “Don’t give an inch!” he shouted to his men and the Michiganders. They didn’t yield, but Vincent was felled by Confederate rifle fire. His men carried him from the mountain, and he died in a nearby farmhouse before the week was up. Vincent was promoted to brigadier general on his deathbed, and his body was taken to his home in Erie for interment. Two months later, his wife gave birth to a baby girl.
