Thursday, June 27, 2019 1st 2020 Democratic Debate 10 Democratic presidential candidates took to the debate stage Wednesday night and fielded questions on healthcare policy, immigration, and a slew of other topics. NBC News From the Left The left generally thinks Senators Elizabeth Warren and Cory Booker had a good night, and has some critiques for the moderators. “Warren’s message on domestic politics was consistent from front to back—she’s fighting to make government work again on behalf of the vast majority of Americans… Telling the audience that her big dream as a kid was to become a public school teacher, she said her family simply couldn’t afford the money for a college application when it came time. ‘But I got my chance,’ she said, relaying that she was eventually able to attend a $50 per semester commuter college. ‘It was a little slice of government that created some opportunity for a girl, and it opened up my life’…

“Warren wants every person in America to have that same chance to unlock their potential, and she fundamentally believes America can still provide it if a movement of people rises up and invests in that dream.”

Regarding Booker, he “spoke compellingly on a range of issues without getting lost in policy wonk weeds. He spoke about Immigration and Customs Enforcement ‘ripping’ away families from children, and said that too many health care companies are ‘profiteering off of the pain of people in America.’ But he also offered a positive message in his closing statement, saying he would beat President Trump ‘by calling this country to a sense of common purpose again’… the night was a good reminder that he remains a skilled and effective politician, and that he at least has the real potential to be a major player down the road in this race.”

Some are critiquing the candidates for dodging the question of GOP obstruction. “McConnell has made it his mission to block Democratic efforts in recent years, from President Obama’s efforts to fill a vacancy on the Supreme Court to recent refusals to take up legislation passed by the Democratic House. This led to the question moderator Chuck Todd first asked Sen. Elizabeth Warren (D-MA) in a subtle nod to her campaign brand as the woman with all the plans: ‘Do you have a plan to deal with Mitch McConnell?’ ‘I do,’ she said… 
 
“But her response beyond that, as well as the responses from the other Democrats on the stage, showed just how tied Democrats’ hands would be in this situation… ‘On January 20, 2021, we will have a Democratic president and a Democratic House and Democratic Senate,’ Former Housing and Urban Development Secretary Julián Castro said at the debate. It’s a bullish statement — but realistically, without this scenario, all the candidates’ proposals will remain just that.”

Regarding the debate questions, “It’s hard to fault the moderators… for not devoting much time to foreign policy… What I think moderator Chuck Todd can be faulted for was the lightning round he set up in which each candidate was asked to name the ‘greatest geopolitical threat’ to the United States ‘in one word’… The first and most obvious problem is that the format of this question leaves no room for nuance; it tells us nothing about what these candidates would do to meet these threats… 
 
“The question’s bigger problem is its assumption that the best way to assess a potential president’s foreign policy is by finding out what he or she is most afraid of… Both draconian immigration policies and America’s over-reliance on military force are rooted in part in a sense of the rest of the world as sinister, dangerous, and best kept at a safe distance. Questions like this one don’t help.”

Others point out that “The entire first half of the debate passed without a single climate-related question… It was, to put it lightly, a disgrace—and not just because climate change was the number one issue that Democratic voters wanted to see discussed at the debate. The debate itself was held in Miami, Florida, a city that’s literally being swallowed by the rising ocean… To respond to that reality, the debate’s organizers chose to devote seven minutes to climate change, 70 minutes into a 120-minute debate, as if it were a fifth-tier issue. Similar to humanity’s overall response to climate change, it was far too little and far too late.”
Emily Atkin, New Republic From the Right The right believes several candidates performed well while Beto O’ Rourke performed the worst, and criticizes the candidates for adopting far left positions out of touch with most voters.  “The short version: Elizabeth Warren treaded water, Cory Booker and Julian Castro found their grooves, Bill de Blasio vented his anger and may have created some buzz, Beto O’Rourke had a terrible night, and everybody else on the bottom stayed on the bottom… [Warren’s] gaining in the polls and Joe Biden is going to face some tough tests starting tomorrow night. She can play low-risk, ball-control offense until she’s up on stage with Biden.”

“Julián Castro and Bill de Blasio: I think both these candidates at least made an impression of being fighters. They both hammered Beto O’Rourke and it was fun to watch. Cory Booker: I think he had the best night overall, vaulting over very low expectations that have been set for him. Elizabeth Warren: Started strong, but seemed not to stand out over time in such a crowded field. Did nothing to halt the momentum building for her… Beto: Why? Why? ‘If all of us does all we can’ on climate change? Just awful.”

Record low unemployment and rising wages for the first time in years for the lowest income bracket beg to differ. Sen. Cory Booker of New Jersey bemoaned that small businesses are struggling — particularly in marginalized communities. What he failed to mention was the fact that minority entrepreneurship and job growth has hit record highs in the past two years.”

But this premise is false. Yes, the past 60 years have seen deadly stagnation for the working class. But over the past few years, the U.S. economy has been lifting all boats… How is it a winning tactic to tell the blue-collar workers, who are seeing their lots improve, that in fact their lives are going downhill? Will they believe the candidates who make such claims?”

“In the course of two hours, various Democratic candidates for president argued for: Confiscatory tax rates; Abolishing private health insurance; Completely unfettered abortion, with no restrictions whatsoever; Either the buyback or outright confiscation of legally-owned guns; Reducing illegal immigration to a civil offense; Letting the Taliban live in peace… The Democrats fought each other over purity and issued challenges to one another and attacked Beto. How in the world do you let yourself get suckered into this when you’re running against a guy with 43 percent approval?”

“NBC anchor Savannah Guthrie started it off sounding more like Warren’s press secretary. ‘You have many plans – free college, free child care, government health care, cancelation of student debt, new taxes, new regulations, the breakup of major corporations,’ Guthrie said, before teeing up an economy question. Guthrie even used Warren’s plan to break up tech companies as the foundation for a question for Sen. Cory Booker of New Jersey… the round-robin final comments also ended with Warren, as Maddow asked her for the ‘final, final statement.’ That let NBC bookend the entire debate with Warren and Warren.”

With most of the heavy hitters taking the stage tonight, Wednesday was a big opportunity for Sen. Elizabeth Warren (D-Mass.), the lone front-runner on stage, and she made the most of her chances throughout the two hour affair. As Jonathan Easley writes from Miami, Warren delivered a strong performance. While she did not lead the pack in speaking time — Sen. Cory Booker (D-N.J.) paced the group — Warren stayed above the fray as she delivered lines from her stump speech throughout and did not find herself caught up in back-and-forths with any of her fellow Democrats.  Even when other Democrats appeared to disagree with her, they declined to ding her by name, namely Booker and Sen. Amy Klobuchar (D-Minn.). Additionally, Warren was treated as the true front-runner on stage and was given the first question at the top of the first and second hours. By virtue of her center stage position, she also closed out the debate with her closing statement.  The debate was a culmination of a dream month for the Massachusetts Democrat, who has seen polls propel her to second place, neck-and-neck with Sen. Bernie Sanders (I-Vt.), who will debate tonight.  Wednesday’s question-and-answer format, which produced only a handful of authentic debate exchanges, set the table for tonight’s marquee matchup featuring front-runner Joe Biden, who is campaigning as a civility Democrat, and Sanders, who says he needs to do a better job of explaining his definition of socialism to voters. Candidates on Wednesday night pitched their brands and prescriptions, making no effort to acknowledge or counter Biden’s standing as the candidate seen by the public for months as the Democrat best equipped to defeat Trump next year. However, multiple Democrats took the opportunity after the debate to hit Biden. When pressed by MSNBC’s Chris Matthews, Rep. Tulsi Gabbard (D-Hawaii) bashed Biden over his vote in favor of the Iraq War in 2003. Meanwhile, Booker took issue with the MSNBC host’s assertion that no one went after Biden on stage because everyone wants to keep the door open to being his running mate. “I would accept Joe Biden being my vice president,” Booker said, adding that he would not accept the offer because a woman should be on the ticket. If the former vice president was almost a ghost during the first debate, Trump, who was in Alaska during part of the televised event while flying to Japan (tweeting his review, “BORING!”), was the Democrats’ enemy to beat. Every contender on the Miami stage described the 45th president as a threat to the nation, a menace to other nations and a hazard to the rule of law and trust in government. Tonight’s 10 debaters will do the same. While Warren had a strong night, the same cannot be said for former Rep. Beto O’Rourke (D-Texas), who seemed tentative and overly fond of stump-speech slogans during some key exchanges, including on health care and immigration, two issues near and dear to the hearts of most Democratic primary voters.  One candidate who took full advantage of his openings was former Housing and Urban Development Secretary Julián Castro. Castro, the former mayor of San Antonio, had a 2,400 percent spike in Google searches midway through the debate.   Another who tried to draw a clear contrast was Klobuchar. The Minnesota Democrat sought to frame herself as the Democrat without pie in the sky proposals, and the one with effective and realistic policy goals.  “I don’t make all the promises everyone up here makes. But I can promise you this: I am going to govern with integrity. I am going to govern for you,” Klobuchar said. She also garnered one of the biggest applause lines after Washington Gov. Jay Inslee (D) asserted that he was the “one candidate” who has “advanced the ball” on women’s rights, including abortion and health care. “I just want to say there’s three women up here that have fought pretty hard for a woman’s right to choose,” Klobuchar said to a roar in the crowd.  Throughout the event, big domestic and foreign policy issues dominated, from health care to gun control, and from climate change to 18 years of U.S. military involvement in Afghanistan. One topic raised at the tail end was former special counsel Robert Mueller’s report and whether the House should begin an impeachment inquiry aimed at Trump’s actions, detailed in the report. Most candidates largely sidestepped the issue, with former Rep. John Delaney (D-Md.) saying he trusts Speaker Nancy Pelosi (D-Calif.) to determine how to proceed. The Democratic National Committee scheduled primary debates seven months before the first voter will cast a caucus ballot in Iowa for a reason: to winnow more than two dozen candidates to a manageable number by the fall. LEADING THE DAY
CONGRESS & INVESTIGATIONS: The Senate and House are on a collision course as daylight remains between emergency spending bills passed by each chamber with no clear resolution in sight as lawmakers get ready to leave town today for the 10-day July Fourth recess.  The Senate overwhelmingly passed a $4.6 billion package earlier Wednesday a day after the House approved a more restrictive version. However, the House bill has been unable to move forward. It couldn’t win a majority in the Senate as it failed to pass, 37-55, with three Democrats voting against the bill. Trump faulted the bill’s approach in remarks on Wednesday.   “The House has not made much progress toward actually making a law, just more resistance theater,” McConnell said Wednesday morning. “The Senate has a better and more bipartisan way forward.” “It’s a productive compromise that would go a long way to begin to address the border crisis,” McConnell added. “No poison pills, just a clean bill.” Of the $4.6 billion in the Senate version, $2.88 billion would go toward the Office of Refugee Resettlement, the agency responsible for caring for migrant children. The office is at risk of running out of money in days, giving members increased urgency to pass something today.  However, Congressional Hispanic Caucus and Congressional Progressive Caucus members are concerned about the Senate bill and argue that it gives the Trump administration too much say to direct spending for purposes they do not support. The House bill includes stricter conditions on facilities that hold migrants, and excludes money for the Defense Department and Immigration and Customs Enforcement Agency contained in the Senate bill (The Washington Post). Speaker Nancy Pelosi (D-Calif.), however, says she will not bring up the bill and is hoping to reconcile issues in the two measures to strike a deal. Behind closed doors, however, she admitted that the Senate version is good legislation, adding that it’s not as good as the House package.

 > Mueller: The former special counsel’s decision to comply with a subpoena and testify next month is setting the stage for a big month on Capitol Hill. After months of public calls from their conference, House Democrats will finally get the chance to question Mueller, whose testimony is expected to create a firestorm as cable networks will likely carry the hearing live and create wall-to-wall coverage of his comments (The Hill).  Additionally, House Democrats who currently support opening an impeachment inquiry into the president are hoping that Mueller’s testimony will help gather momentum and serve as a “turning point” to encourage supporters in the conference to open impeachment proceedings. According to The Hill’s whip list, 79 House Democrats support opening an inquiry, with 14 of those coming in just the last week.  Although Mueller is not expected to stray far, if at all, from his 448-page report, Democrats say it will be a powerful opportunity to have the former FBI director publicly read the text or recall his findings publicly (The Hill).
 
IN FOCUS/SHARP TAKES
WHITE HOUSE & ADMINISTRATION: Trump’s two days at the Group of 20 economic summit in Japan this week will be closely watched because of his planned sit-downs with the leaders of China and Russia, his sanctions squeeze on Iran and his eagerness to rekindle denuclearization talks with Kim Jong UnBrett Samuels offers a guide on what to expect on Friday and Saturday in Osaka, followed by Sunday discussions in South Korea with President Moon Jae-In.  Trump will meet with Russian President Vladimir Putin on Friday (The Associated Press). But the main event will be the president’s Saturday meeting with Chinese President Xi Jinping, billed as a chance to revive trade talks rather than end up with a deal (CNBC). Trump believes China needs and wants an agreement for economic reasons. Some analysts believe Xi sees China’s leverage in the 2020 U.S. elections and Trump’s eagerness to champion something tangible while facing voters.  “When tariffs go on in China, we are taking in billions and billions of dollars,” Trump told Maria Bartiromo of Fox Business on Wednesday. “We never took in 10 cents. Now you have another $325 billion that I haven’t taxed yet — it’s ripe for taxing — for putting tariffs on,” he said. The president maintains that ramping up U.S. tariffs on imported Chinese goods makes money for the U.S. Treasury. Economic and trade analysts, however, say higher costs on Chinese goods are passed on to U.S. consumers, a risky economic scenario for families, farmers, small businesses and manufacturers heading into 2020.  Bloomberg: U.S. voters divide along party lines on Trump’s China trade war in new poll.  > Saudi Arabia arms sales: Trump is expected to veto a pending House resolution that would block U.S. arms sales to Saudi Arabia. Recognizing the president’s opposition, House lawmakers are weighing additional moves that they think could chill the U.S.-Saudi relationship (The Hill). Trump, who sees Saudi Arabia as a long-time U.S. ally in the Middle East, is scheduled to meet with Saudi Crown Prince Mohammed bin Salman while attending the G-20 gathering. > Social media: The White House plans a special event focused on social media as Trump steps up attacks on popular internet platforms suggesting big tech companies are biased against conservative perspectives and content (The Hill> Food and Drug Administration: In a high-stakes lawsuit, a pharmaceutical company is challenging the FDA for requiring animal testing of a new drug. The case has attracted the attention of animal rights activists and some lawmakers (The Hill).  > State Department: Sean Lawler, who was confirmed by the Senate as chief of protocol with the rank of ambassador, quit a State Department job that tasked him with assisting the president and international dignitaries at the White House. He may face an inspector general investigation following accusations that he carried a whip at work and intimidated staff. Lawler is not on Trump’s trip to the G-20 gathering as originally planned (Bloomberg).  > The National Security Agency: The U.S. spy agency improperly collected American phone and text records in October, according to documents disclosed as a result of an American Civil Liberties Union lawsuit. The improper collection is not a first for the NSA. The ACLU is using the new documents to bolster its argument that the agency’s call records program should be shut down permanently (The Hill).

He participates in the swearing-in of National Credit Union Administration Chairman Rodney Hood at 3 p.m. Pence tours the Walter Reed National Military Medical Center’s National Intrepid Center of Excellence at 4 p.m. The vice president then speaks with staff and patients. The Bureau of Economic Analysis releases its third estimate of U.S. gross domestic product in the first quarter as well as corporate profits (revised) in the first quarter, both at 8:30 a.m.

Supreme Court: Justice Neil Gorsuch joined with the court’s liberal bloc on Wednesday to rule against a federal statute, finding it violated a sex offender’s constitutional right to a trial by jury (The Hill). Justices also cut back on the power of administrative agencies, a goal of the conservative legal movement. But Chief Justice John Roberts on Wednesday parted company with four conservative colleagues and voted with the four-member liberal wing in retaining two key precedents (The New York Times). The court also struck down a Tennessee law on Wednesday that makes it hard for outsiders to break into the state’s liquor sales market (The Associated Press). ➔ State Watch: California now requires background checks for all gun ammunition purchases (The Associated Press). ➔ Congressional Baseball Game: Democrats continued their long-standing domination Wednesday night, defeating the GOP, 14-7. Rep. Cedric Richmond (D-La.) took home MVP honors after tossing a complete game for the Democrats, continuing his string of strong performances for the Democratic side. It was the 10th win for the Democrats in 11 years (Roll Call) … The game raised $1.3 million for Congressional Sports for Charity, a foundation that supports charities for children and families in the Washington, D.C., area (The Hill).

POLITICO Playbook: 2020 Dems struggle to figure out McConnell at first debate

DRIVING THE DAY

IF THERE WAS ONE QUESTION that tied Democrats up in knots Wednesday night at the first presidential debate in Miami, it was how to handle Senate Majority Leader MITCH MCCONNELL, who might very well control the Senate regardless of the outcome of the race for the White House.

THE QUESTION SHOULDN’T BE A SURPRISE. McConnell’s stewardship of the institution has been an animating and nettlesome issue for Democrats for years. Not a single candidate had a coherent theory of the case of how to woo McConnell, or make him bend to their demands. BILL DE BLASIO said he would handleMcConnell by forcing Democrats to “stop acting like the party of elites.” He would put pressure on senators by talking to voters in red states.

SEN. ELIZABETH WARREN, the top-polling candidate in Wednesday night’s NBC/MSNBC/Telemundo debate, got a hearty round of applause when she used her trademark line to say she did, indeed, have a plan to deal with McConnell. But that plan was to “push from the outside” and inside the White House to make sure the Congress reflects the “will of the people.” Ask Barack Obama if that worked with McConnell.

JOHN DELANEY’S response to Chuck Todd’s question — why will McConnell bend to you? — was he would operate in a more bipartisan manner. Sen. CORY BOOKER suggested that his work on criminal justice reform was a blueprint of how to break McConnell.

WASHINGTON GOV. JAY INSLEE said that Democrats should strip McConnell of the filibuster. Nevermind that if McConnell is Senate majority leader it is he who will ultimately decide the Senate’s rules.

PERHAPS OHIO REP. TIM RYAN had the most realistic answer. If Democrats want to beat McConnell, they should become a working-class party that could beat him in Kentucky.

THE BIG PICTURE — NYT, A1: “Democrats Diverge on Economy and Immigration in First Debate,” by Jonathan Martin and Alex Burns in Miami: “Democratic presidential candidates leveled a stark critique of President Trump’s immigration policies and the condition of the American working class in the first primary debate on Wednesday, but split in unmistakable terms over just how aggressively the next president should seek to transform the country along more liberal lines.

“The strength of the party’s progressive wing was on vivid display in South Florida, starting in the first minutes of the debate when Senator Elizabeth Warren of Massachusetts branded the federal government as thoroughly corrupt. Ms. Warren, the highest-polling candidate onstage, called for the government to bring to heel oil companies and pharmaceutical companies, and embraced the replacement of private health insurance with single-payer care.

“‘We need to make structural change in our government, in our economy and in our country,’ Ms. Warren said, setting the tone for the handful of populists in the debate.” NYT

THE STANDOUT — “Castro decks Beto,” by Chris Cadelago and Elena Schneider in Miami: “Julián Castro has spent months in the shadow of fellow Texan Beto O’Rourke. But in the span of less than three minutes Wednesday, Castro seized on the inhumane treatment of migrants at detention centers to summon his party’s spiraling outrage over immigration, generating an elusive breakout moment at the expense of the once-high-flying O’Rourke.

“In narrow political terms, Castro broke through punching up at a better-known rival, aggressively backing O’Rourke so far into a corner on his signature issue that he struggled in real-time to explain his position. But Castro’s righteous lashing also defined the tone of the first presidential debate of the 2020 contest, in which he and other low-polling men in need of momentum aimed their frustrations at O’Rourke, rather than the highest-polling candidate on stage, Sen. Elizabeth Warren.” POLITICO

FROM 30,000 FEET … JOHN HARRIS: “Democrats lead with their left”: “There are people who argue that the Democratic Party’s steady leftward progression during the Trump years is largely an optical illusion—a distorted impression one gets from assigning too much significance to social media noise or flamboyant figures like Alexandria Ocasio-Cortez. Ten Democrats making their case to be president on a debate stage in Miami Wednesday night suggest a much different conclusion.

“This is a party eager to go on the ideological offensive not just against Donald Trump (whose name did not dominate the evening even as he was invoked plenty) but against an economic and political power structure that candidates argued is deeply corrupt. Liberals must be empowered to bring bad actors to heel through robust intervention of government.” POLITICO

— THIS IS NOT A GOOD SIGN for Joe Biden, who has made running as a moderate Democrat who can work with Republicans a central plank of his candidacy.

HOW PRESIDENT DONALD TRUMP RESPONDED … @realDonaldTrump at 9:35 p.m.: “BORING!” … at 10:06 p.m.: “.@NBCNews and @MSNBC should be ashamed of themselves for having such a horrible technical breakdown in the middle of the debate. Truly unprofessional and only worthy of a FAKE NEWS Organization, which they are!”

A STANDOFF COMING? … BURGESS EVERETT and HEATHER CAYGLE: “Senate passes border spending package, setting up fight with House”: “Both the Senate and House have now passed legislation delivering billions of dollars to address the growing humanitarian crisis at the southern border. But lawmakers have no agreement on how to reconcile those bills before a recess set to start on Friday.

“The Senate passed a $4.6 billion emergency spending bill on Wednesday, one day after the Democratic House approved its own competing legislation. House and Senate Democrats immediately then began urging Senate Majority Leader Mitch McConnell (R-Ky.) to enter into negotiations to craft compromise legislation.

“But McConnell was noncommittal and may simply leave Speaker Nancy Pelosi with a take-it-or-leave-it decision heading into the July Fourth recess. McConnell would only say Congress ‘is going to try to get it finished this week’ when asked if he’d enter into talks with House Democrats.

“Pelosi, meanwhile, announced plans late Wednesday to amend the Senate bill and tack on several House provisions including language specifying basic standards of care for migrant children. Democrats are also seeking to reimburse local governments and organizations that offer support to migrants and limit to 90 days the amount of time that unaccompanied minors are kept in temporary shelters at the border. … House Democrats already proposed some of those changes earlier in the day but Senate Republicans seemed unlikely to support them, according to Sen. John Thune of South Dakota, the GOP whip.” POLITICO

— TO BE FAIR, both sides have a compelling argument. Few bills pass the Senate with 80-something votes, so MCCONNELL world tells us he will remind people today that the president is willing to sign the very broadly bipartisan bill that his chamber passed.

PELOSI’S asks are, on their face, likely to garner some bipartisan support (theoretically), and, despite what the Senate sometimes thinks, the House is an independent chamber that is free to have its own opinions and views. PELOSI has to contend with a caucus that is deeply distrustful of TRUMP, and wants to put some guardrails on what he is doing on the border. PELOSI’S demands could set up a quite difficult vote for Republicans today, and it will certainly rally Democrats around her position.

PELOSI spoke to VP MIKE PENCE briefly at the Congressional Baseball Game on Wednesday night, and the two said they’d talk on the phone today. The White House sees the call as a formality, because it is going to push for the Senate bill. The administration doesn’t believe Pelosi has a leg to stand on because of the broadly bipartisan vote in the Senate.

WE ASKED MCCONNELL’S OFFICE if they would keep the Senate in to work on Pelosi’s changes. We got this answer: “We’re working on [the National Defense Authorization Act] for the rest of the week.” Sounds like trouble. Can Congress leave for the July Fourth recess without getting this resolved?

SCOOP … TRADE WARS: “Trump ready for tariff truce with China,” by Doug Palmer and South China Morning Post’s Wendy Wu, Mark Magnier and Owen Churchill: “The U.S. and China have tentatively agreed to another truce in their trade war in order to resume talks aimed at resolving the dispute, sources familiar with the situation said.

“Details of the agreement are being laid out in press releases in advance of the meeting between Chinese President Xi Jinping and President Donald Trump at the Group of 20 Leaders Summit in Osaka, Japan, this weekend, three sources — one in Beijing and two others in Washington — said.

“Such an agreement would avert the next round of tariffs on an additional $300 billion of Chinese imports, which would extend punitive tariffs to virtually all of the country’s shipments to the U.S. The Trump administration has threatened to slap duties of up to 25 percent on the remaining untaxed Chinese goods if this weekend’s talks go poorly.

“One source with knowledge of the planning said Trump’s decision to delay additional tariffs was Xi’s price for holding the meeting in Osaka.” POLITICO

— NAVARRO HEADING TO JAPAN! … WAPO’S DAMIAN PALETTA in Osaka: “President Trump has brought his top China critic, senior adviser Peter Navarro, to Japan for a gathering of world leaders, raising the possibility that the White House doesn’t plan to cut a quick deal with Chinese President Xi Jinping during a meeting on Saturday.

“Navarro was a last-minute addition to the White House’s travel team, which included U.S. Trade Representative Robert E. Lighthizer, Treasury Secretary Steven Mnuchin and Commerce Secretary Wilbur Ross. Chinese officials are wary of Navarro because of his long-standing criticism of their country and their government. He co-authored the 2011 book ‘Death by China: Confronting the Dragon — A Global Call to Action.’” WaPo

FOR ALL THE SKEPTICISM at the top of the administration about JARED KUSHNER’S Middle East push — and there’s lot, from the top on down, that senior administration officials are not afraid to share privately — this BARAK RAVID interview with Bahraini Foreign Minister SHEIKH KHALED BIN AHMED AL-KHALIFA from the sidelines of the Kushner conference is significant. He says Israel is in the Middle East to stay, and Bahrain wants peace with it. “Israel is a country in the Middle East. Israel is part of the heritage of this region, historically. The Jewish people have a place amongst us.” It’s tough to overstate how historic that is. Watch the video from Channel 13 in Israel, via Axios

— IF THERE’S ONE THING TO BE SAID about Kushner’s effort, it is that it brought Israelis and Gulf State Arabs together. Did it move Israel and Palestinians closer to peace? Who knows? Most of Kushner’s naysayers in the administration say no and since no Palestinian officials were in Manama, it’s tough to make that argument. But Ravid’s interview is something, and a lot of people are going to remember it one way or another.

KUSHNER spoke to FOX NEWS’ TREY YINGST: Kushner said people in Gaza and the West Bank are paying “very close attention” to his summit in Bahrain. Kushner said he spoke to civilians and political figures. Yingst — reporting from Manama — said he spoke to Hamas, which controls Gaza, and the Palestinian Authority, which governs the West Bank, and they said they were “unaware” of any political figures in touch with Kushner.

WOLF BLITZER also interviewed Kushner on CNN. BLITZER: “Does the United States still support what’s called a two-state solution, Israel living alongside a new state of Palestine? As you know, that was the position President Bill Clinton announced when he signed the Israeli-Palestinian agreement in 1993 with Yasser Arafat and Yitzhak Rabin joining him on the south lawn of the White House.”

KUSHNER: “Yes, so in coming new to this approach two years ago, I realized there is a lot of vernacular that people use that has not effectively led to a solution to the problem.” Kushner did not answer whether Palestinians would have a state.

— WEIRD LINE FROM JARED — BLITZER: “But how will your economic plan work when all is said and done, if the Arab states and all Arab states — even if those who want to fund your initiative — they all insist that there should be what’s called a two-state solution, with at least part of a new Palestine having at least part of Jerusalem as its capital? If they don’t see that, are they going to continue to fund the program?”

KUSHNER: “I guess you’ve become Wolf Blitzer, because you’re not a patient man.”

— NAH. That’s just his name.

NYT’S DAVID HALBFINGER in Manama: “In Bahrain, Gaza Is Pitched as a ‘Hot I.P.O.’ Many Palestinians Aren’t Buying It”: “[I]f the goal of the two-day conference was to persuade Palestinians to give the Trump administration’s approach to solving the conflict the benefit of the doubt, there were few signs of that.

“For all the self-congratulation by Mr. Kushner, [Treasury Secretary Steven] Mnuchin and their guests, the Palestinian Authority government, which deeply mistrusts the Trump administration, boycotted the event. Most Palestinian business leaders shunned it. Hamas, the militant organization that controls Gaza, was not even invited.” NYT

OBAMACARE WATCH — “Appellate court raises new threat to Obamacare,” by Paul Demko: “In a surprise move that legal experts said added an unexpected threat to the 2010 health care law, the 5th U.S. Circuit Court of Appeals asked both sides to file additional legal arguments about who — if anyone — has standing to appeal the December lower court ruling. The Elizabeth Warren Show
Given the selection of candidates at last night’s Democratic debate, it was Elizabeth Warren’s opportunity to snatch – or gauntlet to run. She delivered pretty well initially, but faded out in the later part of the debate. Other internet-beloved highlights include Beto’s Spanish answers – and Corey Booker’s face while he gave them – and DeBlasio generally proving to the world what an aggressive jerk he is.

Senate and House Border Crisis Bills Differ
The Senate passed a bipartisan (84-8) emergency aid package for the border crisis yesterday. The House bill, though, is decidedly different, and includes provisions that are DOA in the Senate and would likely be vetoed by President Trump.
 
“The Senate rejected a House version approved Tuesday in a 37-55 vote that regulated spending at squalid detention centers and included ‘guardrails’ to choke funds for immigration enforcement.
 
The House bill is a ‘go-nowhere proposal filled with poison pill riders which the president has indicated he would veto,’ Senator Mitch McConnell of Kentucky said.
 
‘The House has not made much progress toward actually making a law, just more resistance theater,’ McConnell said. ‘The Senate has a better and more bipartisan way forward…No poison bills, just a clean bill.’
 
This surge of urgency follows officials’ statements that funds for migrant housing and care would run out by the end of the month. The tragic image of a migrant father and daughter drowned while pursuing asylum has also caused outrage.”

Big Tech and the Meaning of Censorship
While the First Amendment applies only to government action, the culture and concept of censorship are broader than that. From Ben Domenech:
 
“’A private company, like Facebook or Twitter, suspending an account or deleting a post is no more censorship than a bar owner kicking out an unwelcome patron is censorship.’
 
That’s a particularly libertarian perspective. But is that really how people think about and define censorship? Or is that an uncommon definition at odds with one more commonly held by American citizens?
 
…Free speech is a natural right before it is a law. We risk losing something valuable as that right is increasingly rejected in ways which, while lawful, still violate the rights people believe they have to express themselves while still being considered upstanding citizens, and treated as such.”
 
Fashion Moment of the Week
Let’s talk travel fashion. It’s not a secret that I am not a fan of the dressed-for-comfort airport style that seems to be taking over these days. It’s an airplane, not Netflix in bed. This list of good travel dresses (at a large range of price points) from Refinery29 is great for picking a travel outfit that’s comfy but still presentable and stylish.

Click here   Good morning,In a poll completed just hours before the first round of Democratic  debates, ScottRasmussen.com found that former Vice President Joe Biden remains the clear frontrunner in the race for the right to challenge President Trump in 2020. A ScottRasmussen.com national survey of Democratic voters and Democratic leaning Independents found that Biden is the first choice for 29%. Senator Bernie Sanders is still his closest challenger at 17% followed by Senator Elizabeth Warren at 9% and Senator Kamala Harris at 6%.These top four candidates are in the same order and generally the same position as in our previous three surveys (see topline trends).Regardless of who they want to win, 54% believe Biden will be the nominee.We will release updated numbers on Sunday, June 30 (and may release interim data along the way).In general election match-ups, President Trump attracts 40% or 41% support against all leading Democrats. Good morning, it’s Thursday, June 27, 2019, the morning after the first presidential debate of the 2020 election season. Ten Democrats talked it out on a Miami stage last night, a two-hour gabfest sponsored by NBC, which did its best to share the megaphone among the candidates. Yes, there was a brief technological glitch halfway through the session. But producing a live show with that many moving parts is a challenge and — except for constantly talking over Amy Klobuchar nearly every time she tried to sum up a point — NBC did pretty well. Speaking of the television business, today’s date is one to cherish in the history of American TV, as I’ll explain a moment. Joe and Margaret Keeshan named him Robert James but always called him Bobby. He grew up, went to high school, and enlisted in the U.S. Marine Corps as soon as he turned 18. The war in the Pacific ended before he saw combat, which is just as well, because Robert Keeshan was, in his own words, “the least aggressive Marine in the history of the Corps.” He found his niche in television, however, playing characters for kids. Baby boomers grew up knowing him as “Captain Kangaroo.” Each weekday morning, we’d see the “captain” unlock the door to the Treasure House to begin his hour-long show. He was also unlocking the door to our hearts. Keeshan’s long run was all the more impressive when you think that his show premiered on Oct. 3, 1955, the same date “The Mickey Mouse Club” got its start. That show was a revelation, no question about it. But “Captain Kangaroo” lasted even longer, entertaining American children for nearly 30 years with skits, songs, games, and gentle conversation in which the host never once talked down to his audience. HOW TECH BIAS BECAME A KITCHEN TABLE ISSUE
Yesterday, many of the major media figures on the right were talking about another insider whistleblower who was the source of a Project Veritas report on Google’s plans to prevent another “Trump situation” in 2020, including footage of an executive making some troublesome comments. http://vlt.tc/3ohr The executive’s comments defending herself are here. http://vlt.tc/3ohw It was yet another example of the problems these large Silicon Valley entities are facing as we enter into 2020 campaign season in earnest, and deserves attention in the broader context of accusations of partisan bias. FIRST READ: What to watch for at tonight’s second debate

MIAMI – One down, one to go.

In last night’s first Democratic presidential debate, we saw Elizabeth Warren emerge unscathed by her rivals; Julian Castro make the most of his appearance; Beto O’Rourke, Amy Klobuchar and Cory Booker fail to own a real moment; and Bill de Blasio make his presence felt

It also was a VERY liberal debate (more on that below).

Now we’re on to Night Two, and here are the storylines we’re watching:

  1. Biden vs. Bernie: It’s the moment we’ve all been waiting for – the Democratic frontrunner (Joe Biden) versus the man who’s been in second or third in the polling (Bernie Sanders). And it’s easily the party’s central ideological fight (Obama-era pragmatism versus Sanders’ democratic socialism).

  2. Harris vs. Buttigieg: Night Two also features two other top-tier Democrats – Kamala Harris (someone who’s long been considered a contender to be the party’s ultimate presidential nominee) and Pete Buttigieg (who’s had the most surprising rise so far of the Dem race). Can either of them steal thunder from Biden and Bernie?

  3. Can anyone else break through? As last night proved with Castro and de Blasio, the candidates who are hovering around 1 percent have EVERY incentive to make a mark to qualify for future debates. Here are tonight’s other debate participants: Sens. Michael Bennet and Kirsten Gillibrand, Rep. Eric Swalwell, former Gov. John Hickenlooper, Andrew Yang and Marianne Williamson.

  4. Will experience matter again? One reason why de Blasio had a (surprisingly) strong showing was his experience being in the spotlight; there are few jobs that get more scrutiny than New York City mayor. And you could make the argument that experience could give Biden and Sanders a leg up (they’ve done this before!), while it could hurt Harris and Buttigieg (they haven’t).

  5. How long will the coverage of Night Two last? The downside for last night’s contenders – and upside for those who didn’t have a great showing – is that the shelf life was always going to be 24 hours given the second debate. That’s not the case tonight. And it’s POSSIBLE that a strong or weak moment could play into next week.

How left can you go?

Maybe the biggest question we have after last night’s first debate is how left/progressive can the Democratic Party go before it does damage to the party’s general-election prospects versus Trump.

Elizabeth Warren – who could very well wind up as the Dem nominee – was just one of two candidates on the stage who supported ELIMINATING private health insurance, which doesn’t poll all that well

So based on the state of the current Dem horserace, two of the party’s three top candidates (Warren and Sanders) support that position, with Joe Biden on the other side.

Meanwhile, Castro scored big debate points over O’Rourke when he called out the former congressman for not supporting the idea that illegally crossing the border should be a CIVIL offense instead  of a CRIMINAL one. And Booker said he agreed with Castro.

But doesn’t that message play right into Trump’s “open border” attacks?

Of course, there’s the argument that Democrats might not pay any price for going too far left – if Donald Trump could win in 2016, so can a private-insurance-eliminating, open-borders Democrat.

Then again, that wasn’t our takeaway from the 2018 midterms, when the winners in the purple/red districts and states tended to be those from the pragmatic wing of the party.

We do wonder if the setup of tonight’s debate – Biden, Hickenlooper, Bennet – won’t produce as liberal a debate as we saw last night.

Breaking down last night’s moment

Who supports eliminating private insurance and who doesn’t?

HOLT: Who here would abolish their private health insurance in favor of a government-run plan? Just a show of hands.

(Only Warren and de Blasio raised their hands)

Castro vs. O’Rourke on immigration

CASTRO: Let’s be very clear. The reason that they’re separating these little children from their families is that they’re using Section 1325 of that act which criminalizes coming across the  border to incarcerate the parents and then separate them. Some of us on this stage have called to end that section, to terminate it. Some, like Congressman O’Rourke, have not. And I want to challenge all of the candidate to do that.

O’ROURKE: Let me respond to this very briefly. As a member of a Congress, I helped to introduce legislation that would ensure that we don’t criminalize those who are seeking asylum and refuge  in this country.

CASTRO: I’m not talking about — I’m not talking about the ones that are seeking asylum.

O’ROURKE: If you’re fleeing — if you’re fleeing desperation, then I want to make sure…

CASTRO: I’m talking about — I’m talking about everybody else.

Does Warren have a plan for Mitch McConnell?

TODD: Do you have a plan to deal with Mitch McConnell if you don’t beat him in the Senate, if he’s still sitting there as the Senate majority leader? It’s very plausible you be elected president  with a Republican Senate. Do you have a plan to deal with Mitch McConnell?

WARREN: I do… Number one, sure, I want to see us get a Democratic majority in the Senate. But short of a Democratic majority in the Senate, you better understand the fight still goes on.  It starts in the White House, and it means that everybody we energize in 2020 stays on the frontlines come January 2021.

Tulsi Gabbard vs. Tim Ryan on Afghanistan

GABBARD: We cannot keep U.S. troops deployed to Afghanistan thinking that we’re going to somehow squash this Taliban that’s been there, that every other country that’s tried has failed.

RYAN: I didn’t say — I didn’t say squash them. I didn’t say squash them. When we weren’t in there, they started flying planes into our buildings. So I’m just saying right now… we have  an obligation…

GABBARD: The Taliban didn’t attack us on 9/11. Al Qaeda did.

Your top geopolitical threat?

DELANEY: China and nuclear weapons

INSLEE: Trump

GABBARD: Nuclear war

KLOBUCHAR: China (on economy), Iran (Middle East)

O’ROURKE: Climate change

WARREN: Climate change

BOOKER: Nuclear proliferation and climate change

CASTRO: China and climate change

RYAN: China

DE BLASIO: Russia

2020 VISION: How the 2020ers have prepared for Night Two’s debate

“While Sanders has been reading up on his rivals’ stances on the issues, he is not reviewing past debate performances or having mock debates,

Shakir said, per NBC News.

“Biden’s advisers said he plans on going high, even if the other candidates go low, and the candidate has started holding marathon practice sessions with longtime advisers.”

On the campaign trail today: After last night’s debate, Beto O’Rourke, Bill de Blasio and Tulsi Gabbard visit the Homestead detention facility… Bernie Sanders  also heads there before his debate tonight… John Delaney holds a media avail… De Blasio attends a rally at the Miami airport… And Steve Bullock does a town hall in New Hampshire.

DATA DOWNLOAD: And the number of the day is… 10.9

10.9 minutes. 

That’s how long Cory Booker spoke during last night’s Democratic debate, according to the Washington Post, good for the most on the stage. 

Beto O’Rourke came in a close second with 10.3 minutes, followed by Elizabeth Warren’s 9.3 minutes, Julián Castro’s 8.8 minutes, and Amy Klobuchar’s 8.5 minutes. 

At the bottom of the list was Jay Inslee, who spoke for five minutes. And Bill De Blasio spoke the second-least of all the candidates with 5.6 minutes.
