THE DAILY SIGNAL

Jun 25, 2019
Good morning from Washington. Our White House correspondent Fred Lucas reports on President Trump’s new Iran sanctions and his health care executive order. Will the left ever acknowledge the border crisis—or provide the funding the government needs to shelter people? Heritage Action’s Jessica Anderson says it’s an emergency and Congress needs to do its job. And Rachel del Guidice talks to Brandon Judd, a Border Patrol agent, about what he’s seeing on the border. One hundred and forty-three years ago today, the Battle of the Little Bighorn—or Custer’s Last Stand—was fought.
Commentary Retraction of 13 ‘Glowing’ Disaster Reports Throws Light on Dysfunction of Bureaucracy Another bureaucratic fiasco simply reinforces why the nine most terrifying words in the English language are still: “I’m from the government and I’m here to help.” More Commentary The Border Crisis Is Getting Worse. Why Are Democrats AWOL? It seems lawmakers on the left don’t feel an urgent need to help our hard-working law enforcement, keep our border secure, or provide humanitarian aid for immigrants caught in the morass at our border. More News Trump Ratchets Up Sanctions on Iran’s Top Ayatollah, His Inner Circle “We have sanctions against bad behavior, and there is no question that locking this money up worked last time, and there is no question locking the money up works now,” Treasury Secretary Steven Mnuchin tells The Daily Signal. More Analysis A Border Patrol Agent Shares What It’s Really Like at the Border Brandon Judd, a Border Patrol agent and president of the National Border Patrol Council, says it amazed him “how bold these individuals are when they’re crossing the border, giving themselves up knowing that they’re going to get released [into the U.S.] … and that they’re going to be able to disappear.” More Commentary 5 Myths About the State and Local Tax Deduction’s Cap Ever since the Tax Cuts and Jobs Act passed, liberals have decried how the law’s $10,000 cap of the state and local tax deduction harms schools, local communities, home values, first responders, and middle-class families. Here are the facts. More News Trump Executive Order Aims for More Hospital Pricing Transparency President Trump signed an executive order that he said would “fundamentally” change the health care market by requiring hospitals to disclose in an easy-to-read format what patients actually pay out of pocket for services. More News After a Lawsuit, Los Angeles County Begins to Clean Up Its Voter Rolls Litigation by Judicial Watch asserted that 1 in 5 registered voters in Los Angeles County are ineligible and that the county took no action to remove them from voter lists or check their status. POLITICO Playbook: What Iran’s president says about Trump’s White House

By ANNA PALMER, JAKE SHERMAN and DANIEL LIPPMAN

06/25/2019 05:49 AM EDT

Presented by

Iran President Hassan Rouhani

DRIVING THE DAY

BREAKING OVERNIGHT … AP: “Iran’s President Rouhani mocks President Trump, says the White House is ‘afflicted by mental retardation.’”

— WAPO’S ERIN CUNNINGHAM in Dubai and RUTH EGLASH in Jerusalem: “Speaking in a televised address, Iranian President Hassan Rouhani called the restrictions targeting the supreme leader ‘outrageous and idiotic’ and said they showed ‘certain failure’ on the part of the Trump administration to isolate Iran.

“‘You sanction the foreign minister simultaneously with a request for talks?’ Rouhani said on state television, referring to remarks by U.S. officials suggesting plans to sanction Foreign Minister Mohammad Javad Zarif later this month.

“The ‘useless sanctioning’ of Supreme Leader Ali Khamenei and Zarif — who led Iran’s nuclear negotiations with world powers — ‘means the permanent closure of the doors of diplomacy,’ the spokesman for Iran’s Foreign Ministry, Abbas Mousavi, said on Twitter Tuesday. ‘Trump’s government is annihilating all of the established international mechanisms for maintaining world peace and security.’” WaPo

FIRST IN PLAYBOOK — “Poll: Voters back Trump decision to nix Iran strike”

NEW … A COMING DECEMBER PILE-UP? … OVER THE LAST FEW DAYS, Republican and Democratic aides have come to the conclusion that a budget deal is almost definitely out of reach. Time has run too short. Meetings aren’t getting scheduled anymore. It’s all but over, for the moment.

WHAT YOU SHOULD EXPECT: September will turn into a rush to pass a short-term funding bill to avert a shutdown come Sept. 30. The options will probably include a stopgap that funds government at current levels to some point in 2020, or a short-term, three-month deal to allow for Congress to try to strike a larger budget accord that would hike spending beyond 2019 levels. More than $100 billion in cuts take hold in January 2020, and pretty much everyone in Washington wants to avoid that.

SO, IT’S TOTALLY POSSIBLE — and even seems likely — that Washington will be thrown into a holiday season crisis as the White House, which considers itself savvy dealmakers, and Congress try to get a large-scale budget deal to head off $100 billion in budget cuts. Because why shouldn’t Congress create a crisis over the holiday season?

SPEAKING OF CONGRESSIONAL DRAMA — “Congress flails after Trump’s deportation ultimatum,” by Heather Caygle, Burgess Everett, and Sarah Ferris: “Lawmakers are stumbling in their efforts to address the border crisis before bolting for the holiday recess, dimming long-shot hopes that Congress can meet President Donald Trump’s two-week deadline to stave off his threatened mass deportations.

“House Democratic leaders spent Monday night fighting off a last-minute liberal rebellion to tank their $4.5 billion emergency spending package, with progressive lawmakers demanding changes to the bill that complicate the chamber’s plans to deliver money to the border before leaving town Thursday for a week-long recess.” POLITICO

A TIMES HEADLINE THE PRESIDENT WILL LIKE — NYT: “Mexico’s Crackdown at Its Southern Border, Prompted by Trump, Scares Migrants From Crossing,” by Maya Averbuch and Kirk Semple in Guatemala: “Mexico’s mobilization of its security forces has been halting, and for most of the past two weeks it seemed to fall short of the dramatic show of force that the government had promised.

“Still, the deployment has already disrupted the usual flow of people and commerce passing over this historically porous border, and sown fear among migrants and their smugglers alike.” NYT

RESULTS … AP: “Government moves migrant kids after AP exposes bad treatment”: “The U.S. government has removed most of the children from a remote Border Patrol station in Texas following reports that more than 300 children were detained there, caring for each other with inadequate food, water and sanitation.

“Just 30 children remained at the station outside El Paso Monday, said Rep. Veronica Escobar after her office was briefed on the situation by an official with Customs and Border Protection.

“Most of the infants, toddlers and teens who were held at the Border Patrol station in Clint, Texas, would be moved to shelters and other facilities run by a separate federal agency by Tuesday, the Office of Refugee Resettlement said Monday.” AP

Good Tuesday morning.

THE HILL interviewed President DONALD TRUMP: “EXCLUSIVE: Trump vehemently denies E. Jean Carroll allegation, says ‘she’s not my type’” “EXCLUSIVE — Trump: I would fill Supreme Court vacancy before 2020 election”

BURGESS EVERETT and ELIANA JOHNSON: “Pompeo’s dilemma: Stick with Trump or bet on his own future”: “Mike Pompeo is the GOP’s best shot at keeping a must-win Senate seat in Republican hands. But he’s also the most stable national security voice in an administration that’s constantly on the verge of cracking up — setting up a high-stakes dilemma for the secretary of State and his party.

“Pompeo said in February that he had ‘ruled out’ a Senate run in 2020 but several of his confidants say that is simply not the case and that he is quietly evaluating the next steps in his political career.

“Over the coming months, the former GOP congressman will have to decide whether to stay as one of President Donald Trump’s most trusted advisers — something many Trump allies say is his patriotic duty amid myriad international crises — or seek a Senate seat in Kansas that could lay the groundwork for a presidential run of his own. Senate Majority Leader Mitch McConnell is pushing hard for Pompeo to choose the latter.” POLITICO

MORE WEST WING DRAMA — “Trump tiring of Mulvaney,” by Nancy Cook: “President Donald Trump’s honeymoon period with Mick Mulvaney is coming to an end. In recent weeks, Trump has been snapping at his acting chief of staff with some frequency, and expressing greater frustration with him than usual, according to four current and former senior administration officials.

“Trump has long said that he prefers the flexibility offered by temporary titles, but Mulvaney’s ongoing ‘acting’ status underscores the uphill battle he faces as Trump’s third chief of staff in less than two-and-a-half years. While Mulvaney is not in danger of losing his job any time soon, officials stressed, Trump’s treatment of him still signals to aides the slow deterioration of their relationship has begun.” POLITICO

COULD’VE SEEN THIS ONE COMING — “House’s pay raise in doubt as GOP wavers,” by Sarah Ferris and John Bresnahan: “The bipartisan attempt to raise salaries for members of the House of Representatives is in doubt as GOP leaders are finding little support for what would be a difficult political vote, according to Republican sources.

“House Democratic leaders have been preparing to move ahead with the move this week, but only if they received GOP support. ‘This ought to be done in an overwhelmingly bipartisan fashion,’ House Majority Leader Steny Hoyer told POLITICO on Monday night about the prospects of the proposal. ‘We’re working on it.’” POLITICO

ANDREW DESIDERIO: “Commerce Dept. ordered ex-official not to answer House panel questions”: “A former senior Commerce Department official refused to answer more than 100 questions during an interview with the House Oversight and Reform Committee that centered on the Trump administration’s controversial decision to add a citizenship question to the 2020 census, according to a transcript released Tuesday.

“Commerce Department lawyers instructed James Uthmeier, who served as senior adviser and counsel to Secretary Wilbur Ross, not to answer the committee’s questions about his contacts with the White House and his conversations with Ross.

“Uthmeier was also directed not to discuss the contents of a memo he wrote to a senior Justice Department official, John Gore, that purportedly outlines legal arguments surrounding the addition of a citizenship question to the census. On several occasions, Uthmeier was also blocked from disclosing details about his own conversations with Gore.” POLITICO

HOW JARED’S PEACE PUSH IS PLAYING AMONG PALESTINIANS … Reuters/Gaza and Ramallah: “Palestinians burned portraits of President Donald Trump as they protested in both the Gaza Strip and the Israeli-occupied West Bank on Monday against U.S.-led plans for a conference on their economy in Bahrain. …

“‘Down with Bahrain, down with Trump, down with the Manama conference,’ chanted crowds in Gaza, which is ruled by the armed Islamist group Hamas. Some burned large paintings of Trump marked with the words: ‘Deal of the devil.’” Reuters

THE JUICE …

— LAST WEEK, we reported that Texas Rep. KENNY MARCHANT drew a Democratic opponent in KIM OLSON, a former candidate for ag commissioner who launched with a buzzy video highlighting her lengthy military career. Now, Marchant has a new opponent in CANDACE VALENZUELA.

HER LAUNCH VIDEO — which you’re seeing here first — plays up her upbringing and has this attention-grabbing line: “Our congressman has been a politician since before I was homeless, sleeping in a kiddie pool outside a gas station.” The district has elected Marchant, but has been trending toward becoming a majority not-white district, which could make this one of Texas’ most competitive seats. First, Democrats will have to get through a primary. Valenzuela’s video was produced by AL Media, which did work for Stacey Abrams. The launch video

NOT-SO-FUN FACT: Since Robert Gates stepped down in July 2011, the Pentagon will have had seven secretaries of defense in one capacity or another in roughly as many years: Leon Panetta, Chuck Hagel, Ash Carter, James Mattis, Pat Shanahan, Mark Esper and likely now Navy Secretary Richard Spencer while Esper goes through the confirmation process.

TRUMP’S TUESDAY — The president will host a conference call with veterans for a MISSION Act update at 11:45 a.m. in the Oval Office. He will sign an affordable housing executive order in the Oval Office at 1:45 p.m. Trump will present the Medal of Honor at 3:25 p.m. in the East Room. He will leave the White House en route to the Trump International Hotel at 6:20 p.m., where he will participate in a roundtable with supporters followed by a joint fundraising committee reception. He will return to the White House at 8:10 p.m.

SCOOP — BLOOMBERG’S JENNIFER JACOBS: Trump Muses Privately About Ending Postwar Japan Defense Pact”: “President Donald Trump has recently mused to confidants about withdrawing from a longstanding defense treaty with Japan, according to three people familiar with the matter, in his latest complaint about what he sees as unfair U.S. security pacts.

“Trump regards the accord as too one-sided because it promises U.S. aid if Japan is ever attacked, but doesn’t oblige Japan’s military to come to America’s defense, the people said. The treaty, signed more than 60 years ago, forms the foundation of the alliance between the countries that emerged from World War II.” Bloomberg

THE INVESTIGATIONS — “Judge releases court details that show speed, scope of Mueller investigation” by CNN’s Katelyn Polantz: “At the request of CNN, a federal judge in Washington on Monday released about 230 pages of data from the court showing new details about the scope and speed of Robert Mueller’s investigation.

“The pages largely show limited new details about Mueller’s work, such as the redacted case names and dates for his 499 search warrants and 200 communications data requests. Mueller began getting permission for searches in early July 2017, not even two months following his appointment as special counsel, the documents show.

“His office did the bulk of its searches throughout 2018, conducting only a few searches this year, when the investigation was wrapping up.

“Ultimately, Mueller was asking the court for access to thousands of devices and records in a grand jury investigation, according to the documents released by DC District Court Chief Judge Beryl Howell. The documents now may act as a rough road map of how Mueller conducted his investigation.” CNN

VALLEY TALK — “Trump Admin Considered Facebook VP For Cabinet Role,” by Taylor Hatmaker in The Daily Beast: “Among the revelations in Monday’s Axios dump of Trump transition team vetting documents: Facebook’s global policy head and top Republican Joel Kaplan was considered for a Cabinet position. … The Trump transition team looked at Kaplan to lead the Office of Management and Budget, a former Facebook employee told The Daily Beast. It’s not clear how seriously Kaplan was considered for the job.” The Daily Beast

THE FLIP SIDE

View this email in your browser
Tuesday, June 25, 2019 Immigration Last Tuesday, a video went viral of a DOJ lawyer telling a court that “a longstanding settlement agreement requiring sanitary conditions for detained immigrant children may not necessarily mean a toothbrush and soap must be provided for shorter stays.” The hearing involved an appeal from a 2017 ruling relating to treatment under the previous administration. AP News

On Saturday, “President Donald Trump… delayed a nationwide immigration sweep to deport people living the United States illegally… saying he would give lawmakers two weeks to work out solutions for the southern border.” AP News

Leaders in the House and Senate are currently working on similar but distinct bills to provide approximately $4.5 billion in emergency spending for the border. Roll Call From the Left The left opposes increased deportations, and condemns the mistreatment of migrants in custody. “Undocumented or not, rousing a family out of bed at 6 a.m. to abruptly end their lives in the U.S. seems heartless. We don’t do that in America, or at least we shouldn’t… Before we’re called naive, we are not saying that undocumented criminal immigrants shouldn’t be removed. They are a public menace and should be deported. Yes, go after criminals. And yes, people should not have overstayed their tourist visas, which a fair amount of the undocumented have done. But the round up is a Gestapo tactic unworthy of us… Let’s hope [Trump’s] correction is a return to some sanity and a show of compassion.”
Editorial Board, Miami Herald

Regarding migrant detention centers, “Trump essentially dismissed the plight of migrant children while speaking with Chuck Todd on Meet the Press. ‘This has been happening long before I got there,’ the president said when pressed about the conditions. ‘We’ve ended [family] separation. Under President Obama, you had separation. I was the one who ended it.’ ‘We’re doing a fantastic job, under the circumstances,’ he added. None of this is true. Families attempting to cross the border under President Obama were separated only in rare circumstances, such as when there was concern for the safety of the child, or when the adult could not be confirmed to be the child’s parent…

“Though Trump signed an executive order to suspend his own administration’s zero-tolerance policy, children are still being separated from their parents if authorities deem the parent poses a risk to the child. Such separations are on the rise, often for reasons as petty as the parent having a traffic violation on their record.”
Ryan Bort, Rolling Stone

“US Border Patrol is holding many children, including some who are much too young to take care of themselves, in jail-like border facilities for weeks at a time without contact with family members, regular access to showers, clean clothes, toothbrushes, or proper beds. Many are sick. Many, including children as young as 2 or 3, have been separated from adult caretakers without any provisions for their care… The Trump administration wants more money to build more child detention centers to hold even more children… But that ask glosses over the fact that more children are in immigration custody because over the last several years the government has slowed down the rate at which children are reunified with their families…

“Based on our interviews, officials at the border seem to be making no effort to release children to caregivers— many have parents in the US — rather than holding them for weeks in overcrowded cells at the border… Congress should take action — not by approving more money for detention — but by requiring immigration agencies to cease separating children from family members unless that’s in the interest of the child, release and reunify children as soon as possible and cease using them as bait to arrest family members.”
Clara Long and Nicole Austin-Hillery, CNN

Some point out that “The government’s ‘safe and sanitary’ argument did not arise from a new case generated by Trump-administration policies. It arose in 1985, during the Reagan administration, when a 15-year-old Salvadoran child named Jenny Lisette Flores was detained after entering the United States illegally, hoping to escape her country’s vicious civil war. Flores spent two months at a facility in California, confined with adult strangers in poor conditions and strip-searched regularly…

“It is right and fit to condemn the Trump administration for its argument and its treatment of children. But… this administration is merely the latest one to subject immigrant children to abusive conditions. It’s been 35 years since Jenny Flores was strip-searched in an adult facility. Before Sarah Fabian defended concrete floors and bright lights for President Donald Trump, she defended putting kids in solitary confinement for President Barack Obama… This stain on America’s soul will not wash out with an election cycle.”
Ken White, The Atlantic From the Right The right supports increased deportations, and highlights that many of the issues involving the treatment of migrants in custody existed under the previous administration and will require a bipartisan solution. “The fact of the matter is that we’re discussing individuals (and families) who have already had the opportunity to make their case in court, have had their status determined and been issued orders of deportation. Rather than following those orders, they knowingly chose to remain in the country illegally and have been legally subject to arrest and deportation ever since.”
Jazz Shaw, Hot Air

“Remember the great government shutdown that Trump was ‘proud’ to own after he couldn’t get Democrats to give him money to build more wall? He caved on that. Remember when his Justice Department took a ‘zero tolerance’ position on illegal border crossings? He caved on that, too. And now he’s caving on deportations, the least controversial part of immigration enforcement. Trump won the argument on immigration. But when it comes to actually getting anything done he’s a lot like a normal politician. All talk, no action.”
Eddie Scarry, The Washington Examiner

Regarding migrant detention centers, “the vast majority of the people and the outlets that shared [the] exchange [about toothbrushes and soap] failed to note that the violations being discussed had occurred during the previous administration… Instead, they jumped straight to the conclusion that the federal government, headed up by President Trump, was deliberately inflicting pain on babies. This isn’t true. It wasn’t true during the Obama administration either. Then, as now, the violations weren’t part of an intentional or evil ploy, but were the product of the system’s being overloaded

“Certainly, some facilities have taken shortcuts, as the result of either bureaucratic incompetence or limited resources. But those infractions will be fixed by additional funding, additional facilities, better oversight, and quicker processing, not by pretending that the president is a tyrant.”
A.G. Hamilton, National Review

This is a bipartisan problem and it started under a previous administration. The name game and blame game suggests partisans are not really interested in a solution so long as they can inflame people over the issue. But this needs to be fixed… The President should allow in charitable relief immediately. Democrats and Republicans should pass expanded funding to improve the detention facilities within the week. And then we really should secure the border. The situation has gotten worse because of a flood of people seeking asylum. Even the New York Times is willing to recognize there is a crisis now at the border.”
Erick Erickson, The Resurgent

Rep. Dan Crenshaw (R-TX) writes, “The root cause of the record-breaking surge in migrants is the widespread abuse of our asylum system. Because of a massive backlog of asylum cases and an inability to quickly adjudicate and enforce them, more migrants are making the journey to our border. They bring children with them to take advantage of our loopholes, knowing we must release family units within 20 days… As it stands now, the incentives are aligned to permit illegal immigrants to cross the border with a child, knowing full well that they will be caught and released into society without the chance of deportation.”
Dan Crenshaw, Fox News

To make immigration a winning issue, Trump must own both its security and humanitarian aspects. As it stands, Democrats largely ignore the security crisis and Republicans severely downplay its humanitarian toll. Caught up in their partisan bickering, both parties fail to understand the significance of immigration: Their neglect of the other side’s concerns is proof of that. If this cycle continues, neither side will achieve a permanent solution. By acknowledging the humanity of the migrants seeking asylum while maintaining pressure on congressional Democrats to pull their weight and advocating for enhanced security, Trump might just unite both sides under a coherent policy he can carry into 2020.”

See More Opinions Brenton Tarrant: Is the Christchurch Mosque Shooter a ‘National Bolshevik’?
By Trevor Loudon

The man accused of brutally killing 50 worshipers in two mosques in my hometown of Christchurch, New Zealand, is almost certainly an ideological “National Bolshevik.” Countless media stories have labeled the killer as “far-right,” which is an inaccurate description at best. A thorough reading of his 74-page manifesto, “The Great Replacement” (which refers to the replacement of white Europeans by Islamic and other immigrants), confirms that Brenton Tarrant is no “right-winger” in the U.S. sense, i.e., a believer in the individual, constitutionally guaranteed liberties, and free-market economics. Trump Confirms to “Meet the Press” that Pence will be his Running Mate
On Sunday, President Trump spoke with Chuck Todd of Meet the Press, stating that Vice President Mike Pence would “100%” on his 2020 ticket. When prodded by Todd as to whether there was any “wiggle room” in regards to this assertion, Trump responded, “He’s been, he’s been a terrific vice president. He’s my friend and…No. Zero. Zero.”

The question from Todd came on the heels of an earlier discussion on Fox & Friends, where the President declined to state whether he would endorse his Vice President in 2024, should Pence opt to run for President.

But not everyone is pleased with Trump’s pick of Pence for the 2020 ticket over the much-rumored former UN Ambassador Nikki Haley. From The Daily Wire

“Despite the president’s “100 percent” assurance that Pence would be on the 2020 ticket, The Wall Street Journal released an op-ed on Sunday from Andrew Stein, the founder of the “Democrats for Trump” movement in 2016, in which he argued that Nikki Haley would fare better for Trump in the general election.

“I mean no disrespect for Mr. Pence, who’s loyally served the president and the nation. But he’s given Mr. Trump all the help he can. He inspired his fellow evangelical Christians to take a chance in 2016,” said Stein. “But in 2020 they’ll already be repelled by the Democrats’ embrace of infanticide. Mr. Trump’s greater obstacle to re-election comes from politically moderate suburban women, many of whom see him as divisive.”

Following the op-ed, people in the media began pushing the narrative that Haley may indeed replace Pence in 2020.”

Day One of the White House’s “Peace to Prosperity” Conference in Bahrain
The first day of President Trump’s much-anticipated “Peace to Prosperity” Conference in Bahrain (shortened to “Bahrain Conference”) is set to begin today. Significant speculation has surrounded the specifics of what Trump has called the “deal of the century.” The conference, geared towards addressing the Arab-Israeli conflict, will focus on the administration’s plans for encouraging economic development within the Palestinian-Arab community, both within the territories and abroad.

Despite the focus of the conference, Palestinian leadership has emphatically publicized that they will be boycotting the conference, even encouraging “days of violence” against Israel in response to the conference to which Israeli officials were not even invited. From The Federalist:

“Boycotting a conference explicitly designed to advance the economy of the Palestinian people evinces a great deal about Palestinian leaders’ actual objectives. Such maneuvers reveal that Palestinian leaders have no genuine interest in improving the lives of their people, but are more vested in perpetuating their people’s suffering for political gain on the international stage.

In addition to pressuring Arab states to refrain from attending (or in the case of Bahrain, from hosting), Palestinian officials also pressured Palestinian businesspeople not to attend. Even so, they would benefit from the opportunity to meet with some of the world’s largest sovereign wealth funds.
Palestinian authorities have stated that anyone who attends the conference will be deemed a “traitor,” projecting a culture of fear onto the meeting and forcing many Palestinian-Arabs to weigh the possible economic gains against the violent retribution Fatah, the governing Palestinian political party, has promised.

Fatah has also called for “days of violence” against Israel in response to the conference, which anyone with a modicum of political acumen realizes is stunningly obtuse, given the conference is geared towards aiding Palestinians and Israeli officials aren’t even in attendance. Indeed, out of a desire to avoid politicizing the event, the Palestinians’ decision not to attend prompted the Trump administration to refrain from extending a formal invitation to Israeli officials.”

Mexico to Deploy 15K Troops to US-Mexico Border to Thwart Illegal Immigration
In what some in the media are heralding as an unprecedented move on the part of Mexico, Mexico’s Secretary of Defense Luis Sandoval announced on Monday that Mexico will be deploying 15,000 troops to the US-Mexico border in order to stopgap the flow of illegal immigrants. From The Daily Wire:

“The move by Mexico comes after the Trump administration increased pressure on the Mexican government to significantly increase its efforts to stop the seemingly endless flow of migrants that are illegally entering the United States.

Trump announced at the end of last month that Mexico would face tariffs that would devastate their economy if they did not step up to the table and make serious efforts to help stop the problem.
Trump tweeted: “On June 10th, the United States will impose a 5% Tariff on all goods coming into our Country from Mexico, until such time as illegal migrants coming through Mexico, and into our Country, STOP. The Tariff will gradually increase until the Illegal Immigration problem is remedied, at which time the Tariffs will be removed. Details from the White House to follow.” The tariffs were set to increase by 5% every month, maxing out at 25%, until Mexico addressed the problem.”

Just two weeks ago, Trump announced via Twitter that the White House and Mexico had reached a deal. In exchange for Mexico agreeing to “stem the tide of Migration through Mexico and to our [America’s] Southern Border,” Trump agreed to suspend the planned tariffs. Mexico’s deployment evinces another success for the “maximum pressure” approach that has defined many of the White House’s foreign policy measures.

Beauty Recommendations of the Week L’Oreal, Colour Riche Shine Glossy Lipstick, $9.99 I was pleasantly surprised by this half-gloss, half-lipstick. The color is highly pigmented, not sheer, and lasts through an iced coffee but not a meal. Added bonus is that there is absolutely no drying quality to this lipstick, which is a chronic problem with the gloss-lipstick hybrids. I recommend this lipstick in “Shiny Peach” for a versatile pinky nude color. FENTY, Diamond Bomb All-Over Diamond Veil, $38 After all the rave reviews I had encountered online, I had to try this highlighter. Its grey color made it standout immediately from the traditional assortment of peachey-hued ones. It’s a glitter-base, which you have to be prepared for, but if you’re adventurous in your highlighter game, then this one is for you. Though it’s pretty pigmented, it’s more reminiscent of body glitter than anything else. Also doubles nicely as an eyeshadow.  MARC JACOBS BEAUTY, Highliner Matte Gel Eye Crayon Eyeliner, $25 Eyeliner is one of the few beauty products that I don’t generally splurge on, but this eyeliner goes on so smoothly, it is worth it. Just make sure to use an eyeshadow primer, since the gel texture makes it more likely to smudge (and without the right primer, it often does). BRIGHT is brought to you by The Federalist.

06/25/2019 Share: Carl Cannon’s Morning Note N.C. Senate Race; Exporting the Homeless; Haig Bows Out By Carl M. Cannon on Jun 25, 2019 07:56 am
Good morning, it’s Tuesday, June 25, 2019. Thirty-seven years ago today, Ronald Reagan asked Secretary of State Alexander Haig for his resignation. When such an entreaty comes from a president it’s not really a request, which Haig, a career U.S. Army officer, fully understood. Although he didn’t quite realize it, Haig had essentially resigned on June 14, 1982, when he demanded that Reagan make changes to the administration’s foreign policy team. And so it was that on June 25 of that year, the White House press office issued a written statement from the president lauding Haig for his four decades of public service “in a succession of assignments demanding the highest level of personal sacrifice, courage and leadership.” This was true and then some — Al Haig was a much-decorated combat infantry officer in Korea and Vietnam — but Reagan’s wording that Haig’s resignation had been accepted “with great regret” was a polite pretense. In a moment, I’ll have more on Haig’s White House tenure, which I first wrote about five years ago. First, I’d steer you to  RealClearPolitics’ front page, which presents our poll averages, videos, breaking news stories, and aggregated opinion columns spanning the political spectrum. We also offer original material from our own reporters and contributors, including the following: * * * Anti-Spending N.C. Senate Candidate Profited From SBA Loans. In RealClearDefense, Peter Pry argues that the U.S. needs to expand and strengthen its strategic defenses before agreeing to treaties with Russia, China, North Korea, or Iran. In Light of Iranian Aggression, Carrier Upgrades Needed. Also in RCD, John Bird urges rapid fixes to improve readiness of the fleet. * * * Alexander Meigs Haig Jr. graduated from West Point in 1947 and was assigned to Gen. Douglas MacArthur’s staff in post-World War II Japan. Three years later — on this date in 1950, in fact, — the Korean War broke out and Al Haig soon found himself in the middle of the action. He also would fight in Vietnam, where he was wounded and earned medals for heroism. An Army lifer, Haig went on to serve as supreme allied commander for NATO; before that, he had civilian stints in government as an assistant to Henry Kissinger and White House chief of staff in the Nixon administration. Haig came to the job of secretary of state during Reagan’s first term. Like Hillary Rodham Clinton, he took on that role while harboring presidential aspirations of his own. Unlike Secretary Clinton, however, Haig’s ambitions were so close to the surface he sometimes seemed to forget who actually held the title of commander-in-chief. For his entire 18-month tenure heading the State Department, Haig engaged in multi-front turf wars inside the administration, chafing openly with the national security adviser, the U.N. ambassador, various senior members of the White House staff, and even the vice president of the United States. The most public manifestation of Haig’s problematic ego occurred on March 30, 1981, when Reagan was seriously wounded in an assassination attempt. At the White House, the situation was understandably fraught. Vice President George H.W. Bush was flying back from Texas; top Reagan aides James A. Baker and Edwin Meese were at George Washington University Hospital with the president. White House press secretary Jim Brady, grievously wounded by the would-be assassin, was fighting for his life. The issue of who was actually speaking for the White House was an open question — but not to Al Haig. As deputy White House press secretary Larry Speakes briefed the media, Haig watched on a television monitor. Suddenly, Haig bolted from the White House Situation Room into the press briefing room. Replacing Speakes at the lectern, Haig took questions from reporters, one of whom asked him who was making presidential decisions while Reagan was on the operating table. “Constitutionally, gentlemen, you have the president, the vice president, and the secretary of state, in that order, and should the president decide he wants to transfer the helm, he will do so,” Haig replied. “He has not done that. As of now, I am in control here, in the White House, pending return of the vice president, and in close touch with him.” Leaving aside the casual sexism of Haig’s vernacular — women reporters were present — the secretary of state made hash of constitutional succession, forgetting the speaker of the House and the president pro-tem of the Senate. Haig’s “I am in control” phrasing was incredibly presumptuous anyway. And his frenetic demeanor conveyed the opposite impression; the man didn’t even seem in control of his own emotions. After recovering from the shooting, Reagan graciously overlooked this lapse in decorum. But similar slips continued, including the time Haig made a fuss that he wasn’t on the presidential helicopter that flew from Heathrow Airport in London to Windsor Castle. Worse, from Reagan’s standpoint, were Haig’s incessant attempts to thwart Reagan’s vision regarding foreign policy. History does not render the verdict that Al Haig was wrong and Ronald Reagan was right on these intra-administration policy disputes. For one thing, Haig opposed the overtures to Iran that resulted in the Iran-contra scandal. But the U.S. democratic tradition is clear that there can be only one president at a time. In her tenure as secretary of state, Hillary Clinton recognized this immutable constitutional truth. Even after she left the job, in a memoir written as she prepared her campaign to succeed the man who bested her for the 2008 Democratic nomination and then brought her into the administration, Clinton walked a delicate line over her policy disagreements with President Obama. Most notably, she suggested that she favored more forceful U.S action in Syria. But she apparently never did so in a way that made her behavior the issue. Nor did she ever question whose decision it was to make. The Gipper would have appreciated Hillary’s attitude. “Today was the day — I told Al H. [that] I had decided to accept his resignation,” Reagan wrote in his diary on June 25, 1982. “This has been a heavy load,” Reagan added. “Up to Camp David where we were in time to see Al read his letter of resignation on TV. I’m told that it was his 4th re-write. Apparently his 1st was pretty strong — then he thought better of it. I must say it was O.K. He gave only one reason and did say there was a disagreement on foreign policy. Actually, the only disagreement was over whether I made policy or the Sec. of State did.”  Carl M. Cannon

MEET THE PRESS

Image

From NBC’s Chuck Todd, Mark Murray and Carrie Dann

FIRST READ: Sanders vs. Warren is shaping up to be quite the fight

MIAMI – Bernie Sanders and Elizabeth Warren won’t be sharing the same presidential debate stage here – Warren participates on Wednesday night, while Sanders goes on Thursday.

Still, they’re engaged in quite the progressive primary on the left side of the Democratic field.

As Warren has crept up in the polls – and skyrocketed in a new MoveOn straw poll – Sanders has tried to one-up her on policy, by unveiling a plan that would pretty much wipe away all student debt.

“For Sanders, the threat from Warren (D-Mass.) is different from any he’s faced during his long political career, including in his 2016 presidential run, since Warren in many ways embraces the same brand of fiery liberalism,” the Washington Post says.

“Among some Sanders allies, there is private frustration that Warren is getting credit for ideas that they believe originated with him. And that frustration is starting to show.”

It’s all a reminder: Who finishes ahead of whom in Iowa in this progressive fight will be a finalist for the Democratic nomination.

Maybe not the overall frontrunner – because that person will need to be able to consolidate the African-American vote in South Carolina and the South at large.

But definitely one of the last two or three men/women standing.

So it’s fitting that one of them (Warren) will be at the center of attention on Wednesday night, while the other (Sanders) will join Joe Biden in the middle on Thursday.

Democrats’ immigration dilemma

House Democrats have a difficult choice to make.

Do they appropriate money to deal with the humanitarian crisis on the border? Even if they don’t trust how the Trump administration might use that money?

“Congress is trying to rush $4.5 billion in emergency humanitarian aid to the southwestern border while placing new restrictions on President Trump’s immigration crackdown, spurred on by disturbing images of suffering migrant families and of children living in squalor in overcrowded detention facilities,” the New York Times writes.

“But with a House vote on the package planned for Tuesday, some Democrats are revolting over the measure, fearing that the aid will be used to carry out Mr. Trump’s aggressive tactics.”

“Republicans are siding with the White House, which on Monday threatened a veto. They oppose restrictions in the measure that are meant to dictate better standards for facilities that hold migrant children and to bar the money from being used for enforcing immigration law.”

2020 VISION: Gideon to take on Susan Collins in Maine

The Dem effort to retake control of the U.S. Senate in the 2020 elections got a boost on Monday when Sara Gideon, speaker of the Maine House, said she was challenging Sen. Susan Collins, R-Maine.

“Susan Collins has been in the Senate for 22 years. And at one point, maybe she was different than some of the folks in Washington. But she doesn’t seem that way anymore,” Gideon said in her announcement video.

She added, “And Susan Collins’ vote to put Brett Kavanaugh on the Supreme Court may be paying off for her, but it’s put women’s control over their own health-care decisions in extreme jeopardy.”

Remember, Democrats need to gain a net pickup of three seats to win back the Senate (if they also win the White House) – so Colorado, Arizona and Maine.

And if Dem Sen. Doug Jones loses in Alabama, they’ll need to win in one more state – North Carolina, Georgia, Iowa or Texas.

So having a piece on the board in Maine is essential.

On the campaign trail today: Vice President Pence headlines a “Latinos for Trump Coalition” in Miami ahead of the Dem debates that begin tomorrow in the city… Elizabeth Warren holds a town hall in Miami… So does Beto O’Rourke… Jay Inslee talks about the environment in the city… And both Julian Castro and John Delaney hold separate media avails.

DATA DOWNLOAD: And the number of the day is… 49 percent

That’s the share of residents of the Miami-Fort Lauderdale area who say in a new poll that they have made physical changes to their homes in the last year to protect against sea-level rise, flooding or extreme weather.

That’s compared to 30 percent of other Florida residents.

The new online survey by Climate Nexus, in partnership with the Yale Program on Climate Change Communication and the George Mason University Center for Climate Change Communication, also found that 71 percent of Florida voters support government action to address climate change.
