Friday, June 7, 2019 AOC and Cruz to Work Together on Anti-Lobbying Bill “Sen. Ted Cruz and Rep. Alexandria Ocasio-Cortez set aside their Twitter bickering [last] Thursday to strike an unusual bargain: an agreement to work together on a bill to ban former members of Congress from lobbying for life.” Politico From the Left The left is supportive of lobbying restrictions but does not see this proposal as the best option. “Is this a sign that bipartisanship has not totally and irrevocably flatlined in this hyper-polarized moment? Proof that not even Ted Cruz can resist AOC’s charming and engaging social media posts? Or just evidence that the scourge of the Congress-to-lobbyist fast-track is so rampant and destructive that even two people who likely see eye-to-eye on little in the world of policy can agree that something needs to be done about it?”
Jessica M. Goldstein, ThinkProgress

“This isn’t the first time lawmakers on both sides of the aisle have taken up the anti-lobbying cause… Yet none of [the] past bills have managed to gain much traction, and adversaries have raised constitutional issues with the ban, since the First Amendment gives U.S. citizens the right to petition the government. But with such political star power behind it, will A.O.C. and Cruz’s nascent bill finally be the one that manages to breaks through?
Alison Durkee, Vanity Fair

“Members of Congress in both parties are talking a big game about cleaning up Washington corruption, and House Democrats passed a major anti-corruption bill earlier this year that would crack down on lobbying. But even with the rare bipartisan momentum, some money in politics experts fear a blanket ban could have unintended consequences — pushing more people into so-called ‘shadow lobbying’... where former members of Congress still go to work for firms but even fewer actually register as lobbyists.”
Ella Nilsen, Vox

A lobbying ban isn’t enough… The Lobbying Disclosure Act requires lobbyists to register and disclose their clients if they spend more than 20 percent of their time on lobbying… Are you not a lobbyist if you only spend 19 or 15 percent of your time contacting government officials? Activities like buying ads or setting up astroturf websites to influence government officials also aren’t covered. A ‘government relations’ firm, for example, could spend $1 million on ads on the side of DC buses or at the Capitol South metro station saying ‘Congressman Funt Glunk, Vote No On HR. 69’ and never have to tell anyone on whose behalf they spent that money…

“A strict lobbying disclosure act, requiring more frequent and detailed disclosures and scrapping the bizarre 20 percent rule, would go a long way.”
Libby Watson, Splinter News

“If you ban lobbying jobs, the same corruption can sneak through in other channels. Consider, for example, Florida state Sen. Joe Negron, who was a staunch ally of the private prison industry while in office and then landed a cushy job as general counsel for a major private prison company. A job in a general counsel’s office isn’t lobbying. Neither is a gig on a company’s ‘public policy communications’ team. Or a job in a law firm’s government affairs practice. Or a ‘strategic consulting’ job. If a company wants to reward a former political ally with a lucrative job, a lobbying ban won’t stop that, and it’s honestly difficult to imagine what kind of rule would…

“It’s a nice feel-good story. Unfortunately, it’s not a very good idea. The most unseemly aspects of ‘the revolving door’ can’t effectively be curtailed by a lobbying ban, and attempting to craft an airtight one will distract reform energy from more important concerns. The real strength of moneyed interests in Congress derives from America’s unfortunate habit of starving its public institutions of resources. Give Congress more money to operate and pay members of Congress more and we’ll go a lot further to curb the power of special interests.”
Matthew Yglesias, Vox From the Right The right is generally supportive of lobbying restrictions but believes the current proposal would be unconstitutional. “Beltway wealth is not mostly enjoyed by well-paid bureaucrats, but by former government officials who cash in their public service. While in office, they increase their market value by making government bigger and more complicated. The biggest businesses are fine with this, because they can afford to hire former members such as Trent Lott, Joe Crowley, John Boehner, and Tom Daschle. Mom and pop suffer, as do taxpayers in Topeka who subsidize an orgy of ill-gotten wealth in the federal capital… A lifetime ban on lobbying by members of Congress and Cabinet officials wouldn’t stop the revolving door completely, but it would slow it a lot.”
Editorial Board, Washington Examiner

“In principle, I like the idea. But constitutionally, I think it is a deeply problematic proposal. I’d be totally okay with a constitutional amendment… But it is not just [politicians]. It is their staff too. Frankly, I am more in favor of term limits for congressional staff than members of Congress and none of them should be allowed to lobby. But we can start with congressmen.”
Erick Erickson, The Resurgent

The right to petition is explicitly protected by the First Amendment, and there is no exception within its text for former government employees — employees who, after they have left office, enjoy precisely the same relationship with their government as does any other citizen. Were Ocasio-Cortez, Cruz, and co. proposing to prohibit former federal legislators from engaging professionally in other First Amendment–protected behavior — say, from becoming paid writers or paid speakers or paid clergymen — it would be extremely obvious to us that their idea was unconstitutional. It should be obvious here, too.”
Charles Cooke, National Review

“All Cruz and AOC need to do is convince a majority of their colleagues to, er, voluntarily ban themselves from [these] lucrative jobs after their time in Congress is over. And they somehow need to do it despite the fact that both of them famously earned their own seats in Congress by defeating establishment-backed candidates in competitive primary races. That is, Cruz and AOC have *personally* made centrist members of their party less secure in their jobs and now they’re spoiling to block those centrists from security in their next jobs…

“[And] even if the ban took effect, good luck enforcing it. Presumably ex-legislators would develop some formalistic workaround in which they’re hired on by corporate firms as ‘consultants’ or whatever and then work the phones informally with their former colleagues in Congress.”
Allahpundit, Hot Air

“Working in DC is a full-time job, and lobbying firms hire people with relevant experience and contacts. Who are they supposed to hire? Former bartenders? Snarky tweeters? Idealistic pundits? You can’t outlaw Americans from gaining experience any more than you can outlaw them from staying in Washington. What you can do is vote for decent politicians, if such things exist…

“[Furthermore] lobbying isn’t inherently unethical. There are lobbyists for construction workers, nurses, casket makers, lawn-care providers, and numerous other industries that most voters probably find morally neutral. Yet, not one of these outfits, not even the ones with the most money or the most politicized agendas, has ever controlled your vote or the vote of your cowardly elected official. Politicians rely on groups whose views comport with their own agendas. Banning speech won’t change that reality.”
David Harsanyi, The Federalist On the bright side…

MAIMONIDES Good morning!

President Donald Trump on Thursday praised D-Day veterans as being “among the very greatest Americans who will ever live.”

The president was speaking at a ceremony marking the 75th anniversary of D-Day in Normandy, France.

“You are the pride of our nation, you are the glory of the republic,” Trump said.

French President Emmanuel Macron also praised the veterans, saying: “France has not forgotten those fighters to whom we owe the right to live in freedom.”

See More Top Stories AOC Returns to the Scene of the Minimum Wage Crime
By Larry Elder

Rep. Alexandria Ocasio-Cortez, D-N.Y., an advocate for a $15 minimum wage, returned to work as a bartender for one day. Ocasio-Cortez said: “All labor has dignity, and the way that we give labor dignity is by paying people the respect and the value that they are worth at minimum. We have to make one fair wage, and we have to raise the national minimum wage to $15 an hour, nothing less.” The issue is simple: Does a government-mandated minimum wage help or hurt the very workers and job seekers that Ocasio-Cortez wants to help? One of the most consistent criticisms leveled against President Donald Trump’s trade policy is that tariffs will hurt the economy and cost jobs. But what if the exact opposite is true? According to a recent study from the Coalition for a Prosperous America (CPA), the 25 percent U.S. tariff on all Chinese imports that Trump recently announced will produce “a significant, sustained boost to the U.S. economy, including the addition of $125 billion to GDP in 2024 and the creation of 721,000 additional jobs.” Read more

By Trevor Loudon

So, what’s the difference between democratic socialism and communism? Usually, five to 10 years.

Seriously, though, this question comes up a lot in the age of Bernie Sanders and Alexandria Ocasio-Cortez. Many younger people seem to think democratic socialism means all the liberty and prosperity we enjoy today, plus a bunch of free stuff. Indoctrinated young people are led to believe that the only changes in their lives under socialism would be the addition of free college, free health care, lots of public housing, guaranteed pensions, and generous welfare programs. POLITICO Playbook: Republicans ripped Democrats for a pay raise while GOP leaders tried to negotiate for one

DRIVING THE DAY

THE HOUSE GOP CAMPAIGN COMMITTEE GETS CROSSWISE WITH MCCARTHY AND SCALISE … On Tuesday, House Majority Leader STENY HOYER hosted House Minority Leader KEVIN MCCARTHY, House Minority Whip STEVE SCALISE (R-La.) and Rep. CEDRIC RICHMOND (D-La.) for a private meeting to negotiate a deal to give members a pay raise.

IT’S TYPICALLY A THORNY topic, but both McCarthy and Scalise have cautiously embraced giving lawmakers a bump in their compensation. (The salary for House members has been at $174,000 since 2009 — which also freezes staff salary.) McCarthy told NBC in May that he is open to it, because it’s been a decade since Congress got a cost-of-living adjustment and lawmakers are leaving the job over the pay. Scalise has said “it ought to be looked at” because Congress shouldn’t be a place where only wealthy people can afford to serve.

TUESDAY’S MEETING, went well, sources told us, and the two sides were moving toward a deal.

THEN, ONE DAY AFTER THE MEETING, THE NATIONAL REPUBLICAN CONGRESSIONAL COMMITTEE sent an email blasting Democrats for considering a pay raise — staking out a position in direct conflict with GOP party leaders.

— HERE’S WHAT THE NRCC’S EMAIL SAID: “After campaigning on a slogan of ‘for the people,’ the socialist Democrats have accomplished a whole lot of nothing 6 months into their majority. And as a reward for their incompetence, they want middle-class taxpayers to give them a $4,500 pay raise! Apparently making $174,000 a year, which is more than three times the average American’s salary, just isn’t enough for these socialist elitists. Between voting for the public to finance their campaigns, opposing middle-class tax cuts and pushing to give themselves raises, the socialist Democrats’ need to change their motto to ‘for the politicians.’”

YES, this is the NRCC blasting Democrats for embracing a position that MCCARTHY and SCALISE also hold. Needless to say, this did not sit well with many in the GOP leadership. People wondered why exactly the NRCC was taking a position contrary to top Republicans in the House.

THE NRCC’S CHRIS PACK said this in response: “With the exception of making anti-Semitism and socialism a cornerstone of their party’s platform and trying to fleece taxpayers to pay for their political campaigns, the socialist Democrats have accomplished precisely nothing since taking over the chamber. Perhaps they should actually do something – anything – to justify their paycheck. That’s the point of our release.”

THIS HAS LED TO A SERIOUS ROUND OF SNIPING … A SOURCE FAMILIAR WITH THE MEETING said this: “McCarthy and Hoyer each agreed in that meeting to take care of their own committees and make sure that if this went forward, neither side would attack each other. Less than 24 hours later, NRCC sent out that email slamming Democrats for doing it. So either McCarthy dropped the ball, or the NRCC dropped the ball.”

THE NRCC — which is supported, in part, by lawmaker dues — did not respond when asked whether it was aware of McCarthy’s agreement with Hoyer when it issued the release criticizing the pay raise.

DEPT. OF IF THINGS GO SIDEWAYS … WSJ’S NICK TIMIRAOS: “Fed Begins Debate on Whether to Cut Rate as Soon as June: Trade tensions darken economic outlook, raising possibility of interest-rate cut in weeks or months ahead”: “A month ago, Fed Chairman Jerome Powell played down speculation of a rate cut this summer. Now officials at the central bank face a darker economic outlook and heightened trade tensions, making a rate cut possible—if not at their meeting on June 18-19, then in July or later.

“The officials need to decide what would trigger such action, how much more information they want before making a decision and how to signal their intentions and plans. They are to begin their customary premeeting quiet period at the end of this week.

“Traders in futures markets have signaled about a 20% chance of a rate cut at the June 18-19 meeting, and a 70% chance of at least one cut by the meeting after that, on July 30-31, according to CME Group. Unlike in May, Fed officials haven’t expressly pushed back against the market pricing in rate cuts in recent days.” WSJ

“In an interview with three reporters accompanying him to the Gulf, Gen. THE INVESTIGATIONS … ANDREW DESIDERIO — “DOJ, Commerce reject Dem subpoenas for census docs”: “The Justice and Commerce departments on Thursday rejected House Democratic demands for more documents about the addition of a citizenship question to the 2020 census, likely leading to contempt citations for Attorney General William Barr and Commerce Secretary Wilbur Ross.

“In a letter to Oversight and Reform Committee Chairman Elijah Cummings (D-Md.), Assistant Attorney General Stephen Boyd said the documents the panel subpoenaed are protected by attorney-client privilege and therefore cannot be disclosed.” POLITICO

— CUMMINGS RESPONDS, via a statement off embargo this morning: “We gave Attorney General Barr and Secretary Ross every opportunity to produce the documents the Committee needs for our investigation, but rather than cooperate, they have decided that they would rather be held in contempt of Congress. They produced none of the documents we asked for, they made no counter-offers regarding these documents, and they seem determined to continue the Trump Administration’s cover-up.

“The letters last night were case studies in double-speak. They claim that fighting witness interviews for months under threat of subpoena is evidence of a ‘good faith accommodations process,’ they suggest that Secretary Ross’ refusal to meet demonstrates that the Department ‘is eager to continue its cooperation with the Committee,’ and they argue that withholding every single one of the key unredacted documents we subpoenaed somehow proves that ‘there is no information to hide.’”

MEDIAWATCH — JEFF GOLDBERG, the editor-in-chief of The Atlantic, received sharp criticism from media Twitter-land on Thursday because of a quote in an interview he gave to Laura Hazard Owen of Nieman Lab in which he said: “It’s really, really hard to write a 10,000-word cover story. There are not a lot of journalists in America who can do it. The journalists in America who do it are almost exclusively white males.”

The Washington Post’s Monica Hesse tweeted: “What’s interesting to me is how patently false this is, even within his own newsroom. Many of the strongest feature writers at The Atlantic are women: Caitlin Flanagan, Amanda Mull, Elaina Plott, Taylor Lorenz. Did he forget they exist? Why?” HuffPost’s Jessica Schulberg tweeted: “Aside from being patently untrue it blows my mind that the editor-in-chief of the Atlantic still doesn’t know better than to say this out loud!!!”

Asked for his version of the events, Goldberg told us: “I remember telling Laura Owen that, ‘The journalists who have been allowed to write cover stories [in the magazine industry] have been almost exclusively white males.’ This was obviously the intent of my quote, and I know — because Laura told me this — that she understands this to be the intent. If you read my quotes in context, you’ll see that this is clearly the intent.

“I was hoping that Nieman would issue a clarification on this point but I also recognize that Laura’s piece reflects accurately the many changes we’re implementing at The Atlantic to bring women to leadership, and to the cover of the print magazine as well.” He pointed out that when he became editor-in-chief, 17% of The Atlantic’s newsroom leadership was female but now it’s 63%.

He also told us: “[O]bviously I failed to phrase it in a way that makes people understand what I was saying or make some people understand what I was saying.” Asked if he had any regrets about what he said, “I regret obviously the way it’s been interpreted. I regret if I’ve hurt anybody, obviously, but my obvious intention was to signal that we’re trying harder than ever and we will continue to try very, very hard.” He said that the criticism online has been “a typical Twitter reaction. I think people assume the very worst. They don’t read the story. They take comments out of context.”

The Resurgent’s Morning Briefing for June 7,2019 View this email in your browser Share Tweet Forward I Think Conservative Are Going to Have to Get Their Hands Dirty in an Organized Fashion Given how Steven Crowder and other conservatives are being targeted by the left, I think conservatives are going to have to get better at fighting back.

While I support the right of private companies to control their platforms and decide who gets access to them, it is pretty clear an organized mob on the left is working overtime to silence conservative critics and have them demonetized and silenced.

Many of these social media giants are run by progressives who are far more responsive to progressive complaints. Likewise, many ad companies are run by progressives and are sympathetic to them. Vox Media, for example, that helped target Steven Crowder, has routinely gotten General Electric funding. That means conservatives are going to have to be more organized.

I have always hated the idea of boycotts and calls for demonetization of critics. I have always hated harassing private businesses over politics. I think it is bad. But it is clear progressives are taking advantage of that conservative reluctance to shut down and censor conservatives online. They’re trying to financially impact online conservatives in the way they have done so with talk radio, Fox News, etc. Read More…
A Case Study in Pro-Life Movement Grifting The Family Policy Alliance of Georgia did yeoman’s work getting the fetal heartbeat legislation passed in the Georgia General Assembly. Cole Muzio, the organization’s executive director, ran interference, held behind the scenes meetings, and got legislators in both houses of Georgia’s General Assembly talking to each other.

The FPA helped shape the parameters of the legislation and the battleground on which it was fought.

Joining FPA in its work was the Georgia Life Alliance, which maintains a pro-life scorecard, has built a reputation of being reasonable, and then leveraged that reputation to demand action on the fetal heartbeat legislation.

There’s a third pro-life group in Georgia and it used to be the most influential. That would be Georgia Right to Life. This pro-life organization actively opposed the fetal heartbeat legislation. Its position was that it would be better for the legislation to fail than to pass because there were exceptions for rape and incest in the legislation. Unlike Alabama or Louisiana, those excepts were a necessary compromise to get some wayward Republicans across the finish line.

Had Georgia Right to Life gotten its way, it would have killed the legislation.

Of the three, groups, I’ll give you one guess about which one is fundraising off passage of the fetal heartbeat legislation. Read More…   Abortion Barbie Keeps Running. Help Abort Her Campagn Abortion Barbie, Wendy Davis, just keeps running for office. Read More… How NASA’s Search For Aliens Is Exposing The Abortion Industry After finishing meetings in DC recently, I stopped by NASA HQ before leaving town. I’m a bit of a space nerd and I couldn’t pass up the chance to walk inside. The gift shop was full of swag containing various depictions of Martians and references to extraterrestrial life. The nerd community is obsessed with aliens.

That’s every space nerd’s dream: to find alien life. Just look at War of the Worlds, Star Trek, Star Wars, Andromeda, Stargate, and a hundred other sci-fi icons; popular culture has been fixated on discovering alien life for more than a hundred years. And what’s better? NASA says they’ll find life outside of Earth within the next 10 years.

NASA’s search for alien life isn’t what you would expect, however. When you and I hear “alien life,” we think of little green men. NASA, on the other hand, simply means some trace of organic material outside of Earth. It doesn’t even have to be very big or complex – a simple microbe would do the trick.

This got me thinking. Read More…

Interior Promotes True Conservation Agenda with Expanded Hunting, Fishing on 1.4M Acres
Interior Secretary David Bernhardt announced yesterday his agency will open more public lands to hunting and fishing opportunities, specifically 1.4 million acres, for Americans to enjoy.

This is in concert with a 2017 Secretarial Order 3356 put into place by his successor and former boss, Ryan Zinke.

“President Trump is committed to expanding public access on public lands, and this proposal is executing on that directive by opening and increasing more access to hunting and fishing by the Fish and Wildlife Service at more stations and across more acres than ever before,” said Secretary Bernhardt. “Hunting and fishing are more than just traditional pastimes as they are also vital to the conservation of our lands and waters, our outdoor recreation economy, and our American way of life. These refugees and hatcheries provide incredible opportunities for sportsmen and women and their families across the country to pass on a fishing and hunting heritage to future generations and connect with wildlife.”

This proposal would open up hunting and fishing opportunities on 74 national wildlife refuges (NWR) and 15 National Fish Hatchery System public lands — all under the purview of the U.S. Fish and Wildlife Service (USFWS). This would bring the number of hunting opportunities to 382 NWR’s and fishing opportunities to 316 NWR’s. For context, there are a total of 556 national wildlife refuges in the nation.

A Speech for the Ages
After a very emotional few days of greeting veterans and world leaders, President Donald Trump delivered a speech yesterday to commemorate the 75th anniversary of the Allied invasion of France. It was actually so good that he received actual compliments from media adversaries Jim Acosta and Joe Scarborough. Evocative of Ronald Reagan’s 1984 speech to recognize the 40 years since the “boys of Pointe-du-Hoc” scaled the Normandy cliffs to silence German guns, the President delivered a speech that will be filed as one of the highlights of his presidency. Here is the speech in part (hat tip to Fox News for the full transcript):

“We are gathered here on freedom’s altar, on these shores, on these bluffs, on this day 75 years ago, 10,000 men shed their blood, and thousands sacrificed their lives for their brothers, for their countries, and for the survival of liberty.

Today we remember those who fell, and we honor all who fought right here in Normandy. They wouldn’t back this ground for civilization. To more than one 170 Veterans of the Second World War, who join us today, you are among the very greatest Americans who will ever live. You are the pride of our nation. You are the glory of our republic. And we thank you from the bottom of our hearts.”

“This beach, codenamed Omaha, was defended by the Nazis with monstrous firepower, thousands and thousands of mines and spikes driven into the sands so deeply. It was here that tens of thousands of the Americans came. The G.I.’s who boarded the landing craft that morning knew that they carried on their shoulders not just the pack of a soldier, but the fate of the world.”

ISIS Plotted to Send Westerners to U.S. Through Mexico Border
Holly McKay for Fox News:

“A chilling confession from a captured ISIS fighter has shed light on how the terrorist group intended to exploit the vulnerabilities of the U.S. border with Mexico, using English speakers and westerners to take advantage of smuggling routes and target financial institutions.

Seized ISIS fighter Abu Henricki, a Canadian citizen with dual citizenship with Trinidad, last month said that he was sought out by the violent insurgency’s leadership to attack the U.S. from a route starting in Central America, according to a study by the International Center for the Study of Violent Extremism (ICSVE) and published in Homeland Security Today.

‘ISIS has organized plots in Europe with returnees so it seems entirely plausible that they wanted to send guys out to attack. The issue that makes a North American attack harder is the travel is more difficult from Syria,’ Anne Speckhard, who co-conducted the study as the director of ICSVE and Adjunct Associate Professor of Psychiatry at Georgetown University, told Fox News. ‘So the idea that they would instead use people who were not known to their own governments as having joined ISIS might make it possible for them to board airplanes.’

Henricki allegedly traveled to Syria with the intention of serving as an ISIS fighter, but was later told he could not take on soldier duties due to a chronic illness. At the end of 2016, he claimed to have been ‘invited’ by the ISIS intelligence wing – known as the emni – to join other Trinidadians and launch financial attacks on the U.S.

The attacks were described to Henricki as designed to ‘cripple the U.S. economy,’ and he was said to have been informed that he would be issued false identification and passports and would be maneuvered from Puerto Rico to Mexico and then to the United States.

‘The plan came from someone from the New Jersey state of America. I was going to take the boat from Puerto Rico into Mexico. He was going to smuggle me in,’ the ISIS cadre continued.

He further elaborated that he believed the scheme was aimed at New York financial targets.

‘They wanted to use these people (to attack inside the U.S.) because they were from these areas,’ Henricki told the scholars, indicating that they were either from North America or were English speakers.”

MEET THE PRESS

Image

From NBC’s Chuck Todd, Mark Murray and Carrie Dann

FIRST READ: Biden’s reversal on Hyde Amendment caps a tough week

So Joe Biden’s had a rough week.

It started with that sloppy climate plan rollout – the Biden campaign admitting that it forgot to give proper attribution to some passages in it. (The toplines were also almost identical to Beto O’Rourke’s climate plan.)

Then came the pile-on from his Democratic rivals after NBC News reported that the former vice president continued to support the Hyde Amendment, which bars federal funds for abortion services except in the cases of rape, incest or to save the life of the mother

And then last night, Biden reversed course, saying he now opposes the Hyde Amendment – after supporting it for decades.

“I can’t justify leaving millions of women without access to the care they need and the ability to … exercise their constitutionally protected right,” he said, per NBC’s Mike Memoli.

“If I believe healthcare is a right, as I do, I can no longer support an amendment that makes that right dependent on someone’s ZIP code.”

The Trump campaign quickly spiked the football on Biden’s quick flip-flop.

“He’s just not very good at this. Joe Biden is an existential threat to Joe Biden,” said the Trump campaign’s communications director.

To be fair to Biden, none of these missteps – lifting words for its policy plan (which happens all the time) or flip-flopping on an issue (ditto) – is fatal.

And as we’ve seen so far, there’s a real disconnect between what’s playing on Twitter and what rank-and-file Democrats care about.

But we stand by what we said about Biden after he first got into the race back in April:

He’s the Democratic front-runner — but a vulnerable one.

As Dem rival Seth Moulton tweeted this morning, “Bravo to @JoeBiden for doing the right thing and reversing his longstanding support for the Hyde Amendment. It takes courage to admit when you’re wrong, especially when those decisions affect millions of people.”

“Now do the Iraq War.”

TWEET OF THE DAY: Jekyll and Hyde

Image

Today’s tariff deadline

Talks between U.S. and Mexican negotiators will resume today for a third-straight day, as NBC’s Peter Alexander reports.

Administration officials say there has been “significant progress,” but they stress that President Trump will have the final say. (He returns home from Europe today, arriving back at the White House, per the White House schedule, at 4:45 pm ET.)

Also, Alexander confirms that Trump faces a deadline TODAY to sign an executive order to impose those tariffs against Mexico starting on Monday.

As a White House official tells Alexander, there is an advance notice requirement; however, it is not binding.

In other words, it is necessary to sign that executive order today. But it can still be turned off – avoiding those tariffs – before they would go into effect on Monday.

Sweet Carolina

All of the early looks at the 2020 electoral map have ignored a battleground state that was all the rage back in ’16.

North Carolina.

And you can argue it has the POTENTIAL to be a fascinating state to watch over the next year and half.

You have the competitive NC-9 election this September.

It’s a presidential battleground whose electoral votes (15) are greater than Wisconsin’s and New Hampshire’s combined (14).

(Yes, Hillary Clinton ultimately lost the state to Trump by 3 points in 2016, but she also led in the pre-Comey polls there.)

Its 2020 Senate race, with Republican Thom Tillis up for re-election, could determine if Dems can win back the chamber – if they land a solid recruit there.

Its gubernatorial race, with Democratic Gov. Roy Cooper up for re-election, could be the most competitive 2020 GOV race of the cycle.

And oh, Republicans are having their presidential convention in Charlotte.

2020 VISION: The Iowa Waltz

Almost the entire 2020 Dem field descends on Iowa this weekend, with a whopping 19 (!!!) candidates addressing the Iowa Democratic Party’s Hall of Fame event honoring 2018 gubernatorial nominee Fred Hubbell.

The one eyebrow-raising no-show (again): Joe Biden.

On the campaign trail today: Beto O’Rourke hits Lacona, Ottumwa and Knoxville… Pete Buttigieg attends a house party in Winterset before speaking at a Matthew Shepherd Scholarship Dinner in Des Moines… Bernie Sanders does a political podcast in Cedar Rapids… John Hickenlooper stumps in West Des Moines and holds a gun safety Q&A in Ankeny… And John Delaney is West Moines… Outside of Iowa, Kamala Harris stumps in Birmingham, Ala.

On the campaign trail Saturday: Buttigieg stumps in Des Moines, attends a Pride reception in the city, and does a small business tour in Mason City … Bernie Sanders holds town halls in Marshalltown and Waterloo… O’Rourke runs a Pride 5K Run in Des Moines, holds a town hall in Williamsburg and attends an office opening in Cedar Rapids… Cory Booker hits Des Moines, Ames, and Iowa City… Hickenlooper and Delaney remain in Iowa… Outside of Iowa, Harris remains in Alabama before stumping in South Carolina… Eric Swalwell campaigns in New Hampshire… And Tulsi Gabbard is in New York.

On the campaign trail Sunday: Beginning at 2:00 pm ET, Bennet, Booker, Bullock, Buttigieg, De Blasio, Delaney, Gabbard, Gillibrand, Harris, Hickenlooper, Inslee, Klobuchar, O’Rourke, Ryan, Sanders, Swalwell, Warren, Williamson and Yang speak at the Iowa Democrats’ Hall of Fame event in Cedar Rapids… Afterward, Sanders holds a rally in Dubuque… Warren attends a house party in Waterloo… And Harris does a town hall in Waterloo.

DATA DOWNLOAD: And the number of the day is… 46 percent

46 percent.

That’s the percentage of the vote that Republican John James — an African-American veteran and businessman — won in the 2018 Michigan Senate race, losing to incumbent Democrat Debbie Stabenow by just over six points.

James is running again in 2020, facing a less well-known Gary Peters in what could be a high-profile race in a must-win state for the Trump campaign.

Republicans haven’t won a Senate seat in Michigan since 1994.

THE LID: Leader of the pack

Don’t miss the pod from yesterday, when we looked at how the entire Democratic field is itching to take on Joe Biden

ICYMI: News clips you shouldn’t miss

SCOTT RASMUSSEN

ScottRasmussen.com Launch – Check Out My All New Website No Images? Click here   Good morning,On the issue they personally consider the most important, 35% of voters trust Democrats more than Republicans while 33% place more trust in Republicans. A ScottRasmussen.com national survey found that 18% do not trust either party, 6% trust both, and 7% are not sure.Among those who consider health care the most important issue, Democrats have a 53% to 16% advantage. Republicans have the advantage on national security, 60% to 13%.On the issue of immigration, voters overall are fairly evenly divided in terms of which party they trust. However, among those who consider it the most important issue, 60% trust Republicans more while 16% trust the Democrats. All of those findings are little changed from a month ago. But among those who say the economy is most important, it’s now fairly even: 35% trust Republicans more while 29% pick the Democrats. A month ago, the GOP had a 47% to 17% advantage. It’s important to note that these results are based only on the 148 survey respondents who named the economy as their top issue. Such data has a margin of sampling error of +/- 8.2 percentage points. This will be something worth watching in the coming months.Twenty percent (20%) of voters consider Health Care to be the most important issue; 15% say it’s the economy; 13% cite immigration; and 9% national security. The number of survey respondents naming a variety of other topics to be the most important issue was too small to report separate results.Just 25% now believe it is even somewhat likely that Congress will successfully address the major issues facing the nation before the 2020 elections. That’s down three points from a month ago and the lowest level of confidence yet measured. Only 9% think meaningful action is Very Likely.Among all voters, 35% now believe that Congress is too liberal while 31% believe it is too conservative. Those figures are little changed from a month ago.  Last fall,  44% believed Congress was too conservative and 36% said too liberal (see topline trends).Other survey data highlights how the nation’s political leaders have failed to connect with everyday Americans. Voters apparently see little relevance in the partisan dynamics that consume official Washington. Only 57% recognize that Democrats hold the majority in the House of Representatives at this time. Twenty percent (20%) mistakenly believe Republicans control the House. As for the Senate, 53% recognize that the GOP has majority control while 18% believe the Democrats are in charge. Finally, today’s Number of the Day shows that 63% of Americans are likely to take either a vacation or a long weekend trip this summer.  A ScottRasmussen.com/Job Creators Network survey found that 33% of vacationers plan to spend more money than last year while 15% think they will spend less.Fifty-five percent (55%) will drive, 27% will fly, 4% will take the train, and 15% will use some combination of travel. Most (55%) will stay in a hotel, and another 25% will stay with family or friends. Six percent (6%) will go camping or stay in an RV. The remainder will stay in an Airbnb or other home rental or will make other arrangements.Thank you for your interest in our work,Scott     Stay Informed Up To The Minute and Share ContentDeeper CurrentsScott Rasmussen offers his personal insight, analysis, and opinion on current political races, issues, and controversy. Andy Puzder splashes a cup of reality on the $15 minimum wage Posted: 07 Jun 2019 05:23 AM PDT As long as there are radical progressives like Alexandria Ocasio-Cortez on Capitol Hill, there will be talk of raising the minimum wage. 06/07/2019 Share: Carl Cannon’s Morning Note Presented by Fisher Investments: Trump-McConnell; Black Voters; Quote of the Week By Carl M. Cannon on Jun 07, 2019 09:19 am
Good morning, it’s June 7, 2019, a Friday, the day of the week I use this forum to pass along a quotation intended to provide inspiration. Today’s comes from a paratrooper made famous by the Stephen Spielberg-Tom Hanks 2001 miniseries, “Band of Brothers.” The soldier in question was 1st Lt. Richard Winters of E Company, 2nd Battalion, 506th Parachute Infantry Regiment, which was part of the U.S. Army’s 101st Airborne Division. In the riveting 10-part HBO drama, Winters is played by Damian Lewis. The entire “Band of Brothers” series is a tour de force, for several reasons. One is the sheer richness of the material, taken from historian Stephen E. Ambrose’s book of the same name. The other is the inspired casting in which the gifted Lewis — an Englishman in real life — plays the modest yet inspiring Dick Winters, a man who lived in Pennsylvania before and after World War II. “He just felt like a leader,” casting director Meg Liberman said later. “He felt like the guy that these men would do anything for.” The actual Dick Winters was certainly like that, a trait illustrated in one of the early scenes in the series when we find our hero gathering up the Easy Company men after their harrowing airdrop into France. At one point, Lt. Winters is joined by a private from another company, who expresses worry that the men are lost. “We’re not lost, private,” Winter responds. “We’re in Normandy.” There was more to this actual encounter, however, as I’ll explain in a moment. First, I’d point you to RealClearPolitics’ front page, which presents our poll averages, videos, breaking news stories, and aggregated opinion columns spanning the political spectrum. We also offer original material from our own reporters and contributors, including the following: * * * The Trump-McConnell Marriage Has a Shelf Life. A.B. Stoddard spotlights strains she expects to worsen if the Mexico tariff standoff lasts much longer (and even if it doesn’t). Trump Bets on More African American Support in 2020. (He Might Need It.) Phil Wegmann explores the campaign’s expectations and messaging. At WWII Memorial, Gratitude for “Longest Day” Troops. Julia Mullins reports on the scene at the Washington, D.C., focal point for veterans and those grateful for their service on D-Day. Govt. Threats on Big Tech Redefine “Superfluous.” In RealClearMarkets, Allan Golombek argues that new competitors will enter the field to take advantage of the opportunities that present themselves if Big Tech doesn’t keep getting better. Cap Patient Cost Sharing in Medicare Part D. In RealClearHealth, Peter J. Pitts hails a draft House bill that would limit drug expenses for those most in need of pricy medications. A New Dynamism for the Working Class. RealClearPolicy continues its “American Project” with Ryan Streeter’s reconsideration of the “pro-worker versus establishment Republican” dyad. The Flawed Treaty of Versailles, 100 Years On. In RealClearHistory, John Rossi revisits the punitive agreement ratified a century ago this month that ended one war but set the stage for another. * * * “John Hall,” the private introduced in the scene above, was a real person, although his name was actually John Halls — John Derrick Halls. He enlisted in the southern Colorado town of Pueblo in 1942, got his wings at Fort Benning, and crossed the Atlantic in 1943 to prepare for the invasion. Pvt. Halls died on D-Day, in a hedgerow above Utah Beach. He died heroically, too, while fighting under Dick Winters’ command with some Easy Company men. But I’ll let the real Dick Winters tell the story:  “After roaming around at the tail end of another column for most of the evening, I finally stumbled into Le Grand-Chemin, where the 2nd Battalion was gathering,” he recalled later. “At the time, E Company consisted of just 13 men. As I was sitting there with my men, an officer came back and said, ‘Winters, they want you up front!’ “When I got there, Capt. Clarence Hester turns to me and says: ‘There’s fire along that hedgerow there. Take care of it.’ That was it. There was no elaborate plan or briefing. I didn’t even know what was on the other side of the hedgerow. All I had were my instructions, and I had to quickly develop a plan from there. And as it turns out, I did. We were able to take out those four German guns with the loss of only one man, Pvt. John Hall, who was killed just in front of me. He was a good man, and his death was hard on me.” Years later, after Stephen Ambrose’s book had come out, Winters received a letter from one of the GIs who’d come from Utah Beach on the causeway that Easy Company, with help from John D. Halls, had cleared. The letter writer had been a medic on D-Day, walking behind a contingent of tanks on the beach. The medic wrote that he always wondered why the enemy fire raking Utah Beach had stopped. He thanked Winters and said he wouldn’t have made it without the German guns being knocked out. “That medic was a man named Elliot Richardson, who, as it turns out, later became attorney general in the Nixon administration,” Winters said. “So, we did a little good out there for those troops coming in on D-Day, which makes you feel pretty good.” And that’s our quote of the week.
