TOP TALKER … WSJ’S REBECCA BALLHAUS and GORDON LUBOLD: “White House Wanted USS John McCain ‘Out of Sight’ During Trump Japan Visit”: “In a May 15 email to U.S. Navy and Air Force officials, a U.S. Indo-Pacific Command official outlined plans for the president’s arrival that he said had resulted from conversations between the White House Military Office and the Seventh Fleet of the U.S. Navy. In addition to instructions for the proper landing areas for helicopters and preparation for the USS Wasp—where the president was scheduled to speak—the official issued a third directive: ‘USS John McCain needs to be out of sight.’

“‘Please confirm #3 will be satisfied,’ the official wrote. When a Navy commander expressed surprise about the directive for the USS John S. McCain, the U.S. Indo-Pacific Command official replied: ‘First I heard of it as well.’ He said he would work with the White House Military Office to obtain more information about the order.

“Acting Defense Secretary Pat Shanahan was aware of the concern about the presence of the USS John McCain in Japan and approved measures to ensure it didn’t interfere with the president’s visit, a U.S. official said. …

“A tarp was hung over the ship’s name ahead of the president’s trip, according to photos reviewed by the Journal, and sailors were directed to remove any coverings from the ship that bore its name. After the tarp was taken down, a barge was moved closer to the ship, obscuring its name. Sailors on the ship, who typically wear caps bearing its name, were given the day off during Mr. Trump’s visit, people familiar with the matter said.” WSJ

WHAT YOU NEED TO KNOW, MUELLER EDITION …

— ON THE SAME PAGE … Speaker NANCY PELOSI and House Judiciary Chairman JERRY NADLER are singing from identical song sheets when it comes to impeaching President DONALD TRUMP. Both said “nothing is off the table” yesterday. Of course, this is mostly meaningless, because neither of them took anything off the table before the MUELLER speech. But there had been some concern among Democratic leaders that Nadler was a bit more aggressive than Pelosi.

— WHAT PELOSI IS SAYING … “Nothing is off the table,” the speaker said at a Commonwealth Club event in San Francisco Wednesday. “But we do want to make such a compelling case, such an ironclad case that even the Republican senate would at the time seems to be not an objective jury, will be convinced of the path that we have to take as a country.” Again, she’s clearly worried about the prolonged impeachment process that results in nothing.

— THE NUMBERS GAME: PELOSI said the impeachment crowd in the House was “35 of them … maybe it is 38 of them out of 238.” Actually, it’s 41 — and 42 if you include Michigan GOP Rep. Justin Amash. This represents fewer than 20% of House Democrats, and less than 10% of the House. “Many of them are reflecting their views as well as those of their constituents,” Pelosi said in SF. “Many constituents want to impeach the president. But we want to do what is right and what gets results. What gets results.”

TRANSLATION: This is still a small group of Democrats. BUT … That said, the ranks of pro-impeachment Democrats are growing by the day. House Homeland Security Chairman BENNIE THOMPSON of Mississippi Wednesday became the most recent high-ranking Democrat to call for impeachment proceedings.

— MISJUDGING MUELLER? … AT THE END OF THE DAY, all Robert Mueller really did was reiteratewhat was in Volume II of his report: He wasn’t allowed to indict the president for anything, so the special counsel’s office didn’t consider it. To the extent that he leaned into the idea of impeachment, all he did was note the fact that it was up to others — i.e., Congress — to figure that out.

MAYBE ROBERT MUELLER is exactly who we thought he was: someone who follows rules to the letter, and views his mission in the narrowest terms possible. And maybe folks on the left are investing too much of their hopes in a guy who just doesn’t want the entire weight of American democracy on his shoulders — and never has.

— FORMER PROSECUTOR KEN WHITE IN THE ATLANTIC: “Wednesday’s press conference was consistent with Mueller’s image as a classic just-the-facts-ma’am G-man, a persona that frustrates anti-Trump partisans who dreamed of him as an avenging superhero. But a bit of passion shone through in two areas.” The Atlantic

— THE FALL is well later than the White House’s goal of getting this passed by the August recess. And this timing would place trade in the combustible mix of government funding and debt limit fights — and on the porch of election season.

— VP MIKE PENCE will travel to Ottawa today to meet with Canadian PM Justin Trudeau.

PELOSI on Facebook, via Cristiano Lima: “During an interview with San Francisco radio station KQED, the Democratic leader responded for the first time to the company’s decision to leave up the flurry of videos that had been slowed to make her appear inebriated.

“‘We have said all along, poor Facebook, they were unwittingly exploited by the Russians. I think wittingly, because right now they are putting up something that they know is false. I think it’s wrong,’ she said. ‘I can take it. … But [Facebook is] lying to the public.’ She added: ‘I think they have proven — by not taking down something they know is false — that they were willing enablers of the Russian interference in our election.’” POLITICO

A NEW HEADACHE? … MIAMI HERALD: “Federal prosecutors demand Cindy Yang records from Mar-a-Lago, Trump campaign”: “Federal prosecutors in Washington, D.C., this week sent subpoenas to Mar-a-Lago, President Donald Trump’s private club in Palm Beach, and Trump Victory, a political fundraising committee, demanding they turn over all records relating to Republican Party donor Li ‘Cindy’ Yang and several of her associates and companies, the Miami Herald has learned.

“Yang, a South Florida massage-parlor entrepreneur, is the target of a public corruption investigation seeking to determine if she funneled money from China to the president’s re-election campaign or otherwise violated campaign-finance laws. She became a GOP donor in the 2016 election cycle and opened a consulting company that promised Chinese businesspeople the chance to attend events at Mar-a-Lago and gain access to Trump and his inner circle.

In an open letter to Mueller, Robert De Niro writes that Mueller’s silence has “allowed the administration to use its own voice to control the narrative… you said that your investigation’s work ‘speaks for itself.’ It doesn’t. It may speak for itself to lawyers and lawmakers who have the patience and obligation to read through the more than 400 pages of carefully chosen words and nuanced conclusions [but not to the public]… You’ve characterized the report as your testimony, but you wouldn’t accept that reason from anyone your office interviewed… And if, in fact, you have nothing further to say about the investigation, for your public testimony, you could just read from the report… You are the voice of the Mueller report. Let the country hear that voice.”

The insertion of ‘not’ in Mueller’s statement… turns American jurisprudence completely on its head.”

KEY POINTS FROM THIS ARTICLE — Incumbent House members hardly ever lose primaries. In the post-World War II era, more than 98% of House members who have run for reelection have been renominated by their own parties. — However, even such a lofty renomination rate suggests that a few House members will lose primaries next year. And the high victory rate for incumbents in primaries doesn’t take into account some members who may have retired in the face of possible primary challenges. — There are several incumbent House members who should take seriously the threat of a primary in 2020. As of now, it appears that there is more primary action on the Democratic side than the Republican side. Incumbent primary threats in 2020 A week before Rep. Joe Crowley decisively lost his primary last year, I tweeted about Crowley’s potential vulnerability, with the caveat that “I have little idea if Rep. Joe Crowley (D, NY-14) is actually seriously threatened by Alexandria Ocasio-Cortez in his primary next week.” A member of Crowley’s staff sent me an email that quoted this question I raised and said, “He’s not. Not at all.” One couldn’t necessarily blame Crowley and his team for not fully recognizing the threat that Ocasio-Cortez posed. After all, almost all primaries of sitting House members fail.   That history might give some comfort to House members on both sides who have deviated from party orthodoxy and will face primary opposition next year, most notably Rep. Justin Amash (R, MI-3), who now supports impeaching President Donald Trump, and Rep. Dan Lipinski (D, IL-3), whose social conservatism nearly led to his defeat in 2018. That said, history also suggests that at least a few primary challenges will succeed this cycle. It’s those few examples that will, or at least should, keep House members from taking renomination totally for granted. Since the end of World War II, there have been 37 elections for the U.S. House (one every two years). In those 37 elections, an average of 397 House incumbents sought reelection each election year. On average, only six House members failed to secure renomination each election year. In other words, more than 98% of all House members who have sought renomination in the post-World War II era have received it. Table 1 shows the history from 1946 through 2018. Sources: Vital Statistics on Congress, Crystal Ball research This 98% renomination figure may actually understate the safety of incumbents in primaries, at least in this election. The reason is that 2020 is not a national redistricting cycle. While it is possible that some states will have new maps next year based on a pending Supreme Court decision, the lion’s share of states — if not all of them — will hold House elections next year under the same maps those states first created following the 2010 census and in advance of the 2012 election. Election years that end in “2” feature new maps across the nation as seats are reapportioned from slower-growth states to faster-growth ones and district lines shift within states in response to the population changes uncovered by the decennial census (this is also typically when one party or the other engages in gerrymandering). Reapportionment years naturally lead to more primary turnover in the House, as incumbents of the same party sometimes have to run against one another and the power of incumbency can be weakened as an incumbent finds him or herself in a radically-redrawn district. Note that on Table 1, four of the last five House election cycles where the number of incumbent primary losers reached double digits were in years ending with 2; the fifth, 1970, was not a national redistricting year, but the state that then held the nation’s largest congressional delegation, New York, drew new maps that year. One consequence of the new GOP-drawn map was that some white, liberal parts of Manhattan’s Upper West Side were added to a congressional district centered on then-heavily African-American Harlem. That helped Charlie Rangel narrowly defeat then-Rep. Adam Clayton Powell in the Democratic primary, ending the career of one of the most famous House members of the 20th century and beginning the career of another. (Because of his legal problems, the House had refused to seat Powell in 1967, but the Supreme Court later overruled the House, and Powell won reelection in 1968 anyway before losing to Rangel in the 1970 primary). In any event, redistricting can spur a level of primary competition greater than one would otherwise expect in non-redistricting years. But 2020 is not a national redistricting year. On the other hand, the imposing 98% renomination figure overstates how easy it is for incumbents to be renominated because it doesn’t take into account the members who retire instead of seeking reelection. For all the ease with which House members are renominated and reelected historically, there actually is a lot of turnover in the House from year to year. As noted above, an average of 397 House members seek reelection every even-numbered year. But the House has 435 members, meaning that on average 38 House districts do not feature an incumbent running for reelection each cycle, which is about 9% of the body’s total membership. So there actually is a fair amount of turnover every two years, if not through incumbents who lose in primaries or general elections, then because of members who decide not to run for the House again for one reason or another. Some of these members — not a lot of them, but some — may have retired at least in part because of fear of a primary challenge. Rangel himself is a recent example — he barely survived primary challenges from now-Rep. Adriano Espaillat (D, NY-13) in 2012 and 2014 thanks in part to his own personal legal troubles that earned him a censure from the House in 2010 as well as the changing racial composition of his district, which had become increasingly Hispanic over time and through redistricting. Rangel indicated in advance of the 2014 election that he would not run again in 2016, and Espaillat eventually claimed the safely Democratic seat. On the other side of the aisle, former Reps. Marge Roukema (R, NJ-5) and Richard Hanna (R, NY-22) retired, respectively, in 2002 and 2016, which cleared the way for past primary challengers to claim their seats: Those former challengers, who both ran to the right of the more centrist incumbents, would later lose to Democrats. So the renomination rate for incumbents might be slightly less glowing if some incumbents vulnerable to primary challenge had decided to run again as opposed to retiring and opening up their seats to their past primary rivals. There’s also the glaring reality that even though there have not been many House primary incumbent defeats in recent years, the ones that have occurred have featured some very prominent members. In 2014, House Majority Leader Eric Cantor (R, VA-7) lost to Dave Brat; four years later, Crowley, the No. 4 House Democrat, lost to Ocasio-Cortez. Both men might have been speaker if not for their primary defeats: Cantor almost assuredly would have been, perhaps as soon as after the 2014 elections; Crowley may have been sometime in the future. Even though one could count on a single hand the total number of House incumbent primary defeats in each of those years (2014 and 2018), these are the kinds of primary upsets that, with good reason, can spook other incumbent members. So, who might face the most serious primary opposition? It’s far too early to know for sure, particularly because the seriousness of such challenges often don’t become apparent to outside observers until right before the election. That said, there are some names who stand out on both sides. Amash, the Libertarian-inclined Republican who holds the Grand Rapids-based seat that is the descendant of the seat once represented by Gerald Ford, made national news recently for concluding after reading the Mueller Report that President Trump should be impeached. Outright opposition to Trump has become harder to assert in the GOP: Disloyalty to the president contributed to a House primary defeat last cycle, that of ex-Rep. Mark Sanford (R, SC-1), although Sanford had preexisting weaknesses stemming from a secret affair he carried on while he was governor. Criticism of Trump almost certainly contributed to Sen. Jeff Flake’s (R-AZ) retirement last cycle, as polling showed him doing very poorly in a primary; the same dynamic may have also helped convince Sen. Bob Corker (R-TN) to retire last cycle, although he was not in as obviously dire of straits as Flake. In any event, Amash — who has had primary opposition in the past — will face a challenge again, making him an incumbent to watch in next year’s primary season. Amash could potentially opt against reelection and run for president on the Libertarian Party ticket, which would provide another example of a retiring member leaving the House in advance of what may be a very difficult primary. Three other GOP incumbents, all of whom performed weakly in what should be safe Republican districts last fall, could face trouble within their own party next year if they seek reelection: Reps. Chris Collins (R, NY-27) and Duncan Hunter (R, CA-50), both of whom are under indictment on accusations of corruption, and Rep. Steve King (R, IA-4), whose racist comments and dalliances with white supremacists have aggravated leaders across the political spectrum. GOP leaders have stripped Collins, Hunter, and King of their committee assignments. First-term Rep. Ross Spano (R, FL-15) also could face a primary after admitting to possible campaign finance violations after his victory last November. Meanwhile, there appear to be more Democrats who already face primary opposition. It may be that Democrats are beginning to experience some of the primary strife that emerged on the Republican side of the aisle during the Obama years. Strangely enough, Trump’s victory, and the mere fact of holding the White House, may have actually had the effect of imposing more primary calm on the GOP side, and Trump’s backing of incumbents can help them fend off challengers if needed (assuming such support is offered). Meanwhile, losing the White House may be contributing to more primary agitation among Democrats, as a leaderless party sorts itself out in the post-Barack Obama era. Lipinski, the socially conservative Chicagoland Democrat noted above, only barely beat marketing consultant Marie Newman in 2018, and Newman is running again. The brewing primary has already made national news: Rep. Cheri Bustos (D, IL-17), the chairwoman of the Democratic Congressional Campaign Committee, was going to hold a fundraiser for her fellow Illinois Democrat, Lipinski, but the optics of the head of the DCCC so openly backing an anti-abortion rights incumbent outraged some Democrats. She recently canceled the event. The DCCC has also caught flak from some Democrats over a policy to freeze out campaign operatives and firms who back primary challengers. Remember: The formal party committees on both sides are first and foremost incumbent-protection organizations; incumbents help fill committee coffers and party groups typically don’t police member ideologies. That said, other ideological groups aligned with Democrats have backed Newman, like EMILY’s List, Planned Parenthood, and NARAL Pro-Choice America. One thing to watch in this race is the number of other candidates who enter: it was just Lipinski versus Newman last time, whereas this time there are other candidates running who could help split the anti-Lipinski vote. The New York Times’ Jonathan Martin reported that Newman and her allies are worried that any extra candidates may effectively be Lipinski plants. Some other House Democrats who are not particularly liberal, like Reps. Jim Costa (D, CA-16), Stephen Lynch (D, MA-8), and Henry Cuellar (D, TX-28), also seem likely to face primary opposition, although they all start in a much stronger position than Lipinski. (One note: California technically doesn’t have a primary, but rather a top-two system in which all candidates compete on a single first-round ballot and the top-two finishers advance to a general election. Washington has the same system, and Louisiana has a different system in which a candidate can avoid a top-two runoff if he or she wins more than 50% in the first round of voting. Intraparty challenges exist in those states, but they take a different form than in more traditional primary states.) Any discussion of Democratic primary challenges in the 2020 cycle must include the New York City area, scene of the Ocasio-Cortez insurrection in 2018. While Ocasio-Cortez was the only primary challenger to emerge victorious last cycle, Rep. Yvette Clarke (D, NY-9) nearly lost and Rep. Carolyn Maloney (D, NY-12) was held under 60% of the vote. Shane Goldmacher of the New York Times surveyed the primary scene earlier this year and found that they and many other NYC Democrats could or will face primaries. That includes senior members such as Reps. Jerrold Nadler (D, NY-10), Eliot Engel (D, NY-16), and Gregory Meeks (D, NY-5) as well as newer members like Reps. Tom Suozzi (D, NY-3) and Kathleen Rice (D, NY-4). To the extent that credible primaries develop against some or all of these members, they likely will be fueled by the left, including Justice Democrats, the left-wing group that counts Ocasio-Cortez among its success stories. Ocasio-Cortez herself fundraised off the possibility of facing a primary challenger; it’s possible that two of her first-term allies, Reps. Ilhan Omar (D, MN-5) and Rashida Tlaib (D, MI-13), could be primaried, too. Tlaib in particular merits watching, given that she is a Muslim of Palestinian descent who represents a majority African-American district, and she narrowly won her initial primary victory in 2018 thanks in part to multiple African-American candidates splitting the black vote. Rep. Diana DeGette (D, CO-1), a long-serving Denver representative, attracted a strong primary opponent, former state House Speaker Crisanta Duran (D), who seemed to be angling for a Senate bid before surprising observers by opting for a safe-seat primary challenge. DeGette fended off a primary challenge by a roughly two-to-one margin in 2018, but Duran may push her harder. Rep. Lacy Clay (D, MO-1) was held under 60% last cycle while Rep. David Scott (D, GA-13) was unopposed, but both will face challenges in majority African-American districts; so too will Rep. Danny Davis (D, IL-7). A couple of long-shot presidential candidates who have been a thorn in the side of House leadership, Reps. Seth Moulton (D, MA-6) and Tulsi Gabbard (D, HI-2), may need to tend to the home fires before too long lest they find themselves in primary trouble. Another, Rep. Eric Swalwell (D, CA-15) might well run again for House if his own bid for the White House doesn’t take off. It is uncertain whether he can clear the Democratic field for his seat, however, since some contenders are already organizing for the contest, although state Sen. Bob Wieckowski (D) has said he would defer to Swalwell if he ends up running for reelection. Top Democratic leaders in safe blue seats such as House Majority Leader Steny Hoyer (D, MD-5) and Ways and Means Committee Chairman Richard Neal (D, MA-1) have announced or likely challengers. So too do swing district members like Rep. Tom O’Halleran (D, AZ-1) and Kurt Schrader (D, OR-5), as well as a rising star from a famous family, Rep. Joe Kennedy III (D, MA-4). This is not intended to be a comprehensive list of all the Democratic and Republican primary challenges, as there are some we may not be mentioning here and more that will emerge over time. And to be clear: Just because a member has a primary challenger does not mean that member is in any trouble. Again, few of these challenges, historically, are successful. But one never quite knows which challengers will emerge as credible from the much larger group of those that fizzle. The rare incumbents who lose may not comprehend the depth of their troubles until the votes start coming in on Election Night. Bob Mueller Boxes the Democrats in on Impeachment If Democrats try to do impeachment, they run the risk of throwing their presidential candidates off message and providing an opening for Donald Trump. All the conversation will be about impeachment and the Democrats will not really be able to contrast themselves with the President issue by issue. It’ll just be impeachment and, again, the voters are ready to move on. Meanwhile, the President will assail the Democrats for trying to ruin his good economy. So either the Democrats must rush to do impeachment now or they must abandon it to avoid looking political and getting thrown off message. If they abandon it, they are going to dishearten their base and risk sabotaging Joe Biden’s candidacy by emboldening a progressive candidate who wages war against the Democrats for a failure to impeachment. Bob Mueller may have done the President no favors, but he did not do the Democrats any favors either. The Mueller Press Conference Leaves Everyone Annoyed

Yesterday morning, Special Counsel Robert Mueller addressed the public for the first time since the release of the “Mueller Report,” an over 400-page document detailing the government’s investigation of potential Russian interference in the 2016 election.

The press conference was anything but informative, providing incoherent legal reasoning, once again confirming why tasking the executive branch to investigate itself may very well be a fool’s errand. From Sean Davis of The Federalist:
 
“Let’s start with the Mueller team’s unique take on the nature of a prosecutor’s job. The standard American view of justice, affirmed and enforced by the U.S. Constitution, is that all are presumed innocent absent conviction by a jury of a specific charge of criminal wrongdoing. That is, the natural legal state of an individual in this country is innocence. It is not a state or a nature bestowed by cops or attorneys. Innocence is not granted by unelected bureaucrats or federal prosecutors…
 
“The order appointing the special counsel authorized us to investigate actions that could obstruct the investigation. We conducted that investigation and kept the office of the acting attorney general apprised of our work,” Mueller said. “After that investigation, if we had confidence that the president clearly did not commit a crime, we would have said so.”

According to Mueller and his team, charged Russians are presumed innocent. An American president, however, is presumed guilty unless and until Mueller’s team determines he is innocent. Such a standard is an obscene abomination against the rule of law, one that would never be committed by independent attorneys who place a fidelity to their oaths and impartial enforcement of the law ahead of their political motivations…

Multiple federal agents and prosecutors reached out to The Federalist after Mueller’s press conference to express dismay at the former FBI director’s behavior.
 
“I’d have been crucified under this rule for a ‘not innocent’ comment about an uncharged party,” a former federal prosecutor told The Federalist. “I literally cannot fathom holding a press conference to say that an uncharged person was not innocent.”
 
Charles Cooke of National Review took a similar stance, admonishing Mueller’s assertion that evidence of innocence is necessary for stating a crime was not committed, indeed a genuine warping of the American justice system:
 
“I’m sorry to be a broken record on this, but this line from Robert Mueller infuriates me:
 
If we had had confidence that the president had clearly not committed a crime we would have said so.” Mueller

That’s not how it works in America. Investigators are supposed to look for evidence that a crime was committed, and, if they don’t find enough to contend that a crime was a committed, they are supposed to say “We didn’t find enough to contend that a crime was committed.” They are not supposed to look for evidence that a crime was not committed and then say, “We couldn’t find evidence of innocence.”
 
Finally, Ben Shapiro of The Daily Wire weighed in on Wednesday evening with his own set of takeaways, namely reminding people that Mueller did not release any genuinely new information but rather has set the stage for Democrats to attempt impeachment:

“Did Mueller clarify anything today? Only that he exceeded his original mandate — that after conducting a thorough investigation, he was willing to inject himself into the political process rather than sticking to his role. That’s damning not just for Trump – who will now have to face down Democrats calling for his political head – but for a career prosecutor who decided that the business of criminal prosecution was too difficult, and that he’d prefer to serve as a roadbuilder for impeachment.”
 
Alex Trebek’s Cancer “Near-Remission”
America’s beloved host of Jeopardy! has announced some wonderful news in regards to his stage 4 pancreatic cancer. According to Trebek, his cancer has been responding to positively to chemotherapy, with some tumors decreasing by over 50%, placing him “near-remission.” From Fox News:
Trebek revealed that he cried “happy tears” when he learned that the treatment was working after struggling with it for weeks. He noted that he believes he has a distinct edge over the average person battling the disease.
 
“I’ve got a couple million people out there who have expressed their good thoughts, their positive energy directed toward me and their prayers,” he shared. “I told the doctors, this has to be more than just the chemo, and they agreed it could very well be an important part of this.”
 
He continued: “I’ve got a lot of love out there headed in my direction and a lot of prayers, and I will never ever minimize the value of that.”

Click here   Good morning,Eleven percent (11%) of voters believe there should be no Constitutional limits on the types of laws that Congress and the president can pass. That includes 15% of Republicans, 12% of Independents, and 8% of DemocratsThe good news is that that 71% disagree and favor Constitutional limits.Additionally, 72% believe it is more important to respect the individual rights and freedoms of all Americans than for the government to do what a majority of voters support. Twenty-eight percent (28%) take the opposite view.Sixty-five percent (65%) recognize that to expand individual freedom, is it necessary to place limits on government. Just 12% disagree. However, voters are evenly divided as to whether limited or active governments are more likely to promote fairness and equality.With the first debates just a month away, former Vice President Joe Biden is the first choice for 33% of Democratic voters and Democratic leaning Independents. Senator Bernie Sanders is still his closest challenger at 15% followed by Senator Elizabeth Warren at 7% and Senator Kamala Harris at 6%.These top four candidates are in the same order and generally the same position as in our previous two surveys.  Data released earlier showed that more than 70% of Democrats would be satisfied with any of those hopefuls as their nominee. I recently observed that this nomination contest may have become a four-person race.Sanders leads Biden by a narrow 22% to 18% margin among voters under 35. However, Biden attracts 52% of the vote from senior citizens while Sanders earns only 8% support from that group.Thirty-four percent (34%) of Democratic voters prefer Biden while 14% say they’ll vote for Sanders. Warren attracts 8% of the party vote while Harris gets 6%. Good morning, it’s Thursday, May 30, 2019. Last night, as I toggled between a televised Washington Nationals game and the Stanley Cup finals, a goofy story lit up my phone. Even in our currently deranged political environment, this sounded pretty preposterous. I thought it must be something from The Onion. But no, it apparently was real. It seems that on President Trump’s weekend sojourn to Japan, some genius in the White House thought it best if the commander-in-chief was spared the torment of gazing upon a U.S. Navy destroyer-class ship moored in Yokosuka harbor — a ship named the USS John McCain. And thus, according to the Wall Street Journal, the ship’s name was covered with a tarp, a barge was ordered to anchor in the sight line of the McCain, its crew was given a weekend pass so that sailors with that forbidden name on their caps wouldn’t be in the presence of the president. Further reporting this morning reveals that when Navy brass heard of this, they put a stop to it before Trump even reached Japan. For his part, the president insisted he knew noting about it. I have no reason to disbelieve him, but am nonetheless put in mind of a fascinating account of John McCain’s difficult relationship with another U.S. president, also a Republican, one fleshed out in The New Yorker magazine 14 years ago this month. This was a theme explored by McCain himself in the best-selling books he wrote with Mark Salter, but mainly as it applied to the North Vietnamese who tortured him and other American prisoners of war. Bruck was interested in something more contemporary at the time, and highly relevant to domestic politics. In 2000, McCain had upended the established order of things with his landslide victory over George W. Bush in New Hampshire’s Republican presidential primary. John McCain may have been the son and grandson of admirals — U.S. Navy royalty, in other words — but Dubya was the son of a president and grandson of a U.S. senator. He was Republican Party royalty. But after New Hampshire, Bush’s campaign wasn’t rescued by the genteel GOP establishment. It was aided and abetted by a guerilla campaign featuring dirty tricks and rumor-mongering by South Carolina conservatives that was so nasty nobody has taken credit for it to this day. What Bruck wanted to know was how McCain managed to put that behind him and stay in the Republican Party (even after John Kerry offered him the veep spot on the Democrats’ 2004 ticket) while forging a working, even cordial, relationship with Bush 43. The 2000 presidential campaign was the first electoral contest McCain had ever lost, Bruck noted, adding that “for someone so competitive that he didn’t speak to his best friend in prison for days after losing to him in a bridge game, this defeat was particularly hard.” When she asked him about it, it was clear that McCain had wrestled with this himself and worked it out in a way that gave him some measure of peace. He looked to an example — a negative example, in this case — provided by Theodore Roosevelt, one of McCain’s political heroes, who was defeated by Woodrow Wilson in 1912. “Roosevelt was very bitter at the end of his life,” McCain told Bruck. “And I took a lesson from that — that I would not be bitter.” “Americans don’t like sore losers!” McCain added with some heat. “They want you to move on. And that’s what I did. I didn’t complain, didn’t express outrage. I moved on.” That attitude, along with the fact that he wasn’t a general election candidate in 2000, apparently prolonged the life John Sidney McCain III. It seems that at the 2000 Republican National Convention, George W. Bush’s advisers chafed at the level of media coverage McCain was receiving. In an equivalent gesture to covering up his name with a tarp, they sent word to McCain adviser John Weaver. “Would you guys please leave the convention? You’re getting too much attention.” Weaver reported that he and fellow McCain aide Rick Davis “went to New York to go to Le Cirque and get drunk.” But with unexpected time on his hands, McCain decided to go a medical facility in Bethesda, Md., to have a troubling bump on his face checked.
“The next week, he called — it was malignant,” Weaver recalled. “If he had waited another month or two — and he would have, if he’d been running — it would have been lights out.” McCain was diagnosed with a recurrence of melanoma, which had first surfaced in 1993. “The cancer put him in a hurry,” Weaver said, “and made his zest for life even more robust.”  Carl M. FIRST READ: Everyone’s missing (or ignoring) the biggest red flag from Mueller

As everyone continues to parse Robert Mueller’s words from Wednesday – “It’s time to impeach!” “Trump is exonerated!” “Congress needs to do its job!” – most politicians and commentators are still missing his unequivocal message.

Russia clearly interfered in the 2016 presidential election.

Here were Mueller’s last two sentences from yesterday: “I will close by reiterating the central allegation of our indictments—that there were multiple, systematic efforts to interfere in our election.”

“That allegation deserves the attention of every American.”

Well, guess what isn’t getting attention today.

Russia’s interference in the 2016 presidential election resulted in the ouster of the chair of the Democratic National Committee.

It produced Hillary-versus-Bernie chaos entering the Democratic convention in Philadelphia.

It helped launch scores of stories looking into internal Clinton communications – from John Podesta’s hacked emails.

And it aided part of Donald Trump’s closing message, with him mentioning the word “WikiLeaks” some 140 times in the final month of the general election – a race decided by fewer than 80,000 votes in three states.

The lack of urgency and attention to that interference remains, in many ways, the real scandal.

That applies to a president who continues to describe that interference as a hoax.

And it applies to a Congress that’s been unable to mount a united front to prevent future interference.

Talk about not seeing the forest for the trees.

The Dems’ oversight strategy has been “an incoherent muddle”

As congressional Democrats continue to play Hamlet on impeachment – “To impeach or not to impeach, that is the question” – Lawfare’s Ben Wittes makes an excellent point.

Democrats are experiencing a crisis – or failure – of oversight.

“Since the Trump administration has made it abundantly clear that it will not cooperate with routine congressional follow up to the Mueller report, what questions does Congress really want to explore and which questions are less important?”

“Is it to evaluate Trump’s conduct?”

“Is it to establish a factual record to support some piece or pieces of legislation?”

“Is it to set the table for impeachment? Or is it to dramatize and bring to life the 448 pages of the Mueller report?”

Bottom line, Wittes says, “Congress’s current strategy is an incoherent muddle.”

Over to you, Nancy Pelosi and Democratic leaders…

2020 VISION: Freeze frame

By the way, if you wanted a taste of what the 2020 Democratic presidential race MIGHT look like if Congress does go down the impeachment rabbit hole, you got it yesterday after Mueller’s statement.

The 2020 field took second (or third) stage.

Impeachment most likely would relegate the Dem race to the backburner and freeze the contest until afterward.

Just imagine what impeachment – or a similar storyline – might have affected the 2008 Obama-versus Hillary race.

Would Hillary’s debate flub over drivers’ licenses have received the attention it did?

What about Obama’s J-J speech in Iowa? (“I don’t want to spend the next year or the next four years re-fighting the same fights that we had in the 1990s.”)
