Thursday, May 23, 2019 Huawei Blacklisted “The Trump administration [last] Thursday officially added China’s Huawei Technologies Co Ltd to a trade blacklist, immediately enacting restrictions that will make it extremely difficult for the telecom giant to do business with U.S. companies.” Reuters From the Left The left thinks there are real concerns regarding Huawei, but is divided on whether this hardball strategy makes sense. “In the old days, when we were just buying China’s tennis shoes and solar panels and it our soybeans and Boeings, who cared if the Chinese were Communists, Maoists, socialists — or cheats? But when Huawei is competing on the next generation of 5G telecom with Qualcomm, AT&T and Verizon — and 5G will become the new backbone of digital commerce, communication, health care, transportation and education — values matter, differences in values matters, a modicum of trust matters and the rule of law matters. This is especially true when 5G technologies and standards, once embedded in a country, become very hard to displace.” Thomas L. Friedman, New York Times Yet “neither the United States nor any of its allies has produced a ‘smoking gun’ proving that Chinese intelligence uses Huawei technology to penetrate other countries’ networks… It is legitimate for the United States to seek greater transparency from Huawei, both about its ownership and its strategic objectives in the global market. To the extent that the Trump administration’s latest step is an attempt to bolster its negotiating position on those issues, it may be justified. It will be harder still if Trump shows that he will leave any allies that do take a hard line in the lurch by cutting a bilateral deal with Beijing. Trump’s move against Huawei hasn’t just ratcheted up the intensity of the U.S.-China economic conflict. It has also put the president’s credibility at stake.” Hal Brands, Bloomberg Minority view: “Huawei calls what’s happening a ‘well-coordinated geopolitical campaign,’ and it may well be right… American tech needs a new narrative about its importance to the nation, and there is no better position for the companies than as the stalwart defenders against our greatest geopolitical rival, China… “Worried about tech’s surveillance of your everyday activities? Well, the Chinese have an even more invasive surveillance system… Want to break up Facebook? Its toughest challenger since Snapchat, the beloved new social-media app TikTok, is owned by a Chinese company… Worried about the breakneck developments in AI and their deployment across the national-security apparatus? But the Chinese. But the Chinese! But the Chinese!?… American power players love nothing more than a hegemonic challenge to catalyze and justify their actions.” Alexis C. Madrigal, The Atlantic “As smartphones and their related technologies become more and more ubiquitous, consumers and citizens need more options to access, use, and reuse them. Perhaps that means downloading software from app stores controlled solely by Apple and Google shouldn’t be the only option. Huawei may be feeling the pain for now, but the trouble with centralized control is that, eventually, the problem is going to extend to all of us.” Navneet Alang, The Week From the Right The right supports taking action against Huawei, arguing that its connections to the Chinese state represent a national security risk. “Whatever else can and undoubtedly will be said about the move, it represents for the first time a direct strike at the heart of Beijing’s telecoms/information technology maze of mercantilist protection. Critics who have argued (correctly) that the president’s scatter-shot tariffs on China are inefficient and self-destructive should at least applaud this more targeted move… at least in this instance and for the moment — the Trump administration has finally targeted a core element of the Chinese state-directed tech leviathan.” Claude Barfield, American Enterprise Institute “The Chinese… have stolen billions (trillions?) in technology trade secrets. They are building military-capable ports in the Middle East and in Central and South America. The blacklisting of Huawei is the first real step I’ve seen to stand against China’s onslaught against us.” Steve Berman, The Resurgent “It’s important to understand that the next generation of wireless networks is about more than faster load times for your grumpy cat GIFs. 5G will be the backbone of the world economy. Everything from heart monitors to self-driving cars will rely on it. One U.S. national security official told me that China would be able to bring U.S. cities to a standstill ‘with the push of a button’ if American cell towers were outfitted with Huawei equipment… “America’s spies and generals have long warned that Huawei is an arm of the People’s Liberation Army. Its routers and circuits are the equivalent of wiretaps for a powerful adversary. Last month, [it was] reported that Vodafone Group Plc found these kinds of backdoors in Huawei equipment in 2011 and 2012, providing some of the first public verification to the warnings of the U.S. intelligence community… The key task now is for President Donald Trump and his administration to stick with the Huawei ban, no matter what happens in trade talks.” Eli Lake, Bloomberg “The real beauty of this action is how it guts Xi and Huawei’s central narrative. Namely, their claim that Huawei is self-sufficient and able to provide a rival service to U.S. competitors. We’re about to see that claim tested. And I’m confident Huawei will end up red-faced… For too long Huawei has been able to play its way to market power and espionage ability. China hopes to persuade other nations to let Huawei keep spying, but American leadership is establishing ever more impenetrable roadblocks. Trump deserves much credit for his China policy. Google wouldn’t have done this by itself.” Tom Rogan, Washington Examiner Minority View: “Anathematizing Chinese companies simply for being Chinese would cripple the world economy… If U.S. telecom companies and network managers are worried about Huawei, they should ask to see the company’s software source codes. If consumers interpret the continual patter of software upgrades as a threat to privacy, Washington should assign the role of managing them to domestic telecommunications companies… “Huawei isn’t a problem. It’s an opportunity to revitalize the U.S. economy and enhance its digital infrastructure. The U.S. should embrace Huawei as a triumph of the American-led system rather than push it into the arms of Chinese hard-liners who revel in autarkic dreams.” George Gilder, Wall Street Journal “Here’s the big-picture question behind the current cyber battles: If innovation and superiority in smart industries define global economic prowess, can a country that limits its population’s access to the internet win?… It’s no longer guaranteed [that the next big thing will] come from America or other innovative free societies like Europe, South Korea or Israel. POLITICO Playbook: Dianne Feinstein’s dinner with the foreign minister of Iran

NEW … SEN. DIANNE FEINSTEIN (D-CALIF.) had dinner with IRANIAN FOREIGN MINISTER JAVAD ZARIF when he was in the United States a few weeks ago, several sources told us. Last week, Playbook reported that Feinstein was walking around the Capitol with Zarif’s contact information pulled up on her iPhone — we spotted it in an elevator.
FEINSTEIN’S team tells us that the dinner was “arranged in consultation with the State Department.” “The office was in touch with State in advance of the meeting to let them know it was happening and to get an update on U.S.-Iran activity,” Feinstein’s office said. A State Department official told us that they did not ask Feinstein to go to the dinner with Zarif, a smooth-talking, American-educated Iranian diplomat who worked on the nuclear deal with John Kerry.
OF COURSE, the United States and Iran are in the middle of a high-wire diplomatic and military staring contest. The United States has moved additional military resources into the region, and has indicated it has intelligence that the Iranians were readying to attack American interests in the region.
IT’S A BIT UNUSUAL THAT FEINSTEIN, the former chair and vice chair of the Intelligence Committee and a member of the Senate minority, is dining with the foreign minister of an adversary.
WE HAVE REACHED OUT to the White House to see if they had anything to say about this, and they did not respond to two emails seeking comment.

DONALD TRUMP AND THE TERRIBLE, HORRIBLE, NO GOOD, VERY BAD DAY: It was a brutal eight-hour stretch for President Donald Trump on Wednesday.
FIRST, Democrats cranked up the pressure on NANCY PELOSI to move toward impeachment, leading the House speaker to accuse the president of a “cover-up.”
THEN, a meeting at the White House to hash out a $2 trillion bipartisan infrastructure package ended in acrimony when Trump stormed out and made an angry, impromptu appearance in the Rose Garden, where he fired back at Pelosi and blasted Democrats for investigating him.
NEXT, New York lawmakers voted to turn over Trump’s tax returns to Congress — and Gov. Andrew Cuomo has vowed to sign the bill. Details about the bill, from the NYT
BY LATE AFTERNOON, a federal judge was ruling that Deutsche Bank, the president’s major creditor, had to turn over records of his business dealings to congressional investigators — and Democrats were declaring victory. Major financial institutions aren’t generally in the business of defying court orders.

JUST A THOUGHT: After Wednesday’s squabble between TRUMP and DEMOCRATS, isn’t there a case for Washington to do a quick, simple budget deal,lift the debt limit and stay away from each other for the rest of this Congress? PELOSI is suing for the president’s documents in court, House Democrats are ramping up investigations, and all TRUMP wants is an end to all probes into him. The two sides are at absolute loggerheads.
TO WIT: PELOSI said this of the president in an evening letter to Democratic colleagues: “Sadly, the only job the President seems to be concerned with is his own. He threatened to stop working with Democrats on all legislation unless we end oversight of his Administration and he had a temper tantrum for us all to see.” The letter

KEY POINTS FROM THIS ARTICLE — Senate retirements are not having a dramatic effect on the partisan odds in any race so far. — Democrats have missed on some Senate recruits, and that may (or may not) matter in the long run. — Alabama and Colorado remain the likeliest states to flip, with the Democratic-held Yellowhammer State the likeliest of all. — Arizona is the purest Toss-up. — Republicans remain favored overall. Five angles on Senate 2020 Republicans have to defend 22 Senate seats this cycle to the Democrats’ 12, yet the GOP remains favored to hold the chamber in large part because so many of the seats they are defending are in states that seem certain to vote Republican for president, and strongly so. Map 1: 2020 Senate races Map 2: Crystal Ball Senate race ratings Of the 22 seats that the Republicans are defending, 15 are in states that Donald Trump won by 14 points or more in 2016. The overall Senate balance of power is 53-47, meaning Democrats would need to net, at minimum, three seats to take the majority (the vice president elected in 2020 would break a 50-50 tie). What follows is a status report on the race for the Senate, divided into five storylines we’re following so far: 1. Retirements are not having a dramatic effect on the partisan odds in any race so far. Retirements often play a crucial role in the Senate calculus because even though the power of incumbency is waning, one still would expect a normal incumbent to perform better than a non-incumbent. As an example, while Democrats lost four states held by incumbents last year, they almost assuredly would have lost dark red Montana and West Virginia, too, had Sens. Jon Tester and Joe Manchin not run for reelection in their respective states. Retirements also can be important mile markers on the road to the general election: For instance, the Crystal Ball deemed the surprising retirement of Sen. Olympia Snowe (R-ME) in late February 2012 as a “Snowepocalypse” for the GOP that greatly harmed their chances of flipping the chamber. Independent Angus King ended up winning the seat under the assumption that he would caucus with Democrats (he did, and has ever since), and Republicans’ initial bullishness about winning the Senate waned (Democrats netted two seats that year, somewhat surprisingly). The following cycle, Sens. Tom Harkin (D-IA), Carl Levin (D-MI), Max Baucus (D-MT), Tim Johnson (D-SD), and Jay Rockefeller (D-WV) all announced their retirements by the end of April 2013, an early signal that the Democratic majority was in deep trouble (Republicans would end up winning all but Michigan as part of a net nine-seat gain that gave them a 54-46 majority). At least four of the 34 Senate races this year will feature open-seat races next year. But unlike the retirements in 2012 and 2014, this group of retirees doesn’t tell us much about what to expect next year. The retirees are Sens. Tom Udall (D-NM), Pat Roberts (R-KS), Lamar Alexander (R-TN), and Mike Enzi (R-WY). The three Republicans are all from very Republican states, so we kept all three races as Safe Republican. We saw last year, in another open-seat Tennessee race, that the Democratic cause there seems hopeless, given that a strong Democratic candidate in a good Democratic election year, former Gov. Phil Bredesen, couldn’t even get within single digits of now-Sen. Marsha Blackburn in the race to replace now-former Sen. Bob Corker (R-TN). Wyoming hasn’t elected a Democratic senator since 1970 and is arguably the most Republican state in the nation. Kansas hasn’t elected a Democratic senator since 1932; Senate Republicans apparently are ready to campaign against Kris Kobach (R), the party’s weak 2018 gubernatorial nominee, if he jumps in the race. If Kobach does enter the race we may need to change Kansas’ rating, but at this point we do not see it as a realistic Democratic target given its long and enduring GOP leanings. New Mexico, while the most competitive of these four states, is still trending Democratic. We moved that race from Safe Democratic to Likely Democratic, but only out of an abundance of caution. In other words, at this point it appears that the most vulnerable incumbents on both sides are still running, at least for now. Just as in 2012, when Snowe’s retirement gave the Democrats a seat they otherwise would’ve had little chance to win, Maine features the most important candidate decision, as Sen. Susan Collins (R-ME) is a significantly stronger candidate than any replacement Republican would be. Collins said earlier this year that she intends to run for reelection, though. 2. Chuck Schumer has struck out on some of his recruiting targets. An early story of the race for the Senate involves those Democrats who have decided not to run for the Senate. Former Gov. John Hickenlooper of Colorado, Gov. Steve Bullock of Montana, and former Rep. Beto O’Rourke of Texas all opted for the presidential race instead of Senate contests in their respective states. Stacey Abrams of Georgia, who lost a close gubernatorial race in 2018, also took a pass and may still be mulling a presidential bid. Former Gov. Tom Vilsack and first-term Rep. Cindy Axne, both of Iowa, also decided against Senate bids. It does seem fair to say that if it was just up to Senate Minority Leader Chuck Schumer (D-NY), many or all of these candidates would be running. Obviously, it’s ultimately not up to him, and the number of major Democrats who have said no to running for the Senate has led to questions about the ability of Democrats to win the chamber. It’s natural for the leadership of both parties to gravitate toward candidates who have higher levels of name ID and more proven ability to raise money and run a credible race. That said, we agree with Nathan Gonzales of Inside Elections, who recently wrote that it’s far too early to judge the eventual Democratic Senate slate. Republicans faced some questions about their candidates this time a half-dozen years ago, and they ended up doing quite well. It’s also unclear as to whether the aforementioned names actually are the best candidates in their respective states. Maybe a candidate such as Teresa Tomlinson (D), the former mayor of Columbus, GA who is seeking the Georgia Democratic nomination, would actually be a better fit than Abrams, who never seemed very interested in a Senate bid anyway. Republicans also don’t have a perfect record of candidate recruitment as they try to put some Democratic seats in play. Gov. Chris Sununu (R-NH) recently announced that he’s going to run for a third, two-year term as opposed to challenging Sen. Jeanne Shaheen (D-NH), meaning that Republicans will have to find a different and almost certainly less proven challenger. Additionally, there is an odd recruitment story unfolding in Michigan, which along with Alabama is the only Trump-won state Democrats are defending in this cycle’s Senate elections. With Sen. Gary Peters (D-MI) seeking a second term, many Senate Republicans hope that Iraq veteran John James (R) runs again after his credible albeit unsuccessful challenge to Sen. Debbie Stabenow (D-MI) last cycle. But the Trump reelection campaign may be actively dissuading James from running, based on the thinking that “a statewide campaign by James could force Democrats to spend more money in the state, driving turnout on the other side and potentially hurting the president,” as Politico‘s Alex Isenstadt reported. Perhaps the Trump camp hopes that Democrats will take Michigan for granted, as Hillary Clinton’s campaign seemed to do for much of the 2016 cycle. But one would think the Democratic presidential campaign is going to expend maximum effort in Michigan regardless of the Senate race, as the state seems necessary (at least to us) for a Democratic presidential victory. From that standpoint, it might make sense for Republicans to field the strongest possible slate of candidates in Michigan, which very well might include James. That’s what the National Republican Senate Committee believes, as evidenced by a recent NRSC memo arguing for James to run for Senate obtained by the Washington Post. 3. Alabama and Colorado remain the likeliest states to flip. Speaking of candidate recruitment, the eventual challengers to Sens. Doug Jones (D-AL) and Cory Gardner (R-CO) remain unknown, and we characterize both of their races as Toss-ups. After all, there’s always the possibility that the challenging party will nominate a dud opponent against either, as Republicans did in the 2017 special election won by Jones, who beat the disastrously flawed Roy Moore (R). However, assuming decent challengers, both Jones and Gardner are quite vulnerable (Jones in particular given how red Alabama is in a presidential year). Gardner could run ahead of Donald Trump in Colorado, something he probably will have to do to win unless Trump does significantly better in Colorado than he did in 2016 (he lost the state by about five points). In that respect, Gardner may be at the whim of forces he does not control, although Colorado isn’t nearly as far gone at the presidential level for Republicans as Alabama is for Democrats. In an age where ticket-splitting has become much less common, the individual attributes of the incumbents — and the challengers — may not mean as much as they commonly have in the past. For that reason, it’s far from guaranteed that Jones could win even if Moore ran and got the nomination again; despite Moore’s horrible baggage and campaign, he only lost to Jones by less than two points. 4. Arizona is the purest Toss-up. Arizona seems an odd fit as a swing state: It is in some ways an outpost of the conservative Deep South, at least in terms of some of its early migration and party identification patterns (Arizona after statehood was dominated by conservative Democrats, just like the old Solid South). If Ronald Reagan is the father of modern conservative Republicanism, then Arizonan Barry Goldwater is its grandfather. And yet, Arizona came within 3.5 points of backing Hillary Clinton in 2016 and, two years later, it elected a Democratic senator for the first time in three decades. The Democrats’ hopes of winning a Senate majority in 2020 hinge, to a large extent, on Arizona electing a second Democratic senator. Arizona hasn’t had two Democratic senators at the same time since Senate Majority Leader Ernest McFarland (D-AZ) lost to Goldwater in 1952 (which opened the position of Senate Democratic leader to Lyndon Johnson, whose party would retake the majority two years later). 1952 also was the first year that Arizona clearly started voting to the right of the nation in presidential elections. It still does, albeit not as sharply if 2016 is any indication. We rate the race for both Arizona’s 11 electoral votes, and its 2020 Senate race, as Toss-ups. History suggests we’re being overly kind to Democrats, but time will tell and there are some hopeful trends for Democrats there. A common refrain from our Republican Senate contacts throughout the 2018 cycle was that outside Republican groups held their fire for too long against now-Sen. Kyrsten Sinema (D-AZ), allowing her to build up a positive image during her unopposed primary while the Republicans slogged through their own. Sinema ultimately was able to withstand negative attack ads about her past — in which she expressed opinions that were considerably to the left of where she positioned herself as a Senate candidate — and she beat Martha McSally (R) by a couple of points. Now McSally is back on the ballot, this time running as an appointed senator for the remaining two years of the late John McCain’s term. Democrats have rallied around Mark Kelly, a former astronaut who is married to former Arizona Rep. Gabrielle Giffords (D). Kelly has gotten off to an astounding fundraising start and is a newcomer to formal elective politics. His candidacy represents a recruiting success for Senate Democrats, as does the decision by Rep. Ruben Gallego (D, AZ-7) to pass on a bid, clearing Kelly’s path to nomination. Kelly looks great on paper, but we’ll have to see how he performs. Republicans, hoping to muddy Kelly’s reputation early in the race, have started attacking him over some of his past paid speeches. Whether the attacks stick or not, Republicans don’t want Kelly to get the early, positive head start that some of them believe Sinema got last cycle. If McSally is nominated again and wins, she’ll presumably run for a full, six-year term in 2022, meaning that she might end up being her party’s Senate nominee in three straight election cycles: 2018, 2020, and 2022. That would be a rare feat, although it’s not without recent precedent. Former Sen. Scott Brown was a Republican nominee in three straight Senate cycles, winning in an early 2010 Massachusetts special election, losing to challenger Elizabeth Warren (D) for a full Massachusetts term in November 2012, and then losing as the GOP challenger to Shaheen in New Hampshire in 2014. That said, McSally would be running in the same state, and in the November election each time, if she is in fact the GOP Senate nominee in 2020 and 2022, so the comparison to Brown isn’t a perfect one. 5. Republicans remain favored overall. Arizona looms so large because it’s hard to really piece together a plausible path to a Democratic majority without it flipping. If one assumes that Democrats lose Alabama but win Colorado — the former is a better assumption than the latter — that evens out to no net change. So even if Democrats win Arizona and Colorado but lose Alabama, they would need at least two more victories in GOP-held seats. Which ones? The list actually isn’t that long, or that appealing, for Democrats. Beyond Colorado, Republicans are defending only one other seat in a state that Hillary Clinton won in 2016: Maine, where Collins is on track to run for a fifth term. Collins does not appear to have a top-tier Democratic challenger as of yet — here’s another place where Democrats have recruiting work to do. We also haven’t seen much compelling data that indicates Collins is truly vulnerable despite her important role in Brett Kavanaugh’s Supreme Court confirmation last fall, although of course she might be. Other Democratic possibilities are Georgia, Iowa, and North Carolina; the Tar Heel State may be the best target of that trio, given its history of close Senate races and because it was the closest of the three states in the 2016 presidential race. Sen. Thom Tillis (R-NC) also now faces a primary challenger. If Trump tanks in 2020, Democrats could end up carrying all three states for president as part of a larger national sweep that wins them unified control of the presidency and Congress. If Trump wins, or even if he loses narrowly, he likely will carry all three of these states, providing a buffer for their GOP Senate incumbents. Barring some other big upset (Texas?), Democrats probably won’t win the Senate without at least one of Georgia, Iowa, or North Carolina. Winning one or more of those is possible for Democrats, but none of them look like a Toss-up right now. That, plus the reality that even more plausible targets like Arizona and Colorado are far from sure things, helps illustrate why Republicans remain favorites to retain the upper chamber. Trump Cancels Infrastructure Meeting as Dems Push Towards Impeachment “There was supposed to be a meeting about infrastructure today. Remember infrastructure? The policy area where Democrats and Republicans can find agreement and move forward? Well, not so fast. The scheduled meeting between President Trump, House Speaker Nancy Pelosi, and Senate Minority Leader Chuck Schumer didn’t quite go as planned after Pelosi buckled to the far-leftists in her caucus and accused Trump of engaging in a cover-up over obstruction of justice allegations stemming from the Robert Mueller report. Pelosi’s comments came this morning after an emergency meeting in which she apparently barely managed to stave off calls from her colleagues to impeach President Trump. For the time being, her efforts were successful and Democrats in the House will not start impeachment proceedings. But that agreement came at a price for the speaker, who having been outflanked by the left made the damning statements about Trump being involved in a cover-up.” President Trump was not happy about the Speaker’s remarks, and concluded the meeting early without shaking anyone’s hand. Michael Avenatti Indicted (Again) for Stealing from Stormy Disgraced creepy porn lawyer Michael Avenatti stole from his client, Stormy Daniels, and used the money for his Ferrari lease payment, among other personal expenses. Federal prosecutors in New York charged attorney and alleged con artist Michael Avenatti on Wednesday for stealing from and forging the signature of his former client, Stephanie Gregory Clifford, who uses the name Stormy Daniels. This indictment comes on the heels of separate fraud and extortion charges filed against Avenatti in March. Avenatti allegedly stole the $297,500 Daniels was owed for a book advance from her literary agent. The indictment says he did so by sending Daniel’s agent a “fraudulent and unauthorized letter” with a forgery of his client’s signature and instructions to send the money to a bank account controlled solely by Avenatti.” More here. Harriet Tubman Will Not Replace Jackson on the $20 (Yet) Gun-toting, slave-saving Republican Harriet Tubman won’t be replacing President Andrew Jackson on the $20 bill until 2028 according to Treasury Secretary Steven Mnuchin. While Tubman is worthy of honor, the pile-on left, right, and center on Andrew Jackson is deeply undeserved. As my husband Jarrett Stepman (a bit of a Jacksonian scholar 🙂 wrote back the last time the idea was in the news: “Though his record was occasionally blemished and his triumphs mostly forgotten—Jackson’s legacy deserves a place with other greats in the history of the republic, and his principles will likely have a growing, not waning impact on the future of the United States. Unfortunately, all we hear today are Jackson’s faults. A recent Huffington Post op-ed claimed that it would be a tragedy to remove Hamilton from the $10 bill for the ‘pro-slavery, genocidal President Andrew Jackson.’… Like many great presidents, Jackson was a polarizing figure who sparked both unhesitating admiration from supporters and loathing from opponents. Though he had many achievements and failures during his eight years in office, two aspects of his presidency stand out: the veto of the Second Bank of the United States’ charter and his principled stand against disunion during the nullification crisis… Jackson deserves greater recognition from modern Americans; old heroes should not be so quickly cast aside.” Fashion Moment of the Week It’s no secret that I share fashion blogger and influencer Krystal Bick’s taste for midi dresses. Good morning,In
the 2020 presidential election, 68% of voters are confident that the
votes will be counted correctly and that the legitimate winner will be
declared. A ScottRasmussen.com survey found that total includes 25% who
are Very Confident.The
survey also found that 84% think people should be required to show a
photo ID in order to vote. That’s up slightly from 79% last November.Eighty
percent (80%) of Republicans are confident the votes will be counted
correctly. That view is shared by 56% of
Democrats and 69% of Independents. Photo ID requirements are supported
by 94% of Republicans, 73% of Democrats, and 86% of Independent voters.Other data released showed that 44% of voters nationwide believe Democratic officials actively encourage non-citizens to vote. On
the other hand, 33% believe Republican officials actively try to
suppress the vote of non-white Americans. Independent voters are more
skeptical of Democrats on this point than Republicans.The latest Job Creators Network/ ScottRasmussen.com Weekly Pulse survey shows that economic confidence remains strong and may be growing stronger.Fifty-four
percent (54%) of Americans now rate the economy as good or excellent.
This is the fifth straight weekly update showing at least 52% rate the
economy in such positive terms. That’s the longest such streak since
last December.Additionally, 34% now believe the economy is getting better while 24% say it is getting worse. Those numbers have remained net positive ever
since the government shutdown ended.On
the personal level, 51% of Americans rate their own finances as good or
excellent. Thirty percent (30%) say fair and 16% poor.By
a 31% to 15% margin, Americans believe their own finances are getting
better rather than worse. By a 45% to 9% margin, Republicans believe
their own finances are getting better. Democrats (26% better, 17% worse)
and Independents (25% better, 16% worse) are not as enthusiastic but
still tend to be optimistic.Today’s Number of the Day notes
that family ties enabled 748,746 immigrants to
receive green cards and permanent resident status in the United States
during 2017. This accounted for 66% of legal permanent residents

05/23/2019 Share: Carl Cannon’s Morning Note Setting Rahm Straight; Tax Blowback; Music Man By Carl M. Cannon on May 23, 2019 09:08 am Good morning, it’s Thursday, May 23, 2019. We’re hearing lately about President Trump’s yearning for a military parade in Washington, D.C., and his desire to alter the traditional July 4 celebrations in the nation’s capital. These are controversial plans, although one is never certain these days whether the opposition is really to the ideas themselves — or its originator. As we head tomorrow into another Memorial Day weekend, it’s worth remembering that Washington has had military parades in the past. One of them occurred on this date in 1865, when the victorious Army of the Potomac marched down Pennsylvania Avenue, regimental bands playing and crowds cheering. Most of the men in those ranks had not been there on the summer day in 1861 when the corps marched out under Brig. Gen. Irvin McDowell’s command, as if on a weekend lark, to meet “Johnny Reb” near the town of Manassas at a creek called Bull Run. The Army of the Potomac subsequently marched into battle again and again. It fought a second time at Bull Run, and then, as the months turned into years, at a litany of place names seared into the American memory under generals forgettable and unforgettable: at Antietam under McClellan; Chancellorsville under Hooker; Gettysburg under Meade; finally at Richmond, Petersburg, and Appomattox under the overall command of Ulysses Grant. Now, on May 23, 1865, the band was playing a catchy tune as it marched in peacetime, and some in the crowd joined in the signing. The refrain went like this: When Johnny comes marching home again, hurrah, hurrah!We’ll give him a hearty welcome then, hurrah, hurrah! The men will cheer, the boys will shout, the ladies, they will all turn out, And we’ll all feel gay when Johnny comes marching home. I’ll have a further word about that song and its composer, whom I’ve written about previously, in a moment. The buildings along the route were still bearing black crepe. But one of the songs the band played was intended to lift Americans’ spirits. It was officially called “When Johnny Comes Marching Home: A Soldier’s Return March,” and it had been copyrighted under the pseudonym “Louis Lambert” in the middle of the Civil War by famed band leader Patrick Sarsfield Gilmore. It must have been bittersweet, standing along Pennsylvania Avenue 154 years ago today. The black bunting would remind Washington residents of their martyred president — and the thousands upon thousands who had died during the war. But the band’s evocative ditty and the sight of jaunty Union soldiers in their dress blues also served as a reminder that those lucky enough to return from the killing fields were now dedicated to the task of rebuilding their country’s future. Certainly, Irish-born band leader Patrick Gilmore embraced it, and did his part in shaping what Lincoln had called, at Gettysburg, “the great task remaining before us.” No modern American would be surprised to learn that Pat Gilmore was an immigrant. (They get the job done!) Born on Christmas Day 1829 in County Galway, Gilmore had a knack for music — and an obsession with military bands — from the time he was a boy. He immigrated to the New World with a brother, joined a Canadian regimental band and later made his way to Boston. He sold sheet music, then opened a music store, took over the leadership of the Salem Brass Band, organized the forerunner to the Boston Pops Orchestra, and played at James Buchanan’s inauguration. When the Civil War broke out, Gilmore came up with the idea of having his entire band enlist in the U.S. Army as a way of forestalling their breakup via the military draft. This offer was accepted, and the band merged into the 24th Massachusetts Volunteers. They marched into battle, playing all the war songs, from “John Brown’s Body” (and the re-written version of it, “Battle Hymn of the Republic”) to “Sad News From Home.” “When Johnny Comes Marching Home” was inspired by the 1863 Union victory at Gettysburg. FIRST READ: After infrastructure blowup, Trump owns Washington gridlock
By telling Democrats that he won’t work on items like infrastructure until they end their investigations into him, President Trump on Wednesday took ownership of Washington’s gridlock.
That’s a dangerous place for any American president, especially one facing re-election a year from now.
In fact, it’s pretty similar to when Trump took ownership of a government shutdown in that meeting last December with Nancy Pelosi and Chuck Schumer.
“I am proud to shut down the government for border security,” he said back then. “I will take the mantle. I will be the one to shut it down.”

It’s a given that it’s more difficult to get things done in Washington when there’s divided government.
But an incumbent president has to TRY.
It’s why Bill Clinton did welfare reform and a minimum wage increase with a GOP Congress.
It’s why George W. Bush worked with Democrats on immigration, even though they were unsuccessful.
And it’s why Barack Obama desperately tried cutting that debt-ceiling deal with Republicans in 2011.
Trying makes it easier to at least share the gridlock. Not trying, however, makes you own it.

While the conservative echo chamber will make Trump feel good for a while about yesterday’s blowup (“Way to own the libs!”), do note that some GOP Senate allies aren’t too happy with how Wednesday played.
“My advice to the President is to try to find solutions to problems like infrastructure, prescription drugs, and a broken immigration system,” Sen. Lindsey Graham tweeted.
“Why haven’t we brought up a bill on prescription drugs? There’s common ground there,” added GOP Sen. John Kennedy on “MTP Daily” yesterday.
One other thing: It’s clear that Trump is trying to drive a wedge between Democrats on the subject of impeachment.
But what yesterday did was UNITE Democrats around Pelosi – at least for the time being.
Trump fires back: No, Democrats own the gridlock
Obviously responding to the kind of critique above, Trump tweeted this morning:
But here’s the thing: Trump was the one who make the ultimatum yesterday. And he was the one who ended the meeting on infrastructure.
Five falsehoods from yesterday
Here’s a compilation of five of the false or misleading claims that Trump made in his Rose Garden comments yesterday:
1. “I think most of you would agree, I’m the most transparent president probably in the history of this country.”
THE FACTS: While the Trump White House did turn over documents in the Russia probe and while Trump officials did speak to Mueller, President Trump hasn’t turned over his tax returns (like other presidents have); his administration objected to former WH counsel Don McGahn testifying before Congress; and Trump never sat down for an interview with Mueller in the Russia probe.
2. “The whole thing with Russia was a hoax as it relates to the Trump administration and myself.”
THE FACTS: While Mueller’s investigation didn’t establish that members of the Trump campaign conspired or coordinated with the Russian government, it DID establish that Russia interfered in the 2016 election, that it did so to help Trump, and that the Trump campaign expected it would benefit from the interference.
3. “This is what happened: No collusion, no obstruction, no nothing.”
THE FACTS: Mueller’s report never exonerated Trump on obstruction of justice. “Accordingly, while this report does not conclude that the President committed a crime, it also does not exonerate him.”
4. “We had an election [last night] for Fred Keller, a 50/50 shot and he won in a landslide. We went and we did a rally. Hardly mentioned today.”
THE FACTS: Keller’s special-election victory last night was in the ruby-red PA-12 district, where the previous GOP congressman won 66 percent of the vote in 2018.
5. “But for my way of thinking, and I know a lot of you agree with me, the crime [regarding the Russia investigation] was committed on the other side.”
THE FACTS: The Mueller investigation resulted in guilty pleas and convictions regarding Trump’s former campaign chairman (Paul Manafort), the president’s former national security adviser (Michael Flynn), a former top campaign/transition aide (Rick Gates), former campaign adviser (George Papadopoulos), and former lawyer/fixer (Michael Cohen).
2020 VISION: Biden’s unity argument looks a lot stronger today
It’s easy for many Democrats and pundits to mock Joe Biden’s unity message.
The response: “Hey Joe, what about Merrick Garland?”
But guess what:
Biden’s desire for unity looks a whole lot stronger after yesterday’s
Trump-Pelosi-Schumer blowup than it might have during the former vice
president’s speech in
Philly on Saturday.
And one other thing: If there are impeachment proceedings or inquiries this summer or in the fall, guess who that benefits?
Answer: The candidate leading in the polls.

That’s the earliest that a new $20 bill featuring Harriet Tubman could be unveiled, according to Steve Mnuchin, who announced the delay in the redesign yesterday.
The bill itself likely won’t be in circulation until 2028.
The New York Times reports that Mnuchin wanted to delay the redesign until Trump was out of office, worried that the president might otherwise cancel it altogether.
In 2016, Trump called the idea of changing the design “pure political correctness” and praised the current face of the $20 — Andrew Jackson — as a president with a “great history.”
