BEHIND THE SCENES … HEATHER CAYGLE, JOHN BRESNAHAN and SARAH FERRIS: “Pelosi clashes with fellow Dems in closed-door debate on impeachment”: “Reps. David Cicilline of Rhode Island, Jamie Raskin of Maryland and Joe Neguse of Colorado — all members of Democratic leadership — pushed to begin impeachment proceedings during a leadership meeting in Pelosi’s office, said the sources.
“Pelosi and Reps. Rosa DeLauro of Connecticut, Ben Ray Luján of New Mexico, Hakeem Jeffries of New York and Cheri Bustos of Illinois — some of her key allies — rejected their calls, saying Democrats’ message is being drowned out by the fight over possibly impeaching Trump. …
“[I]n a Democratic Steering and Policy Committee meeting, Rep. Steve Cohen of Tennessee stood up and demanded Trump’s impeachment. Pelosi then countered, ‘This is not about politics, it’s about what’s best for the American people,’ said a member who attended the meeting. … During the Steering and Policy Committee meeting, Cohen said President Bill Clinton faced impeachment proceedings ‘over sex’ while Trump is ‘raping the country,’ according to two sources in the room. — THE KICKER, from after the emergency meeting in Pelosi’s office Monday night:“Pelosi, though, insists Democrats are all on the same page, despite Monday’s drama. ‘There’s no divide,’ Pelosi said as she exited the Capitol. ‘We’re fine.’”
TALKS BEGIN TODAY between the “Big Four” top congressional leaders and the TRUMP ADMINISTRATION over the budget and debt limit. Here’s the crux of it: Steep spending cuts — known as the sequester — automatically take hold in early 2020 if Congress doesn’t come to a spending caps agreement at some point this year. The debt limit needs to be lifted sometime this fall, too.
SO, ONCE AGAIN, Congress finds itself in a legislative logjam with a divided government. Remember how fun that was with Barack Obama, John Boehner and Harry Reid? WE SPOKE TO ALL SIDES involved in the talks.
Here’s what you need to know:
— FIRST OF ALL … THE MEETING will be conducted on CONGRESS’ turf. Treasury Secretary Steven Mnuchin,acting W.H. chief of staff Mick Mulvaney and acting OMB Director Russ Vought are coming to Speaker NANCY PELOSI’S office for the 10:30 a.m. huddle.
— NO ONE WANTS THE SEQUESTER. Let’s use that as a base case. Neither party is interested in steep spending cuts. The details of the budget slashing are quite gnarly: If Congress cannot come to a spending agreement, automatic spending cuts of $126 billion will take hold in mid-January: $71 billion to defense spending, and $55 billion to domestic. This is an untenable situation.
— THE GOALS: REPUBLICANS’ goal is to boost the defense spending number. DEMOCRATS want parity in spending increases between domestic and defense. Both sides want to figure out how to raise the debt limit with minimal drama.
— THE INTERNAL DYNAMICS: REPUBLICANS think that they have an advantage going into these talks because if the two sides don’t come to a spending agreement, Trump and the GOP are willing to turn off the sequester and keep spending at 2019 levels, while Democrats want to increase spending in equal measure.
— THE DEBT LIMIT: Both sides seem to think the debt limit will ultimately be twinned with a spending deal. But neither side will take the brinkmanship too far.
— A NOTE OF CAUTION: We’ve seen Trump split from his negotiators before, and wouldn’t be surprised if he does so here, too. We’ve seen the president peeved at budget parity in the past, and since he’s not involved in this round, he has arm’s length from the negotiations.
IF THEY DON’T COME to a budget deal in this round of talks, Congress will lift the debt limit and fund the government until December, leading to another holiday-season round of brinkmanship.
CONGRESS HAS STRUGGLED this year to come to agreement on a relatively small disaster relief package. Let that guide your thoughts on the likelihood of a major budget deal between the two parties.

WHAT WALL STREET THINKS … As the trade war rages on, one hedge fund manager points out the irony of how Trump’s policies are playing out in the heartland:
— “TRUMP SEEMS TO FEEL EMBOLDENED by the resilience of the market since he started the trade war. But under the hood the market is telling a different story. All the Rust Belt sectors that were initially helped by the tax cut have been by far the hardest hit since the trade war started.
— “THE U.S. STEEL INDUSTRY that tariffs were supposed to help is down 30% since tariffs began, unwinding all the tax gains. CATERPILLAR and JOHN DEERE, two industrial heartland companies, have been hit hard. They are 20 and 30% from the highs they reached before the trade war. SOYBEAN PRICES have collapsed and hurt the agricultural sector as a result of China’s retaliation to the trade war. …
— “SO WHY IS THE MARKET SO STRONG? Because tech titans are paying less tax and people are hiding in their stocks to avoid the decimation of the economy Trump says he is trying to protect. Since the onset of the trade war, the internet companies are all up at least 25% because they are not affected by tariffs.
— “SO WHILE TRUMP’S TRADE WAR is supposed to help blue-collar America, it seems it’s helping to increase the wealth divide and make the rich richer!”

ABOUT LAST NIGHT … BEN SCHRECKINGER in Montoursville, Pa.: “Trump rallies in Pennsylvania ‘deep state’ territory”: “President Donald Trump alleged fake ‘suppression polls’ had been used to discourage his Pennsylvania supporters from voting in 2016 and accused those responsible for investigating him of ‘treason.’ It was not an unusual message for Trump, but he picked an unusually fitting setting to deliver it in on Monday night.
“The president came here to rally supporters from an airport hangar to juice turnout ahead of Tuesday’s special House election in central Pennsylvania’s 12th District. But Montoursville was an appropriate stop for another reason: Two decades ago, the town became an early center of the same potent mix — of Internet theorizing, disdain for national media and distrust of the federal government — that today fuels Trump’s populist insurgency.” POLITICO
— TRUMP ON BIDEN: “‘He’s not from Pennsylvania,’ Trump said. ‘I guess he was born here, but he left you folks. He left you for another state. An office in the West Wing, plus guaranteed weekends off for family time. And an assurance of being made secretary of homeland security by November.
“Those were among a list of 10 conditions that Kris Kobach, the former Kansas secretary of state, has given to the White House if he is to become the administration’s ‘immigration czar,’ a job President Trump has been looking to create to coordinate immigration policy across government agencies.
“Mr. Kobach … said he would need to be the main television spokesman for the Trump administration on immigration policy. And he said he wanted a guarantee that cabinet secretaries whose portfolios relate to immigration would defer to him, with the president mediating disputes if need be.
“The list was submitted by Mr. Kobach in recent weeks as he discussed his interest in the job. Other conditions included having a staff of seven reporting to him, ‘walk in’ privileges to the Oval Office, a security detail if deemed necessary and the title of assistant to the president.” NYT

Emanuel has written several times for The Atlantic in recent months, including on ‘what the press is missing about Pete Buttigieg.’ Emanuel’s first piece as contributing editor, out this morning, calls on Democrats to ‘become the party of justice’ and hold elites accountable.”
INTERESTING … PETE BUTTIGIEG’S campaign donated $175,000 to the DNC on April 23, according to a recently released campaign finance report. Beto O’Rourke’s campaign donated $50,000.
TRUMP’S TUESDAY — The president will have lunch with VP Mike Pence at 12:30 p.m. in the private dining room. He will meet with the leaders of the Freely Associated States (small Pacific island countries) at 2:15 p.m. in the Cabinet Room.

WHY THEY STICK WITH TRUMP — “Amash gets primary challenger after Trump impeachment tweets”: Detroit News
— “House Freedom Caucus condemns Amash over impeachment comment,” by Melanie Zanona: “The House Freedom Caucus on Monday night formally condemned one of its founding members for declaring that President Trump committed impeachable offenses, but stopped short of kicking Rep. Iraq, for example, because its judgment at the time was that Bush lacked
the support, in Congress or with the public, to respond with a strike

When Iran believes the U.S. will use force, however, it backs off. Iran
has not mined the Persian Gulf, despite occasional threats to do so,
because the U.S demonstrated three decades ago that it will destroy the
Iranian navy if it tries… “If Iran’s leaders believe Trump’s advisers are trying to constrain him, they may assess they can get away with a proxy attack on U.S. positions. If they think Trump is trying to constrain his national security adviser, they may decide not to.” Eli Lake, Bloomberg “If Iran thinks Washington isn’t serious, or if it senses that domestic opposition to Washington’s saber-rattling is building, Iran may call America’s bluff. But if Iran thinks that Trump’s team really will retaliate, it will tread carefully in all the areas of the Middle East where U.S. allies and Iran’s proxies rub up against one another… Iran needs to be kept guessing about U.S. intentions. It needs to tell its proxies to stop threatening U.S. forces in Iraq, as the Defense Department says they have done as recently as March. The U.S. gained the upper hand in its recent escalation against Iran by playing Iran’s game of bluster and support for allies on the ground. If Washington wants to continue to keep Iran in check, it needs to keep up the pressure.” Seth J. Only that will prevent the Guard’s hostility from escalating, and prevent the force from subsuming the more moderate faction to the idea that Trump is disinterested in meaningful diplomacy.” Tom Rogan, Washington Examiner Others note that “while no one should underestimate Iran’s capacity for terrorism… or the possibility of a miscalculation, it’s also clear that Tehran is no more interested in an open military conflict than Washington is. Iran knows its forces cannot hope to prevail against the United States and such a conflict would likely end the theocratic regime… If [Trump] sticks to his willingness to make Iran pay a price they cannot afford, the result is far more likely to be an American diplomatic victory than a conflict that Washington has no intention of being drawn into.” Jonathan S. Tobin, The Federalist “Trump might not be Lord Palmerston or John Quincy Adams, but he understands that never-ending wars in the Middle East are stupid—especially when there’s a gigantic threat in the eastern horizon [in Russia]… modern Iran is in no position to aspire for regional hegemony. Rep. Justin Amash (R-MI) Calls for Impeachment of Trump
Yesterday afternoon, Rep. Justin Amash (R-MI) took to Twitter to
elaborate upon his prior calls over the weekend to impeach Trump. In
series of tweets here,
Amash challenged various defenses raised by the GOP in response to
allegations that Trump obstructed justice. Previously, Attorney General
Bill Barr has argued that, since the Mueller report found no evidence of
collusion between the Trump campaign and Russia, there was no crime to
cover up and therefore, there could be no obstruction of justice.
Amash attempted to undercut this talking point, tweeting, “They say
obstruction of justice requires an underlying crime.In fact, obstruction
of justice does not require the prosecution of an underlying crime, and
there is a logical reason for that. Prosecutors might not charge a
crime precisely *because* obstruction of justice denied them timely
access to evidence that could lead to a prosecution.”
Responses to Amash’s claims among conservatives have been mixed. Erick Erickson of The Resurgentlauded
what he regarded to be a principled approach, though admitted he did
not agree with Amash’s desire to impeach the President:
“While I disagree with him regarding impeachment and think, at this
point, the matter is best left to an election, I respect his willingness
to speak his mind and make a reasoned judgment based on his own reading
of the Mueller report. To the extent you went to bed last week liking
Amash and woke up Sunday hating him, he has not changed and the issue is
with you, not him.”
Others have been less-than-thrilled with Amash’s calls for impeachment,
House Minority Leader Kevin McCarthy taking to Fox News over the weekend
to criticize Amash, claiming he was “just looking for attention.” From NRO:
“Amash is a three-term incumbent who has cultivated a reputation as a
principled libertarian-leaning conservative unafraid to buck Republican
leadership on issues such as Trump’s national-emergency declaration. On
Saturday, he cemented that reputation by accusing his Republican
colleagues, and Attorney General William Barr, of whitewashing Trump’s
attempts to obstruct Mueller’s investigation out of a misguided sense of
party loyalty…
House minority leader Kevin McCarthy condemned Amash’s stance during
an appearance on Fox News over the weekend, and even suggested he might
be ousted from the caucus.
“You’ve got to understand Justin Amash. He’s been in Congress quite
some time. I think he’s asked one question in all the committees that
he’s been in,” McCarthy said. “He votes more with Nancy Pelosi than he
ever votes with me. It’s a question whether he’s even in our Republican
conference as a whole. What he wants is attention in this process. He’s
not a criminal attorney. He’s never met Mueller. He’s never met Barr.”
“It’s very disturbing. . . . He never supported the president, and I think he’s just looking for attention,” McCarthy added.”
In response to Amash’s attacks on Trump, a pro-Trump Republican state
representative by the name of Jim Lower has announced his intentions to
primary Amash. Lower alleges that he originally had planned to reveal
his candidacy in July, but Amash’s latest criticisms of Trump have
compelled him to announce his primary plans sooner.
DOJ’s Office of Legal Counsel: Congress Cannot Legally Compel Don McGahn to Testify
Late last month, the Committee on the Judiciary of the House of
Representatives subpoenaed Don McGahn II, former Counsel to the
President, to discuss the findings released in the Mueller report. DOJ’s
Office of Legal Counsel has finally responded in
a 15-page legal memo, declaring that Congress cannot “constitutionally
compel the President’s senior advisers to testify about their official
duties.” The memorandum argues that such testimonial immunity is “rooted
in the constitutional separations of powers,” stemming from the
“President’s independence from Congress.”
Following OLC’s determination, Counsel to the President Pat Cipollone sent a letter to
Rep. Jerry Nadler (R-NY), Chairman of the Committee on the Judiciary,
detailing OLC’s findings with regards to McGahn’s constitutional
immunity:
“Because of this constitutional immunity, and in order to protect
the prerogatives of the Office of the Presidency, the President has
directed Mr. McGahn not to appear at the Committee’s scheduled hearing
on Tuesday, May 21, 2019. This long-standing principle is firmly rooted
in the Constitution’s separation of powers and protects the core
functions of the Presidency, and we are adhering to this
well-established precedent in order to ensure that future Presidents can
effectively execute the responsibilities of the Office of the
Presidency. I attach the legal opinion provided by the Department of
Justice for the Committee’s review.”
Nadler has stated that he still plans to hold a hearing on Tuesday in the hopes that McGahn shows.

Hidden Crown Hair Extensions
I wanted to share with you all the deep-dive I took into hair
extensions. I have flirted with purchasing temporary hair extensions for
a long time and just recently bit the bullet (since they err on the
pricier side). I was pleasantly surprised by the 20” halo extensions I
purchased for a gala this past weekend. For those unfamiliar with halo
extensions, it is essentially a “crown” that sits on your head. Instead
of tugging at your hair follicles like traditional extensions (and
potentially causing damage), these extensions have zero pull on your
hair, since the invisible wire holds them in place. While on the more
expensive side, ranging anywhere from $200 to $400, these extensions
were incredible. My hair looked and felt fuller, and I continued to get
compliments on my hair. Added bonus was that I could come home and
remove the crown in about 10 seconds (and it only took about 2 minutes
to put on). I’ve linked the website here.
I did some price comparisons, and Hidden Crown is by the far the most
reasonable for real human hair extensions (some sites charge upwards of
$600 for the same hair).

Good morning,Voters continue to reject extreme positions in the abortion debate.Alabama
just passed a law that would largely ban abortion without exceptions
for rape or incest. However, just 14% of voters think abortion should be
illegal in the case of rape and only 15% say the same about incest.On
the other side of the debate, New York passed a law essentially
allowing abortions at any point during a pregnancy. Just 17% of voters
support that position.A closer call is found on fetal heartbeat laws passed recently by Missouri and several other states. Americans are evenly divided on such laws. The
survey also found that just 36% of voters believe abortion should be
legal when a woman does not feel prepared to raise a child. Fifty
percent (50%) disagree.There is no gender gap on these questions. Women and men provide very similar responses.On
a different topic, 64% of voters believe the FBI knew a controversial
dossier was unreliable when they used it to obtain a search warrant
against President Trump’s 2016 campaign. That skepticism is shared by
86% of Republicans, 64% of Independents, and 47% of Democrats.Forty-nine percent (49%) favor having the Department of Justice
investigate whether the FBI illegally spied on the Trump campaign. Twenty-nine percent (29%) are opposed and 22% are not sure.Finally, if they had the chance, 43% of voters nationwide would go into space, land on the moon, and return to earth. A ScottRasmussen.com survey found that total includes 56% of men and 31% of women.Not surprisingly, those under 35 are more interested than their elders. Still 21% of senior citizens say they’d sign up.Seventy-three
percent (73%) believe it’s likely that a private company will send
humans to the moon and back within

FIRST READ: A new challenge threatens Pelosi — the impeachment debate.
For more than a decade, House Speaker Nancy Pelosi has exerted a tremendous amount of influence and control over her Democratic caucus.
But she’s now facing arguably her toughest challenge yet – with some House Democrats, fueled by recent developments, demanding to begin impeachment proceedings against President Trump that Pelosi opposes for now.
“During a weekly Democratic leadership meeting in Pelosi’s office on Capitol Hill, Reps. Jamie Raskin, D-Md., David Cicilline, D-R.I., and Joe Neguse, D-Colo., all argued for launching an impeachment inquiry if former White House counsel Don McGahn failed to testify at a planned hearing Tuesday before the Judiciary Committee,” per NBC’s Heidi Przbyla, Alex Moe and Rebecca Shabad.
“It was a big debate and was long and very emotional,” one source inside the Democratic leadership told NBC.
“This isn’t about politics at all. It’s about patriotism. It’s about the strength we need to have to see things through,” Pelosi responded to her Democratic critics, according to Politico.
But just consider all of the news over the last 24 hours that’s emboldening House Democrats:
- Trump directed former White House counsel Don McGahn to defy a congressional subpoena and not testify Tuesday.
- Former Trump lawyer/fixer Michael Cohen told a closed-door House panel that Trump lawyer Jay Sekulow encouraged him to falsely claim that negotiations to build a Trump Tower in Moscow ended in January 2016, per the Washington Post.
- And a federal judge yesterday ruled in favor of the House Oversight Committee’s bid to obtain Trump’s financial records from his accounting firm.

Oh, and let’s not forget Rep. Justin Amash’s tweetstorm from over the weekend that Trump engaged in impeachable conduct.
Or Tom Steyer’s TV ad arguing that the president has been running circles around House Democrats…
“[Trump’s] defying you. He’s laughing at you. And he’s getting away with it,” the ad goes.
Bottom line: Pelosi is facing a potential breaking point, as more and more Democrats want to run through a door that the speaker has tried to keep closed – at least for now.
How does she stop this? Does she take control of the process? Or does she get run over?
Bluegrass State of Mind
Before there was Donald Trump, there was Matt Bevin – a controversial conservative who shocked the polls and political world when he won Kentucky’s gubernatorial election in 2015.
And today brings us the Democratic primary for the right to challenge Bevin in the fall for his re-election, featuring state Attorney General Andy Beshear (son of former Democratic Gov. Steve Beshear), former state Auditor Adam Edelen and House Minority Leader Rocky Adkins.
Beshear’s the favorite on the Dem side, but Edelen has been outspending him over the airwaves (see below), and he’s gone negative, which has forced Beshear to respond.
The wild card is Adkins, who could benefit from the Edelen-versus-Beshear fight.
Bevin, who’s facing his own primary challenge today from underdog Republicans, is relatively unpopular and thus vulnerable in the fall. But incumbency, a low unemployment rate and the state’s rural-versus-urban divide could help him.
Sounds like another Republican we know…
2020 VISION: Trump continues to elevate Joe Biden
Campaigning in Pennsylvania last night, Trump talked A LOT about Joe Biden.
“Don’t forget Biden deserted you. He’s not from Pennsylvania. I guess he was born here but he left you, folks. He left you for another state. Remember that, please,” Trump said.
(For the record, Biden moved from Pennsylvania to nearby Delaware when he was a boy.)
More Trump: “The previous administration what they did to our country, they should be ashamed of themselves. Sleepy Joe said that he’s running, to quote save the world, well he was, he’s going to save every country but ours. And remember he said a week ago, China is not a competitor.”
And here was Trump on Biden’s crowd size at his recent campaign launch in Philadelphia: “It’s no wonder that when Joe Biden announced he’s running for president …. they said he had 600 people. No, not very good. Not very good. I’d say 150. And that was on an announcement, right? I’d say 150 people.”
(For the record, Biden’s crowd size was estimated at around 6,000.)

The biggest overall spender has been Adam Edelen’s campaign at $2.1 million, while a pro-Edelen Super PAC has kicked in an additional $1 million.
Edelen’s Democratic rival, Andy Beshear, has spent $1.3 million over the airwaves.
And incumbent Republican Gov. Matt Bevin has spent $480,000.

On this date in 1881, Clara Barton and a group of like-minded exemplars founded the American Red Cross. As the modifier before “Red Cross” suggests, it was an idea borrowed from abroad and imported to these shores. In a moment, I’ll explain how that happened, while also offering a further word on the amazing Ms. Barton. In RealClearMarkets, David Simon spotlights the insights in George Gilder’s book “The Israel Test.” * * * Clarissa Harlowe Barton was born on Christmas Day 1821 in the Massachusetts town of North Oxford. The youngest of five children, she was educated mostly by her siblings and was a teacher herself by the age of 17. She pursued a career as an educator for a while, but by the time Abraham Lincoln became president, Clara, as she preferred to be called, was working in the U.S. Patent Office in Washington, D.C. When the Civil War broke out, 39-year-old Clara Barton answered the call without waiting to be asked. Hearing that the recruits of the 6th Massachusetts Infantry had been attacked in Baltimore by Southern sympathizers, she rushed to the (then unfinished) U.S. Capitol where the soldiers were bivouacked to see if they needed medical attention or other help. It turned out Barton knew some of the young soldiers — “my boys,” she called them — and had taught some of them back home. Eschewing a salary, she began nursing, cooking, counseling, and caring for the U.S. Army’s wounded warriors. It wasn’t easy work. “My business,” she explained, “is staunching blood and feeding fainting men.” Union soldiers dubbed her the “Angel of the Battlefield,” but she was more than that. Possessing an organizational genius and can-do attitude that was the envy of most of Mr. Lincoln’s generals, she eventually became the officially designated superintendent of U.S. Army nurses. Barton’s great gift was perceiving a societal need, a talent she complemented with a willingness fulfill that need herself. In the waning days of the Civil War, for instance, she received Lincoln’s blessing to launch a letter-writing campaign to identify and find missing soldiers. It was an effort that lasted until 1868. Seeking some rest and relaxation afterward, she traveled to Europe in 1869. Some vacation: While in France, the Franco-Prussian War broke out. Wearing the insignia of the International Red Cross, she rushed into breach, distributing relief supplies to the people of Strasbourg. Inspired by the work of the Red Cross, Clara Barton brought the idea back to the United States and slowly built support for it. President Rutherford B. Hayes, fretting over the question of foreign influence, shied away from a formal U.S. affiliation. Barton found a more receptive audience in Hayes’ successor, James A. Garfield, but before he could act, Garfield was cut down by an assassin’s bullet. So it was that Clara Barton, nearly 60 years of age, convened a series of meetings of fellow philanthropists in Washington, D.C. The first one took place on May 12 at the home of Sen. Omar Conger, a Republican from Michigan. Some of the meetings were hosted by Adolphus Solomons, who really should be considered the co-founder of the American Red Cross. Solomons was a prominent Jewish leader in 19th century Washington who had helped convince Lincoln to add Jewish chaplains to the Union Army and later housed Charles Dickens in his elegant home at 1205 K St. Solomons was a natural Dickens ally — he owned a bookshop. But I digress. On this date in 1881, the American Red Cross was officially formed. It was formally recognized the following year in a presidential decree from Chester A. Arthur, and received its first congressional charter in 1900. Clara Barton retired in 1904, having served as head of the American Red Cross for 23 years. After stepping down, she lived out the remainder of her life in her Maryland home, which is now a small and lovely National Historic Site located in the suburban Washington hamlet of Glen Echo. Some of her sentiments still echo in our hearts. “It has long been said that women don’t know anything about war,” she once wrote. “I wish men didn’t either.
