WALL STREET IS HAVING a bit of a freakout over President DONALD TRUMP’S trade war. Over the last few days, banks and their research arms have sent a flurry of analyses of the president’s trade policy. Most are warning about dire consequences.
— GOLDMAN SACHS: “New evidence on the effects of the 2018 tariff rounds from two detailed academic studies points to larger effects on U.S. consumer prices than we had previously estimated, for two reasons. First, the costs of U.S. tariffs have fallen entirely on U.S. businesses and households, with no clear reduction in the prices charged by Chinese exporters. Second, the effects of the tariffs have spilled over noticeably to the prices charged by U.S. producers competing with tariff-affected goods.”
— BANK OF AMERICA/MERRILL LYNCH is calling this “BLUE COLLAR BLUES”: “The manufacturing sector has been slowing since the peak of last summer. The pattern is reminiscent of 2011 and 2015. Manufacturers have expressed concerns about trade tensions, with nearly 59% reporting that the tariffs have led to an increase in the price of goods produced. Increasing tariffs would be kicking a sector when it is already down. On the other hand, a quick resolution with China would help provide stability.”

Politically, the White House is now conceding that the tariffs Trump is using to bring China to the table will hurt Americans. “Pompeo was seen boarding a plane at Joint Base Andrews, Maryland, late Sunday night. While in Brussels, Pompeo will discuss a range of pressing issues, including Iran, with representatives from the UK, Germany and France, the official said. “The announcement by the kingdom’s energy minister, Khalid al-Falih, came as the U.S. issued a new warning to sailors and the UAE’s regional allies condemned the reported sabotage Sunday of four ships off the coast of the port city of Fujairah.” AP

“But for over two years, Hungarian Prime Minister Viktor Orbán — the only European Union government head to endorse Trump’s campaign during the 2016 election — failed to get an invitation to visit the White House, despite Trump hosting numerous other European leaders. With no White House visit coming, the Hungarian government lobbied its case to lawmakers, the State Department and the White House. And changes in leadership at the State Department started opening some doors for the Hungarian government.

OF FUNGIBILITY … “Pentagon will pull money from ballistic missile and surveillance plane programs to fund border wall,” by WaPo’s Dan Lamothe: “The Pentagon will shift $1.5 billion for President Trump’s border wall from programs that include the military’s next nuclear intercontinental ballistic missile and a plane that provides surveillance and communications to fighter jets while airborne, according to a Defense Department document obtained by The Washington Post.
“The document includes more details about the administration’s plan, disclosed Friday, to build about 80 additional miles of border wall using Defense Department money. IRAN NOT READY TO CHAT WITH TRUMP … NYT’s Vivian Yee in Beirut: “When Iran’s president on Saturday compared the country’s economic distress under hardening American sanctions to the miseries Iran endured during its worst war, it was a signal that Iranians are suffering deeply under the Trump administration’s tightening financial chokehold.
“But in his address to political activists, President Hassan Rouhani also seemed to send a second signal: Iran has no intention of capitulating. He appeared to throw cold water on White House hopes that it can push Iran back into a room to renegotiate a nuclear deal.
“Iran may instead be hoping to try to ride out the economic squeeze in the hope that it will find a friendlier American president to negotiate with after the 2020 elections. In that case, this period could go down as just another chapter in the country’s long history of gritting its teeth through hardship.” NYT

Monday, May 13, 2019 Tensions Flare With North Korea “North Korea fired two suspected short-range missiles toward the sea [last] Thursday, South Korean officials said, its second weapons launch in five days.” AP News Also on Thursday, “U.S. authorities announced… that they have taken control of a coal ship North Korea was allegedly using to evade international sanctions.” NPR From the Left The left sees these missile tests as proof that the Trump administration’s efforts at diplomacy are not working. “The spectacular summits between the North Korean leader and his American and South Korean counterparts, the lofty joint statements that emerged from them, the Trump-Kim love letters and demolitions of a nuclear-test site and guard posts along the border between the Koreas—all of it was resting on an exceedingly fragile foundation, a foundation that is starting to crumble. We’ve now descended to the point at which all that is keeping diplomacy with North Korea from collapsing is how many miles its missiles are flying.” Uri Friedman, The Atlantic “After last week’s missile test, Trump tweeted that Kim ‘does not want to break his promise to me. Deal will happen!’ And on Sunday, Secretary of State Mike Pompeo signaled that the Trump administration is basically fine with these short-range missile tests, as long as there are no tests of ICBMs… “It’s dangerous messaging, as it allows North Korea to continue to improve its weapons arsenal and raise regional tensions — all while negotiations are supposed to be taking place about reducing its weapons arsenal and improving regional tensions. That could make it harder to strike a deal by year’s end, which is the deadline North Korea has set. Trump to China: Act Now After a wild week on Wall Street because of uncertainty in trade talks with China, President Trump warned China that terms could get worse. Yahoo Finance reports: “I think that China felt they were beaten so badly in the recent negotiation that they may as well wait around for the next election,” Trump said Saturday in a pair of early-evening tweets. “The only problem is that they know I am going to win.” Trump’s comments came a day after talks between the two economic superpowers ended without a resolution, the U.S. increased its tariffs on billions of dollars of imports, and China made clear what it wants to see from the U.S. in talks to end their trade war. In a wide-ranging interview with Chinese media after talks in Washington ended Friday, Vice Premier Liu He said that in order to reach an agreement the U.S. must remove all extra tariffs, set targets for Chinese purchases of goods in line with real demand, and ensure that the text of the deal is “balanced” to ensure the “dignity” of both nations. Liu’s conditions underscore the work still to be done if an accord is to be reached between the world’s two largest economies. Trump’s own negotiators told China it has a month to seal a deal or face tariffs on all its exports to the U.S. That threat was made during talks Friday in Washington, hours after Trump upped the ante by imposing a second round of punitive duties on $200 billion in Chinese goods. China vowed retaliation, but hadn’t announced any details as of early Sunday morning in Beijing.” The Trump Administration is expected to release its tariffs plan today. Pentagon Developing Plan to Support U.S.-Mexico Border Security Acting U.S. Defense Secretary Patrick Shanahan said in a visit to McAllen, Texas over the weekend that the Pentagon is putting together a plan on assisting with security at the border. Reuters reported that Shanahan said, “We’re not going to leave until the border is secure.” More from Reuters: “Shanahan told a small group of reporters traveling with him that military assistance would not continue “indefinitely,” but that it would be in place longer than months. The Pentagon has tapped a two-star Army general to work with DHS to look at what military support will be needed in the future. In early May, writer and producer Brian J. O’Malley (don’t worry, I haven’t heard of him either) tweeted a ridiculous take
on a video of the First Lady at an elephant sanctuary in Kenya. A baby
elephant pushed past her (babies can be excitable) and O’Malley wrote,
“If anyone needs further evidence of an elephant’s innate intelligence, I
offer the following. Normally the most gentle animal on the planet, it
singled out Melania. The jury is pretty much in at this point.” So, yes, the hate is so strong that even the innocent action of a baby elephant can be turned into a political statement. Journalist and supporter of elephant rescue efforts Yashar Ali responded with this call back to sanity, “This is not a defense of Mrs. Trump…this is a defense of elephants. That elephant is displaying normal behavior. They do the same thing with their keepers and other elephants all the time. Call me sensitive for responding to this tweet but you all know how I feel about .” He added, “it’s absolutely ridiculous to say that Elephants are ‘the most gentle animal on the planet.’ They are deeply empathetic but they are far from gentle!” In other news, the First Lady celebrated Mother’s Day at the White House with a speech honoring military mothers and the importance of mothers. Good morning,Just 12% of American voters have a favorable opinion of Socialism as an economic system.
Another 26% have a favorable opinion of the term but think it deals
with societal issues other than economics. Sixty-one percent (61%) have
an unfavorable view of Socialism in either case.This
data helps explain the enormous gap between the apparent support for
Socialism and the lack of support for socialist policies. Some of the
results appear stunning to those who think of Socialism as it was
understood in the 20th century. For example, among those
who like Socialism, just 38% think it leads to higher taxes and more
government control. Nearly as many, 29%, believe it would lead to lower
taxes and less government control.The
new survey found that 69% of those who like Socialism also have a
favorable opinion of capitalism. An even larger number–87%–have a
favorable opinion of Free Markets.On a related topic, 57% of voters believe that the United States is one of the best countries for women to live in. Eleven percent (11%) think it is one of the worst while 32% place it somewhere in between.There is no significant gender gap on this question. Fifty-nine
percent (59%) of men say the U.S. is one for the best countries in the
world for women. Fifty-five percent (55%) of women share that view.However,
there is a wide partisan divide. Seventy-four percent (74%) of
Republicans believe our country is one of the best for women. Most (54%)
Independent voters agree along with 46% of Democrats.That
partisan divide is also stark when we ask about various other groups in
society. Survey respondents were asked about those living in poverty,
African-Americans, the Middle Class, Hispanics, Gays and Lesbians, and
those living with Chronic Health Conditions.For each group, a majority of Republicans consider the U.S. to be one of the best countries in the world. However, the number of Democrats considering the U.S. best for these groups ranged from 23% to 34%.On the issue they consider the most important, 34% of voters trust Republicans more than Democrats while 32% say the opposite. On the issue of immigration, voters
overall are fairly evenly divided in terms of which party they trust. However, among those who consider it the most important issue, 64% trust Republicans more while 12% trust the Democrats.Finally, 51% would like to have more political discussions in social settings… so long as it’s with people who share their views.
When they’re with close friends or family members who have different
political views, 76% generally try to avoid conversations about
politics. That includes 75% of those who say they want more political

FIRST READ: Abortion roars back as a 2020 issue
For all of the 2020 focus on Mueller, climate change and Medicare for All, a much more traditional issue has resurfaced heading into next year’s presidential election.
Abortion.
Last week, Republican Georgia Gov. Brian Kemp signed legislation effectively banning abortion in the state after six weeks of pregnancy – when a fetal heartbeat can be detected – joining Kentucky, Mississippi and Ohio.
Alabama, meanwhile, is considering legislation that outlaws abortion at any stage.
“Lawmakers sponsoring the bans have made it clear their goal is to spark court challenges in hopes of ultimately overturning the 1973 Roe v. Wade decision legalizing abortion,” the AP writes – ensuring that the Supreme Court remains front and center on voters’ minds when it comes to abortion.
Already, President Trump and Republicans have emphasized abortion, seizing on claims of “infanticide” when it comes to Democratic rhetoric and actions involving late-term abortions, especially for fetuses with severe abnormalities.
And now 2020 Dems are talking abortion after Georgia’s law.
“Georgia’s ‘fetal heartbeat’ law is an all-out-attack on women that will strip them of rights before many even know they are pregnant. I will fight to protect Roe v. Wade—abortion is health care,” Cory Booker tweeted last week.
“Alabama’s anti-abortion bill is dangerous and unconstitutional,” Elizabeth Warren added.
And Kirsten Gillibrand has

declared she’ll ONLY nominate judges who promise to protect abortion rights.

Trump rewards another authoritarian leader
Today, President Trump meets at the White House with Hungary Prime Minister Viktor Orban.
Here’s how the New York Times has described Orban: “He has enfeebled democratic institutions, strived to achieve a Hungarian ethnic homogeneity and pulled his nation closer to the opponents of American influence, Russia and China.”
The Times says this Orban visit is more complex than its appearance suggests – it’s an attempt to persuade him to buy more American weapons and give greater priority to U.S. foreign-policy interests.
And Trump’s ADMINISTRATION has been less friendly to Orban and Hungary than the president’s rhetoric reflects.
Still, here’s what Trump’s ambassador to Hungary told the Atlantic about the president and Orban: “I can tell you, knowing the president for a good 25 or 30 years, that he would love to have the situation that Viktor Orbán has, but he doesn’t.”

Harris walks back health insurance statement
Remember in January when Kamala Harris told CNN’s Jake Tapper she favored ending private insurance – as part of her support for Bernie Sanders’ “Medicare for All” bill?
Well, in a follow-up almost five months later, Harris told Tapper yesterday she was talking about eliminating bureaucracy, not private insurance as a whole.
From the transcript:
HARRIS: I support Medicare for All, but I really do need to clear up what happened on that stage.
TAPPER: Yes, OK.
HARRIS: It was in the context of saying, let’s get rid of all the bureaucracy. Let’s get all of the waste…
TAPPER: Oh, not the insurance companies?
HARRIS: No. That’s not what I meant. I know it was interpreted that way. If you watch the tape, I think you’ll see that there are obviously many interpretations of what I said. What I meant is, let’s get rid of the bureaucracy.
So let’s roll the tape back from that Jan. 28 town hall:
TAPPER: So just to follow up — so just to follow up on that, and correct me if I’m wrong, to reiterate, you support the Medicare for All bill, I think…
HARRIS: Correct.
TAPPER: … initially co-sponsored by Senator Bernie Sanders. You’re also a co-sponsor onto it. I believe it will totally eliminate private insurance. So for people out there who like their insurance, they don’t get to keep it?
HARRIS: Well, listen, the idea is that everyone gets access to medical care, and you don’t have to go through the process of going through an insurance company, having them give you approval, going through the paperwork, all of the delay that may require. Who of us has not had that situation, where you’ve got to wait for approval, and the doctor says, well, I don’t know if your insurance company is going to cover this? Let’s eliminate all of that. Let’s move on.
To repeat: Back in January, Harris was asked a question about people who might like their private insurance and if they’d be able to keep it. Her answer was: “Let’s eliminate all of that. Let’s move on.”

2020 VISION: Beto raises money in the Big Apple
NBC’s Garrett Haake reports that Beto O’Rourke is embarking on a major media and fundraising swing this week. Today, he raises money in New York City and also appears with MSNBC’s Rachel Maddow.
Tomorrow, he raises money in Houston and also appears on The View.
On the campaign trail today: Joe Biden stumps in New Hampshire, making stops in Hampton and Manchester… Cory Booker also hits the Granite State… Elizabeth Warren attends a teachers’ union town hall in Philadelphia… And Beto O’Rourke raises money in New York.

That’s the margin between former Joe Biden and Bernie Sanders in a new Post and Courier-Change Research Poll released Sunday.
Biden cleans up in the poll—he’s the top choice among men, women and black voters, the Post and Courier reports, with more voters excited about his candidacy than any other choice.
It’s the latest example of Biden’s supremacy in the early primary polling, built in no small part thanks to voter perception he’s the most likely candidate to defeat Trump and his success with black voters.

I hope you had a nice Mother’s Day. As I write these words, the New York Stock Exchange has yet to open, but a dip in the market is coming. Asian and European stocks have already taken a hit and Wall Street investors were made skittish over the weekend by the escalating U.S.-China trade war. All this has put me in mind of a president with a far different attitude toward free trade than the current chief executive. The year was 1996, and Bill Clinton was hosting dozens of events each month — the total would come to 150 — at which he feted wealthy donors and Democratic Party fundraisers. Most of these gatherings were held in swanky hotel dining rooms. Twenty-eight of them took place inside historic White House rooms, including the Oval Office. Some of the fundraising activists, especially those born overseas, were controversial, mainly because they were donating amounts that seemed suspicious. Did the large sums flowing into the coffers of the Democratic National Committee and the Clinton-Gore campaign really come from foreign interests, even foreign governments? More specifically, was the president of the United States openly soliciting money that was really coming from China? Inquiring minds wanted to know, but Attorney General Janet Reno, stung by the excesses of previous special prosecutors she’d named, refused to appoint an independent counsel. Yet facts, those stubborn things, have a way of coming to light, even if it takes a while. In a moment, I’ll explain how the 1996 presidential campaign was compromised on this very night 23 years ago. In RealClearDefense, John Waters reviews a new novel by David Richardson. * * * On May 13, 1996, President Clinton was the headliner at a DNC fundraising dinner held at the Sheraton-Carlton Hotel in downtown Washington, D.C. The guests were Asian-American donors, among them Yah-Lin Trie, a Taiwan-born immigrant who went by the name of “Charlie” Trie in his adopted country. Charlie had settled in Little Rock where he opened a small Chinese restaurant. Among the patrons who enjoyed his fare was the young governor of Arkansas. And when Bill Clinton moved up in the world, going from the state capital to the nation’s capital, Trie decided to move with him. Trie relocated to Washington, and from his modest beginnings was somehow able to funnel $1.2 million to the DNC and other accounts benefiting the Clintons. All this would come out later — as would the proof linking this money to foreign sources — but on the night in question, Bill Clinton inadvertently gave the game away “It will be 20 years since I had my first meal with Charlie Trie,” Clinton told the Sheraton-Carlton crowd. “At the time, neither of us could afford a ticket to this dinner.” Although the quip drew laughter from the audience, it made White House attorneys wince when they reviewed videotape of it the following year — after the Democrats’ fundraising tactics had boiled over into a full-fledged scandal. Much of the money raised by Trie and several other compromised donors was returned. The Justice Department targeted Clinton’s old friend and some of the other more egregious fundraisers. Several, including Charlie Trie, John Huang, and Johnny Chung, pleaded guilty to violating federal campaign financing laws. Chung was perhaps the most brazen of the bunch. In May 1999, in testimony before the House Government Oversight Committee, he described meeting with the head of Chinese military intelligence in a Hong Kong basement. “We really like your president. “Skullduggery” podcast, an interview with Representative Rashida Tlaib
(D., Mich.). After she was asked about her support for a “one-state
solution” to the conflict between Israel and Palestine, Tlaib noted that
the U.S. had recently marked Holocaust Remembrance Day and said she was
“humbled” by the fact that her ancestors suffered to create a new home
for the Jewish people.
