Protesters on Monday shut down Hong Kong’s international airport, forcing it to come to a complete halt. 

The move came as public anger grew over police confrontations with protesters over the weekend, during which one woman was shot in the eye with a pellet round. 

Meanwhile, calls in the United States are increasing for China to refrain from a violent crackdown. 

“Any violent crackdown would be completely unacceptable,” Senate Majority Leader Mitch McConnell said.

Tuesday, August 13, 2019 Hong Kong Protests “Hong Kong’s Airport Authority has canceled all flights not yet checked in by Monday afternoon, the agency said, as anti-government protesters peacefully demonstrated at the airport for a fourth day.” Reuters From the Left The left supports the protestors and worries that without international pressure, escalation from China, including violence, is likely. “At first glance, the intensifying protests in Hong Kong would appear to have little in common with Beijing’s escalating trade war with the United States… Yet both have similar roots, deep within Beijing’s view of the world: Fixated on promoting their own power, Chinese leaders struggle to accommodate the interests of others. They often speak of ‘win-win’ cooperation that benefits all parties, but their approach to the world around them is, in the end, zero-sum.”

“Hong Kong’s political battleground has expanded. Protesters who in June demanded cancellation of an extradition bill that would make it easier for suspects to be transferred to mainland China are now asking for greater democracy and an investigation of police brutality… China’s leadership has misread the situation from the start… 

“The right answer for President Xi Jinping and for Ms. Lam, if she remains in office, is to open serious negotiations with the protesters on their demands, which are quite reasonable. Cinching the noose ever tighter, as the Chinese government has done in recent weeks, is the pathway to a dead end that could harm both Hong Kong and mainland China economically as well as politically. A cliff looms, and China’s leaders should turn back before it is too late.”

For the moment, Beijing is likely to hold off… The CCP may be unafraid to practice violent repression in mainland China—including the use of torture, arbitrary mass detention in internment camps, forced disappearances, etc.—but the international community has an expectation that things in Hong Kong are different, and international moral opinion has sanctioning force… 

All that will change as soon as the international community takes its eyes off Hong Kong. That means the international community must send credible signals that it is willing to politically assist Hong Kong dissidents and to diplomatically ostracize and economically sanction China for repression there, including making it clear that Hong Kong’s freedom will not be bargained away for trade concessions or other economic interests.”

[the riots]

. But that’s between Hong Kong and that’s between China, because Hong Kong is a part of China … they don’t need advice.’ The message to Xi Jinping was loud and clear: All Trump cares about is trade, and he won’t lift a finger if Xi violently cracks down on protesters.”

From the Right The right supports the protesters and calls for economic consequences if China intervenes violently. “When the British negotiated the handover of Hong Kong to Beijing in 1984… It was agreed that the Chinese Communist Party’s socialist economic and political system would not be practiced in Hong Kong. Residents of the semi-autonomous region would have democratic freedoms… But since making these promises, the Chinese Communist Party has gradually imposed its controls to make politics and economics in Hong Kong look more like politics and economics in Beijing: less free and less fair… 

We in the West must stand in solidarity with the fight of Hong Kongers to retain basic freedoms. Universal justice demands it, and so does national interest. The U.S. must tell China that America will suspend its special relationship with Hong Kong if Beijing continues to exploit it… Beijing is not only undermining Hong Kong’s autonomy. China is also exploiting America’s special trading relationship with Hong Kong to circumvent U.S. export controls, customs duties, and sanctions, as well as to conduct influence and espionage operations. This is a matter of national security.”

“Hong Kong is rich because it cuts its own trade deals and has its own World Trade Organization membership. These advantages, which have encouraged foreign firms to invest billions of dollars in the Hong Kong economy, will have no further basis if China reveals itself to be the land’s true ruler by forcibly suppressing the protesters. Hong Kong’s separate legal status means that its exports are not currently subject to Trump’s China tariffs. If Beijing intervenes in Hong Kong, Trump should immediately extend his China-targeted tariffs to goods and services imported from Hong Kong. That would cause added economic pain in the United States, as more than 1,300 U.S. firms currently do business with Hong Kong. But it would also prevent China from using Hong Kong to end-run his tariffs while sending a clear signal that the United States still stands behind people yearning to be free.”

Dated But Relevant: “For the US, it is the law of the land… that Hong Kong is given special status politically and commercially only to the extent it remains ‘sufficiently autonomous to justify’ such treatment. Both Republican and Democratic administrations have interpreted these words to avoid a finding that Hong Kong no longer deserves special treatment. And there is an argument that making a negative determination would not bother Beijing in the least and would only hurt the citizens of Hong Kong. But, at some point, one would think that the accelerating pace of China’s efforts to undermine the principle of ‘one country, two systems’ is just too blatant to ignore… 

“If there is indeed a clash of civilizations, it’s between a culture of individual freedom and one-party tyranny. Unfortunately, and despite our own politicians’ pledges to help keep Hong Kong autonomous and support its move to democratic rule, it’s been a clash we’ve largely ignored and Hong Kongers are increasingly on the losing end of.”

I’m not convinced that China can impose itself on Hong Kong if somewhere between 1 to 2 million people concentrated there remain determined not to cowed by them. The Power of Your Knees In seminary, I had a professor who came into class one day, looked me in the eyes as he did with other students, and asked a simple, cutting question — how is your prayer life? He had found, as he told us all, that Christians who struggle with prayer often struggle period. Truth be told, I have often gotten into ruts with prayers. I actually cannot go to sleep without saying my bedtime prayers. I will stay awake half the night then think to myself, “You forgot to pray.” Once I do, off to sleep I go. I am Pavlov’s prayer dog. But if I’m honest, often the prayers are cursory prayers. They are rote, routine, and I could forget that I even prayed them. Over the last several years I have sought to change that. I keep a little notebook of people I know either in the real or online world and I rotate through the pages praying for the people in the book, always adding and rarely subtracting names. Why? Mr. President, Speak Up For Hong Kong The President of the United States has unfortunately referred to the current events in Hong Kong as “riots,” which multiple organizations and people in Hong Kong say has only emboldened the Chinese Communist authorities. Hong Kong citizens have been protesting increasingly against the Communist Chinese slowly eroding the rule of law and democratic rights in Hong Kong. Those rights were promised when the British handed over the island to China in the nineties. Hong Kong protestors are waving American flags in the streets and singing our Star Spangled Banner. While there are those in this country taking knees to protest our anthem and flag, the Hong Kong protestors are taking tear gas, fists to their faces, and billy clubs to their backs as they hoist our flag. It is a symbol to them of freedom and democracy. Right now, they could use the Leader of the Free World saying a kind word for them. THE AMERICAN ACTION NETWORK — a center-right group that supports House GOP-linked policies — just conducted a relatively major research project, in which they polled 30 House districts: 10 that were Trump districts in 2016, 12 that were battlegrounds and eight suburban districts.

THE MAIN TAKEAWAYS are that socialism, broadly speaking, is unpopular, but Republicans have work to do if they want to tarnish some key Democratic proposals. Once voters hear about the agenda as framed by Republicans, 61% say it is socialist. Calling Democrats’ policies “socialist” causes a 10-point drop in their popularity.

— FOR EXAMPLE: Take ‘MEDICARE FOR ALL.’ When asked about supporting Medicare for All, and hearing it described as “guaranteed health care coverage regardless of … income, and every American’s health insurance would come from a single government-run plan,” 41% favor it, 55% oppose and 4% are unsure. When Republicans start describing it as causing “doctor shortages, longer wait times for urgent care and delays in access to the latest drugs for cancer and other serious diseases,” the numbers move to 34% favor and 60% oppose.

— THE ‘GREEN NEW DEAL’ is actually above water when described as a plan that “would work to address climate change and income inequality, and transition the United States from an economy built on fossil fuels to one driven by clean energy.” 48% favor, 46% oppose and 7% are unsure.

COMING ATTRACTIONS … Senate Minority Leader CHUCK SCHUMER is going to formally ask that TRUMP withdraw his request to spend $5 billion at the border, and instead spend the money on addressing “gun violence and violent white supremacist extremism,” according to a source familiar with the plans. SCHUMER will request the funding go to programs such as DHS counter-violent extremism programs, FBI domestic terrorism investigations and CDC gun violence research. This is an attempt to keep the heat on Republicans to do something on gun control. Democrats do have a bit of leverage over Republicans here, since they control the House and appropriations season is starting.

— SCHUMER in a statement to Playbook: “The dual scourges of gun violence and violent white supremacist extremism in this country are a national security threat plain and simple, and it’s time the Trump administration and Republicans in Congress starting treating them as such. The Trump administration moved on Monday to build an administrative wall to limit migrants seeking to legally become citizens or permanent legal residents of the United States, carrying out the president’s vow to discourage poor and low-skilled immigrants who have used or might one day need federal benefits, such as food stamps or Medicaid.   Touting a new rule set to take effect in October, the administration redefined what it means to be a “public charge” to make it easier for the government to reject immigrants applying to become green card holders or citizens (The Hill).   And even before its release, anticipation that a new policy was coming has had the effect of discouraging immigrants in the United States from seeking benefits the law provides for fear of complicating their status or increasing risks of deportation. Critics of the policy say Trump’s immigration advisers sought both outcomes.   “The process to identify someone’s likelihood to use benefits is skewed to create denials,” the Cato Institute, a libertarian think tank, said in a Monday blog analysis critical of the changes, including the concept that officials can gaze into the future and know who is likely to tap federal or state benefits.   “Fewer legal immigrants will receive approvals. … Fewer legal immigrants will come legally to the United States. … U.S. citizens will be separated from their spouses and children,” Cato’s David Bier wrote.    U.S. Citizenship and Immigration Services (USCIS), an agency within the Department of Homeland Security, issued the new criteria that will bend the process in favor of higher-skilled, high-income immigrants Trump favors. The White House has long sought openings to weed out immigrants perceived as dependent on U.S. taxpayer benefits (The Washington Post).
  “I don’t want to have anyone coming in that’s on welfare,” the president told Breitbart News in a March interview. “We have a problem, because we have politicians that are not strong, or they have bad intentions, or they want to get votes, because they think if [immigrants] come in they’re going to vote Democrat, you know, for the most part,” Trump said. “I don’t like the idea of people coming in and going on welfare for 50 years, and that’s what they want to be able to do — and it’s no good.”
  Monday’s policy changes, which Trump’s immigration advisers believe are supported by his base, are key in a reelection campaign that is returning to themes that worked for Trump in 2016 and draw contrasts with Democrats. The president argues that 2020 Democrats who want his job favor “open borders,” and what he argues are handouts to undocumented immigrants paid for by hard-working American taxpayers. Trump points to California Gov. Gavin Newsom (D) as an example. In July, the state became the first in the nation to offer health benefits to undocumented adult immigrants (NPR).
  Ken Cuccinelli, the director of USCIS and a former Virginia attorney general, told reporters at the White House on Monday that the United States should favor immigrants “who can stand on their own two feet, who will not be reliant on the welfare system, especially in the age of the modern welfare state, which is so expansive and expensive” (The New York Times). 
  House Democrats were aware that Trump’s new rule was being drafted and sought in June to block it legislatively. Speaker Nancy Pelosi (D-Calif.) just returned from El Salvador and Guatemala with House lawmakers after a trip focused on immigration issues. Commenting after touring a migrant detention facility in Texas, Pelosi on Sunday said immigration reform legislation, which has zero political momentum in the GOP-controlled Senate, is Congress’s “moral responsibility” (The Associated Press). 
  Time: Immigration advocates vow to fight Trump’s restrictions on green cards.
  Politico: The Los-Angeles based pro-immigrant National Immigration Law Center says it will file suit. Santa Clara County in California is considering litigation.
 
LEADING THE DAY
POLITICS & CAMPAIGNS: For more than three months, former Vice President Joe Biden has been the front-runner for the Democratic nomination in large part because primary voters believe he is the best equipped candidate to take on Trump. That argument is now coming under question after his weekend in Iowa was consumed by a pair of gaffes, potentially undercutting the central argument for his candidacy.    As Amie Parnes writes, while campaigning in Iowa, Biden said he met with students from Marjory Stoneman Douglas High School during his time as vice president despite leaving office more than a year before the shooting in Parkland, Fla. That blunder followed another two days earlier when Biden, 76, told an audience of Asian and Hispanic voters that “poor kids are just as bright and just as talented as white kids.”    In both instances, the former vice president quickly corrected himself, but the rash of gaffes have poked holes in Biden’s argument that he is the most electable candidate in the very crowded Democratic primary field. The gaffes are intensifying fears that Biden is too old for the job and creating new openings for other candidates including Sen. Elizabeth Warren (D-Mass.).   “The substance of individual gaffes may be negligible but they’re a proxy for his political endurance, which some feel is waning, particularly as Warren is creeping up in the polls,” said Basil Smikle, a Democratic strategist and the former executive director of the New York State Democratic Party.    The New York Times: Joe Biden knows he says the wrong thing.   Politico: Can Kamala Harris catch Biden and Warren in Iowa?   Josh Kraushaar: Warren would have to defy history to prevail over Biden.    Gerald F. © Getty Images     > Trump troubles: The president is showing a major vulnerability with one key group of the electorate less than 15 months out from election day: suburban voters.   As Niall Stanage says in his latest “Memo,” a new analysis by NBC News showed that Trump has been underwater with suburban voters in five out of six NBC News-Wall Street Journal polls conducted this year. That finding comports with other surveys that show Trump performing poorly with some of the key voting blocs that populate the nation’s suburbs, headlined by his troubles with white women and white college graduates.      Those dynamics make Trump’s path to reelection a steep one, experts say.     “We are a long way off from November 2020, but my general sense is that it is going to be very tough for him to reverse the Democratic trends in the suburbs,” said Terry Madonna, a professor of public affairs and a polling expert at Franklin & Marshall College in the electorally crucial state of Pennsylvania.   > Gabbard off the trail: Rep. Tulsi Gabbard (D-Hawaii) announced Monday that she will take a two-week hiatus from her presidential campaign to report for active duty and take part in a two-week joint training exercise in Indonesia.   “We’ll be doing a training exercise with the Indonesian military, focused on a few different things like counterterrorism, humanitarian aid and disaster response and joining my brothers and sisters from the Hawaii National Guard in doing so,” Gabbard told CBS News.   A three-term House member, Gabbard served two tours in the Middle East with the Hawaii Army National Guard, including a deployment to Iraq in 2004 and 2005.    Gabbard has made her service in uniform a central part of her campaign, along with her anti-war stance. She made waves during the July presidential debates when she confronted Sen. Kamala Harris (D-Calif.) for actions undertaken during her tenure as California attorney general.   While nine candidates have qualified for the debate stage by reaching both the polling and donor thresholds, Gabbard is one of two — along with former Housing and Urban Development Secretary Julián Castro — to meet just the donor prerequisite for the debate. Castro needs one more poll to meet the polling threshold, while Gabbard needs three more.     The New York Times: After El Paso shooting, will voters revisit Beto O’Rourke?   The Houston Chronicle editorial board, urging a Senate run by O’Rourke against incumbent John Cornyn (R): “Beto come home. WHITE HOUSE & ADMINISTRATION: The Trump administration moved Monday to finalize changes in regulations that will weaken how it applies the 45-year-old Endangered Species Act, which is credited with saving animals and plants from what scientists said would have been extinction.   According to The Associated Press:   “Under the enforcement changes, officials for the first time will be able to publicly attach a cost to saving an animal or plant. Blanket protections for creatures newly listed as threatened will be removed. Among several other changes, the action could allow the government to disregard the possible impact of climate change, which conservation groups call a major and growing threat to wildlife.”   Interior Secretary David Bernhardt and other top administration officials pushed back on criticism that the new regulations, which are administered by multiple agencies, will harm wildlife, insisting that the changes improve efficiency.    “The best way to uphold the Endangered Species Act is to do everything we can to ensure it remains effective in achieving its ultimate goal — recovery of our rarest species,” Bernhardt said in a statement. “An effectively administered Act ensures more resources can go where they will do the most good: on-the-ground conservation.”      Commerce Secretary Wilbur Ross contended that the move “fit squarely” in the president’s call for “easing the regulatory burden” on Americans while not sacrificing efforts to protect endangered species.   Under the enforcement changes, officials for the first time will be able to publicly attach a cost to saving an animal or plant. Among several other changes, the action could allow the government to disregard the possible impact of climate change, which conservation groups call a major and growing threat to wildlife.   The 1973 law has been credited with saving various animals that were under environmental threat, including the bald eagle, grizzly bear and the American alligator (The New York Times).

Trump will promote turning natural gas into plastics (The Associated Press).   Economic indicators: The Bureau of Labor Statistics will release reports on the U.S. consumer price index for July and real earnings last month, both at 8:30 a.m.   The Working Families Party begins a series of live question-and-answer sessions that continues through August with 2020 presidential candidates, beginning at 6 p.m. ET with Warren. Hong Kong: *** BREAKING this morning ***  Protesters today clogged the airport in Hong Kong for a second day after it reopened (The Associated Press) and the airport authority suspended all check-in services for departing flights, news outlets reported. Heated arguments broke out between passengers and demonstrators (The Washington Post). On Monday, authorities canceled more than 200 flights at one of Asia’s major travel hubs because of the ongoing dissent, pegged to political demands, including calls for Hong Kong leader Carrie Lam to step down. The increasingly violent protests have plunged the former British colony into its most serious crisis in decades, presenting Chinese leader Xi Jinping with a significant challenge (Reuters) … Senate Majority Leader Mitch McConnell (R-Ky.) warned China on Monday not to overreact against the protestors, who he said are defending their “autonomy and freedom … The world is watching,” he tweeted … The United Nations also urged Hong Kong to use restraint and to investigate the use of excessive force (Reuters).   ➔ Afghanistan: The United States and the Taliban wrapped up their eighth round of peace talks on Monday, with no deal announced (The Associated Press).   ➔ Economy: If there’s an early warning indicator to study from past U.S. recessions, it might be the inverted yield curve. Here’s why economists are paying attention now (The Wall Street Journal).   … Several indicators suggest the chances of a recession in the next year are rising, in no small part because of Trump’s trade policy (The Hill).   ➔ Russia: Five scientists were killed this month and others injured in a suspected nuclear missile accident in Russia, officials said, but Moscow says it will continue developing new weapons (Reuters). Radiation levels in the Russian city of Severodvinsk rose by up to 16 times on Aug. 8 after an accident that authorities said involved a rocket test on a sea platform, Russia’s state weather agency said on Tuesday. AG Barr to Push for Death Penalty for Mass Shooters and Cop Killers
At the Fraternal Order of Police conference in New Orleans yesterday, AG William Barr announced that he would be advocating for legislation that would seek the death penalty for those who carry out mass shootings or kill police officers.  Fox News provided quotes from Barr’s speech, below:
 
“This administration will not tolerate violence against police, and we will do all we can to protect the safety of law enforcement officers,” said Barr, who had a tough-on-crime approach in his previous stint as the nation’s chief law enforcement officer in the early 1990s.
 
“I will share with you one proposal that we will be advancing after Labor Day.  We will be proposing legislation providing that in cases of mass murder, or in cases of murder of a law enforcement officer, there will be a timetable for judicial proceedings that will allow imposition of any death sentence without undue delay.

“Punishment must be swift and certain.”
 
DHS Issues Rule Disqualifying Legal Immigrants from Receiving Green Card If on Certain Forms of Public Assistance
In an attempt to “tighten” the US immigration system, the Department of Homeland Security, under the auspices of the Trump administration, recently issued a rule that would preclude legal immigrants from receiving permanent residency status if they were to collect certain forms of public assistance. From The Wall Street Journal:
 
“The use or potential use of a benefits program such as Medicaid, some types of housing assistance or food stamps could disqualify an applicant.
 
“Through the public charge rule, President Trump’s administration is reinforcing the ideals of self-sufficiency and personal responsibility,” Ken Cuccinelli, the acting director of U.S. Citizenship and Immigration Services, said at the White House…
 
The use of several other benefits—including school lunch programs, homeless shelters, food pantries and the Children’s Health Insurance Program—won’t disqualify applicants. Pregnant women and children who rely on Medicaid are also exempt from the rule. The rule doesn’t affect humanitarian-based programs for refugees and asylum seekers.”
 
Cucinelli also elaborated that when making a determination regarding someone’s eligibility for a green card that someone’s “totality of circumstances” would be considered. The rule is expected to be challenged in court by Democratic State Attorney Generals. 
 
Protests Continue at Hong Kong Airport
Anti-government demonstrators have been actively protesting in Hong Kong since early June in response to a new law out of China that would have permitted extraditions to China, where the courts are currently overseen by the Communist Party. The protests have spiraled into a larger statement on Hong Kong’s antipathy to Chinese rule, which it returned to in the late nineties after Great Britain ceded control to Beijing. From New York Times:
 
“Anti-government demonstrators staged another protest at Hong Kong’s airport on Tuesday, as the city’s embattled leader pleaded for order after days of escalating chaos, mass flight cancellations and violent street clashes.

The latest demonstration came a day after protesters stormed the cavernous arrivals and departures halls at Hong Kong International Airport, effectively shuttering the transportation hub, one of the world’s busiest. They had also staged a three-day sit-in in the arrivals hall over the weekend that did not noticeably disrupt services…

[Since early June, the protests] have…morphed into a call for free elections, which largely do not exist in China, and spiraled into Hong Kong’s worst political crisis since the former British colony returned to Chinese rule in 1997.

Beijing, which views the unrest as a direct challenge to its authority over the semiautonomous Chinese territory, has warned the protesters to stand down and has leaned on Hong Kong’s political and business elite to close ranks behind Mrs. Lam, a career civil servant.”

A ScottRasmussen.com national survey found that 69% disagree and 11% are not sure.When asked about specific groups of people, 19% said it would be legally and morally acceptable for a retail business owner to deny service to illegal immigrants. Additionally, 13% to 15% said it would be legally and morally acceptable to refuse service for Trump Supporters, Christians, Atheists, the poor, Members of the LBGTQ community, Opponents of Donald Trump, White people and Black people.To solve the problems facing the United States, 73% of voters believe we should build upon the many strengths of our Constitutional system while making gradual and modest changes to address specific problems. Another 27% disagree and see our Constitutional system as deeply flawed. They want the federal government to fundamentally transform the economy and our nation.Gradual and modest change is preferred by 83% of Republicans, 76% of Independents, and 61% of Democrats. It’s also supported by 90% of senior citizens and 59% of voters under 35.While voters want gradual and modest change in the political arena, the same is not true for the country. When thinking about the country as a whole—including the government, private sector, and popular culture—45% believe change is happening too slowly while just 20% say it’s coming too fast. Seventeen percent (17%) say the rate of change is about right and 18% are not sure.Voters may be more comfortable with societal change rather than political change because 60% recognize that Americans have more power acting as consumers than they do as voters. Only 13% believe they have more control through the political process.Our weekly poll found that 43% of voters nationwide now believe President Trump should be impeached and removed from office. That’s down three points from a week ago and back to the levels seen for most of the year. The latest survey shows that 42% disagree and 14% are not sure.Support for impeachment increased a few points after each public appearance by former Special Counsel Robert Mueller. Both times, however, the level of support quickly returned to earlier levels. Our latest daily update of the Democratic race found Joe Biden supported by 30% and Bernie Sanders by 16%. Senator Elizabeth Warren remains the only other candidate in double digits at 10%. Senator Kamala Harris has slipped to 6%, barely ahead of Mayor Pete Buttigieg (5%) and former Congressman Beto O’Rourke (4%). FIRST READ: It’s crunch time for the remaining Dems to qualify for the third presidential debate

Two weeks before the qualification deadline, Democratic presidential candidates are racing – and spending money – for the right to make the third debate in September.

Tom Steyer, who joined the 2020 field just a month ago, spent $1.2 million on Facebook ads in the last week alone, per NBC’s Ben Kamisar.

And that’s on top of the millions he’s already dropped on TV ads in Iowa and New Hampshire.

Kirsten Gillibrand, who’s been in the race since January, is up with a $1 million-plus advertising buy in Iowa and New Hampshire.

And she had more than $8 million in the bank as of June 30 to spend (due to transfers from her Senate account).

So far, according to NBC’s count, nine Democrats have qualified to make that third debate stage – by raising money from 130,000 unique donors AND reaching at least 2 percent in four qualifying polls all by Aug. 28.

Those nine: Joe Biden, Bernie Sanders, Elizabeth Warren, Kamala Harris, Pete Buttigieg, Beto O’Rourke, Cory Booker, Amy Klobuchar and Andrew Yang.

So the field is going to be cut in half – more or less – by September.

And those who haven’t made it are acting as if their candidacies hinge on making the debate stage.

Because they do.

One other thing: It’s no coincidence that Steyer – via his big bucks over the airwaves in Iowa and New Hampshire – is now closer to qualifying for the third debates than other candidates who have spent more time campaigning on the ground.

Hong Kong protests shut down airport — again.

Meanwhile, here’s a story – thousands of miles away – that’s worth watching.

“All check-in services at Hong Kong airport’s main terminal shut down for a second day on Tuesday after protesters blocked the entrance of the building,” per Reuters and the AP.

“Unrest has roiled the Chinese semi-autonomous region for 10 weeks this summer, as thousands of residents chafe at a perceived erosion of freedoms and autonomy under Beijing’s rule.”

And: “The increasingly violent demonstrations plunged the Asian financial hub into its most serious crisis in decades, presenting Chinese leader Xi Jinping with one of his biggest challenges since he came to power in 2012.”

2020 VISION: Mark Sanford heads to New Hampshire

It sure seems like former South Carolina Gov. and Congressman Mark Sanford is getting closer and closer to a GOP primary challenge against President Trump.

“Mark Sanford, still mulling a possible 2020 presidential bid, will travel to New Hampshire on Tuesday as he nears a final decision on launching a serious run against Donald Trump,” the Charleston Post and Courier writes.

More: “In an interview with The Post and Courier, the former South Carolina congressman and governor said his trip to the key early presidential primary state will not include public events.

Instead, he will be ‘quietly having meetings’ with individuals he trusts to give him honest feedback on the best political path forward.”

Bernie Sanders continued to discuss his press coverage during town halls. NBC’s Gary Grumbach reports from New Hampshire, “’I talk about that all of the time and then I wonder why the Washington Post which is owned Jeff Bezos- who owns Amazon, doesn’t write particularly good articles about me,’ Sanders said. ‘I guess maybe we helped raise the minimum wage at Amazon to 15 bucks an hour, as well. Maybe that’s why the Washington Post is not endeared to me, I don’t know.’”

That’s the gap between the share of Republicans who think that abortion should be legal in all or most cases (34 percent) and the share of Democrats who say the same (70 percent), according to new data from PRRI.

The 36-point partisan gap is LARGER than it was in 2014, when the gap stood at 28 percent.

The same survey found that, despite new legal pushes in red states to ban abortion outright, only 22 percent of Republicans say abortion should be illegal in all cases. In fact, there is no state in which more than 25 percent of residents say abortion should always be illegal.

Good morning, it’s Tuesday, Aug. 13, 2019. Thirty-eight years ago today, from the sanctuary of his ranch high above Santa Barbara, Calif., President Reagan signed two sweeping economic bills into law. Officially known as the Economic Recovery Tax Act of 1981 and the Omnibus Budget Reconciliation Act of 1981, they were then and forever known as “the Reagan tax cuts” and “the Reagan budget cuts.”  “This represents $130 billion in savings over the next three years,” Reagan told reporters brought to Rancho del Cielo for the signing ceremony that foggy and chilly morning. “This represents $750 billion in tax cuts over the next five years. And this is only the beginning.” Fifteen years ago this summer Ronald Reagan went to his reward, and even for those who covered the epic budget battles of the 1980s, memories of the man are starting to fade into the mists that covered the mountain the day he signed those two pieces of legislation. A salient question remains, however: Did the Reagan budget cuts and tax cuts really spur the economy? And how should we remember their architect? Many books have delved into the Reagan presidency, some of them written by friends and loved ones. So perhaps it’s a fool’s errand to tackle these issues in this morning newsletter. I’ll take a stab at it nonetheless. How Netflix Lays Waste to “Quarterly Capitalism” Narrative. RealClearMarkets editor John Tamny writes that focusing on short-term earnings causes companies to err on the side of caution — and is a path to obsolescence.   * * * In the 1980 campaign, Ronald Reagan vowed to cut federal incomes taxes, vastly increase defense spending, and balance the budget. These didn’t prove to be compatible goals; or, maybe a more charitable way of saying it is that two out of three ain’t bad. In other words, the budget never came close to being in balance. To this day, Reaganites blame the Democrats who controlled the purse strings in Congress. Democrats point to another culprit: simple math. The idea that the government could drastically cut revenues while increasing spending and still balance the budget had a cover story. It was provided by economist Arthur Laffer, who postulated that some amount of reduction in government spending could actually pay for itself by spurring the private sector economy, which in turn would generate more tax revenue. The idea wasn’t wrong. It’s just that the short-hand version embraced by small-government acolytes reduced a subtle and interesting economic phenomenon to a conservative catechism. They called it “supply-side” economics. During the 1980 primary season, Reagan opponent (and future vice president) George H.W. Bush called it “voodoo economics.” Reaganites themselves liked to quote early supply-sider John F. Kennedy who had said “a rising tide lifts all boats.” Democrats countered by dubbing the Reagan program “trickle-down economics.” The appellation that stuck came from Paul Harvey, the conservative radio host credited with coining the term “Reaganomics.” Whatever you called it, on Aug. 13, 1981, Reagan basically signed it into law. The president, who believed in omens, noted on that dank morning that it had been sunny all week on his mountain — he blamed the journalists for bringing the lousy weather with them. A more salient portent had come the day before when the Wall Street Journal reported that the forthcoming government revenue projections were already lower than what the administration had been predicting. The country was headed for a double-dip recession — the first since the 1930s — and Reagan’s fiscal policies were not going to forestall it. And so in that not-so-shiny California setting, Reagan was asked whether he would revise his own projections about the legislation he was signing — and whether the nation was headed for another recession. “We think that we are in a soggy economy,” Reagan allowed, “and it’s going to go on.” With benefit of nearly four decades’ hindsight, what can we say about the Reagan cuts? Ronald Reagan promised that reducing tax rates would spur innovation and business formation. This came to pass: By 1983 and 1984, the economy was roaring. Certainly some of this was due to the temporary fix of deficit spending and the relatively inefficient public works program associated with the military buildup. Yet that wasn’t all there was to it. Reagan’s plan seemed especially tailored to boosting the entrepreneurial impulses of the “idea” industries. In one sense, the “Reagan Revolution,” at least as it related to budget policy, helped fuel the “Technology Revolution.” IBM introduced the first PC while Reagan was president and high-tech companies Microsoft, Dell, Compaq, Sun Microsystems, and Cisco all got their start. On the other hand, the president who described the federal government as the problem, not the solution, did not rein in federal spending. Not hardly. The national debt tripled during Reagan’s presidency, and the deficit-spending trajectory launched by him has stayed with us. Today, the annual amount taxpayers spend just servicing the federal debt — paying interest on it — is higher than Pentagon spending was during each year of Reagan’s first term. That’s a lot of money. But on this morning 38 years ago, that future was shrouded in the fog that covered Rancho del Cielo. Some things were always clear to Reagan, though. A journalist looking around at Reagan’s ranch asked him jokingly, “How much will you take for the place?” “Oh,” Reagan replied, “you can’t sell heaven.”  Carl M. Cannon
