Friday, August 2, 2019 China Tariffs On Thursday, “President Donald Trump intensified pressure on China to reach a trade deal by saying he will impose 10% tariffs Sept. 1 on the remaining $300 billion in Chinese imports he hasn’t already taxed.” AP News

On Wednesday, “the central bank cut its benchmark rate — which affects many loans for households and businesses — by a quarter-point to a range of 2% to 2.25%. It’s the first rate cut since December 2008 during the depths of the Great Recession.” AP News From the Left The left is worried about the harmful effects of the tariffs on the US economy. “What is already clear is that the United States, China and the world face a few weeks of uncertainty surrounding the world’s largest bilateral trading relationship. This, added to the uncertainty already clouding the world’s second-largest such relationship — the one between the United States and Canada, which awaits ratification of a renegotiated free-trade deal — confirms that Mr. Trump’s policies are becoming one of the greatest sources of instability for a fragile world economy.”

“Everyone loses when the world’s two largest economies slap tariffs on each other. The slump to 2.1% growth in second-quarter U.S. GDP unveiled Friday was attributable largely to stalling business investment due to trade war-fueled uncertainty. And in China, where growth has slowed to 6.2%, a similar pattern has emerged. The fallout is more chronic than acute. In sports terms, the injury is more like a concussion than a blown-out knee. Tariffs sting. But the bigger blows are hits to investment, confidence and growth.”

“Chinese retaliation has hurt [American] manufacturers such as Boeing Co., Caterpillar Inc. and Deere & Co… U.S. manufacturing employment has barely accelerated from the pre-Trump trend, and hasn’t even made up the ground it lost in the Great Recession, much less reversed the drop since China entered the WTO… in economic terms, Trump’s trade war has been a loss on every front… 
 
“[But] In parallel with Trump’s tariffs, the U.S. has been waging a different sort of trade war against China aimed at reducing Chinese dominance in cutting-edge technology industries… The swift and devastating impact of export restrictions on China’s Huawei Technologies Co. shows the effectiveness of these [policies]. Thus, even though protectionism has hurt the U.S., it may have hurt the U.S.’s chief rival even more. Whether that is worth the cost depends on one’s view of geopolitics and the importance of continued U.S. hegemony.”

The Trump administration’s China strategy…  is effectively to crash the Chinese economy. Placing tariffs will not only make the country’s products more expensive for Americans to buy, but will also induce multinational corporations to move their manufacturing plants and offices to other nearby countries… So while Trump wants to make a deal with Xi — partly to end China’s theft of American intellectual property and other aggressive trade practices — he’ll settle for destroying China’s economy in the meantime.”

This move comes at a sort of odd time. The U.S. economy has been looking fragile lately—bond markets are screeching in panic, GDP has slowed a bit, and business investment is drying up. Just about everybody agrees that Trump’s trade war is contributing at least somewhat to the uneasiness… Now Trump has gone and ratcheted up the conflict, which means Americans will pay even higher taxes on imports and that there will be more uncertainty for businesses trying to figure out their supply chains. It will almost certainly be bad for the overall health of the economy… 
 
“One possibility is that Trump simply isn’t worried about the effect that his tit-for-tat with China is having on the economy and just wants to keep fighting it to the bitter end… But it’s also possible that this move is partly meant to scare the Fed into taking more action than it did Wednesday. Many investors (as well the president) were hoping that Powell would signal that the Fed intended to pursue an aggressive series of rate cuts.”
Jordan Weissman, Slate From the Right The right is supportive of taking action against China but divided about whether tariffs are worth the economic risk. “China poses the preeminent threat to U.S. global order and must be defeated in that effort, and U.S. intellectual property must not be sacrificed under any new trade deal… By escalating in the trade fight, Trump is showing Beijing that he will risk his own electoral position in order to win. That will factor in Xi’s mind in that it’s still a long way to January 2021, or even January 2025. Moreover, Trump is gambling with good reason that Beijing will want some kind of deal by that point… 

“The risks, however, are equally real. While the U.S. economy remains strong in employment rates and consumer markets, it suffers increasing strains from the China trade war… U.S. capital investment and investor confidence is collapsing. At some point, those factors will reverberate within the broader economy. China is banking on that reverberation occurring sooner rather than later.”

The trade war is just one front in what we should view as the Second Cold War. China seems to be in the lead in developing and employing technologies like artificial intelligence, hypersonic missiles, and 5G (which has extensive defense and intelligence system applications). Together, these technologies could create a strategic military advantage for China as early as the next decade, putting China in a position to challenge or even defeat the United States… 

“With its current tariff strategy, the Trump administration is walking a very thin and unstable line. China has numerous cards left to play, the results of which would range from pain to outright disaster for American businesses that are dependent on importing Chinese products… [For example] China has threatened to withhold rare earth metals from the United States, which would cause serious disruptions in the manufacture of everything from cell phones to solar and wind energy to aircraft and missiles for the U.S. military…

“The United States does not want to find itself strategically inferior to China in the 2020s. However, the prospect of the world’s two largest economies entering an economic war would be unlikely to produce a happy ending for anyone involved.”

If China can be pushed into an enforceable trade agreement, that should set up the incentives for some concessions. If it doesn’t work, though, this will likely be the new normal, and Trump will have to work overtime to keep it from damaging the consistent economic growth he needs to win re-election.”

Trade wars aren’t easy, especially for the innocent economic bystanders.”

POLITICO Playbook: A gutting few weeks for the GOP

DRIVING THE DAY

IF YOU ARE A HOUSE REPUBLICAN, this has been an absolutely gutting few weeks. And, truly, if someone is trying to spin you on how the political picture is not that bad for the House GOP right now — at this moment — you ought to discount them as a political professional or analyst. Because it’s really, really bad, deflating and discouraging.

ON THURSDAY NIGHT, Texas Rep. WILL HURD — the only black Republican in the House — announced he would not run for reelection. He beat Democrat Gina Ortiz Jones by fewer than 1,000 votes in 2018 in a large district that runs the stretch of the Texas-Mexico border — and she is running again. Republicans like to say this is an R+1 — fine, perhaps — but it’s an R+1 that Hillary Clinton won by 3 points, so it’s not much of an R+1.

— SIDE NOTE: Hurd is particularly close to House Minority Leader KEVIN MCCARTHY. When we were traveling with McCarthy for our book just before the 2018 elections, he once startled his Capitol Police detail late one evening after a very long day, agreeing to pay Hurd’s sister a visit at a downtown San Antonio bowling lane. Here’s what he said about Hurd to a group of Republicans during a fundraiser at a restaurant in El Paso just before the 2018 midterms: “Will Hurd is always challenged, but he sets himself apart.”

LET’S REVIEW THE TAPE: In the last two weeks, the following House Republicans have announced they were leaving Congress: Rep. Martha Roby (R-Ala.), one of 13 GOP women; Rep. Paul Mitchell (R-Mich.), a member of leadership; Rep. Pete Olsen (R-Texas), who represents a blueing district outside Houston; Rep. Mike Conaway (R-Texas), a well-respected party elder. Rep. Justin Amash — an Arab American — left the party and became an independent. BEFORE ALL THAT: Indiana Rep. Susan Brooks — the party’s recruitment chair — decided she would not run again.

A FUN STAT that’s making its way around GOP circles: There are more men named Jim in the House than Republican women running for reelection.

THE HOUSE REPUBLICANS are increasingly white and male. There is no diversity — quite literally. How can they recruit anything but white men with what their membership looks like right now? If you’re anything but a white man, you look at the House GOP and see very few people that look like you.

HERE’S THE BLEAK REALITY for the House GOP. It’s summer recess, which means lawmakers are home with their families. As soon as the sun will rise, people will be reminded over the summer that being a member of Congress is not as fun as being at home with their kids or family. Plus, being in the minority stinks. This probably won’t get better for Republicans anytime soon. Expect more people to jump ship — and soon. Rumors are already swirling about another retirement as soon as today.

WE GOT LOTS OF EMAILS Thursday night that the NRCC is now having a worse week than the DCCC. Eh. It’s probably a toss-up.

CUE SOME TWEETS … NYT’S ADAM GOLDMAN and KATIE BENNER: “Justice Dept. Declined to Prosecute Comey Over Memos About Trump”: “The Justice Department declined to prosecute the former F.B.I. director James B. Comey after determining that two memos he wrote about his interactions with President Trump contained classified information and examining whether he mishandled the documents, according to people familiar with the matter.

“The F.B.I. upgraded the memos to confidential — the lowest level in the government’s system of classifying information — shortly after the president fired Mr. Comey in May 2017, the people said. Mr. Comey had kept several memos at his home and shared one with a friend when he thought they contained only routine information, but the determination that some memos included classified material prompted the investigation into whether he mishandled them.

“Prosecutors quickly determined the case did not warrant charges, the people said. It is not clear which memos spurred the inquiry, but the upgrade to confidential dealt with foreign relations, a person familiar with the classification review said.” NYT

SCARY — “Rep. Elijah Cummings’ Baltimore Home Burglarized, Police Say,” by CBS affiliate WJZ’s Rachel Menitoff: “Baltimore Police are investigating after the home of Rep. Elijah Cummings was broken into early Saturday morning. The burglary occurred around 3:40 a.m. at his Baltimore home in the 2000 block of Madison Avenue. At this time, police don’t know if any property was taken. This was several hours before President Donald Trump tweeted criticizing Cummings and his district including Baltimore.” WJZ

BREAKING OVERNIGHT … AP/BEIJING: “China threatens countermeasures if Trump hikes tariffs”: “China’s government has threatened unspecified ‘necessary countermeasures’ if Trump’s planned tariff hike goes ahead.

“The Commerce Ministry said Trump’s announcement is a violation of his agreement with President Xi Jinping in June to revive negotiations aimed at ending their fight over Beijing’s trade surplus and technology ambitions.

“The ministry said if the U.S. measures took effect, ‘China will have to take necessary countermeasures to resolutely defend its core interests.’ The statement issued Friday continued, ‘All the consequences will be borne by the United States.’” AP

Will Hurd (Texas) announced he will leave Capitol Hill at the end of 2020, potentially handing a seat to the Democrats and bringing the total number of GOP retirements to seven with 15 months until Election Day.   Even before Hurd announced his decision Thursday evening, House Republicans were gearing up for a spate of new retirements after five other lawmakers announced in just over a week their intention to leave Congress at the end of this term. But multiple Republicans believe Hurd’s retirement hurts more than others given that he represents a true swing district and because of his ability to appeal to portions of the electorate some in the GOP have been unable to.   Hurd, 41, is the only African American lawmaker in the House GOP. With a background in the CIA and immigration expertise acquired in a sprawling district along the Texas border with Mexico, Hurd earned respect from many of his colleagues in both parties. He frequently challenged Trump’s policies without making it personal.    “It’s a gut punch. Will is shaping the future of the party by his work,” said one House Republican in reaction to Hurd’s exit. “For him to step out of the House is a tough blow to our efforts to design the party for the next decade.”   One GOP strategist pointed to Hurd’s victories in his district, which is 71 percent Latino and touches nearly 800 miles of the U.S.-Mexico border, noting that Hurd was one of the few who won last year when almost no other Republicans of his ilk did.   “Hurd is a tough member to replace. There’s a reason the guy won his race in one of the worst years for Republicans in a long time,” said one Republican strategist. “This will be a competitive race. It’s incumbent to find a good, well-funded candidate very quickly.”    “All retirements aren’t created equal. But this one hurts,” the strategist added.    Hurd won his 2018 contest by a half a point over Democrat Gina Ortiz Jones, who announced late Thursday that she will run again for the seat.   The retiring congressman said in a statement that he will leave “in order to pursue opportunities outside the halls of Congress” in technology and national security sectors. Other Republicans say they are departing for more acute reasons, including the party’s transition to the minority, displeasure with the toxic environment on Capitol Hill and being term-limited on key committees important to their constituents.    “Members hate being in the minority and think we’re going to get our ass kicked in 2020, and there will be a ton more retirements soon,” said a second GOP strategist, predicting that there could be upwards of 15 retirees this cycle.     The strategist noted that there likely won’t be as many as last cycle – 23 – because more made the move last year.    House Republicans say there may be term-limited ranking members pondering departures ahead. And Texas Reps. Kenny Marchant (R-Texas) and Michael McCaul (R-Texas), like Hurd, won close races in 2018.   “[Texas is] the new California,” said the first GOP strategist. Hurd is the second House Republican from the Lone State to announce retirement, following Republican Rep. Pete Olson, who made his announcement last week.   Democrats smell political blood in Texas and predicted hours after Hurd’s news broke that others will follow him. However, most of the retirements are in districts that are reliably Republican; Hurd and Olson are exceptions.   “Republicans across the Lone Star State are terrified of losing their seats in 2020 and Will Hurd just joined the list,” said Avery Jaffe, a spokesman for the Democratic Congressional Campaign Committee. “Democrats will win this seat and if Will Hurd doesn’t believe he can keep his job in a changing Texas, his colleagues must be having second thoughts too.”   The New York Times: Will Hurd, only black Republican in House, is retiring from Congress.   The Texas Tribune: Republican U.S. Rep. © Getty Images     LEADING THE DAY WHITE HOUSE & ADMINISTRATION: President Trump, frustrated after more than a year of trade negotiations with China, tweeted on Thursday that the United States would impose a 10 percent tariff on an additional $300 billion worth of Chinese imports beginning Sept. 1, another escalation in a trade war he suggests Beijing may be trying to drag out through the U.S. presidential election.   Trump’s decision, which China warned will be met with reciprocal punishment, increases the likelihood that the world’s two largest economies will be locked in a protracted trade dispute for months, if not years (The New York Times). Trump’s announcement followed half a day of what the administration called “constructive” talks that ended Wednesday between U.S. and Chinese negotiators in Shanghai.    The president said the tariff rate could increase to as much as 25 percent, depending on whether the two governments strike a deal.   “I could always do more or I could do less,” he said.
The penalty, combined with the existing 25 percent tariff on $250 billion in Chinese goods, would cover almost all products the U.S. brings in from China (The Hill).
“China, they have to pay it,” Trump told reporters. “They’re paying for these tariffs. We’re not. …Until such time as there is a deal, we’ll be taxing them.”   Treasury Secretary Steven Mnuchin wanted to give Beijing advance notice that Trump’s tariffs announcement was coming, but was overruled (Bloomberg).   The president’s action prompted a swoon in financial markets and retailers protested, arguing tariffs raise costs on goods American consumers purchase and will result in U.S. job losses (The Associated Press).   Secretary of State Mike Pompeo, traveling in Thailand on Thursday for separate bilateral discussions, criticized China for what he called “coercion” in the Southeast Asia region following a meeting with a top Chinese diplomat (Reuters).   > North Korea: Trump on Thursday said the situation with North Korea’s missile tests “is very much under control,” arguing that the United States and Kim Jong Un “never made an agreement” on testing of short-range missiles:   Pompeo joined the president in shrugging off Pyongyang’s tests as a danger, saying he remains hopeful that diplomatic talks with North Korea will resume “before too long” (The Associated Press).   We stand ready to continue our diplomatic conversation with the North Koreans,” Pompeo said in Bangkok. “We’re ready to go. The United States plans to test a new missile in coming weeks that would have been prohibited under the pact (The Associated Press). “Russia is solely responsible for the treaty’s demise,” the State Department said in a statement.   > Justice Department: As The Hill reported Wednesday, former FBI Director James Comey will not be prosecuted by DOJ for leaking memos he drafted in 2017 containing information subsequently classified by the department. Comey testified to Congress and wrote a best-selling book in which he described information-sharing with the news media motivated by his effort to trigger an independent Russia-Trump investigation, which became the special counsel probe conducted by Robert Mueller (The Associated Press).   > White House security clearances: The intelligence community’s inspector general (IG) denied a request from Senate Democrats to review the policies and procedures involved in the administration’s granting of White House security clearances. The IG said Trump would have to request such a probe (CNN).   “As a legal matter, the ICIG also lacks authority to unilaterally review compliance by the [Executive Office of the President] with policies and procedures governing security clearances,” IG Michael Atkinson wrote to senators.   ****    MORE CONGRESS: The Senate broke for the August recess on Thursday after it passed the bipartisan agreement to lift the spending caps and the debt ceiling for two years, with most Democrats and more than half of GOP lawmakers voting for the bill.   The Senate voted 67-28 to send the bill to Trump’s desk. The bill will add $320 billion to the deficit over the next two years, and $1.7 trillion over the next decade rather than automatic spending cuts that would have taken effect. The deal was the final piece of must-pass legislation the Senate needed to move on before leaving town for five weeks and returning after Labor Day.    Trump had urged Senate Republicans to pass the bill due to the spending increases included for the Pentagon and veterans. Just a week earlier, only 65 House Republicans voted for the package when it passed the lower chamber (The Hill).   The Hill: Trump border fight throws curveball into shutdown prospects.   The Hill: The 23 Republicans who opposed Trump-backed budget deal.   The Washington Post: Trump’s North America trade deal in limbo as Congress leaves town.   > Election Security: Senate Minority Leader Charles Schumer (D-N.Y.) is keeping pressure on Senate Majority Leader Mitch McConnell (R-Ky.) to pass an election security package after the August break.   Schumer predicted to reporters that “pressure will continue to mount” on McConnell and Senate Republicans until they pass something aimed at protecting the 2020 elections from potential meddling by the Russians and other foreign adversaries (The Hill).    “I do want to make one prediction: I predict that the pressure will continue to mount on Republican senators, especially Leader McConnell, and they will be forced to join us in taking meaningful action on election security this fall,” Schumer told reporters during a pre-recess press conference.      In recent weeks, Democrats have tried to bring bills to the floor using unanimous consent requests that have been blocked by Republicans, including McConnell, who has been dubbed by some as “Moscow Mitch,” leading him to issue a fiery rebuke on the Senate floor.    “I was called unpatriotic, un-American and essentially treasonous by a couple of left-wing pundits on the basis of bold-faced lies. I was accused of aiding and abetting the very man I’ve singled out as an adversary and opposed for nearly 20 years, Vladimir Putin,” McConnell railed (The Hill).    Elsewhere in Congress … With the House out of town, Rep. Ilhan Omar (D-Minn.) tweeted Thursday that she is in Africa with Speaker Nancy Pelosi (D-Calif.), saying that the Speaker “didn’t just make arrangements to send me back, she went back with me” (The Hill).   IN FOCUS/SHARP TAKES POLITICS & CAMPAIGNS: During a 90-minute reelection rally in Cincinnati on Thursday, the president unspooled a politically conventional checklist of contrasts between what he framed as his record of achievements and what he called excesses and extremes among Democrats in Congress and those campaigning for the White House.     Trump assailed Democrats as destroyers of America’s inner cities — he mentioned Baltimore, Los Angeles and San Francisco — politicians who “deliver poverty for their constituents and prosperity for themselves.”   Largely sticking to his prepared text and interrupted several times by hecklers, Trump told the cheering crowd, “I don’t want to be controversial. We want no controversy.” He mentioned former Vice President Joe Biden and Sen. Elizabeth Warren (D-Mass.) as punchlines, gently weaving his nicknames for them — “Sleepy Joe” and “Pocahontas” — into his storytelling.   There were no Ohio chants of “send her back,” which marred the president’s last rally in Greenville, N.C.     “Democrats have never been further outside the mainstream,” the president said while expanding on what he described as the economic and national security milestones of his leadership. “We’re not going to ever let our country go down the route of socialism,” Trump said, playing up many of the conservative and populist themes that helped him win in 2016.   “This movement is about your family and future and about the life and fate of your country,” he added.    The Hill: Trump targets Democrats over state of U.S. cities.   © Getty Images   > Obama under attack: After a debate night that centered on the bashing of policies and the work of the Obama administration, Biden continued to defend the work of former President Obama while campaigning in Detroit Thursday morning.    Biden called the attacks on the Obama record “bizarre,” with others lamenting that the attacks weren’t directed at Trump instead. On multiple occasions, 2020 Democrats criticized the Obama administration’s work on a number of issues, including deportations, immigration and health care.    “I was a little surprised at how much incoming there was about Barack, about the president,” Biden said. “I’m proud of having served him. I’m proud of the job he did. I don’t think there’s anything he has to apologize for.”   “He changed the dialogue, he changed the whole question, he changed what was going on. And the idea that somehow it’s comparable to what this guy is doing is absolutely bizarre,” Biden said, comparing Obama to Trump (The Hill).   Additionally, former Obama administration officials called on the Democratic field to train their fire away from the former president. Former Attorney General Eric Holder warned candidates to “be wary” of attacking Obama’s record.    “To my fellow Democrats. Be wary of attacking the Obama record.  Build on it.  Expand it. But there is little to be gained – for you or the party – by attacking a very successful and still popular Democratic President,” Holder tweeted.   As for Trump, he took note of the comments and made a point of calling out the Obama criticism from the outset of his campaign rally on Thursday night in Cincinnati.    “The Democrats spent more time attacking Barack Obama than they did attacking me, practically,” he said to cheers from his supporters. “This morning, that’s all the fake news was talking about. Baltimore: A Tale of Two Cities
Baltimore has been at the center of controversy for almost a week now, after President Trump blasted Maryland Rep. Elijah Cummings for the “rat and rodent infested” city in his district. Cummings had been screaming in a House Oversight Hearing about the deplorable conditions at the southern U.S. border, but the truth was that Baltimore, just 40 miles away from where he sat, is facing far worse circumstances. “Charm City,” as it affectionately known, has a glimmering waterfront, a fabulous aquarium, historic monuments, great food. It also has more violent crime per capita than any other U.S. city. In fact, if Baltimore were a country, it would be the fourth most violent in the world. The topic is near and dear to my heart because Baltimore is my hometown. I love it for all its quirks, its messy crab fests, and for Campden Yards, the greatest baseball stadium in the world. I also love the charm and character; the weird way people say “Hon” and “down dee shore.” But I, like many other people, could not justify the increasing risk to safety and creeping poverty. 
 
Today I want to introduce you to this city. I’m not suggesting that anyone move there, but if you’re in D.C., it’s $8 on the MARC to spend a day there, maybe volunteer for a clean-up crew or help out at a homeless shelter. We can’t change the politics of the city overnight, but this is an opportunity to not ignore Baltimore from the window of our speeding Acela, instead, I think we can make Baltimore great again. 
 
Yesterday I wrote about Baltimore for the Federalist and the response was feverish. I got lots of support and a lot of criticism from people that feel conservatives have no right to speak out against politics of a corrupt, run-down city. From the Federalist:
 
“People have long misunderstood and misrepresented Baltimore, my cherished hometown, but much of what President Donald Trump said this past weekend about Charm City was right on the nose. The president categorized Baltimore as a “disgusting, rat and rodent infested mess,” which sparked ire among his always-vocal choir of critics but offered no untrue information.

What good does it do to pretend Baltimore is not a rat- and rodent-infested mess? It is. In fact, Baltimore’s homicide rate is so high that under current U.S. asylum laws, the residents could qualify for refugee status in the United States. The population of Baltimore decreased by nearly 8,000 residents between 2017 and 2018 as residents fled the nightmare-like conditions of their neighborhoods.
 
Poverty has decimated Baltimore. Row homes built in the mid-1900s for working-class families expanding into the then-flourishing waterfront city are now ghostly shells filled with squatting drug addicts. The Baltimore Police Department, fighting corruption itself, has been permanently cast as the villain bent on unjustly punishing the black citizens of Baltimore after alleged misconduct led to the death of Freddie Gray in 2015. After a series of recent, violent attacks in broad daylight, a police official ardently promised that any investigation would not contain abuse.

While recent defense of Baltimore has included touting its strong minority population and “diverse” government, Baltimore remains a truly segregated city. Neighborhoods are stitched together almost like a patchwork of socioeconomic imbalance. ‘
Blue light districts’ literally mark the neighborhoods where crime and violence are known to be the highest. Many of the tell-tale flashing blue lights appear just steps from Baltimore’s famed downtown Inner Harbor.”
 
My Fight with David Simon
As much as it pains me, I had a first, and I imagine one-time-only, conversation with one of my cultural idols on Twitter yesterday. David Simon, who created “The Wire” and wrote the iconic nonfiction “Homicide: A Day in the Killing Streets,” reacted very badly to my thoughts on Baltimore. Not, I imagine, because he disagreed with my sentiments as much as he disagreed with my protection of a president he despises. Our back and forth was really much more him berating me, and me trying to have a conversation. I was blocked and unblocked twice. My personal favorite was the last in which he rejected my assertion that Trump might not actually be a racist.
 
“No. I’ll proceed on that issue and others without cultivating those comfortable with servicing and excusing overt racism in this country. We’re done. And if we’re not, I’m going to simply block. This feed is for people of better will and spirit,” Simon said.
 
This made me especially sad that Baltimore will continue to suffer at the hands of tribal partisanship, because of people unwilling to put aside political ideology to find common ground on a devasting problem.

Click here   Good morning,As the Democratic presidential hopefuls debated in Detroit, our daily updates on the race have so far shown little change. Joe Biden has retained a double digit lead over Bernie Sanders. Elizabeth Warren and Kamala Harris are the only other candidates earning more than 5% support.Tonight, at 5:00 p.m. Eastern, we will release our first update based largely on a post-debate sample. Approximately 86% of the interviews will have been collected AFTER the second night of the debate. About 12% were collected DURING the second night’s debate and 2% BEFORE that debate.Generally speaking, debates have a smaller impact than many politically obsessed Americans expect. This is likely because the vast majority of voters don’t watch. Additionally, many who do tune in are already strongly committed to one candidate or another. As a result, media coverage (and spin) of the debates could have a bigger impact than the debates themselves. To measure this, we will provide another update of the Democratic race on Monday at 5:00 p.m. Eastern. That update will be based on interviews collected from tonight at 7:00 p.m. Eastern until approximately noon Eastern on Monday.On a different topic, 19% of voters generally rate the conditions of inner cities as good or excellent. Forty-one percent (41%) say fair and 40% poor. However, 78% believe most inner cities have sections that are overwhelmed with poverty and crime.Eighteen percent (18%) of voters believe the federal government should be primarily responsible for solving the most serious problems facing inner-cities. Sixty-two percent (62%) believe the primary responsibility for fixing the cities should be within the city itself–city governments (38%), city residents (20%), or local businesses (4%).The view that locals should be primarily responsible for addressing inner-city problems is shared by 64% of suburban voters, 61% of rural voters, and 60% of urban voters.Once again, it’s worth noting that throughout all the news of 2019, the president’s job approval has remained remarkably steady. For more than six months, every single daily update has shown the number approving of within two points of 46%.Finally, today’s Number of the Day shows that, most or all of the time, 22% of voters are afraid to let co-workers, friends, or neighbors know their views. FIRST READ: A surprise retirement is big, bad news for the GOP

For all of the attention on the divided Democrats on display at this week’s presidential debates, the GOP might have received worse news on Thursday.

Rep. Will Hurd, R-Texas, announced he won’t seek re-election in 2020 – the biggest House GOP retirement since Paul Ryan’s in 2018.

It’s also the sixth House GOP retirement in just the last two weeks, per NBC’s Alex Moe.

Why the Hurd news is significant:

  • It makes it much more likely the GOP will lose the district in 2020 (Hillary Clinton carried it in ’16); the Cook Political Report has already moved it to Lean D.
  • It makes it that much harder for the GOP to win control of Congress – Republicans need to flip 18 seats, and losing Hurd’s TX-23 district raises the number to 19.
  • Like Ryan’s announcement in 2018, it sends the message to GOP donors and potential recruits that flipping the House might be out of reach for Republicans.
  • It eliminates more diversity for the GOP – Hurd was the sole African-American member of the House Republican caucus.
  • And when it comes to the immigration debate, it robs the GOP of their only member representing a district on the U.S.-Mexico border.

But there’s an even more significant story going on here: The non-Trump wing of the Republican Party wants out.

Think about the other GOP retirements we’ve seen – Reps. Susan Brooks of Indiana, Martha Roby of Alabama, and now Hurd.

And these Republicans parachuting out of the Republican Party underscore how vulnerable Trump really is, despite the growing economy.

The fewer Will Hurd-like members running in 2020 reduces the number of moderate/non-Trump Republicans who would eagerly go to the polls for their representatives – and then still hold their nose and vote for the president.

The Republican Party is getting smaller and smaller, and that isn’t good news for an incumbent Republican president.

Trump, tariffs and the Fed

Speaking of Trump’s weakness despite the growing economy, it’s important to start connecting the dots:

  • And that tariff threat could very well prod the Fed to cut interest rates even further, per CNBC.

Here’s CNBC’s Steve Leisman: “Probably needs to be stated again: the president is increasing tariffs the day after the Fed Chair (whom the president chose) warned that tariffs represent the single biggest threat to the us and global economies. And he said it repeatedly.”

What the heck is going on here? Is Trump deliberately trying to juice the economy with lower interest rates — as we head into his re-election?

And if so, what does that say about the long-term benefits of the tax cuts that Trump and Republicans passed into law?

2020 VISION: Klobuchar says she’s qualified for the September debates

NBC’s Ali Vitali reports that Amy Klobuchar’s campaign says it’s met the 130,000-donor threshold to qualify for next month’s Democratic presidential debates in Houston.

She had already met the polling threshold.

This makes Klobuchar the eighth Democrat to have qualified for the September debates, joining Joe Biden, Bernie Sanders, Elizabeth Warren, Kamala Harris, Pete Buttigieg, Beto O’Rourke and Cory Booker.

On the campaign trail today: Warren, Buttigieg, O’Rourke, Julian Castro and Steve Bullock all stump in Nevada… Tim Ryan campaigns in Iowa… And Dr. Jill Biden also hits the Hawkeye State.

On the campaign trail Saturday:
Nearly the entire field participates in an AFSCME forum in Las Vegas – Michael Bennet, Biden, Booker, Castro, Bill de Blasio, John Delaney, Tulsi Gabbard, Harris, Jay Inslee, Klobuchar, Seth Moulton, O’Rourke, Ryan, Sanders, Tom Steyer, Warren and Marianne Williamson.

Dispatches from NBC’s embeds: Sen. Cory Booker held a “Detroit Rise” event in Michigan, where he was still riding high from his debate performance on Wednesday night. NBC’s Gary Grumbach reports that Booker reminded the crowd of his criticism of Vice President Joe Biden.

BOOKER: I’ll tell you, didn’t get much sleep last night everybody. I saw somebody brought a pack of Kool-Aid up in here. [LAUGHTER] All I have to say is, what flavor is it? [LAUGHTER] There it is, there it is.”

And NBC’s Priscilla Thompson reports from Iowa, where Dr. Jill Biden, the former vice president’s wife, touted her husband’s performance.

“Dr. Jill Biden praised her husband’s debate performance in a room full of Iowa voters [yesterday]. ‘I think Joe did such a great job and I think you know, I saw in Joe what Tim said that what we want in a leader. It’s his character and his strength,’ she said. ‘I think they were all great, but I think his character is what set him apart from all the other candidates in the race.’” 

DATA DOWNLOAD: And the number of the day is… 117.

That’s the number of House Democrats now calling for an impeachment inquiry or impeachment vote against the president, according to a count by our NBC Capitol Hill team.

That includes 24 who have come out for impeachment since Robert Mueller testified publicly on the Hill last month.

One other member — Republican-turned-independent Justin Amash – has also called for impeachment.
