Friday, July 26, 2019 Boris Johnson Becomes UK Prime Minister “Boris Johnson promised in his first speech as prime minister to lead Britain out of the European Union on Oct. 31 with ‘no ifs or buts’ and warned that if the bloc refused to negotiate then there would be a no-deal Brexit.” Reuters From the Left The left is worried that Johnson will not be able to solve the Brexit crisis. “The raw dilemma at the heart of Brexit: Will the U.K. remain principally a European power, aligned with its continental neighbors on trade, foreign policy, and defense, or will it feel compelled to move much closer to the U.S. in the aftermath of an acrimonious breakup?… 
 
“Britain’s choice is a difficult one. It prizes its ‘special relationship’ with Washington, largely centered on intelligence-sharing and defense, but as a member of the EU, it is much more closely intertwined with European economies. Throughout the presidency of Donald Trump, London has also showed itself far more willing to strike out against the U.S. position, aligning itself with Brussels, Paris, and Berlin on a range of foreign-policy questions from climate change to tariffs—and, crucially, the Iranian nuclear deal… The British government has so far sought to separate Brexit from all other questions of strategic national interest. It is widely claimed that there are, in fact, two Boris Johnsons. The first is the ideologue—a populist, barnstorming Brexiteer who ousted back-to-back establishment prime ministers on his way to power. This Johnson would probably play hardball with the European Union, and force the nation into a no-deal departure come October 31. The other Johnson is an opportunist, a shape-shifter who was able to work across party lines as the only Conservative ever to become the mayor of liberal London. This Johnson, it is hoped, would build a consensus and prevail over a bitterly divided Parliament to deliver a passable Brexit deal… But even if Johnson possesses both the conservative yin and the centrist yang his backers claim, the task before him remains far more difficult and delicate than it has been made out to be.”

“Some establishment types may really believe that Trump is Hitler and that Brexit will plunge Britain into another Great Depression. Most of them drip with contempt for ordinary citizens and, astonishingly, seem to think it entirely healthy and consistent with democracy to overturn the decision of the voters. Johnson’s three top Cabinet appointees are of Muslim, Hindu, and Jewish ancestry: Nationalism doesn’t mean white supremacy.”

President DONALD TRUMP to Fox News’ SEAN HANNITY on Thursday night when he asked how much of ROBERT MUELLER the president watched: “I ended up watching more than I wanted to … then I watched the afternoon.”

— TRUMP ON ABSOLUTE PARDON POWER: “It’s a beautiful thing.”

— TRUMP handicapped the Democratic field. He said “Sleepy Joe” Biden is “OK, but he’s fading.” The president said MUELLER made Biden look like a “dynamo.” He said Bernie Sanders is “flailing all over the place.” He called Elizabeth Warren “Pocahontas.” This is interesting: He mentioned Kamala Harris, but had no commentary on her.

THE COMMENTS ABOUT THE 2020 FIELD CAME after Trump received a 70-minute political briefing at the White House. …

TOP TALKER — “Black, Latino Dems torch campaign arm for lack of diversity,” by Jake Sherman, Laura Barrón-López and Heather Caygle: “The House Democrats’ campaign arm is locked in a long-simmering battle with prominent black and Hispanic lawmakers who believe the party committee and its chair have short-changed minorities.

“Senior Hispanic and black members of Congress have privately clashed with Rep. Cheri Bustos (D-Ill.) over her personnel decisions, what they say are tone-deaf comments on race and whether she’s lived up to the promises she made during the campaign to win the chairmanship of the Democratic Congressional Campaign Committee.

“‘There is not one person of color — black or brown, that I’m aware of — at any position of authority or decision making in the DCCC,’ said Rep. Marcia Fudge (D-Ohio), a former chair of the Congressional Black Caucus. ‘It is shocking, it is shocking, and something needs to be done about it.’ …

“When lawmakers have questioned Bustos’ treatment of minorities, she offers this rejoinder: her husband is of Mexican descent, her children are half Mexican and her son is marrying an African American woman.” POLITICO

— LEFT ON THE CUTTING-ROOM FLOOR: We interviewed many lawmakers, aides in and around leadership and DCCC insiders for this story. Several of them relayed that, during her run for DCCC chair, Bustos was fond of saying, “We’re going to finally build a world-class political organization.” She even said this in a few post-election meetings in the Capitol and at the DCCC with her new staff, and the exiting 2018 staff, which had just retaken the House for the first time in eight years. The 2018 staff thought they had a world-class political organization, since they had just booted the GOP out of power.

MUELLER RATINGS, via NYT’s Mike Grynbaum: “An average of 13 million Americans watched the former special counsel on the major cable and broadcast networks over the seven-and-a-half hours of questioning, according to statistics released on Thursday by Nielsen.

“That audience was smaller than the 19.5 million people who watched James B. Comey, the former F.B.I. director, describe his dealings with President Trump to Congress in June 2017. Mr. Comey proved a surprising and animated witness, offering memorable one-liners (‘Lordy, I hope there are tapes’) that attracted about the same audience as Game 2 of that year’s N.B.A. finals.

“In terms of ratings, Mr. Mueller’s hearing also fell short of the Supreme Court confirmation hearings of Judge Brett M. Kavanaugh in September. That broadcast drew an average of 21 million viewers, who watched hours of testimony that probed difficult questions of gender, class and power.” NYT

NEWS … THE W.H. IS TRYING TO WOO RICHARD TRUMKA!, via John Bresnahan and Sabrina Rodríguez:U.S. Trade Representative Robert Lighthizer, who is spearheading the White House effort to pass the USMCA trade agreement, is stepping up his efforts to woo labor unions, specifically AFL-CIO President Richard Trumka.

FOR LIGHTHIZER, this makes sense. Get Trumka and that will help bring along Speaker Nancy Pelosi and House Democrats, who so far won’t back USMCA, arguing it needs more labor and environmental protections.

AFL-CIO OFFICIALS and White House aides say Lighthizer and Trumka have been talking but there has not been a breakthrough. Trumka has given Lighthizer some proposals he believes will improve the trade agreement, but Lighthizer hasn’t responded yet, the AFL-CIO told Sabrina.

“THE REALITY IS WE STILL have a list of things that we’d like to see improved. We’re happy to continue in dialogue. … I think there have been some good conversations but there’s still some things to be fixed,” said the AFL-CIO’s Cathy Feingold. “We have put forward some ideas and we’re still waiting for a response.”

LIGHTHIZER — who has been praised by House Democrats despite not being able to convince them to vote for USMCA yet — will meet with a Pelosi-appointed “working group” of Democratic lawmakers today.

The Justice Department’s decision to resume federal executions after a hiatus of 16 years instantly set off a new round of political debate about crime and punishment ahead of next year’s elections. Attorney General William Barr on Thursday announced the government in December and January will use lethal injection to execute five death-row inmates convicted of murdering children. The government has not put a prisoner to death since 2003 (The Hill). “Let me be clear: capital punishment is immoral and deeply flawed. Too many innocent people have been put to death,” Sen. Kamala Harris (D-Calif.), a former state attorney general and district attorney with a mixed record on the death penalty, tweeted Thursday while campaigning for the White House. “We need a national moratorium on the death penalty, not a resurrection.” Other Democratic presidential candidates joined in expressing their opposition to Barr’s announcement, including Sens. Elizabeth Warren (D-Mass.), Cory Booker (D-N.J.) and Bernie Sanders (I-Vt.), and Washington Gov. Jay Inslee (D), who suspended the use of the death penalty in his state in 2014 (The Hill). They questioned disparities of race and class in the application of the death penalty, described capital punishment as an ineffective crime deterrent and questioned its humanity. Barr’s announcement that “we owe it to the victims and their families to carry forward the sentence imposed by our justice system” occurred days before a Democratic presidential primary debate in Detroit next week, when race and equality are expected to be prominent issues. Lawmakers on both sides of the aisle said they were taken by surprise at the administration’s announcement. Rep. John Garamendi (D-Calif.) told the Morning Report he believes the decision is political. “The timing is for two potential reasons. One, the runup to next year’s election — tough on crime. The other is deflection, which the president uses every other hour,” he said. Rep. Scott Perry (R-Pa.), a member of the House Freedom Caucus, said the resumption of federal executions was “totally unexpected,” but not unwelcome. “Look, I’m for punishing criminals,” he said on Thursday before House members departed Washington until September. “If somebody kills somebody, a member of a family, and that’s adjudicated appropriately and fully, I think it’s a form of deterrence and I just don’t like to see it languish on forever and ever in appeals.”  Former Vice President Joe Biden, who is in the process of amending his tough-on-crime Senate record from the 1990s and working, along with the other White House aspirants, to woo progressive and African American voters, released a new plan on Tuesday that calls for eliminating the death penalty. More than 160 people have been sentenced to death since 1973 and later been exonerated, Biden’s plan states. The former Delaware senator said he now favors life sentences without chances for probation or parole at the federal level and would work to pass legislation to outlaw the federal death penalty as a way to encourage states to follow suit. Twenty-nine states have the death penalty, according to the Death Penalty Information Center, and a map of those states looks a lot like the red-blue political demarcations of next year’s presidential contest. President Trump, who considers his support for law enforcement and crime-fighting part of his brand, has long been an outspoken proponent of the capital punishment. A majority of Americans supports the practice, although the percentage has ebbed since the mid-1990s when crime rates were on the upswing. A Pew Research Center survey last year found 54 percent of Americans supported the death penalty for those convicted of murder (The Washington Post). In yet another example of partisan divisions, most Republicans back capital punishment while most Democrats say they oppose it. The Justice Department says the government will use the barbiturate pentobarbital as its method to execute Daniel Lewis Lee of Oklahoma; Lezmond Mitchell of the Navajo Nation, the only Native American on death row; Wesley Ira Purkey of Michigan; Alfred Bourgeois of Louisiana; and Dustin Lee Honken of Iowa. LEADING THE DAY
CONGRESS: The House officially fled Washington last night after lawmakers passed the bipartisan deal to raise the spending caps and the debt ceiling for two years. The bill will now go to the Senate, which will take it up next week before adjourning for its August recess.  The House passed the package, which boosts government spending by $320 billion over the next two years, by a 284-149 vote. Sixty-five House Republicans, including House Minority Leader Kevin McCarthy (R-Calif.), House Minority Whip Steve Scalise (R-La.) and Rep. Liz Cheney (R-Wyo.), voted for the bill, while 16 Democrats voted against it.  The package would suspend the debt limit through July 2021 and increase spending caps for the next two years. The United States would be on track to add an estimated $1.7 trillion to the deficit over the next decade when compared with the billions in automatic spending cuts that would have kicked in as a result of the 2011 Budget Control Act. While most conservatives voted against the bill, they never made a concerted effort to press the president to oppose it. Trump tweeted earlier Thursday urging GOP lawmakers to back the measure, arguing that it “greatly helps our Military and our Vets.” The legislation boosts Pentagon spending to $738 billion, a reason some Republicans decided to vote for the agreement (The Hill).  The House adjourned Thursday night after House leadership decided not to bring up legislation from Rep. Veronica Escobar (D-Texas) that would overhaul migrant detention policies. It did not have the full support of the House Democratic Caucus.  “There are a number of things that need to be dealt with … and I think we need to do that in a thoughtful way. Not at the last minute,” House Majority Leader Steny Hoyer (D-Md.) told reporters of the Escobar bill before making the announcement official on the House floor (Politico). > Impeachment: Rep. Katherine Clark (D-Mass.), the House Democratic Caucus vice chair, announced Thursday that she supports opening an impeachment inquiry, making her the highest-ranking House Democrat to move into the impeachment camp.  “I deeply respect the committee work of House Democrats to hold the President accountable, including hearings, subpoenas and lawsuits. All of our efforts to put the facts before the American people, however, have been met with unprecedented stonewalling and obstruction,” said Clark, the No. 6 House Democrat, in a statement. “That is why I believe we need to open an impeachment inquiry that will provide us a more formal way to fully uncover the facts.” Clark is the fourth House Democratic to announce support for opening an inquiry since former special counsel Robert Mueller’s hearings on Wednesday. She follows Rep. Lori Trahan (Mass.), Rep. Peter DeFazio (Ore.) and Rep. Lisa Blunt Rochester (Del.).  > Saudi Arabia: The Senate is expected to vote Monday on overriding presidential vetoes of resolutions blocking arms sales with Saudi Arabia.  Despite the scheduled vote series, they are not expected to override Trump’s vetoes given that the initial resolutions of disapproval passed with no more than 53 votes, well short of the necessary 67 votes. 2020 POLITICS: Biden is no longer holding his fire at rivals for the 2020 Democratic nomination after taking heat for months as he readies for the second Democratic debates next week.  As Jonathan Easley and Amie Parnes report, the former vice president has been absorbing shots from Sens. Kamala Harris, Bernie Sanders and Cory Booker on everything from his opposition to “Medicare for All” to his record on race with little to no pushback, leaving his allies frustrated by the passive approach.  However, the sustained questions about his commitment to civil rights seemed to finally provoke Biden to action, with his latest missives against Booker’s record on incarcerations and criminal justice during his tenure as Newark, N.J., mayor serving as the most recent example. The former vice president also said that he would not be as “polite” with Harris at the next debate after their back-and-forth on busing in late June, describing her attacks as a crass political play and wholly disingenuous.  Underlining the attacks is the continued push by Biden and others for support from African American voters and the former vice president’s need to rebound from an underwhelming debate performance last month in Miami to reestablish him as the undisputed front-runner for the 2020 Democratic nod. “You can’t be called the architect of mass incarceration and remain quiet,” a Biden ally said. “That’s cruel and personal. That goes against his entire career.  > DCCC feud: The House Democratic campaign arm is locked in a bitter feud with top African American and Hispanic lawmakers over the lack of diversity at the committee and comments they believe are tone-deaf as they look to keep their majority next year.  According to Politico’s Laura Barrón-Lopez, Heather Caygle and Jake Sherman“ ‘There is not one person of color — black or brown, that I’m aware of — at any position of authority or decision making in the DCCC,’ said Rep. Marcia Fudge (D-Ohio), a former chair of the Congressional Black Caucus. ‘It is shocking, it is shocking, and something needs to be done about it.’ ” “And Fudge isn’t alone. Interviews with more than two dozen Democratic lawmakers, aides and strategists detailed months of frustration and unanswered questions about Bustos’ efforts to retain minority staffers in top positions, boost Latino voter outreach and hire firms run by people of color. They charged Bustos of being tactless when challenged by lawmakers of color. “‘The overall plan for Latino outreach seems to be some 1980s playbook, which doesn’t work anymore,’ Rep. Raúl Grijalva (D-Ariz.) said. “The DCCC declined to make Bustos available for an interview but said that the ‘DCCC has continued to increase diversity amongst our staff.’ ” Abby Livingston, The Texas Tribune: Rep. Ballistic missiles: North Korea test-fired two new short-range ballistic missiles on Thursday, its first missile test since Kim Jong Un and Trump agreed to revive denuclearization talks in June (Reuters). Today, North Korea on state media said its new test of a tactical guided weapon was meant as a “solemn warning” to South Korea over that country’s weapons development and plans to hold military exercises with the United States (Reuters). The United States and South Korea urged North Korea to refrain from further provocations (Reuters). Pompeo said on Thursday he expects working-level talks with North Korea to take place within weeks and that the United States still sees a diplomatic way forward, despite Pyongyang’s missile testing. “We want diplomacy to work. We want Chairman Kim to deliver on the promise that he made to President Trump, which was that he would denuclearize,” Pompeo told Bloomberg television in an interview (Reuters). ➔ State Watch: Automakers struck a potentially seismic deal with California to reduce automobile emissions, rejecting the Trump administration in a bitter battle over regulatory rollbacks. California and 13 other states have vowed to keep enforcing Obama-era air quality rules aimed at reducing greenhouse gases, a fight that led four major automakers to look outside Washington for some “much needed regulatory certainty” (The New York Times). … Also in California, 1,000 community water systems are at risk of not delivering potable water because infrastructure is collapsing faster than action or budgets are responding. California has one of the most byzantine drinking water systems in the country, exacerbating the problems (The New York Times). … In Michigan, the fight over recreational marijuana heads back to local ballots. Activists and local officials are at odds about pot businesses (The Detroit News). ➔ Migrant tragedy: A packed wooden boat carrying about 250 migrants capsized off the coast of Libya on Thursday, resulting in 115 people declared missing and feared to have drowned, plus another 134 who were rescued by local fishermen and Libyan coast guards. The head of the United Nations rescue agency UNHCR called it “the worst Mediterranean tragedy of this year” (Reuters). Libya is a huge departure point for migrants making a perilous journey to try to reach Europe, and the UNHCR says one in four migrants drown at sea along the dangerous route (The Guardian).  ➔ Farm subsidies: The Trump administration will pay farmers hurt by the trade war with China between $15 and $150 per acre in an aid package totaling $16 billion, officials said on Thursday, with farmers in the South poised to see higher rates than in the Midwest. The subsidies, which add to the government’s $12 billion in assistance last year, will be available in August (Reuters).

Biden Hits the Reset Button
Following a presidential campaign kick-off riddled with gaffes and missed marks, team Biden 2020 has opted to go back to square one. Biden’s team hopes to stop the bleed of supporters who have found Biden to be incoherent and willing to change his mind about any policy if pressured. Biden entered the race seemingly confident that he would have built-in support from his days as Vice President to Barack Obama. But that is proving to be a bit of an illusion.

“After self-inflicted wounds from his boasts over decades-old work with segregationist senators and a desultory debate performance, Joe Biden is resetting his campaign to confront his Democratic primary rivals.

The former vice president’s strategy, previewed Wednesday night at a Detroit fundraiser, marks a dramatic shift from the front-runner’s version of a Rose Garden strategy, which was heavy on campaign fundraising and light on taking on his two dozen primary rivals. He is now pledging to attack his rivals head-on, abandoning his nonaggression campaign promise made in May.

His poll numbers plummeted after a near-disastrous debate performance in Miami last month, when he wilted under an attack from Sen. Kamala Harris of California. He will now face Harris again in a Detroit debate next Wednesday, along with Sen. Cory Booker of New Jersey, with whom he has tangled this week.

Biden, 76, has overhauled his stump speech to focus on more than nostalgia for the president he served under, Barack Obama. The 36-year Senate veteran is now outlining what his presidency would look like, should he win the Democratic nomination and beat President Trump in fall 2020.

Democrats told the Washington Examiner it was plain that Biden was overhauling his approach in an attempt to cling onto his dwindling lead.

He is ‘reconfiguring’ his campaign, according to Rhode Island Democratic Sen. Jack Reed, who has praised Biden without formally endorsing him. He’s changing ‘approaches based on the previous debates.’

Democratic consultant Brad Bannon, who is unaffiliated in the 2020 campaign, said Biden was scared by the last debate. ‘I think the pummeling he took at the first round of debates shocked him and the campaign. I think he and his campaign weren’t ready to go,’ Bannon told the Washington Examiner. ‘There’s a significant strategy change here. The reality is he’s in a very competitive race after losing support. It’s a drastic change. Things have been going downhill for his campaign since he announced.’”
 
Ohio Leaning Toward Trump
Even though Biden’s likeability has been challenged and his once dominant lead has been slashed, he is still the only Democratic candidate that leads President Trump in polling in the Buckeye State. From the Cincinnati Enquirer:

Of all the top Democratic presidential candidates, only Biden beat President Donald Trump head-to-head in Ohio in a poll released by Quinnipiac University on Thursday morning. 

In a race between Biden and Trump, 50% of the 1,431 likely Ohio voters surveyed said they’d vote for Biden. Trump would get 42%. 

Trump is in a dead heat with the five other leading Democratic contenders, U.S. Sens. Cory Booker, Kamala Harris, Bernie Sanders, Elizabeth Warren and South Bend, Indiana mayor Pete Buttigieg. 

The results released a week ahead of Trump’s Aug. 1 rally in Cincinnati show Trump’s popularity may have slipped in Ohio, a state he won by eight percentage points in 2016.

That means Ohio may regain its swing-state status in 2020. 

Women, independent and black voters in Ohio went heavily for Biden, according to the poll. Biden won among Ohio women 53%-40%.

‘Vice President Biden’s blue-collar roots aren’t necessarily the key to his success,” said Peter Brown, director of the Quinnipiac poll. “It’s his half-century in Democratic politics and almost universal name recognition.’

Biden also led the pack among Ohio’s Democrats, with 31% backing him. Sanders and Harris were tied for second with 14% each. Warren had 13% of Democratic support and Buttigieg got 6%.

The poll had a margin of error of plus or minus 3.2 percentage points.”

FIRST READ: What happened to the Republican outrage on Russia? 

Two and a half years ago, it was easy to find Republicans who were outraged by Russia’s interference in the 2016 presidential election.
 
But today, they’re much, much harder to find.
 
And that has been one of the most striking transformations in our politics – especially after Robert Mueller’s congressional testimony this week, and even the Senate Intelligence Committee’s report on Russian interference.
 
Here was Sen. Lindsey Graham on “Meet the Press” in January 2017, after the U.S. intelligence community concluded that Russia interfered in the ’16 election to hurt Hillary Clinton and help Donald Trump.
 
“In a couple weeks, Donald Trump will be the defender of the free world and democracy. You should let everybody know in America, Republicans and Democrats, that you’re going to make Russia pay a price for trying to interfere.”
 
“Even though it didn’t affect the outcome, they tried to interfere. And they need to pay a price. And I don’t care what their motives were.”

And here was Sen. Marco Rubio at the end of the 2016 general election:

“I want to warn my fellow Republicans who may want to capitalize politically on these [WikiLeaks] leaks: Today it is the Democrats. Tomorrow it could be us.”
 
(Well, guess who was capitalizing on those leaks…)
 
Now compare those reactions in 2016-2017 with the questions from Republicans during this week’s Mueller hearings – on Fusion GPS, the Steele dossier, Peter Strzok and Lisa Page.
 
It was a lot less outrage at Russia’s intervention. 
 
The frog has boiled so slowly over the last two and a half years, we haven’t fully appreciated how President Trump and his allies have reprogrammed the Republican Party – on one of the biggest political stories in our lifetime.
 
“Over the course of my career, I’ve seen a number of challenges to our democracy,” Robert Mueller told Congress on Wednesday.
 
“The Russian government’s effort to interfere in our election is among the most serious. As I said on May 29, this deserves the attention of every American.”   

Will Democrats take the middle ground on impeachment?

Are House Democrats getting closer to taking a middle ground on impeaching President Trump – pursuing an impeachment inquiry without impeachment?

Here was Rep. Jackie Speier of California to NBC’s Andrea Mitchell:

“Now, many of us have come forward, indicating that we want to see an impeachment inquiry started. And I think the leader, frankly, is coming closer to that way of thinking,” she said, referring to House Speaker Nancy Pelosi.

It is a lot easier for Democrats to explain why they wouldn’t pursue impeachment proceedings against President Trump – because the Senate math is stacked against them.

But it’s harder to explain why they wouldn’t even open an inquiry.

2020 VISION: Biden’s back to being the clear frontrunner – for now

One month after his poor debate performance, Joe Biden is back to being clearly on top of the 2020 Democratic race.

A national Fox News poll shows him leading his nearest competitor, Bernie Sanders, by more than a 2-to-1 margin.

In South Carolina, per a recent Monmouth poll, Biden’s ahead of Kamala Harris by nearly 30 points, 39 percent to 12 percent. 

On the campaign trail today: Pete Buttigieg, Kamala Harris, Bill de Blasio and Kirsten Gillibrand take their turn addressing the National Urban League conference in Indianapolis… Cory Booker, Amy Klobuchar and Julian Castro are in Iowa… Buttigieg also hits the Hawkeye State… Tim Ryan travels to South Carolina… And Bernie Sanders holds a rally in Santa Monica, Calif.

On the campaign trail Saturday: Buttigieg and Castro remain in Iowa… Michael Bennet joins them in the Hawkeye State… Elizabeth Warren campaigns in New Hampshire… And Ryan stumps in South Carolina before heading to the Granite State.
 

Dispatches from NBC’s embeds

Mark Sanford, who’s still weighing a potential primary challenge against President Trump, spoke to voters in South Carolina on Thursday. NBC’s Jordan Jackson reports what he said about a potential Republican primary:

“I think that parties are ultimately made stronger as a consequence of debate rather than weaker. So that’s my take. I get the history on this, but my take is that if we don’t have a debate as Republicans about what we believe in spending, there will be an electoral consequence both in the near term and the long term.”

And Bernie Sanders held a town hall in Los Angeles, where NBC’s Gary Grumbach provides some color from the event.

“This was a very loud, packed theater. Hundreds of folks here, very diverse in age and race. One audience member pointed out Sanders is the first presidential candidate to hold a public event in this neighborhood since Rev. Jesse Jackson ran for president back in the 1980s. Loud, appreciative cheers after that comment.”

63 percent.

That’s the share of American voters who say that President Trump’s recent tweets at four minority Democratic congresswomen – in which he told them to go back to the countries they came from – crossed the line, per a Fox News poll.

Just 27 percent say it was an acceptable attack.

Also in the poll: 57 percent disagree that Trump respects racial minorities…

… and 56 percent believe saying “go back” to the country you came from is a racist thing to say to a person of color.
