POLITICO Playbook: Trump’s two worlds

DRIVING THE DAY

PRESIDENT DONALD TRUMP will officially launch his 2020 campaign in Orlando tonight. He does so amid signs of unease in his own camp about his electoral prospects, despite what any other president would be touting as an enviable record. There are two ways to view the political climate in Trump’s Washington:

— THE PRO-TRUMP WORLD: As the president and his allies see it, a second term should be his for the taking. After all, the economy is solid — inflation is low and growth is chugging along, despite some warning signs. The United States has not entered any new wars on Trump’s watch, and America is even speaking to old adversaries. His base is with him, and tonight’s rally in Florida will draw tens of thousands of people in a critical part of a crucial 2020 state. Despite withering pressure from investigations on the Hill, at DOJ and in New York, Republicans are not abandoning the president.

— THE ANTI-TRUMP WORLD: Trump’s foes are just as certain he’s got a losing record. Trade wars with Mexico and China are hurting farmers in the Midwest and pushing up prices for everyone else. A surge of migrants from Central America has swamped the border. The United States could be dragged into a war with Iran at any moment, and talks with North Korea have stalled. Internal Trump polling shows the president trailing in key battleground states, with numbers so bad Trump fired some of his campaign’s pollsters. He’s losing to almost every single Democratic candidate. Impeachment looms on the horizon, and should that happen, some Republicans could begin abandoning him to save themselves.

AND YET, here’s the thing about Donald Trump: After he shocked the world in 2016, nobody dares predict which of the above narratives will prevail in 2020. Democrats could easily nominate a weak challenger. And unlike last time, he now has his party behind him and the trappings of incumbency on his side. With the election 16 months away, anyone who can say for sure that he’s doomed — or destined to return — is either clairvoyant … or smoking something.

THE MAIN EVENT … ORLANDO SENTINEL: “Trump supporters line up 42 hours early for Orlando campaign rally at Amway Center,” by Caroline Glenn and David Harris: “With tents, sleeping bags and coolers of water in tow, Donald Trump supporters began lining up early Monday for Tuesday’s campaign rally in Orlando, nearly two full days before the event. …

“The line had grown to about 50 as of 3 p.m. By 9:30 p.m., the line ballooned to about 250, with people snaked around to Central Boulevard. Around the same Trump tweeted there were ‘thousands of people already lined up.’” Orlando Sentinel

MOOD MUSIC … via WaPo’s Damian Paletta and Heather Long: “Trump has threatened to escalate trade conflicts with China, Mexico, the European Union and Japan, spooking business leaders and leading some to pull back investment. Similarly, budget and debt-ceiling talks with congressional leaders from both parties have sputtered, raising the possibility of another government shutdown in October.

“The uncertainty — and a cooling global economy — led JPMorgan Chase on Monday to predict that there was a 45 percent chance the U.S. economy would enter a recession in the next year, up from 20 percent at the beginning of 2018.” WaPo

PETER BAKER SETS THE TABLE on NYT A12: “As President Trump kicks off his campaign for a second term on Tuesday with an eardrum-pounding, packed-to-the-rafters rally in Florida, no one doubts that he is the dominant force in the arena today, the one defining the national conversation as no president has done in generations.

“But the coming election is shaping up as a test — not just of the man but of his country. Was Mr. Trump’s victory the last time around a historical fluke or a genuine reflection of America in the modern age? Will the populist surge that lifted him to the White House run its course or will it further transform a nation and its capital in ways that will outlast his presidency? What kind of country do Americans really want at this point?

“Whatever voters thought about Mr. Trump in 2016, they have now had more than enough time to take their measure of him, and their judgment arguably will say more about the mood of the world’s last superpower than whatever roll-the-dice decision may have been made last time. Mr. Trump promised to blow up the system; voters will decide if more disruption is still needed.” NYT

WAPO’S NICK MIROFF and MARIA SACHETTI: “Trump vows mass immigration arrests, removals of ‘millions of illegal aliens’ starting next week”: “President Trump said in a tweet Monday night that U.S. immigration agents are planning to make mass arrests starting ‘next week,’ an apparent reference to a plan in preparation for months that aims to round up thousands of migrant parents and children in a blitz operation across major U.S. cities.

“‘Next week ICE will begin the process of removing the millions of illegal aliens who have illicitly found their way into the United States,’ Trump wrote, referring to U.S. Immigration and Customs Enforcement. ‘They will be removed as fast as they come in.’

“Large-scale ICE enforcement operations are typically kept secret to avoid tipping off targets. In 2018, Trump and other senior officials threatened the mayor of Oakland, Calif., with criminal prosecution for alerting city residents that immigration raids were in the works. … U.S. officials with knowledge of the preparations have said in recent days that the operation was not imminent, and ICE officials said late Monday night that they were not aware that the president planned to divulge their enforcement plans on Twitter.” WaPo

— REALITY CHECK: There’s no way ICE can deport “millions” of people in the near term. In fiscal year 2012, its peak, the agency deported 409,849 individuals. In FY 2017, the first for which we have partial data under Trump, that number was 226,119. And, as NBC’s Julia Ainsley explains, “[I]nterior removals have been down across the country for a simple reason: ICE is running out of space due to the influx of immigrants coming across the border.”

ON THE OTHER SIDE … BIDEN POOL REPORT, from WSJ’s Ken Thomas at 9:56 p.m.: “Prior to Mr. Biden’s arrival, around 6 p.m., about two dozen climate change demonstrators gathered outside the Upper East Side home of Jim Chanos, the president and founder of Kynikos Associates, a prominent short-selling investment firm. …

“The pool was escorted to the dining room of Mr. Chanos’ penthouse apartment, where guests mingled, sipped wine and chatted at an adjoining outdoor terrace. Artwork lined the walls of the apartment. … He said he appreciated the donors for ‘writing a check to allow me to compete. And you are putting me in a position to be able to compete nationally.’”

NUGGET OF NEWS: Biden said he had 360,000 donors who have given an average of $55. That comes to $19.8 million in contributions for his campaign.

BTW … REPUBLICANS FOR BIDEN? … “Guests spotted by the pool included: Former Sen. Al D’Amato, R-N.Y.; Rep. Carolyn Maloney, D-N.Y.; Former Veterans Affairs Secretary David Shulkin, who served as a VA undersecretary for health during the Obama administration and as VA secretary for President Trump until 2018; billionaire businessman John Catsimatidis; Robert Wolf, founder of 32 Advisors and a top fundraiser for President Obama’s campaigns; Michael Kempner, CEO of MWWPR and a prominent Democratic fundraiser and numerous other attendees.”

A ZINGER FROM ELIZABETH WARREN (@ewarren) at 10:28 p.m.: “I don’t spend time at fancy fundraisers. Instead, I spend my time meeting voters and thanking grassroots donors who chip in what they can. Donate $3 to my campaign, and you might just get a call from me to thank you!”

LINE OF THE DAY … BURGESS EVERETT and HEATHER CAYGLE: “The [DNC] chairman is the face of presidential debate rules that will allow a meditation guru to take the stage next week while a red state Western governor watches on TV. Against that backdrop, a collection of Democratic lawmakers are still aggravated with [DNC chair Tom] Perez after he yielded to the party’s base last year and agreed to dilute their power as superdelegates — a problem Perez is still trying to defuse in private meetings with Democrats.” POLITICO

… BUT KEEP THIS IN MIND: Just two Democrats in Republican seats have called for impeachment proceedings. The other is Rep. Tom Malinowski, a former Obama State Department official who represents New Jersey’s 7th District.

FOR YOUR RADAR — “Pentagon sending 1,000 more troops as tensions with Iran grow,” by Bryan Bender: “The Pentagon is dispatching an additional 1,000 troops to the Middle East in response to recent attacks on oil tankers in the Gulf of Oman that the United States blames on Iran.

“‘The recent Iranian attacks validate the reliable, credible intelligence we have received on hostile behavior by Iranian forces and their proxy groups that threaten United States personnel and interests across the region,’ acting Defense Secretary Pat Shanahan said in a statement announcing the deployment. The additional forces are ‘for defensive purposes to address air, naval, and ground-based threats in the Middle East,’ the statement added.” POLITICO

THE BIG PICTURE — NAHAL TOOSI: “Iran tests Trump’s desire to actually strike a new deal”: “President Donald Trump is at a make-or-break moment with Iran. Tehran said Monday it will soon take steps that likely violate the 2015 nuclear deal Trump himself abandoned, an announcement that came just days after the U.S. accused the Islamist-led country of sabotaging international oil tankers. The Pentagon announced Monday that it is sending 1,000 more troops to the Middle East for ‘defensive purposes.’ In Europe, meanwhile, leaders are starting to acknowledge that they may have to walk away from the nuclear agreement or devise a new one.

“The confluence of events will test Trump’s weak appetite for military action, his ability to rally allies he has frequently snubbed and his seriousness about actually striking the better deal with the Iranians that he once promised. Along the way, Trump must win over officials well-aware of his history of misstatements and uneasy about relying on U.S. intelligence when a potential new Middle East war could result.” POLITICO

KUSHNER SPLATS EGG ON TRUMP’S FACE ON THE WORLD STAGE, via Barak Ravid in Axios: “White House will not invite Israeli officials to Bahrain conference”: “The White House has decided not to invite the Israeli Minister of Finance Moshe Kahlon or other Israeli government officials to the Bahrain conference in Manama on June 25, where it plans to launch the economic part of the Trump administration’s Israeli-Palestinian peace plan, U.S. officials told me.

“Why it matters: This is a major setback for the White House’s vision for the much-anticipated Bahrain conference, which will now take place without Israeli or Palestinian officials.” Axios

THE JUICE …

— IN 2018, Texas GOP Rep. KENNY MARCHANT won reelection by 3 percentage points — his closest margin in 14 years in Congress. Marchant’s district, which is north of Dallas and Fort Worth, is shifting, strategists in both parties say, and Democrats are newly competitive. KIM OLSON, a veteran, is running against Marchant in 2020, attempting to meld her military background with an anti-Trump message. OLSON closes out her video — which is primarily about her military service — saying she is running because “this president is attacking everything we’ve fought for over the years.”

OLSON lost a 2018 statewide race for agriculture commissioner by 5 points, so she’s a practiced candidate. But 2020 is a presidential year, and Marchant won by nearly 17 points in 2016. This seat could be one to watch. Video

— WASHINGTON INC.: DOUG THORNELL, OREN SHUR and EMILY CAMPBELL will be the new heads of SKDKNICKERBOCKER’S political consulting department. The trio will lead an expansion of the firm’s political advertising work.

TRUMP’S TUESDAY — The president and first lady Melania Trump will leave the White House at 3:50 p.m. en route to Orlando. Trump will speak at a 2020 reception at 7:30 p.m. and campaign kickoff event at the Amway Center at 8 p.m. Afterward, they will leave for Miami to spend the night in Doral, Fla.

KNOWING KELLY KNIGHT CRAFT — “Trump’s U.N. nominee was ‘absent’ ambassador,” by Lauren Gardner: “President Trump’s nominee to be ambassador to the United Nations – current U.S. ambassador to Canada Kelly Craft – was frequently absent from her post in Ottawa, raising questions about her level of engagement with the job, according to officials in both the United States and Canada.

“State Department officials acknowledge her frequent travels outside of Canada, but said many of the trips were related to the new North American trade deal. Her absences from her official post are likely to be an issue in her confirmation hearing, which is now scheduled for Wednesday.

“Federal Aviation Administration records obtained under the Freedom of Information Act by POLITICO show that a private jet registered to Craft’s husband and used by the ambassador made 128 flights between the United States and Canada during a 15-month span of her tenure in Ottawa, the equivalent of a roundtrip once a week.

“Some of the trips correspond with dates of events Craft attended in her home state of Kentucky – such as the Kentucky Derby and a media interview at a University of Kentucky basketball center named for her husband Joe Craft, a coal billionaire – but neither she nor he, through their spokespeople, would confirm how many of the flights involved her travel.” POLITICO

THE INVESTIGATIONS … “Paul Manafort Seemed Headed to Rikers. Then the Justice Department Intervened,” by NYT’s William Rashbaum and Katie Benner: “[L]ast week, Manhattan prosecutors were surprised to receive a letter from the second-highest law enforcement official in the country inquiring about Mr. Manafort’s case. The letter, from Jeffrey A. Rosen, Attorney General William P. Barr’s new top deputy, indicated that he was monitoring where Mr. Manafort would be held in New York.

“And then, on Monday, federal prison officials weighed in, telling the Manhattan district attorney’s office that Mr. Manafort, 70, would not be going to Rikers.

“Instead, he will await his trial at a federal lockup in Manhattan or at the Pennsylvania federal prison where he is serving a seven-and-a-half-year sentence for wide-ranging financial schemes, according to people with knowledge of the matter.” NYT

IMMIGRATION FILES … WAPO’S MARIA SACCHETTI inCiudad Juárez, Mexico: “‘The American Dream has turned into hell’: In test of a deterrent, Juarez scrambles before U.S. dumps thousands of migrants”: “This gritty, industrial city on the banks of the murky Rio Grande is bracing for the Trump administration to dump thousands of migrants from Central America and other lands here under a new agreement to curb mass migration to the United States. But frantic Mexican officials say they likely cannot handle the rapid influx, as they are desperate for more shelter space, food and supplies.

“With days to prepare, a top state official said he expects a fivefold increase in the number of migrants who will be sent to Juarez as a result of the expansion of the Trump administration’s Migrant Protection Protocols. The program, which is under court challenge, sends migrants who are seeking refuge in the United States back across the border into Mexico to await their asylum hearings.

“More than 200 migrants were sent back to Juarez on Thursday, double the previous day, and officials expect as many as 500 migrants each day will be returned from El Paso to Juarez in coming weeks.”

THE TRUMP ADMINISTRATION — “Number of workplace safety inspectors fall under Trump,” by Rebecca Rainey: “Despite assurances from Labor Secretary Alexander Acosta that he will boost the number of OSHA compliance officers this fiscal year, new data shows the number of inspectors has declined. According to statistics that POLITICO obtained through the Freedom of Information Act, the number of compliance safety and health officers tasked with conducting workplace inspections at the agency had fallen in April to 870. That’s down from the 875 safety inspectors that OSHA reported in January.” POLITICO

WHAT ERIC GREITENS IS READING … “Former FBI agent who investigated Greitens indicted for perjury, evidence tampering,” by the Kansas City Star’s Crystal Thomas and Bryan Lowry: “The former FBI agent chosen by the St. Louis City prosecutor to investigate former Gov. Eric Greitens has been indicted on six counts of perjury and one count of tampering with physical evidence, according to documents unsealed Monday in St. Louis City Circuit Court.

“William Don Tisaby, 66, a private investigator, was hired by St. Louis Circuit Attorney Kim Gardner to assist in a probe following allegations that Greitens took a partially nude photograph of a woman without her consent while they were having an affair in 2015. The woman was allegedly bound and blindfolded when the photo was taken, and she says he threatened to release it if she ever spoke about the affair.

“Gardner charged Greitens with invasion of privacy. But the charge was dropped when Greitens’ defense team accused Tisaby of perjury and said it planned to call Gardner at trial as a witness. …

Tuesday, June 18, 2019 Iran Tensions “The U.S. military on Monday released new images it says showed Iran’s Revolutionary Guard (IRGC) removing an unexploded limpet mine from a Japanese-owned tanker that was attacked on June 13 in the Gulf of Oman… ‘Iran is responsible for the attack based on video evidence and the resources and proficiency needed to quickly remove the unexploded limpet mine,’ the U.S. military’s Central Command said in a statement.” Reuters

Also on Monday, an Iranian official announced that the country “will surpass the uranium-stockpile limit set by its nuclear deal in the next 10 days… Atomic energy spokesman Behrouz Kamalvandi suggested that Iran’s enrichment could reach up to 20%, just a step away from weapons-grade levels… Hours later, the two countries seemed locked in a standoff when the Pentagon announced it was sending about 1,000 additional American troops to the Middle East to bolster security in the region in the face of what U.S. officials said was a growing threat from Iran.” AP News From the Left The left is critical of Trump’s inconsistent strategy, believes he has lost credibility with allies, and worries about the potential for military escalation. “If Trump doesn’t trust his own intelligence community or the media, why should we?… Much of [the] doubt existed even before Trump became President. Ever since the Iraq War, when the United States launched a military invasion and roped our allies into it based on faulty intelligence, the trust deficit over US intelligence has been high when it comes to the Middle East. Of course, Trump has not helped matters. He has openly questioned the intelligence community’s assessments on numerous occasions…
 
“[Moreover] because of Trump’s own track record of wielding big sticks when it personally suits him, and then putting them down based on his mood that day, we are no longer viewed as a trustworthy partner. Since assuming office, Trump has withdrawn from the Paris Climate Accord, the Trans-Pacific Partnership and the Intermediate-Range Nuclear Forces Treaty — just to name a few… Countries may question whether working with the United States is a lot of pain and no gain. And consider this: we asked our allies to work with us on the Iran deal. They did, and then we withdrew from it — so getting them on board with more coordinated action on Iran will be more difficult.”

Kirby, a retired rear admiral who participated in the tanker wars of the 1980s and served as the State Department spokesman during the negotiation of the Iran deal. ‘We don’t have enough ships to do it ourselves.’ Whether the United States can convince allies to supply additional ships may be a test of how big a price Mr. Trump has paid for alienating the other nations that were part of the 2015 agreement and that also fear Iran’s move to a bomb.”

It has backed the Houthis in Yemen, who have managed to fight the US-backed and armed Saudi and Emirati armies to a standstill. An array of militias in Iraq receive support from Iran. Plus, Tehran has had close ties with Syria going back to the 1979 revolution. Iranian troops and advisers helped, along with Russia and Hezbollah, to keep Bashar al-Assad in power… Perhaps a few more carrots, and less sticks, are in order.”

If that is not what Mr. Trump wants, then he has to change tack. Pressure may get Iran to consider talking, but there has to be some give and take for negotiations to begin.”

The problem is that because President Trump has made clear he doesn’t want war — even if his advisers seem to invite it — what’s an appropriate response that won’t trigger a war?

“As Iran moves to gradually withdraw from the JCPOA’s limits, it is creating leverage for itself while keeping the window for negotiations open if the administration shows serious interest. While the risk of war is real as long vehement anti-Iran hawks like John Bolton are in the White House, Trump himself has seemingly shifted his approach on Iran—and Iran may be sending its own signals. In Japan recently, when Trump proclaimed that the United States is ‘not looking for regime change, we’re looking for no nuclear weapons,’ Ayatollah Khamenei forcefully declared for the first time in years that Iran is ‘not after nuclear weapons.’ To strike a new deal, President Trump must be willing to trade relief from U.S. pressure in exchange for realistic concessions from Iran.”
Sina Toossi, National Interest From the Right The right is generally supportive of Trump’s aggressive stance, but worries about the risk of escalation. “Mr. Trump’s Iran policy has had considerable success. He abrogated a deficient agreement that was smoothing Iran’s path to a nuclear weapon. He restored sanctions, which many Iran-deal partisans insisted couldn’t be done effectively. The economic pain Tehran feels today is as great as when the Europeans implemented their oil embargo in 2012. Iran’s oil exports have contracted rapidly, denying the regime billions of dollars in hard currency. The key challenge for the Trump administration now is to sustain its strategy as the Iranians start dangling the possibility of a diplomatic opening… 

“[Iran] can’t muster sufficient strength for a prolonged conflict with a determined superpower. The mullahs’ clenched fists, slogans of martyrdom, and staged demonstrations shouldn’t be confused with real power. The Trump administration’s strategy of maximum pressure shouldn’t be diluted as the two sides edge closer to the negotiating table.”

The 2015 Iran deal “not only provided Tehran a financial windfall that helped them finance Hezbollah and other terrorist groups, but it also gave the Islamist regime a path to an eventual nuclear weapon once the agreement expires in 2025… Obama’s failure in the negotiations made it imperative for his successors to correct his mistakes and to force Iran back to the table, where it must be stripped of its nuclear options and ability to fund terror. Trump has… made real progress toward that end with re-imposed sanctions that have brought Iran’s economy to a standstill, starved terrorists like Hezbollah of funds, and prevented the Europeans from giving it a way to evade them.”

“[Europe’s] leaders have refused to join the U.S. effort to drive Iran back to the negotiating table to plug the holes in the 2015 deal. Those holes include no ban on ballistic missiles, which Iran keeps testing; no inspections of certain sites inside Iran; and a 2025 expiration date on many of the deal’s terms… 

“Europeans and American Democrats are blaming Donald Trump for ‘backing Iran into a corner,’ but Iran is the bad actor here. Iran could have used the nuclear deal as an invitation to rejoin the world economy as a normal trading state. But it used the financial windfall to finance its missile program at home and spread terror abroad. The best way to reduce the danger of a shooting war in the region is for Europe to join the U.S. in a united campaign to persuade Iran that its only path out of sanctions is to renegotiate the nuclear deal and cease its export of revolution.”

Some note that “U.S. and Iranian forces are arrayed across the Middle East. In Iraq, Syria, and the Persian Gulf, they brush up against one another. Neither party trusts the other. Each side must be prepared for the other to unexpectedly strike, taking steps to prepare defenses and get retaliatory options in place. The other sees these defensive preparations and fears an attack even more, creating a cycle of escalation that neither intended… 

“Why would a state with a per capita GDP that rivals Belarus and a military whose equipment belongs in a museum take on the world’s sole superpower? One might say that ‘no rational Iranian could believe that an attack on us could result in anything but disaster for his country.’ Yet swap in the word ‘Japanese’ for ‘Iranian’ in that last sentence, and you’ve got a verbatim quote from Dean Acheson, pooh-poohing worries that the tensions of late 1941 could end in some sort of sudden and deliberate attack.”

That’s why these actions make Iran more likely to restart its nuclear program—Libya’s dead former dictator Muammar Gaddafi gave up his nukes, and look what happened to him. Justice Thomas’ Recent Comments on Precedent Sparks Rumors of Laying Groundwork for Overturning Roe v. Wade
In a recent 7-2 opinion on a case unrelated to abortion, Justice Clarence Thomas made comments reiterating his own aversion to deference to precedent, reminding many of the possibility he may be laying groundwork for overturning Roe v. Wade. In the opinion, Thomas noted, “When faced with a demonstrably erroneous precedent, my rule is simple: We should not follow it.” He elaborated that precedent “may remain relevant when it is not demonstrably erroneous.”
 
Thomas takes issue with the Court’s modern doctrine of stare decisis, which, he argues, shows reverence for precedent when that precedent is “least defensible.”
 
The Daily Wire provided quotes from the Justice’s opinion in Gamble v. United States, the opinion currently causing waves in the legal community over the possibility that it may be setting the stage for overturning controversial precedents, such as Roe:
 
“In my view, if the Court encounters a decision that is demonstrably erroneous—i.e., one that is not a permissible interpretation of the text—the Court should correct the error, regardless of whether other factors support overruling the precedent,” the justice concluded. “A demonstrably incorrect judicial decision … is tantamount to making law, and adhering to it both disregards the supremacy of the Constitution and perpetuates a usurpation of the legislative power.”
 
Harvard Overturns Acceptance of Conservative Activist for Comments Made in Private at Age 16
Parkland shooting survivor and conservative activist Kyle Kashuv has had his Harvard acceptance rescinded after comments he made in private at age 16 resurfaced. The comments were gross and unacceptable, but also those made between teenage boys in a non-public setting and ones for which Kashuv has openly apologized. 
 
From Matt Walsh of The Daily Wire:
 
“Kashuv has apologized for the comments, which were leaked to the media in a transparent effort to destroy him for his Second Amendment advocacy. Since taking on this new role as a gun rights champion, he has not said or done anything to demonstrate racism. He says he has changed — due in large part to the traumatic event that he and his classmates endured — and all of the evidence seems to support this claim. Still, despite his efforts to repair whatever damage the gross jokes he told privately when he was 16 might have done to the people who were exposed to them after they were leaked in a coordinated effort to destroy his reputation, he was punished anyway. This move by Harvard is craven and nakedly partisan. Every sane person knows that Kashuv’s affiliation with the conservative movement weighed heavily against him. Would his admission have been revoked had he been an anti-Second Amendment liberal like his classmate David Hogg? We can’t know for sure, but we have reasons to be suspicious.”
 
Walsh’s piece hits on the larger point of the progressive social justice movement. Repentance will always be insufficient, for the movement itself is not about self-improvement or societal improvement. It is about publicly exposing and shaming anyone the movement deems undesirable. 
 
Indeed, it is a troubling society we live in when life-altering punishment must result from the gross words we say in private at an age where we likely still wield a driver’s permit. Kashuv apologized sincerely and has shown himself to not hold the views expressed in the incident, but there is no room for actual moral development in the social justice movement. It is about degradation and scorn. And for that, in addition to Kyle’s words, I am deeply saddened.

Good morning, it’s Tuesday, June 18, 2019.  On this day, a U.S. president finally got fed up with depredations at sea by a haughty regional power with more pride than sense. In response, the American commander-in-chief signed a declaration of war. Not Donald Trump and the Iranians, of course. The events I’m describing occurred 207 years ago, when James Madison was president. Iran (then called Persia) had no real navy at the time and its army was nothing to brag out: The Persians were losing a land war with Russia. The tsar’s armies were also battling Napoleon, as was Great Britain. You’d think that would have been enough to occupy all the king’s men, but no. Our British cousins were also waging a trade war against their former colonies (trade wars being so easy to win) and fomenting Indian raids along the U.S.-Canadian border, all while busily seizing American merchant sailors on the high seas and pressing them into service in the Royal Navy. President Madison responded by requesting a declaration of war from Congress, which complied. The ensuing conflict would cost Madison his government housing — the British would torch the White House and other federal buildings — while bringing back feelings of nostalgia on these shores for George Washington. Ultimately, though, the War of 1812 also instilled deep American pride in our new nation’s martial capacities and put the United States on a course of internationalism that — for better or for worse — set the stage for two centuries’ worth of military interventions. Doing so, many future presidents would find, didn’t usually require a formal declaration of war from Congress. It did, however, usually require a navy, a topic I’ll return to in a moment. Adam Cabot has this warning in RealClearDefense. * * * Generally, Friday, October 13, 1775, is considered the day when the United States Navy was born. Meeting in Philadelphia, the Continental Congress voted to fit out two ocean-going ships, each armed with 10 cannons and manned by a crew of 80 sailors. Their mission was to interdict British ships transporting men and munitions to resupply British garrisons as the Revolutionary War was joined. In a way, however, the U.S. Navy traces its permanence in the American imagination to the declaration of war issued 207 years ago today. Just as the attack on Pearl Harbor would galvanize America’s factories into a frenzy of tank and warplane construction, the June 18, 1812 declaration sparked a spate of domestic shipbuilding. Things moved more slowly in the 19th century, however, and most of those ships of war were not completed in time to see action in the War of 1812. The superiority of the Royal Navy during most of that war gave the British easy access to American ports, and it was a relatively small landing force of redcoats that burned Washington, D.C., in 1814. (As seething American civilians watched helplessly while the invaders torched the White House, one colonist shouted to British Adm. George Cockburn, “If George Washington had been alive, you would not have gotten into this city so easily!” “No, sir,” the British commanding officer conceded readily. “If General Washington had been president, we should never have thought of coming here.”) But it was the burning of another federal facility in the capital — the Navy Yard — that symbolized the larger problem. Although American sailors and sea captains acquitted themselves well with victories on Lake Erie and Lake Champlain, it was a defeat on Lake Ontario that so discouraged Secretary of the Navy William Jones. His fears proved premature. Despite their victory at Ontario, the British had lost their appetite for war in the New World, and even before being routed at the Battle of New Orleans, England had agreed to a peace treaty. Although technological changes in shipbuilding would render most of the vessels of war constructed at that time obsolete, a perception had taken hold in the American consciousness. To maintain its place in the world, a sprawling and wealthy nation surrounded by two vast oceans needed a strong navy. It was a lesson that would have to be learned and relearned. Some had known it from the start. “And without a respectable navy,” John Paul Jones opined in 1776, “alas America!” Five years later, George Washington himself, in a letter to Marquis de Lafayette, put it this way: “It follows then as certain as that night succeeds the day, that without a decisive naval force we can do nothing definitive, and with it, everything honorable and glorious.” These words would be echoed by future presidents. “A powerful Navy we have always regarded as our proper and natural means of defense,” Woodrow Wilson proclaimed in a 1914 speech to a joint session of Congress. “Our ships are our natural bulwarks.” John F. Kennedy made the same point aboard the USS Kitty Hawk in June of 1963, in reference to the lessons of the Cuban Missile Crisis the preceding October. In a mid-summer speech that same year at the U.S. Naval Academy, President Kennedy added the following sentiment: “I can imagine no more rewarding a career. And any man who may be asked in this century what he did to make his life worthwhile, I think, can respond with a good deal of pride and satisfaction: ‘I served in the United States Navy.'”  Carl M. FIRST READ: Trump owns the GOP. Here’s the scoreboard.

As President Trump holds his re-election rally in Florida tonight, it’s a reminder – two and a half years into his time in office – how he’s 100 percent taken over what was once the party of Abraham Lincoln and Ronald Reagan.

The man who was on the verge of being dumped by the GOP – from saying John McCain wasn’t a war hero, to the Access Hollywood video – is now in charge of it all.

And beyond how Trump has changed the party on issues (like immigration, tariffs, dealing with allies/adversaries), here’s your scorecard of the GOP under Trump.

It’s gained one Senate seat (two during last year’s midterms, but it lost Alabama’s Senate seat in an earlier special election).

It’s lost some 40 House seats and control of that chamber to Democrats.

And it’s lost eight governorships – New Jersey in 2017, and from Illinois to Kansas in 2018.

Of course, midterms do that to presidents: Both Clinton and Obama lost big in their first midterm cycles before winning re-election.

The question is how the Republican Party fares when Trump’s name is once again on the ballot.

But if 2018 taught us anything, it’s how political gravity DOES apply to Trump and his party – an unpopular president will take a beating.

And that’s especially true for someone who no longer has Bushes and Clinton as foils to run against. 

Elizabeth Warren’s rise

After six months as a presidential candidate, Elizabeth Warren is in a much stronger place today than she was when she started – when her claims of Native American ancestry dominated her coverage.

Per the most recent NBC/WSJ poll:

A combined 64 percent of Dem primary voters say they’re enthusiastic/comfortable about Warren (up from 57 percent in March), while a combined 27 percent have reservations or are very uncomfortable (down from 33 percent). 

Joe Biden’s numbers among Democratic primary voters in this same poll are:

  • 66 percent enthusiastic/comfortable (down from 73 percent in March)
  • 32 percent reservations/very uncomfortable (up from 25 percent in March).

And Bernie Sanders’ numbers are:

  • 56 percent enthusiastic/comfortable (down from 62 percent in March)
  • 43 percent reservations/uncomfortable (up from 36 percent in March).

This rise for Warren has come amid generally positive coverage of her and her policy plans.

The question we have: What happens if/when the coverage turns negative?

2020 VISION: 100 Days of Amy

Eight days before the first Democratic debates, Amy Klobuchar’s campaign listed more than 100 concrete actions the senator would take in her first 100 days as president.

They include:

  • Rejoining the Paris climate accord
  • Allowing for the immediate importation of prescription drugs from countries like Canada
  • Filling judicial vacancies beginning on Day 1
  • Protecting voting rights
  • Raising the minimum wage for federal contractors to $15 a hour
  • And jumpstarting negotiations to pass comprehensive immigration reform.

22 percent. 

That’s the share of *Republicans* who believe that abortion should be illegal in all cases, with no exceptions, according to the latest NBC News/Wall Street Journal poll. 

The new data come as state legislatures, including in Alabama, have greenlighted bills that would essentially outlaw all abortions without exceptions, such as in cases of rape or incest. 

Far more Republicans – 46 percent – say that abortion should be illegal in most cases, but that there should be specific exceptions. 

Additionally, about one in six Republicans said that abortion should be legal in all cases, and about the same share said that abortion should be legal in most cases.

THUNDERDOME: TAKING ON BIDEN WILL INCLUDE OBAMA
Imagine a situation where three years after the most popular former president in your party left office, the overwhelming majority of candidates for your party’s nomination are explicitly running against his signature domestic policy. Wouldn’t that kind of be a big deal, a major news story if it happened? Well, it is happening, and no one seems to care. By running on Medicare for All, Democratic candidates are saying that Obamacare failed to deliver on its promise. They can blame that on any number of things – GOP intransigence, the Supreme Court, and the inherent villainy of insurers being the obvious ones – but they cannot reasonably claim for upending everything Obamacare did with a new system while also saying it worked.

That law prevents federal funds from being used to pay for most abortions. Thirty percent (30%) want to overturn that law while 12% are not sure.Republicans overwhelmingly favor keeping the Hyde Amendment in place by an 86% to 8% margin. Independents are supportive by a 53% to 32% margin. As for Democrats, 47% want to end the ban on federal funding for abortion while 39% want to keep it in place.Forty percent (40%) of voters believe it is currently too easy to get an abortion while 18% believe it is too hard. Seventeen percent (17%) think the current rules are about right while 24% are not sure.NBC News recently wondered why South Bend Mayor Pete Buttigieg doesn’t talk more about a municipal ID program he created for illegal immigrants. Most likely it’s because “Mayor Pete” recognizes that it is not as popular as NBC assumed. While voters are split on the general idea of municipal ID cards, Mayor Pete’s plan had them issued by private organizations to prevent access for immigration officials. And, the plan required local government agencies to accept them as legal identification for government services. Only 31% liked that plan while 69% do not.As for the presidential campaign, just 20% of voters would be more likely to support a candidate who made such a proposal. Fifty-two percent (52%) are less likely to do so. Even among Democrats, just 32% would be more likely to support such a candidate while 33% are less likely.After inching up following Robert Mueller’s press conference three weeks ago, support for impeachment has fallen back to earlier levels. Forty-one percent (41%) think the president should be impeached while 46% disagree. Democrats are largely supportive while Republicans are opposed. Independent voters now oppose impeachment by a 49% to 36% margin.Finally, today’s Number of the Day is a healthy reminder of how rapidly things can change. Four years ago this month, Donald Trump was at 1% in the Republican Primary polls and 66% of GOP voters said they could never support him. That was before the debates began and Trump began to rise.With that in mind, the first round of Democratic primary debates begin next week.  As a reminder, PredictIt is hosting a tournament based upon ScottRasmussen.com polling data to predict the debate winner.
