TARIFFS HAVE GONE UP! … NYT’S ANA SWANSON and ALAN RAPPEPORT: “President Trump escalated his trade war with China on Friday morning, raising tariffs on $200 billion worth of Chinese goods and taking steps to tax nearly all of China’s imports as punishment for what he said was Beijing’s attempt to ‘renegotiate’ a trade deal.

“Mr. Trump’s decision to proceed with the tariff increase came after a pivotal round of trade talks in Washington on Thursday night failed to produce an agreement to forestall the higher levies. The White House said talks would resume again on Friday but it remains uncertain whether the two sides can bridge the differences that have arisen over the past week. … In a statement on Friday, China’s Ministry of Commerce said that the government ‘deeply regrets that it will have to take necessary countermeasures.’ It didn’t specify what those countermeasures might be.” NYT

— ASIAN MARKETS BOUNCE … FT: “Chinese stocks finished higher despite the impasse. China’s CSI 300 index of major stocks listed in Shanghai and Shenzhen closed up 3.6 per cent, while Hong Kong’s Hang Seng index was 1 per cent higher. China’s onshore renminbi, which is permitted to trade within 2 per cent on either side of a daily midpoint set by China’s central bank, strengthened by 0.3 per cent against the dollar.” FT

JUST CAN’T QUIT HIM … 2020 DEMOCRATS are hardly talking about BOB MUELLER any more. SENATE MAJORITY LEADER MITCH MCCONNELL has said the Mueller report is the last word in the investigation, and argued the case is closed.

THERE’S JUST ONE PERSON who can’t quit MUELLER: President DONALD TRUMP. In one news conference Thursday, he said the Mueller report was “the Bible,” and he called it “beautiful” and “perfect.” He regularly tweets about the special counsel and, when it’s convenient, seems to take his report as the last word on the 2016 election.

IT’S ALMOST AS IF Trump feels like the report represents a victory in his long-running war against elites. And it’s almost — almost — like he misses the “witch hunt” he railed against for 22 months.

Friday, May 10, 2019 Georgia Signs ‘Heartbeat’ Abortion Ban Into Law “Georgia Gov. Brian Kemp on Tuesday signed into law one of the nation’s most restrictive abortion laws, a measure that bans the procedure once a fetal heartbeat is detected, which can be as early as six weeks.” AP News From the Left The left opposes the law, which it sees as directly conflicting with the right to abortion guaranteed by Roe v. Wade. “‘Heartbeat’ is a bit is a bit of a misnomer, since the cardiac activity that is first detected in an embryo is not a heartbeat by any stretch of the imagination; what is first observed is the pulsing of cells that are specializing and will eventually become a heart. At this point in the pregnancy, the fetus has no brain and no face.”

Rep. Barry Loudermilk (R-GA) “attempted to justify the law’s scientifically questionable reliance on the detectable heartbeat standard based on the notion that dead people no longer have a pulse…

under Georgia law and the 1981 Uniform Determination of Death Act, the determination of whether a person is alive is not, in fact, dependent on whether they have a pulse but whether they have sustained ‘irreversible cessation of circulatory and respiratory functions, or irreversible cessation of all functions of the entire brain, including the brain stem.’”

It is not clear whether the bill’s drafters contemplated the more dramatic consequences of granting legal personhood to fetuses. For instance, as Georgia appellate attorney Andrew Fleischman has pointed out, the moment this bill takes effect on Jan. 1, 2020, the state will be illegally holding thousands of citizens in jail without bond. That’s because, under HB 481, pregnant inmates’ fetuses have independent rights—including the right to due process. Can a juvenile attorney represent an inmate’s fetus and demand its release? If not, why? It is an egregious due process violation to punish one human for the crimes of another. If an inmate’s fetus is a human, how can Georgia lawfully detain it for a crime it did not commit?”

They cite the example of an ectopic pregnancy, in which the embryo is developing outside the uterus and will never develop into a viable fetus. An ectopic pregnancy may not be detectable at six weeks, and as it progresses, it can cause severe bleeding in the woman. Some reproductive health experts… are concerned that the law would force a doctor to allow a nonviable pregnancy to proceed until it is actually causing dire harm to a woman’s health.”

Protestors Inside Venezuelan Embassy are In the Dark
Back on April 10th, in the wake of chaos over the disputed presidency in Venezuela, government officials associated with Nicolás Maduro invited far left American activist group “Code Pink” and several other far left organizations to stay at the Venezuelan Embassy in Washington, D.C. In the month since they moved in, the protestors have caused severe disruption, property damage, and injury. Venezuelan, Venezuelan-American, and many other supporters of Juan Guaidó as the legitimate president have also become a mainstay in front of the embassy as they oppose the occupying supporters of the socialist dictator, human rights-violating Maduro. Chaos has become the norm on the usually serene Georgetown street. 
 
On Wednesday evening, the power to the embassy was cut out by Pepco and the building’s owners in an attempt to temper the unrest and evict the protestors. From the Washington Post:

“Waves of cheers rolled up and down the ordinarily quiet street in the elite Georgetown neighborhood at the center of an intensifying standoff between backers of Venezuelan opposition leader Juan Guaidó and left-wing activists who oppose U.S. intervention and support President Nicolás Maduro.

With no electricity, the activists who have been living inside the building are adjusting to the latest challenge in their month-long occupation of the embassy. Organizers with Code Pink, a left-leaning organization known for its theatrical and provocative protests, said the utility bills had been paid in full by the building’s owners: the Maduro-led Venezuelan government. 

The group has been inside the embassy since April 10 at the invitation of Maduro government officials. About two weeks into Code Pink’s residency, Venezuelan and Venezuelan-American protesters began to gather outside. They have not left since.”
 
Pompeo Condemns U.S. and U.K. Support of Maduro
Though he declined to name specific names, from a Wednesday news conference in London, Secretary of State Mike Pompeo condemned support of Maduro: From Fox News:
 
“It is disgusting to see leaders, in not only the United Kingdom but the United States as well, who continue to support the murderous dictator Maduro,” Pompeo said during a joint news conference alongside his U.K. counterpart Jeremy Hunt. “It is not in either of our country’s best interests for those leaders to continue to advocate on their behalf.”

“The Venezuelan people have spoken through their constitutional mechanism. They have put Juan Guaidó as their interim president. He is the duly elected leader there. Maduro is on borrowed time,” Pompeo said. “To see American leaders, or leaders from this country, to continue to provide support and comfort to a regime that has created so much devastation, so much destruction … no leader in a country with Western democratic values ought to stand behind them.”
 
From the United States, Representative Ilhan Omar has blamed her own country for causing the strife in Venezuela, while fellow freshman congresswoman Alexandria Ocasio-Cortez has refused to denounce Maduro as the rightful president. In the U.K. Jeremy Corbyn, leader of the leftwing Labour party, has condemned any outside interference in the Venezuela crisis. Raheem Williams wrote in The Federalist about the alarming similarities between the socialist dictatorship in Venezuela and the political agenda of Democratic socialists in the United States.

Things are not improving. From the Washington Post:

“The arrest of a top opposition leader in Venezuela unleashed fears of a wider crackdown on Thursday, even as members of the opposition issued renewed calls for weekend protests in a months-long campaign to oust President Nicolás Maduro.

The Wednesday arrest of Edgar Zambrano, vice president of the opposition-controlled National Assembly in Venezuela, was the latest move in a protracted, increasingly murky struggle between two camps vying for support of the military, which has seen some defections but whose loyalty to Maduro has preserved his grip on power.”

A ScottRasmussen.com national survey found that just 22% see it as a government program that provides income to senior citizens.That perception is one of the reasons Social Security is viewed favorably by 75% of American voters.The belief that it’s an earned benefit is highlighted in other data as well. If someone reaches retirement age, is eligible to collect Social Security payments, and wants to keep working, 82% believe they should still be able to collect their Social Security benefits.Sixty-three percent (63%) think workers should be allowed to pay more money into Social Security in exchange for higher benefits or an earlier retirement age. Just 13% oppose that idea which was first suggested by President Franklin Roosevelt in 1935. As a practical matter, tens of millions of Americans are doing something very similar today by investing in 401(k) plans and other private retirement programs.It’s Small Business Week. Good morning, it’s May 10, 2019, a Friday, which is the day of the week when I unearth a quotation intended to provide inspiration for the weekend. Today’s comes from the mother of a popular U.S. president. It was on this date in 1914 that Woodrow Wilson signed a joint resolution of Congress encouraging Americans “to display the flag…on the second Sunday in May as a public expression of our love and reverence for the mothers of our country.” Motherhood and the flag, eh? It seems that the only thing Congress forgot to include was apple pie. But if venerating motherhood predates Western civilization, the idea of doing it formally in this fashion originated during the Civil War, courtesy of a dauntless woman named Ann Jarvis. All presidents since Woodrow Wilson’s time have weighed in on this holiday, some more evocatively than others. Actions, however, are often more powerful than words, as we’ll explore in a moment. Near the end of his May 7, 1983 speech, the president invoked his own mother. “Now and then I find guidance and direction in the worn brown Bible I used to take the oath of office,” he said that day. “It’s been the Reagan family Bible and, like many of yours, has its flyleaf filled with important events, its margins are scrawled with insights, and passages underlined for emphasis. My mother, Nelle, made all those marks in that book. She used it to instruct her two young sons, and I look to it still.” Reagan’s mother would have been pleased with her son for that. “Nellie” Reagan, who died in 1962, four years before he became governor of California, was proud of her younger son every step of the way — and for his personal faith and generosity as much as his professional accomplishments. In 1937, she wrote a letter to the family of her former pastor. In it, she mentions that some friends have expressed misgivings to her about Ronald “going to such a wicked place as Hollywood.” In the letter, unearthed recently by Washington Post reporter Karen Tumulty, Nelle Reagan assured her friends that her boy is up to the challenge of resisting temptation. “Friends, he does love God,” she wrote, “and he never forgets to thank Him for all his many blessings, and when we visited him, he told me of all the nice things he would be able to do now for Eureka College if he won the seven year contract with Warner Brothers.” This is the height of the Great Depression, remember, and Ronald Reagan came from the hard-pressed American working class. The Reagans, like millions of other families, were on the edge economically. Hollywood, despite its “wicked” ways, could change all that — and Mrs. Reagan was grateful for her boy’s success. “You know he has been a wonderful son to us, his father hasn’t had any work since the 15th of June, last year,” she wrote. “[A]nd during all that time I have rec’d a $60.00 check the first of each month, and another one of the same amt the 15th of each month, and if he signs the seven year contract then he is going to send for us that is the thing that makes me so happy, to think I can live my last days, making a home for him, it’s almost more happiness than I ever expected in this life.” And that is today’s quote of the week.  Carl M.  From NBC’s Chuck Todd, Mark Murray and Carrie Dann FIRST READ: Team Trump wants another foreign government’s help for 2020 In 2016, the Trump campaign gladly accepted Russia’s help to defeat Hillary Clinton.

And heading into the 2020 race, Rudy Giuliani is headed to Ukraine to push the country’s president to pursue an investigation into Joe Biden’s son, the New York Times writes.

“We’re not meddling in an election, we’re meddling in an investigation, which we have a right to do,” Giuliani told the Times about his upcoming visit to Ukraine.

There’s nothing illegal about it,” he added. “Somebody could say it’s improper. And this isn’t foreign policy — I’m asking them to do an investigation that they’re doing already and that other people are telling them to stop. And I’m going to give them reasons why they shouldn’t stop it because that information will be very, very helpful to my client, and may turn out to be helpful to my government.”

How isn’t this the biggest political story in America right now – Team Trump wants the help from another foreign government to dig up dirt on an opponent?

If you don’t think this is a five-alarm scandal – and instead you’re shrugging your shoulders at this story – then we’ve truly gone down the power-hungry rabbit hole, where anything and everything is fair game.

Also: Just because it’s in plain sight doesn’t make it less problematic.

And Democrats, if you believe this activity is wrong, why aren’t you passing legislation RIGHT NOW to stop it? Photo by Tasos Katopodis/Getty Images Trump’s foreign policy tests look even more precarious On Thursday, we noted how Trump is being tested in international affairs on four different fronts — all after big risks the administration has taken.

A day later, these situations look more precarious, especially when it comes to China, Iran and North Korea.

1. Trump raises tariffs on China in trade standoff:   “The Trump administration raised import taxes on $200 billion of Chinese imports from 10 percent to 25 percent,” per the AP. “China’s Commerce Ministry said it would take ‘necessary countermeasures’ but gave no details.” American and Chinese negotiators are in the midst of another round of trade talks.

2. U.S. B52 bombers arrive in the Middle East   “The U.S. military said on Tuesday that a number of B-52 bombers would be part of additional forces being sent to the Middle East to counter what the Trump administration says are ‘clear indications’ of threats from Iran to U.S. forces there,” Reuters reports.

3. Kim Jong-Un calls for “full combat posture”   “The leader of North Korea ordered its military to boost its strike capability as he directed another missile firing, state media said on Friday, as tensions grew over tests that appeared to show preparations for a new advanced missile system,” another Reuters report says.

4. Lawmakers urge Trump administration not to further intervene in Venezuela   “Talk of possible U.S. military action in Venezuela is prompting bipartisan concern in Congress, where Democrats and Republicans alike cautioned against a rush toward intervention amid escalating rhetoric from Secretary of State Mike Pompeo and National Security Adviser John Bolton,” USA Today writes. Photo by Chip Somodevilla/Getty Images 2020 VISION: Hitting the reset button Two months ago, if you asked political pundits to predict who might ultimately win the Democratic nomination, quite a few would have said Kamala Harris or Beto O’Rourke.

Since then, both have been stuck in single digits in most polls – eclipsed by Pete-mania or Joe Biden’s big entrance into the race.

And behind the scenes, the two campaigns have been undergoing resets and hiring sprees of new staffers.

The New York Times reported earlier this week that Harris is trying to take on Trump more directly, especially after her grilling of Attorney General William Barr last week.

And O’Rourke, meanwhile, has added some new staffers – Barack Obama’s 2008 delegate guru (Jeff Berman) and a top digital strategist on Hillary Clinton’s 2016 campaign (Rob Flaherty). On the campaign trail today: Julian Castro and John Hickenlooper hit Iowa… Beto O’Rourke and John Delaney continue to stump in New Hampshire… Kirsten Gillibrand also campaigns in the Granite State… Elizabeth Warren makes stops in West Virginia and Ohio… Amy Klobuchar visits schools in Yonkers, N.Y…. And Pete Buttigieg raises money in San Francisco.   On the campaign trail Saturday: Hickenlooper remains in the Hawkeye State… O’Rourke, Gillibrand and Delaney stay campaigning in New Hampshire… Cory Booker visits South Carolina… And Buttigieg delivers the keynote address at a Human Rights Campaign dinner in Las Vegas.   On the campaign trail Sunday: Booker makes four campaign stops in New Hampshire.   TWEET OF THE DAY: Running on Dunkin’ DATA DOWNLOAD: And the number of the day is … six.  Six.

That’s the number of battleground states that pro-Trump Super PAC “America First” says it will target heading into 2020.

The group says it will pump $300 million into its chosen battlegrounds, per NBC’s Monica Alba. (The news was first reported by The Hill.)

Those states are Florida, North Carolina, Ohio, Pennsylvania, Michigan and Georgia (!).

But it also stuck out to us that there’s one notable omission on that list: Wisconsin.
